CAGAYAN de Oro City-The Land Transportation Franchising and Regulatory Board (LTFRB) will soon release franchises for the new PUV routes in Northern Mindanao, regional director Aminoden Guro said on Friday.

NIA turns over 15 projects to irrigators association in NorMin

CAGAYAN DE ORO CITY -- The National Irrigation Administ rat ion (NIA) turned-over 15 completed irrigation projects to irrigators’ associations in Northern Mindanao.

NIA-10 Regional Manager Constancio Bana-ay Jr. said the projects costing P152 million will benefit 1,906 farmers in the prov-

inces of Bukidnon, Misamis Oriental, and Misamis Occidental.

Five (5) of these are newly constructed communal irrigation projects while the remaining ten (10) are repairs/rehabilitations of existing communal irrigation systems.

USE an accurate demand forecast and proper reporting tools to ensure sales is not fill rooms with lowerrated group business during compressed periods when the revenue managers are yielding up room rates.

Lessons from my father

LET me relate to you an advice I heard from my father, Dr. Alfredo M. Bunye.

My father was my boyhood idol. He was a most important influence in my life.

Because of economic hardships, he supported himself by working as a houseboy of a wealthy Swiss businessman named John Glaiserman in Sta. Mesa, Manila.

Mr. Glaiserman was impressed by the industry of young Alfredo. When young Alfredo sought permission, the businessman readily allowed him to work only in the morning so he could study in the afternoon.

My father became a teacher, a school principal, a lawyer, a penal superintendent and later director of the Bureau of Prisons, which is now called the Bureau of Corrections.

Years later, Mr. Glaiserman went to the Bureau of Prisons to apply for clearance. In his twilight years, Mr. Glaiserman wanted to become a Filipino citizen.

The kind Swiss gentleman was so surprised at the speed by which is clearance was processed. He was even more surprised to have the clearance personally handed to him by his former houseboy, who was now the Director of Prisons.

While already a Prison Superintendent, my father still continued studying.

He finished his Master of Laws at the University of the Philippines and later his Doctor of Civil Laws at the University of Sto. Tomas.

He paid for ward by giving some of the prison employees - who wanted to study – an easier work schedule. One of the prison guards, who took advantage

of this opportunity, also became a lawyer and later a Mayor of Muntinlupa. He was the late Mayor Maximino Argana.

My father once told me: “Whatever you do, never stop dreaming. Never stop learning.”

I can still hear those words today, as clearly as when they were spoken years ago, and I have religiously followed them.

“Whatever you do, never stop dreaming. Never stop learning.”

Stopping the cycle of violence In the course of his long prison service, he had the rare opportunity to act as the jailer of hundreds of Japanese prisoners who had been convicted of war crimes by a military commission immediately after the war.

Japanese sentiment was at its peak. Japanese soldiers, led by a fanatic Admiral, wantonly burned, looted, raped and killed close to a hundred thousand civilians during the infamous Manila Massacre in February 1945.

My own paternal grandfather, Ignacio O. Bunye, was picked up by the Japanese from his house in Alabang Stock Farm on February 3, 1945 , never again to be seen alive. Around the same time, in the New Bilibid Prison, 31 Filipino political prisoners were taken out of their cells by the Japanese and executed one by one on February 3 and 4.

The applicant must submit its Qualification Documents to the address indicated below in the following manner: One (1) Original Copy and Four (4) Photocopies containing a Table of Contents and bound together in ring binders or folders SEALED in an envelope or a box. II. LEGAL REQUIREMENTS

1. Pursuant to LTFRB Memorandum Circular No. 2019-046 (Re: Opening of Applications for the Issuance of New CPC under the Initial Implementation of the Public Utility Vehicle Modernization Program as Approved During the 20th LTFRB Board Meeting), the Land Transportation Franchising and Regulatory Board (LTFRB) lifted the moratorium in the acceptance of applications for the issuance of new CPC to operate public utility vehicle (PUV) services on the following routes, to wit:

1. If CORPORATION or PARTNERSHIP, Certified True Copies of the following documents issued by the Securities and Exchange Commission (SEC): a. Certificate of Incorporation b. Articles of Incorporation or Partnership c. By-Laws of the corporation d. Latest General Information Sheet 2. If COOPERATIVE, Certified True Copies of the following documents: a. Certificate of Registration b. Articles and By-Laws of the cooperative c. Latest Cooperative Annual Performance Report duly issued by the Cooperative Development Authority (CDA) d. Certificate of Accreditation issued by the Office of Transport Cooperative (OTC) III. FINANCIAL CAPABILITY REQUIREMENTS

1. Original or Certified True copy of the latest AUDITED FINANCIAL STATEMENT and duly stamped “RECEIVED” by the Bureau of Internal Revenue (BIR) or its authorized agent banks; or IF NEWLY FORMED LEGAL ENTITY, Certificate of Registration from the BIR.

2. Proof of MANNER OF ACQUISITION for the OFG-compliant units identifying the funding source and with DETAILED FINANCING PLAN, when applicable.

3. PROOF OF SUPPORT from funding source.

4. PROOF OF FINANCIAL CAPABILITY of at least equal to the set-aside bank deposit, duly certified by the depository bank, which is equivalent to ONE HUNDRED THOUSAND PESOS (Php 100,000.00) for Public Utility Buses/Mini-bus and FIFTY THOUSAND PESOS (Php 50,000.00) for UV/Public Utility Jitney Services multiplied by the total number of units for the route being applied for by the applicants, inclusive of the paid-up capital posted by them (e.g.

Php 50,0000.00 x 16 units = Php 800,000.00). The amount is to be used for PUV maintenance, repair and operation.

5. FINANCIAL PROJECTIONS for the first five (5) years of operations, showing detailed revenues and costs, as well as projected demand, including assumptions made.

IV. TECHNICAL REQUIREMENTS

Selection is restricted to partnerships or corporations with at least sixty percent (60%) interest or outstanding capital stock belonging to citizens of the Philippines, and to organizations of a country the laws or regulations of which grant similar rights or privileges to Filipino citizens, pursuant to R.A. No. 5183 and subject to Commonwealth Act No. 138.

4. UNDERTAKING that the units shall be compliant with the specifications and standards under the Omnibus Franchising Guidelines (OFG/DOTr Department Order No. 2017-011) and DTIPNS as mentioned in LTFRB Memorandum Circular No. 2019-13.

5. UNDERTAKING that the applicant/s will immediately comply with the approved LPTRP or DOTr rationalization study.

During the said seminar, the GSIS Board of Trustees were briefed on various PPP modalities which include Build-Operate-Transfer (BOT) schemes, Joint Ventures, divestment, lease, management contract, service contract, real property swap, and concession.

In 2012, GSIS entered into a PPP contract with the Philippine Investment Alliance for Infrastructure (PInAI), considered as the very first private equity fund for infrastructure projects in the country.

The Jimny’s look and body express off-road functionality in every detail, from the tough square form to the 15-inch alloy wheels painted in dark-metallic gray. The angled bumper is optimized for off-road terrain while the square wheel arches allow for easier tire changes. Molded black bumpers, wheel arch extensions and side sills help block pebbles from scratching the body panels. suffered, in one way or another, from Japanese brutality, would have rightly expected my father to use his position to get even with the Japanese.

But to the consternation of many Filipinos and more to the surprise of the Japanese prisoners, he did the opposite. He did not retaliate. Instead, he ordered his guards to protect the Japanese from harm and to treat them humanely.

Dr. Hitoshi Nagai of Hiroshima Peace Institute wrote in a 2011 research paper entitled “Peace Born Out of Tolerance – A Legacy of Alfredo Bunye”: “… there were rarely any incidences of torture, abuse or slave labor at the NBP”. Nagai also wrote of several incidents which reflected my father’s humanitarian treatment of the Japanese prisoners.

In one, Nagai narrated: “In the cells on death row, where two or three prisoners were held in each cell, it was allowed to bring in an electronic stove, and the prisoners made coffee and cooked some dishes. One day, a prisoner who had been sentenced to death and was very shortsighted had his spectacles broken. As his only enjoyment in the prison was reading, he was so depressed, being now unable to read. A few days later, however, new spectacles were delivered to him--they were given by Superintendent Bunye.”

Years later, my father explained to me why: “We must stop the cycle of violence and hate.” Interviewed in Japan in 1952, he explained his action: “My father was victimized by the Japanese... However, I believe it was a step in the process that the world resumes peace.”

That was Dr. Alfredo M. Bunye, my father, my hero.

Earlier, it was learned that under the PUV modernization program, each route must be covered only by one operator – which is a cooperative in nature.

“Duna nay nag-train nga duha ka personnel karon sa Manila and after one month once they come back, we can set up the regional OTC desk here,” Guro said.

Along this line, Guro urged all local government units (LGUs) in the region to submit their respective local public transport route plans to fasttrack the opening of new routes in their respective localities.

The city of Cagayan de Oro has already submitted its LPTRP a month ago with 56 routes, a slight modification from the current jeepneys routings.

One of those which signified their intentions to foray into the PUV business here in Region 10 is CDO TRANSCO or the Commuters Drivers Operators Transport Cooperative.

In an interview, CDO TRANSCO chairman Nestor Babol said they are just waiting for the approval of their franchise to operate a fleet of 50 taxicab units.

CDO TRANSCO is currently operating the SUV route in Cagayan de Oro-Claveria with a total of 18 plying units.

Those who will graduate from the program will be hired as workforce for the construction of 1,500 shelter units as a commitment of UN-Habitat Philippines and the Government of Japan that will fund the project dubbed as Rebuilding Marawi Shelter and Livelihood.

Holcim Helps, the corporate citizenship program of Holcim Philippines, through its Galing Mason Program and TESDA will provide the training program.

Through this program, the workers will develop their knowledge and core skills through formal training and will receive certificates of completion (CoC) to show their enhanced competencies after acquiring the National Certification II (NC II); provide opportunities for sustainable livelihood and employment; support private and government sectors who are in need of construction skilled workers; and help communities live better lives through social investments.

“This project is not only building houses but also a peacebuilding project because we are also building communities and

building partnership,” Rollo said.

In partnership, UN-Habitat Philippines means the people of Marawi, especially those who will occupy the shelters, planned the shelter design, together with the religious sectors.

“The houses are designed by the people, not by the UN-Habitat, not by the Holcim, not by the funder through the mission-vision technical workshop we facilitated in June, this year. During the workshop, we asked the IDPs (internally displaced persons) to give us a vision of a community they want to have,” Warren Ubongen, project manager of UN-Habitat Iligan Field Office said.

Each unit has a lot area of 100 square meter (24 sq.m ground floor, 18 sq.m loft) with toilet and bathroom, kitchen, electrical circuits and outlets, water lines and outlets, 3-chamber concrete septic tank and soil infiltration system.

The structure adopted a masonry wall system, concrete slab ground floor, plain plaster finish, steel floor framing on loft and steel roof framing pre-painted CGI roof sheets.

Architect Orwell Obach, Technical Supervisor of UN-Habitat Philippines, said 122 bags of cement are needed for each housing unit that would cost 205 thousand pesos each house that would cover the materials and labor.

Each unit is estimated to be finished in 21 days.
