Building of P60B brewery complex in MisOr starts

AGOLOAN, Misamis Oriental--The construction of the P60 billion brewery complex in the sprawling economic, industrial zone here just started, provincial Governor Yevgeny Vincente Emano said Monday.

Emano said that the brewery complex of the San Miguel Corporation is located in the village of Sta. Ana, part of the 3,000-hectare industrial economic zone in Misamis Oriental.

He said that the San Miguel Corporation’s brewery complex would include the processing of Purefood products, feed mills, a packaging plant, and the internationally famous beer products.

Emano said that he has talked to Ramon Ang, the SMC’s chief operating officer, who promised to hire “only” local workers and personnel for the SMC complex in Misamis Oriental.

“I did not ask anything from Mr. Ang, but an assurance that the hiring of personnel and workers must all comes from Misamis Oriental,” Emano said.

Drug test on 480 police yields negative results

CAMP Alagar, Cagayan de Oro City--A total of 480 police officers who went through a surprise drug test here have yielded negative of illegal drugs, the police said Monday.

Superintendent Lemuel Gonda, the police regional spokesperson, said that the police officers led by Police Regional Director Timoteo Pacleb voluntarily submitted their urine samples during a surprise drug test last week.

“Everybody was caught

by surprised when the regional director ordered all police officers, including the non-commissioned personnel to submit urine samples after the weekly regional command conference,” Gonda said.

58 houses ‘totally destroyed’ in Bukidnon town earthquake MALAYBALAY City--A total of 439 families or 1,303 individuals were reported to be affected by the magnitude 5.4 earthquake that hit Bukidnon towns dawn on Sunday, with 58 of them reported to have houses “highly” damaged, according to the Municipal Disaster Risk Reduction and Management Office of LGU-Kalilangan, Bukidnon.

The Philippine Institute of Volcanology and Seismology reported that the epicenter of the earthquake, which occurred at 4:47 a.m., was somewhere in Wao, Lanao del Sur. Last April 12, a magnitude 6.0 quake likewise hit Wao. Sunday’s tremor left 10 persons injured, although the report signed by Maria Jessica Gumban, the MDRRMO designated coordinator, said they obtained “minor injuries”.

Residents sleep outside homes after early Sunday earthquake

CAGAYAN de Oro City--For fear of aftershocks, residents of Wao town in Lanao del Sur spent the cold Sunday night outside their homes.

Wao Disaster Risk Reduction Management Chief Francis Garcia said patients from the Wao District Hospital have also spent Sunday night sleeping in tents set up outside the facility.

“Many residents are bracing for the deadly aftershocks and because most houses and buildings here are damaged, they have decided to sleep outside for their safety,” Garcia said.

A series of earthquakes ranging from magnitude 3.9 to 5.4 struck the town of

Lanao del Sur and most of southern Bukidnon Sunday dawn.

The quakes also rattled nearby Kalilangan town, Bukidnon, intensity 6; Cagayan de Oro, intensity 5; and Valencia City at intensity 4.

The Philippine Institute of Volcanology and Seismology said the series of earthquakes on Sunday dawn are aftershocks of the magnitude 6.0 quake that hit Wao town last April 12.

Garcia said at least nine barangays in Wao have filed reports that 452 houses have been partially damaged while 31 were totally destroyed.

He said the quakes have made most of the barangay poblacion inhabitable with all buildings either have collapsed or damaged.

Garcia said five persons were reported injured due to falling debris.

“My impression initially that we took a worst hit compared to the April 12 quake,” he said.

The Autonomous Region of Muslim Mindanao will be sending a team to Wao to assess the needs of the municipality.

the dismissal order against Cagayan De Oro City Mayor Oscar Moreno was served Monday night. But, some are suspecting that the dismissal orders are served amid a cloud of doubt.

We say that the serving of the dismissal order was dubious because it was really whether Moreno received the order or not. In fact, the Secretary of the City Council reportedly received only a copy of the alleged order.

A cemetery in Indiana, America has a gravestone with these words on it: “Stop stranger, when you pass me by. As you are now, so once was I. As I am now, so you will be. So prepare to die, and follow me!”

A person walking by added these words underneath: “To follow you I’m not content, until I know which way you went!” Do you sometimes wonder where your family and friends who’ve died are now? Do they want you to come where they are? Don’t

you wish they could talk to you? Where are all those people now who suddenly died in the World Trade Center in New York City on September 11, 2001?

Jesus Christ made it very clear that we already know where we’re going after we die, since it’s only now that we can choose where we’ll live after we die.

He warns us that it will be too late after we die to choose or change our mind.

Jesus said there are only two choices: to completely believe Him and live His way everyday, or, to keep

living our own way. Heaven or hell.

Jesus said there’s no inbetween place for nice, good people who won’t ask for His gift of forgiveness and live for Him every day. None of us is perfect.

We’ve all done some things wrong that we need Jesus to forgive us for and start changing in our character and way of living.

So we don’t need to talk to the dead to find out about life after death. Jesus Christ has already told us the truth and everything we need to know to go where we want to live after we

Raising the young in a Morally-healthy environment

NAAWAN, Misamis Oriental—Kahlil Gibran, the great Lebanese philosopher and poet, reminded us that our children came from us but don’t’ belong to us. They have their own lives to live.

But because they came from us and stay with us for some time (from day one up to year 25 or more in Filipino homes), we have the duty and responsibility to train and develop them as responsible citizens in the kingdom of God and men. We owe that to them.

In this regard, there are two very important and precious wealth we can leave as legacy to our children: roots and wings (See also mindanews.com. “coming home”)

Roots refer to the shared values and memories that make and strengthen a home where one always feels to belong and finds shelter and comfort from the vicissitudes of life.

And what are these lifedefining values? In a Christian family, and I suppose also in other faiths, they include belief and faith in God, love and respect for one another, truthful, honest and decent living, the dignity of work, patience and perseverance among others.

Wings, on the other hand, comprise of the nurture, guidance and discipline on how the young are raised by their elders that inspires confidence to dream dreams, to fly with their dreams and break away from the limiting circumstances of home.

Words are not enough to train and discipline children.

The way we live our lives, how we behave in good and bad times, teaches the young effectively for life, more than any other teaching method can deliver.

We best teach by what we do.

There’s a saying among the Tagalogs, “Kong anong nakikita ng mga bata sa kanilang matatanda, yan ay tama”.

(Translation: What the children see on their elders, to them it is right) In Cebuano, the summative effect of parental modeling is expressed in kids’ song: ‘Wakwak imong nanay, wakwak imong tatay, ikaw kay anak man, wakwak kamong tanan. Ayaw kasuko kay tinuod man” (Translation: Your mother is a witch, your father is a witch, because you are their child, all of you are witches.

Don’t be mad because that is true.)

Positive and negative traits are generally established at young age at home. Certain characteristics may remain with them into adulthood and define how they behave

in society.

That is why cursing, swearing and utterances of bad words is taboo in our family in consonance with the Christian-Protestant traditions on holistic healthy living. Not to carry my own chair, you won’t hear anyone cussing in the family from my grandparents down to my grandchildren.

My father had only two commandments he wanted us to remember and live for life which he himself observed: Do not gamble and do not steal.

A gambler sooner or later ends up doing a lot of immoral and illegal things to sustain the vice. One who does not steal observes the rest of the commandments: he doesn’t harm his neighbor, take away his neighbor’s wife and other possessions, and deprive the neighbor’s children of their future. By so doing he honors his parents and pleases his God. Again, we have to nourish our kids with virtues and inspiring observable behaviors of our very own.

Despite everything, our kids will at one time or another commit mistakes as everyone else. Let us always give them another chance. We must refrain from condemning them. We must not lose faith in our children. We have to continue trusting them.

We must shower them with

love and understanding, the balm to heal sick relationship.

Home is a responsive moral and social relationship.

Now we move to the role of the young, especially their responsibility to their parents.

There is one in the Ten Commandments of God where a reward is already assured to those who could follow?

That is No.5 {Exodus 20:12} that says “Honor your father and your mother so that you may live long in the land that the Lord your God is giving you.”

How could the young honor their parents?

Primarily, to grow and live lives that will make their parents happy and proud of.

Parents are richly honored seeing their children giving their best to what they are doing, or what they are tasked to do, no matter how small or humble it is.

No pride and joy can match that of parents in having diligent and conscientious students, and kids, in their adult life, becoming honest and reliable members of society, of being decent success in whatever endeavor they address their lives to.

Finally, parents are honored watching their kids raise children of their own into truthful, honest, decent and responsible citizens of the land, upholding at all times the values and virtues they learned at home. The game

is passing it forward. Indeed, the child is the father of the man.

In conclusion, we reap what we sow. You sow a whirlwind, you harvest a hurricane. You sow lies, you harvest revulsion. You sow fear, you harvest hatred. You sow love, you harvest peace.

Barangay Madaya situated at Pangantucan West was one of the blessed barangay to have Alternative Learning System (ALS) that will cater young and adults who want to learn and become skilled worker.

ALS in Barangay Madaya started in the year 20152016 and up to the year

There were 45 learners and more activities were done like sport fest, summer camp, feeding , search Miss and Mr. ALS district level and awarding of outstanding students. At present Ma’am Juvy Rojo is the teacher of Alternative Learning System teacher.

Grade 1 teacher of Madaya Elementary School identified the needy pupils in grade 1. They are the pupils who came from the distance places. They walk one kilometer from their home to school. Upon reaching the school they were tired and hungry because of this reason, they can’t cope the lesson well.

One teacher has the heart to volunteer every Saturday to bring the lesson to their home. Teacher motivated the children to listen to a Bible story and recite memory Verses.

Bible stories and Bible Verses molds the children in their spiritual values, that God love them and care for them anytime.

After listening to a story, teacher taught the children in reading the sounds of letters to begin-

ner readers, she taught reading of words and sentences to the developing readers. It amazed her to teach children in need especially that these children have positive response. As a reward teacher served them bread and juice to fill their empty stomach.

When teacher say goodbye, they will always say, we love you teacher, please comeback.

The quality and content of fathers’ involvement matter more for children’s outcomes than the quantity of time fathers spend with their children.

Family learning can also provide a range of benefits for parents and children including improvements in reading, writing and numeracy as well as greater parental confidence in helping their child at home. The attitudes and aspirations of parents and of children themselves predict later educational achievement.

International evidence suggests that parents with high aspirations are also more involved in their children’s education.

Overall, research has consistently shown that parental involvement in children’s education does make a positive difference to pupils’ achievement.

Certain publication for Children, Schools and Families also highlights the importance of partner-

ship between parents and schools to support children in their learning, and how greater support will be provided for parents to involve them in their child’s education (in the early years and throughout school).

Most children have two main educators in their lives – their parents and their teachers. Parents are the prime educators until the child attends an early years setting or starts school and they remain a major influence on their children’s learning throughout school and beyond. SM Foundation distributes hygiene kits to Marawi evacuees In an effort to help people who are affected in the Marawi crisis, SM Foundation Inc. (SMFI) distributes personal care packages to the evacuees.

A total of 2,200 families received the hygiene kits from SM Foundation, Inc. during the distribution in Barangays Balo-I, Pantar, Tangcal, Maigo, Tubod and Sultan Naga Dimaporo in Lanao del Norte.

Aside from the hygiene kits, SM Foundation also distributed 1,800 mosquito nets to the affected families.

Living by its motto “People Helping People,”

SM Foundation activates its charity campaign, Operation Tulong Express, which aims to answer the

call of those who have been affected by the crisis.

Recently, SM Foundation, Inc. also donated per-

sonal care packages and radios to the brave soldiers who were injured during the battle in Marawi City.

Before this Court is a verified petition for correction of entry in the certificate of live birth of ALIMATAR TALON BOTAWAN dated April 19, 2017 and which reads in part: 1. Petitioner is of legal age, married and resident of Centro Poblacion, Sagay Poblacion, Sagay, Camiguin where he may be served with the orders and other processes of this Court; 2. Respondent is the incumbent Local Civil Registrar of Poona Bayabao, Lanao del Sur whose office is located at the Municipal Hall, Poona Bayabao, Lanao del Sur where he/she may be served with the orders and other processes of this Court; 3. Petitioner was born on 10 May 1953 to spouses TANDOKI L. TALON and CAMUSA I. BOTAWAN but his birth was belatedly registered with the Respondent on August 18, 1998 under Registry No. 98-174, cop of his Certificate of Live Birth (COLB) is enclosed as Annex “A”; 4. When he secured an NSO copy of his birth certificate, he was surprised to learn that his date of birth was erroneously entered therein as 10 (day) May (month) 1945 (year) instead of 10 May 1953; 5. Petitioner has been using his correct date of birth 10 May 1953 since he came to reason and all his records bear the date of birth 10 May 1953 as evidenced by his Official Transcript of Records, Service Record, Voter Certification, GSIS Ecard, Driver’s License, Home Development Mutual Fund and Senior. Citizen IDs copy of which is hereto attached as Annexes “B”, “C”, “D” and “E”, respectively; 6.Thus, in order to straighten his birth records and to avoid confusion that may adversely affect him in the future, his year of birth entry must be corrected; 7.Petitioner submits that nobody will be prejudiced by granting this petition.

Finding the aforesaid petition to be sufficient in form and substance, it is hereby ordered that the same he set for hearing before this Court on November 23, 2017 at 8:30 o’clock in the morning.

Let a copy of this Order be published at the expense of the petitioner in a newspaper of general circulation in Lanao del Sur or Marawi City or Iligan City for three (3) consecutive weeks.

The Local Civil Registrar of Poona Bayabao and the Civil Registrar General, or any person or party who has interest in the petition, may file his/her opposition thereto within fifteen (15) days from notice of this Petition or from the last day of publication of this Order.

Further, let this Order be posted for fifteen (15) days prior to the date of hearing in the Bulletin Board of the Local Civil Registrar of Poona Bayabao and the Bulletin Board of this Court, at the expenses of the petitioner.

The petitioner is directed to notify this Court of the publication of this Order not later than three (3) days before November 23, 2017.

Furnish copies of this Order, together with the copies of the petition to the Local Civil Registrar of Poona Bayabao, the Hon. Solicitor General, Makati City; and the Hon. Civil Registrar General, Philippine Statistics Authority (PSA), Sta. Mesa, Manila.

SECTION 4. DEFINITION OF TERMS. – As used in this Ordinance, the following terms are hereby defined as follows:

4.1 Dengue - an acute infectious disease caused by a flavivirus (species Dengue virus of the genus Flavivirus), transmitted by aedes mosquitoes, and characterized by headache, severe joint pain, and a rash – also called breakbone fever, dengue fever.

4.2 Stagnant Water - motionless water, not flowing in a stream or current, also known as standing water.

4.3 Establishments - hotels, motels, dormitories, commercial buildings, lodging and boarding houses, apartments, hospitals, libraries, museums, offices, malls, markets, supermarkets, movie houses, schools, colleges and universities and other similar institutions.

4.4 Aedes aegypti - is a genus of mosquitoes originally found in tropical and subtropical zones, but now found on all continents except Antarctica.

4.5 Focal Spray - the act of applying, releasing or dispensing a toxic chemical so that it reaches the target organism primarily or wholly in gaseous state.

4.6. Premises – a house or building, together with its land and outbuildings, occupied by a business or house.

4.7 Perimeter- from Latin, meaning “around” (peri) and “measure” (metron), a perimeter is basically a boundary of any kind. In this ordinance it is the boundary of houses, buildings or any establishment.

4.8 Water Containers- any open receptacles such as, discarded tin cans, buckets/pails or “laton” (large plastic bucket/containers of margarine or lard/orocan, empty pots, empty bottles);

4.9 Bodies of water- earth diggings with accumulated water, residential drainage canals

4.10. Water Containing Objects- any object that collects/accumulates water such as (plastic/metal bottle caps, pitcher plants, tires and the like).

4.11. Person-in-charge – those persons in charge of households or lishments.

RESOLUTION NO. 2017-107 AN ORDINANCE PROVIDING MEASURES ON DENGUE PREVENTION AND CONTROL, PENALIZING VIOLATORS THEREOF AND ALLOCATING FUNDS THEREFORE AND TO INSTILL HEALTH CONSCIOUSNESS. Guzman WHEREAS, it is provided in Section 16 of RA 7160, otherwise known as the Local Government Code of 1991 that: Every local government unit shall exercise the powers expressly granted, those necessarily implied therefrom, as well as powers necessary, appropriate, or incidental for its efficient and effective governance, and those which are essential to the promotion of the general welfare. Within their respective territorial jurisdictions, local government units shall ensure and support, among other things, the preservation and enrichment of culture, promote health and safety, enhance the right of the people to a balanced ecology, encourage and support the development of appropriate and selfreliant scientific and technological capabilities, improve public morals, enhance economic prosperity and social justice, promote full employment among their residents, maintain peace and order, and preserve the comfort and convenience of their inhabitants; WHEREAS, the Local Government Unit of Kabacan, Cotabato sees it imperative to address dengue to avoid outbreaks from happening, and saving the lives of its constituents in doing so; WHEREAS, as per record, dengue cases have increased and it poses a significant health problem; WHEREAS, seen as a community-based problem, there is a significant need to intensify community awareness, responsiveness and participation to control or eradicate, completely, the vector of dengue; WHEREAS, being a vector-borne disease, dengue is transmitted by an infected mosquito (Aedes aegypti) which breeds in clean stagnant water and can spread very easily;

SECTION 5. PROHIBITED ACTS. The following acts are declared prohibited by this Ordinance:

a. Stockpiling of water in open water containers for more than seven days within the premises and perimeter of houses and establishments. b. Leaving empty open water containers or water containing objects within the perimeter of houses and establishments; c. Leaving of uncleaned or unmaintained open containers or water containing objects filled with water in the premises of houses and establishments; and . Maintaining undrained bodies of water within the perimeter of houses and establishments.

SECTION 6. DUTIES AND RESPONSIBILITIES OF PERSONS-IN-CHARGE. Person-in-charge shall:

a. Search and destroy breeding sites of mosquitoes. b. Protect self. c. Allow inspectors acting under Section 12 which may include members of the Task Force, entry into the premises and perimeter of houses and establishments during regular business hours for the purpose of inspecting its compliance with this ordinance.

WHEREAS, the mosquito can fly 50 meters to 400 meters away from the breeding site and its biting time is from 8:00 am to 6:00 pm

SECTION 7. PENALTIES. The following penalties shall be imposed on violators of this ordinance:

AN ORDINANCE PROVIDING MEASURES ON DENGUE PREVENTION AND CONTROL, PENALIZING VIOLATORS THEREOF AND ALLOCATING FUNDS THEREFORE AND TO INSTILL HEALTH CONSCIOUSNESS.

SECTION 1. TITLE. – This Ordinance shall be known as the “AKSYON BARANGAY KONTRA DENGUE SA BAYAN NG KABACAN”.

SECTION 2. PURPOSE. It is the purpose of this ordinance to safeguard public health and ensure the well-being of all its constituents by protecting them from Dengue.

SECTION 3. COVERAGE. This Ordinance shall apply to all persons, whether

a. Violation of Section 5 for person-in-charge of houses: i. ii. iii.

First Offense- Two (2) hours Community service Second Offense – P250.00 Third and Subsequent Offenses – P500.00

b. Violation of Section 5 for person-in-charge of establishments: i. ii. iii.

First Offense- Four (4) hours Community Service Second Offense – P500.00 Third and Subsequent Offenses – P1, 000.00

SECTION 8. CITATION TICKET SYSTEM. Violators of this ordinance shall be informed of their violation and the penalty associated with it by means of a Citation Ticket with the following guidelines:

a. The Municipal Treasurer shall formulate and facilitate the printing and reprinting of Citation Tickets. b. Official booklets of Citation Tickets shall be issued by the Municipal Treasurer to the Barangay Treasurer of the respective barangays and the former shall issue the same to duly authorized enforcers within ninety (90) calendar days of the effectivity of this ordinance. c. A Citation Ticket shall be issued to the person/s liable for any violation of this ordinance upon finding of the violation by duly authorized enforcers. d. A Citation Ticket shall contain the following information: i. ii. iii.

Checklist of the violations under this ordinance The penalty associated with each violation; and Due date for compliance with the obligations imposed by the ticket.

e. When Citation Ticket is issued to a violator, the violator shall report to the Barangay Treasurer’s Office within five (5) regular business days after such issuance, where he/she shall render community service and/or pay the corresponding violation committed. f. The Barangay Treasurer’s Office shall keep a duplicate of all Citation Tickets issued to violators as well as all other records of violations of this Ordinance.

SECTION 9. ENFORCEMENT. Aksyon Barangay Kontra Dengue Task Force.

A task force shall be created to aid in the implementation, enforcement and monitoring of this ordinance, protect the people, as well as to conduct information and education campaigns and capability building programs, that will inform the constituents and train enforcers of this Ordinance.

The task force shall be chaired by the Punong Barangay and shall have the following as members:

SECTION 10. DUTIES AND RESPONSIBILITIES OF THE TASK FORCE.– Other than (1) receiving, reviewing and processing reports and complaints, serving of citations and notices (2) attending regular Task Force meetings, and (3) deputizing enforcers and enforcing the other provisions of this Ordinance, the Task Force, headed by the Barangay Council Chairman shall have the following respective duties and responsibilities:

a. Barangay Council Chairman: 1. Conduct Massive Information campaign on the preventionand control of dengue.

2. Conduct information campaign relative to Ovicidal / Larvicidal Trap System. (OL-Trap) as a strategy to control and detect impending dengue outbreaks.

3. Intensify the conduct of monthly Clean-Up Drive in the barangay.

4. Render report base on their performance on dengue control and prevention to the Office of the Mayor on quarterly basis. b. Council chairman on Committee on Health: 1. Assist the Barangay Council Chairman in overseeing the implementation on the duties and responsibilities of the Task Force. c. Barangay Council Members: 1. Make Aksyon Barangay Kontra Dengue, including the implementation of this Ordinance, a part of the barangay health program and appropriate funding under the general budget of the barangay government unit.

d. Barangay Health Workers: 1. Conduct inspection activities as provided in this Ordinance.

2. Assist in promoting awareness of this Ordinance.

e. Barangay Nutrition Scholars: 1. Conduct inspection activities as provided in this Ordinance.

2. Assist in promoting awareness of this Ordinance.

f. Day Care Workers: 1. Conduct inspection activities as provided in this Ordinance in the houses and establishments of day care pupils.

2. Conduct information and education on dengue control and prevention among day care pupils and their parents or guardians 3. Assist in promoting awareness of this Ordinance.

g. Barangay Treasurer: 1. R equest and receive from the Municipal Treasurer the Citation Ticket.

2. Issue booklets of Citation Tickets to the enforcers on this Ordinance.

3. Collect / receive fines by violators and submit report on its collection.

4. Facilitate the release and allocation of funds and the renumeration of enforces share in accordance with the provision for sharing of proceeds derived from the collection of fines, penalties, generated resources and appropriated budget. h. Purok Officers: 1. Assist in promoting awareness of this Ordinance in encouraging Purok members support and participation on its implementation and enforcement.

2. Monitor Purok members in the compliance of this Ordinance.

3. Conduct inspection activities as provided in this Ordinance. i. School Principals: 1. Ensure the conduct of information and education on dengue prevention and control to all school children and their parents / guardians; 2. Ensure strict compliance of this Ordinance in the school premises and perimeter.

3. Assist in promoting awareness of this Ordinance.

SECTION 11. ENFORCEMENT ON HOUSES AND ESTABLISMENTS. – Ninety (90)calendar days after the effectivity of this Ordinance, inspection team/s composed of the members of the Aksyon Barangay Kontra Dengue Task Force shall conduct inspection of all houses and establishments to determine their compliance with the provisions of this Ordinance. Regular inspection shall

thereafter be conducted at least twice a year. The inspection team shall provide the persons-in-charge of the houses and establishments the primer of this Ordinance. The inspection team shall issue a Citation Ticket against the violators upon finding of non-compliance with or any violation of this Ordinance.

Re-inspection of houses and establishments shall be done on any day after the issuance of Citation Ticket, but in no case more than ten calendar days after such issuance. If the person-in-charge of houses and establishments fails to comply with the duties and obligations stated in this Ordinance upon re-inspection, the inspection team shall issue another Citation Ticket and request the assistance of the Barangay Council members for the enforcement of this Ordinance.

SECTION 12. CIVILIAN PARTICIPATION IN ENFORCEMENT. – Within thirty (30) calendar days from the effectivity of this Ordinance the Barangay Council Chairman shall deputized the barangay health workers, barangay nutrition scholars, day care workers, and purok officers as enforcers of this Ordinance.

SECTION 13. INFORMATION DISSEMINATION. – Within sixty (60) calendar days from the effectively of this Ordinance, the Municipal Mayor through the Public Information Officer shall: a. Provide at least one copy of this Ordinance to every Barangay Government Unit, Municipal Treasurer and Municipal Health Officer. b. Provide primer of this Ordinance for every Barangay Government Unit, Municipal Treasurer and Municipal Health Officer.

SECTION 14. PUBLIC BILLBOARDS, NOTICES IN BARANGAYS. – Upon effectivity of this Ordinance, the Task Force shall put up information campaign materials in conspicuous places within the Barangay Government Unit to notify the public of the restrictions and sanctions imposed by the Ordinance.

SECTION 15. CONDUCT OF ORIENTATION, SEMINARS AND TRAININGS. –Within Sixty (60) calendar days from the effectivity of this Ordinance and periodically thereafter, the Health Officer with the assistance of the Health Education and Promotion Officer and the Sanitation Inspector shall develop and conduct a series of orientation, seminars and trainings for the enforcers of this Ordinance, at least one for each Task Force.

SECTION 16. SURVEILLANCE. – The Municipal Epidemiology and Surveillance Office shall monitor Dengue cases and provide data to the Barangay Government Units, Municipal Mayor, Sangguniang Bayan, Provincial Health Office and DOH Regional Office.

SECTION 17. FOCAL SPRAY. – Focal spray shall only be used to control dengue during epidemic or outbreak.

SECTION 18. FUNDING a. An initial funding to defray the expenses necessary for or incidental to the implementation of this Ordinance in the amount of One Hundred Fifty (P150,000.00) Pesos shall be sourced from the fund of the Municipal Government to carry out its duties and functions. b. An initial funding to defray the expenses necessary for or incidental to the implementation of this Ordinance in the amount of Ten Thousand (P10,000.00) Pesos shall be sourced from the fund of the Barangay Government to carry out the duties and functions of the Task Force. c. Every year thereafter, at least One Hundred Thousand (P100,000.00) Pesos shall automatically be included in the Annual Budget of the municipality and at least Ten Thousand (P10,000.00) Pesos for the barangay for the implementation and enforcement of this Ordinance.

SECTION 19. SHARING OF PROCEEDS FROM THE ADMINISTRATIVE PENALTIES. - The amount of the corresponding penalty paid by a violator to the Barangay Treasurer shall be apportioned where the equivalent of thirty percent (30%) shall accrue to the enforcer as incentive.

The remainder of the proceeds from penalties collected as payment by violators, after deducting the amounts that shall accrue to the enforcers shall form part of the general fund of the Barangay Government Unit.

SECTION 20. SEPARABILITY CLAUSE. - If any provision or part of this Ordinance is declared invalid or unconstitutional, the other parts or provisions thereof shall remain valid and effective.

SECTION 21. REPEALING CLAUSE. - All ordinances, orders, or rules and regulations inconsistent with the provisions of this Ordinance are hereby repealed or modified accordingly.

SECTION 22. EFFECTIVITY. - This Ordinance shall take effect 15 days upon approval and upon compliance with Section 59 (c) of RA 7160.

just to follow Jesus in the wilderness. There were rewarded by Jesus in forms of healing, miracles and the food they had eaten. To be good it pays.Ephesians 6:8”knowing that whatever good thing each one does, this he will receive back from the Lord, whether slave or free.

TRO for the five cases.

Moreno is reportedly facing 48 dismissal orders and 20 criminal cases with the Sandiganbayan involving various anti-graft charges. The latest dismissal order was 18 cases ordered by the Ombudsman last August 30, 2017. The 18 dismissal orders also carried the filing of criminal cases with the Sandiganbayan. A few weeks ago,

the Office of the President ordered Moreno to answer the charges against him – not a motion to dismiss.

to meet the yearend deadline to pass it?

Under the Comprehensive Agreement on the Bangsamoro (CAB) signed by the government and (GPH) and the Moro Islamic Liberation Front (MILF) in March 2014, the draft BBL crafted by the joint GPH-MILF Bangsamoro Transition Commission (BTC) is supposed to be certified as urgent by the President.

It’s a race against time, as it was under the Aquino administration, because the BBL is supposed to transform the peace agreement signed by the executive department into an enabling law that would pave the way for the creation of a new autonomous political entity called the ‘Bangsamoro,’ to replace the 27-year old Autonomous Region in Muslim Mindanao (ARMM).

The ARMM’s next election is on May 13, 2019.

Unless the Bangsamoro is passed, the ARMM elections will proceed as scheduled.

December 2017 was targeted as the passage for the BBL because the Commission on Elections needs six months to prepare for a plebiscite to ratify the law, or by June 2018, and at least a year transition period, unless Congress decides to extend it until May 2022.

Priority bills On August 29, the LEDAC released a list of 28 priority bills for Congress to pass, the BBL not among them.

Abella told a Malacanang press briefing then that the BBL was not on the list of priority bills “but I’m sure it is priority. I’m sure it is of high concern.”

The draft BBL was apparently an afterthought, “to be added” to the list to make it 29 as Senate President Aquilino Pimentel III told MindaNews on August 30 that “BBL (is) to be added per motion by Presidential Legislative Liaison Office (PLLO) chief Adelino Sitoy.”

Dureza’s description of what happened at the LEDAC on the topic of BBL was “short and brief. No discussions even,” he told MindaNews.

Asked on August 18 if he would be the principal sponsor the BBL bill, Pimentel told MindaNews he was “willing to be author” but “have to sked discussion with my legislative staff.”

Asked if the bill would be filed the following week, Pimentel said, “not even sure if next week. Discuss pa namin (we will still discuss).”

Alvarez sent no reply to the same questions MindaNews asked Pimentel.

“Gameplan” Duterte convened a meeting on September 14 in Malacanang with the 20-member Bangsamoro Transition Commission that crafted the draft BBL, Pimentel and Alvarez, Dureza

and members of the government’s peace implementing panel, 10 days after he met with the BTC and MILF chair Al Haj Murad Ebrahim also in Malacanang.

BTC chair Ghazali Jaafar after their September 4 meeting with the President told MindaNews the President would convene a meeting with them and the Congressional leaders”for further discussion of BBL.” But no discussion on the BBL was done.

A member of the BTC who requested not to be named said they left Malacanang with a heavy heart as they were told there are “plans that are at the ‘confidential phase’ and that they will inform us of the ‘plan’ at the right time. In short, the draft BBL has no sponsor yet.”

One member was reported to have stood up to stress the urgency of passing the BBL as an instrument of peace and that the President is “privileged by history to end the conflict by passing the BBL.” But the source said the administration’s track is “constitutional amendment then legislation.”

The Duterte administration is pushing for a shift from Presidential, unitary system to a federal form of government. The shift requires amending the 1987 Constitution.

Dureza told reporters in Malacanang after the Sept. 14 meeting that the President will present a “gameplan” to ensure the passage of the law.

“In short, just some kind of roadmap that the President would like to present to the MILF and the BTC on how to see to it that he complies and he is true to his commitment that he will husband the BBL to its logical conclusion,” CNN Philippines quoted Dureza as saying.

Dureza said the Office of the President was still working on the “gameplan” with the Congress leaders.

Counting the days

According to the legislative process posted on the website of the House of Representatives, once the bill is filed with the Bills and Index Service, it is numbered and copies are reproduced. Three days after its filing, the bill is included in the Order of Business for First Reading where the Secretary General reads the title and number of the bill and the Speaker refers the bill to the appropriate committee or committees.

Pimentel had earlier told MindaNews that the draft BBL would be refered to the Senate Committee on Local Governments. The Committee is headed by Senator Edgardo Angara.

It is not clear which committee the draft BBL would be referred to in the House of Representatives.

According tot he process, the committee evaluates the bill to determine if there is a need for public hearings or merely a committee discussion.

The committee hearings on the BBL under the Aquino administration took seven months. Congress adjourned without passing the law.

Based on the result of the public hearings or the committee discussions, the Committee “may introduce amendments, consolidate bills on the same subject matter, or propose a substitute bill” then submits its report to the Plenary Affairs Bureau for registration and numbering, for inclusion in the Order for Business and referred to the Committee on Rules which then schedules the bill for second reading.

The draft BBL will be consolidated with three other bills on the Bangsamoro: HB 0092 or Bangsamoro Basic Law filed by Maguindanao Representative and Deput Speaker for Mindanao Bai Sandra Sema on June 30, 2016, which is a re-filing of HB 4994 under the Arroyo administration; HB 6121 or Basic Act for the Bangsamoro Autono-

mous Region (BABAR) by former President and now Pampanga Rep. Gloria Macapagal Arroyo on August 3 and HB 6263 or Bangsamoro Basic Law by Lanao del Norte Rep. Mohamad Khalid Dimaporo on August 24.

On Second Reading, the Secretary General reads the number, title and text of the bill which is followed by a period of sponsorship and debate; period of amendments and voting.

“The amendments, if any, are engrossed and printed copies of the bill are reproduced for Third Reading,” it said, adding that copies are to be distributed to all the members of Congress three days before the final reading.

The operation of the SMC brewery complex in Misamis Oriental would be the second in the province with Asia Brewery Inc., which started to operate in El Salvador City in 1992.

The industrial zone in Misamis Oriental straddles along the coastal towns of Tagolo-an, Villanueva, and Jasaan where other major plants and ports are located.

Among the existing plants are the Steag coalfired power plant, the Fil Invest coal-fired power plant, the P50 billion CocaCola bottling plant and the Mindanao International Container Terminal.

Edito Mapayo, editorin-chief of Pinas Balita in Surigao City claimed he was punched by Dapa vice mayor Francisco Gonzales.

Mapayo said he was covering an event in Pilar town for the launching of a service delivery network on a pilot polyclinic adopted from the Cuban Model at Pilar District Hospital with Health Secretary Paulyn Jean B. Ubial and several provincial and municipal officials when Gonzales saw him, moved closer to Mapayo and punched him several times.

“I was punched three times on my head and he tried to knock me down. I covered my head with my arms and tried to avoid his punches,” Mapayo told MindaNews.

Aside from publishing articles in his local newspaper Mapayo also pitches his stories to radio stations in Surigao City.

King dela Rosa, a reporter of RPN-DXKS who witnessed the incident said “I cannot believe what I saw today. It’s barbaric act and unbecoming.”

Mapayo said Gonzalez got mad at him when he wrote an article about an alleged corruption case and his suspension from the anti-graft court few months ago regarding the illegal purchase of heavy equipment.

Mapayo is preparing to file cases against the vice mayor.
