THE House of Representatives Electoral Tribunal (HRET) has ruled to proceed with the opening of ballots

used in the 2016 elections for the first legislative district of Cagayan de Oro City as contested by losing congressional candidate Lourdes Candy Darimbang.

In a three-page decision dated August 17, the HRET quashed the appeal of respondent Rep. Rolando Uy praying to reconsider the tribunal’s earlier May

25 decision ordering the custody of ballot boxes from the 24 barangays in the first district containing around 13,000 challenged votes.

The NHCP is the national government agency mandated to promote Philippine history through its museums, research and publication, and preserve

Nur faces arrest for graft CHARGED with rebellion and violation of international humanitarian law in 2013 but granted temporary liberty since October last year to participate in the peace process, Nur Misuari, founding chair of the Moro National Liberation Front (MNLF) is now facing arrest on charges of corruption while serving as Governor of the Autonomous Region in Muslim Mindanao (ARMM) in 2000.

The Sandiganb ayan Third Division in a resolution on August 31 found “probable cause for the issuance of warrants of arrest” against Misuari and four others on charges of graft and malversation through falsification of documents in the purchase of P137.5 million worth of textbooks and educational materials in 2000.

Misuari was ARMM Governor from September 30, 1996 until he left Sulu for Sabah in late November 2001, after allegedly waging a rebellion in Sulu and Zamboanga. He was arrested upon arrival off Sabah for alleged illegal entry, was returned to the country in January 2002 where he was detained in the bungalow intended for ousted President Joseph Estrada, later at St. Luke’s Hospital and much later in a government-rented white house in New Manila (near

the hospital), freed on bail on April 25, 2008 and later acquitted.

According to the 18page August 31 resolution penned by Associate Justice Sarah Jane Fernandez and released on Tuesday, warrants of arrest are to be issued against Misuari in four criminal cases 1017, 1018, 1020 and 1021 while the Sandiganbayan directed the prosecution to present within five days from receipt of the resolution, “additional evidence to establish accused Misuari and (Sittie Aisa) Usman’s participation” in two other criminal cases, 1019 and 1022.

According to the Sandiganbayan’s Resolution, the Ombudsman created a Panel of Investigators on November 6, 2013 to conduct a further fact-finding investigation into the alleged ghost purchases of textbooks and projects. The Panel of Investigators filed the complaint on September 5, 2014 and the resolution finding probable cause to charge the accused in the present cases was approved by the Ombudsman on August 15, 2016. The informations charging the accused with graft and malversation through falsification were filed on May 22, 1017.

Aside from Misuari, also charged were, among others, former Department of Education regional director

Leovigilda Cinches, supply officer Sittie Aisa Usman, accountant Alladin Usi, chief accountant Pangalian Maniri, and state auditor Nader Macagaan.

Extended temporary liberty In May this year, the regional trial court in Pasig which granted a six-month provisional liberty to Misuari in late October last year, granted him an extension of another six months or until November 16, 2017.

In a three-page resolution dated May 16, Judge Maria Rowena Modesto San-Pedro of the Regional Trial Court Branch 158 in Pasig City granted Misuari’s “Motion for Extension of Period of Suspension of Proceedings and Implementation of Warrant of Arrest.”

Within this six month period, the court directed the Philippine National Police, Armed Forces of the Philippines, the National Bureau of Investigation and other law enforcement agencies to “suspend as well, the enforcement of the Warrants of Arrest issued against the accused Misuari.”

The court gave Misuari temporary liberty in October last year “to allow him to attend peace talk sessions with the government.” The court granted a six-month period of suspension of proceedings and enforce-

Warrants of arrest were issued against Misuari and 59 others in 2013 for rebellion and violation of Republic Act 9851 or the Philippine Act on Crimes Against International Humanitarian Law, Genocide and other Crimes against Humanity following the September 2013 stand-off in Zamboanga City between his followers and government troops that left 137 persons dead, 251 injured and 118,889 of the city’s 807,000 population displaced, according to the National Disaster Risk Re-

duction and Management Council’s October 2, 2013 report.

His faction did not participate in the 21-member Bangsamoro Transition Commission that was tasked to draft a Bangsamoro Basic Law that would pave the way for the creation of the Bangsamoro, a new autonomous political entity that would replace the ARMM in accordance with the Com-

prehensive Agreement on the Bangsamoro signed by government and the Moro Islamic Liberation Front (MILF) on March 27, 2014.

The commission has three representatives from the other MNLF factions.

Ambitious, impertinent Metropolitan Cag. De Oro In the past days, a story about the conversion of Cagayan De Oro City into a “metropolitan” city has been circulating. The CYNOSURE says this is ridiculous and presumptuous.

City Councilor Ian Nacaya is reportedly pushing for the conversion of the city into a metropolitan city. With malice to none, one could only say the ignorance of Nacaya about how a city is accorded the title as a metropolitan city.

The City Council, which passed the resolution urging the National Economic and Development Authority (NEDA) and the Regional Development Council (RDC), could not be faulted for passing the resolution.

After all, it was Nacaya, as the majority floor leader, who must have sponsored the resolution and convince the august body for the passage of the resolution.

In his interviews with some local media, Nacaya narrated that the conversion of the Cagayan De Oro City

into a metropolitan city has been taken into account during the time of the late Mayor Ambing Magtajas.

In fairness, it was during the time of Magtajas in the early 90s that Cagayan De Oro City’s real estate was bullish. The development and expansion of subdivisions created a flourishing local economy, which agitated the downstream economy.

For the information of Nacaya, this writer coined the phrase “Metropolitan Cagayan De Oro City” as part of branding the city to lure more investors to come. Thus, the CYNOSURE then made a point to describe Cagayan De Oro as a metropolitan city in order to stimulate economic growth in the locality.

Another important economic phrase that the CYNOSURE has originally promoted in its writings in the national newswire service was the Borneo, Indonesia, Malaysia and Philippines East Asian Growth Area

(BIMP-EAGA) economic partnership.

The BIMP-EAGA concept was based on the economic flagship of then Pres.

Fidel V. Ramos in Mindanao, particularly with the development of the Cagayan De Oro-Iligan Economic Corridor and the establishment of the Davao-Manado commercial route.

The idea of linking the BIMP together as an economic bloc was conceptualized because of the proximity of the country to Mindanao.

Undoubtedly, Nacaya was a neophyte at that time.

Having started his political career as an SK representative, his understanding of sociopolitical economy was still incomprehensible.

Now, as majority floor leader of the city council, Nacaya believes that, after all those years, he has politically and economically matured. Thus, he is pushing for the conversion of Cagayan De Oro City into a metropolis. The CYNO-

SURE thinks otherwise.

First, Nacaya should understand what is meant by a “metropolitan” city. A metropolitan city should have, at least, 2 million people. In fact, it is only Quezon City, which would technically qualify as a metropolitan city. Tell us, what other city(ies) in the Philippines with a population of over 2 million people.

Except for Quezon City with a population of 2.7 million people, the Population of Cities in the Philippines (2017) by the World Population Review, listed only four cities in the country with over one million people.

Normin’s livestock industry to strengthen to Asean standards

CAGAYAN DE ORO CITY – The Board of Investments (BOI) is looking for ways to elevate the livestock industry of Northern Mindanao at par with Association of Southeast Asian Nations (Asean) standards.

In this era of Asean integration, BOI Investment Assistance Service director Raul Angeles said that the prolific livestock industry of Region 10 is a potential export that must first be competitive with its Southeast Asian neighbors so it could capture the market.

Angeles said that BOI is offering various programs and technical assistance at the local level so homegrown businesses like the livestock producers here could benefit.

Northern Mindanao has around 270,000 heads of cattle, 234,300 goats, 124,000 carabaos, 899,200 hogs, 7.3 million broilers, 7.6 million native chickens and 3.3 million layer chickens.

Angeles’ team was in this city last Wednesday to disseminate the 2017 Investment Priorities Plan for the region.

The 2017 Investment Priorities Plan will serve as a blueprint in guiding Filipino and foreign investors in matching their entrepreneurial and financial capacities with the identified opportunities to steer the country’s economic growth to a broader and sustainable path.

It aspires to maintain the Philippines’ competencies while developing sectors with potential for inclusive growth by connecting micro, small and medium enterprises (MSMEs) to the global value chain.

The new IPP has been broadened to encourage and attract new capital in sectors and regions that address the inequality of growth and employment.

New priority activities for the 2017 IPP are innovation drivers to underscore the important role of research and development and inclusive business models for agribusiness and tourism which fosters income and business opportunities for the poor or low earners of society by integrating them to engage in business or jobs with the supply chain or medium or large companies.

Lower House honors Metrobank Outstanding Filipino awardees HIOUSE Speaker Pantaleon Alvarez on Wednesday led lawmakers in giving recognition to 10 awardees of the 2017 Metrobank Foundation Outstanding Filipinos who were chosen on the basis of their exemplary contribution to the academe, armed forces, and police sectors.

“We have pushed for the promotion and integration of MSMEs across all sectors in the Philippines, the development of an innovation-driven economy, and the promotion of women and [youth] entrepreneurship in all sectors,” he said.

In addition, those who achieved success and wealth were challenged to embrace inclusivity by helping MSMEs. “I now extend this call to other big businesses in the region. It is also a fortunate circumstance that 70 years ago, one of the earliest texts and illustrations on the Philippines in the 16th century came into the possession of Professor Charles R. Boxer, which now bears the name Boxer Codex.

“The manuscript describes the customs of the Filipinos in Luzon and the Visayas, but it is best known for the illustrations that are the earliest representations of the Tagalogs, Visayans, Cagayanons and Negritos,” said Kristian Ian Sulmayor, XU History Dept. Head. “The content of the Boxer Codex presents us with the initial contact between two worlds, signaling the beginning of the history of our relations.”

Since 2006, Philippine– Spanish Friendship Day has been simultaneously celebrated and organized in various locations in Spain (Madrid, Barcelona, Palencia and Almonte in Huelva). In Madrid, several institutions such as the Philippine Embassy and the Asociación Cultural Galeón de Manila celebrate this Friendship Day since 2009. It has also been hosted by several cities and provinces around the country like Malolos, Zamboanga, Iloilo, Bohol, Iligan, Manila, Vigan and most frequently by Baler, Aurora.

“Healthy friendships will always involve quarrels and misunderstandings, good times and bad, ups and downs, but friendships endure because of the gifts, comfort, support, shared with each other,” Fr. Granting without admitting, the inevitability of the creation of the Metropolitan Cagayan De Oro, will it qualify? Nobody thinks so. A combined population of the municipal towns of Jasaan to Laguindingan and Cagayan De Oro City would not even reach the 1 million population mark.

Nacaya argued that as a metropolitan city, more investors would come to Cagayan De Oro City. He said that more projects would be poured in.

This is a very flimsy argument.

Why? Did Nacaya think that the Metropolitan Cagayan De Oro would enjoy more budget for infrastructure projects?

Nacaya should understand that NEDA has no authority to convert Cagayan De Oro City to become a Metropolitan city. The RDC only identifies regional issues and concerns of economic importance. The CYNOSURE advices Nacaya to read more and be practical.

Lieutenant Colonel Francis Carandang, the commanding officer of the Philippine Army’s 58th Infantry Battalion, said at least three NPA units are present in Gingoog and its boundaries – the Guerrilla Fronts 4A, 4B, and 4C. It can also be recalled that former Gingoog mayor and now that city’s Vice Mayor Ruth Guingona was injured when NPA rebels fired on her convoy in Barangay Alatagan in 2013. Two of her escorts were killed in that ambush.

Last August 25, more than a hundred NPA fighters took 10 workers of a construction company by force, including its vehicles and some P1.2 million in cash, when they set up a roadblock in Barangay Eureka in Gingoog.

Superintendent Roel Lamiing, the Gingoog police chief, said about 130 NPA members belonging to the Guerrilla Front 4B, led by a certain “Commander Dahon,” carried out the attack.

But despite the sporadic combat movements of the NPA, Carandang said the NPA rebels’ presence in Gingoog has actually dwindled as they retreated into the far-flung environs.

“They now find it hard to penetrate the heavily populated areas since their contacts on the ground are now cooperating with the government forces,” Carandang said.

Last Tuesday, HRET informed Uy, Darimbang, the C ommission on Elections (Comelec) and ballots custodian City Treasurer’s Office for the transfer of the ballots from Cagayan de Oro City to Manila where manual recount of the contested votes would take place.

As protestant, it is Darimbang who would facilitate the transport of the ballots. In an interview Wednesday, she said she will be going to HRET next week to pay the P1.262 million needed for the recount to move forward as stipulated by law.

Darimbang said she is elated by the HRET decision and is confident that she would win in the recount.
