President Rodrigo Duterte said that the development of Mindanao greatly hinges on the attainment of peace and stability in the region during the closing plenary of the 26th Mindanao Business Conference and assured that Marawi will rise again along with the rest of Mindanao.

Efforts to promote business, trade, and investment in Mindanao will be in vain if there is no assurance of a stable peace and order situation that is just and lasting.

IDC in Green Investing in CDO

A

midst the rising of big players in the business concentrating in metropolitan cities, Chairman and CEO Arch.

Romolo Nati has one thing to say about it on why Italpinas Development Corporation (IDC) chose to play in growing cities, which started with an investment in Cagayan de Oro. “What I discovered first when I visited the Philippines was that most developments are concentrated in Metro Manila and other big cities, while there were no big developments in other minor locations. People choose to go to these cities thinking they could find a better job or a better life. Our move for emerging cities is to put forward on reversing the mentality of people and investors”.

Looking back when IDC was searching for a place that would fit its ideals, Nati recalled, “We started to go around the Philippines. We studied General Santos, Davao, and Cagayan de Oro. At the end, we decided to start in CDO because of its selling factors”. Some reasons he mentioned were the city is the gateway to Mindanao which means that more people often visit CDO, plus the dramatic mountains and terrain surrounding Uptown Cagayan de Oro makes it more attractive.

Italpinas Development Corporation is a listed green design-driven company engaged in real estate, born in the city of Golden Friendship, a city they considered the city of golden of opportunities. Eight years ago IDC was established with an aspiration of becoming the first mover of green developments for emerging cities. A few years later, with its two globally recognized and in demand projects Primavera Residences and Primavera City invested in Cagayan de Oro, the company achieved a great

feat at a tender age. This proves that investing in CDO is indeed one of the best investment opportunities that every investor must grab on.

This was what the company highlighted during the prestigious Mindanao Business Conference in its 26th year, held last September 7-9, 2017 right here in this city. Speaking to an audience of local and foreign investors and public officials, Arch. Nati shed light on the company’s participation in the growth of emerging cities and sustainable developments throughout the country.

Investing in emerging cities like Cagayan de Oro was not popular in mainstream business and is only known to some.

IDC saw the potential of the city in the real estate specifically in the area of sustainable condominiums. According to Jose P. Leviste, Primo Consigliere of the company, IDC was the only condominium developer who had the confidence to invest in the city.

But now, more and more are coming to CDO, which means more job opportunities and income are expected in this city.

As what IDC’s President Atty. Jojo Leviste explained, IDC anticipated a centrifugal migration in which the population moves away from Manila to their hometowns. This approach lessens congestion and environmental degradation in the big cities and increases the chances of investment in small cities.

A place with a good environment is one of the factors that IDC considers when choosing the right location for their developments. Taking the Uptown Cagayan de Oro, one of the booming districts of the city, as an example. Atty. Leviste pointed out that IDC makes sure that the location complements the idea of green living and is accessible to life’s important places.

Greening the Condominium Life Mentioned in the event is IDC’s value in mitigating the effects of the building to the environment and health. Aside from that, in coming up with a desirable and reasonable condominium unit to its end-users, IDC in its design stage uses a contemporary approach called, “performancebased design” with the goal of developing buildings that reduce the consumption of energy, and the overall environmental impact. According to Nati, in this way IDC is able to develop buildings that are cost-effective because of its “active and passive green features” that enable buildings to perform better than any other regular developments.

Primavera City, for instance,will use both active and passive features that during the day, its inner vertical voids and cross-ventilation layout maximize natural light and natural ventilation. At night, the common areas will be lit with energy-saving bulbs and the power will be supplied by the renewable energy produced by the photovoltaic panels.

Technically, the internal vertical atrium found in towers will be a natural ventilation system that integrates the vertical and horizontal distribution of air throughout the buildings, contributing to the passive cooling of units by using a natural chimney effect. At the same time, the void serves to optimize natural light, allowing sunlight and moonlight to enter the central section of each tower to illuminate the common areas.

One more unique characteristic is the facade of the building with brises soleils or shelters that protect the windows and glass surfaces from direct sunlight, especially during the hottest time of the day. These reduce the overall internal temperature of the units in the building. In addition, the façades

are designed in a way to use the building components with the use of the digital simulation technology, the location of the louvers and the windows are strategically placed to maximize the indirect light exposition for natural illumination while reducing the heat entry and glaring from the direct sunlight.

At the same time, Primavera Residences, the first completed project of IDC carries the same unique feature. “Primavera is very well-ventilated. I started to like the building because it is very open. It is not like any typical building that is actually closed,” said Fermin de Leon, a unit owner in Primavera Residences.

Nati said that the layout of the building, like Primavera Residences has to sacrifice a number of areas that could have been a source of additional income of the company, but

the green design has to be giving comfort and savings to its community. It may be something different to other developers, but it’s IDC’s big advantage why clients choose their projects.

Never Again

Last week, as I went over my mail, I came across my daughter Trisha’s message, which commemmorates the life of one of the greatest Filipinos of our generation - Jose W. Diokno.

The message quotes a letter of Jose W. Diokno to his son, Popoy, written a month after the declaration of Martial Law in 1972.

My daughter met Ka Pepe only once, a month before she entered the Ateneo as a college freshman.

But Ka Pepe made such a deep impression. In her young eyes, he was one of the bravest and most eloquent leaders who opposed martial law.

We quote in full Ka Pepe’s letter as reminder to many of us who, with the passing of years, may have turned cynical or perhaps shed our idealism.

Quote: “Dear Popoy, When you asked me about a month ago, for a list of books that you could read to start studying law, I was loathe to prepare the list because I felt that you would be wasting your time studying law in this “new society.”

I am still not sure that it would be worth your while to do so.

A few days ago, while chatting with a soldier, he asked, in all seriousness and sincerity, “Pero sir, kailangan pa ba ang mga abogado ngayon?” And in a way that perhaps he did not intend, he raised a perfectly valid question.

A lawyer lives in and by the law; and there is no law when society is ruled, not by reason, but by will–worse, by the will of one man.

A lawyer strives for justice; and there is no justice when men and women are imprisoned not only without guilt, but without trial.

A lawyer must work in freedom; and there is no freedom when conformity is extracted by fear and criticism silenced by force.

A lawyer builds on facts.

He must seek truth; and there is no truth when facts are suppressed, news is manipulated and charges are fabricated.

Worse, when the Constitution is invoked to justify outrages against freedom, truth and justice, when democracy is destroyed under the pretext of saving

it, law is not only denied–it is perverted.

And what need do our people have for men and women who would practice perversion?

Yet the truth remains true that never have our people had greater need than today for great lawyers, and for young men and women determined to be great lawyers.

Great lawyers–not brilliant lawyers. A scoundrel may be, and often is, brilliant; and the greater the scoundrel, the more brilliant the lawyer. But only a good man can become a great lawyer: for only a man who understands the weaknesses of men because he has conquered them in himself; who has the courage to pursue his ideals though he knows them to be unattainable; who tempers his conviction with respect for those of others because he realizes he may be mistaken; who deals honorably and fairly with all, because to do otherwise would diminish him as well as them–only such a man would so command respect that he could persuade and need never resort to force. Only such

Ignacio Bunye a man could become a great lawyer. Otherwise, “what you are speaks so loudly, cannot hear what you say.”

For men and women of this kind, our country will always have need–and now more than ever. True, there is little that men of goodwill can do now to end the madness that holds our nation in its grip. But we can, even now, scrutinize our past; try to pinpoint where we went wrong; determine what led to this madness and what nurtured it; and how, when it ends, we can make sure that it need never happen again.

For this madness must end–if not in my lifetime, at least in yours. We Filipinos are proverbially patient, but we are also infinitely tough and ingeniously resourceful. Our entire history as a people has been a quest for freedom and dignity; and we will not be denied our dreams.

hey say best friends are made over a glass of wine, and so far it seems to be working just fine as evidenced by the recent success of Aperitivo Italiano 2017 held 08 September at Seda Centrio.

According to Lorens Ziller, Executive Director of the Camara di Commercio Italiana nelle Fillipine, Inc. (Italian Chamber of Commerce in the Philippines, Inc. or ICCPI), the Aperitivo originated in ancient Rome where it was called gustatio and consisted of appetizers, usually accompanied by mulsum, a high-alcoholic and flavored wine.

“The gustatio was intended to stimulate the appetite, before a sumptuous banquet.

During these gatherings business is being discussed, strategic

relationships are fostered, and new friends are made. All to bring people from different cultures and businesses closer,” Lorens explained.

“I have always been a firm believer of Mindanao’s great potential,” remarked President Rodrigo Duterte, during the closing rites of the threeday 26th Mindanao Business Conference (MinBizCon), September 9, 2017, in Cagayan de Oro city.

Given the right infrastructure and a sound business environment, the island-region will be a heavy partaker in propelling the growth and development of the country, the President added.

“We have allocated funds to build structures to facilitate the transfer of goods and services, as well as enhance mobility and connectivity,” he said.

To ensure that Mindanao can fulfill its role of being the food basket of the Philippines, he said, that the government lends a hand to agriculture.

“It is actively providing assistance in the production of high valued crops and the development of agriproducts and marketing of its goods, among others,” the president noted.

Duterte also brought attention to the availability of the color-coded agrifishery maps that will help farmers identify the most suitable crops for their farms, saying that this will be continuously improved with new data and tools to provide more information to farmers.

Alternative learning system

ALS is a parallel learning system in the Philippines that provides a practical option to the existing formal instruction. When one does not have or cannot access formal education in schools, ALS is an alternate or substitute.

ALS includes both the non-formal and informal sources of knowledge and skills.

Many Filipinos do not have a chance to attend and finish formal basic education (K to 12) due to many reasons. Some drop out from schools while some do not have schools in their communities. Since every Filipino has a right to free basic education, the government establishes ALS to provide all Filipinos the chance to have access and

complete basic education in a mode that fits their distinct situations and needs.

Republic Act (RA) 9155 stipulates the establishment of the ALS to provide OSY and the adult population with basic education. There are two major programs on ALS that are being implemented by DepEd through the Bureau of Alternative Learning System. One is the Basic Literacy Program and the other is the Continuing Education Program – Accreditation and Equivalency. Both programs are modular and flexible.

This means that learning can take place anytime and any place depending on the convenience and availability of the learners.

Foremost among the resolutions passed by the chambers attending the conference was an urgent request to the Department Of Transportation (DOTr) and the Philippine Ports Authority (PPA) to rehabilitate, expand and upgrade Philippine Ports to International Standards to ensure the full implementation of the Foreign Ships CoLoading Act (Republic Act 10668).

In his response during the last day of the conference, President Rodrigo Duterte cited key projects like the Mindanao Railway, Panguil Bay Bridge and Laguindingan Airport expansion which are already being implemented to facilitate the transfer of goods and services, and enhance mobility and connectivity.

He stressed how his administ rat ion’s Bui ld, Build, Build program the construction and rehabilitation of infrastructure in Mindanao was being aggressively pursued with the Dept. of Public Works and Highways (DPWH) receiving P643.3 billion, with P19.4 billion allocated for roads and highways alone, a 185.6 percent increase from the previous budget of P55.4 billion.

The DPWH has also allocated P49.3-B for the construction of new bypass and diversion roads to connect freight centers and alleviate traffic.

The conference also requested institutional and procedural changes in present policies and procedures of the Board of Investments (BOPI) such as the decentralization of the registration of tourism and agricultural production projects to regional offices of the Department of Tourism (DOT) and Department of Agriculture (DA), as well as the redirection of BOI Policy Definitions to Less Developed Areas to be indexed with Poverty Incidence.

Another key institutional recommendation of the conference was the transfer of electric cooperatives now under the jurisdiction of

the National Electrification Administration (NEA) to the Cooperative Development Authority (CDA) “to enhance Organizational Productivity, Accountability, Effective Management and Increase Economic Benefits.”

The conference also passed area-specific resolution to spur development in the lesser developed regions of Mindanao, among them: Requesting the Securities and Exchange Commission (SEC) to establish a branch in the Caraga Region; for the Bureau of Plant Industry (BPI) in the Caraga Region and the Department of Agriculture (DA) to augment its functions and provide complete services for farmers; for a Fishing Moratorium in the Spawning Grounds of the Caraga Region to allow the marine resources to recover and mature into export quality sizes; and to fast-track the implementation and repair of the Surigao City Airport.

For the Autonomous Region in Muslim Mindanao: requesting Presidential Intervention to resolve the closure of Sabah Ports to TawiTawi Traders; implement the improvement and expansion of Bongao Airport; construct a new port at Brgy. Malassa, Bongao, Tawi Tawi, and not the least, requesting the Mindanao Development Aut hor it y ( Mi n DA ) to c onve n e t h e A l l - Moro Convention in the Planned Systemic Shift to a Federal Form of Government.

The Philippine Chamber of Commerce and Industry (PCCI) will facilitate the transmission of the relevant resolutions to the relevant government agencies and offices for their information and appropriate action.

The resolutions passed would also be presented for adoption during the upcoming 43rd Philippine Business Conference and Expo hosted by the PCCI scheduled for October 18-19, 2017 at the Manila Hotel.

Why is it that they do not have manufacturing? This is supposed to be an agricultural land… Well, we do not have it here,” the President added.

As a native of Mindanao and former mayor of Davao City, Duterte said he has always been a firm believer in its great potential. “As long as it has the right infrastructure and a sound business environment, Mindanao’s abundant resources and hardworking and dynamic people have the capacity to contribute even more to our country’s growth and development,” he said.

More funds for infra It is for this reason, he furthered, that the government is aggressively pursuing infrastructure projects in Mindanao under its Build, Build, Build program.

According to the Department of Budget Management (DBM), P643.3 billion was allocated for the

The education sector will get the highest budget with P691.1 billion, P613.05 of which will go to the Department of Education, P13.5 billion for the Commission on Higher Education, and P64.6 billion for State Universities and Colleges.

Food security To secure Mindanao’s important role as the country’s food basket, Duterte said the government is actively providing assistance in the production of high-value crops, and the development of agricultural products and marketing of its goods, among others.

He said the Color-Coded AgriFishery Map is also now available to farmers to help them identify the most suitable crops for their farms.

“This will be continuously improved with new data and tools to provide more information for our farmers and fisher folk. All you have to do is just look at the map… it’s simply stated as the soil analysis of what should be the appropriate [crops that you’ll plant],” he said.

Peace in Mindanao The President has also made it clear that these goals for Mindanao could not be achieved if there is no peace in the island.

At present, Mindanao is plagued by insurgency and extremism, specifically the conflict in Marawi City which is approaching its fourth month of fighting between insurgents and government forces.

The conflict in Marawi has already displaced hundreds of thousands

of residents, killed more than a hundred people, and caused the destruction of millions of pesos worth of properties.

“However, our efforts to promote business, trade and investment in Mindanao will be in vain if we cannot ensure stability and order, as well as secure just and lasting peace in the island,” he said.

That is why, he said, the government is intensifying the fight against illegal drugs, crime and corruption, even as it creates a more enabling and nurturing business environment in Mindanao.

“The government remains firmly committed to wiping out local terrorists and other threat groups that continue to hinder our peace and development efforts, especially the ISIS-inspired ones who have attempted to take over the City of Marawi,” he added.

Duterte said: “I assure all investors and businesses in Mindanao that the government will do everything to make sure that Marawi City recovers and that it will rise again as a thriving and flourishing city.” He said the government is now expediting preparatory works for the implementation of the Marawi City Rehabilitation and Reconstruction Plan to see to it that this will really happen.
