63 parishes in Oro start tolling bells for the dead

CAGAYAN de Oro City-Archbishop Antoni o Ledesma has ordered all 63 parishes in the archdiocese to ring the De Profundis bell at 8 in the evening and say the prayers for the dead every night.

“Let this be our sign of protest against extrajudicial killings i the war on drugs.

Let this also be our call to prayer until the end of martial law – in solidarity with all the affected families in the Marawi crisis, especially those who have lost

loved ones,” Ledesma said in a pastoral letter issued last August 28 during the feast of the city’s patron St. Augustine.

In Roman Catholic parlance, the De Profundis bell is a slow, solemn and measured toll of the church bell with an accompanying prayer for the dead. The name comes from the first two words of Psalm 130, meaning “out of the depths.”

Solon to govt: Step up security in Lanao Norte

CAGAYAN de Oro City-With the discussion of the Bangsamoro Basic Law (BBL) at the House of Representatives, a Lanao del Norte lawmaker has appealed to his colleagues in Congress to ask the military to augment its troops in the province.

Fearing a recurrence of the attacks carried out by the Moro Islamic Liberation Front (MILF) in his home province in 2008, Lanao del Norte 1st District Rep. Mohamad Khalid Dimaporo said he has asked legislators at the Lower House to request the Armed Forces of the Philippines to deploy additional soldiers to secure the area.

Dimaporo said it is important to deploy at least five battalions of soldiers so what happened in 2008 in Lanao del Norte where the Moro Islamic Liberation Front (MILF) attacked some of its towns will not be repeated.

PRESIDENT Rodrigo Duterte said he thought of lifting martial law earlier than December 31, 2017 but they have to address what may be a “spillover” in Buldon, Maguindanao.

“I was thinking that we could,

2 NPA rebels nabbed, 20 firearms seized in NPA hideout in Kidapawan KIDAPAWAN City--Authorities arrested on Friday two suspected communist rebels after raiding their hideout and seized 20 assault rifles and ammunitions, which were about to be buried in a remote village here, a military official said.

Lt. Col. Harold Argamosa, commander of the 39th Infantry Battalion, said they raided the house owned

by Wowie Tagapia Boton, 19, and George Cuyo, 20, at Purok 3, Barangay Katipunan here around 12:30 a.m. after they received tips from reliable sources in the area.

Initially, Argamosa said they confiscated from the suspects two assault rifles loaded with ammunitions.

DND respects dismissal of case against alleged Maute members THE Department of National Defense (DND) respects the decision of the Department of Justice (DOJ) to dismiss the rebellion case filed against 59 suspected Maute Group recruits arrested in Zamboanga City last July.

"There is no evidence of their being involved in the rebellion hence they were set free. That is what our justice system is supposed to do, to let the innocent go and only punish those who have committed crimes," Defense Secretary Delfin Lorenzana said late Friday.

"The burden of proof is with the law enforcement, and failing to substantiate the allegation, the suspects are free to go. I agree with that decision," he added.

His sentiments were echoed by Armed Forces spokesperson, Brig. Gen.

Restituto Padilla.

"We fully respect the decision and will abide by it. It also shows the military is fully compliant with the provisions set forth in our Constitution regarding Martial Law and on the jurisdiction of our civil courts on cases we file. We are a professional organization committed to the rule of law," Padilla said.

Justice Secretary Vitaliano Aguirre on Friday confirmed that a panel of prosecutors had issued a resolution dismissing the charges filed by the military against the 59 respondents.

“The DOJ will not be a part of any injustice. If in the assessment of our Panel of Prosecutors there is no basis to charge a person in court, such finding should be respected,” Aguirre said in a statement, adding that

The rule of law against the ‘travesty of justice’

A little bird told the CYNOSURE that lawyers of City Mayor Oscar Moreno, of Cagayan De Oro City, have reportedly succeeded in consolidating the 18 dismissal cases issued by the Ombudsman against him and eight other city hall officials at the City Hall.

The information was no surprise at all. Moreno and his lawyers would always find ways to simplify the case as a way of lessening the legal burden. Obviously, the consolidation of the 18 dismissal cases into one was purposely done to obtain a single restraining order.

Certainly, Moreno’s lawyers have filed another petition with a restraining order for the 18 dismissal orders.

The petition was distinct from the restraining order already obtained in connection with the six other dismissal orders earlier issued by the Ombudsman. Matter of fact, Moreno’s lawyers have already obtained the writ of preliminary injunction (WPI) involving the six dismissal orders.

However, some observers are stunned the way Moreno could easily obtain the TRO and the WPI with the Special Division of the Court of Appeals (CA) in Cagayan De Oro City. Now, comes the odd report about the successful consolidation of the 18 dismissal orders. In the first, did the CA already issued an order approving the consolidation of the 18

dismissal orders? There is the suspicion that Moreno and his lawyers are simply creating a scenario. This instance is called “mind setting.”

The statement also appears like a cryptic signal to the CA to do whatever the City Mayor wants. Well, that is part of the legal skirmishes. Perhaps, other lawyers would also create scenarios that might directly and indirectly influence public opinions - including the court of law – in a veiled manner. The Moreno case is not an exception.

In the first place, the Ombudsman issued the statement about the 18 dismissal orders against Moreno and eight others sometimes on August 30, 2017. Considering the proximity of the time and date, the orders have yet to be served in the Office of the City Mayor anytime this week. Lo, Moreno’s lawyers already claimed that the consolidation of the 18 dismissal cases into one has already been approved.

THE hurricane that struck the state of Texas had worried me so much because three of my children are living there, plus a daughter from Germany is vacationing with her family. As the catastrophic act of nature was raging, I called their cellular phones and when there were no replies, it made me even more scared something was wrong. I was thinking of my grandchildren. Even some of my friends and relatives from the Philippines called me to inquire as they also watch the on-the-dot reporting on cable TV. I was assured though, because all of them know how to swim. After hours of calling, I got the answer that made me jump with joy--they are all safe

and the kids were playing indoors. They told me they are going out as volunteers to distribute food and clothings to the victims of a great deluge. It is really very difficult how we parents love and care for our family. At our age when we have all the time to think of our family, I realized our children are getting more important than ever before.

rebels dwindled faster now and I predict the ugly war will soon come to an end with the Maute swimming in defeat. I wish every citizen in the country should act as lookout and inform the government of any trouble that may develop in our neighborhoods.

GNPK to address Mindanao’s increasing power demand

With Mindanao’s economy growing stronger, it’s power requirements have been rapidly increasing. In 2016, Mindanao’s electricity consumption grew at 12%. Today, Mindanao has a total installed capacity of 3,162MW. The region’s capacity has grown in response to the demand surge – increasing by 31% from 2015-2016, the highest rate of increase among the three grids in the country. However, according to the Department of Energy, Mindanao will need 3,650MW of additional capacity by 2020-2030 and is actively encouraging investments in power generation in the region.

In anticipation of this demand for new generation, GNPower Kauswagan (GNPK) is constructing a 4x135MW thermal power plant in Lanao del Norte in northern Mindanao.

The plant, which began construction in 2015, is expected to begin delivering power to the grid in 2018.

MANILA - Gotianun-led EastWest Bank (EW) reported a PhP2.5 billion net income for the first six months of the year, up 60% over the same period in 2016, sustaining the 70% and 54% growth in 2016 and Q1 2017, respectively. Total assets, on the other hand, grew 20% to PhP310 billion driven by the growth in the bank’s loan portfolio.

Total loans increased 19% to Php212 billion, led by the 34% growth in consumer loans. Consumer loans account for 71% of the bank’s total loans. The consumer-focused universal bank maintained its industry leading net interest margin of 7.8%. The bank also reported that its net interest margin net of provisions for loan losses, a metric that makes comparison among banks more meaningful, was at 6.1%. Net interest margin net of provisions for loan losses of listed universal and commercial banks was at 3.3% in 2016. Meanwhile, deposits stood at PhP255 billion, 24% higher versus the same period in 2016.

“The bank’s operating leverage continues to improve as we complete our store expansion program.

Duterte to step down if involved in corruption Monday

DAVAO CITY – President Rodrigo Duterte has reiterated he will step down as president if the people will no longer trust and find him fit to lead the country.

He said this following accusations of corruption at the Bureau of Customs (BoC) linking his son Davao City Vice Mayor Paolo Duterte and his son-in-law Manases “Mans” Carpio – the husband of Mayor Sara Duterte-Carpio.

DAVAO CITY -- After a three-month season closure, the Bureau of Fisheries and Aquatic Resources (BFAR 11) opened on Thursday the Davao Gulf to small to large-scale fishing activities.

The closed season from June to August is the spawning period of small pelagic fishes that BFAR implemented four years ago, in partnership with the Department of Agriculture (DA) and the Department of Interior and Local Government through Administrative Order (JAO) No. 02 “Establishing a Closed Season for the Conservation of Small Pelagic Fishes in Davao Gulf.”

The implementation of the Davao Gulf Closed Season is also a joint effort of different stakeholders, partner agencies, and sea-

borne personnel.

It is considered as a major component for the Malinis at Masaganang Karagatan or MMK Program of DA-BFAR initiated by Agriculture Secretary Emmanuel F. Piñol under the management of DA-BFAR Director and Undersecretary Eduardo B. Gongona (PCG Ret).

With MMK’s run, coastal communities are encouraged to become good examples of clean and improved coastal communities as well as enhancing and preserving their coastal resources and wildlife through the process.

Sa taong ito, “Wikang Filipino: Wikang Mapagbago”,ang tema ng pagdiriwang na nagtatampok ng mga gawaing pangwika at pangkultura na pinangungunahan ng Komisyon sa Wikang Filipino (KWF) sa buong bansa.

In unity there is strength, in unity there is success, and in unity there is strong foundation of a nation. Solidarity means unity between people who have the same outlook in life. People who have common interests and common goals in achieving strong success of a country. The key to a strong and progressive country is unity among its members. It is the first step in achieving global solidarity.

But how could global solidarity possible? When people from different nations have their own beliefs, interests, and principles.

Nations are facing crisis in all aspects.Furthermore, nations have different leaders and these le aders have dif ferent rules,laws,perspective,and principles they believe and follow. They have their unique way of governing a nation. They have their own strategies in solving their problems. How could it be possible when members of a nation found very

hard to be united? They have different religions, creeds, and fundamental beliefs they believe in.

These are enough reasons to prove that global solidarity is very hard to achieve and it is the most controversial issue that we are facing today.

Achieving global solidarity is a great challenge to us especially to the government leaders. They need to meet common objectives for the betterment and development of the countries around the globe. They play vital roles in their respective country so that global unity would be possible.

As the citizen resource in the society, we must also do our duties and responsibilities. We must get involve and do our task especially in following the laws implemented by the government leaders because these are set to maintain peace and unity.

Lastly, global solidarity is not difficult to achieve if unity starts in each nation and starts within ourselves.

In an increasingly complex world, all students need to be scientifically literate.

Everything around us changes. From a simple discovery to a more complicated one; from a basic cellphone to something which provides everything you want. One scientific principle maybe true today but it may change tomorrow. Technology is in its fastest trend right now. If you let yourself be outdated, you will lost the chance to flow with the world. If you let yourself be dormant as to the scientific and technological trend, you lost track to the essential essence of life –coping with the positive change for a better life.

Technology as an applied science is one of the most important discoveries of men.

It provided another dimension of the cosmos; opened further discoveries; paved way to man’s convenience and efficiency and molded life into a different perspective.

However, this is not always the case; technology also became a medium to change the world in a negative way. In some point, it leads a chaotic discoveries; abused by men to make further mistakes and manly error that destroy the world. In all of these situations it always boils down to motive of the person using the technology.

In the aspect of education, educational technology can be used to support teaching ang learning of science concepts and processes in ways not possible without technology. Educational technology is as important as scientific concepts. Students will find it hard to comprehend the concept without educational technology. Technology allows teachers and students to model and explore concepts that are otherwise impossible or difficult to explore, to support inquiry and to clarify and display student thinking.

It is the responsibility of all teachers to prepare students to thoughtfully integrate technology into science instruction and student work.

In this call teacher must also apprehend and upgrade themselves to the latest trends in Science and Technology.

Regardless of the rationale for why technology is used, understanding how it can be used is much important.

As teachers integrate technology into their teaching.

It is often helpful to look at the knowledge required to help support thoughtful integration.

So what are the latest trends in educational technology right now? According to the trainingindustry.com, a key driver for innovation is the adoption rate of new technologies by the millennial community. Fueled by the learner’s ability and need

to consume content fast, when and how they want it, investment in educational technologies is translating into a level of innovation we’re never seen in corporate trainings. Tool for content development and delivery, digital readers, virtual delivery, reinforcement, content libraries and gaming that is all-time high for better understanding science. With the influx of mobile devices and the demand for short, object –based content increasing- learning libraries have grown rapidly. This rapid growth means that learners have access to virtually any type of learning content they want anytime they want it; on virtually any device they choose. Having this abundance of information available can be a positive thing for learners.

Knowing all these latest technological trends as a student how will you respond on it? All of the opportunity has been served already and what can you do on you part it to grab the chance to use this responsively and wisely. The different concepts of science are changing and becoming complicated that these latest educational technologies like an e-library will make these scientific concepts easier to comprehend. It just takes curiosity and bravery to take rest to use these latest innovations.

Technology can engage,

connect, empower and enhance teaching, hoe educators learn, the work done by schools and stakeholder relations. The driving question we should be asking is how will we use the technology that is available to us to improve what we do instead of why we should use it to improve what we do. Even in school that might not have as many technology resources, time and energy should be spent figuring out how to maximize what is available instead of making endless excuses for not moving forward. Technology is here to stay, although there is never a shortage of naysayers who question its value. Its value rests in how we decide to use it effectively to positively impact the lives of our students, achieve learning goals, communicate with stakeholders, share best practices, and connect like never before. The results and impact will speak for itself in ways that a standardized test never can. Is it a silver bullet or cure for education in general? Will it eventually replace teachers? Of course not, but one should think twice before claiming that it is not worth the investment as the results of effective integration speaks for itself.

Just ask the students, teachers, administrators, parents and other stakeholders who witness this on a regular basis.

Lingating added that Mindanao’s non-Moro IPs have expressed their desire “to join the proposed Bangsamoro government except that they want a Bangsamoro Law that is nonregressive in the recognition of their rights, in the protection of their interests, and in the promotion of their welfare.”

“By non-regressive, we should not in any way, through any act of legislation, diminish what the non-Moro IPs have right now. Otherwise, they will be unjustly differentiated from the rest of the Mindanao IPs who are enjoying their rights under the protection of existing laws,” he said.

Even if the new BBL is already in Congress, Lingating said both parties – representatives of the BTC and Tribal Legislative Assembly – can still confer with one another, and eventually, find a viable political settlement for all non-Moro

The filing of the restraining order with the CA would be availed only once the MR is denied by the anti-graft court.

Anyway, the CYNOSURE is not a lawyer to expound the technicality of the law, much less, the Moreno case.

Nevertheless, a layman with a basic understanding of the legal procedures could easily understand the meaning of “travesty of justice.” The Free Dictionary defines “travesty of justice as an act of the legal system that is an insult to the system of justice.”

Isn’t it an insult to the system of justice when the “rule of law” per se appeared to have been rebuffed? Thus, no one believes that Moreno has already obtained an approval of the consolidation of the 18 dismissal cases against him when the orders has yet to be served.

The dismissal orders must be served first. Moreno should file an MR, but he should vacate the seat, until the Ombudsman decides the MR otherwise, Moreno would use the influence of his office to get off the hook.
