Lumad schools being used by NPA for propaganda: Army mark francisco, Section Editor EDITOR: SAIRA E. GUMISING

Thursday

K IDA PAWA N C it y- - A military official operating in Region 12 has confirmed reports that some of the schools run by the indigenous peoples (IPs) are being used as “tool for propaganda” by the New Peoples’ Army (NPA). Col. Roberto Angcan, commander of the Army’s 1002nd Infantry Brigade, said these lumad schools are located in remote villages in the region, especially in the hinterlands. Angcan, however, re-

fused to identify these schools. He denied allegations by progressive groups hurled against the Army that his troops have been harassing and threatening IP schools in the region. They were also accused of bombing IP schools in Sultan Kudarat province. “That is a lie. We don’t attack schools. We only run after armed men who belong to terror groups,” Angcan said in an interview over the Catholic-run DXND.

This, he stressed, is despite the order coming from the Department of Education that they would check on schools that are accredited, registered, or licensed with the department. “In my [area of responsibility], there are schools being built in the hinterlands. If these are legal institutions and authorized by the DepEd, then, they should not be afraid,” he said. (Malu Cadelina Manar / MindaNews)

CAGAYAN de Oro City-Department of Health (DOH) through its Tuberculosis-Human Immuno Deficiency Virus (TBHIV) dissemination forum in Cagayan de Oro City campaigns in aggressively looking for the one million cases of tuberculosis (TB) in the country by switching strategies and changing from “business as usual” to “business unusual.” Dr. Lyndon Lee Suy, director of Disease Prevention

and Control Bureau of DOH shares that the prevalence of TB in our country continues to be high. Around one million Filipinos are expected to have TB and may or may not know it. Further, more than onethird of TB patients suffer catastrophic cost due to TB at 20% of the family’s annual income. On the other hand, Dr. Suy explained that the country also has an alarming 140% annual increase in the

number of reported cases of HIV. He announced that we are not the highest in terms of number of HIV cases in the Asia Pacific region but we have an alarming increasing rate of the numbers of HIV cases in the region. Further, DOH has registered more than 45,000 cumulative cases of HIV. To date, there is still no cure of HIV, nor a vaccine to prevent its transmission. Meanwhile, persons with HIV is 29 times more

There is also low case notification of TB and a poor health seeking behavior with 81% of presumptive TB are not taking any action or selfmedicating; 30% consulted a private sector. She said that impact targets for 2022 is to reduce the number of TB deaths by 50% from 14,000 to 7,000 deaths; reduce TB incidence rate by 15%, reduce to zero number of TB affected households that experience catastrophic costs due to TB and at least 90% of patients are satisfied with the services of DOTS facilities. On HIV and AIDS, Dr. Gerard Belimac program manager of National HIV, AIDS and Sexually Transmitted Infection (STI) prevention and control program said that DOH focuses on key populations namely the Male having sex with Male (MSM), female sex workers and people who inject drugs – inclusive of young people. For prevention, DOH includes services such as risk reduction counseling – safer sex, community-based treatment for drug users, outreach focused condom distribution and instruction. Meanwhile, diagnosis includes community-based HIV screening, Free HIV testing and counseling, and rapid HIV testing for pregnant women, key populations and TB patients. For the treatment, DOH provides interventions such as free anti-retrovirals (ARV), outpatient HIV benefit package (P30,000/patient/year to cover for other expenses). For care, DOH provides psychosocial counseling and treatment adherence counseling. Patients of either TB or HIV may go to various government health facilities including rural health centers, TB-DOTS centers, 130 social hygiene clinics nationwide, 50 satellite or treatment hubs and community based organizations. Finally, DOH proposes how communities can help. Companies and employers can institutionalize HIV awareness in workplaces, expand the number of HIV treatment hubs, conduct operations researches to improve programs and integrate HIV counseling services in relevant programs. KIDAPAWAN City--At least 20 residents of a rebel-influenced village here have yielded voluntarily to authorities on Tuesday to clear their names after they were accused of helping communist guerillas. The villagers were accompanied by Ricardo Rifurial, chairman of Barangay Katipunan, one of the seven villages identified as

“highly-influenced” by the New People’s Army (NPA). Rifurial said the surrenderees admitted to the 39th Infantry Battalion that they were members of the “Sangay ng Partido” (SP). Two of the 20, he added, are members of his Barangay Peacekeeping Action Team (BPAT). One of the village guards reportedly confessed that he

MORE people, including the youth, could get killed if the government won’t change its hardline approach to stamping out illegal drugs in the country, a Catholic bishop has warned. Reacting to the killing of another teenager, Bishop Pablo Virgilio David of Kalookan said more people could be killed because the government’s violent drug war is “naïve, seriously flawed, and needs serious evaluation and rethinking.” He said the killings of 19-year old Carlo Angelo Arnaiz, including that of 17-year-old Kian Loyd delos Santos, are not isolated cases as claimed by police authorities. “If they don’t stop the killing, we’ll have more Kians and Karls,” said David, who is also the incoming Vice President of the Catholic Bishops’ Conference of the Philippines. According to the Caloocan police, Arnaiz had robbed a taxi driver in the city before engaging them in a shootout. Autopsy results, however, revealed that Arnaiz was tortured before he was shot to death similar to Delos Santos. “The case of Carl Angelo Arnaiz was a murder, plain and simple except that it was committed by our law enforcers. That gives a chilling effect,” David said. Arnaiz’s body was found

by his parents at a funeral home in Caloocan City on Aug. 28, after 10 days since he had gone missing in their hometown of Cainta, Rizal. “I will insist that Kian and Carl are not isolated cases. The Caloocan policemen just happen to be ‘sloppy’ in carrying out their extrajudicial killings. They’ve made it too obvious,” he added. The bishop is calling for more investigation into the thousands of other drugrelated deaths, adding that the drug war has created a climate of impunity. He lauded the current efforts to probe the incidents of killings “but I do hope they do it not just for Carl and Kian but for countless other victims of this brutal drug war.” “The true criminals remain at large, flooding the country with tons of illegal drugs because corruption in government agencies remains unchecked,” David added. “It (drug war) did not begin by defining who its real enemies and allies are. It has only reinforced in our police a culture of impunity that is affecting the credibility of the whole institution,” he also said. CBCPNews

once accommodated some NPA guerillas to take some rest in his house. Another guard, Rifurial said, admitted having in his possession a laptop left by one of the NPA rebels. “These villagers yielded to the Army to clear their names … that they have nothing to do with the abduction of a police officer in Barangay Katipunan,” said

Rifurial in an interview over the Catholic-run DXND. On August 15, at least six armed NPA guerillas snatched PO1 Bristol Catalan, of the Makilala police, at Purok 3 in Barangay Katipunan while driving his children to school on his motorcycle. But Catalan’s abduction remains a “mystery” to Rifurial.

“I was asking myself why would the NPAs take PO1 Catalan? He has done nothing wrong against the rebels. He is not a bad cop. He is a good person,” he said. Other villages in Kidapawan City considered NPA-infested are Barangays Santo Niño, San Roque, Linangkob, San Isidro, Sikitan, and Gayola. (Malu Cadelina Manar / MindaNews)

The CYNOSURE

The ‘Satanic Rosary’

DON’T look now. The Rosary you are using could be the “satanic rosary.” Throw it away or bury it! The reported proliferation of the Satanic Rosary has recently rocked the Roman Catholic world. The influential Catholic Bishop Conference of the Philippines (CBCP) has issued an alert to the about 88 million Roman Catholics in the Philippines. The Philippines is the only Christian country in Asia. Eight percent of the current population of 110 million is considered Roman Catholics while the remaining two percent belongs to other religious denominations. was, therefore, a cause for alarm among the Roman Catholics. And, they are now scrambling to examine their rosaries. There is no exact detail on the origin of the Satanic Rosary. However, many scholars believed that it originated in ancient Egypt. There are theories that the Satanic Rosary is a corrupted version of the Catholic Rosary from the Tibetan Mala Beads. The Tibetan Mala Beads have 108 beads, while the stolen Catholic Rosary has 54 beads or half of the 108 beads. While there it is not specified as to when the “satanic rosary” started circulation in the country, many suspected that the

Roman Catholics pilgrims obtained the rosary in pilgrimage sites around the world. According to Monsignor Elmer Abacahin, of Cagayan De Oro City, the “satanic rosary” is given free in pilgrimage sites. However, one could buy the rosary on line at $4.99 or roughly Php 256.00 at current exchange rates. Some of the “Satanic Rosary” has the markings made in Italy while many of them are made in China. In the ancient times, the Satanic Rosary was reportedly an instrument to raise energy and power to fulfill one’s desire. It is used in Kabalistic meditation and one has only to slide the fingers on the beads without counting it to increase

power. Originally, it has about 118 beads with the Star of David representing the pentagram as its pendant. What is in circulation today is a complete reproduction of the Roman Catholic Rosary. However, there are telltale signs that the Satanic Rosary could be easily detected. The CYNOSURE is listing the primary signs of the alleged “satanic rosary,” which is visible in the cross itself. The INRI sign is absent. The symbol of the See rosary, page 10

Their corrosion will testify against you and eat your flesh like fire…” (James 5:1-3, the Holy Bible). -oooFILIPINOS VIEW POLICEMEN AS CRIMINALS: If a survey is to be made among Filipinos today whether they believe the accusations that Caloocan City policemen killed 17 year-old Kian Loyd Delos Santos, the sure answer would be that, yes, a great number of our countrymen believe the police murdered Kian. This belief would not only be because of the wit-

nesses who have come out and have implicated the policemen in Kian’s killing, but more because members of the Philippine National Police (PNP) nowadays are widely perceived to be rouges and criminals masquerading as law enforcement officers. Indeed, in many of the gruesome crimes that have taken place in the midst of Filipinos lately, policemen were either involved as direct participants who committed the crimes themselves, or were behind the crimes either as masterminds or instigators of the assassins and the thieves. O my dear God, what is happening to our policemen now? -oooNEW DRUG THAT COULD DELAY AGING AND LENGTHEN LIFE FOUND IN US: There is

a new study in the United States today regarding a type of drug that is said to delay the onset of aging or old age of man. Doctors from the Mayo Clinic in Rochester, Minnesota, USA, are calling this drug the “senolytic drug”. The initial results of this study was published by them in the Journal of the American Geriatrics Society on Monday, September 04, 2017, and was led by Dr. James Kirkland, the director of the Kogod Aging Center in Mayo Clinic. According to Kirkland, his team is now testing the “senolytic drug” among mice. Because of the evident good effects of the “senolytic drug” on mice, Dr. Kirkland and his group are now preparing to test the drug on humans. According to their initial findings, the

“senolytic drug” in effect revitalizes or revives and strenghtens aging or damaged cells in the body of a person. As a consequence, illnesses usually associated with old age, such as diabetes, cardiovascular disease, cancer, dementia, arthritis, osteoporosis and blindness, are avoided or cured. -oooFAITH IN, AND OBEDIENCE TO, GOD GIVE LONG LIFE : I hope that this “senolytic drug” will have beneficial effects on humans, so that all of us can enjoy longer and more beneficial and See criminals, page 11

Carmen Copper to continue going beyond compliance, says exec THE Cebu-based Carmen Copper Corporation will continue to go beyond compliance and carry on as a model for responsible mining amid outrage about the destruction caused by some mining operations in the country. “We urge fellow miners to comply with our laws. With compliance, we remove issues like the conflict between revenues and the environment. We can have revenues but at the same time protect the environment,” said Roy Deveraturda, vice president for safety, health,

environment and external affairs of Carmen Copper Corporation. He admitted that many mining companies have not complied with environment laws generating complaints from the public. Even President Rodrigo R. Duterte articulated this outrage on the destruction of the environment wrought by irresponsible mining operations during his recent State of the Nation Address (SONA). MODEL FOR RESPONSIBLE MINING However, Deveraturda

urged fellow miners to go beyond compliance. “Obeying our laws is not enough when it comes to government regulations and policies to protect the environment,” said Deveraturda. “Of course, there is something that we call responsible mining. Carmen Copper is moving forward as a model for responsible mining,” he said. Carmen Copper Corporation is one of the largest operating copper mines in the country engaged in metallic mining and

mineral exploration development. Located in Barangay Don Andres Soriano in Toledo City, Cebu, Carmen Copper is a wholly-owned subsidiary of Atlas Consolidated Mining and Development Corporation. The company passed the very strict standards of former environment secretary Gina Lopez, Deveraturda pointed out. ENVIRONMENTAL AWARDS The mining firm also bagged the Best Mining Forest award for metallic category of the Dept. for

Environment and Natural Resources (DENR) and the Philippine Mine Safety and Environment Association (“PMSEA”). In 2013 and 2014, DENR 7 also awarded Carmen Copper with the Best National Greening Program Implementor in the region. In 2015, DENR 7 conferred the Gawad Tugas award for Responsible Mining to Carmen Copper for its outstanding rehabilitation of more than 375 hectares of mining impact areas, identification of tree species suited for rehabili-

tation of mining dumped areas, donation of 217,077 seedlings to the community, generation of local employment opportunities and for channeling portion of the Mine Rehabilitation Fund for rehabilitation of mine impact areas. In June 2017, Carmen Copper again received DENR 7 Gawad Tugas for forest protection and management for having displayed and demonstrated innovation, ingenuity and investment in environmental protection, conservation and management of its forests.

Cebu Pacific pushes extension of Travel Tax exemption for BIMP-EAGA air routes The Philippines’ leading airline, Cebu Pacific (PSE: CEB), has asked government to extend the tax exemption for all air and sea travel from the Philippines to any destination within the Brunei-Indonesia-MalaysiaPhilippines-East ASEAN Growth Area (BIMP-EAGA), in line with the carrier’s newest international route between Zamboanga City and Sandakan, Malaysia. The BIMP-EAGA Travel Tax exemption covers all international travel in airports and seaports in Mindanao and Palawan to Brunei, Indonesia and Malaysia. Former Presidents Fidel Ramos and Gloria MacapagalArroyo had granted the tax exemption. The exemption from payment of Philippine Travel Tax of PHP1,620.00 (approximately US$32.00) was most recently reinstated through Executive Order (EO) 72 on October 24, 2014, covering a three-year period. The EO is set to

expire in October 2017. “We have made representations with the Mindanao Development Authority to request for the extension of the Travel Tax exemption for travel from the Philippines to destinations within the BIMP-EAGA. We believe that this would provide relief to the Filipino travelers and accelerate trade and tourism between the member countries, in accordance with the spirit and intent behind the creation of BIMP-EAGA,” said Atty JR Mantaring, Vice President for Corporate Affairs of Cebu Pacific. The Mindanao Development Authority (MINDA) serves as the Coordinating Office of the Philippines for BIMP-EAGA. In addition to the extension of the Travel Tax exemption, Cebu Pacific has also been working with the Bureau of Customs, Bureau of Quarantine and Bureau of Immigration to ensure that

customs, immigration and quarantine (CIQ) mechanisms in Zamboanga are prepared for commercial international air passenger operations. “We are also coordinating with local government officials in Zamboanga and Sandakan to make sure all systems are in place for the launch of our new route.” Cebu Pacific, through its wholly-owned subsidiary, Cebgo, will begin operation

of its Zamboanga-Sandakan route October 29, 2017. Cebgo will fly between Zamboanga City and Sandakan, Malaysia four times weekly (Tuesdays, Thursdays, Saturdays, and Sundays). CEB’s new Sandakan route, the carrier’s 27th international destination, was finalized after BIMP-EAGA ministers approved the Protocol to Amend the Memorandum of Understanding on Expansion of Air Linkages in

October 2016. This allows for the facilitation of air services on existing BIMPEAGA routes, as well as encourages the opening of new routes. Created in 1994, BIMPEAGA is a growth subregion comprised of Brunei Darussalam; the Indonesia provinces of Kalimantan, Sulawesi, Maluku, and Irian Jaya; Sabah, Sarawak and the Federal Territory Labuan in Malaysia; and Mindanao

and Palawan in the Philippines. The sub-region has a combined market of over 55 million consumers. A brainchild of former President Ramos, BIMP-EAGA was created to accelerate social and economic development of less developed areas in Southeast Asia, by harnessing private sector leadership in initiatives to promote cross-border investments, trade and tourism; as well as improve connectivity.

SSS donates 50% of anniversary budget to Marawi, Ormoc victims The state-run Social Security System (SSS) will donate 50 percent or P5.9 million of its 60th anniversary budget to the victims of Marawi siege, and earthquake-stricken Ormoc in Leyte. Social Security Commission (SSC) Chairman Amado D. Valdez said that the Commission’s unanimous decision to realign half of the anniversary budget for financial aid was confirmed via SSC Resolution No. 578. Budget earmarked for the milestone celebration was P11.8 million. “We are going to celebrate our milestone year next month but the Commission has decided to make it simple. Although it is not going to be grand and festive as compared to the previous years, rest assured that it will be more meaningful in the spirit of giving with more service and benefits to its members,” Valdez said. The SSS 60th Anniversary Celebration will be held simultaneously in 301 local and foreign offices. Month-long activities include Members’ Day, Balikat

ng Bayan Awards, Photo Exhibit, Best Employees’ Program, Fun Run, and Blood Donation Drive. SSC Commissioner Arthur L. Amansec said that the SSC’s action is a response to President Rodrigo R. Duterte’s statement during his last State of the Nation Address (SONA) where he called for financial assistance to Marawi victims. “We thought that the grand festivities would be misinterpreted by the public as insensitive and a total disregard for the sufferings of our brothers and sisters in Marawi and Ormoc City, particularly those who lost their loved ones or have been displaced. We mourn for the families of our fallen soldiers who fought for our nation’s peace until the very end,” Amansec said. Amansec also added that the SSS has remained steadfast in showing genuine care to our fellow Filipinos by organizing Corporate Social Responsibility (CSR) operations in areas affected by typhoon and other disasters. Let’s make it work for BPO MAKATI—There is a way to make artificial intelligence (AI) work for the sector of the business process outsourcing (BPO), amidst threats that this technology posts on our major services industry, the country’s trade chief said. A product of the fast pace changes in technology, AI has presented itself more than just a new technology but as a threat to the current employees servicing the service export industry

and the BPO, including the contact centers. “Let us retool and reposition the nature of the current jobs in the industry,” said Department of Trade and Industry (DTI) Secretary Ramon Lopez, in the course of pessimistic prediction that AI could potentially diminish 45 to 50% of the approximately 1.2 million Filipino employees of the BPO industry. Failure is not falling down but refusing to stand up again The Gospel of Jesus Christ (September7, 2017-Thursday) Luke 23:35-43- He saved others; let him save himself, if he be Christ, the chosen of God. Filipinos. It will feature interactive lectures and discussions about the value of spending wisely, saving early, and saving in banks. After the session, the BSP will track the students’ saving habits by closely coordinating with teachers and school officials for the purpose of encouraging the youngsters to open and grow savings accounts in banks. This learning activity is in partnership with the Department of Education (DepEd) and the Bank Marketing Association of the Philippines (BMAP). The “Paghahanda sa Kinabukasan” Financial Learning Campaign for Overseas Filipinos and their Beneficiaries (FLC-OF), conducted in coordination with the Overseas Workers Welfare Administration (OWWA), aims to educate participants on the importance of using remittances to build up savings and directing these into investments in financial products and business ventures. Through this learning advocacy, the BSP hopes to help overseas Filipinos and their beneficiaries achieve financial security, bring them into the fold of the formal financial system, and enable them to participate more meaningfully in the country’s economic development. Officials from the BSP, as well as from the Department of Trade and Industry (DTI), will give briefings on topics such as financial planning, investment, and business opportunities. The trade chief said that intensive education and training programs for those in the industry should be developed soon by the academe, government and industry innovation ecosystem to ensure least manpower displacement. He also underscored the need to develop an inclusive, innovation-led industrial ecosystem that will upgrade the competitiveness of the Philippine core sectors, including the services sector, in a bid to improve productivity, output generation. This is in line with President Rodrigo Duterte’s agenda to build competitive industries that will generate more jobs and income, reduce inequality and give a more comfortable life for every Filipino, according to Sec. Lopez. DTI and DOST will lead the convening of all enablers in the innovation ecosystem to map out the overall framework and programs to be implemented. “ There is a need to strengthen curriculum towards computer science, engineering, data science and AI application design, among others. This effort is also deemed to be inclusive as disqualified BPO applicants and retrenched agents will be retrained for AI application development that will eventually enable them to get jobs,” Sec. Lopez concluded.

that the greatest days of his life have been before him. The past is over. He stops living life looking in the rear-view mirror. He looks forward. Presses on! He believes and will always will that the best is yet to be. According to him, God never consults his past to determine his future. Our City Mayor now is on the move to move Iligan City forward to total development, and nobody could stop him now, to include, among others, the facelifting of Iligan City from the wrinkles and damages done by the previous city administration: his predecessor, like the failure of the Iligan City Waterworks Improvement Project and the City’s Material Recovery Facility Project, the supposed flagship projects of the previous city administration. How does the victim move beyond the abuse or injustice without turning bitter? City Mayor Celso G. Regencia never turns bitter, and, instead, he has forgiven all his political adversaries and assumed responsibility to facelift or repair their failed multimillion projects, which they profited perhaps, or rather than perhaps. Also, according to him, worry will get him to only one place: cemetery. He stops worrying, despite the cruelty of his political adversaries. And, instead, he stands firm when the wickedness of his political adversaries appears to be winning. He stands firm in times of crisis. He stands firm if no one will know if he will compromise. He stands firm when big people act contemptibly small. He stands firm when petty people demand authority they don’t deserve. He stands firm... keep his head up... he stays true... and endures. When struck by an accident, don’t seek more days in your life, but more life in your days. Look beyond the pain and you will find incredible perspective, the way City Mayor Celso G. Regencia did. Walk in quiet confidence, not veiled pride. Be sure without being stubborn... firm without being untouchable... enduring but not discourteous... full of truth and balanced with grace. What appeared so placid is really a mixture of winding roads of insecurity and uncertainty... maddening gust of lust, greed, and selfindulgence... and pathways of pride glazed over with a slick layer of hypocrisy. All this is shrouded in a cloud of fear of being found out. It is an implied fact that behind all the glitter and gold, we now know, that the political adversaries of City Mayor Celso G. Regencia are by now at war with themselves... also in life’s quagmire, and in desperation... no more power to terrorize their political ad-

DENR 10 apprehends wildlife species in Misamis Occidental The Department of Environment and Natural Resources (DENR), Region 10 –Community Environment and Natural Resources Office (CENRO), Ozamiz City apprehended one YellowCrested Cockatoo and male and female Silver Pheasants at Ozamiz City Port Area on August 22, 2017. Two suspicious individuals carried the wildlife species in the port area placed inside the two-cage boxes and were later abandoned after the Philippine Coast Guard-Ozamiz City halted them for inspection. The Philippine Coast Guard officers confiscated the items and turned-over to CENRO Ozamiz City for appropriate action. The Yellow-Crested Cockatoo (Cacatua sulphurea) (upper photo) is a large white parrot with a dark grey-black bill, a distinctive sulphur-yellow crest and a yellow wash on the underside of the wings. On the other hand, the Silver Pheasant (Lophura nycthemera) species are often found in forests, mainly in mountains. Male Silver Pheasant (below photo, left) is adorned with white, long, patterned tail and black dropping crest on its crown while the female Silver Pheasant (below photo, right) is olive brown with black-tipped crest. Both wildlife species are exotic the peace-loving Lumads and to the Filipino people as a whole,” said Lt. Col. Glen Aynera, commanding officer of 29th Infantry Battalion. Datu Porogoy is the representative of CADT 134. He is a staunch peace advocate in Caraga region. He strongly denounced NPA atrocities and leads his tribe in supporting government programs for peace and development. “The attack on Datu Porogoy is a clear and undeniable proof of the NPA’s human rights atrocities in Lumad communities. This is also a solid proof of the NPA’s continuing campaign to take control of our Lumads and anyone who gets in their way is killed in the process,” Aynera said. Major Gen. Ronald Villanueva, 4ID commander, is urging the Filipino Nation to join in the shout for justice and urge the KARAPATAN and other organizations who are calling for the end of Lumad killings to similarly condemn this dastardly act and denounce the NPA’s human rights violations. “Let not Datu Porogoy’s death be the end of his advocacy for his people, but rather an inspiration to others to pursue peace and development.” “We sympathize with his family, relatives, friends, love ones, and constituents. Raids hurt banana industry, stakeholders might pull out DAVAO CITY – The continued raids by lawless elements on banana plantations have adversely affected the industry’s sustainability as the country’s top export trade and investors are considering pulling out here. Aside f rom att acks against these plantations, climate change and lack of good agricultural practices are further draining the industry.

“But peace and order is the primary factor that is greatly affecting the banana industry,” said Ferdinand Marañon, president of PhilExport. Marañon said the industry is losing millions. One company alone last year lost billions when the New People’s Army (NPA) attacked its box plant in Davao City and the plastic plant in Panabo. The company, Lapanday Foods Corp., has folded up

the two companies. Marañon also cited the burning of about nine trucks in another banana plantation in Agusan del Sur. He said one truck already costs more than a million pesos while a refrigerated container van cost Php 2 million to Php 5 million. “We are afraid that the investments of multinational companies will be pulledout as it would be beyond their means to cope,” Mara-

ñon said, voicing concerns that if banana firms give in to demands of lawless groups, who forced businesses to give revolutionary taxes, it could cost them more money. Marañon revealed that one company is already expanding in Latin America due to peace and order situation in banana plantation areas. Philexport executive See raids, page 10

Comelec postpones BSKE2017 DSWD awards 24 bancas to Don Marcelino fishers in Mindanao, cites Martial Law Davao City (DSWD

The Commission on Elections (Comelec) has postponed the conduct of Barangay and Sangguniang Kabataan Elections 2017 (BSKE2017) in Mindanao. According to Comelec Spokesperson James Jimenez, the Comelec en banc decided to defer the local polls because of the continued imposition of martial law in the region. “The Commission today (Tuesday) promulgated an 11-page resolution resolving the question of postponement in the affirmative; the BSKE2017 in Mindanao has been postponed, citing the existence of lawless violence and rebellion which formed the basis for the declaration of martial law in the area,” he said in a statement. “After conducting a public hearing on the matter on August 15, 2017, the Commission determined that it had found sufficient basis to postpone the BSKE2017, pursuant to Section 5 of the

Omnibus Election Code (Batas Pambansa (BP) 881).” The poll body official noted that the decision was based on the prevailing security situation in the southern part of the country. “The Comelec cited the existence of lawless violence and rebellion, which formed the basis for the declaration of martial law in the area,” Jimenez said. Section 5 of BP 881 authorizes the Comelec to postpone elections when conditions, such as violence and terrorism, exist which make it impossible to conduct “free, orderly, and honest elections.” On the other hand, the poll body said that incumbent officials will be allowed to remain in office. There are pending bills in the House of Representatives and the Senate, calling for the postponement of the barangay and youth polls to May and October 2018, respectively. PNA
