Residents oppose CADT inside Magdiwata shed By CHRIS V. PANGANIBAN Contributing Editor
SAN FRANCISCO, Agusan del Sur -- Opposition has mounted against the inclusion of the protected Mt. Magdiwata Watershed here from the 7, 800 hectares Certificate of Ancestral Domain Title (CADT) applied by a local Manobo tribal group. The San Francisco Water District has initiated legal actions to prohibit the inclusion of the 1,658-hectare watershed from the CADT application of Oyay Mansaloay Antod Ogow Bando Ugong (OMAUBAO) Tribal Clan Organization which already completed perimeter survey and community map validation. Elmer Luzon, SFWD general
manager, said they already sought legal assistance from the Office of the Government Corporate Counsel in Quezon City to defer the processing of the CADT while they are protesting against the intrusion of the watershed fearing this will pave the way to the resumption of large-scale mining activities within the protected area. “We fear that if the CADT application will be approved by higher authorities, mining companies would take advantage and start to sprawl with OMAUBAO since Application for Production Sharing Agreement and Exploration Permit Application are adjacent to the watershed,” Luzon See OPPOSE, page 11

CAGAYAN DE ORO CITY: A woman kept the decomposing body of her live-in partner for days in keeping with his partner’s promised that he would get well soon. Village officials found the decomposing body of a certain Romeo Bagtong, 50, who was presumed to be dead for the last four days since Monday. Local officials and neighbors, who barged into the house, found the live-in partner Melita Alembo, 38, in between sobs, beside the victim’s body while picking up lice on her hair. Melita told the police investigators that her live-in partner suffered a “cram” and told her that he would be well in five minutes. The majestic Mt. P780 K‘Negosyo Carts’ for prov’l capitol vendors mulled
PROVINCIAL governor Yevgeny Vincente “Bambi” Emano, of Misamis Oriental, welcomed the offer of the Department of Labor and Employment (DOLE) to provide carts worth P 780,000 to members of the provincial capitol vendors. IMPASUGONG, Bukidnon -- Former NPA commander Agnes Reano, together with the 8th Infantry Battalion, 4th Infantry Division, Philippine Army, in a forum, urged parents and students to be cautious with the reported recruitment of the New People’s Army on campuses. Speaking in an ‘antiinsurgency symposium’ with more than 400 students and teachers in Apo Macote High School at Barangay Apo Macote, Malaybalay City, Reano revealed the dark side of the Communist Party of the Philippines-New People’s Army (CPP-NPA) terrorists as she shared her experiences when she was the rebel commander in Bicol Region then. Reano, who is now work-
ing with the government, said students are the main target in NPA recruitment because of their young age and that they can endure days of a gunfight, they can run, and escape when engaged with the government forces. “To the students, focus on your studies and help your family. Don’t believe in the lies of the NPA recruiters because they have no capability to destroy our government,” she said. The youths are a brave, curious, and adventurous bunch. 29IB, PNP, LGU and Youths Converge for Peacebuilding Forum in AgNor DEL PILAR, Cabadbaran City -- Around 280 youths from the three different barangays of Balang-balang, San Antonio and Tagbongabong gathered for a peacebuilding forum with a theme “Youth Unity for a Better Society,” conducted at the municipality of Remedios Trinidad Romualdez (RTR), Agusan del Norte on August 31, 2019. The forum was participated in by the 29th Infantry “Matatag” Battalion, 13th Regional Mobile Force Battalion (RMFB), POINTY Young “Matatag”, and the Local Government Unit of RTR. The forum aimed to acquaint youth leaders with the current situation of peace and security in their area as well as to insulate them from the deceptive tactics of recruitment of the New People’s Army (NPA). A series of team building
activities were also conducted which aimed to help the youths to develop and enhance their unity and leadership skills. Hon. ASIA IN THE EYES OF THE ADVERSITIES By VERA JASMIN JACALAN-SALA
Asia, with its uniqueness, is a continent with so many hidden treasures. Many landforms and water forms abound in its islands of enthrallment and cultures of bewilderment. From north to south, west to east, this amazing continent, with its bountiful God-given resources, has provided people sustenance for their existence. This marvel of Asia paves the way for people to utilize their capabilities to uphold its biological habitat, maintaining the natural adequacy between man and its environment. The Asians are undeniably challenged to make possible ways and means to preserve the natural endowment of this continent, but their efforts fail to significantly realize the purpose because some of them tend to deny their duties and responsibilities towards mother nature. Involving the people to cooperate in preserving their environment may prove abstruse because, oftentimes, they are tempted to ignore the importance of preservation. They follow only their desires for their contentment of everything, specifically the “things” for their provisions. As long as they get the satisfaction, they become contented and they do not take time to examine the consequence of their actions. They never notice the lasting effects of their actions towards the manipulation of their purpose of tapping the natural resources for their sustenance. They have forgotten that everything has its niche in maintaining the ecological balance and everyone has his role in putting order to this balance. Now, the human – environment equilibrium is disrupted because it has been abused. Asia, which has the greatest share of the land of the world among the seven (7) continents, gets its share of this abuse and is now caught in the web of natural adversities. In the beginning of everything, here on earth, Asia provided the creatures of earth a lush haven where men and their environment had lived symbiotically equal. In the diverse places of Asia, there emerged people who took charge of everything for the environment to thrive naturally and its creatures to survive from their predators. As years passed by, however, some of the people’s activities produced changes in the naturally occurring harmonious interaction between the people and their environment. Consequently, people and animals alike suffered times of many trials and challenges for their survival. The time came when the environment, with its living creatures, was tested to realize that it was not only simply facing deadly predators but was also contending the total consequences caused by man’s recalcitrant ambition to rule over the entire universe and of his curiosity that leads to many inventions. The advancement in technology triggers man’s curiosity on how to make life more satisfying and comfortable. Evidently, in this time, people focus only how their environment will suffice their needs and satisfaction – the production for human consumptions with little thought of the
dangers and destructions that may accompany their efforts. By all means, people create wondrous machines, invested money, time, and effort, and exploit everything that the environment can offer for man’s total satisfaction. The utilization of its environment results to the destruction of water, land, and air which in the long or short run can surely kill the human race. In reality, it cannot be denied that men have limitations. Their knowledge is also unpredictable; it immediately changes depending on its manifestations. Men have tried to keep on track of their knowledge about the environment and have made improvements to meet their satisfactions regardless of the result. it is sad to know that, at present; Asia suffered a lot because its people, from one generation to another, have forgotten the very essence of “nature preservation”. The earth is not getting younger; Asia is getting older and, at this time, is suffering from many environmental problems. Right now, it is beset by natural adversities because of people’s abusive utilization of its rich natural resources. Its environment is in the danger of total destruction, signaled by illness and natural calamities. Many people have died because of deadly illnesses and environmental devastations. All over, Asia experiences the outcome of environmental problems. The impending total destructions of the entire continent is not only locally felt but also globally sensed. The whole of Asia is already aware of the outcome of the human contributing factor to the destruction of the environment which is also due to the exploitation of its hidden wealth of natural resources for man’s accumulation of affluence. Though there are concerned people who tried to stop the destruction, it seems that this destruction is getting nearer and nearer. Asia is now suffering the outcome of the human destructive ways in the use of the environment. It is ailing with different deadly diseases; its animal kingdom harassed, ignored, and killed either for consumption or trade. it has become a total picture of the insensitive people’s superficial commitment on taking good care of the environment. Being part of the Asian citizenry, as I am a Filipino, I feel guilty of not doing a significant effort to help Asia. I feel sad for not being totally committed and not responding to the call for serious environmental vanguard stimulated by the issues about how Asia, this time, is being affected and how it has suffered so much from the natural adversities. I have to do something now. With my present sensitivity and concern for the continent where I live, I bring to you this article to awaken your spirit to respond to call for if we can be united in the effort of saving our continent, there may be hope.

Kidnapped baby found, alleged abductor nabbed By GERRY LEE GORIT Correspondent
CAGAYAN DE ORO CITY -- Gingoog City authorities arrested the suspect in the kidnapping of a two-dayold female infant from her mother inside a birthing facility, police said Tuesday. The suspect was identified as Richard Bernades, male, 20 years old, and resident of Barangay 19, Gingoog. Bernades allegedly abducted the baby as her
mother was sleeping at the puericulture center in Gingoog on Sunday (Sept. 1). Wearing a face mask, eyewitnesses found it hard to identify the suspect, but a young boy later saw Bernades walking beside the road with the baby placed inside a bag he was carrying. Gingoog City Police chief Colonel Ariel Pontillas said the suspect must have been pressured to return the baby due to the appeal posted by local authorities on social
media. “The social media was very effective in helping us solve the case, as it was the suspect who voluntarily gave up the child,” Pontillas. Bernades allegedly put the baby in a secluded area near the house of the couple Rigedor and Nancy Precillas in Barangay 19, Gingoog, who brought the crying infant to the police station, on Monday evening. Pontillas said Bernades’ claim that he is a hermaph-
rodite, or a person with both male and female reproductive organs, was unfounded. “It was his (Bernades) claim that he is a hermaphrodite, but his sister told us that he is not,” he said. Pontillas said Bernades has admitted to kidnapping the infant as the suspect also confessed that it was his obsession to have a baby. The ‘double standard justice’ system
WHEN a person is impoverished he is denied of the right connection in the community. There was this unwritten biases that often haunt the minds of the society. The biases are the foundation of social discrimination. The biases that become the origin of social ills. One of these social evils is the “double standard” justice system. Without doubt, the “double standard” justice system is the mother of all corruption in the community. It is the ultimate excesses of power and influence that dictates the character of the community. More often, the poor and the under privileged is the victim of “double standard” justice system in a community laced with social inequities. While social discrimi-
nation is intangible, its contextual implication is manifested in the lives of the people. A classical example of social discrimination is the few who still enjoy unwritten privileges while in prison. The malady displayed a gaping wound after an expose of the release of prisoners. The inmates who were convicted of heinous crimes but were released because of the “flaw” of the law per se. The released of some prisoners by the Bureau of Corrections officials under pretext of “good conduct time allowance” (GCTA) opened the ‘Pandoras’ box. It not only triggered a social uproar but likewise uncovered the ugly head of the county’s “double standard” justice system. The controversial GCTA provision of the law made the difference between the
rich and the poor who were both deprived of liberty. It depicts the harsh reality that an influential prisoner could gain freedom under any circumstances. For instance, it is easier for a person, convicted of four life sentences, to avail of the GCTA. Woe to the poor and the under privilege because they could not easily avail of the GCTA. What gives? To avail of the GCTA means that the prisoner needs a lawyer who could do the dirty jobs for his/her release. Of course, it would entail “money.” If a prisoner has no money or could not afford the services of a well-connected lawyer, he or she would rot in jail. Certainly, that is what is happening in the country’s correctional institutions. What makes matter worst are the innocents who were sent to prison because of

their inability to hire lawyers. There is the belief that the innocent prisoners were victims of the “double standard justice” system. In fact, there are countless of them who are languishing in jail today. While the thought about the “double standard” justice is abstract, its effect is tangible in context. Undoubtedly, the “double standard” justice system is prevalent in a country laden with corruption and corrupt public officials. It is lamentable that, without exception, the “double standard” policy is contagious - it has contaminated all the branches of the government. Perhaps, eradicating the roots of the “double standard” justice system needs a “cultural revolution.

BSP Statement on Inflation THE August 2019 inflation of 1.7 percent is within the BSP’s forecast range of 1.3 – 2.1 percent and is driven primarily by lower prices of rice, electricity, and fuel products. The latest inflation outturn is consistent with the BSP’s prevailing assessment that inflation will continue to decelerate in Q3 2019 and pick up slightly in Q4 2019. The BSP continues to expect average inflation to firmly settle within the target range of 3.0 percent ± 1.0 percentage point for 2019 - 2021. Ample domestic food supply conditions along with lower global oil prices have contributed to a manageable inflation environment. At the same time, deepening trade tensions between China and the US along with ongoing geopolitical risks have raised global economic uncertainty which poses a downside risk to the inflation outlook. The BSP will continue to keep a close watch over latest economic developments here and abroad to ensure that the monetary policy stance remains consistent with the BSP’s price stability objective while being supportive of economic growth.

Villafuerte clarified that local rescue volunteers who brave the floodwaters are given prophylaxis. She also encouraged those who were not able to receive the antibiotic to go to the nearest barangay health center or to the CHO. “If you can’t avoid the floodwaters, cover any cuts or abrasions and wear protective clothing, especially footwear, for we don’t know that it might be contaminated,” she said. Region 11 (Davao Region), a total of 44 suspected cases of leptospirosis with four deaths were recorded from January to September 2 this year. Dr. Anabelle Yumang, DOH-11 director, said Davao City has 14 cases with three deaths while Compostela Valley Province has 11 cases with one death. Davao del Norte has 13 cases while Davao del Sur and Davao Oriental got one case each. Yumang said if leptospirosis is left untreated, it would affect the liver or kidneys and lose their ability to function. “Loss of kidney function is known as kidney failure and can be fatal,” she said. Bad-ang said SHARE sees the need for mainstreaming organ donation as Davao Region ranked third in the most number of dialysis patients in the country based on Renal Disease Control Data of the Department of Health (DOH). “About 3,000 cases were
recorded in Region 11 and the number continues to increase at 10 percent every year,” she said. She added that a huge portion of financial resources is being channeled for patients on dialysis despite the fact that “kidney transplantation is the best treatment option for renal failure however it is severely underutilized.” Bad-ang said only six donors donated last year where there were about 280 patients who are eligible donors who refused to donate. “Without a donor, transplantation is not possible therefore there is a need for an intensification of public awareness on organ donation especially to the barangay level,” she added.
She said most of the cases that lead to renal failure involved diabetes and hypertension. Bad-ang said SHARE supports a pending measure before the City Council that seeks to promote “brain dead organ donation” in the city, which is already in the first reading at the legislative body. She said the proposed ordinance also seeks to address the proliferation of illegal sale of organs. The manual process lead to constraints in their pure line of business; challenges on the puree’s shelf life and production became evident as the business continued. In 2013, with the help of the Small Enterprise Technology Upgrading Program (SETUP) of the Department of Science and Technology (DOST), the firm greatly improved its business operations. The improvement of the production process flow, production efficiency, productivity, product quality, and packaging were achieved through continuous effort and partnership with the agency. The current production volume increased from 11,808 bottles in a year to 136,320 bottles. The percentage increase in productivity after the infusion of the project reached 535% from the existing operation. The firm’s manpower increased from four to 13 employees to cope up with the increasing product demand. Currently, the firm is now planning to expand its market to the entire Philippines and even to other countries. Their challenge on the product’s shelf life resolved through DOST-X’s laboratory analyses and product technology innovations. Before, eight percent of the products were returned by malls due to limited storage period. Currently, the firm now has zero percent returns and keeps up with the market competition. RJ Sun Tropical Herbs and Fruits was also awarded as 2017 Best SETUP Adoptor in the whole region 10, and became the 2017 national finalist for the same award during the National Science and Technology Week 2017 at Pasay City, Manila. SETUP assists firms to upgrade their technologies. The acquisition cost of which is to be amortized by the latter in equal monthly installments for three years without interest. The program is a nationwide strategy aimed at improving the productivity and competitiveness of micro, small, and medium enterprises (MSMEs). It provides a wide range of solutions which include technology transfer and commercialization, technical consultancy services (e.g. Manufacturing Productivity Extension, Consultancy for Agricultural Productivity Enhancement, food safety, energy audit, cleaner production, etc.), packaging and labeling assistance, technology training, calibration and laboratory testing services, and equipment acquisition through the innovation-enabling fund (i-fund). From 2002 to 2016, the program enabled a total of 341 micro-scale enterprises to graduate to small-scale; 20 firms leaped from being micro to medium enterprises; 90 from small to medium enterprises; and one from medium to large enterprise. He said the DSWD is open to the idea of giving away rice bought from local farmers. “Last week, we have been in touch with the DSWD Secretary, (the proposal is) why not give rice this time around? And they’re open,” Dar said. This change to the government’s conditional cash transfer (CCT) program could start as early as next quarter. Likewise, the DA will convince other national government agencies to buy rice for their respective employees directly from farmers groups and cooperatives. The agriculture chief said he will also urge multinational corporations to adopt the “big brother-small brother” strategy, where they will buy rice for their employees and families directly from farmers groups and cooperatives. The Land Bank of the Philippines (LBP) will also implement a new inventory financing program for rice traders, farmers’ cooperatives, local government units, and other stakeholders to enable them to buy palay directly from farmers. The DA, in partnership with the LGUs, will be reviving and set up new Kadiwa stores to sell rice in metropolitan areas. Meanwhile, Dar said he has formed a Crisis Management Task Force on Rice to facilitate implementation of identified measures in relation to the drop of palay prices, and other appropriate measures. While farmers have blamed the rice tariffication law (RTL) for the drop of palay prices to as low as PHP6-PHP10 per kilo, he noted that hoarders have manipulated rice prices. “When the RTL was being finalized, that season binagsak na nila ang presyo ng palay. Paano mo ma-a-attribute sa RTL yan? (they already dropped the price of palay. How can you attribute that to the implementation of RTL),” Dar said. “May nagsasamantala (There are some taking advantage) and we will apply the full force of the law,” he stressed. “That’s the major direction by which we are looking at. Director Guro announced during the meeting that various transport groups in the region are invited to the event, even as PUV Modernization Program (PUVMP) partner line agencies will also have their participation by way of putting up their respective one-stop-shops during the day-long Caravan. Among the government agencies expected to be part of the caravan to give out information on the services they offer to attending transport groups are the Office of Transportation Cooperatives (OTC), Cooperative Development Authority (CDA), Technical Education Skills Development Authority (TESDA), Land Transportation Office (LTO), and financial institutions Land Bank of the Philippines (LBP) and Development Bank of the Philippines (DBP), among others. Protected area The watershed which is the only source of potable water for the 18 villages of this town has been declared as forest reserve by former president Fidel Ramos through Presidential Proclamation 282 dated October 25, 1993. SFWD has been in the forefront of protecting and rehabilitating the watershed over the last three decades from what used to be an endangered 41percent
forest cover to 95 percent lush and green forest. The forest used to be denuded, with about 900 ha that had turned into an open area grassland after large-scale logging in the 1960s up to 1970s and the unabated tree-cutting activities in the 1980s to supply lumber-milling plants that proliferated around town. According to SFWD studies, only 695 hectares of natural forest (41 percent) was left in the Mt. Magdiwata watershed in December 1997 since around 1,200 ha had been considered inadequate forest, open area grasslands, and small portions of manmade forest, palm oil and abaca farms. Protest in the past A protest rally participated by local residents, local government officials, church parishioners, priests and the local media was held in 2010 to vehemently oppose the advent of mining operations believed to be a joint venture of a local businessman and a Chinese investor. The town council had been consistent on their stand against inclusion of Mt. Magdiwata Watershed from the CADT claim. Former town councillor Lerriza de Leon has sponsored several resolutions since 2010 strongly objecting the inclusion of the watershed from the CADT. De Leon has fought hard during her three terms at the town council to object the CADT inside the watershed even if she was booted out as chair of environment committee during her second term. Father Marlon Nacal, parish priest of the Sacred Heart of Jesus Parish, is another strong advocate against the inclusion of the watershed in the CADT claim. He spearheaded a candidates forum during the last campaign period of the local elections urging poll bets to commit their stand during the candidates forum inside the church and the signing of the covenant at a large streamer outside along the national highway. Assurance Bardo “Datu Hag-um” Bando, one of OMAUBAO leaders who is also Indigenous Peoples Mandatory Representative of the town council here, however assured that they will not damage Mt. Magdiwata which is the source of water of local residents. Lawyer Marceliano Monato, provincial legal officer of National Commission for Indigenous Peoples (NCIP), stood pat that they should not be stopped the processing of the CADT since they are just following guidelines unless there will be a court order. Monato said once the CADT will be registered with the Land Registration Authority , there is a one year grace period for those who will contest and wanted to cancel the portion of the CADT area. For his part, Ferdausi Cerna, NCIP Caraga Regional Director, said CADT will always prevail over any presidential proclamation since this claim of ownership has been honored since time immemorial. “The tribe has their rights and they have also an obligation to protect the environment that should not cut trees and engage in mining activities inside the CADT area,” Cerna said. He said the CADT application is already on the finishing stage but refused to disclose as to when exactly the documents will be approved. Sit down needed Mayor Solomon Rufila has agreed that Mt. Magdiwata watershed should be excluded from CADT. He recommended that both SFWD and OMAUBAO should sit down to discuss and reach a fair agreement.

If the truth be told, however, in the end, it is only God who has the power to decide whether the training, study, or tutorials, will yield victory, or defeat. Because God is powerful, He can decree a stronger enemy or foe, or a more intelligent adversary, or cause weakness to strike against any person who is to face any contest, competition, or any challenge in life.
