C A G AYA N D E O R O CITY, Sept.6 (PIA) – In a meeting with Presidential Communications Operations Office (PCOO) and Cabinet Officer for Regional Development and Security for region 10, Secretary Martin Andanar, the Sangguniang Kabataan (SK) officials of Misamis Oriental have vowed to help in the fight against COVID-19.

“We are thankful for the engagements made by Secretary Martin Andanar to us, the youth. We felt the presence of the national government here in our local scene.”

This was the statement of the Sangguniang Kabataan (SK) Federation President of Misamis Oriental Mr. Ker win Jess Soldevilla du r i ng t h e i r m e e t i ng with Secretary Martin M. Andanar.

Valuing the important role of the youth and the efforts of the SK, Andanar h a s g ive n pr i or it y to dialogue with the youth leaders to further strengthen the partnership between the PCOO, CORDS X and the SKs in the provinces, cities and municipalities.

“As I go around the country, the role of the SK is not prominent in the fight against COVID 19.

And yet, I have interviewed so many of you and you are very active in your war against COVID 19.

It is why it is important to talk to you so that we could discuss how we in the national government can help you as you continue the fight against COVID 19,” Andanar said.

Andanar also emphasized the importance of communication in the fight against COVID-19 and the role of the youth in helping the national government in spreading the factual news to all of their constituents.

CAGAYAN DE ORO CITY: A senior police official, leading the probe into the death of former Ozamiz City councilor Ricardo ‘Ardot’ Parojinog, suggested that Parojinog might have died of natural death following initial findings released by doctors of the Scene of the Crime Operatives (SOCO).

NTF pushes for One Hospital Command in NorMin ILIGAN CITY, Sep. 5 (PIA) - The National Task Force (NTF) Against COVID-19 is pushing for the operation of the One Hospital Command in Northern Mindanao to ensure a comprehensive and coordinated response to the coronavirus disease (COVID)-19 pandemic.

T h e O n e Ho s p i t a l Command will ensure an effective health facility referral system that connects COVID-19 patients to available quarantine facilities and hospitals.

NTF Chief Implementer Secretary Carlito Galvez Jr said the One Hospital Command will be headed by the Regional Director of the Department of Health and the Northern Mindanao Medical Center.

“Ang pinakaimportante po sa ating National Action Plan ay puwede tayong magangat para sa ekonomiya, puwede tayong magbukas for as long as we maintain yung zero deaths. Ang primary objective natin is makapag-save tayo ng lives at tsaka mababa ang death,”

He also suggested that ever y barangay should have isolation facilities so that those identified in the contact tracing will be pulled out immediately from their homes and placed in the facilities to ensure that they will not wander around.

The chief implementer likewise emphasized the importance of early detection.

DA-PhilMech entrusts P10.4-M machineries to MisOr rice farmer groups CAGAYAN DE ORO CITY – Packages of farm machineries worth P10.4 million were turned over by the Department of Agriculture - Philippine Center for Postharvest Development and Mechanization (DA-PhilMech) to farmer-cooperatives, associations (FCAs) cultivating rice in Misamis Oriental (MisOr).

In a turnover ceremony held at the Provincial MisOr Capitol Grounds on August 27, the roster of interventions handed over to Linugos Farmers Irrigators Association, Inc. of Brgy. Kibungsod, Magsaysay, Misamis Oriental included one unit each of four-wheel drive tractor, hand tractor, riding type transplanter and combine harvester.

Meanwhile, the Bal-ason Farmers Producers Cooperative, Inc. (BFPCI) of Brgy.

Bal-ason, Gingoog City, was granted with one unit each of hand tractor, reaper, mobile rice mill, and mechanical dryer, and six units floating tiller.

Funded under the mechanization component of the Rice Competitiveness Enhancement Fund (RCEF), the distribution of agri-machineries is the third distribution in Region 10 within the month, following the provinces of Bukidnon and

Lanao del Norte with an accumulated worth of P67.1 million rice mechanization interventions to 16 farmergroups.

“Said distribution only represents about 40 percent of DA-PhilMech’s budget for 2019, while the remaining 60 percent [amounting to more than P16.5 million] for MisOr province, is still under procurement stage, and three more FCAs are being eyed as additional recipients,“ Carlene C. Collado, regional executive director of DA-Regional Field Office 10 said.

Apportioned with a yearly P5 billion budget under the P10 billion RCEF portfolio, brought about by the Rice Tariffication Law to be implemented for the 2019-2024 period, rice mechanization is seen to drum up across the country to increase productivity, reduce labor cost, increase income and strengthen the global competitiveness of rice farmers in a liberalized rice industry.

Based on DA-PhilMech data, up to 3 percent milling losses, 5 percent drying losses, and about 2-3 percent postharvest losses can be saved with the use of mechanized rice mills, mechanical dryers and combine harvesters, respectively.

It added, up to 10 percent increase in yield can be achieved with good crop growth and higher density planting using mechanical transplanter, while a significant increase in yield is also aimed with proper soil tillage and better land levelling with the use of tractors.

Cooperativism: Powerful Tool for Change

THE wind of change is now hovering from the mountains to the cities to rectify social wrongs, gross inequities, decline in social justice, climate change and violent extremism. Change is imperative and is now glaringly the call of the times.

In a countr y which undeniably is economically under the rule of the oligarchs underscored by no less than the President himself in his recent State of the Nation Address, the conscientization process is now in the offing with the outpourings of queries. Isn’t it that the Philippines is the richest country on earth with regards to biodiversity, minerals and marine life as described by no less than the United Nations’ Food and Agricultural Organization (UN-FAO), but who controls, who decides, who benefits?

Poverty looms amidst the bounty of nature that has been the subject of so much profiteering in the last one hundred years. Where have all the 17 million of dipterocarp forest gone

that was home to billions of endemic species? Gone to loggers everyone whose massive rakings catapulted them to win elective positions. Don’t you know that in one shipment of logs alone, a logger easily pocketed some four hundred million pesos? Our finest of trees were cut in violation of environmental laws, i.e., no cutting in altitude above 1,000 meters or in slope with at 50% gradient. At the time that we were barricading logging trucks that were passing the thorough-fares of Cagayan de Oro City from 1am to 5am accompanied by well-armed goons, we were told that no one can stop them because 90% of those working to protect the environment were under the loggers’ payroll including those who should implement the laws!

With regards to the ecological wealth beneath the ground (minerals), we were able to arrest illegal miners at the time that we were implementing the Writ of Kalikasan in the Uplands of Cagayan de Oro. Arrested were three illegal Chinese

miners holders of tourist visa. In their mining camp site, we found Ak-47, Armalites and grenades. Yes, we in Sulog were able to stop illegal mining and logging but at the expense of my good friend and fearless ally Datu Sandigan (Fausto Orasan), the Chieftain of the Higaonon Tribe in Cagayan de Oro who was murdered while advocating to stop all of these illegal activities.

Until now the murderers are still scot free.

What greater love there is than one Datu Sandigan who bravely offered his life to Magbabaya so that the defenseless flora and fauna can continue manifesting the love of the Creator. This time, the conscientization process has begun. No one courageous environmental advocate can stop social wrongs committed against the Filipino People. We must now harness our collective power to be a powerful instrument of change not only on protecting God’s See TOOL, page 19

MINDFUL

The greatest gift of all I CAME from a middle single income family. My father was a regular employee while my mother was a full-time housewife.

Despite this, they managed to send me and my 3 siblings to a local private school.

But I remember, there was a time when our family faced a crisis that affected our finances. Sending the 4 of us to a private school will be a big challenge, my daddy said. Though sad, we accepted the possibility of being transferred to a public school. But we were all surprised when my mom brought out 5 big bottles of Johnson’s baby powder where she has been keeping her savings and told us we don’t have to transfer school.

She has been saving the money she earns from selling art crafts and “kakanin” to our neighbors and her friends. For emergencies, she said. And for her, our education is an emergency.

My mom believes that parents have the obligation to provide their children with the best education they can afford. She will always tell us “we have no wealth to leave behind. The only gift we can give you is a good education”. And I will forever be thankful for that gift!

Am sure all parents want the best education for their kids. Yet, statistics show that every year, enrollment

rate drops. More and more children are unable to enroll or are forced to drop out mainly due to financial reasons. Why? Because wanting a good education for our kids is one thing, preparing for it is a whole different story. And that spells a huge difference.

Most parents with average means like me, usually prepare for our child’s education either by saving in the bank or by getting educational/insurance plans.

While I have my savings account, I reserve this for my short term or emergency money needs. Personally, I did not use this to prepare for my children’s education fund because It requires strict self-discipline (which honestly I didn’t have before) to ensure that I am regularly putting money regardless of my expenses for the month. And since money is very accessible, I have to be disciplined not to spend it outside of its original purpose. Sometimes, saving is not the problem... keeping it untouched is.

But if you are confident that you can self-regulate, traditional savings can be an alternative. It may be wise though to open a separate account exclusively for your child’s educational funds.

I am just lucky that I was already working with an insurance company when I had my children. I was

ILIGAN CITY - The Presidential Communications Operations Office (PCOO) is now moving to institutionalize the Laging Handa program to ensure coordinated communications efforts during calamities and emergencies.

This was announced by PCOO Secretary Martin Andanar during the National Task Force (NTF) Against COVID-19 Coordinated Operations to Defeat Epidemic (CODE) Meeting in Iligan City on Friday, September 4.

Laging Handa, which embraces the “whole-of-nation approach” of President Rodrigo Roa Duterte, was launched by PCOO earlier this year to address public concerns in the wake of soaring cases of COVID-19 n the country.

“Laging Handa program has effectively reached Filipinos who are in remote areas around the country when other traditional news and information operations have been halted due to the COVID-19 pandemic,” Andanar said.

LAST March, the Covid-19 pandemic forced schools across the country to close their doors and had teachers, students, and families scrambling to adapt to remote instruction. For many, it didn’t go well. For the 16.9 million students without highspeed home internet, virtual learning wasn’t even much of an option. Now, districts and schools are working quickly to put together plans for the new school year, largely focusing on whether and how to bring students back into the classroom. However, schools must not overlook the steps that they need to take to provide high-quality, standards-based remote

learning options, whether in a fully virtual environment or a hybrid of in-person and virtual instruction.

While returning students to in-person instruction should absolutely be the goal of school districts, the reality is that until there is a widelyavailable vaccine, some form of remote instruction will be an essential and unavoidable part of education. The experience of students and educators earlier this year shows that it needs serious improvement to be successful.

CAGAYAN DE ORO CITY, September 6 (PIA) - The mere act of joining rallies or mass actions is not punishable under the new law, clarified Regional State Prosecutor Attorney Merlyn Uy in a press conference in Cagayan de Oro City.

“If t h at p a r t i c u l a r mass action is intended to promote terrorism, or cause serious harm injury to the public, that is considered an act of terrorism, so we have to distinguish,” the state prosecutor said, contrary to the misinformation being circulated that it is prohibited to attend rallies.

“It is a basic right of every Filipino citizen to express descent but in a legal way because if you go further and promote terrorism, then that becomes punishable. Under the new law, Anti-Terrorism Act, if the NPA is prescribed as a terrorist organization, mere recr uitment and membership in that organization is punishable.

If you are a member of the NPA, that is a crime within itself,” Atty Uy explained.

Meanwhile, Provincial Prosecutor of Bukidnon

Attorney Rommel L Alonto shared, “If you look at the character of the NPA, they are no longer advancing the communism ideology, it is already a bankrupt ideology, no country in this world is supporting communism including China and Russia.”

Mendez said Malingin’s cause of death is cardiogenic shock secondary to “intractable cardiac arrythmia atrial fibrillation to ventricular tachycardia.”

Malingin is bed-ridden since weeks ago and can no longer talk properly, according to Mendez.

She underwent dilation and curettage on June 17 due to abnormal uterine bleeding. She was discharged after eight days and brought back to the jail.

Malingin was jailed for charges of Republic Act 9165 or the Dangerous Drugs Act after her house was raided by police and seized eight kilograms of shabu.

On Sept. 4, Malingin’s younger brother, Ardot, was found dead inside his detention cell at the Ozamiz City Police Station.

Parojinog succumbed to cardiac arrest, according to police report.

He has been detained at the Philippine National Police (PNP) Custodial Center since 2018 and was flown to Ozamiz City on Thursday (September 3) to attend a hearing the next day.

Malingin and Ardot are siblings of former Ozamiz City Mayor Reynaldo “Aldong” Parojinog who was killed with 15 others when police served warrants at the family’s properties in July 2017.

It led to the arrest of Aldong’s children, former Vice Mayor Nova Parojinog and Reynaldo Parojinog, Jr. Ardot was not at home at the time.
