MALAYBALAY CITY -Bukidnon Gov. Jose Ma. Zubiri Jr. personally told Land Transportation Franchising and Regulatory Board (LTFRB) officials Tuesday that he will look into the swift formulation of the province’s local public transport route plan. Zubiri made his remarks after two LTFRB officials - Technical Division chief Joel Bolano and Region 10

director Aminoden Guro paid a courtesy call on him as the PUV modernization information caravan rolled by his province. Division and Schools Monitoring, Evaluation and Adjustment (MEA): An Essential Technology for the Schools and Division Planning and Decision Making By RAUL A. DECHOSA

CAGAYAN DE ORO CITY -- Department of Education (DepEd) Division of Cagayan de Oro City under the leadership of Dr. Jonathan S. Dela Pena, Schools Division Superintendent, and Dr. Alicia E. Anghay, Assistant Schools Division Superintendent, is constantly conducting a quarterly Monitoring, Evaluation and Adjustment (MEA) Conferences through the initiative of the focal person, Dr. Raul A. Dechosa, Senior Education Program Specialist for Monitoring and Evaluation. MEA Technology in the Division level is divided into two category: The Division Monitoring, Evaluation and Adjustment (DMEA) which is administered every 2nd and 4th Quarter of the calendar year and the Schools Monitoring, Evaluation and Adjustment (SMEA) which commence every 1st and 3rd Quarter. This technology is anchored on DepEd Order No. 44, s. 2010 about the adoption of the Key Reform Thrust (KRT) No. 3: Quality Assurance and Accountability Framework (QAAF) which paved the way of the installation of the Quality Management System (QMS) in the Department of Education to ensure the Delivery of Quality Basic Education, provide a strategy to promote transparency and accountability in governance, provide framework for assessing quality system performance, and establish public service quality standards. MEA Technology in the school level and Division level aimed to effectively monitor and evaluate the Key Performance Indicators (KPI’s) under ACCESS which include the school enrollment, dropout rate, repetition rate, etc. and KPI’s under QUALITY which include the Na-

tional Achievement Test Results and the Periodical Test Results, and KPI’s on GOVERNANCE which include the monitoring of the school downloaded funds. Secondly, it aimed to immediately respond to issues and concerns affecting the effectiveness of programs and efficiency of programs delivery and to provide immediate feedback on the efficacy and weaknesses of program implementation at the school level vis-a-vis SIP and AIP implementation. The MEA tool contains all the data requirements relative to the school implementation of mandated processes and school-based initiated interventions for continuous improvement. This serves as the data collection tool to the quarterly progress monitoring and evaluation and a facility to establish school data bank. Data gathering techniques involves Data Mining technique, Pareto Analysis, Segmentation, Forecasting, and Characterization. Key Performance Indicators which found to be challenging in the school level will be subjected to the Technical Assistance (TA) among Education Program Supervisors and Public Schools District Supervisors. In the recently conducted SMEA on September 2-4, 2019, it was found out that dropout rate among public elementary and secondary schools is considered on the top most priority concern of schools and Division Office personnel under ACCESS indicator. However, under QUALITY indicator, it was found out that Mathematics and Science competencies were among the least mastered skill by both elementary and secondary students. Schools and Division officials strategically initiated actions on these concerns by implementing programs and projects that mitigate dropout rate and low performance.

PCOO eyes gov’t comm training center in Xavier U

CAGAYAN DE ORO CITY -- The Presidential Communications Operations Office (PCOO) is eyeing a possible partnership with Xavier University on the plan to establish a strategic government communication academy in Northern Mindanao. As the Cabinet Officer for Regional Development and Security for Region 10 (Northern Mindanao), Communication Secretary Martin Andanar offered to collaborate with the university in creating a program to intensify literacy efforts and provide immersion opportunities to students. “As an (alumnus), I would like to reach out (and extend) any assistance I can give while I am here, by means of paying forward, for this institution and the students as well,” Andanar said as he briefed Xavier’s key heads on the proposed training facility during a recent meeting. Heinous Crime: The Second Chance

NAAWAN, Misamis Oriental (MindaNews / 21 September) -- Heinous crime convicts who are sentenced to reclusion perpetua or imprisonment for life are not entitled anymore to good conduct time allowance because, if not for the abolition of death penalty, they would already be dead. You don’t give any allowance to the dead; there’s no point. Death is the final solution to end the menace and to secure society from the threat of a soulless criminal. But for the abolition of death penalty, the deadly criminals have to be confined in maximum security prison for life for the same purpose as putting them to death. And they ought to remain there until they have fully

served their sentence and would no longer pose a grave threat to the security and peace of society. However, while a life sentence is a prison term that typically lasts for one’s lifetime, our laws – the Revised Penal Code, prescribes a maximum detention period of 40 years, and RA 4103 – the Indeterminate Sentence law - even allows the possibility of early release through parole or pardon for good behaviour and other meritorious reasons. Hence the grant of good conduct time allowance to prisoners applies and is in consonance with the spirit and practice of existing laws. In the light, however, of the public uproar on the release of heinous crime

prisoners under the GCTA law, there might be a need to amend the Revised Penal Code, the Indeterminate Sentence Law, and any other related laws and issuances to explicitly prescribe that heinous crime convicts shall in no circumstance be entitled to early release. It shall be mandatory for them to serve their term and shall only be freed for good behaviour after 40 years of imprisonment. Is it not discriminatory to exclude lifers from the privilege of early release enjoyed by the rest of prisoners? It might be but we cannot help but discriminate them because of the gravity of their crimes and the hazards and threat they pose to society. Society has

to protect itself. By such exclusion are they not being deprived of a “second chance” in life? Actually, giving them a life term instead of death as a sentence, despite the unspeakable gravity of the crime they committed, is already giving them a second chance. Spared from death, a lifer is given a new leash in life, a chance to review and to renew his life - to redeem himself. MANILA -- The Department of Trade and Industry (DTI) is seeking an initial PHP200 million to PHP300million revolving fund for the implementation next year of a new law supporting the innovation activities especially of micro, small and medium enterprises (MSMEs) and enable them to become part of the global market. DTI Secretary Ramon Lopez said the law, the Philippine Innovation Act, provides a revolving grants fund of PHP1 billion sourced from the General Appropriations Act (GAA), and will be administered by the National Innovation Council (NIC). “We are making an appeal to Congress, the Senate as we deliberate on the budget to include this part (revolving fund) that is included in the law but was not included yet (in the budget) kasi halos sabay, bagong labas yung law at the same time nagde deliberate na sa budget for

Dar assures safeguards in place on rice imports By LILYBETH ISON

MANILA -- Agriculture Secretary William Dar on Monday assured that safeguards are in place, such as increasing tariff on imports, against over importation of rice as one of the measures to stabilize the supply and price of the commodity. This, as the DA has started the investigation on the excessive importation of rice particularly with the forthcoming main harvest season. “We have started investigations and we expect to complete them by (the) end of September or early October,” Dar said in a statement. Currently, the Philippines could only produce 93 percent of its total national rice requirements, while the remaining 7 percent is imported. “We have to holistically and systematically protect the consuming public and much more, our small farmers,” Dar said. “So, I have taken the necessary steps and the direction where we will enforce legal measures during these times when we have greatly exceeded the volume needed to fill up the slack in national rice

supply, most particularly in Metro Manila and major urban rice consumption centers,” he added. This measure is in line with Republic Act 8752 (Anti-Dumping Act of 1999), where government can impose anti-dumping duties on imports of any product, including rice and other basic food items, that are priced way below the current fair market value. Another option is to impose stringent sanitary and phytosanitary (SPS) and inspection measures of rice imports. Dar said that to date, some 2.4 million metric tons (MT) of rice has already been imported, which has gone beyond what is needed by the country. “We will protect our small farmers by not allowing additional imports especially this main harvest season. We want them to benefit from the respectable farmgate prices of palay set by the government through the National Food Authority (NFA),” he said. As teacher for several years in the field, patience level of our students is declining while disrespectful, rudeness, insubordination and unpredictable behavior is rising. Reasons could be varied: due to pressure, influence to alternate sources of knowledge like internet or violence shown in movies, TV series, and video games. Youth now- a day will just say “Hi Maam” instead of the usual respectful greetings or courteous words. My co-teacher experienced yawning of students during her class which is a more obvious sign of boredom or students packing up of their bags and things to signal the end of class even if there is still enough minutes left.

Misbehaved and disrespectful students were frequently sent to the guidance office which would mean that they will miss valuable instruction time. At first, I have to address a problem behavior as soon as it starts to prevent negative behaviors from intensifying. I have to talk to this student in private. Setting classroom rules, expectations, and consequences is necessary for them to know how I will respond to disrespectful students. I always remain calm and I praise positive behavior so that others will get challenged. Strong teamwork with parents is very much necessary.

There were 5 elementary schools participated, namely City Central School (CCS), Bulua Central School, XU Grade School, Bayabas Elem. School and Puerto Elem. School. The contest was held on August 24, 2019 @ 2:00 P.M. at Cagayan University Gym in this city. The CCS Extreme Movers was composed of 15 privileged pupils selected among the 100 pupils who joined in the audition from Grades 3 – 6 level who were equally talented and capable

During my first class in the course Curriculum Development, the term has been defined as the process of selecting, organizing, evaluating learning experiences in the basis of the needs, abilities and interest of the learners and the nature of the society and community. With these thoughts, I have learned that a certain leader should know the package of what it takes to be a leader. A leader is someone that knows how to select, organize, evaluate and even develop. I have learned also that

Engaging in the course called Curriculum Development, I realized that the course that I have was very beneficial to my career as of now. As Rogers and Taylor 1998 says that Curriculum Development describes all the ways in which training or teaching organizational plans and guides learning. It can take place in an institutional setting like a school, college, training center or in a village or in a field. It is a central to the teaching and learning process. Being one of the leaders of the division therefore, I can apply whatever things that our professor professes in this course. Just like in identifying what learning is needed and decides on the type of training you need to provide to meet the learning needs. Also, I realized that we should

plan very carefully the training so that learning is most likely to take place. Then deliver the learning so that learning does take place and the last but not the least is to evaluate the training so that there is evidence that learning has taken place. DTI pushes stronger collaboration among gov’t agencies, private sector in creating inclusive innovative industries PASAY – Department of Trade and Industry (DTI) Secretary Ramon Lopez underscored the agency’s commitment in pursuing inclusive innovation in various industries through greater collaboration among other government agencies and the private sector as the world enters the Fourth Industrial Revolution (Industry 4.0). “In line with President Rodrigo Duterte’s vision of a future where all Filipinos have a better life, we are determined to create an inclusive as well as innovative culture and environment where everyone can advance even at different paces to ensure that no Filipino shall be left behind in Industry 4.0,” said Sec. Lopez. During the 2019 Inclusive Innovation Conference on 23 September, Sec. Lopez shared collaborative efforts of government and private sector in improving the country’s technology, human capital, as well as

institutional framework in preparation for Industry 4.0. “DTI has been working with the Department of Science and Technology (DOST), Department of Information and Communications Technology (DICT), as well as the National Economic Development Authority (NEDA) to drive this endeavor. We are committed to provide support to those who need assistance in adopting advanced technologies and adapting to new realities while ensuring that the positive impact and benefits of Industry 4.0 innovations are felt by all of us in our country, regardless of geography or generation,” DTI chief said. “Innovation is the best way for the Philippines to prepare for future production. According to Sec. Lopez, these new technologies include use of AI, as well as investments to upgrade and introduce new processes, products, services, or business models. Among the priority sectors identified under the SIPP are innovation, R&D activities, and startups.

DTI and BOI are also prioritizing the development of electric vehicle (EV) industry in the country, through the proposed EV Incentive Strategy program. It will provide comprehensive fiscal and non-fiscal support to enable the traditional motor vehicle industry to shift to EV and begin its development. NEDA Secretary Ernesto Pernia shared that the new globalization is characterized by volatility, uncertainty, complexity, and ambiguity. He added that to address these challenges, the Philippines needs “voice, unity, consultation, and agreement”. “While Industr y 4.0 technologies will drive the Philippine industries forward, any significant digital transformation will require new business models and workforce reskilling. It is therefore critical for the country to be proactive in dealing with these challenges,” said Sec. Pernia.

That petitioners are husband and wife respectively in a marriage performed under Civil rite 0n October 12, 2012 at Malaybalay City, Bukidnon, both petitioner’s had been converted to Muslim and thereby embraced Islam Religion as their new found faith, by virtue of their respective intellectual choices which were duly registered with this court, both of them can be served with summons and other legal process relative to this case at their residents at Mimbalot, Buruun, Iligan City and P2, Pines Vill., Linamon, Lanao del Norte, respectively; That said marriage did not last long due to lack of love and affection until the relationship manifested incompatibility and sustained misunderstanding between petitioners and reached the point of irreconcilability and they separated for Five (5) years now, they decided to separate live physically in bed and board, thereby, executed Memorandum of Agreement in order to formalize their separation. Since there separation, they had never been communicating or supporting either financially or emotionally to each other, neither minding each other affair’s; Petitioner’s seek judicial decree of divorce, thereby, severing their marriage bond on October 12, 2012, so that they will have free hand to do what a single man or woman could do without marital burdens. Reconciliation between them has already been diligently employed but all proved futile. Building a Child-Friendly Educational Environment By PUREZA V. CAMONIAS

In recognition of ever y child’s imminent contribution to the society, the Philippine government enacted laws and policies that uphold children’s rights, well-being and holistic development. The 1987 Philippine Constitution provides that the State shall defend the right of children to assistance, including proper care and nutrition, and special protection from all forms of neglect, abuse, cruelty, exploitation and other conditions prejudicial to their development (Article XV Section 3 [2]). As a signatory to the Convention on the Rights of the Child (CRC), the Philippines is obliged not only to defend children’s rights on survival, development and participation in government but also, to provide them with progressive and accessible education that is consistent with the child’s human dignity. To this end, the Department of Education (DepEd), in collaboration with its partners and stakeholders, guaranteed an environment that is conducive

The rite last Saturday capped a two month-long quest in searching the best student media writers of Northern Mindanao. The task to select the best budding journalists in this part of the country was too tedious that it took a total of seven judges to choose the best entries – three for each category. Even then, it was a close call to select the cream of the crop. Along with its primary mandate to provide quality basic education service for all learners, DepEd also undertook mechanisms that was anchored on the Child Friendly Schools (CFS) framework of the United Nation Children’s Fund (UNICEF) that “serve the whole child”. In this framework, the school must be rights-based, child-friendly and characterized as “inclusive, healthy and protective for all children, effective with children, and involved with families and communities - and children” (Shaeffer, 1999). Accordingly, a rights-based, child-friendly school is both childseeking and child-centered. While actively identifying the excluded children and encouraging them to enroll and participate, the school must also act in the best interest of the child. DepEd unceasingly endeavors to take on several programs to fulfill its part on building a rights-based and child-friendly environment for the Filipino children. One notable achievement of the department is the issuance of DepEd Order No. 40, s. 2012 or the Child Protection Policy

Some initiatives for inclusive education are Special Education Program (SPED) for learners with disability, Madrasah Education for Muslim learners, Indigenous Peoples Education (IPEd) for the indigenous communities and Open High School Program (OHSP), an alternative secondary education program through open learning modality, for youths and adults. To promote effective learning, DepEd offered special programs and diversified its curricular offerings to achieve over-all development. Some of which are Special Program in the Arts (SPA), Special Program in Foreign Language (SPFL), Special Program in Journalism, Special Program in Science, Technology and Engineering and Special Program in Sports. DepEd also supported the continuing professional development of its teachers and non-teaching personnel with its adoption of Learning Action Cells (LACs) strategy. To ensure a healthy, hygienic and safe learning environment, DepEd recently launched the OK
