DSWD to delist evacuees if found selling relief goods

AGAYAN de Oro City--The Department of Social Welfare and Development in Region 10 (DSWD-10) in Northern Mindanao on Monday warned evacuees displaced by the fighting in Marawi City not to sell the relief goods handed to them by the government otherwise they will be deleted from the lists of beneficiaries.

D S W D - 1 0 re g i on a l spokesperson Oliver Inodeo said the agency issued the warning following reports that some of the evacuees are murmuring about the monotonous canned goods and other food items that they are receiving.

In a separate statement, DSWD-10 Director Nestor Ramos said: “We understand that (the evacuees) are in need of money that is why they are selling the relief goods. But we also have to realize that based on our guidelines, selling these

relief goods is prohibited.

It also serves as their daily consumption while they are evacuating in our region.”

Inodeo said DSWD is currently working on a plan to hand other food items such as chicken, dried fish and beans so the evacuees would receive varied meals every day, whether they are in evacuation centers or home-based.

On one hand, Ramos said the agency is working on the so-called cash for work program to be implemented among evacuees.

“We are giving out P200 each day for ten days for our internally displaced persons in exchange for work rendered like cleaning the evacuation centers,

dredging canals, cleaning out surroundings, among others,” Ramos said.

Meanwhile, in line with the ongoing efforts to care for persons displaced by the fighting in Marawi City, the National Capital Region Police Office (NCRPO) has distributed last month relief goods to 1,500 “bakwit” families in seven evacuation centers in Iligan City.

In a statement, NCRPO chief, Director Oscar D. Albayalde, said the relief goods included malongs, sweaters. cardigans, t-shirts, leggings, undergarments, toys for kids, first aid kits, diapers and biscuits.

THE Supreme Court (SC) has affirmed the temporary restraining order (TRO) imposed against the distribution of contraceptive implants.

In a resolution released Aug.31, SC spokesperson Theodore Te said the second division of the high court issued an entry of judgment on its revised ruling last April that voided the certifications issued by the Food and Drug Administration (FDA) on Implanon and Implanon NXT. “The Decision and Resolution of the Court in the referenced matter, which involves a TRO over two implants only and not all contraceptives and not over the entire RH (Reproductive Health) Law, became final and executory after an Entry of Judgement was made for the Decision dated August 24, 2016 and the Resolution dated April 27, 2017 on June 15, 2017,” Te explained.

"There's nothing left to be done other than to comply," he stressed in a statement.

In April, the SC denied the appeal of the Department of Health (DOH) seeking to proceed with the distribution of the contraceptives and gave the FDA 60 days to decide on whether the said implants are abortifacient or can cause abortion and re-issue the certification.

"After compliance with due process and upon promulgation of the decision of the Food and Drug Administration, the Temporary Restraining Order would be deemed lifted if the questioned drugs and devices are found not abortifacient," read the order.

Te reiterated that the SC ruling "involves a TRO over two implants only and not

all contraceptives and not over the entire RH Law." Last July, Chief Justice Ma. Lourdes Sereno clarified there was TRO issued against the government’s full implementation of the law. Sereno made the clarification in response to President Rodrigo Duterte's statement during his second State of the Nation Address (SONA) on SC's issuance of a TRO against the implementation of the RH Law and all contraceptive products. ”After its decision on the partial constitutionality of the RH Law, the Supreme Court has never issued a Temporary Restraining Order (TRO) against the implementation of the Reproductive Health (RH) Law,” Sereno said in a statement.

Sereno said a TRO was issued against two specific contraceptives regulated under the RH law.

"This pertains to two implants—Implanon and Impanon NXT... As clearly stated in the decision dated August 24, 2016 and again in its April 26, 2017 Decision denying the Motion for Reconsideration, the TRO is limited to only those two implants,” she said.

In his SONA, President Duterte cited the Supreme Court’s restraining order hindering the government’s full implementation of the Reproductive Health Law. He pointed out that the RH is already a law that has to be implemented.

“I am not for abortion, I am not for birth control, but certainly I am for giving of freedom to Filipino families to decide,” the President said, adding that subdermal implants purchased by the government are already nearing expiration.

The high court held that

it cannot lift the TRO prior to the summary hearing to be conducted by the FDA on the safety, efficacy, purity, quality, and nonabortiveness of the two contraceptive products.

This means that determining the safety of the two contraceptive products is now with the FDA, an agency under the DOH. Sereno also reiterated the high court's pronouncements in its ruling that the TRO does not cover the implementation of the RH law or any other contraceptive products, adding that the lifting of the TRO on Implanon and Implanon NXT is now beyond the control of the high court.

"The TRO has a sunset provision - as soon as the FDA certifies as provided by law that they are not abortifacient, the TRO is lifted. The reason why the TRO has not been lifted yet is not within the Court but with the FDA," the SC chief noted.

The SC specifically ordered the FDA "to observe the basic requirements of due process by conducting a hearing, and allowing the petitioners to be heard, on the re-certified, procured, and administered contraceptive drugs and devices, including Implanon and Implanon NXT; and to determine whether they are abortifacients or non-abortifacients."

In the same ruling, the high court also directed the FDA to formulate rules for screening, evaluation and approval of all contraceptive drugs and devices to be used under the RH law.

Implanon and Implanon NXT are thin rods inserted under the skin, which release hormones that prevent pregnancy for up to three years. (PNA)

THE Philippines on Sunday expressed its grave concern over the detonation by the Democratic People's Republic of Korea (DPRK) of a hydrogen bomb and urged Pyongyang to return to the negotiating table in efforts to find a solution to its nuclear and missile problem.

Cayetano called on Pyongyang to return to the negotiating table, noting Association of Southeast Asian Nations (ASEAN) stands ready to play a role in creating diplomatic space to effect meaningful dialogue.

CA affirms RTC decision granting bail for Ampatuan son THE Court of Appeals (CA) upheld the decision of the Quezon City Regional Trial Court (RTC) allowing a son of former Maguindanao governor Andal Ampatuan, Sr., who is one of the respondents in the Maguindanao massacre case, to be released on bail.

In a four-page resolution penned by Associate Justice Marie Christine AzcarragaJacob, concurred by Associate Justices Ricardo Rosario and Edwin Sorongon, the CA 16th Division denied government prosecutors' plea seeking the reversal of Quezon RTC Branch 221 Presiding Judge Jocelyn Solis-Reyes decision granting Datu Sajid Islam Ampatuan.

Datu Sajid is one of the principal suspects in the Maguindanao massacre, where 58 people were killed including 32 journalists in

November 2009.

Datu Sajid, son of Ampatuan Sr., was granted bail last January 9, 2015.

The appellate court did not give credence to the claim of the petitioners that its January 30, 2017 decision should be reversed following the decision of the trial court to discharge Police Insp. Rex Ariel Diongon as state witness and to admit his testimony.

Government prosecutors asked the CA to give weight to the testimony of Diongon which was previously disregarded by the trial curt, to prove that the evidence against Ampatuan is strong enough to deny his application for bail.

The petitioners said that this “supervening event” should warrant the reversal of the CA’s decision favoring Ampatuan.

The CA noted that the

petitioners failed to submit proof that such order was issued by the Court.

Even assuming that such order was issued by the trial court, the CA said it would have no relevance to this present case considering that its power of review is limited only to a determination whether or not the trial court issued the said order in grave abuse of its discretion amounting to lack or in excess of jurisdiction.

“Indeed, our power or review does not include encroaching upon the lower court’s prerogative of determining the witnesses whose testimonies are relevant to the application of bail as well as the power of probative weight to said witnesses’ testimonies in the absence of any showing that the exercise of such discretion was gravely abused by

the trial court – an imputation we find wanting in the instant case,” the CA ruled.

Aside from the said supervening event, the CA described the other arguments as mere rehash of the arguments raised in its main petition which it already considered in coming up with its earlier decision.

“In other words, these arguments are not issues which are novel or which the Court overlooked to pass upon. Hence, the same do not need further judicial determination,” it added.

In a related development, the CA also affirmed the QC RTC’s grant of bail to 16 policemen who were among the 198 accused in the Maguindanao massacre.

The decision issued last month penned by Associate Justice Jhosep Lopez, of the CA Tenth Division, denied the petition filed by government prosecutors seeking the reversal of the order issued by the trial court on October 13, 2014 which granted the petition for bail filed by the 16 accused police officers who are members of the 1508th Provincial Mobile Group (PMG).

Granted bail were PO1 Heirich Amaba, PO3 Rasid Anton, PO3 Felix Enate, PO1 Esprielito Lejarso, PO1 Narkouk Mascud, SPO1 Eduardo Hong, PO2 Saudi Pasuta, PO1 Arnulfo Soriano, PO1 Pia Kamidon, PO3 Abibudin Abdulgani, PO2 Hamad Nana, PO1 Esmael Guilal, SPO1 Oscar Donato, PO1 Abdullah Baguadatu, PO2 Saudiar Ulah, and P/ Insp. Michael Joy Macaraeg.

In granting their bail applications, the trial court noted that none of the testimonies or exhibits presented by the prosecution had particularly linked and identified the police officers to the relevant times and places surrounding the alleged killing of the victims.

The Ampatuan clan was accused of masterminding the Maguindanao massacre, which killed 58 people to derail the political plans of rival Esmael Mangudadatu, incumbent governor of Maguindanao, for the 2010 elections.

Earlier, Supreme Court (SC) Chief Justice Maria Lourdes Sereno said that Quezon City RTC has been conducting hearings on the Maguindanao massacre case thrice a week in a bid to serve justice to the victims of the crime and their families.

Sereno said Judge SolisReyes has already heard a total of 233 witnesses: 131 prosecution witnesses, 58 private complainants, and 44 defense witnesses.

She added the court has also resolved all the 12 sets of formal offer of evidence (FOE), and all bail applications of the 69 accused, except the bail application of accused Andal “Unsay” Ampatuan, Jr., which was deemed submitted for resolution on January 3, 2017.

Last July 2015, Ampatuan Sr., succumbed to cardiac arrest and died at the age of 74. (PNA)

Deal on internet infra, defense equipment signed THE Philippine International Trading Corp. (PITC) on August 31 signed a memorandum of agreement with the Department of Information and Communications Technology (DICT) for the procurement of a Wi-Fi infrastructure system in line with the initiative of the government to provide free Internet access across the country.

The DICT outsourced the services of the PITC to procure PHP 2.39 billion worth of regional Wi-Fi infrastructure network in compliance with President Rodrigo Duterte's directive to provide free Internet access in public places nationwide.

“This Wi-Fi project will benefit Filipinos in 81 provinces all over the country as we democratize access to the internet and information which can fuel economic growth, especially in small and medium enterprises (SMEs)," PITC President and Chief Executive Officer Dave Almarinez said.

President Duterte has recently signed into law Republic Act 10929 known as the “Free Internet Access In Public Access Act” institutionalizing a free Internet access program in public places nationwide. DICT, the lead implementing agency will oversee the effective and efficient implementation of the law.

The department, through its “PipolKonek” project,” will roll out Free Public WiFi hotspots in public plazas and parks; public libraries, schools, colleges and universities; rural health units and government hospitals; train stations, airports, and seaports; and national and local government offices.

The department aims to reach over 13,000 public places across 145 cities and 1,489 municipalities.

The PITC has likewise partnered with the Department of National Defense (DND) for the procurement of defense equipment for the modernization program of the Armed Forces of the Philippines (AFP).

"The procurement of the defense equipment

is in line with President Rodrigo Duterte's goal of modernizing the supplies and weapons of our soldiers as one way of recognizing their bravery and selfless sacrifices for the nation," Almarinez said.

The PITC inked the deal with DND Secretary Delfin Lorenzana and DICT Undersecretary Eliseo Rio which was witnessed by Senator Cynthia Villar and Department of Trade and Industry (DTI) Undersecretary Ceferino Rodolfo during its 44th anniversary celebration held Thursday night at the Philippine International Convention Center in Pasay City.

The PITC, an attached agency of the DTI, is a state trading company that partners with Filipino entrepreneurs and industries to compete globally and benefit from international trade.

It has facilitated various government to government (G-G), business to government (B-G), business to business (B-B), and business to consumer transactions through its international trade services (exports trading, customs bonded warehousing, countertrade and imports trading) and procurement services.

It aims to engage in exports, trade services and special trading arrangements; ensure the most efficient and cost-effective procurement services; contribute to price/supply stabilization of goods and services and create strategic alliances that promote the growth and sustainability of businesses and enterprises.

The PITC has recently signed a memorandum of understanding (MOU) with Russia's Geo Spectrum, an agency similar to the functions of PITC, for the procurement of a broad range of products such as coconut oil, marine and agriculture products, and pharmaceuticals that the Philippines can export to Russia.

Experts tackle federalism

THE Duterte Administration has been very vocal about pushing for federalism as a way to decentralize power in Metro Manila and to address poverty in the regions, but is it the right approach?

This is one of the main topics in this year’s 15th Development Policy Research Month (DPRM), an annual nationwide celebration held every September to promote awareness of the importance of policy research in the formulation of development policies, programs, and projects.

In view of the ongoing discourse on federalism, the theme for this year is “Strengthening Decentralization for Regional Development” or “Pagpapatibay ng Desentralisasyon Tungo sa Kaunlarang Panrehiyon”.

It highlights the need for in-depth reflections and

To herald the start of the nationwide celebration, PIDS, in partnership with

the Philippine Information Agency (PIA), will hold a press conference on September 5, from 10:30AM to 1:00PM at the PIA office in Quezon City. PIDS is joined by other government agencies notably the Department of the Interior and Local Government, the Department of Finance-Bureau of Local Government Finance, the Department of Budget and Management, and the National Economic and Development Authority.

A series of press conferences will also take place in the cities of Zamboanga, Legazpi, Cebu, and Baguio to spread awareness of the DPRM theme and its key message in the regions.

These are arranged in partnership with the PIA central and regional offices.

But if it is true that illegal drugs trading here is a devastatingly profitable enterprise which involves trillions of pesos in any given year, the death of one drug lord will not really impair the proliferation of illegal drugs. Other drug lords will simply step up in place of the fallen ones, and will just continue the business.

It is obvious that illegal drugs will not be won by killings alone, although such killings maybe a necessary element of victory. AVAO CITY – If he has an advice to son Vice Mayor Paolo Duterte and son-inlaw Atty. Manases “Mans” Carpio, President Rodrigo Duterte would want the two to appear before the Senate if invited to the hearings on alleged corruption at the Bureau of Customs (BOC).

Duterte, a trial lawyer for many years, however, hinted it would be a futile exercise because the vice mayor and Carpio can always invoke their right to silence.

DAVAO CITY -- Former New People’s Army (NPA) rebels in Davao Oriental are literally reaping what they sow in the name of peace.

This was announced by provincial information officer Karen Lou Deloso, who said 17 former NPA harvested corn and other vegetable products which they planted last May. Among the returnees, five were minors aged 16 to 17, and two were pregnant females aged 26 and 30.

These ex-rebels were sheltered at the Happy Home, a processing center and a civilian facility for former rebels who have expressed their desire to return to the fold of the law in Mati City.

The farm is owned by the provincial government and is near the 701st Brigade military camp. The facility will soon produce more vegetables.

Chief Master Sgt. Fernando Queza, one of supervisors of the farming activity in the facility, reported the former rebels harvested eggplants, corn, ampalaya, cucumber and okra.

Queza said that aside from planting, the beneficiaries are also tending livestock, a piggery with twenty piglets, and poultry of native chickens.

ENSURING equal access to education and training is essential so that every individual regardless of her/his origin, socioeconomic status, mental or physical condition, gender or age can benefit from tailored learning opportunities. Access to lifelong learning is a matter of equal chances to participate fully in society, get high quality jobs and achieve personal development.

Inequalities in our education and training systems are only a part of large scale inequalities which are particularly negatively affecting vulnerable groups such as evacuees in the ongoing war in Marawi City, thus pushing them farther to the margins of society.

Clearly, educational

attainment levels are linked to more and better employment, health, democratic and social participation. Therefore, efforts should be made to give equal opportunities to all which implies desegregating our educational institutions and committing to eliminate prejudices and discrimination.

Encouraging volunteering in local communities can also contribute to further consolidating social cohesion.

Last but not least, it is crucial to address the emotional aspects of pedagogy and learner well being in a learner centered approach.

It is important to bear in mind non-cognitive factors such as habits, values and poverty to understand and overcome educational underachievement.

While the Center for Students and Co-curricular Affairs (CSCA) was established in 1996 and the Supreme Student Organization started in 2003, it was only in 2014 when student governments were organized. So that in the same year the Division Federated Supreme Student Government (DFSSG) and the Division Supreme Pupil Government (DFSPG) of the Division of Cagayan de Oro came into being. Its focus is to develop the leadership skills of the pupils and to provide them basic knowledge on governance. Both the Division Federated Supreme Student Government and the Division Supreme Pupil Government provide an environment where members are given the opportunity to be exposed and be aware of the concerns of the school and the community.

The motive is for them to be able to come up with ideas as well as being able to address issues and concerns affecting the students, the school and the community.

As a teacher adviser of the Supreme Pupil Government acting in cooperation with the Supreme Student Government, with the guidance of SSG division coordinator Janrey Colunia Ph.D, it is with pride to inform the public that it had very successfully implemented three projects namely the “GASA KO PAGLAUM MO”, “COASTAL CLEAN UP” and the “VICTORY BOX”.

GASA KO PAGLAUM MO It is a project which is the brainchild of the DFSSG/ DFSPG Officers which they were able to conceptualize in the school year 2014 – 2015.

Samuel Yap who was then the DFSSG President a year before the project’s integration as a federated SSG/SPG project, piloted its implementation at the Gusa Regional Science High School. The implementation was only school based then. What they did was collect school kits composed of basic school supplies needed for everyday classroom instruction like notebook, paper, pencil and sharpener, eraser,

pen, and art materials. Grade school pupils of Tumpagon Elementary School were the recipients.

A year later, the project came into full swing as it was adopted as a federated project by both the SSG and SPG. Its coverage also expanded as it catered to most of the pupils and students in the hinterland schools of the Division of Cagayan de Oro. And speaking of hinterland schools, ALS BJMP inmates in Lumbia, Cagayan de Oro City were also made recipients.

As the name would have it, “Gasa Ko, Paglaum Mo” can be roughly translated into English as “My Blessing, Your Hope”. It is a humble call to all public school students and other stakeholders who are more blessed to share the same to those less fortunate students in the hinterland by providing them with school kits. Answering the call is done in a voluntarily basis.

The gathering and collecting is facilitated by the Supreme Student Government of each school. The school kits are then gathered and distributed by the DFSSG officers to the intended beneficiaries.

The DFSSG/DFSPG believes that this project in its entirety bridges the education barrier between students and their needs for the facilitation of learning. The project also indirectly addresses the issue involving pupils dropping out of schools which is a predominant concern among in the public schools especially in the hinterlands. Lack of school supplies is indeed a problem to many faced by many pupils and it is a fact that its cost can sometimes create a dilemma to parents. In worst cases parents are discouraged from sending their children to school just because of their failure to provide them school kits. The “Gasa Ko, Paglaum Mo” intends to fill the gap. It is noted that the recipients of the project increase every year.

From 2000 during its initial implementation it had reached 6000 as of school year 20162017. Indeed, DFSSG/DFSPG

knocks on the kind heart of all stakeholders to continue supporting the project.

COASTAL CLEAN-UP Going to the beach is the favorite past time of Filipinos.

Kagay anons are no exception. Indeed, Cagayan de Oro being a coastal city has a number of beaches which she can be proud of. From the east to the west, beaches abound and people flock to it all year round. Notably, Barangays Bulua, Bayabas, Bonbon, Macabalan, Lapasan and Gusa are already highly densed. But people continue to enjoy its beaches making it their favorite hang-outs and a venue for gatherings. In the meantime, the beaches of those barangays are not spared from abuses committed against nature. Abuses that could lead to pollution which in turn could result to health problems. Indiscriminate throwing of garbage is the primary concern but which could be addressed by spending little time and effort. The governing council of the school, being the future leaders of this country, come up with this simple but admirable project—coastal clean up. They found many reasons why they have to come with the said project but the foremost consideration was to preserve and promote a crystal clear water along with fully-bloomed natural resources. Belonging to the millennial generation, they feel and believe that it is their responsibility to protect and preserve the natural resources so that coming generations can still enjoy one of God’s greatest creations.

They had come up with a plan to launch a communitywide coastal clean-up project that will conduct regular clean-up on selected beaches in the city. Clearing those beaches from trash, instilling environmental awareness to planting mangroves are on the list. Tapping the help of concerned government agencies like the DENR and the BFAR is also given consideration.

The pupils believe that with the help of school administrators, teachers’ parents and the community, the project will result to a resounding success.

“VICTORY BOX” Victory box contains care kits such as small bottled water, face and towel soap, biogesic, neozep band aids, canned goods and personal letter of support and encouragement given to all the soldiers fighting terrorism in Marawi City. The first recipient of these victory boxes are the soldiers belonging to the 4th Infantry Division, Philippine Army, Camp Evangelista, Patag, Cagayan de Oro City. A total of 3,000 pieces of victory boxes were heartily given to them during a simple ceremony held at the 4ID parade ground on July 21, 2017.The second recipient are the members of the Philippine Coast Guard, Macabalan Pier, Cagayan de Oro City. Ceremonial turnover was also held at DENR Macabalan Cagayan de Oro City .There were a total of 300 victory boxes were heartily given on that day. The Philippine Coast Guard were made recipients as it is believed that while they belong to a government agency which is less appreciated but they have too much work to do which is proctecting the 7,000 islands of the country. The third recipient of these victory boxes is the Philippine Air Force. It will be done on September 6, 2017 at its Headquarters located in Lumbia, Cagayan e Oro City. PAF soldiers had also shown bravery by launching air strikes, transporting troops and cargo and evacuating wounded soldiers. They also provided safe transport to the President, RODRIGO R DUTERTE, to Marawi City.

These victory boxes symbolize the pupils’ love and support to the troops as they continue to fight for the safety of people and the preservation of the Philippine territory. It is also a token of recognition to the soldiers who offered their lives for the sake of the Filipino people.

It is a great feeling to know that despite their young age, the pupils in their own little way already take part in helping our country. It is even more touching to note that the idea even come from them. Family members were also involved in making the project a success.

IN practice, there is a significant and quite fundamental tension between the aim of communicating elements of a body of received knowledge and the wish to convey messages about the methods of inquiry used to establish that knowledge in the first place. This can become apparent in the context of practical work.

Science is quintessentially, a body of consensually accepted knowledge about the natural world so teaching science is inevitably a goal-directed activity. The aim is not simply to help students develop their understanding of the natural world but to develop it in a particular direction – to bring their ideas and understandings closer to those of the scientific community.

Learning science at the school level is not the discovery or construction of ideas that are new and unknown. Rather it is making what others already know your own.

The difference, from a cognitive perspective, is like that between solving a puzzle and having the solution explained to you by someone who already knows it. The first might involve pursuing several lines of reasoning whereas the second is convergent and with an assured outcome.

An i mpl i c at i on of this viewpoint is that practical tasks to develop students’ scientific knowledge should be seen and judged as acts of communication and not as opportunities for inquiry.

NEDA underscores Camiguin economic dev’t, track in ASEAN forum MAMBAJAO, Camiguin— To lay down the foundation for inclusive growth,

a high-trust society and a globally competitive knowledge economy in

the province, the National Economic Development Authority (NEDA)-10 pre-

sented the AmBisyon Natin August 25 at the Provincial 2040 during the ASEAN Convention Center.

Multi-Sectoral Forum on Peleta Abejo, senior economic development specialist of NEDA-10, shared that such long-term vision for the country highlights “Malasakit” or enhancing the social fabric, “Pagbabago” or the inequalityreducing transformation and “Patuloy na Pag-Unlad” or the increasing growth potential.

In the province, Abejo said that the average gross domestic product is 6.3 percent and out of three, there

is only one poor Camiguingnon with less than P1,000 monthly income.

To become non-poor, each household in Camiguin should at least earn P21,678 per annum.

NEDA-10 also reported that there was a 22-23 percent decrease in poverty incidence and 24.9 percent to less than 20 percent reduce in unemployment in Camiguin.

SINCE the minds of young students are precarious, there are some tips on how to teach them. First, it’s important not to interfere too much while they’re working on their assignments.

Around 18 months of age, children start to scribble intentionally, albeit randomly. In drawing parlance, this is known as the scribbling stage. Fitting, right?

As children move through this stage, they begin to control their scribbling and eventually begin to name their scribbles around three years of age. However, up to even four years old, you probably won’t be able to see anything recognizable in their drawing. Yet this is still okay.

To help students develop during this stage, the best thing you can do is be present while they are doing it. It is better to interact with children to help them find ways to solve problems rather than either to leave them alone or to provide specific answers. Having an adult be near while scribbling is a rewarding experience for a preschool-age child.

It is also helpful to note that young children’s brains are just not ready for certain tasks. While circles come naturally to scribbling, squares and triangles are almost impossible. More practical tips can be garnered as one practices the teaching craft year long.

In an interview later, Emano announced that the provincial government would request the Sangguniang Panlalawigan (SP) to set aside P100,000 for the construction of each teen center or, a total of P400,000.

Each teen center costs P350,000. The remaining P250,000 cost would be shouldered by Popcom, according to Emano.

The teen centers will be manned by municipal population officers, peer educators and livelihood trainers that are trained by Popcom.

It is unknown yet at this stage what spiked the teenage pregnancy rates in the four towns mentioned, but Emano said the creation of the teen centers will help mitigate the situation.

The teen centers will serve as first aid to assist young people with their problems if they cannot express these to their families, according to Emano.

His antics, which included burning the flags of some countries he deemed hostile to the Philippines, have largely been ignored by authorities. Early this year, Pamatong declared himself to be the legitimate president of the Philippines.

Pamatong has been seen in public clad in military regalia, complete with badges and accessories. His Facebook posts also show him and his followers brandishing firearms.

Pamatong’s activities have largely been dismissed by authorities as theatrics, until some of USAFFE members were arrested last month for trying to enter Marawi City in fake military uniforms.

Air ambulace resumes flight in Palawan: DOH PUERTO PRINCESA CITY, Palawan -- The Department of Health (DOH)-MIMAROPA announced Monday morning the resumption of regular flights in Palawan by its air ambulance to serve patients who need emergency services in remote barangays and island areas.

DOH-MIMAROPA Regional Director Eduardo Janairo said regular flights of the air ambulance officially resumed on August 15.

“The Civil Aviation Authority of the Philippines (CAAP) has already issued the Airworthiness Certification, meaning the aircraft is now in a condition allowing for safe operation. All the needed parts were replaced and the aircrafts have been duly inspected, and 100% fit to fly,” Janairo said.

He said those needing assistance may contact the new Globe Hotline 0917-5531651 for the air ambulance, which will be open 24/7 to accommodate text messages and calls of patients.

Smart Hotline 09985492585, on the other hand, will still be used.

Janairo explained that under Republic Act 9497, the CAAP has the authority to regulate air transportation in the country to ensure the safety, quality and reliability of air transport services

for the riding public.

To date, DOH-MIMAROPA's two air ambulances conduct an average of 2-3 flights a day, and have transported a total of 99 patients from February 9-July 31, 2017.

The regular patients who had been transported were from the municipalities of Cuyo, Magsaysay, Balabac, and Brooke’s Point.

Emergency patients from nearby Zamboanga and Tawi-Tawi are also being serviced, and brought to the nearest health facilities in Palawan.

“We are also expecting a plane donation, one Cessna 182Q aircraft from a non-government international organization based in the United States that may also be used in transporting emergency patients in MIMAROPA,” Janairo added.

He also called on people who own seaplanes to help in transporting emergency patients from island barangays where there are no air strips.

The air ambulance was made possible through a memorandum of agreement (MOA) signed on February 8, 2017 by DOHMIMAROPA and the Philippine Adventist Medical Aviation Services, Incorporated (PAMAS) with headquarters located in Brooke’s Point, Palawan. (PNA)

Direct Flights from Laguindingan to Boracay, Dumaguete start October 20

C

ebu Pacific affiliate Cebgo will start direct flights three times a week from Laguindingan Airport to Boracay (Caticlan)

and Dumaguete City starting October 20.

To commemorate the start of the new routes, Cebgo is offering an introductory, all-in seat

sale of P599 until August 18, or until seats are available. Travel period for the promo is from October 20, 2017 to March 15, 2018.

In addition, Cebu Pacific also announced a new thrice weekly Kalibo-Clark flight on Mondays, Wednesdays, and Fridays, starting October

30.

The flight will link the world famous resort town of Boracay in Western Visayas to Northern Luzon and Central Luzon via the Clark International Airport.

The return ClarkKalibo flight, meanwhile, will begin on October 31 and will be available Tuesdays, Thursdays, and Saturdays.

Meantime, Cebgo will begin its first international flight out of Zamboanga City four times a week to Sandakan, Malaysia beginning October 29. Flights will be on Tuesdays, Thursdays, Saturdays, and Sundays.

“Now, the previous 14-hour travel by sea is cut down to just a 40-minute airplane ride,”

said Cebgo president and chief executive officer Alexander Lao. Trade and Industry Assistant Secretary Art Boncato Jr noted that the new route “would offer better service to the traveling public and open greater opportunities for trade, investment, and tourism with Western Mindanao as a growing regional gateway to the Philippines.”

The airline noted that Cebgo would be the only Philippine carrier with direct flights between the country and Sandakan.

There is an introductory sale for the flight – P1,299 per ticket until August 21 – with the promo travel period from October 29 to December 31 this year.
