Johndorf unveils latest CDO offering Orchard District By MARK FRANCISCO Correspondent

ORCHARD District -- the latest offering of Johndorf Ventures Corporation in uptown Cagayan de Oro City – was introduced to the public last Thursday (September 26, 2019) via a ceremony at Limketkai Luxe Hotel here. According to president and CEO Richard Lim, Orchard District is branded as a modern integrated township amidst a natural landscape. USTP asks Italpinas help in developing green campus spaces By MARK FRANCISCO Correspondent

THE University of Science and Technology of the Philippines (USTP) has inked a partnership with environment realty champions Italpinas Development Corporation to develop environmental-themed curricula as well as consult in transforming their campuses into more green-friendly spaces. The memorandum of understanding (MOU) signing was inked between Italpinas Developme nt C or p or at i on chairman and CEO Romolo Nati and USTP vice chancellor Consorcio Namoco Jr. last Thursday at the USTP Chancellor’s Office in its Cagayan de Oro City main campus along CM Recto Avenue. Namoco said they are looking forward working with Italpinas in the conduct of seminars and symposia related to green building technologies and sustainable urban

development and innovation, participation in the enhancement and reviews of relevant curricular progams and conduct of collaborative projects, among others. In particular, Namoco said they are looking into the possibility pending Ched approval of offering a Master in Sustainable Development and Master in Public Innovation programs there. These programs, he pointed out, will try to lessen the gap between industry and academe. Italpinas will likewise be tapped to enhance the already environmentfriendly main campus such as creating a rain catchment there which could be use to water the plants and toilets. The rain catchment would also serve as the university’s response to perennial flooding in the area. Namoco added that they will also be consulting with Italpinas on how to develop their

Onerous market deals in Carmen, Cogon

CHARLOTTE, North Carolina—Personal memories came alive, so to speak, when I read a Facebook post of Stephen Capillas about a special report delivered by the comeback City Councilor Edgar Cabanlas concerning what he called the ‘onerous provisions’ of a contract the city entered into with two foreign companies--one at Cogon and one at Carmen--during last Monday afternoon’s session (Sept. 23). That it took Cabanlas to uncover these anomalous provisions that existed eight years ago, or April 2011 would be scandalous to say the least but as they say, better late than never. In essence, the Cabanlas report showed that the market vendors in both

Barangays Cogon and Carmen paid P15 a day while the two foreign owned companies--New Wishing Star Trading Inc. in Carmen and 858 Market Complex Corp. in Cogon—paid P15 A MONTH for renting the second and third floors of the Carmen and Cogon public markets. The lease contract was signed in 2011 by the 16th City Council and renewed by the 17th City Council that was then dominated by the Padayon Pilipino party. Two elections later and the 19th City Council now dominated by allies of Mayor Oscar Moreno are determined to revisit the contracts as a committee on the whole. So let’s go back to the Cabanlas report. How did

these two companies secure such profitable contracts over the toiling vendors who sell dried fish (bulad), bananas and other food just to pay higher rental space? I am curious as to whether there was any hint of an objection outside Councilor Cabanlas, who said he objected to it when the contracts were presented to the 16th and 17th City Councils at the time. Come to think of it, who was the vice mayor or the acting presiding vice mayor when the contracts were supposedly passed without so much as a public hearing? I hope to God the 19th City Council invites all these ex-councilors including the former vice mayor to a public hearing that will be televised and also covered

live in social media so the public may know why they approved these contracts in the first place. I will make time to watch it myself regardless of the time difference between here and the Philippines—or I’ll have it recorded by someone. This is a clear case of conflict of interest, personal interest, to the detriment of public interest. It doesn’t take a rocket scientist to appreciate a cursory review of the facts on the lease contracts presented in the Cabanlas report. Advice to Pamantasan ng Lungsod ng Muntinlupa graduates I had the pleasant task of being the commencement speaker last week during the 11th Commencement Exercises of the Graduate Studies, Pamantasan ng Lungsod ng Muntinlupa. (PLMun) It was a homecoming of sorts for me. PLMun traces its roots to a community college which I founded in 1991 while I was still Municipal Mayor of Muntinlupa. O ver the years, the school, then known as Muntinlupa Polytechnic College (MPC), grew in student population and in course offerings. In 2003, MPC upgraded itself into a university, duly recognized by the Commission on Higher Education, and was renamed Pamantasan ng Lungsod ng Muntinlupa

(PLMun). In 2006, PLMun’s Board of Regents approved the PLMun Graduate Studies program. In this year’s commencement, 52 graduates were conferred their Master of Arts Degrees in Education, Business Administration, and Security & Correctional Administration. Among those present during the graduation rites were Dr. Elena E. Presnedi, OIC President; Dr. Remedios B. Cunanan, OIC Vice President for Academic Affairs; Engr. Bonifacio E. There will be heavy traffic. Occasionally, your MRTs will not work. They are all part of the game of life. A good measure of your future success is how well you cope and overcome these challenges.

THINK a minute… Has your doctor asked you to stick out your tongue? Often that is one of the first things doctors examine in a patient, because sometimes they can know what is wrong with you simply by looking at your tongue. Our tongue also gives away other things about us. For example, our accent and way of speaking shows what country and region we come from, as well as the kind of family in which we were raised. But most importantly, our tongue shows what is inside our heart and mind. We usually talk about the things we enjoy and care most about—whether it is money, family, friends,

hobbies, sports, parties, gossip, politics, religion or other things. A wise man said: ”Don’t let your tongue cut your throat.” If that small, twoounce piece of flesh in your mouth is not controlled, it can actually destroy your relationships and life. Most of the time, we act well and control our tongue. We choose our words carefully so we can impress other people with our kind, polite manner and way of speaking. But then if somebody wrongs or hurts us, watch out! It’s then that we quickly react out of pride and anger to lash out and hurt them in return. It is in those unexpected pressure times that what is

No need to surrender rights under new globalization EMBRACING globalization does not mean giving up the territorial and other fundamental rights of the Philippines. This was according to Dr. Erlinda Medalla, former senior research fellow at state think tank Philippine Institute for Development Studies (PIDS) and former project director of the Philippine APEC Study Centers Network, during the fifth Annual Public Policy Conference (APPC) held in Pasay City recently. Medalla sat as one of the discussants for the morning plenary of the APPC. “Globalization merely calls for better enforcement of our rights, wherein we need to have a global frame-

work and global institutions to manage them,” Medalla said. In a paper, the World Economic Forum also called for the establishment of a global governance architecture, with the international community coming together to build a shared future. Poor financing of global goods A PIDS study, however, found that the current efforts advancing global framework are fraught with challenges that limit the countries’ ability to coordinate and cooperate toward some global goal. Among these efforts are the global public goods (GPGs), which suffer from underfunding, according

to Drs. Roehlano Briones, Connie Dacuycuy, Francis Quimba, and Michael Abrigo, authors of the PIDS study, “Understanding the New Globalization: Implications for the Philippines”. GPGs generally refer to goods whose impact transcend national boundaries and which no single nation can devise a response sufficient to implement them. They also extend across generations and go beyond one socioeconomic group. Included in the current GPGs are global policies on social justice, such as the United Nations (UN) Convention on the Elimination of All Forms of Discrimination against Women, and international law, such as

the UN Convention on the Law of the Sea (UNCLOS). These public goods are usually protected through international bodies, such as the Permanent Court of Arbitration (PCA), or through incorporation in the municipal law of a nation. While they are not new concepts, the PIDS authors claimed GPGs have become more important in the face of globalization and technological progress. GPGs are potent tool to counter the negative consequences of globalization, such as global pollution, propagation of fake news and untruths, and spread of communicable diseases. It also empowers smaller

states against the possible economic and physical intimidation of larger states. Even with such relevance, however, the PIDS researchers revealed that GPGs remain underprovided. In the case of the UN system as a global institution, for instance, they said its revenues, including both mandatory and voluntary contributions from state and nonstate actors, totaled to just less than 0.1 percent of the world gross domestic product in the past few years. “Despite the increasing need for GPGs, total spending on them has remained relatively unchanged—even declining in some categories—over the years,” they

THE Financial Stability Coordination Council (FSCC) released its Financial Stability Report (FSR). This marks the second issuance that has been made available to the general public. The latest FSR is unconventional in that it covers three semesters from 2018 to the first half of 2019. Bangko Sentral ng Pilipinas (BSP) Governor and FSCC Chairman Benjamin E. Diokno noted that market conditions turned in Q4 2018 and ending the surveillance at that point would have put the general public at a disadvantage.

“FSRs are the primary tool for communicating emerging risks in the financial system and we are committed to keeping the general public updated so that they can make wellinformed financial decisions,” Governor Diokno said. The report highlights how market conditions changed quite unexpectedly from the start of 2018 to late 2018 and then into the first half of 2019. The FSR pointed out that while the US Fed raised its policy rate four times in 2018, global growth projections

were also being adjusted downwards by several international agencies. Trade tensions between China and the US as well as other geo-political risks added to the changing market conditions. “All these are material to the Philippines because they affect our trade and financial interactions with other jurisdictions,” Governor Diokno said. He added that “ultimately, global prospects for future incomes are less bright compared to those at the end of 2017, with interest rates now more geared downwards rather

than upwards.” The report concludes that there are no immediate vulnerabilities in the banking system. While banks continue to be the main source of funding even for longer-term economic initiatives, measures of credit pressures and of contagion risk show notable easing. “As I have said all along, growth must be our topof-mind policy objective and the global conditions do not change our resolve,” stated Governor Diokno, highlighting that having better infrastructure is key, specifically the govern-

DAVAO ORIENTAL -- Governor Nelson Dayanghirang has recently issued an order temporarily banning swine or pork-based products coming from Luzon and other African Swine Feveraffected areas from entering the province. The Governor’s Executive Order 29 states that “all swine or pork-related products and by-products whether edible or non-edible, whether raw, processed or cooked, including but not limited frozen boar semen” coming from affected-areas as well as imported canned goods from affected countries are strictly prohibited from entering the province as a measure to protect the public as well as the swine industry of the province from the disease that has already economically devastated some areas in Luzon. Moreover, the said order also prohibits feeding swill (locally known as “lamaw”)

“The important thing now is to establish preventive measures,” said Dr. Dagmang, noting that the virus spreads rapidly. Preventive Measures The Provincial Veterinarian’s Office has called on all swine raisers to practice strict biosecurity measures in farms by not feeding pigswill and to impose limited access of people to pig farms. He urged hog-raises to report immediately and coordinate with their local Veterinarian’s Office of any suspicious incidence of mortality of raised pigs. Hotel and restaurant operators are also ordered to properly dispose left-over foods and waste while meat vendors are mandated not to process or sell illegal meat products. To properly execute and monitor these measures, Governor Dayanghirang has earlier issued Executive Order 28 creating a

Provincial African Swine Fever Task Force to tackle the swine fever scare. The Task Force is divided into teams composed of various offices and agencies who will take charge on the rapid action, surveillance, quarantine, census; and public information, education and communication. Basis for the creation of the local Task Force is the Administrative Order from the Department of Agriculture “reiterating Food Safety Measures and Veterinary Quarantine Procedure”. FSCC seeks to further enhance Philippine strengths despite volatile global conditions THE Financial Stability Coordination Council (FSCC) is taking advantage of the country’s strengths in assessing opportunities as the global markets face enhanced uncertainties. At its 3rd quarter meeting, the Council acknowledged that the slowdown in global growth is unfolding alongside an escalation of both the trade war between the US and China and various geo-political risks. Task Force Central, Social Climbers, Inc. (SCI), and Taga-Cotabato Ka Kung, Inc. (TCKKI) organized a gift giving and feeding program to the students of Capiton Primary School of Datu Odin Sinsuat town as their chosen beneficiary. During the program, the students prepared a cultural and modern dance number to welcome the organizers of the activity. The outreach program catered to 74 students from Grades 1 to 4 who received slippers, free haircut service, and supplementary feeding. The program aimed to provide assistance and uplift the morale of the students who rarely receive aid from the government and nongovernment institutions. Ms Cathleya Diocolano of TCKK said that it is their aspiration to provide basic help to the community especially the students who are

What is galling is Councilor Teodulfo ‘Bong’ Lao’s disclosure during that same Sept. 23 City Council session that the city government ended up paying the two market buildings in Carmen and Cogon despite a Build, Operate and Transfer (BOT) contract signed with another contractor who’s supposed to build the two structures AT NO COST to the city. Despite their low rental space rates did the two companies somehow paid the city adequately for renting the two floors of the city’s public markets in Cogon and Carmen? Did they make adequate improvements in terms of facilities to the two markets? They should have evidence to justify the favorable conditions in their lease contracts. The public market is not run for profit to the city because it is public service and it is supposed to favor the small vendors, the late City Councilor Manolo Tagarda Sr. once told me in interviews I conducted in my past media career in Cagayan de Oro. I understand also that the city government needs to generate enough revenue to support its market operations through the City Economic Enterprises Department (CEED) but its end beneficiaries should always be the public. And how do the vendors feel about them paying P15 a day while these companies pay only 50 centavos a day, or P15 a month in rental space? “Pagkasuwerte ba nila (How lucky can they get).” And it doesn’t take much imagination to realize there may have been quid pro quo that ensued in exchange for the approval of these lease contracts. I hope there is a timetable to start and finish this council investigation. Contracts under the Civil Code are subject for review and can be invalidated by the government once it is proven there are onerous provisions attached to it. Someone in the previous 16th and 17th City Councils should be held liable for this. Kudos to Councilors Cabanlas, Lao—who was then a barangay chairman of Lapasan at the time these contracts first came to pass—Eric Salcedo and Roger Abaday for standing up for Cagayan de Oro City’s residents in opposing these lease contracts.
