CAGAYAN de Oro City-The officials of the Commissions on Audit (COA) in Northern Mindanao would likely face charges for its “inaction” against Cagayan De Oro City Mayor Oscar Moreno’s alleged “illegal” withdrawal of government funds amounting to P79 million, a former village official said Wednesday.

CAGAYAN de Oro City--A “special child” was the lone casualty in the a fire that consumed dozens of houses and displaced more than 400 residents in Barangay San Antonio, Jasaan town in Misamis Oriental, Tuesday afternoon, authorities said Wednesday.

The Jasaan municipal fire station identified the victim as Rigen Mark Daapong, 11 years old, who’s suffering from an illness.

Three people, who are still unidentified, were also injured.

Senior Fire Officer 2 Edsel Salvaña, the municipal fire marshall, said the fire ate up some 80 houses displacing about 436 individuals or 102 families.

Father Chito celebrates first Mass after freedom

Fr. Teresito “Chito” Suganob turned to the Eucharist for the first time in nearly four months after he was rescued from the Maute terrorists in Marawi City.

Ending speculations that Suganob converted to Islam while he was held hostage, the priest concelebrated a Sunday Mass inside the military headquarters in Camp Aguinaldo, where he is undergoing debriefing.

About 40 military personnel attended the Mass which the priest described as a “celebration of life”, marking Soganub’s return to his priestly ministry a week since he was freed from the clutches of his captors.

The military also offered the Mass as a thanksgiving for the lives of all the civilians rescued from the hands of the Islamic State-inspired gunmen in the besieged city of Marawi.

The military said that Suganob also prayed for the soldiers fighting in Marawi and that he could return to St. Mary’s Cathedral in Marawi once the siege is over. Senate approves P750m emergency fund for ECs THE Senate on Monday unanimously approved on third and final reading a measure which allocates PHP750 million to fund the disaster rehabilitation efforts of electric cooperatives in the wake of calamities.

Under the Electric Cooperative Emergency and Resiliency Fund Act of 2017 or Senate Bill No. 1461, this amount will be allocated to the National Electrification Administration (NEA).

Senator Sherwin Gatchalian, chair of the Senate Energy Committee and principal sponsor of the measure, said the amount will be allocated for the exclusive use of electric cooperatives for the immediate restoration of elec-

tricity and rehabilitation of infrastructure damaged by natural disasters.

“Electric cooperatives have been put in a tough spot for their incapacity to turn the power back on after calamity strikes. This measure will address the lack of

disaster response funding and hopefully, empower electric cooperatives to act in a speedy and efficient manner,” Gatchalian said in a statement.

The senator added that because electric cooperatives carry the heavy burden of restoring electricity as quickly as possible after calamities, the government should make sure that electric coops have the resources to rapidly and efficiently respond to the needs of Filipinos during trying times.

To access the emergency financial assistance, electric cooperatives are required to prepare and submit a comprehensive and integrated disaster management

program.

This program includes the following: a Vulnerability Risk Assessment (the identification of critical assets and the development of disaster management measures to protect, restore, or strengthen critical assets prior to the onset of natural disasters); Emergency Response Plan (contains the organizational structure and steps for the electric cooperative to restore its system in a safe and timely manner are indicated); and a Resiliency Compliance Plan (a list of projects and programs to protect and mitigate the vulnerability of identified critical assets are laid out). philippine news agency

‘Bato’ orders crackdown on illegal sale, manufacture of PNP uniforms

PHILIPPINE National Police (PNP) Director General Ronald “Bato” Dela Rosa ordered stricter enforcement of applicable laws and regulations to curb the illegal and unauthorized sales of police uniforms and other related accessories.

In a memorandum circular released this month, he ordered all PNP offices and units to implement stricter measures on the regulation and control of the use, manufacture, sale, and distribution of police owned industrial designs of uniforms and accoutrements.

The new order reinforces the courses of action that will guide the

Task Force “Bantay-Bihis” and other PNP units in implementing it, Dela Rosa stressed.

It also pointed out that some PNP uniforms with patches and seals are being used by some criminals and other civilians to usurp authority for their illegal activities.

In 2000, Executive Order (EO) No. 297 prohibited the unauthorized manufacture, sale, distribution and use of uniforms, insignias, and other accoutrements of the PNP. EO 297 reinforced Article 179 of the Revised Penal Code (RA 3815) which penalizes “any person who shall publicly and improperly make use of insignia,

uniforms or dress pertaining to an office not held by such person or to a class or persons of which he or she is not a member.”

It also orders the “immediate closure of the establishment, plant or office where the uniforms and other items are illegally manufactured, stored, sold or distributed.”

Meanwhile, the Directorate of Research and Development (DRD) said most of the PNP uniforms and accoutrements are already registered with Intellectual Property Office of the Philippines (IPOPHL) to safeguard the ownership of the PNP on its patented designs.

Perez, said the registration is an effective measure to stop the illegal production of substandard and unauthorized uniforms by illegal manufacturers, suppliers, distributors, and sellers which is prohibited under Republic Act 8293 otherwise known as the “Intellectual Property Code of the Philippines”.

He added that the PNP has accredited persons and entities through Dayspring Consolidated, Inc. to manufacture, sell, and distribute PNP uniforms and accoutrements given the rights and privileges as authorized and exclusive distributors. philippine news agency

Govt programs continue in Marawi City to assist IDPs

THE government has so far released PHP3.35 billion to help internally displaced persons (IDPs) affected by the fighting in Lanao del Sur, an official of the Office of the Civil Defense (OCD) said Monday, September 25.

OCD Assistant Secretary Kristoffer James Purisima said the money, released through the Department of Social Welfare and Development (DSWD), funded the provision of relief assistance and cash-for-work program.

“Relief assistance includes family food packs, kitchen kits, hygiene kits, sleeping kits, and drinking water kits.

Various sectors continue to help the IDPs through relief operations and medical assistance,” Purisima said during the regular Mindanao Hour press briefing in Malacañan.

According to Purisima, Caritas Internationalis, in coordination with the Iligan City Social Welfare and Development office, donated food packs, kitchenwares and hygiene kits to 3,000 families last Saturday.

Maranao medical students from Mindanao State University (MSU) joined the group to provide medical assistance to the IDPs, he added.

Purisima also reported that the National Housing Authority will propose for the construction of four low-rise buildings in Marawi City with 60 condo-type units per building.

“It will be constructed at the same time as the permanent shelters and this housing option aims to assist Marawi City Hall employees, teachers, and other employees and will be offered at an affordable price,” the official said.

Task Force Bangon Marawi Executive Director Undersecretary Cesar Yano issued a directive last September 21 to expedite the completion of the transitional shelter site.

The post-conflict needs assessment (PCNA) is also ongoing in the outlying areas of Marawi City and other affected localities, according to Purisima.

A Bangon Marawi Youth Leadership Camp, organized by the provincial government of Lanao del Sur and other concerned agencies, is being held in MSU where around 80 youth leaders from the evacuation centers in Lanao del Norte, Lanao del Sur, and Iligan City have signed up.

The youth camp focuses on environmental leadership, peace education and community-building activities.

Also during the same press briefing, Presidential spokesperson Ernesto Abella said the Department of Foreign Affairs (DFA) is working with Vietnamese authorities regarding a sea incident in Pangasinan.

“Authorities are now conducting a fair and thorough investigation into the incident involving a Philippine Navy vessel and Vietnamese fishing boats which were seen fishing 34 nautical miles off Cape Bolinao in Pangasinan well within our exclusive economic zone,” Abella said.

“The DFA is closely coordinating with the officials of the Vietnamese Embassy in Manila on the developments after the incident particularly to facilitate access to five other Vietnamese fishermen taken into custody by the Philippine Navy,” he added. Abella also commented on the United Nations Human Rights Council (UNHRC) recommendations on how the Philippines protects the rights of the people. (PND/PNA)

“Remember that in the SALN law, the only reason why you have to declare the names of the children is if they have any business interest. If there are none, then there might not be a need to disclose,” he said.

According to Ablan, a technical working group will be formed by the Civil Service Commission (CSC) to review the SALN guidelines, which may include the revision of the form on whether or not to include the names of the minor children, if there are no business interests at all.

During the same briefing, National Privacy Commission Deputy Commissioner Ivy Patdu said the CSC allows redaction of SALN in terms of the home address.

Operate within bounds of law, Duterte tells police

President Rodrigo Roa Duterte on Tuesday, September 26, has assured the public that his administration does not tolerate abuses by law enforcers who are leading the fight against illegal drugs.

The President, a lawyer and a former prosecutor, made this assurance as he graced the 120th anniversary celebration of the Department of Justice (DoJ) at the Philippine International Convention Center.

“You have to operate within the bounds of the

law. I will not tolerate people shooting children --- I will never allow… parang hindi ka naman lalaki eh, nakatali na o --- why do you have to do that?” he said during his speech before officials and employees of the Justice department.

“Ang utos ko is that, go out, enforce the law against all, and you have to take the guy into the custody of the law,” he added.

The President cited his promise during the campaign that he will treat terrorism and drugs “harshly.”

During his speech, the Chief Executive discussed the drug problem, which he says, “is all throughout the world.”

He further noted that the illegal drugs business is always an organized crime and is a result of a syndicated agreement.

The Deputy Commissioner noted that the Data Privacy Act should not be used to shield public officials from scrutiny, especially when these are matters that are of legitimate public concerns.

“But neither should this law be ignored or should be set aside when what it is involved is personal information, because this law is for all of us,” she said.

“Information privacy is necessary for safety and security and it is for us to enjoy what we should enjoy as a democratic society. Both these rights are important and both these rights should be zealously guarded,” she added. (PND/PNA)

3 kids die in fire in Sarangani GENERAL Santos City-Three children perished in a fire that hit a community in the coastal town of Glan in Sarangani Province on Tuesday afternoon.

Chief Insp. Neil Wadingan, chief of the Glan municipal police station, said Wednesday the fire occurred at around 2 p.m. in a row of houses at a portion of the PC Reservation in Barangay Poblacion.

He said six houses, which were mostly made of light materials, were gutted down in the incident.

Citing a report from the Bureau of Fire Protection in Glan, he said three children were killed after they were trapped inside their burning house.

The victims were identified as three-year-old twins Carlito and Shaira Mae Abellanosa, and their twoyear-old sister Shaira Gay. BFP-Glan personnel were still investigating the origin and cause of the fire, and the actual damages.

How reliable is COA as a government agency?

William Guialani, the former village official turned anti-graft crusader, was spewing fire on learning that the Commissions on Audit (COA) regional office here did nothing to investigate the alleged anomaly in the local government unit of Cagayan De Oro City.

The issue was about the alleged illegal withdrawal of the P 79 million by City Mayor Oscar Moreno sometime in 2016. The reported anomaly involved government checks issued in favor of Moreno as the payee in eight separate government checks drawn on the bank accounts of the city government.

by the city government is legal or not, the City Mayor should have exercised prudence in the first place. While there might be some legal loopholes justifying the city mayor’s over-the-counter encashment of the checks, the city mayor should have been discerning about his action.

But, the case is being heard in court. Malacañang is now also conducting a probe on the alleged anomaly. Mayor Moreno has been given 15 days to answer the complaint against him.

The CYNOSURE heard that his lawyers have asked for another 15-day extension.

As usual, the lawyers would always buy the time in order to find the right arguments. However, the

issue of the P 79 million “fast cash” took place almost three years ago. Isn’t it unusual for the city government to produce on time the required documents to justify the release of the amount?

The Commissions on Audit (COA) has made a report about the alleged questionable transaction.

The COA even opined that the release of the P 79 million government fund in the form of checks payable to Oscar S. Moreno was done without “documents, vouchers and was never entered in the book of accounts.”

a verified answer (not a Motion to Dismiss) about the complaint. Perhaps, Malacañang is aware of Moreno’s notoriety of filing a motion to dismiss that it strictly ordered the city mayor to file submit a “verified answer.”

Isn’t Malacañang serious on Moreno’s case? It is very hard to answer the question categorically. The fact that Malacañang knows that the decided anti-graft cases have not affected Moreno at all is another thing. Many believe that the case against Moreno in Malacañang would not prosper. Otherwise, Moreno would be in trouble.

What did I see? Well, I have been receiving, at the same time, notices from Facebook telling me that I could “boost” my posts so they would reach more readers! Unfortunately, Facebook was asking for

money so my posts could be “boosted”. Oh well, so it is clear: Facebook was only after the money, and at the rate things are going, the day will come that all of us will be asked to pay for each and every post we will make.

The worse we make them look, the better we think we will look in comparison. But it’s usually the opposite.

People usually know how good you are by what you say about others, not by what others say about you.

Do you remember the rhyme: “Sticks and stones may break my bones, but words will never hurt me?”

It’s not true! Many people have been hurt far more by criticism and gossip than by sticks and stones.

Even if it is true that a teenager got into trouble, or that man committed adultery, or that person said

something very wrong, they may have learned from their mistake and changed already.

But our cruel, unkind gossip about them is wrong and evil, and something we ourselves need to start changing today!

The only person’s life you have the right and responsibility to correct is your own. That other person’s life is their own problem. It is not your job or right to talk about it to others.

Remember, “What goes around comes around.” So the same bad things we told about others might also happen to us! Then, guess who people will be gossiping about? You. So if you’ve been hanging around with people who

Taking a stand amid fears

ILIGAN City--These days the prospect of waking up to a declaration of a nationwide implementation of Martial Law has become more probable. I fear the day that actually happens because it’s going to affect both the future generations and the generation that has already experienced it firsthand.

My heart aches every time I remember my parents. We’re from Mindanao which is currently under Martial Law, with the Maute Group’s siege of Marawi City being the justification for its declaration. Imagine having to experience Martial Law twice in your lifetime.

Imagine how worse it would be if it gets implemented nationwide now. When that time comes labels like “Dutertard” or “dilawan” or “leftist”, which are anchored on false dichotomies, won’t matter anymore. Regardless of each of our “political color”, we’d all be under the threat of being violated, our human dignity robbed from us before we could even process it.

My parents don’t talk much about their Martial Law experiences, but they

don’t have to. Survivor accounts of other victims were enough to paint the picture of how terrible a time it was for everyone.

But I remember one Facebook post from my father the week Martial Law was declared in Mindanao. It was addressed to his fellow, younger journalists who might be covering dead bodies for the first time.

Documenting corpses is never a pleasant experience but Martial Law forced him to desensitize. Imagine getting used to recording dead bodies not because you want to, but because you have to.

Others had it worse.

Our professors often tell us that people in the academe should remain neutral in order to come up with an intelligent, objective analysis of the situation.

Don’t let your emotions get involved, they say. Be academic, they say. But almost three years in the social sciences taught me that human phenomena is nothing short of nonlinear. And to hell with being “neutral” for the sake of maintaining the facade of being intellectual.

I’m gonna take sides, and it’s not going to be with the

oppressor. My choice to be in the academe is more than the socially constructed prestige of having a degree, but to take a stand for the things I think matter. So please, this is me imploring you to wake the f_k up and fight back.

I know that until now, some of us still have biases; some of us still find ways to justify this administration’s abominations. Even some of my teachers might even disagree with me, albeit they would be more intellectual with their arguments compared to most of the keyboard warriors online.

I don’t know if it’s because they are older and think “I

don’t have much time left in this world anyway,” or it’s because they see some political maneuver I still don’t have the capability to analyze. Nonetheless, this is me taking a stand. And this is me imploring others to do the same. I’m writing this 15 minutes before 3 AM on Wednesday, when I should either be reading in advance upcoming lectures or sleeping. My thoughts are all over the place and by the time I finish writing this it will already be 3 AM and I’d be too tired to edit it.

PRRD unifies SBMA powers, appoints chair, administrator President Rodrigo Roa Duterte signed yesterday Executive Order (EO) No. 42 defining the powers and functions of the Subic Bay Metropolitan Authority (SBMA) Administrator and Directors.

PRRD likewise signed on September 25 the appointment paper of Ms. Wilma T. Eisma as Chairperson and Administrator of SBMA. EO No. 42 expressly repealed EO No. 340 (s. 2004) which separated the position of the SBMA Chairman from the position of SBMA Administrator. It reverted to the statutory setup as stated in Section 13(d) of Republic Act No. 7227, known as the “Bases Conversion and Development Act of 1992”.

“EO No. 340 designated the Chairman of the SBMA Board as the head of the agency, but vested in the Administrator the power to execute, administer, and implement the policies and measures approved by the SBMA Board, and to directly administer and supervise the operations and day-to-day business activities of the SBMA,” EO No. 42 stated.

To avoid confusion, EO No. 42 directed that the appointed SBMA Administrator by the President shall also be the ex-officio Chairman of the SBMA Board.

The EO mandated that all LWUA Board members, composed of a chairman and four trustees, must be Filipino citizens, with the following qualifications, such as one should have at least 10 years of experience in banking, finance, or business; possessed sufficient background in economics; or experienced in management or system operations; two must be civil or sanitary engineers with exposure to water supply or wastewater operations.

Further, the EO allows three representations from the National Government and one representation from the private sector; provided that no elected official should be part of the LWUA Board.

All trustees are further required to meet the conditions outlined under the Fit and Proper Rule of the Government-Owned or -Controlled Corporations (GOCC) Governance Act of 2011.

"Pending the designation and assumption of the new members of the LWUA Board representing the National Government, the Secretaries of Finance, Public Works and Highways, and Health, or their alternates, shall continue to sit in the LWUA Board to ensure the continuous and unhampered operations thereof," the EO said.

Government adopts single platform for trading requirements MANILA, Sept. 26 – A highlevel committee chaired by the Secretary of the Department of Finance (DOF) has agreed to adopt a government-built online platform for traders, as the vehicle for the country’s National Single Window (NSW), which aims to facilitate trade, heighten transparency in customs procedures and improve revenue collection.

DOF Undersecretary and Chief Economist Gil Beltran said this online trading platform, TradeNet.gov.ph, will perform the functions of the NSW. This will eventually be interconnected by December to the Association of Southeast Asian Nations (ASEAN) Single Window (ASW), a regional initiative that aims to speed up cargo clearances and promote economic integration by enabling the electronic exchange of border documents among the organization’s 10

member-states.

The NSW Steering Committee met on Aug. 30, 2017 at the Ayuntamiento building of the Bureau of Treasury (BTr) to discuss the implementation of the Philippines’ single window, along with related measures to facilitate trade and improve the ease of doing business.

Besides the DOF, the other members of the NSW Steering Committee are the Secretaries of the Departments of Trade and Industry (DTI), Agriculture (DA), Transportation (DOTR), Interior and Local Government (DILG), and Health (DOH); the Governor of the Bangko Sentral ng Pilipinas (BSP) and the DirectorGeneral of the National Economic and Development Authority (NEDA).

In a report to Finance Secretary Carlos Dominguez III, Beltran said the

members of the steering committee also agreed to “streamline and automate their respective processes “to minimize costs of doing business and enhance the country’s competitiveness.”

The NSW Steering Committee is part of the NSW Task Force for Cargo Clearance created via Executive Order EO No. 482 issued in 2005.

The NSW Task Force consists of the Steering Committee and a Technical Working Group (TWG) presided by the Customs Commissioner.

“The Steering Committee handles the NSW and aims at facilitating trade transactions. We want, as much as possible, to reduce processing time, cut transaction costs and enhance competitiveness. The NSW is one of the most important reforms in government,” said Beltran, who was designated

by Dominguez to chair and preside over the NSW panel.

“We are all performing important functions that will impact our [country’s] capability to generate investments. This is the reason why NSW was created,” Beltran added.

At a recent DOF Executive Committee meeting, Beltran explained that as the vehicle for the NSW, TradeNet is expected “to shorten the processing time of import and export clearances, reduce the number of transactions and required documents to be submitted, and remove bureaucratic red-tape that has plagued businesses and citizens when dealing with the government.”

DAVAO CITY -- The Davao City Council on Tuesday stripped Councilor Nilo “Small” Abellera of all committee chairmanships and memberships for incurring absences due to health problems.

Vice Mayor Paolo Duterte said the city council needs to remove Abellera from all the committees, which he chairs or as member, in order for the committee to continue functioning.

Abellera is the chair of the Committee on Peace and Order, vice chair of Public Works, and member of most committees.

“We cannot leave the committee vacant because he is absent. There are a lot of things to do and needs to be done,” the vice mayor said in an interview.

VM Duterte said he talked to Abellera to just file a resignation which

did not happen. Thus, the city council was forced to remove him.

“Councilor (Bernard) Al-ag is constantly talking to him, however, he did not file any resignation.

We’ve advised him to file a resignation, especially that his committee (Peace and Order) is very crucial, the whole city depends on it,” Dutere said.

He also failed to attend two senate hearings on the controversial P6.4 million illegal drugs smuggled into the country.

“When he returns to office then we can talk about his chairmanship, for now, someone needs to take over,” he said.

DAVAO CITY -- Former New People’s Army (NPA) rebels who decided to leave behind years of armed struggle are starting a new life after receiving financial assistance under the government’s Comprehensive Local Integration Program (CLIP).

Each of the 14 rebel returnees, who are temporarily staying at Davao Oriental’s Happy Home, received PHP65,000 for livelihood as part of the province’s and the Department of Interior and Local Government (DILG)’s reintegration program.

Karen Lou Deloso, provincial information officer of Davao Oriental, said the government released almost a million pesos to the former rebels.

This continuing program for the rebels is an indication of the government’s determination to assist them as they transition to civilian life.

Deloso said most of the former rebels are farmers and they plan to use the money in growing crops, raising livestock while others say they would like to engage in a small business like “sari-sari” store.

Deloso added that the former rebels can also use the skills acquired during their rehabilitation at Happy Home facility, a halfway house for former rebels.

While at Happy Home, the former rebels learned crop and livestock production, which was introduced by the Philippine Army’s 701st Brigade to provide former rebels wider economic opportunities when they get back to the community.

Deloso said the government has already spent PHP10.1 million for the livelihood assistance to a total of 187 former rebels enrolled under the CLIP since the Happy Home was established in 2013.

Deloso said they (former rebels) underwent other trainings. The former rebels also underwent a 10-day political de-radicalization process which included gardening, moral recovery, Sunday mass, and lectures on scores of topics such as Philippine history and socioeconomic theories, among others.

Mobile kitchens in Davao to serve calamity victims

DAVAO CITY—The Davao City Government on Monday launched its own two mobile kitchens called “Kusina ng Bayan” to serve hot meals during calamities and disaster.

The two Kusina ng Bayan will be ran by the City Social Services and Development Office (CSSDO), which allocated P8 million for the project.

Mayor Sara Duterte-Carpio, who led the launching ceremony, said the Kusina ng Bayan will be a big help to the victims of calamity given that they cannot cook their own food instantly.

COA regional director Celso Vocal, of Northern Mindanao, has concurred with the findings of the COA administrative officer, Guialani said.

He said that based on the report/reply of the COA regional office, the documents involving the alleged withdrawal and encashment of the P 79 million are still in the custody of the city government.

The alleged anomalous transactions occurred three years ago. However, the COA regional office has done nothing to investigate and retrieve the documents other than making an observation that the transactions were anomalous and questionable, Guialani said.

“We are now apprehensive that Moreno and other City Hall officials are cooking something to clear them of the charges against them,” Guialani said.

He said that he was alarmed when Moreno’s lawyer issued a statement in the media that the P79 million was used to pay for the PhilHealth.

“The people of Cagayan De Oro must be vigilant otherwise the P 79 million taxpayers money, which were reportedly withdrawn

by Moreno through alleged spurious documents would go down the drain,” Guialani said.

Guialani said that the COA must take action before it is too late. After three years since the alleged

anomalous withdrawal of the P 79 million, the inaction of COA creates more doubts and unanswered questions.

Fancied walking in a green, cool and fresh space? Remembering what it feels like when rainy season fall in the right season and how the sun every summer shines savagely?

These were the moments when things are still in the right place. Now tell me what will you call the too hot season and a little bit of rain together? The rainy season during summer and summer season in between a rain? Have you woke up to a climate change?

Climate change is but a common concept which most of the people comprehend. While majority understand the concept, few are still confused what does it mean when a climate changes? According to NASA, climate change is a change in the usual weather found in a place.

This could be a change in how much rain in a place usually gets in a year. Or it could be a change in a place’s usual temperature for a month or a season.

Climate change is also a

change in Earth’s climate.

This could be a change in where rain and snow usually fall on Earth.

It has been said that weather can change in just a few hours. Climate takes hundreds or even millions of years to change. For these hundreds or even millions of years spent to change the climate, who paved way for this to happen? Who or what are the culprits?

Many things can cause climate to change all on its own. The distance of the Earth from the sun which consequently changes the amount of energy the sun can give towards the earth.

Oceans can change. When a volcano erupts, it can change our climate. There where studies which revealed that humans can change climate too. One action can lead to another action which consequently affects one or another. People find it convenient to drive cars rather than walk. People burn things, heat and cool their houses. All these things take energy. One essential way to get energy is by burning coal, oil and gas.

Burning these things puts gases into the air. The gases

cause the air to heat up and eventually this can change the climate of a place. It also can change Earth’s climate.

Knowing the causes of climate change, what do you think is the prognosis of this global phenomenon? If this problem will not be solved and continues to threaten us, the Earth’s temperature will keep going up for the next 100 years. This would cause more snow and ice to melt. Oceans would rise higher. Some places would get hotter. Other places might have colder temperature. Some places might get more rain, others might get less rain. Some places might have stronger hurricanes.

Simply put it this way, we can never live a normal life.

The essential balances in the natural order will be distorted thus leading to an unhealthy and unhappy life.

So what can we do to help? The best thing that we can do to stop the climate from changing as much is by using less energy and water.

We must learn to turn off lights and other appliances when we are not using it.

Use water wisely and help in planting trees. As much

as possible, try to learn the art of walking rather than riding your cars.

Avoid burning plastics and promote the concept of recycling. According to the United Nations Framework Convention on Climate Change, if emissions continue to rise beyond 2020, the world stands very little chance of limiting global warming below 1.5 degrees Celsius.

The time to start helping is not tomorrow but today.

The issue now on climate change became a concern to everyone. It is now a political issue because of how every country’s leader promotes and advocates the programs for climate change.

However, Science has no political affiliation and should not be a political issue. Chemistry and physics don’t care who is the President. No politicians should ignore the warnings of scientists and argue against health--all of which depend on how the world responds to climate change. Let us make our part now; a small leap for a greater cause.

Banning of junk food in schools

I commend DepEd for initiating the policy in banning junk food and softdrinks in schools. These two products are indeed harmful to our health not just to the students but to adults as well. According to DepEd, unhealthy eating patterns – more sugars, fats and oils and less leafy vegetables and whole grain cereals – has led to an upward surge in obesity.

Schools are supposed to be good venues to promote a healthier lifestyle among Filipinos, especially the youth. Food classified under the green category are unsweetened milk, unsweetened buko juice, water, rice, chicken, lean meat, fish and fresh fruits.

They must always be available in school canteens.

On the other hand, foods that are classified under yellow category such as fruit juices, fried rice, bread using refined flour, biscuits, pancakes, sandwiches, processed food and stir-fried vegetables must be served carefully.

Meanwhile, soft drinks, sports water, products containing caffeine, ice cream, cakes, donuts, French fries, instant noodles, chicken skin, bacon, junk food and canned fruits in heavy syrup must be totally prohibited in school canteens.

DepEd said each school must develop its own menu to ensure that the food and drinks offered to students are healthy and nutritious.

Critical thinking is the ability to think clearly and rationally, understanding the logical connection between ideas. Critical thinking has been the subject of much debate and thought since the time of early Greek philosophers such as Plato and Socrates and has continued to be a subject of discussion into the modern age.

Critical thinking might be described as the ability to engage in reflective and independent thinking. In essence, critical thinking requires you to use your ability to reason.

It is about being an active

learner rather than a passive recipient of information.

Critical thinkers rigorously question ideas and assumptions rather than accepting them at face value.

They will always seek to determine whether the ideas, arguments and findings represent the entire picture and are open to finding that they do not.

Critical thinkers will identify, analyse and solve problems systematically rather than by intuition or instinct.

Someone with critical thinking skills can understand the links between ideas, determine the importance and relevance of arguments and ideas, recognize, build and appraise arguments, identify inconsistencies and errors in reasoning, approach problems in a consistent and systematic way and reflect on the justification of their own assumptions, beliefs and values.

The community of Barangay Magsaysay, Baliangao, Misamis Occidental saw the need to address the problem of school children walking through dikes of rice paddies to and from Lipacon Elementary School. Aside from the dike being slippery, it was very dangerous for the children especially during the rainy season, the creek overflows which made the way unsafe for children.

This has always been the condition of the road.

Opportunity came when the community enjoined themselves in the identification process through a participatory situational analysis to assess their current situation as a community and the problems that need to be addressed the soonest. This is through the Community-Driven Development approach which is being implemented by the Department of Social Welfare and Development (DSWD).

The DSWD Kapit-Bisig Laban sa Kahirapan Comprehensive and Integrated Delivery of Social Services (Kalahi-CIDSS) is a commu nit y emp owe r me nt program of the Philippine Government that utilizes the

community-driven development (CDD) approach to ensure that citizens have an active role in development by giving them the voice and the vote in decision-making involving their villages. In 2013, it scaled up into the national CDD program and targets the coverage of 847 of the poorest municipalities in the Philippines.

In Magsaysay, Baliangao, the community completed the construction of an 87 linear meter (ln. m.) Concrete Foot Bridge now ensures a safer route for children to go to school and not have to walk on the muddy and slippery road anymore. Residents, especially parents do not have to worry about the rainy season knowing that their children are now able to go back home safely.

The total project cost of PHP 963,910.00 the grant from DSWD Kalahi-CIDSS NCDDP is PHP 771,546.00 while the barangay local government pitched in a total of PHP 51,864.00, with the municipal local government of Baliangao pitching in PHP 139,500.00 to complete the total cost.

has become obsolete. Seemingly timeless nationalistic quotes like “[. . .] ask not what your country can do for you—ask what you can do for your country” is no longer palatable. Instead I begin to ask questions like “What has this country ever done for us?” Pessimistic and disillusioned na po si ako. But after giving it some thought, I also ask: If I don’t do it, who will? If I decide to stop fighting for this country, that’s one less person trying to turn the tides. I’m not saying I’m a special snowflake and that I should be commended for deciding to fight back, because there are many others like me. But if I don’t do something, then it’s as good as actually taking side with the oppressor. That’s me letting them win.

I’m taking advantage of the fact that, fortunately, Martial Law has not been implemented nationwide yet (and let’s hope it remains that way). While I still have the freedom to post things like this, I will. Because if this were Martial Law and the authorities have seen it, my account could be suspended and I’d be in danger of being taken away.
