Programs for families affected by anti-drug campaign a priority of DSWD As the anti-drug campaign crusade of the Duterte administration intensifies, the Department of Social Welfare and Development (DSWD) affirms that there are programs and services available for families and children affected by the campaign.

DSWD Undersecretary for Protective Services Program (PSP) Vilma B. Cabrera explained that the Department has existing programs to support the needs of families whose head of households surrendered to authorities or were killed because of the campaign against drugs.

“We offer livelihood and

protective support for the families whose head of households were slain and for orphaned children, the DSWD provides educational support so that they will not be forced to become out-ofschool youth,” Usec.

Cabrera further explained.

Through the Sustainable Livelihood Program (SLP), the DSWD partners with public and private institutions to provide training programs that will help enhance the skills of its participants to become selfsustaining and productive citizens.

The Department also provides immediate financial assistance to

affected families through its Crisis Intervention Unit (CIU) which offers burial, medical, education and transportation assistance.

Usec. Cabrera emphasized that these programs are not limited to families affected by the anti-drugs campaign and can be availed by qualified poor families who are in crisis situation.

For recovering former drug users, the agency leads the recovery and reintegration phase which provides assistance for the medical treatment, recovery, and livelihood of recovering drug dependents.

If it comes to a point where the child affected becomes orphaned or has no relative/ custodian because of the anti-drugs campaign, the DSWD is ready to take them under custody by providing temporary care and shelter in DSWDrun centers and institutions or under communitybased care support through foster care.

Usec. Cabrera also clarified that the budget of the DSWD for 2017 does not yet include funding specifically for programs designed for the anti-drugs campaign since next year’s budget was already submitted to the Department of Budget and

Management (DBM) prior to the height of the war on drugs.

Nevertheless, the Department has already requested for special funding for the war on drugs campaign, particularly for support, rehabilitation and after care of those affected.

For her part, DSWD Secretary Judy Taguiwalo expressed that there is really a need to increase the budget of the various centers and institutions of the Department to ensure that the services here are implemented effectively towards the recovery of the needy, especially those who have no relatives to take care of them.

More Than a Bomb In the pandemic of hallucinogens threatening the sanity of Philippine society, the war between norm-fighters and norm-breakers must not be at center stage. The fight should have been between narco-politicians and drug lords, and a C-4 bomb. Why waste your bullets?

Let us know the normfanatics: they are the finemannered small army of turf-takers—the restless gannet or the self-appointed “prophet”-dodo whose end is imminent. They are the oust-Duterte-faction here and in New York who think the mindset of the country’s president cannot anymore be tamed to bend to their self-serving and oligarchic or “colonial master” leanings. After Duterte sits for only 85 days, 700,000 drug users and peddlers have surrendered while the supply of illegal drugs becomes as rare as diamonds (good sign). General Bato Dela Rosa does not yet say “finished” but we already feel the impact of a genuine drug war sans epals that we had been so accustomed in the previous administrations.

What took other lead-

So we now better understand why the likes of senator Leila Delima struggles to discredit president Duterte. These norm die-hards should rather help our society plagued by narcotics trade, crime and corruption.

They should have stopped from obstructing the new administration’s efforts to maintain their grip on power. Or could they be “kicking against the pricks”?

The real war should be fought against the drug business protectors and their franchise holders, and the beneficiaries of old systems that no longer produce profit to the racketeers. There is reason to believe that they have raised resources to unseat Duterte or assassinate him. They want to take back what could have become scarce since Duterte has taken the helm—the wand of the oligarchs, the classical racket in public offices, the billions of pesos lost because the National Bilibid Prison ceased to be the Trade Center on Drugs.

all these endeavors should be grounded on a working spiritual life where piety and doctrinal formation should continue to grow.

I told them to develop a keen interest in the goingson of society and the country in general as reflected in the media that now includes the social media in the Internet.

They ought to know the issues, especially those with strong spiritual and moral implications, and the different resources they can use to positively contribute in

clarifying those issues.

I encouraged them to be broad-minded so they can participate in a meaningful discussion of the issues. This can mean the ability to apply the catechetical points to the issues involved, knowing how to make the necessary adaptations without compromising the doctrine of the faith. This will require some special training, and of course, the grace of God. I cautioned them to be prudent and always positive in their approach, but also sharply aware of the usual dangers. They have to learn to hold their horses, especially when the topic becomes contentious, and to do a lot of self-deliberation, that should include prayer and study, before they open their mouth or take the pen.

There were actually many other things I told them, but I focused more on the need for them to always be charitable in their interventions in the media. This is where I told them about the

need to distinguish between good and bad exclusivity that the pursuit of truth would inevitably involve.

With so many hot-button issues nowadays, it’s important to know that the exclusivity of truth does not degenerate into bigotry, narrow-mindedness, bitter zeal and self-righteousness.

These, sad to say, are the common subtle anomalies that many so-called ‘good people’ succumb to.

A good exclusivity of truth will always search, uphold and defend the truth in charity with all the other virtues that charity would engender. It practises the charity of Christ. A bad exclusivity will do it without charity and would rather stick to its own version of truth. It is a rather subjective kind of truth that is searched, upheld and defended.

A good exclusivity knows how to be patient and kind in its expressions. It is See cimagala, page A11

DTI to IT-BPO sector: we are your partner Industry expected to be $250 B-worth by 2022 MAKATI—Department of Trade and Industry (DTI) Secretary Ramon Lopez assured the information technology and business process management (ITBPM) industry that it can rely on the government as is its partner in carrying out plans, during the general membership assembly meeting of the Information Technology and Business Process Association of the Philippines (IBPAP) on 22 September.

In his keynote speech,

Sec. Lopez emphasized the important role that the IT-BPM industry plays in enhancing the country’s competitive advantage as a premiere destination for voice and non-voice services.

“The Philippines has been growing at more than twice the global market growth rate over the past five years,” he said, adding that the total global opportunity for outsourced IT-BPM is expected to grow from $166 billion to $250

billion by 2022.

With the demand expected to double by 2022, the trade chief called on industry players to work with the government in pursuing a new gameplan that will enable the industry to sustain its positive growth trajectory, create more jobs and contribute to inclusive growth.

As the IT-BMP Industry Roadmap 2011-2016 nears conclusion with target revenues of up to $25 billion and an employee base of

1.3 million by year end, the new industry roadmap 2017-2022 is slated to be made public next month.

Sec. Lopez added that the IT-BMP sector’s contribution translates to a high value added of about $19,000 per capita by year end, which is projected to further level-up as the sector aims to acquire higher value projects on software development, healthcare information management, creative services and products and engineering services.

“Our objective in our partnership with you in this next phase is to create an ecosystem that will further foster sustained and more inclusive growth for the IT-BPM sector,” Sec. Lopez said, as he expressed hope that IBPAP will continue promoting the country’s competitive advantages and growth potential in both existing and new areas of outsourcing.

In the same juncture, Sec. Lopez outlined policy reforms and other govern-

ment initiatives for the ITBPM industry, including the implementation of the Training for Work Scholarship Program (TWSP), which has benefited more than 230,000 graduates from 2010 to May 2016.

The team, who performed the operations from September 12 to 21, was composed of two surgeons, one guest physician, two anesthesiologists and two nurses.

Now on its 18th year, the Put a Smile project was organized by Interplast Australia, a not-for-profit organization working to improve the quality of life for people with disability as a result of congenital or acquired medical conditions such as cleft lip palate or burn scar contractures. They do this by sending fully qualified Australian and New Zealand volunteer plastic and reconstructive surgeons, anesthetists and allied health professionals elsewhere in Asia Pacific to provide free surgical treatment for patients who could otherwise not be able to afford access to such services.

Here in Cagayan de Oro, they’ve been hosted since 1998 by the Rotary Club of Cagayan de Oro. It is the Rotary Club of Cagayan de Oro which coordinates the entire program, helps the visitors identify and screen beneficiaries, provides security and inland transportation and their other needs.

The surgery for a patient usually takes an hour.

Such operations cost around P100,000 here in the Philippines or A$20,000 in Australia but Interplast Australia conducts it for free in Cagayan de Oro City.

XU BSBA studes ready for feasibility study

AROUND 70 Business Administration students from Xavier University are almost ready to showcase their feasibility study products and service for the next three semesters.

This, after the students were able to successfully complete Mrkmn 3 or Product Development. Divided into 55 groups, the students from five sections all under the tutelage of instructor Tracy June Dy proudly presented their proposed products and services at the SBM Lobby last Wednesday afternoon.

Of course, all these proposed products and services were preapproved by Dy. And boy what a lineup it would be next semester. There’s gonna be a homemade ice cream made of cucumber. There will also be an all-veggie burger.

And there will be choco cake with bits of squash in it. Ain’t that exciting?

According to Dy, students were turned into instant chefs since they must propose unique and new products that could compete in the mainstream market.

“Since they are taking

up this course because they’re aiming to become entrepreneurs, then we are really molding them into one. So I usually ditch proposals which are common enough. The students must be very innovative,” Dy said.

It’s a tall order yet the students are quite

enjoying it based on the beaming faces during their Mrkmn 3 culmination.

Yet it will be a long way to go. From Mrkmn 3, they will now enter the feasibility stage next semester. Each proposal will be thoroughly scrutinized before the

students will be given the go-ahead to implement their respective projects for the next two semesters after that.

Then graduation beacons. By then, the BSBA students of Xavier University are ready to become full-fledged entrepeneurs.

EE tops Regional Quiz Show championship ILIGAN CITY -- A team of five BS Electrical Engineering students won first place in the 30th Regional Quiz Show during the recently concluded 12th Regional Student Conference of the Institute of Integrated Electrical Engineering Students of the Philippines, Incorporated - Council of Student Chapters (IIEE-CSC) on September 15-17, 2016, hosted by Mindanao State University-Iligan Institute of Technology (MSU-IIT).

The team members were Christian Cahig (4th year), Cyrus Jacinto (5th year), Jeric Verano (5th

year), Jake Villanueva (4th year), and their team leader Leonardo Nogas (5th year) with coach Prof.

Rogelio Bersano.

The Regional Quiz Show consisted of three rounds, each with five questions.

Each round contained easy, average, and difficult questions worth one, three, and five points respectively.

The questions were on Electrical Engineering concepts and Mathematics problems.

The conference was participated by nine other schools, namely: Cagayan de Oro College Phinma, Camiguin Polytechnic State

College, Central Mindanao University, Lyceum of Iligan Foundation, MSU - Marawi, Mindanao University of Science and Technology, St. Peters College, and Xavier University.

MSU-IIT and the second placer, Central Mindanao University will represent Northern Mindanao to vie for the National Quiz Show Championship to be held at SMX Mall of Asia on Feb 17, 2017. MSU-IIT also won 2nd Runner Up during the Regional Math Wizard that took place on the same day.

The three-day conference also included sports, cultural, and

special events. Basketball, volleyball, and chess matches were held simultaneously throughout the first two days. Vocal Solo, Popular Dance, and Wanna Be competitions were held during the first day’s cultural night.

The pageant Ms. KakaEEbabe 2016 was one of the major highlights of the conference featuring select representatives from each school. The culminating activity was held at Taytay Resort, Buruun where the awarding ceremony took place.

Trainer’s Training on Development and production of big books/ small books for grades I-III Teachers was held at Loizas Pavillion-Casisang, Malaybalay City last May 31 to June 2, 2016. Three participants each district to participate the said training namely: Mrs. Cristita Toledo-Macapari E/S, Mrs. Cheryll V. OlivaPocopoco E/S and Liza V. Malinao- Damulog Central E/S. I was so blessed that I am one of the participant at that time because we learned a lot though we had two sleepless nights for us to make our output.

We had challenged for the rule which is “NO OUTPUT, NO CERTIFICATE”. But luckily, we had passed all the output needed after the closing program late at 6:30 in the evening on the last day of training.

A week after, the three of us plan for the re- echo seminar workshop in our district to share what we had learned. We passed a training designed and training matrix at the

division office for approval and it was approved last August 31, 2016. We had received the approved papers last September 2, 2016 and scheduled our district re- echo training on September 23-24, 2016.

We will have 1 participant each school to participate the training bringing all the materials needed for them to have presentable output. We expect thirty (30) participants more or less with ten groups composing three nearby school partners to help each other. They will be assign as writer, illustrator and color in .charge. They will make their own story and the three of us trainer’s will serve as the editor before they finalize their output. The big book can hardly reproduce since only the Central School have A3 Printer Unit which is very important in big book making.

Cebu Pacific takes delivery of first ATR 72-600 High Capacity aircraft September 23, 2016 – The Philippines’ leading carrier, Cebu Pacific Air (PSE: CEB), yesterday took delivery of the very first ATR 72-600 High Capacity aircraft at an event in Toulouse, France.

The delivery is the first of a US$673-million order of 16 aircraft that was placed at the 2015 Paris Airshow, which also includes an option to acquire additional ten more planes.

The new ATR 72-600 which will be operated by Cebgo, the wholly owned subsidiary of CEB, features advanced avionics, enhanced performance in Cebu Pacific Air has ordered 16 ATR72 -600 from ATR, the European Turboprop aircraft manufacturer. The deal hot and high environments includes options to acquire 10 more ATR72-600s. ATR-1. and increased cabin space

along with additional seating capacity. The additional seating capacity will help further lower unit seat costs enabling CEB to pass on the benefits through lower fares to its customers.

CEB will progressively replace its current fleet of eight ATR 72-500s – which are configured with 72 seats – with the fleet of 16 new ATR 72-600s, with 78 seats. Deliveries of the ATR 72-600s will run until 2020. While they have scored big, Cascolan however noted a decline in the number of drug surrenderers. “Bumaba yung (There’s a decline of ) drug surrenderers because they don’t know where to go. Binabalik muna natin sila sa kanilang pamilya (We let them return to their families for the meantime),” Cascolan said.

But in the second phase of the campaign, Cascolan said they should have al-

ready addressed bottlenecks of the drugs campaign, more particularly on providing rehabilitation program for drug dependents and establishment of drug rehab centers.

He said the Department of Health (DoH) is already helping the PNP in this aspect. He added that it will already be a whole nation approach when respective agencies like the DoH, the Department of Social Welfare and Development

(DSWD), the Dangerous Drugs Board are involved. ”Meaning the pillars of the criminal justice system are already involved,” Cascolan added.

Meanwhile, Cascolan said the second phase of the drugs campaign may now include gambling, which spiked when the police focused on the Double Barrel campaign. He said police will also pay attention to all kinds of gambling activities.
