FILINVEST’S FDC Misamis Power Corporation (FDC Misamis) in Villanueva, Misamis Oriental, has celebrated its 3rd anniversary on September 20, 2019. As a fitting tribute to its partners in the region, the firm once again held the Customers’ Appreciation Night as thanksgiving for their continued patronage of FDC Misamis.

The highlight of the event was the various recognitions the firm gave its partners. Hailed as the Most Outstanding Customer of the Year was the Bukidnon Second Electric Cooperative, Inc. (BUSECO). This as BUSECO bagged two major citations - one for having the Highest Load Factor and one for being a Prompt Payor, gaining the

highest score in a ten-point system. “Quite shocking! And surprising,” said BUSECO’s General Manager Cris Dulfo. “Actually, we’re not expecting those, considering that we’re just among the electric cooperatives in Mindanao having small contracted power capacity with FDC Misamis,” he

added. Perhaps, Dulfo said their true commitment in honoring their (contracted) obligations and maintaining their financial capacity so they could pay promptly all their power suppliers have had made them outstanding. CAGAYAN DE ORO CITY ATHLETIC ASSOCIATION (COAA) has consistently been rank #1 during the annual Regional Meet (Northern Mindanao Regional Athletic Association Sports Festival) for the past eight years already. COAA athletes comprised the elementary and secondary students from both private and public schools under DepEd Division of Cagayan de Oro City. For the students to be equipped with individual and team sports events in preparation for the Regional Meet, COAA will be holding a Division Sports Festival (Division Meet) on September 27-29, 2019 at the Barangay Plaza of Iponan, Cagayan de Oro City. Research and academic writing EX ACTLY, on Friday, September 20, 2019 I was one of the speakers in a workshop. This workshop was held in the Government Polytechnic College, Malang (Polinema), Indonesia. The topic chosen was related to academic writing. This skill is now prevailing everywhere. It is not only in Indonesia but also in other countries around the world. Why do the university faculties (lecturers) need that skill? In Indonesia, university faculties have three compulsory jobs. This is called Tri Darma Perguruan Tinggi. It means three pillars: teaching, doing a research, and conducting any community services. These pillars are a must. In other words, university faculties should have a record of the three activities: Tri Darma Perguruan Tinggi. The workshop held in Polinema last week was related to the second pillar: research. This comprises of doing a research, writing an article for publication in the academic journals. For the middle rank

of university faculties e.g., Assistant Professors, they can either publish their research articles in the national scale of research journals. For the Associate Professors and Professors, they should publish their articles in reputable international research journals. For many university faculties, they are not all literate in English academic writing. This is of course for those who live in the countries with English as their foreign language. Like Indonesia, not all university faculties are well-fleshed in English. Yet, the international journals are mostly written in English. It is fortunate for me because I have learned English since my undergraduate. My field of my study was in English language education. But, to learn academic writing in English needs time. When referring to the English research articles, it is really hard for the non-English native speakers to write it in scientific English. Academic English is not the ordinary

English. It is not like the daily spoken English. Let alone in English, even in Indonesian (native language), not all Indonesian citizens are good at academic writing. University faculties are now demanded to be able to publish their research articles in the research journals. Universities— as the center of human capital development—are also demanded for getting their rank or level of accreditation. So, it is not only the faculties but also the universities’ obligation. Research and research article publication are the two interrelated activities. When there is no research activity, there is— automatically—no research article publication in the academic journals. This means that the pillar related to research is now expanding into more products. It used to be only the research products. But, now it must also be written in academic writing for international journal publication. The pillar of research

has expanded into both the research products and research articles. There are more duties: doing the research and writing in the form of research articles. These two are different skills. The first deals with the ability to be the researcher. University faculties must be literate with research methodology. The second— research article writing— deals with the ability of academic writing. So, universities and the faculties are both obliged to do the pillar of research. It is not only doing the research and being literate with research methodology. They should also be good at writing their research products in academic writing. For international journal with English skill—it is really a hard job for the non-native speakers of English.

OPINION remains divided on whether or not divorce must be legalized in the Philippines. I think the dissolution of marriage remains disturbing as family is inherent in Filipino culture. We have to emphasize that marriage isn’t cheap. It is something that is discerned, not impulsively decided. Family is precious. Being together is valuable. As Filipinos, we are closely knit because we constantly have to be resilient. And I think we must fight for the sanctity of marriages and togetherness. Marriage isn’t just about commitment, it is also about occasional

sacrifice. Remember the phrase “in sickness and in health”? It isn’t just about physical sickness but holistic sickness on the couple. That’s why divorce must not be legalized in the country. But that is my opinion. Some radical feminists tend to express otherwise. According to them, divorce allows people to start their lives over and is a fight for women who are victims of domestic violence and for children that grow inside a toxic environment. They say it protects children from abuse and it can even rebuild broken families. Let’s just wait and see on whose opinion prevails from our legislators.

The birth of petitioner is evidenced by a Birth Certificate (BC) issued by Kingdom of Saudi Arabia. The said BC is herein attached as Annex “A’’ and the translation thereof, made by the Philippine Consulate, is hereto attached as Annex ‘’B’’;

In the year 2013, petitioner brought home his family in Marawi City with the intention to finally settling down in the said city;

As a matter of fact, he has enrolled ABDALLAH in one of the private schools in Iligan City but such enrollment was merely provisional, subject to the submission of ABDALLAH’s BC;

Petitioner and his wife were forced to register anew the fact of birth of ABDALLAH for the reason that the school insisted on a BS issued by the then National Statistics Offices and has refused to accept the BC of Abdallah that was issued by the Kingdom of Saudi Arabia, hence, BC under registry no. 2013-10853 (Annex’ ‘’C’’);

For some reasons, the plan of settling down in the City did not pursue and the family of the petitioner went back to KSA;

Recently, when petitioner sought the renewal of the passport of Abdallah, the consulate refused to release the renewed passport as the system reflects two BC’s for Abdallah;

There was no slightest intention on the part of the petitioner to defraud any person when he registered the fact of birth of Abdallah before respondent LCR of Marawi, neither was it made with criminal intention, considering the fact that Abdallah is barely turning ten (10) ten years old next year;

This petition is solely for the purpose of straightening the records of the petitioner so as to remove any doubt as to the identity of Abdallah;

The material entries in the two (2) BC are practically the same, except for the place of birth, hence, it is submitted that nobody will be prejudiced by the granting of this petition.

Finding the aforesaid petition to be sufficient in form and substance, it is hereby ordered that the same be set for hearing before this court on October 31, 2019 at 8:30 o’clock in the morning. Let a copy of this order be published at the expense of the petitioner in a newspaper of general circulation in Lanao del Sur of Marawi City for three (3) consecutive weeks. However, if discrimination and harassment is the main concern, the bill will be not needed anymore because of the Republic Act No. 11313 or Safe Spaces Act. Both Senator Aquilino Pimentel III and Senate Presidents Vicente Sotto questioned the need for SOGIE law claiming that it has no chance. Another goal of the bill is to protect the rights of the LGBTQIA member to different opportunities, prohibiting the business operators to deny them with the jobs matched to their expertise just because of their gender preference. If this is the case, this is already included on our fundamental human rights, not to be denied of any job opportunities. There are laws that are protecting the rights and the welfare of everybody equally, regardless of their gender identity. In the concern of equality,

SOGIE bill is not the appropriate answer. Putting this to law will only force other people to conform, creating more divisions. This will also possibly increase discrimination because people will then be categorized. As a matter of fact, this is more complex than same-sex marriage because this bill invades the personal space and comfort of individual with regards to the comfort room issue, affects and contradicts our norms, beliefs, and traditions. If this will be put to law, aside from it will be costly for the government, it will only raise complications and confusions. SOGIE bill is a good idea, but unfortunately, this is not the solution we all needed. Acceptance and equality, two things that the LGBTQIA community is yearning, will not be easily claimed, not even a law can help. A law can only force the people to conform by the sense that it is the law, but there will always be issues concerning these matters. We need time for this kind of changes. Besides, this conflict is already present years ago only that the party in concern is not as expressive as they are today. Countries like Netherlands and

Thailand have no laws about gender identity but any gender identity and same-sex relationship are mostly tolerated. There were no laws forcing the people to promote the LGBTQIA but most people already learned to accept them over time. Thus, we need patience and education to achieve the equality and acceptance for all, regardless of any gender preference. In order for them to be empowered, people should be educated about the different gender preferences. Most people only know four genders – girl, boy, and if you’re neither of the two, then you’re either a gay or a lesbian. How can one person accept what he doesn’t know? Clearly, the solution is not the law, but educating the people can actually be a small step to take. But most importantly, the very important key is respect for oneself and for others. We should always keep in mind that they are no less than us despite of our differences. Many people have fought for equality and anti-discrimination, many reforms have been done, but for this moment, SOGIE bill is just not the perfect solution.

Unlikely Solution

According to the National Gay and Lesbian Task Force (NGLTF) and the National Center for Transgender Equality (NCTE), members of the Lesbian, Gay, Bisexual, Transgender, Queer, Intersex, and Asexual (LGBTQIA) community face particularly high rates of public discrimination. The most recent issue concerning the LGBTQIA community is the incident that happened on August 13, 2019 when a transgender, Gretchen Diez was arrested after insisting to use a female’s comfort room. With this, the House Bill 4982 or the Sexual Orientation and Gender Identity and Expression (SOGIE) Bill was once again pushed to law by some lawmakers. But in the course of wanting no discrimination and equality for all, is this bill really the solution? The study conducted by the NGLTF and NCTE revealed that 90% of transgenders have encountered harassment or mistreatment of any form. This statistic is really alarming knowing that there are

Philippines has more than five million farms owned and operated by Filipino farmers. Rice is a staple food for Filipinos and most households eat rice for almost every meal in a day. Indeed, the Republic Act No. 11203 or the Philippine Rice Tariffication Law is a great help for ordinary consumers to buy rice but with cheaper price. However, this news brings our own Filipino farmers to struggle more because of lesser income. The main goals of the said law are to ensure food security and stabilize the prices through allowing the private traders of companies to import rice without being subjected to regulations, according to the National Food Authority. With this, there will be more supply of rice, thus, lowering the price of the local products. Of course, more consumers will prefer the imported products than the local ones causing the Filipino farmers to decrease its already low income. This law was created as a response to the rice crises we had experienced last 2018. According to the Philippine Statistics Authority, the price for every kilo of regular milled rice varies from 38-43 pesos, still far from the law’s goal which is 27 pesos per kilo. But the persons who are more affected are none other than our own Filipino farmers themselves. According to the organization Bantay Bigas, the average price of grain is lower than 22 pesos from last year. This year, the price of grain bought directly from farmers is just 17 pesos per kilo. However, the situation of other areas in the Philippines is far way worse than this. In fact, in Nueva Ecija, the grains are sold for as cheap as seven pesos per kilo. Just like any of us, farmers are just ordinary workers with a family to support and expenses that have to be managed. Now, with this kind of price, how can they even make both ends meet? Our farmers had to spend not only money but also time, sweat, and effort to plant and harvest the grains. Some even had to borrow from others just

to have money enough to pay for their farm’s expenses. But, there’s no guarantee that they will be able to gain profit or high income from this because natural calamities like typhoon and extreme draught, and pests may attack their farms leaving them with nothing but mess. They would harvest their “palay” with high hopes of gaining money to pay their debts and support their day-to-day living, only to find out that all their hard works is just equivalent to a very small amount. Truly, these farmers are the underrated workers in our country. What’s really awful is that the farmers themselves who produce the rice are actually the ones who cannot eat rice at all. Isn’t it ironic? Our government is trying to address the needs of the Filipino consumers of rice at an accessible price but they must have overlooked and did not notice the burdens that our farmers would suffer from. Their low income became much lower because of this law. Thus, in order to help our ailing farmers, the local government should encourage the people to but the local rice rather than the imported ones. It would also be better to have a trading or a direct market for the farmers. Also, they should be educated more so that they will be aware of the emerging technologies in order for them to utilize the new ways of farming other than the traditional way. And as for us common consumers, we must not waste every grain because in order for that rice to reach our table, there were hardworking farmers who woke up very early in the morning to harvest the grains they planted. Alas, our farmers are suffering from a great crisis but until now, their contributions are given less importance. Is the government really showing concern to these farmers or to those businessmen who import rice from other countries?

This was augmented by an aggressive campaign to build classrooms and school buildings in every urban and rural barangays (village) in Cagayan de Oro City. Education is one of the pillars of Moreno’s 8-Point Agenda dubbed PRIMEHAT, under which the LGU sought to pursue and enhance its role as the education center of Northern Mindanao. When he assumed office in 2013, Moreno lamented the dismal conditions of schoolchildren who have to endure and cope with attending classes late in the day. “The schoolchildren are not growing normally,” he said. For 2018 alone, Moreno reported that the LGU had provided scholarship support to 1,309 students and putting up of 275 more classrooms in 26 new school buildings built, in addition to over 700 classrooms and 13 new high school campuses established since 2013 at a cost of some P2.5 billion for the construction of new classrooms and buildings. This resulted in the reduction of emergency classes for both elementary and secondary schools as students were able to attend classes on time and in comfort.
