Complainants vs. Kapa may be held liable for withdrawing raps DOH-Davao confirms first meningococcemia

GOVERNMENT lawyers on Tuesday cautioned private complainants against Kapa Community Ministry International Inc. (Kapa) of the implication of their decision to desist from the cases they initiated against officials of a religious group involved in investment scams.

Assistant State Prosecutors Xerxes U. Garcia and Ma. Lourdes Uy reminded the complainants that their decision to withdraw the complaint they initiated before the National Bureau of Investigation (NBI) may, in turn, make them liable.

“Don’t you know that you may face complaints for initiating a complaint before the NBI and then withdrawing it,” Garcia told complainants Kim Ampo and Judith Lechido.

Uy added that the DOJ panel will be considering the implication of the desistance by the complainants.

This year’s edition of Oplan Broadcastreeing , a nationwide simultaneous tree growing activity initiated by Kapisanan ng mga Brodkaster ng Pilipinas (KBP), will draw around 2,600 people from all walks of life in Agusan del Sur and Surigao del Sur. Max Tutor, Chair of KBP Agusan del Sur-Surigao del Sur Chapter, said at least four areas in the neighbouring provinces have been identified for the activity where participants will plant the tree seedlings mostly of different indigenous species.

DAVAO CITY -- Davao City has recorded its first case of meningococcemia after the result of the confirmatory test on the blood sample of a four-year-old boy, who died at the Brokenshire Hospital Integrated Health Ministries, Inc. last Friday, tested positive for meningococcal bacteria.

Department of Health (DOH)-Davao regional director Annabelle Yumang said in a press conference at the regional office on Tuesday that the agency is continuously gathering information from places that the deceased patient had visited to know the people who may have come into direct contact with him.

But she said that so far, none of those people have manifested any sign or symptoms that are similar to the case definition of meningococcemia but assured the public that the agency will continue the surveillance and monitoring for 10 days after their last exposure to the patient.

Meningococcemia is an infection caused by the Neisseria meningitidis bacteria, the same type of bacteria that can cause meningitis. It is reportedly potentially life threatening and contagious that can “spread from person to person via respiratory secretions,” like through sneezing and coughing.

Marawi hospital has new facilities and equipment MARAWI CITY -- The Amai Pakpak Medical Center (APMC) has commissioned P60-million worth of facilities and equipment to improve medical services in Lanao del Sur. Dr. Shalimar Sani Rakiin, APMC chief, and Director Adriano Suba-an, Regional Director of the Department of Health Region 10, on Friday led the cutting of ribbon and commissioning of two 500 KVA power generators, an oxygen refilling plant, psychiatry unit, and six additional pneumatic system stations.

Rakiin said the newly commissioned oxygen plant is connected to some of the wards and the emergency room. For the wards without direct line, APMC will now refill those tanks themselves, instead of buying oxygen

from nearby Iligan City.

She said they spent around P400,000 a month for their oxygen supply, which will now go to savings.

“We are also considering an income-generating opportunity to supply other district hospitals and rural health units that need supply of oxygen in the near future so that they will no longer travel to Iligan City to purchase oxygen,” she said.

Rakiin said the APMC has significantly improved in its efforts to deliver effective and efficient services to the patients who seek assistance during their confinement.

The campaign for continuous donations has been sustained for the blood banks to meet the need

for blood, especially those severely affected by dengue..

She said they plan to set up a dialysis center, regional heart-lung center and eye center in the buildings under construction.

Since she assumed the post last year, Rakiin’s wish has been to transform APMC into a service-oriented hospital and a “pro-poor hospital.”

“We have converted private rooms for charity because most of our patients are charity and they can’t be accommodated because most of the rooms are private. With my assumption, the 36 percent charity cases have increased to 86 percent,” she said.

In five years, Rakiin says she envisions the hospital to be a multi-specialty medical center in the

Bangsamoro Autonomous Region in Muslim Mindanao (BARMM), able to tend to patients with heart and lung diseases, a hospital that can do heart bypass operation and angioplasty, and has its own eye, cancer and kidney center Rakiin said they sent their heart and lung specialists to Singapore and the Philippine Heart Center for further training.

She said they have 20 units of dialysis machines but would need additional units. “We have waitlisted 100 Maranaw patients now in Iligan City and Cagayan de Oro City, so we need to increase by 20 more units to accommodate the patients,” Rakiin added.

DSWD releases cash grants of 4Ps beneficiaries CAGAYAN DE ORO CITY -- The Pantawid Pamilyang Pilipino Program (4Ps) of the Department of Social Welfare and Development (DSWD) Field Office 10 has already commenced its release of cash grants to household beneficiaries.

The crediting of the cash grants started in the first week of July to all beneficiaries in Northern Mindanao who have Land Bank cash cards.

4Ps is a government’s poverty-reduction strategy that provides cash grants to extremely poor households aimed at helping them raise educated and healthy children aged 18 years and below.

Gov’t pushing for entry of affordable jeepney models GENERAL SANTOS CITY -- The government is pushing for the entry in the markets of more affordable models of modern jeepneys in a bid to fast-track the implementation of the flagship Public Utility Vehicle Modernization Program (PUVMP).

Lawyer Martin Delgra III, chair of the Land Transportation Franchising and Regulatory Board (LTFRB),

said Monday the agency and the Department of Transportation (DOTr) have been continuously talking with modern PUV suppliers for the production of “cheaper but quality” units.

He acknowledged that the current prices of modern PUVs are quite high, as seen with the prototypes being marketed by various manufacturers that reach as high as P2.5 million.

Delgra said the prevailing market prices are mainly dictated by the rising demand for modern PUVs in the country.

But he said they have been engaging with the suppliers to also consider the “social dimension” of the program in the pricing of their units.

“We’re asking them to help our transport groups by setting prices that are

also reasonable for them,” he said in an interview with reporters at the sidelines of the launching at the SM Mall here on Monday of the “Modern PUV Caravan” Mindanao leg-Phase 2.

gagements, he said DOTr Secretary Arturo Tugade was able to convince a supplier to lower its price for a Class A modern jeepney to P900,000.

He said they are also discussing with other suppli-

MCWD kicks off 44th Founding Anniversary through Bamboo Growing

MALAYBALAY City -- On August 30, 2019, the Malaybalay City Water District planted 313 Bamboo Seedlings in an almost one (1) hectare area at the MCWD Treatment Plant, Brgy. Kalasungay, Malaybalay City.

The said activity is in celebration of the 44th Founding Anniversary of Malaybalay City Water District on September 2, 2019, with the theme: Safe Water is Our Responsibility.

This year, MCWD in coordination with Bukidnon Giant Bamboo Resources, Inc. headed by its General Manager Engr. Ruel Revalde turned over 400 bamboo seedlings for free to MCWD represented by its General Manager Glenrose T. Ledesma.

Through the initiative of MCWD Board Chairman, Roberto V. Tinsay, Jr., Bukidnon Giant Bamboo Resources, Inc., is the new private partner of MCWD in carrying out its advocacy on watershed development and management which is vital to the delivery of safe and reliable water supply to the people of the City of Malaybalay. besides being a source of raw materials for house construction, handicraft, and furniture production is now considered as an alternative crop for development of watershed in the country having the efficient capacity to absorb water, thus, helps minimize soil erosion and landslide.

WHAT is a perfectionist?

A perfectionist is one who believes that moral perfection is attainable, or that he or she is attained in.

One of my students told me this morning, that she always wants to be 100% perfect in everything she is doing. Well, my reaction was, “ Nobody is perfect!”

Take the student who works hard and maybe gets a poor mark. If she tells herself: “I’m disappointed, but it’s okay; I’m still a good person overall,” that’s healthy. If the message is: “I’m a failure.

I’m not good enough,” that’s perfectionism.

Many think that perfectionism is a good trait, but it researchers have found it can have a dangerous affect on mental health – and it’s on the rise.

You sit in a job interview, nervously sweating through every question thrown at you, and then comes the hardest one of all: “What is your worst quality?” Being a perfectionist is regularly thought of as a good answer – you might hope your fastidiousness will help you secure the role. But is perfectionism actually a good trait?

To be a healthy and successful human, you have to learn from your mistakes; and to be able to learn from your mistakes, you have to be comfortable with making them. But in general, perfectionists are not. They tend to avoid making mistakes by sticking to tasks they feel most comfortable with or overreacting to obstacles, feeling more guilt, shame

and anger when they do make mistakes.

I told my students, that I always wanted to be perfect.

When I was not, I could easily could get mad on myself. Culturally, we often see perfectionism as a positive. Even saying you have perfectionistic tendencies can come off as a coy compliment to yourself; it’s practically a stock answer to the “What’s your worst trait?” question in job interviews.

The good vs. the best

ASIDE from being able to distinguish between what is clearly good and what is clearly bad, we need to learn to distinguish the different levels and nuances of what is good, since we have to choose the right good at the right moment or situation.

Not everything that is good in itself is the good thing to be, have or do in a given situation.

In this regard, two aphorisms can illustrate this point where the good and the best can, in fact, clash.

One is, “The good is the enemy of the best.” And the other is, “The best is the enemy of the good.” And we have to know when each is applicable.

That “the good is the enemy of the best” simply means that one is contented with settling for things that are merely good or adequate while preventing him from

achieving that which is ideal.

In the gospel, this phenomenon is illustrated in that parable where Christ spoke about the kingdom of heaven being like treasure hidden in a field and about a merchant looking for fine pearls. (cfr. Mt 13,44-46) When a man found the treasure hidden in the field, he hid it again, and then in his joy went and sold all he had and bought that field.

Also, when the merchant found a pearl of great value, he went away and sold everything he had in order to buy that pearl.

This attitude of settling only with what is passable or adequate and not striving to have the ideal or the best is a manifestation of certain spiritual lukewarmness or of a spirituality that is stuck in mediocrity. The fervor of love is missing. The creativeness and inventive-

ness of love is absent. It’s an attitude that can expose a conscience that is lax.

Sad to say, many people fall for this kind of attitude and lifestyle. We need to find a way to rouse them from their state of lethargy and self-contentment, and motivate them to get out of their comfort zone if they truly know that they can do more. If they have the proper spirit and is truly burning with love, they would be willing to leave behind what is already good in order to pursue what is better, if not the best.

The other aphorism, “the best is the enemy of the good,” simply means that one is obsessed with what he considers to be perfection. In other words, he is afflicted with the anomaly called perfectionism. It’s an attitude that can spring from a scrupulous conscience.

Variations of this aphorism are Confucius’ “Better a diamond with a flaw than a pebble without.” Or Shakespeare’s “Striving to better, oft we mar what’s well.” An example of this attitude is when a student is so obsessed in making an excellent research that he fails to submit his work on time.

A song says, “One is the loneliest number.”

We humans were not made to live life alone, but to be connected with other people through close, caring relationships.

If I am the only one in my life, I will suffer or even break down emotionally, physically, or mentally.

This is why “Isolation is insane” for us humans.

Being cut off from other people is like a tree branch cut off from its trunk and roots: the branch rots and dies since its source of life is gone. “Everybody needs somebody.” We need love and other people in our heart like we need air to breath.

In Madrid, Spain a woman was discovered dead in her home. She had actually died six years earlier! Amazingly, her body had not decomposed because of the salty seaside air in that area. No one had reported her missing because she had broken off her relationships with everyone, including her own children whom she had not spoken to for years.

If you knew you were going to die in only a few weeks, you would grab tight to the people you love! And if you were alone, you would look fast for someone to love so you would not die alone!

Land Bank to expand banking services in remotest provinces LOS BAÑOS, Laguna -- The Land Bank of the Philippines (LBP) will expand the coverage of its banking services by setting up additional satellite centers and deployment of mobile tellers in remotest and depressed provinces nationwide.

In an interview with the Philippine News Agency,

LBP First Vice President for Strategic Planning Elcid Pangilinan said the bank has approved in principle the opening of over 250 banking outlets in an effort to strengthen and improve the financial infusion for un-banked areas.

“The law may be ambiguous, but what is clear to me is that there is either negligence or corruption in the way our correctional system is being handled. I say to the Filipino people - mananagot ang dapat managot,” Sen. Bong Go added.

“Yesterday, Sec. Guevarra pointed out what is lacking in the law. Today, I have solutions. I have filed Senate Bill No. 1003 to clearly state the intent and policy of the law not to extend the benefits of GCTA to prisoners who are convicted of heinous crimes.

In this bill, I added a provision that will very clearly state that persons who have been convicted of heinous crimes will not be eligible to be granted time allowances. To serve as a guide, I added a provision that lists heinous crimes,” Go stated.

He also said that to eliminate corruption, he added a provision stating that any release of prisoners on the basis of time allowances shall be subject to review. “Congress will also know what is happening with the releases, as the Bureau of Corrections will be required to furnish the Legislature with a report twice a year. All of these will form part of our continuing fight against corruption and criminality, and illegal drugs,” Go said.

MANILA -- The Philippine National Police (PNP) and Department of Tourism (DOT) on Monday signed a memorandum of understanding (MOU) to further strengthen a partnership that ensures the safety and security of local and foreign tourists through the TouristOriented Police for Community Order and Protection (TOPCOP) program.

PNP chief, Gen. Oscar Albayalde, and Tourism Secretary Bernadette RomuloPuyat signed the MOU in a simple ceremony held at Camp Crame in Quezon City.

“Amid the threats to security brought by criminals, insurgents, and terrorists, we have maintained peace and order and continue to keep the nation as a safe haven for tourists,” Albayalde said during the event.

He said the TOPCOP program through related training and capacitybuilding in the regional and provincial levels; and establishment of Tourist Police Assistance Desks in Police Station of cities and municipalities identified by DOT as tourist destinations or in the periphery of hightourism traffic areas.

“We took another significant step forward in our shared effort to continually seek better ways to serve and protect not only our countrymen but also foreign nationals who come to our country to visit and see the sites and do business,” he added.

lighted that DoT has signed a partnership with PNP that would put great emphasis on setting the bar for Filipino hospitality.

“We certainly could not do it alone, it is hence encouraging to know the PNP is rallying behind our tourism campaign of making travel around the country more fun, more safe and secure,” Puyat said.

“Thank you for willingly sharing this daunting task with us. The PNP’s commitment to serve and protect through an equal service to our citizens and foreign travelers alike is laudable,” Puyat said in her speech.

She said the initiative was in response to Section 100 of the Tourism Act of 2009 which provides that the PNP shall establish a tourism security force to assist in maintaining peace and order within areas of high tourism traffic.

The TOPCOP program has so far trained around 4,600 tourist police in key tourist destinations nationwide.

De Leon bows out as Davao City’s public safety chief DAVAO CITY -- A top official of the Public Safety and Security Command Center (PSSCC) formally vowed out of office today to give more quality time to his family.

Retired Major General Benito De Leon formally conveyed his resignation as chief of the PSSCC during the Flag-Raising Ceremony at the City Hall grounds.

He said he wants to give time to his family and would even leave his post to most able leadership of his deputy, retired Police Lt. Colonel Angel Sumagaysay.

DSWD assists families affected by flashfloods DAVAO CITY (DSWD XI) - Workers of the Department of Social Welfare and Development (DSWD) and the City Social Services and Development Office (CSSDO) delivered and distributed family food packs and non-food items last Friday and Saturday to families affected by the August 28 flashflood incidents.

Per DSWD Disaster Report, some 3650 families were already assisted in Los

Amigos and Talomo areas following a rapid assessment on Thursday. DSWD continues its distribution in Bangkal, Matina Pangi and Catalunan Pequeño areas Monday and Tuesday to over 3000 affected families.

Starting August 29, staffs of DSWD disaster response division were deployed in all flood affected barangays to assist in validation and assessment of affected families and to continuously coordinate with CSSDO

for other needed social services. In this recent disaster, a total of 31,004 individuals were affected.

In any disaster operation, DSWD provides augmentation support in the relief operations of local government units. Each DSWD regional office all over the country prepositions some 30,000 family food packs and maintains a quick response standby fund of Php 3 million at any given time. (DSWD)

The aftercare program, as the mayor discusses, is rewarded to those who have graduated from the city’s rehabilitation program which includes the following: Reintegration to Society, Employment facilitation, Access to education & skills training, and Livelihood grants.

Mayor Rellon added that the challenge now is to ensure that these graduates will not go back to their dependence on illegal drugs while adding that the people behind the program will continue to monitor them.

That petitioners are husband and wife respectively in a marriage performed under Civil rite on January 18, 2003 at Kibawe, Bukidnon both petitioner’s had been converted to Muslim and thereby embraced Islam Religion as their new found faith, by virtue of their respective intellectual choices which were duly registered with this court, both of them can be served with summon and other legal process relative to this case at their resident Libertad Kibawe, Bukidnon and Santiago, Iligan City, respectively.

That said marriage did not last long due to lack of love and affection until the relationship manifested incompatibility and sustained misunderstanding between petitioners and reached the point of irreconcilability and they separated for six (6) years now, they decided to separate live physically in bed and board, thereby, executed Memorandum of Agreement in order to formalize their separation. Since there separation, they had never been communicating or supporting either financially or emotionally to each other, neither minding each other affair’s; Petitioner’s seek judicial decree of divorce, thereby, severing their marriage bond on January 18, 2003, so that they will have free hand to do what a single man or woman could do without marital burdens. Reconciliation between them has already been diligently employed but all proved futile.

WHEREFORE, finding this petition to be sufficient in form and substance, set the initial hearing of this case on September 20, 2019 at 9:00 a.m. at which time, date and place. Any interested party may appear and show why the petition should not be granted. Let copy of this Order be published in a newspaper of General Circulation in the City of Iligan once a week for three (3) consecutive weeks at the expense of the petitioners.
