Shortage of tech-voc in Misor trainers imminent

CAGAYAN de Oro City-Misamis Oriental will have a shortage of technical and vocational trainers next year, said Technical Education, Skills and Development Authority (Tesda) Provincial Director Leo Velez.

Velez issued the statement after an estimated 1,000 of the 1,500 trainers based here will expire their licenses next year.

He said that many of the 1,000 trainers who will expire their licenses cannot renew them because of the requirement mandated by law that they must undergo three years of experience in the industry they are specializing before they will be accredited again.

Although many of the trainers in technical and vocational educational institutions in Misamis Oriental have minimal industry experience, he said they have spent years in the academe honing students to become successful technical and vocational graduates and landing them jobs here and abroad.

Velez said he is saddened that once they expire their licenses, the tech-voc trainers will be hired by the Department of Education (DepEd) which also maintains a tech-voc training under its senior high school tracks.

CAGAYAN de Oro City-The Bureau of Customs (BOC) Collection District 10 recently conducted a series of anti-smuggling operations that resulted to the seizure of a total of P215 million worth of various goods including a 498-ton used general cargo ship.

Xavier Ateneo community recollects stories of atrocities

CAGAYAN de Oro City--On the National Day of Protest, some members of the Xavier Ateneo community had assembled in solidarity for a mass inside the University Church of the Immaculate Concepcion of the Blessed Virgin Mary Church and for a prayer vigil that succeeded outside.

Held on the afternoon of Thursday, September 21, the same day that marked the 45th anniversary of former President Ferdinand Marcos’s notorious and unprecedented declaration of Martial Law, victims of the era’s atrocities were honored for their valor against authoritarian rule.

While various forms of protests had been staged across the country, Xavier Ateneo in Cagayan de Oro City conducted a more solemn approach, but with the same message that preached the recognition of human rights, the strengthening of justice, and the aim for peace.

Aligning his homily’s message to the Gospel about responding to God’s call, Xavier Ateneo Jesuit Community rector Fr Mars Tan SJ challenged the university’s students, alumni, faculty, staff, and guests to stand firm in their faith amidst the nation’s tumultuous times and take their part in valuing its democracy.

“We must protect the values that Jesus Christ has taught us. These are the sanctity of life, the right of anyone to live, to be free,” he encouraged.

“These values will guide our nation according to God’s plan. Therefore, we must uphold and defend them,” Tan continued.

On the steps outside the church, black-and-white photographs of the victims were posted on standees. Displayed with them were papers

containing words of protest that were printed on their fronts. “Never forget,” one page showed. “Never again,” another read. On their center, an enlarged image of the iconic headline that announced the declaration stood on its own, some of the letters masked by the gleaming reflection of the candles’ flames on its plastic cover.

As songs were sung between prayers, there was a collective silence when XU’s VP for mission and ministry Irene Guitarte reflected on human rights before the crowd. Stating the fundamental articles that define human rights according to the United Nations’ Universal Declaration of Human Rights that was summarized in 1948, she added verses from the Bible to complement the definitions.

“All human beings are born free and equal in dignity and rights,” she recited, reading the first article before supporting it with Jeremiah 1:5.

The fate encountered by the Martial Law victims that resulted from prevalent abuses stood as clear violations of their rights as human beings, and with extra-judicial killings now recurring in the present scene, Guitarte hopes that this threat would cease and will alarm those living in comfort and privilege.

“As we rejoice in the gift of our own lives and give thanks for the freedoms we enjoy, we remember all those who are not free,” she stated.

“Through our commitment to prayer, may we be open to commitment in practice.”

The truth in history As a university, Xavier Ateneo eliminates politicizing.

But with the commitment to social justice, its community adheres to the truth in history based on the testimonies of both victims and victors.

It says the Duterte administration “recognizes the fear and indignation of the people against repetition and perpetuation of such human rights violations and all other failings of the government.”

It further states that the President “is in solidarity with the people’s call against all excesses and shortcomings of the government, and with the people’s desire to uphold

highest standards of integrity, efficiency and accountability in government.”

“I urge all protesters to act within the bounds of the law, maintain a peaceful conduct of rallies, marches and demonstrations, be vigilant of possible infiltrators who may instigate violence in an effort to provoke the police and other law enforcement authorities, and avoid causing any undue inconvenience to their fellow citizens,” Duterte said. One aim of the XU Mission and Ministry is to further educate the students with historical facts and encourage them to be vigilant in the present.

The mass may be scheduled daily in the university’s church, and prayer vigils are held commonly in an academic institution run by the Society of Jesus, but these are venues where students could learn beyond the classroom and their program’s curriculum.

“The prayer vigil is our way of commemorating the victims,” Xavier Ateneo’s Na-

tional Service Training Program (NSTP) director Dennise Edwina Gonzalez shared. She hopes that their testimonies will educate the students and the residents of the city about the extent of abuse an authoritarian government could do.

The prayer vigil concluded with a prayer composed by Cardinal Luis Antonio Tagle DD and read by one student who volunteered.

the stakeholders in public and private entities to participate in the two important events.

The five-day PSIS workshop/seminar would tackle important security approaches in a changing environment where technology has become a cutting edge. The SOPI convention would also dig into the critical understanding of disasters, catastrophes, and other fortuitous events – both natural and manmade. When a man is caught unaware of disasters that strike at an instance, it is knowledge and technical responses that could save lives.

The technical knowledge

and calculated responses in addressing emergency and disaster could be learned through disaster and resilience training and seminars.

The SOPI is undertaking a national convention in October to encourage both private and public entities to be aware of the importance of upgrading one’s applicable knowledge in disaster and emergency preparations and responses.

Based on this, there is no mistaking the intentions of Jesus, that it was not only to the disciples and believers who were with Him when He was still here on earth that He gave salvation, and the work of proclaiming His Word and saving souls based on His Word.

the PSIS train people to become a certified security professional (CSP). A title that carries the capability of the individual to meet and preempt all forms of security threats.

Without disabusing their capabilities, even the active and retired military officers undergo the PSIS training to gain the CSP title. The CSP title is now required for any individual (including retired military officials) to handle the security needs of multi-national companies, which employ hundreds and thousands of people.

The SOPI training falls mainly about safety in the workplace. The safety officer compliments with the security officer in carrying out important emergency and safety measures in the workplace. The Department of Labor and Employment (DOLE) has required big companies to have an accredited safety officer’s task to handle the safety of employees in the work-

place. With the advent of climate change, disasters, and other calamities, the SOPI is embarking on various measures to make the company management and their safety officer resilient in any emergency condition.

While the process of the selection of gaining a CSP accreditation is very stiff and competitive, the organizers deserve the support of the government and its private counterparts. There is now a move to require all heads of the government’s Civil Security Units (CSU) to hire only CSP accredited personnel. The measure is being pushed in order to professionalize the government’s security administration.

Otherwise, the government CSU would be likened to a bunch of “hitmen” and “goons” of government officials. The PSIS, however, have to confer with the Civil Service Commission (CSC) on the issue of accrediting and requirements to become an eligible CSU head or managers. The ongoing PSIS workshop here is a good start for both the private

Ph exporters confident of double-digit growth in 2017 Exporters are confident of a double-digit growth this year on the back of projected firming recovery of major markets, efforts to double funding for overseas product promotions and the peso’s depreciation.

Speaking during the recent 3rd quarter general membership meeting, Philippine Exporters Confederation Inc. (PHILEXPORT) President Sergio R. OrtizLuis Jr. cited recent business surveys and industrial production data pointing to a firming up of the recovery in the United States (US) and Europe, with the US economy showing renewed strength into next year.

The US followed Japan as the top exports markets for the Philippines in July 2017. By economic bloc, the European Union (EU) member countries ranked third, following East Asia and ASEAN member countries.

Ortiz-Luis said trade between developing countries, or South-South trade, is also projected to reach one-third of world trade by 2020.

He pointed that the BRICS bloc, or Brazil, Russia, India, China and South Africa, is betting more on “blue ocean” for development given their abundant natural resources and strong growth momentum.

WTO raises world trade growth forecast for 2017 to 3.6% The World Trade Organization (WTO) on Thursday strongly revised upward its forecast for world trade growth this year to 3.6 percent from previous estimate of 2.4 percent, citing the resurgence of Asian trade flows and recovering demand for imports from North America.

This year’s projected trade growth would represent substantial improvement from lackluster 1.3-percent rise in 2016, reflecting the continued forecast risk arising from deep uncertainty about near-term economic and policy developments.

“Stronger growth particularly in China and the

United States (US) boosted demand for imports, which spurred intra-Asia-trade as demand was transmitted through regional supply chains,” the WTO said.

It attributed higher Chinese demand in the first half of 2017 to solid growth in industry and even stronger growth in services.

Financial conditions in Asia also improved, contributing to business and consumer confidence.

It noted the partial recovery of oil prices in 2017 also appears to have provided some support for investment this year in the US after growth slowed abruptly last year, particularly in the energy sector.

The WTO pointed out the import content of in-

vestment tends to be higher than other components of gross domestic product (GDP), noting “a recovery of expenditure in this area would be expected to have an outsized impact on import demand.”

“Export orders have strengthened signalling sustained trade momentum in second half of 2017,” it said.

However, the WTO added the rapid pace of trade growth in 2017 is unlikely to be sustained next year, citing the weak base year and the expected tightening of monetary policy in developed countries.

This, as the Federal Reserve gradually raises interest rates in the US and the European Central

Closing the gap in collaboration and knowledge transfer between academy and industry in the Philippines is important to support and sustain the growth of micro, small and medium enterprises (MSMEs), according to an official from the World Intellectual Property Organization (WIPO).

“There is an information gap. Academy doesn’t know what MSMEs are doing, and MSMEs do not really know what can they find in academic institutions, how large the knowledge there, and how ready these institutions are to develop solutions for them,” said Olga Spasic, a counselor on knowledge transfer and IP commercialization with WIPO’s SMEs and entrepreneurship division.

In her presentation at a business conference on intellectual property (IP) and knowledge creation September 20 in Manila, Spasic underscored the need to help Philippine MSMEs increase their competitiveness to ensure inclusive economic development.

BOC’s green lane still on ice

With no reports of port congestion so far, the green lane facility of the Bureau of Customs (BOC) will continue to be suspended as the agency’s selectivity system goes under scrutiny, Customs Commissioner Isidro Lapeña said.

“The suspension of the green lane continues,” the new customs chief said in a press briefing on September 13. He said they had been monitoring if the suspension would cause congestion at the port and was informed it has not.

“There’s no need to lift kasi wala namang (since there’s no) congestion. Let... all these (green lane) cargoes pass through the x-ray,” he said.

Lapeña said the suspension, which began on Aug. 30, will “continue as long

as needed” while BOC is still reviewing its selectivity system. This has led to shipments now being directed to the yellow or red lane.

The suspension came amid congressional inquiries about a shipment of methamphetamine hydrochloride (shabu) worth P6.5 billion that slipped past BOC because it was directed to the green lane.

Shipments tagged for the green lane are not reviewed and inspected, while cargoes bound for the yellow lane are subject to documentary review. Shipments tagged for the red lane undergo both documentary review and physical or non-intrusive inspection.

Section 3. Regulated Act. The sale and marketing of unhealthy foods and drinks inside and outside the school premises within 100-meter radius in the City of Kidapawan is hereby regulated,viz:

AN ORDINANCE REGULATING THE SALE AND MARKETING OF UNHEALTHY FOODS AND DRINKS INSIDE AND OUTSIDE THE SCHOOL PREMISES WITHIN 100-METER RADIUS IN THE CITY OF KIDAPAWAN.

Be it enacted by the Sangguniang Panlungsod of Kidapawan in session, that: Section 1. Statement of Policy and Objectives. The City Government adheres with the provision of Section 16 of the 1987 Constitution of the Republic of the Philippines, thereby declares the policy to protect and promote the right to health of the people and instill health consciousness among them. It further support the campaign of the Department of Education per DepEd Order No. 13, s. 2017 or its policy and guidelines on healthy food and beverage choices in schools.

Section 4. THE ROLE OF THE CITY GOVERNMENT. The City Government through the Office of the City Mayor shall be responsible for the implementation of the provisions of this ordinance. As such, it shall:

The adherence to such policies specifically intends to: 1. Promote healthy diets and positive eating behaviors among the learners and their stakeholders; 2. Provide healthy eating environment by making available healthy, nutritious, and affordable food choices in schools and their premises; 3. Ensure that schools and their premises shall serve as a venue for the development of desirable eating habits; and 4. Lessen if not eliminate malnutrition cases in the city especially among the school-aged group.

3.1 No individual and/or Business Establishment shall cause the sale of unhealthy foods and drinks inside the public and private school campuses; 3.2 No individual and/or Business Establishment/s within 100 meter radius from public and private schools shall cause the sale of unhealthy foods and drinks to elementary and secondary pupils/students; 3.3 No individual or group of individuals shall conduct promotion, advertisement, sponsorship of unhealthy foods and drinks inside the public and private school campuses; 3.4 No individual and/or Business Establishment/s within 100 meter radius from public and private schools shall conduct promotion, advertisement, sponsorship of unhealthy foods and drinks to pupils/students in elementary and secondary schools.

Formulate the implementing rules and regulations for the effective enforcement of this ordinance, in coordination with concerned agencies; Coordinate with the Department of Education, Business Permit and Licensing Division, and other concerned agencies for the conduct of comprehensive education-information drive on the provisions of this ordinance.

Prepare semi-annual report on the progress of implementation of this ordinance.

Conduct periodic monitoring in schools and their premises within 100-meter radius in the City on the compliance of the act regulated herein.

Section 5. Penalty. Violation on any of the provisions of this ordinance shall be penalized as follows:

Section 8. Effectivity Clause. This Ordinance shall take effect upon compliance of the mandatory posting and publication requirements prescribed under Republic Act No. 7160, otherwise known as the Local Government Code of 1991.

container vans were consigned to Kornet Express Inc. The shipment arrived last January 3, 2017.

Aside from an information gap, another key challenge is the cultural gap between industry and academy. Spasic noted how local MSMEs see public researchers as scientists “living far away from real-life issues, not able to develop simple solutions.” On the other hand, academia does not see working for MSMEs as a worthy research or scientific challenge, but more of doing small engineering services for a fee.

“Neither academic institutions nor MSMEs have seen research as the major engine for improving the competitiveness of MSMEs in the Philippines,” noted Spasic.

Another obstacle is diverging interests, where academies are interested in long-term scientific research while MSMEs are looking at simply solutions that can be applied immediately.

The lack of financial incentives for both sides is also a deterrent. “Currently MSMEs really have insufficient incentive to create R&D and to engage engineers and scientists, so there is a gap that needs to be overcome,” added Spasic.

To promote collaboration between the two sectors, Spasic said it is important to position public research institutions to be seen as a key lever for the competitiveness of industry.

There’s also a need to identify the needs and expectations of MSMEs and make such information available to academic institutions “in order to find which academic institutions can contribute and can respond to these expectations.”

Spasic also suggests bringing together key stakeholders around a shared approach and methodology to foster support for MSMEs and amplify their competitiveness.

She said that if academicians and entrepreneurs can be made to “get to know each other, make connections, and work together,” then it would be easier to introduce IP as a collaboration tool.

“IP, if managed and used in the proper way, is not an obstacle,” she added. “It is actually pushing for collaborations.”

Spasic said they have seen “how revenues from collaborations where we have a huge transfer of knowledge are even higher than from a simple licensing agreement.”

She continued that while reshaping relations between industry partners and academic institutions can be initially started on a small scale, the desired end goal is to scale it up to the level of a national policy.

Leo Madrina, TeacherIn-Charge of Hinamaybay Elementary School, said two English and Science volunteer teachers who are Lumads are now teaching the grade 7 and grade 8 students who will be transferring to the new threeclassroom school buildings.

Already, the Lumad teachers have been tasked to work on the orthography of Higaonon dialect and the materials will be given to the tribal leaders for validation.

Davao to host SEA-US submarine cable system DAVAO CITY – President Rodrigo Duterte cited Globe Telecom for choosing Davao City as the host of its USD250-million Southeast Asia-United States (SEA-US) submarine cable system for it reinforces the capacity and resiliency of the country’s information system.

The President lauded the project as it would also improve communication capacities, better access to basic services, increased competitiveness, and build smarter cities.

In a speech read for him by Presidential Communications Operations Secretary Martin Andanar, the President said that choosing Davao City as host of the project will generate more investments and create job opportunities not only for Davao, but also in Mindanao.

Duterte also expressed optimism the project would complement the national broadband plan of the government aimed at improving the internet connectivity in the country.

sidelines of the ceremonial launch of the SEA-US cable system at Seda Hotel Friday, Andanar said the project is laudable as this will cause faster internet access in Davao and Mindanao.

He said it is the first cable submarine system which is connected through Davao bypassing earthquake zones in the north.This makes the system more resilient and less susceptible to signal interruptions caused by natural calamities.

“This is really advantageous for the citizens of Davao City and Mindanao,” he said.

Ernest Cu, Globe president and CEO, said Davao will benefit from this system getting the best connectivity going out of the country.

He said the system is the first cable run in the country and resilient in relation to other cable currently operating.

“This means quicker interconnection via the internet which we call in technical terms – latency,” Cu told said in an interview with reporters.

In this project, Globe is investing US$100 million.

“The cable system is a consortium between four companies in the United States, Hawaii, and Guam.

Cu said the project has been completed and the cable is already carrying traffic since late July.

“This will level up connection. As we build capacity usage goes up as well. And so we have to keep up as the country catches up in terms of building up wireline infrastructure given the fact that we focus on mobile for many years,” Cu stressed.

Cu said that with faster connection, Davao can host and address the growing information and communications technology requirements of BPOs, financial institutions, internet service providers, and other content providers in the south.

The SEA-US cable system is connected to the Globe cable landing station in Barangay Talomo which houses the Power Feed Equipment necessary to run the system.
