DOJ to probe ‘GCTA for sale’ in Bilibid

MANILA -- Justice Secretary Menardo Guevarra on Friday confirmed that an investigation would be undertaken on possible irregularities in the computation of good conduct time allowance (GCTA) on the prisoners’ remaining sentences.

In a chance interview, Guevarra said he believes such anomalies happen inside the Bureau of Corrections (BuCor) but noted that an investigation will come only after the Senate has concluded its own legislative inquiry.

“It’s still in the Senate.

So, further investigation is being done to validate the existence of the so-called GCTA for sale. I do not have the facts before me but I tend to believe that is a very real possibility,” he said. “ ( D ) e f i n it e l y. MANILA – A total of 11 convicts freed under the Good Conduct Time Allowance (GCTA) law have so far heeded President Rodrigo R. Duterte’s call to surrender to authorities, Philippine National Police (PNP) Chief, Gen. Oscar Albayalde, said Friday.

“As of this time, many are surrendering while some are going straight to the BuCor (Bureau of Corrections). All of them have voluntarily surrendered. Some are friends with our police officers so they proceeded to the nearest police station,” Albayalde said in a radio interview.

The 11 convicts – nine from Cagayan and one each from Cebu and Pasay -- were taken into custody and have undergone documentation, he said.

Leave the teachers alone

CHARLOTTE, North Carolina—Leave the teachers alone in the classrooms.

No ifs and buts.

I agree with House Bill No. 4232 known as the School Health and Safety Act filed by Rep. Kristine Alexie Tutor of Bohol province’s 3rd district and it is timely and relevant at this point in time in the history of the Philippine educational system.

The bill’s main focus is on the health snd safety of students in public schools whether technical or vocational. It is also more of the removal of non-teaching responsibilities of teachers and faculty members in all public schools.

I agree with Rep. Tutor 100 percent especially at

this time when educational standards in the country have not only stagnated but are deteriorating. With the declining performance of over populated public schools in examinations and global competitions something is clearly wrong.

This is due to many factors such as teachers’ involvement in non-teaching works assigned to them.

These include guidance and even psychological counseling as well as providing entertainment during fiestas, Christmas parties and other occasions. Some teachers also act as doctors or nurses because there are no medical personnel available.

Public school teachers and even some private school teachers couldn’t

refuse lest they don’t receive favorable endorsement or recommendations from their superiors. Yes, sadly in the Philippines a lot of public school teachers had to jockey for endorsements from local officials especially if they don’t have the required eligibility and other credentials.

And this lopsided setup imposed on them affects their performance and by extension their students.

Teachers can only spend so many hours in a day without burning out that they shorten their teaching hours by about a half thus leaving their students to fend for themselves with all their materials while they make cut flowers or other decors to be used for school

In fact I came to know of a teacher in one of Cagayan de Oro City’s hinterland barangays (villages) who had to cancel classes to prepare some thesis for the principal. And that’s not including election season when public school teachers are required to serve in the Board of Canvassers while their allowances are delayed no thanks to the Commission on Elections (Comelec) and Congress.

Nalusutan o nagpalusot?

IN the case of dismissed Bureau of Corrections (BUCOR) chief Nicanor Faeldon, lightning seems to have struck twice.

Recall that in his previous life, Faeldon resigned from the Bureau of Customs (BOC) following the discovery that more than P6.4 billion worth of shabu had slipped past the Manila Port in 2017.

Having come up short in the President’s all-out war against drugs, one would think that it would be the end of Faeldon’s career in this administration. But no, he must have been the President’s favorite among favorites – the men in uniform.

Shortly, Faeldon was recycled and posted as Deputy Director at the Office of Civil Defense.

There, Faeldon warmed the bench while waiting for the post of BUCOR Chief, then held by Bato de la Rosa, to become vacant. Bato’s post became open when the former PNP chief ran and won as a senator.

Faeldon had some preparation of sorts for his BUCOR job by personally experiencing some “jail time”.

In 2018, Faeldon was arrested and detained at the Senate due to his refusal to participate in the investigation of the Senate blue ribbon committee chaired Senator Dick Gordon. Gordon was looking into the alleged corruption at the BOC. Of course, Faeldon’s accommodations at the Senate “jail” were far superior to the regular cells at the BUCOR.

As new BUCOR Chief, Faeldon appeared to hit the ground running, further tightening security measures in an effort to control the well-publicized drug trade, reportedly controlled from within prison walls.

As part of heightened security measures, ingress and egress to the New Bilibid Prison Reservation were strictly controlled. So was prisoner visitation.

The “militarization” under the former Marine went to a higher gear when prison guards even started to sport “Desert Storm”-style uniforms while on duty.

Faeldon imposed a curfew within the reservation and by 8 p.m., residents described their place as a virtual ghost town.

ment the instructions from his boss in Malacañan – the immediate implementation of the privatization of the New Bilibid Prisons.

The reservation sits on more than 400 hectares of prime real estate, separated only by a wall from the posh Ayala Alabang Village. It would be a crown jewel in any developer’s portfolio.

Faeldon has started clearing the prison reservation, by ejecting retired prison employees who have enjoyed employee housing privileges for generations.

Catholic peacebuilding and extractives SOUTH BEND, Indiana, USA (MindaNews/06 September) – Watching CNN’s coverage of the massive devastation resulting from Hurricane Dorian’s impact on the Bahamas – for so long the darling resort of elite tourists around the world – one recalls all the other major storms that have pummeled planet Earth including Haiyan (local name – Yolanda) just a few years ago. The dramatic footages unfolding on the TV screen taken as soon as cameras could shoot and forwarded to TV stations showed the island almost annihilated by the strong winds followed with the floodwaters. Even as this essay is being written, Dorian is on its way to the eastern coast of the U.S.A. with fears that the two Carolina states would also be hit furiously.

And to think that just before Dorian’s tragic entry into humanity’s common home, the fires spreading across the Amazon forests covering not just Brazil but other countries such as Columbia, Peru and Bolivia continued to destroy vast areas of what are considered “the lungs of the earth.”

Even as everyone including politicians and corporate heads publicly declared how tragic these forests fires are, they would be the first to deal with the rootcauses why the fires have occurred. And in the case of the President of Brazil, he even refused assistance from other countries to control the further spread of the fires because of political reasons, including his desire to not lose face considering that it was his policies of expanding cor-

porate extractions of the Amazon’s resources that has triggered the new occurrence of these fires.

In the past weeks, various parts of the Philippines also experienced LPAs bringing heavy rains and floods. In some of the low-lying areas of Davao City from Bangkal to Los Amigos, rivers overflowed causing floods that destroyed hundreds of houses causing untold suffering on the victims. We are only in early September and there are more months before we say goodbye to 2019. So far, we haven’t had yet the major catastrophes such as Sendong and Pablo and we can only pray that within the next few months we will be spared such calamities.

But we are all beginning to realize that the new normal across the planet is

the occurrence of more and more natural calamities as there has been no let-up to the worsening climate change. Despite the continuing urgent call of scientists, ecological advocates and no less than Pope Francis, our collective response to arrest global warning remains lukewarm. The recent death of Ms. Gina Lopez mainly underscored the absence of the State’s political will to sustain her legacy. Despite their clear impact on climate change, the mining and coalfire power industries - fully supported by the State and its military instrumentalities - continue to assert their colonizing power over the entire population and our environment.

Effect of videogames on the academic performance of the pupils

Some sur vey-based studies have reported a link between video game use and poor achievement in school. But correlation doesn’t prove causation.

Kids who struggle in school may be more likely to seek out video games as a distraction. A recent experimental study helps address this ambiguity.

Robert Weis and Brittany Cerankosky selected a group of boys who didn’t own video games (Weis and Cerankosky 2010). Then each boy was randomly assigned to one of two conditions: 1) The “video games now” group got their systems immediately and 2) The “video games later” group didn’t receive their systems until months later—after the end of the study.

There is a large body of evidence which suggests that violent video games lead to increased aggression and even violence. There is some mixed evidence on the psychological effects of video game violence, but Craig Anderson (2003) offers overall implications that can be reached by looking at all studies that relate

video games to risk factors.

But when one combines all relevant empirical studies using meta-analytic techniques, five separate effects emerge with considerable consistency. Violent video games are significantly associated with: increased aggressive behaviour, thoughts, and affect; increased physiological arousal; and decreased pro-social (helping) behaviour. Thus, as teachers, we should always remind our pupils on the ill effects on the usage of videogames when it comes to their studies. They should be always reminded that it may inflict disadvantages as well as it has advantages.

And that they should be extra careful on their so doings when using and playing these videogames.

As parents as well, we should be a keen observer and guide to our children as playing videogames may contain and influence ill effects, most specifically on the psychology of the pupils.

Accelerating infra projects needed to boost manufacturing growth

MANILA – The speedy implementation of public works towards the second semester of 2019 is seen to prop up demand and help boost the country’s manufacturing growth, said the National Economic and Development Authority (NEDA).

In the Monthly Integrated Survey of Selected Industries (MISSI) of the Philippine Statistics Authority, the manufacturing sector’s output continued to remain in the negative territory for July 2019.

The Volume of Production Index (VoPI) declined by 8.1 percent while the Value of Production Index (VaPI) decreased by 7.3 percent in July 2019. This is the seventh consecutive month in 2019 that the volume and value indices are on the decline.

The weak performance of construction-related manufactures -- including heavily weighted petroleum products, electrical machinery, non-metallic minerals, and basic metals -- accounted for much of the decline in manufacturing output.

NEDA Undersecretary for Policy and Planning and currently officer-in-charge (OIC) Rosemarie G. Edillon said that the decline on

the construction-related manufactures reflected the slowdown in government spending on infrastructure since the first semester of 2019.

“The slowdown on the implementation of infrastructure projects in the first semester of 2019 contributed to the weak performance of manufacturing sector. There is a need to accelerate public works spending to prop up

demand for constructionrelated infrastructure,” she said.

Edillon added that to ensure sustained construction activity, expediting the approval of permits and requirements for constructionrelated projects is vital.

“These initiatives are necessary for us to meet our infrastructure targets. However, this semester might be challenging for construction

activities as unfavorable weather conditions may cause disruptions,” she said.

She also called for the passage of a national quality infrastructure (NQI) bill, which highlights the need for uniform product standards, testing protocol and accessible testing infrastructure to facilitate the access of MSMEs to global value chains. This must be coupled with capacity-building pro-

grams on product standards and quality assurance.

MISSI is a report that monitors the production, net sales, inventories, and capacity utilization of selected manufacturing establishments to provide flash indicators on the performance of the manufacturing sector.

MANILA – The country’s labor force continued to improve, recording increased employment and lower underemployment in July 2019, the National Economic and Development Authority said.

The July round of the Labor Force Survey (LFS) of the Philippine Statistics Authority showed that employment growth rate increased by 5.7 percent in July 2019, from 1.2 percent in July 2018.

This translates to 2.3 million additional employment, almost five times the 479,000 employment generated in the same period last year.

The total number of employed Filipinos reached nearly 43.0 million in July 2019 on account of stronger employment in the services (6.1 percent from 4.7 percent in 2018) and agriculture sectors (7.6 percent from -7.4 percent in 2018).

“While the Philippine economy has shown re-

markable improvements in the labor market, the government should continually improve its efforts towards generating more productive and higher quality employment that provides adequate income for Filipino workers and their families,” NEDA Undersecretary for Policy and Planning and current Officer-in-Charge (OIC) Rosemarie Edillon said.

She added that the full implementation of the Ease of Doing Business and Efficient Government Service Delivery Act, and reduction of foreign investment restrictions in public utilities, retail trade and domestic-market oriented firms, are seen to create more employment opportunities for Filipinos.

Meanwhile, underemployment rate – the proportion of those already employed but still wanting more work – fell to its lowest rate in all July rounds of the survey at 13.9 percent, from year-ago’s 17.2 per-

cent. This translates to a reduction of over a million underemployed workers in July 2019.

On the other hand, the unemployment rate was steady at 5.4 percent, which remained to be the lowest unemployment rate recorded for all July rounds of the survey since 2009.

The year-to-date unemployment rate is estimated at 5.2 percent, near the upper end of the 4.3 to 5.3 percent target in the Philippine Development Plan 2017-2022.

Also, the labor force participation rate (LFPR) expanded further to 62.1 percent as more Filipinos are encouraged to join the labor force. In particular, youth LFPR went up TO 38.3 percent, which is 1.5 percentage points higher than the previous survey period.

“The government must continue encouraging the private sector to increase employment opportunities for young people, support-

ing technical vocational training, promoting apprenticeship and on-the-job training programs among the youth,” said Edillon.

Moreover, an improvement in female LPFR was noted, given the decline in the number of females who are economically inactive or not in the labor force. A sharp decline of 3.4 percent (361,000) was observed

in the number of women who cited assumption of household and family duties as reason for not being in the labor force.

Nevertheless, the government needs to speed up on its programs and policies in order to meet the government’s annual target of increasing female LFPR to 50.1 percent.

“To date, we have about 31 K-Beauty brands, two of which are DFP exclusives,” chief operating officer Vicente Pelagio Angala said as he bared DFP efforts to target the growing market of K-beauty fans in the Philippines.

CAEXPO is one of the biggest trade events in China with a 124,000-square meter exhibition space—the only international trade fair in the region dedicated to promoting the building of China-ASEAN Free Trade Area (CAFTA) and celebrating regional trade cooperation. Last year, the four-day event was participated in by more than 2,700 exhibitors and 96,000 buyers and visitors from all over the world.

GenSan takes pride in its sashimi-grade tuna industry as it caught and handled 247,637.20 metric tons of tuna on its fishing port complex in 2018.

The city also holds the world’s largest fish display made up of more than

25,594 kilos of yellowfin tuna in 2014.

“More than 85 percent of total fish landings are yellowfin tuna and other tuna species. Seven of the country’s nine tuna canning plants operate in this southern port city where more than 80 percent of the tuna landings are canned and processed for export,” said Rivera.

Aside from tuna, GenSan is also a major exporter of

pineapple, coconut, banana, palm oil, salmon, shrimp, and other seafood and tropical products. The city has also been the preferred destination and gateway of agricultural products in Mindanao, the “Food Basket of the Philippines.”

International Trade and Logistics Hub Envisioned as the next metropolitan city of the south, GenSan is shaping to

be a trade and logistics powerhouse in the international market with its ongoing infrastructure projects under the government’s “Build, Build, Build” program and its long-term development plan to become the Philippines’ first sustainable city under ADB’s Green City Initiative.

Among its trade and logistics initiatives is the establishment of General Santos City Airport Industrial

Complex or Aerotropolis which will position Region 12 as a major international gateway in Mindanao.

Also being expanded is GenSan’s seaport, Makar Wharf, to become one of the biggest ports and transshipment hub in the Philippines. GenSan has also recently unveiled a 25-megawatt (MW) solar power plant—the first in the city and considered as one of the biggest in Mindanao.

Vibrant Eco-tourism Destination “As a city by the bay, GenSan is a watersports and aquatic haven. Tourists can ride through the waves of Sarangani Bay through jetskis, banana boats, paddleboards, skimboards and kayak or swim leisurely,” said Rivera. “They can also take their time to appreciate the wonders of the waters with

a pair of goggle and snorkel or a scuba diving gear.”

These activities can be tried out at the city’s Queen Tuna Park and beaches in London, Tropicana and coastal areas along the GenSan Fish Port.

The people of Gensan are also no stranger to merrymaking and cultural celebration as its schedule is packed with colorful festivities all year round. This includes the “Isda-Isdaan Festival” in January, “Kalilangan sa GenSan” in February, Metro GenSan Week in June, and Tuna Festival and National Tourism Week in September, among others.

HEADLINE inflation fell further to 1.7 percent yearon-year in August 2019 from 2.4 percent in the previous month. The resulting yearto-date average inflation rate went down to 3.0 percent, which is at the midpoint of the Government’s target range of 3.0 percent ± 1.0 percentage point for the year. Core inflation—which excludes selected volatile food and energy items to measure underlying price pressures—was also lower at

2.9 percent in August from 3.2 percent in July. Likewise, month-on-month seasonallyadjusted inflation eased to 0.1 percent in August from 0.2 percent in the previous month.

The slowdown in August inflation rate was traced mainly to lower food, electricity, and domestic petroleum prices. Inflation of most key food items, such as meat and fish, slowed down during the month, while year-on-year inflation

rate for vegetables turned negative. Similarly, prices of rice, corn, as well as sugar, jam, honey, chocolate, and confectionery continued to decline relative to year-ago levels. At the same time, the downward adjustment in electricity rates due to the decrease in generation costs, as well as lower domestic prices of petroleum products contributed to the slowdown in non-food inflation during the month.

The latest inflation reading

remains consistent with the BSP’s prevailing assessment of a benign inflation environment over the policy horizon, with average inflation likely to stay within the Government’s 2-4 percent target range for 2019 - 2021. The BSP will remain watchful over latest economic developments here and abroad to ensure that the monetary policy stance remains consistent with the BSP’s price stability objective while being supportive of economic growth.

THE Government Service Insurance System (GSIS) has offered emergency loan to active members and pensioners in Samar province, municipalities of Pontevedra and Sigma in Capiz, and Sofronio Española in Palawan, which were declared under a state of calamity due to dengue outbreak.

GSIS allocated almost P633 million for the loan in the said areas.

The loan application deadline for Samar, Pontevedra, and Sigma is September 20, while that for Sofronio Española is September 22.

Active members with no existing emergency loan and old-age pensioners may apply for a P20,000 loan.

Those who have not yet fully paid their emergency loan may apply for a P40,000 loan, from which the outstanding balance will be deducted.

Qualified to apply are active members who are working or residing in the calamity-declared areas, not on leave of absence without pay, have no arrears in paying monthly mandatory life insurance or social insurance premium contributions, and have no unpaid loans for more than six months. They should also have a minimum net take-home pay of

Php5,000 after the monthly premium contributions and loan amortizations have been deducted.

Some can’t even go out of their houses without checking their Facebook posts and status or even checking their Twitter account. That is why with the abrupt change, pupils who are into this modern technology has been as well affected.

Thus, aside from our primary function of providing our pupils, our school children the best quality education, our accessory function of reminding them to use the new technology wisely and responsibly is of much importance and significance. As it has adverse effects to our pupils nowadays, as teachers we must barely institute that to remind our pupils to use it responsibly is necessary.

That is why, during classroom discussions and activities, we can therefore

get updates from our pupils and indirectly remind them to be responsible when using the social media and they must always think before they click the mouse.

Today, we have the world at our fingertips.

One paragraph states: “Climaterelated disasters threaten us all. The reality of the climate crisis, proven by the catastrophic impact of typhoons and other human induced-disasters, has made us aware that the time to act is now, not tomorrow. We must activate climate action on behalf of the voiceless people and the planet.”

Among the environmental issues the statement pointed to as causing the need for climate emergency include mining, building of dams and our growing dependence on fossil fuel-based energy such as coal thus necessitating

the building of more coalfired power plants. These extractive industries that also include the expansion of agri-business plantations using a lot of toxic fertilizers and insecticides have all threatened the rich biodiversity of our islands.

“The burning of coal and other fossil fuels and the destruction of nature are natural consequences of extractive mining.” Apart from climate change, another consequence of undeterred extractive industries is the violence that such industries promote especially in the uplands, impacting on the lives of indigenous peoples.

When violence erupts, peacebuilding becomes problematic because the State is unable to facilitate peaceful settlements.

Clearly, its earlier efforts at setting up peace negotiations were bound to fail as the State is more at home in waging war rather than brokering for lasting peace.

But the work to facilitate peacebuilding in situations of conflict brought about by the abuses committed by extractive industries remains quite urgent.

It is in this context that the Catholic Peace Network (CPN) of the Kroc Institute for International Peace Studies of the University of Notre Dame (in South Bend, Indiana USA) came up with a project CATHOLIC PEACEBUILDING AND EXTRACTIVES: INTEGRAL PEACE, DEVELOPMENT AND ECOLOGY. On 5-7 September 2019, the CPN IS bringing together 18 scholars representing various disciplines (Philosophy, Anthropology, Theology, Social Ethics, Development Studies, Human Rights & Peace Advocates) and coming from various countries (U.S.A., Peru, El Salvador, Mexico, Colombia, Congo, Kenya and the Philippines). The project they are committed to aims to be a groundbreaking work of scholarship that will help fill gaps in the academic literature and better connect that literature to the Church’s practice. Last month, the petitioners, led by human rights lawyer Beverly Musni, who herself has been a victim of red-tagging, asked Mayor Oscar Moreno to declare Cagayan de Oro as a “red-tag-free” area and for the local lawmakers to create a human rights committee that will deal with cases of red-tagging.

Musni, a member of the Union of Peoples Lawyers in Mindanao, said she is grateful that the city government has taken the first step toward addressing the issue of red-tagging.

“If there is an ordinance penalizing red-tagging, it would greatly contribute to our human rights work, as it will protect the lives of civilians,” she said.

In their proposal, Musni said barangay officials and residents are also required to help authorities identify persons who put up posters and other materials containing statements attacking or accusing an individual or group of having links to the communist rebels.

Joseph Ben Deveza, National Union of Journalists of the Philippines (NUJP) media safety officer for Northern Mindanao, said red-tagging is an attempt by some to degrade the credibility of the members

of the press.

“It’s also scaring some of our colleagues, as they will now be afraid to write well-rounded news stories for fear of being red-tagged, the effect of which is readers will only get one-sided reports. It’s actually the community who’s losing ever y time we are redtagged,” Deveza said.

Emano said red-tagging is an unfair practice which not only affects the “freedom it identifies, but may have serious implications on the security and movement of individuals and groups involved.”

The Bureau of Corrections will also be required to publish the list of all prisoners who are released on the basis of the grant of time allowances,” according to Bong Go. He said that It is the duty of lawmakers to promote the general welfare of our people and protect them from any threat or harm to their person and liberty.

ILIGAN City -- Mariane Osabel, a resident of Villa Verde, Iligan City and 4th Quarter Semi Finalist of ABS-CBN’s singing competition, “Tawag ng Tanghalan (TNT) sa It’s Showtime” belted out two songs during the flag raising ceremony at the Anahaw Amphitheatre, Buhanginan Hills, Pala-o, Iligan City, on July 22. Osabel is not the first Iliganon to join this renowned singing competition, but she is the first ever Iliganon to qualify in the semi-finals.

“Gitagaan man ta sa Ginoo ug talent in singing, why not share it? ganahan pud nako ipadayon ang dream sa akong kuya, di na kaayo siya ka-kanta due to his illness. Naa siya sa Saudi karon ug ganahan nako siya papaulion ba. Paningkamotan unta nako nga maskin ginagmay mka-tabang ko financially kay naa na man siya’y lifetime medication.

And isa pud, ganahan jud kaayo ko mo-kanta, ganahan pud unta ko nga coming here from iligan nga madungog nga singer,” (God gave me the talent to sing, why not share it? I would also like to carry on the dream of my brother, he can’t sing that much anymore due to an illness. He’s in Saudi right now and I would want him to come home. I would want to help out even in my own little ways financially, because he already has a lifetime medication. And also, I really love singing so much, and I’d like someone from Iligan to be a known singer) Osabel shared why she joined the competition.

When she was asked about the challenges she’s dealing with in the competition: “Daghan jud kaayo ug challenges pero ang greatest challenge is ang imong self.

Maka-pressure kaayo, bata pa kaayo ko, wala pa jud ko’y experience kaayo,” (There are a lot of challenges but the greatest challenge is my own self. The pressure is intense, I’m still young, and I don’t really have that much of experience) she said.

Osabel mentioned that the support and high regard that the people especially the Iliganons gave boosted her self-confidence. And as a message to the people who support her: “Sa tanan naga-support sa akoa, I

cannot thank you enough.

Unta jud nga mag-padayon pag-suporta sa akoa kay paningkamotan jud nako nga ma-apil ko sa grand finals.” (To all the people who supported me, I cannot thank you enough. I hope you’d continue to support me because I will strive to reach the grand finals.)

She is still to compete this August for the Semi Final round and implores our support. “It is not only my pride, but the pride of Iligan,” Osabel muses.

Dawlah Islamiyah supporters surrender in Lanao Sur MARAWI CITY, Lanao del Sur -- Two Dawlah Islamiya Lanao Group supporters surrendered to Army’s 55th Infantry Battalion in Brgy Matitikop, Tubaran, Lanao del Sur 1:00 p.m. Monday, July 15, 2019.

“The two surrenderors revealed that they’ve provided logistical support to the group of Owayda Marohombsar, or known as Abu Dar before he was neutralized in the neighboring barangay”, Lt. Col. Ian Noel Ignes, 55th Infantry

Battalion commander.

It was on March 14, 2019, when four of DI-Lanao Group, including Abu Dar, were killed in an encounter with the government forces in Brgy Dinaigan, Tubaran, Lanao del Sur. Khaledyassin Papandayan, Mayor of Tubaran also facilitated the surrender of the two supporters who also yielded two 1911 caliber 45 handguns.

“The death of top DILanao leaders and Maute Brothers and the surrender of

their members have significantly contributed to the sustained peaceful environment in the province of Lanao del Sur”, said Brig. Gen. Romeo Brawner Jr., 103rd Infantry Brigade Commander, who has operational jurisdiction of Lanao del Sur. “We continuously collaborate with local chief executives and other stakeholders to encourage other supporters or even the locals with loose firearms to surrender and submit themselves to the folds of the law in order

to stop the criminalities and attain a more peaceful community”, Brawner added.

Meanwhile, Maj. Gen. Roberto Ancan, the 1st Infantry Division and Joint Task Force Zampelan (Zamboanga Peninsula and Lanao Provinces) commander, commended the efforts of the troops and the local government unit of Tubaran for the successful surrender of Dawlah Islamiya supporters.

“Your 1st Infantry (TABAK) Division, in collaboration with the LGUs and

other stakeholders, remains steadfast in its commitment to attaining just and lasting peace in our area of operation thru our campaign against DI-Lanao group and loose firearms,” said Ancan.

“Likewise, we thank the local government and other stakeholders for their continued trust and support to our troops in sustaining an environment conducive for peace and development in the whole province of Lanao del Sur,” Ancan added.

RESOLUTION NO. 19-243

WHEREAS, so as to make education in the country accessible to all of its citizens, the framers of the 1987 Philippine Constitution provided the following provisions: (Section 1, Article XIV) - “The state shall protect and promote the right of all citizens to quality education at all levels and shall take steps to make such education accessible to all.”

(Section 2, Article XIV) the State shall “Establish, maintain, and support a complete, adequate, and integrated system of education relevant to the needs of the people and society;

WHEREAS, in adherence to the 1987 Constitution, Congress adopted R.A. No. 7160, and empowered the Sangguniang Panlungsod to: (Section 458 (a) (5) (x)) - “Subject to the availability of funds and to existing laws, rules and regulations, establish and provide for the operation of vocational and technical schools and similar post-secondary institutions and, with the approval of the Department of Education, Culture and Sports and subject to existing law on tuition fees, fix and collect reasonable tuition fees and other school charges in educational institutions supported by the city government;

WHEREAS, the City Government of Iligan City recognizes the vital role of the youth in nation- building and shall promote and protect their physical, moral, spiritual, intellectual and social well-being. Accordingly, it shall protect and promote the right of the constituents to quality education at all levels and shall take steps to make such education accessible to all;

WHEREAS, the city has long envisioned to take alternative means to eliminate hindrances of the students in attaining their goal by pursuing their tertiary education taking into account the major difficultly and challenges they are facing such as the burden of passing the entrance examination in MSU-Iligan Institute of Technology to avail subsidized college education and paying expensive tuition fees in the event these students end up in a private schools or colleges;

WHEREAS; as a Highly Urbanized City and tagged as the number three richest city in Mindanao and Visayas in term of assets, Iligan City is aware that while it is easy even for poor families to send their children to public elementary and high school because costs are relatively lower, sending them to college poses a big problem. It is in this light that the Iligan City Government was inspired to establish and maintain an institution of higher learning in the locality since it believed that college education transforms a student into a professional, enabling him to be a responsible and active member of the society;

WHEREAS, the Iligan City Government has taken several steps in attaining its vision of creating Colegio de Iligan (CI) and one of the preliminary actions is the creation of the committee and technical working group for the establishment of this first ever city-owned and funded tertiary education;

WHEREAS, a series of public hearings was conducted purposely to solicit comments from the public regarding the establishment of said college in Iligan City. In spite of the gargantuan problems facing this endeavor, it was boldly mentioned that said college will open its first classes on August 2019, with four initial courses offering namely: BS in Criminology, Midwifery, Social Works and Agriculture;

WHEREAS, this ordinance is designed, among others, to motivate and to give chance to graduates in the secondary level who cannot continue to pursue tertiary education due to financial problems;

WHEREFORE, ON MASS MOTION, as initiated by Member Petronilo G. Pardillo

BE IT RESOLVED, AS IT IS HEREBY RESOLVED, By the Sangguniang Panlungsod of Iligan, that the following City Ordinance be ADOPTED and APPROVED: CITY ORDINANCE NO. 19-6817 AN ORDINANCE ESTABLISHING A LOCAL COLLEGE INSTITUTION IN ILIGAN CITY TO BE KNOWN AS THE “COLEGIO DE ILIGAN (CI)”PROVIDING FUNDS AND GUIDELINES FOR ITS MANAGEMENT, SUPERVISION AND ADMINISTRATION AND FOR OTHER PURPOSES.

Be it ordained by the Sangguniang Panlungsod of Iligan in its session assembled, that:

SECTION 1. Title. The Local Government Unit of Iligan City hereby establishes a local college institution to be known as the “Colegio de Iligan (CI).

SECTION 2. Definition of Terms – Colegio de Iligan - refers to a Higher Education Institution (HEI) established and funded by the Iligan City Government Degree Program - refers to a collection of all courses in a discipline or a field of study leading to an undergraduate or graduate degree. This may also be referred to as an academic program Non-degree Program - refers to a post-secondary program below the bachelor/ baccalaureate degree

SECTION 3. Purpose. The Colegio de Iligan is established for the following purposes, to wit:

1. Provide high-quality tertiary education and values-driven professional programs that cater to the poor but deserving students of Iligan City;

2. Sustain and promote youth welfare so as to encourage students to pursue college education thereby uplifting the educational and economic status within the communities as well as the intellectual development and healthy environment of the community;

3. Develop responsible, God-loving, environment-friendly, and productive citizens who can contribute to the attainment of local, national, global goals after studying and finishing a degree in the Colegio de Iligan;

4. Preserve the Indigenous Peoples culture through strong partnership with the government, non-government organizations and other sectors by giving preference to deserving indigenous people in terms of quality education; and

5. Form a distinct decent image appropriate for a strong educational institution whose identity can be fused with the mission and vision of the Iligan City Government and the people of Iligan.

SECTION 4. Non-discriminatory Nature. No student shall be denied admission to the Colegio de Iligan by reason of sex, religious belief or political affiliation. Provided, however, that all students seeking admission must be subject to the regulations and policies for admission prescribed by the Board of Trustees.

SECTION 5. The Governing Board: Manner of Appointment a. Composition. The governance of Colegio de Iligan is hereby vested in the Board of Trustees (BOT) pursuant to the existing Commission on Higher Education (CHED) policies. The Board shall be composed of the following:

Local Chief Executive President of the College

Six (6) members composed of, but not limited to: i.

President of the Faculty Association; ii. President of the Supreme Student Council Government; iii. President of the Alumni Association; iv. Chairman of the Sanggunian Committee on Education; v. Representative from the Association of Local Colleges and Universities (ALCU); vi. Representative from the Accredited Business or Industry Sector; and vii. Representative from the Professional Sector.

The Iligan City Government, may appoint a representative from another sector in lieu of the representative from the accredited business or industry sector and the professional sector as member of the BOT.

b.

Term of Office, The representatives of the faculty, student body and alumni are co-terminus with their respective terms of office. The representative from the accredited business or industry sector shall be appointed by the Board for a specific term subject to confirmation of the President of National ALCU. c.

CHED Representation. The Commission on Higher Education (CHED) Regional Director or his/her duly designated representative may be invited as a resource person during board meetings. d.

Regular, Special and Emergency Meetings. The BOT Chairperson and members shall personally attend the regular Board Meetings. They shall regularly convene at least once every quarter.

The Chairman of the Board of Trustees may call a special/emergency meeting whenever necessary: Provided that members are notified in writing or in some

other way of communications, for as long that the message will be received by the receiver at least three (3) days prior to the meeting. Provided further, that no agenda shall be discussed other than those in the notice of meeting. e.

Quorum. A simple majority of the members of the governing board holding office at the time of its regular or special meeting shall constitute a quorum. f.

Presiding Officer. The Chairman of the BOT or in his absence the Vice Chairman or his authorized representative shall preside over its regular or special meetings. g.

Secretary of the BOT. The President of the College shall appoint the Board Secretary, subject to the confirmation of the BOT. He/she shall serve as Secretary for the BOT and the Colegio de Iligan. He/she shall perform the following:

i.

Prepare the minutes of the meetings of the BOT;

ii. Keep all the records of the Colegio de Iligan;

iii. Provide administrative assistance to the BOT;

iv. Coordinate the schedule of BOT Meetings;

v. Take charge of the release of notices of meetings and other undertakings of the BOT upon approval of the Chairman and/or the Vice Chairman;

vi. Perform other duties and responsibilities as may be assigned by the BOT and/or by the President of Colegio de Iligan.

The members shall serve without regular compensation. However the Board may authorize for such reasonable honorarium thru the passage of a Board Resolution, in accordance with the existing government laws, rules and regulations on the grant of honorarium. They may also reimburse necessary expenses incurred in their attendance of the meetings of the Board or expenses incurred in connection with their official business, subject to the existing government laws, rules and regulations.

SECTION 6. Power and Duties of Governing Board. The Governing Board shall be the highest policy-making body of Colegio de Iligan and shall have the following powers and duties:

a. Promulgate policies in accordance with the declared state policies on higher education as well as the policies, standards and thrusts of the CHED under RA 7722 and other pertinent laws;

b. Promulgate rules and regulations consistent with existing laws, rules and regulations as may be necessary to carry out the purposes and functions of the Colegio de Iligan;

c. Establish policies, guidelines and procedures for participative decision-making;

d. Develop academic arrangements and linkages for institutional capability building with appropriate institutions and agencies, both public and private, local and foreign;

e. Determine/approve curricular programs and course offerings in response to the needs and demands of the community;

f. Promulgate policies on admission, retention and graduation of students and to award degree(s), title(s), diploma(s) and certificate(s). However, conferment of honorary degree(s) or title(s) shall be in accordance with the policies and guidelines set by CHED;

g. Ensure the efficient management of the non-academic services such as medical and dental, guidance and counselling, canteen, buildings, grounds, property maintenance and similar services;

h. Institutionalize research and extension programs;

i. Appoint the President of the college upon the recommendation of the search committee;

j. Confirm appointments of other school officials, teaching and non-teaching personnel appointed by the President;

k. Delegate any of its powers and duties provided for herein to the President and/ or other officials of the college as it may deem appropriate so as to expedite the administration of the affairs of the college;

l. Invite representative from other government or private entities as resource person(s) of the Board;

m. Determine the fees and other school charges;

n. In coordination with the Sangguniang Panlungsod, provide for the regular support for the development, operation and maintenance of Colegio de Iligan; and

o. Recommend to the Sangguniang Panlungsod policies on tertiary education and other related development legislation on effective governance and management.

SECTION 7. Promulgation and Implementation of Policies. The Governing Board shall promulgate and implement policies in accordance with the declared state policies on education and other pertinent provisions of the Philippine Constitution on education, science and technology, arts, culture and sports.

SECTION 8. The Administration. The administration of the college shall be vested in the College President/Administrator who must render full¬time service. He shall be appointed by the Board of Trustees, upon the recommendation of a duly constituted search committee.

He/She shall be responsible to the Board for the implementation of all its policies, programs, projects, and services.

In case of vacancy by reason of death, resignation, removal for cause or incapacity of the President to perform the functions of his office, the Board shall have the authority to designate an Office-In-Charge, pending the appointment of a new president. In case of vacancy in the Office of the President of the College as mentioned in the immediately preceding paragraph, his successor shall hold office for the unexpired term.

SECTION 9. Term of Office of the College President /Administrator. The College President/Administrator shall be selected and appointed by the Governing Board for a term of four (4) years and shall be eligible for reappointment for another term only.

SECTION 10. Search Committee for the President (SCP) - Six (6) months before the expiration of the term of the office of the incumbent President, the Governing Board shall constitute a Search Committee for President (SCP) which shall be composed of representatives from the Civil Service Commission (CSC), Academe, accredited business or industry sector, ALCU and CHED. The SCP shall elect a Chairman and a Vice-Chairman from among themselves. a.

Funds. The Governing Body shall appropriate adequate funds to finance the activities of SCP. b.

Procedure for the Search. The Search Committee President so constituted may devise its own rules and procedure for the search. c.

Notice of Vacancy. Within ten (10) days upon its constitution, the SCP shall cause the publication of the notice of vacancy for President in a newspaper of local or general circulation and by conspicuous places the city. The publication shall contain provisions for invitation of applicants and the deadline for the submission of applications. d.

Qualifications for Presidency. Applicants for College President/ Administrator must be a holder of an appropriate earned doctoral degree and must have at least five (5) years of relevant administrative experience. e.

Selection of qualified candidates. Within a period of thirty (30) days after the deadline for submission of applications, the Search Committee shall screen the applicants and select therefrom the three (3) most qualified candidates for the position of College President/Administrator. f.

Submission of Nominees. The SCP shall submit to the Governing Board the ranking of the top three (3) qualified candidates within 24 hours after the selection. g.

Appointment of the President. The Governing Board shall appoint the President from the three (3) most qualified candidates submitted by the SCP, within fifteen (15) days, otherwise the top qualified candidate shall be deemed President.

SECTION 11. Administrative Council. There shall be an administrative council consisting of the President of the College as Chairman and two (2) prominent citizens or other officials of equal rank as members, and whose duty is to review and recommend to the Board of Trustees, policies regarding the administrative management and development planning of the college for appropriate action.

SECTION 12. Academic Council. There shall be an academic council with the President of the College as Chairman and all members of the instructional staff. The academic council shall have the power to review’ and recommend the curriculum offerings and rules of discipline of the college, subject for appropriate action of the Board of Trustees. It shall fix the requirements for the admission of students as well as for graduation and conferment of degrees subject to review and/or approval by the Board of Trustees through the President of the College.

SECTION 13. Opening of Classes and Courses Offering - The first ever classes of Colegio de Iligan shall start on August 2019 and every August thereafter, with the following four (4) initial courses offerings, namely;

1. Bachelor of Science in Criminology

2. Bachelor of Science in Midwifery

3. Bachelor of Science in Agriculture

4. Bachelor of Science in Social Work

The School Administrator as he/she sees fit, may recommend to the Local Chief Executive and upon approval of Sangguniang Panlungsod and the Commission on Higher Education (CHED), additional relevant courses taking into account the job demand in the market and other opportunities in the future.

SECTION 14. Initial Operational Funds. To answer the expenses incurred during the initial operation, construction of new and/or improvement of existing structures, payments of salaries and other operational expenditures among others of Colegio de Iligan, an amount of Thirty Million Pesos (P30,000,000.00) shall be allocated by the Iligan City Government from the 20% Development Fund and the Gender and Development Fund.

An amount of Ten Million Pesos (P10,000,000.00) shall be taken from the allocated P30,000,000 stated above, to answer the immediate and initial expenses in operating the Colegio de Iligan.

SECTION 15. Annual Appropriation. The Local Government Unit shall allocate the necessary funds as an Annual Financial Assistance to sustain the operation and management of the College, and until such time that the BOT shall declare the Colegio de Iligan as a selfsustaining local college. The allocation shall be taken from the 20% Development Fund and the Gender and Development Fund.

SECTION 16. Funding for the Procurement of Land and Construction of Buildings for the Colegio de Iligan Campus - The Iligan City Government shall allocate the necessary funds for the purchase of land which will serve as the future site or campus of the Colegio de Iligan and to construct buildings and classrooms among others, for the students and college staff for the first ever city government-owned and operated college.

SECTION 17. Implementation. For the effective implementation of this Ordinance, the Board of Trustees shall formulate the Implementing Rules and Regulations (IRR) for the immediate implementation of this ordinance.

SECTION 18. Organizational Structure. The Organizational Structure of the City Government of Iligan shall include the Colegio de Iligan reflected in the organization structure.

SECTION 19. Plantilla Positions. Thereafter, this ordinance also provides further, the authority to the concurring BOT to determine additional positions should the present status of the College necessarily requires.

A justifiable reason through viable study shall be reasonably required through the recommendation by the BOT, and shall be finally confirmed by the Sangguniang Panlungsod.

SECTION 21. Separability Clause. If, for any reason, any part of provision of this ordinance is declared invalid or unconstitutional, the remaining parts not affected thereby shall remain in full force and effect.

SECTION 22. Repealing Clause. All ordinances contrary to or inconsistent with this ordinance are hereby repealed or amended accordingly.

SECTION 23. Effectivity Clause. This Ordinance shall take effect after fifteen (15) days following its full publication in a newspaper of local circulation or posting in at least two (2) conspicuous places within the city.

RESOLUTION NO. 19-253

WHEREAS, at present, the Filipino fishermen including Iligan City’s fishermen fishing in municipal waters have experienced dwindling catch as a result of overfishing and coral habitat destruction;

WHEREAS, in order to catch fish, they have to venture far out into the open sea, which requires larger machine powered boats adding expenses in terms of fuel and long hour of fishing;

WHEREAS, their low catch can be attributed to several factors. One of which is the existing practice by erring fisherfolks of using unregulated fine mesh net which are still left unchecked and who took advantage by catching of fingerlings or sihag sihagan and catching of matured fish at the time they are spawning;

WHEREAS, lately, the Barangay Council of Tambacan and its BFARMC had been complaining on the practice of some fisherfolks who are fishing with the use of “Sudsud” in their barangay’s coastal waters. This raised concern among them since this unregulated type of fishing is not covered by the city’s Management Plan;

WHEREAS, Section 95 of RA 10654 “An Act To Prevent Deter And Eliminate Illegal, Unreported And Unregulated Fishing, Amending Republic Act No. 8550, Otherwise Known As “The Philippine Fisheries Code Of 1998,” And For Other Purposes” states: “Section 95. Use of Active Gear in Municipal Waters, Bays and Other Fishery Management Areas. - It shall be unlawful to engage in fishing in municipal waters and in all bays as well as other fishery management areas using active fishing gears as defined in this Code”

WHEREAS, as to the exemption, Section 95.2 (Review of Regulation) of the Implementing Rules and Regulations (IRR) of RA 10654 states: “Rule 95.2. Exceptions. -The following gears are not covered by the prohibition:

XXXXX 2. “Sudsud” or push net used to catch Acetes sp. “alamang” and Stolephorus sp. “dilis,” which is operated by a registered municipal fisherfolk/fisherfolk cooperative/association, either manually or by the use of a registered and licensed municipal motorized boat with single piston engine of not more than sixteen (16) horsepower, during approved fishing season for the species, and covered by a management plan duly approved by the LGU;”

WHEREAS, it is the policy of the city to achieve food security, in order to provide the food needs of the population and although sudsud is not covered by the prohibition, nevertheless the Sangguniang Panlungsod can pass an Ordinance regulating its use in the city’s municipal waters so as not to deplete our marine resources;

WHEREAS, Section 74 (b) of R.A. 8550 cited one of the functions of the City Fisheries Aquatic and Management Council which is to: “Recommend the enactment of municipal fishery ordinances to the Sangguniang Bayan/Sangguniang Panlungsod through its Committee on Fisheries”

WHEREAS, fishermen could not just be allowed to wantonly fish anytime they want otherwise it will result to overfishing - depletion of fish stocks which drove many species to critically endangered status.

SECTION 1. Declaration of Policy - It is hereby the declared policy of Iligan City to: 1. Promote conservation and ensure sustainable and equitable of its coastal areas and resources in conformity with the Philippine Fisheries Code of 1998; 2. Ensure, for the benefit and enjoyment of the people of Iligan City, the judicious and wise utilization, protection, conservation and management on a sustainable basis of its coastal and fishery resources with the necessity of maintaining a sound ecological balance and protecting and enhancing the quality of the environment; 3. Allow people’s full and active participation in the conservation and management of the coastal and fishery resources and promote awareness of sustainable fisheries through appropriate education and training, 4. Promote and adhere to the precautionary principle of conservation, management and exploitation of living coastal and fishery resources in order to assure the sustainable development of the coastal environment.

SECTION 2. Definition of Terms - As used in this Ordinance, the following terms and phrases shall mean:

CAG - City Agricultures Office as the LGU agency implementing national and local policies.

DFW - Deputy Fish Warden are trained individuals carefully selected by the LGU to assist PNP Maritime and act as auxiliaries.

Fisherfolk - people directly or personally and physically engaged in taking and/or culturing and processing fishery and/or aquatic resources.

Fishing -refer to as an act on taking of fishery species from their wild state or habitat, with or without the use of fishing vessels.

Municipal waters - the marine waters in Iligan City fifteen kilometers seaward from the coastline of Iligan City.

Sudsud- a small triangular active fishing gear with a rigid frame that is pushed along the bottom in shallow waters and is used in parts for taking shrimps and small bottom-dwelling fishes!

Unregistered sudsud: a. Unregistered sudsud utilized to catch fish

b. Unregistered sudsud utilized to catch fish during closed season

SECTION 3. Regulation - The use of in the city’s municipal waters as a means to catch fish is hereby regulated

SECTION 4. Prohibition - Sudsud fishing is prohibited in Iligan City, except:

1. When used during an approved season to fish for certain species, per recommendation from CFARMC;

2. Sudsud is registered in the fisherfolk cooperative / association

3. Sudsud is done manually or by a registered and licensed city motorized boat with single piston engine or not more than 16 horsepower

4. And covered by a management plan duly approved by the LGU

SECTION 4. Penalties - Any person who is found engaging in unregulated sudsud fishing shall be meted with the following penalty.

First Offense - warning and one day seminar with PNP Maritime of National and local Fisheries Laws

Second Offense - Fine of P5,000

Third Offense - Fine of P5,000, confiscation of sudsud fishing gear plus one (1) to three (3) months imprisonment, upon the discretion of the court.

The confiscated fishing gear shall be placed in the custody of the Philippine National Police Maritime Command and shall not be returned to the owner/s until payment of fine, Provided that one year after apprehension, unclaimed confiscated fishing gears/ paraphernalia shall be forfeited in the favour of the City Government of Iligan.

SECTION 6. Confiscation of Fish Illegally Caught by Sudsud - Fish illegally caught using unregulated sudsud shall be confiscated and the same shall be donated immediately to the charitable institutions managed by the City Government like Bantay-Bata or Silungan Center.

SECTION 7. Implementing Agencies - The Philippine National Police (PNP), PNP Maritime Command, Philippine Coast Guard (PCG), Deputy Fish Warden (DFW), BPAT, BFARMC, CAG, CEMO and FLEET are hereby authorized to implement the rules and regulations of this ordinance.

SECTION 8. Repealing Clause. All previous ordinances, executive orders, rules and regulations or parts thereof which are inconsistent with this ordinance are hereby repealed and modified accordingly.

SECTION 9. Separability Clause. If, for any reason or reasons, any part or provision of this ordinance shall be held unconstitutional or invalid, other parts or provisions hereof which are not affected thereby shall continue to be in full force and in effect.

SECTION 10. EFFECTIVITY. - This Ordinance shall take effect ten days (10) after the publication of a local newspaper, as set forth by law.

WHEREAS, Section 5, Article 11 of the 1987 Philippine Constitution provides that “the maintenance of peace and order, the protection of life, liberty and property, and the promotion of general welfare are essential for the enjoyment by all people of the blessings of democracy”;

WHEREAS, to regulate the consumption and drinking of beer, wine, liquor and similar intoxicating beverages in public places, the Sangguniang Panlungsod adopted City Ordinance No. 16-6536, entitled; “An Ordinance Prohibiting The Selling, Serving, Drinking, Consumption Of Liquor And Alcoholic Beverages And Other Intoxicating Products From 1:00 AM To 6:00 AM Providing Penalties For Its Violations And For Other Purposes”;

WHEREAS, despite the passage and implementation of said Ordinance, there were still a number of people found violating this measure;

WHEREAS, not only that, there are also reported cases of alcohol related incidents like fights, brawl among others, due to drinking sessions in public places by persons or group of people resulting to the inconvenience, discomfort, physical injuries and death to some;

WHEREAS, to further prevent the occurrence of such incidents and minimize and control the consumption or drinking of these intoxicating drinks in public places, it is explicable to change the time imposed in prohibiting the selling, serving and consumption of intoxicating beverages in the city;

WHEREFORE, on joint motion of Members Bernard Y. Pacaña and Ian C. Uy, duly seconded

Be it ordained by the Sangguniang Panlungsod of Iligan in session assembled, that:

SECTION 1. Sections 1 (2), 3, 4 and 5 of City Ordinance No. 16-6536, is hereby amended to read as follows:

2. Prohibit the selling, serving and offering by business establishments and consumption by individuals of intoxicating substances is prohibited from 12:00 A.M. to 6:00 A.M.

SECTION 2. Prohibition of Establishments to Sell Intoxicating Substances - Business establishments, inns, taverns, nightclubs, hotels and restaurants, stores, sari-sari stores and convenience stores are hereby PROHIBITED from selling, serving and offering any intoxicating substances like liquors, alcoholic beverages and coconut wine from 12:00 A.M. to 6:00 A.M.

SECTION 3. Prohibition of Individuals to Drink, Consume Intoxicating Substances - Individuals are hereby PROHIBITED to consume and/or drink any intoxicating substances like liquors, alcoholic beverages and coconut wine from 12:00 A.M. to 6:00 A.M.

SECTION 4. Duties and Obligations of Business Establishments Selling Intoxicating Substances - Business establishments selling intoxicating substances are hereby required to post one (1) legible and visible sign inside and one (1) outside of their establishment with the wordings “NO SELLING AND DRINKING OF INTOXICATING SUBSTANCES FROM 12:00 A.M. to 6:00 A.M” for the information and guidance of all concerned.

SECTION 5. Penalty - The penalties stipulated in Section 6 of City Ordinance No. 16-6536 shall apply.

SECTION 6. Repealing Clause - All ordinances, executive orders, rules and regulations contrary to or inconsistent with this ordinance are hereby repealed or modified accordingly.

No. 9048/10172, a notice is hereby served to the public that ERLIE BALANAY JABINIAO has filed with this Office a petition for CORRECTION OF CLERICAL ERROR in her SEX from “MALE” to “FEMALE” in the CERTIFICATE of LIVE BIRTH who was born on December 18, 1991 at Liangan East, Bacolod, Lanao del Norte whose parents are ROSENIE TUMAPON BALANAY and EMETILO BASAHAN JABINIAO.

Any person adversely affected by said petition may file his written opposition with this Office.

In compliance with Section 7 of R.A. 10172 a notice is hereby served to the public that RICHARD SUMAGANG LOMOLJO has filed with this Office a Petition for Correction of Clerical Error in the Child’s sex from “FEMALE” to “MALE” in the Certificate of Live Birth of RICHARD SUMAGANG LOMOLJO who was born on September 15, 1990 at Libertad, Baroy, Lanao del Norte and whose parent are PEPITO S. LOMOLJO and ESTELA M. SUMAGANG.
