It was Brazilian Raoni Monteiro who captured the coveted 23rd Siargao International Surfing Cup in the four-day elevated World Surfing League Qualifying Series 3000 event that had drawn at least 115 worldclass surfers from around the world.

Monteiro pulled off a last minute surprise when he overcame the lead by King with a medium set wave that works to his advantage for the win with a heat total of 17.06 points. It was some kind of redemption for the 35-year-old surfing trainer back home after he

MISAMIS Oriental Governor Yevgeny Vincente Emano has created two committees to supervise the transfer of the provincial seat from here to the municipality of Alubijid.

Until 1950, Cagayan de Oro was the seat of government of the city when it became a chartered city via Republic Act (RA) 521.

Emano said it is high time for the province to choose its capital and expressed his gratitude to the University of Science and Technology of Southern Philippines (USTP) for donating a 50-hectare property in Barangay Lourdes in Alubijid town so the capitol could transfer there.

He said the city and national governments should pull their acts together and think about concepts and plans to come up with the Metro CDO Plan.

He cited that the city can initiate an advocacy program and hold dialogues

According to the NEDA official, this will start with joint meetings and eventually the signing of a Memorandum of Agreement (MOA) by and between cities and municipalities.

DEVELOPMENT Based on the plan, priority areas for the development of Metro CdeO include Land Use and the Master Plan Study, Efficient Mass Transport System;

Let Pornobe stay as Chief of RCSU Pro10

The CYNOSURE is saddened with the reported relief of Superintendent Rowen R. Pornobe, chief of the Regional Civil Security Unit (RCSU) in Northern Mindanao. Just assigned almost two months ago, Pornobe has proven to be one of the best commanders of the RCSU boss assigned at the police regional command in Cagayan De Oro City.

In an effort to curtail the proliferation of the illegal firearms in Northern Mindanao, Pornobe started spreading out in the region.

In a talk to the CYNOSURE, Pornobe disclosed that the RCSU has reduced then number of illegal firearms in the region by as much as 10 per cent from a high of 33,000 firearms.

(LTOPF) would actually cost only P 3,500- P4,000. The CYNOSURE learned that some middlemen collect as much as P 7,500 to P 8,500. And it goes higher, depending on the LTOPF category. Last March 2017, about 200 applicants paid P 7,500 to P 8,500 or more for the LTOPF purportedly sponsored by a civic group here. Until today, only few, if any, have had their applications approved – the rest appears to be waiting for nothing.

Pornobe’s assignment in Northern Mindanao was to check the reportedly anomalous transactions involving LTOPF applications and the licensing of security guards. It seems Pornobe has stepped on swollen toes. As a result, the RCSU in Camp Crame has reportedly received several text messages about the alleged questionable dealings at the RCSU here.

to besmirch the true intention of the RCSU regional command in Cagayan De Oro City.

Unlike his predecessors, Pornobe has lined up various activities and programs for the RCSU. In fact, for the last two months, the RCSU regional command has conducted a number of programs, especially in Bukidnon. The program includes “one-stop caravan” where one could file an LTOPF application and inquire about various problems confronting the licensing of firearms. Believe it or not, the RCSU through the leadership of Pornobe also extend “feeding program” to indigent children in far flung areas in Northern Mindanao.

Well, if bringing the RCSU closer to the people is a crime and an anomalous activity, Pornobe could be held liable. The truth is, Pornobe is doing very well as RCSU chief that some See stay, page 11

cies, there are still private security agencies without a license to operate. By the way, the RCSU takes charge of the application, licensing and renewal of firearms.

Aside from the licensing of firearms, the RCSU also takes charge in the licensing of security guards (both private and public), and the license to operate on private or government security agencies. The RCSU also controls and issued certification and licenses to K-9 service providers. The RCSU is, actually, one of the busiest units inside the police regional command here. However, there are a lot of anomalous going on at the RCSU. Supt. Pornobe is aware of the illegal activities that when he was assigned in Northern Mindanao as head of the RCSU, he started to tackle head-on the problem. “I want to stop the reported illegal transactions and activities in the RCSU,” Pornobe said.

THINK a minute.

Some of the most common marriage killers have been identified, and they look like the following.

The first marriage killer is money problems from spending more than you have. So you’re constantly stressed and under pressure to pay your debts. But friend, nothing in this world is worth having if you pay for it by neglecting and destroying your marriage, or your relationship with your children.

A second marriage killer is unhealthy, immature relationships with our parents.

This means if either the husband or wife still depend

too much on their parents emotionally or financially.

It also means if the parents will not let go and free their son or daughter to live their own life. If you live with that kind of unhealthy pressure, then for your marriage and relationship with your parents, if might be best not to live too close to them.

A third marriage killer is addictions to alcohol, gambling, drugs, sex outside your marriage, socializing and partying, overworking, or any other habit in your life that you cannot control.

We must decide which we love most: our selfish fun, pleasures, and greed, or our mate and children.

And the number four marriage killer is unrealistic expectations. Many of us get married expecting our wife or husband to satisfy all our needs and make us happy.

But the problem is that’s not fair or realistic, because neither we nor our mate are perfect. We’re only human. So when we fail and disappoint each other, we still must stay committed to each other to help one another grow better and build the happy life together that we want. This means even through the very tough times. So the husband daily chooses to give love and attention to his wife, and the wife daily chooses to respect her husband, no

RTWPB-13 conducts hearings on minimum wage adjustment BUTUAN CITY – The Caraga Regional Tripartite Wages and Productivity Board has conducted a series of public consultations on Minimum Wage Adjustment 17 in the region’s key provinces.

The Wage Board held consultations in the following areas: September 5, 2017 – San Francisco, Agusan del Sur; September 6, 2017 – Mangagoy, Bislig City, Surigao del Sur; September 11, 2017 – Tandag City, Surigao del Sur; September 12, 2017 – Surigao City, Surigao del Norte.

The activities were agreed upon by the Board motu proprio or on its own initiative following the anniversary of Wage Boarad No. 14which took effect on July 01, 2016. According to the guidelines, the minimum wage can be reviewed after the lapse of one year from its effectivity and can be done either through petition or motu

proprio.

RTWPB-13 Chairperson Chona Mantilla stressed the importance of consultations in the wage fixing mandate of the Board. “You as our stakeholders must participate in this activity since it’s your voice we want to hear especially on the matter of wage adjustment.

We urge you to express your positions, ideas and recommendations so that the Board will be guided in fixing the minimum wage.”

A good teacher can help students who have traditionally struggled with arithmetic begin to build confidence in their skills.

For students who are usually bored with numbers, math teacher can breathe a new life into the subject.

He makes his class a place

where students want to be.

Not all students like math, but a good teacher has the power to change that by encouraging the students to love math. Successful good teacher has an extensive knowledge of mathematics. This knowledge allows him to confidently explain concepts and processes to his students .This confidence boast his credibility and helps them trust in his ability to teach them what to do.

Students learn in different ways. He keeps up with them

in his instruction to help all of his student learn. In the classroom a talented math teacher serves as facilitator of learning, providing students with the knowledge and tools to solve the problems and then encouraging the students to them on their own.

Students who answers a problem incorrectly, he does not allow them to quit instead guide them to keep on working at a problem until correct answer is achieved. Providing support and guidance are needed..

Telegraph company creates info highway DAVAO CITY – Once the country’s leader in the telegraph industry, the Philippine Telegraph & Telephone Corporation (PT&T) is set to invest in the multi-billion telecommunications services beyond just selling broadband services only in the National Capital Region, Regions 3 and 4.

Serafin Ledesma Jr, a retired PT&T vice president for Mindanao, said PT&T could give the service the Filipinos are longing for – a high-speed broadband internet and other allied services except the mobile service.

PT&T is also eyeing to serve the cable companies that are also in dire need of fibers.

“It can go WIFI…can go landline,” said Ledesma, who helped facilitate the meeting of PT&T owner Jose Luis Santiago and mining industrialist Salvador “Buddy” Zamora through a common friend.

Zamora came down to Davao to seek advice on how to enter the telecommunication industry.

Ledesma said he had given Zamora two options: to apply for a franchise, which needs the approval of Congress or to acquire an existing franchise holder.

Zamora opted for the latter and invested with PT&T. After an initial offer to be part of PT&T only as an investor, Ledesma said after a series of negotiations and evaluating assets of PT&T, Zamora is now controlling the management of the company since August 8. Ledesma however is not at liberty to divulge total investments.

He bared that PT&T will have new and higher bandwidth to decongest the space used by the major players. “Bandwidth is important,” Ledesma said.

NEDA presents devt plan for Metropolitanization of CdeO PLANS for the development of Cagayan de Oro as a metropolis by 2025 is being supported and pursued by the 18th City Council headed by Vice Mayor Raineir Joaquin V. Uy. The committee on planning and development chaired by Councilor Ian Mark Nacaya on Wednesday heard the presentation of National Economic Development Authority (NEDA) Regional Director Leon Dacanay, Jr. on the background, the Philippine Development Plan (PDP) National and Regional Spatial Strategy; Population Trends and Land Use Changes and Functional Roles of the

city and surrounding local government units as well as development issues and challenges in line with the plan.

Engr. Dacanay stressed that planning is necessary, as urbanization is fast taking place.

He said there would be a need for a series of meetings and consultations with neighboring cities and municipalities to firm up the Metro CDO Structure, its working committees and composition, funding and technical and administrative ar r ange me nt s , among others.

“If there are no plans, it will become a disaster,” he stressed.

He said the city and national governments should pull their acts together and think about concepts and plans to come up with the Metro CDO Plan.

He cited that the city can initiate an advocacy program and hold dialogues with other LGUs to entice them to be part of the metro system.

According to the NEDA official, this will start with joint meetings and eventually the signing of a Memorandum of Agreement (MOA) by and between cities and municipalities.

Hike in BSP rates seen in Q4 2017, 2018

MANILA -- The research unit of Fitch Group forecasts a 25 basis points increase in the Bangko Sentral ng Pilipinas’ (BSP) key rates each in the last quarter of 2017 and in 2018, citing that low interest rate environment is not in line with the domestic economy’s robust growth.

Last Sept. 21, the central bank’s policy-making Monetary Board (MB) kept the BSP’s overnight borrowing or reverse repurchase (RRP) rate at three percent, the overnight lending or repurchase (RP) rate at 3.5 percent and rate of the special deposit account (SDA) facility at 2.5 pecent.

This was made as the Board continues to see manageable inflation in the near term even as it hiked its 2019 cmyk

average inflation forecast to 3.2 percent from 3.1 percent previously.

The 2017 and 2018 average inflation forecasts were maintained at 3.2 pecent.

The government’s inflation target for this year until 2019 is a range between 2 to 4 percent.

In a study, BMI Research said the Board “articulated a relatively neutral tone” last week.

“However, we believe that the cost of borrowing is currently too low for the level of economic growth, and with interest rates rising in the US and inflationary pressures in the Philippines likely to pick up further in the coming months, our view is for the central bank to hike rates by 25bps in 2017 and again in 2018,” it said.

The study said infla-

tionary pressures and normalization of US interest rates are factors that may push domestic interest rates higher.

As of August, rate of price increases in the Philippines averaged at 3.1 percent.

Last month alone, inflation rose to 3.1 percent from month-ago’s 2.8 percent due to faster increases in alcoholic beverages and tobacco; housing, water, electricity, gas and other fuels; and transport indices, among others.

BMI Research projects inflation to hit four percent at the end of this year and average at four percent next year.

Ledesma recalled PT&T was the only telegraph and telephone company which served farthest areas in Caraga and Surigao during its heydays.

Founded in 1962, Ledesma said it was the country’s first firm that offered national telegram and analog long-distance public voice services even in remote areas like Jolo, Sulu, San Francisco and Bunawan in Agusan del Sur. Sometime in the early 80’s, Ledesma said PT&T applied for a loan with the World Bank through the Industrial Finance Corporation (IFC) for USD90 million. However, investors and creditors objected to it because they do not want their investments diluted with loans and filed a Temporary Restraining Order (TRO) before Supreme Court.

PT&T wanted to upgrade its services and invest first on the digitization of switches, according to Ledesma.

The TRO was lifted after two decades when new players were already present. PT&T decided to rehabilitate its facilities but limited only to NCR and the two regions.

Batchar said the Army went through the consultation process because they cannot just accept lumads without the recommendation of the tribal leaders, who know the members of their community.

To give the lumads wish to become soldiers, Batchar said some requirements were waived by the Army such as education level, age, and the civil registry documents. The lumads, however, were required to undergo the medical examination.

All the new recruits will serve as soldiers for one term (3 years) and will be given the opportunity to re-enlist for another three years if they want. But, they will have to take the Armed Forces of the Philippines Service Aptitude Test (APSAT) to qualify for another three years of service.

Lt. Col. Norman Alcomindras of the 10th ID G7 said that after training, the lumads will be deployed to different brigades.

Alcomindras also confirmed that the recruitment of lumads went through series of coordination and processes through the Mindanao Indigenous Peoples Conference for Peace and Development (MIPCD) in respect to their culture.

Batchar dismissed impression the lumads will just serve as CAFGUs. He said the lumads will serve as soldiers and they are entitled to free uniforms, accommodation, and other benefits given to a soldier.

Batchar said the advantage of enlisting the lumads is their familiarity with the terrain in the hinterlands.
