AGAYAN de Oro City--Supporters of President Rodrigo Duterte have organized themselves to hold a caravan to counter the National Day of Protest being conducted today by groups opposed to the administration nationwide.

Cedrick Sabio, local chapter head of the newly conceived PRRD Coalition, boasted in a press conference last Tuesday that his group numbered a million individuals coming from the five provinces of Northern Mindanao.

Sabio said his group became a de-facto umbrella after 16 large groups of Duterte supporters and volunteers decided to band together to counter the anti-Duterte propaganda being lobbied by people

and other groups opposed to the President’s policies and how he executes them.

On Tuesday, core members of the group met in the city and invited Political Affairs Secretary Francis Tolentino to induct their officers and Energy Undersecretary Ben Ranque to fire up an inspirational speech, discussing mostly about federalism.

Fr. Chito Soganub: ‘God bless you all, pray for my healing and recovery’

FATHER Teresito “Chito” Soganub was flown to Camp Aguinaldo in Quezon City from Marawi on Monday and was presented briefly in a press conference where he spoke only a few lines: “Salamat saka (Thank you and) I pray for you, God bless you all. Pray for my

healing and recovery. Thank you very much. God bless you.”

Defense Secretary Delfin Lorenzana said the 59-year old Fr. Chito of Norala, South Cotabato, Vicar General of the Prelature of Marawi, was “rescued” in Barangay Sangcay, Dan-

salan, Marawi at 11:45 p.m. along with Lordbin Acopio, 29 of Badiangan, Iloilo.

Lorenzana explained that as the firefight to retake the Bato Ali Mosque from the ISIS-inspired Maute Group progressed “and our troops gained the upper hand, the terrorists were forced to withdraw to nearby structures at the periphery

of the mosque.” As the terrorists were busy repelling the attack, “the troops had the opportunity to snatch Fr. Chito and Mr. Acopio during the melee,” he said.

“The rescue of Fr. Soganub is a very deliberate effort, it’s an intelligence project supported by combat operations, although we cannot give you the details”

for now, said General Eduardo Ano, Chief of Staff of the Armed Forces of the Philippines.

K I DA PAWA N C i t y -Unidentified gunmen shot dead a 39-year-old member of the Citizens Armed Forces Geographical Unit (CAFGU) in the hinterland municipality of Arakan in North Cotabato Monday.

Authorities identified the victim as Jeffrey Bitonio, CAFGU member assigned at Barangay Anapolon in Arakan.

Reports from Arakan Police said the victim was on his way to the town’s Poblacion when waylaid by at least five armed men believed to be members of the New People’s Army (NPA) around 7:20 a.m.

Bitonio sustained several gunshot wounds in different parts of his body, which led to his instant death, reports added.

There was no statement yet from the NPA as of press time if indeed it was their group that executed Bitonio.

Bitonio was the second CAFGU member the NPA killed in Arakan town since July this year.

No confirmation on Fr. Chito's 'conversion' to Islam, says prelate MARAWI City Bishop Edwin dela Peña said they have no information if rescued priest Teresito “Chito” Soganub has indeed converted to Islam.

"We don’t have any confirmation about that. You know, there is no compulsion in religion, so if there is something like that, if something about the issue of conversion is being discussed in the context of the war in Marawi, we should rightfully call it a war, you cannot consider that full conversion," he said.

"There is no substance to it, if you are under duress. You cannot give your full consent. That is what religion is all about. Whatever it is, true or not, it doesn't hold water for me," the Catholic prelate added.

With this, he noted that Soganub is now under the care of the prelature of Marawi.

"Sure, sure. At any moment, we have not abandoned him. We continue to pray for him. And now that he is free, in fact in the afternoon I will be

able to see him for the first time, and I can just imagine how that meeting will be, for the first time after his release. But that is only something between us," Dela Peña said.

It becomes the students who will decide when to end a certain lesson or when to start another one, even to the point of just repeating the topic over and over again until such time a noticeable improvement is observed .It becomes the learners who will choose what they need to learn, even learning the simple ABC’s and identifying letter sounds. It becomes them choosing their most

comfortable way of learning even if it means spending time alone with them and listening to how they hardly read even three letter words without being angry. It breaks every teacher because there are still students who cannot read,comprehend and compete with students of their age. It breaks every teacher’s heart that the lessons and strategies they thought would be wonderful for the students are not effective and sufficient to meet their needs.

Inspite of the heartbreaks every teacher has with the reality stated above, remediation also made every teacher a better version of themselves. The process becomes an avenue for the teachers to be more creative,considerate and patient.

THE Integrated Bar of the Philippines (IBP) on Tuesday urged the Senate to provide a workable budget for the Commission on Human Rights (CHR) for 2018.

This, after the House of Representatives slashed the agency's 2018 budget to a measly P1,000.

In a statement, the group said the House's move is an "affront to the rule of law and anathema to the continued existence and independence of the CHR".

It called on the Senate to do something about the situation.

“In celebration of Law Week, the IBP Board of Governors, by a formal resolution, has urged the Senate of the Philippines to exercise its powers under Section 24, Article VI of the Constitution to propose amendments to the General Appropriations Bill approved by the House of Representatives and thereby ensure that the CHR is provided a sufficient amount of public funds in the GAA for 2018,” the statement said.

proposed budget of P678 million for 2018.

The IBP said the budget proposed by the Senate is more in keeping with the clear and uneqiovocal Constitutional intent behind the creation of the commission.

It added that providing sufficient funding to the CHR would not only give meaning to the Constitution but also to the fundamental policy of the State which is to value the dignity of every human person and to guarantee full respect for human rights.

“The appeal is being made in the context of CHR’s constitutional mandate, the multitude of Filipinos, here and abroad, whose human rights the CHR is dutybound to protect, and the welfare of CHR personnel and their families whose livelihood depends on the CHR, in consonance with the duty of every public officer to be accountable to and to serve the Filipino people, in pursuit of the State Policy to preserve, protect and guarantee the full spectrum of human rights to every Filipino and to each person in the country, and

in obedience to the Rule of Law,” the IBP noted.

Fajardo reminded members of the House of Representatives that CHR was created by the 1987 Constitution as an independent body tasked to look into human rights violations of all persons within the Philippines and Filipinos abroad.

“The IBP believes that the miniscule budget approved by the House of Representatives is anathema to the continued existence and independence of the CHR and is thus an affront to the rule of law,” the IBP said.

On Sept. 12, the House of Representatives, voting 11932, approved the reduction of the CHR's 2018 budget to a meager PHP1,000.

House Speaker Pantaleon Alvarez cited that the House gave CHR such budget due to its failure to perform its mandate to protect the human rights of all Filipinos.

Several senators, including Senate President Koko Pimentel, said they would fight for the restoration of the PHP678-million budget for the agency as initially proposed by the Department of Budget and Management.

DA okays upgrade of Gensan fish port GENERAL Santos City--The Department of Agriculture (DA) is working on another major expansion and upgrade for the city’s fish port complex as it moves to make it at par with other international fish ports.

Engr. Ginalyn Cachuela, manager of the Socsksargen Area Development Project Office (ADPO), said Monday the DA central office has approved the conduct of a feasibility study for the modernization of the General Santos City Fish Port Complex (GSFPC) in Barangay Tambler here.

She said DA’s Philippine Fisheries and Development Authority, which operates the GSFPC, prepared the terms of reference for the study.

“The fish port is nearly two decades old so there is really a need to improve its facilities,” Cachuela said.

She said the DA central office has lined up for this quarter the procurement of consultancy services for the feasibility study, which has a funding of P7 to P9 million.

Now let us look into the ways we usually hold on to:

First:WE LOVE SHORTCUTS! Why? because we wanted to reach the destination fast.BUT DON’T, DONT LOVE SHORTCUTS! Why? because for sure, we don’t want to become an adult unable to speak and walk because of skipping the process of learning to those skills during childhood,right?

THAT’S WHY..We should follow every step in the Continuous Improvement (CI) Methodology, not skipping even one step in the process.

Second: WE HATE TO EXPERIENCE PAIN!Why?because it hurts and it leaves as scar. BUT D ON’ T,D ON’ T HATE

PAIN! Why?because for sure we don’t want to have stained,broken and disaligned teeth just because we are afraid of the anaesthesia.THAT’S WHY..

We should bear with the hurtful and tiring coaching and mentoring process to develop a project which undergone many corrections (it hurts) but developed learning (the scars) that could be applied even if CIP no longer exist.

Third: WE HATE TO HAVE A DUPLICATE OF OURSELVES!Why?because the duplicate might be a lot better.BUT DON’T,DON’T HATE DUPLICATES! Why? because for sure, we don’t want to see a monster when looking at the mirror,right? THAT’S

WHY..We should coach and mentor other research enthusiast and spread the CI lifestyle in order to develop a duplicate that’s not just a lot better than we are but a reflection of who we really are.

Thus,to make a difference, we should change our ways: from loving shortcuts to hating it, from hating pain to loving it and from hating duplicates to creating more of them.

This might be far still to changing the lives of our students and making a difference but this could be considered the first step:changing our ways.

Change starts in us and will later spread to people around us especially to our dear learners.

Rodrigo Duterte declared Sept. 21 as the “national protest day.” With a number of groups reacting to Duterte’s encouragement to come to the street and voice out their grievances for free everybody’s trying to come out from their shells.

Duterte himself jokingly intimated that he might also march in the street today to protest the meager monthly President of the President of the Republic of the Philippines. Under President Duterte, the monthly salary of the President would be Php160,924 (first tranche), in 2019, Duterte’s monthly salary (second tranche) would be Php 399,739.

raise for the Philippine President’s monthly salary of only Php 120,000 before Duterte became President.

However, Duterte is not satisfied with his present Php 160,924 monthly salary. Of course, it does not include his travel allowances and other stipends that are inherent in the Office of the President. One of the biggest budgets in the Office of the President is the intelligence fund and the social fund that the President could spend at will.

Anyway, aside from President Duterte marching on the street, most of the protesters are the militant groups. Among them are the labor, farmer, and the women’s group. Most popular is the Gabriela for

the women’s group while the farmers have the Kilusang Magbubukid ng Pilipinas and the indigenous peoples.

Each of the sectors has their own agenda during the Sept. 21 protest rally. The farmers want the distribution of lands to the landless in vast agricultural lands owned by the ‘oligarch’ and multi-national companies.

The landless farmers, particularly the indigenous peoples claimed that the land being occupied by multi-national companies belonged to their ancestral lands.

The tribal groups also denounced the alleged violation of human rights of lowly farmers who have been subjected to “military hamlets” in the countryside.

There are also allegations about the killing of tribal leaders by the paramilitary forces. The national protest day is just fitting that these concerns about human rights issues, land reform, and exploitation of workers would be aired “package deal” my various sectors in the community.

UST law student Horacio III. Castillo Jr. literally poured his heart out after he came to know that his son, Horacio III, was killed on account of the injuries he sustained from a supposed fraternity hazing at the UST. What happened to Horacio III was truly painful, particularly because his father, Horacio Jr., was full of good dreams for him--for him to become a highcaliber lawyer and, at the appointed time, be installed as a magistrate of the Supreme Court of the Philippines. All of these dreams were shattered mercilessly and ever so suddenly, all because of fraternity hazing.

Be that as it may, what

perhaps would be source of the greatest pain for the Castillo family in connection with the death of Horacio III is the thought that, somehow, the UST law student disobeyed, or, maybe, disregarded in many ways, the declared preference of his parents for him not to be joining any fraternity, especially since there had been many instances of deaths from hazing in this country in the not-so-distant past.

THINK a minute.

Do you sometimes wonder why you didn’t get what you prayed for? Does God really listen and answer our prayers? Is talking with God just something we do to make us feel good about ourselves? How should we pray?

Some people sit back after they pray and wait for God to bring them what they want like a waiter in a restaurant? A wise man said: “We are a part of the answer to every prayer that we pray.”

So if we ask God to help us do better in school, then we must do our part of studying more and maybe even getting extra help from someone. We can’t expect God to magically put the

answers into our brain the day of the test! It could be that while we’re waiting for God to do something, He’s waiting for us to do our part and responsibility.

Prayer is a two-way conversation. Prayer is not us getting God to do what we want; it’s more God telling us what He wants so we can learn how to live His successful, satisfying life. And He’s already told us how to live well through Jesus Christ’s life and teaching, the whole Bible, as well as through our thoughts while we’re listening to Him in prayer.

Imagine if God always gave us everything we ask for. Then we would just give Him our orders, forget Him, and go on living our own way. But God created

each of us to enjoy a daily, personal relationship with Him. Maybe He’s not giving us exactly what we’re asking for to get our attention, so we’ll start getting closer to Him so we can listen and learn His right, happy way of living. You see, prayer does not only change things, prayer changes US! Other times God wants us to wait, even when we ask Him for good things, because He knows our real reasons and motives are wrong and greedy. Or, if we’re asking God to change someone else instead of changing us, then that problem or difficult person may not go away because God wants us to change our heart and attitude toward that person or problem.

A shared responsibility

NAAWAN, Misamis Oriental-Upholding and securing the human rights of citizens is not justtheresponsibilityoftheCommissiononHumanRights(CHR) but is a shared responsibility with different agencies of the government with specific concerns and mandates, to mention a few as follows: * Philippine National Police and Armed Forces of the Philippines: the right to life and property; * Department of Education / Commission on Higher Education;: the right to education; * Department of Environment and Natural Resources: the right to a healthy and balanced environment; * Department of Health: the right to health: * Department of Agriculture: the right to food security; * Department of Labor and Employment: the right to just treatment of workers * Department of Social Wel-

fare and Development: the rights ofminorsandtheundeprivileged; * Civil Service Commission: the right to meritorious employment and security in government service The CHR may respond to reports, or motu propio, that is on its own initiative, conduct investigations on violations of citizens’ rights in above concerns; but considering its limited resourcesandmanpoweritleaves to or encourages each concerned agency the resolution of issues falling within its mandate; and focus instead its investigation on the abuses or excesses of government players in the exercise of their functions.

The CHR has no prosecutorial power and cannot resolve issues on its own. It has to refer its findings or results of its investigation toappropriateauthorities for proper action.

right to life and property, the President, the PNP and other law enforcing agencies under his command are supposed primarily to secure it. It’s ironic that they are now blamed for the violation of this right in the light of the escalated extrajudicial killings resulting from the drug war.

And they cannot escape blame even for the acts of criminal elements in the conduct of the war or those who are riding on it.

Why?BecausethePresidentsand those under him are mandated by the Constitution to prevent the commission of crimes by anybody in this country and when these are committed, to haul the criminals to justice so they cannot threaten or harm the citizens again. If this is not done, or if crimes are not abated, but continue to proliferate, he and his agents are only to blame.

“In this context, AIPA should be able to play a greater role in ensuring the success of the ASEAN Community,” Duterte said.

“You have in you an invaluable asset – your 40 years of working together to enhance interparliamentary solidarity contributes to the creation of a people-oriented, people-centered ASEAN,” he added.

The President also said the AIPA, as a parliamentary institution, could be encouraged to actively pursue the reforms needed to address structural problems and constraints that limit the gains from integration within the region.

At the same time, the President also called upon ASEAN and AIPA to further deepen their engagement and partnership to

bring about the realization of the ASEAN Community Vision 2025.

The ASEAN Community Vision entails a united, inclusive, and resilient political-security community; a highly integrated and cohesive economic community; and a sociocultural community that engages and benefits the peoples of ASEAN. The President meanwhile highlighted the task of AIPA, which has “worked vigorously to support the work of ASEAN’s three community pillars.”

AIPA has helped speed up the ratification of the ASEAN agreements; has identified priority areas for legal harmonization, conducted thematic studies and fact-finding missions, given advice on matters affecting ASEAN and its members; and promoted engagement both at the national and regional levels.

The President also thanked the 38th AIPA General Assembly and ex-

pressed optimism that the recently held meetings of the organization will help ASEAN and AIPA widen the areas of cooperation.

“May this General Assembly strengthen the relationship between ASEAN and AIPA, and bring us all one step closer to realizing our aspiration of ‘One Vision, One Identity, and One Community,’” he said.

Prior to the closing rites, the AIPA heads of delegations paid a courtesy call on President Duterte.

During the meeting, the President pitched for regional unity.

He also raised issues such as destructive forms of mining, climate change, and security.

The President also expressed the need for dialogue to resolve the concerns with regard to the South China Sea issue and the rising tension in the Korean Peninsula.

he Department of Agriculture (DA) has recently staged this year’s Makina Expo at the Iloilo Convention Center (ICC), Iloilo City bearing the theme “Aangat ang Pagsasaka sa Paggamit ng Tamang Makinarya”.

Exhibition and showcasing of farm machineries and equipment highlighted the event which the Local Government Units (LGUs) and farmer-delegates from different regions across the country were able to witness.

This is in line with the agency’s Farm Mechanization Program that aims to increase the productivity and income of farmers through the adoption of appropriate farm machineries and equipment to save at least 16-40% post harvest losses of agrifishery products.

In addition to the promotion of the said program, DA Secretary

Emmanuel F. Piñol revealed that the agriculture sector has only 2% mechanization rate, lower than that of Japan which is 16%.

Moreover, Piñol reiterated the agency’s initiative to intensify campaign for hybrid rice production together with the utilization of better farm machineries and equipment to increase production, especially that the country is in its bid to attain rice self-sufficiency.

On the other hand, Chairperson of the Senate Committee on Agriculture and Food Senator Cynthia Villar expressed her support on the initiatives of the agency to promote development in the agri-fishery sector.

Soganub while there is fighting, so nagmaterialize naman lahat yun because on Saturday when we were able to gain the foothold in Bato (Ali) mosque, na-extricate natin si Fr. Soganub on the night of September 16.”

But the glimpses into his life as captive were limited only to food. What Fr. Chito and the hostages were made to do every day, how they managed to survive, what they did during air strikes and firefights, how they regained freedom, etc.. were not among the topics discussed in the video clips or if they were discussed and videotaped, were not shared.

Asked what food he missed most, Fr. Chito said: “After 117 days? After 117 days? Normal lang. I miss the vegetables, meat, chicken nami-miss ko kasi wala yan sa loob” (that was not available inside), “sa loob” referring to his captivity.

He said the “usual” food they ate in those 117 days was “sardines 555 tuna, (inaudible), Lucky Me noodles, itlog (eggs), corned beef, canned goods.”

He said they had plenty of rice because they stocked up on it. “Kinuha yung mga ano sa groceries (the stocks were taken from the groceries) pero yung nasusunog na yung building dahil sa war at ano, yun na wala na ring supply na scarce na rin yung supply (but when the buildings were burned because of the war and ‘ano’ = ano apparently referring to air strikes — we also ran out of supply. Supply became scarce).

He noted there was no way for the ISIS or the hostages to survive if they did not get food from the groceries. The main battle area was the commercial district of Marawi City.

Indeed, many families have been waylaid and already taken very far away from good conduct, all because they no longer have any training on what is good and what is bad, aggravated by their lack of fear and love of God. If only Filipino families remained moored on good manners and right conduct and on the fear and love of God, it would not happen, at any time, that children would disobey their parents’ desires and wishes for them.

This, I believe, is due to the removal of the course on good manners and right conduct in schools, and the separation of almost all Filipinos from the Word of God, the Bible. Nobody but nobody reads and obeys the Bible anymore, for a very long time now, so that many are no longer with God. And because God is no longer with many of us, our entire being is controlled by the devil and its teachings.

White corn production during the quarter was recorded at 20,745 MT while yellow corn at 45,418 MT. Meanwhile, the volume of palay produced during the same quarter reached 136,331 MT, higher by 36.8 percent from the 99,644 MT recorded in the same quarter last year.

All the provinces in the region, except for Camiguin, posted increases in production.

Bukidnon and Lanao del Norte were still the top producers contributing 69,546 MT (51%) and 41,893 MT (31%), respectively.

Clarete said the increase in Bukidnon’s production was attributable to sufficient irrigation water and rainfall, complemented by the government’s hybrid seeds subsidy.

Resumption of talks remains in the hands of Reds: Duterte D AVAO CITY -- President Rodrigo Duterte said Saturday he is not averse to the resumption of the peace negotiations with the communists.

While he is grateful for the safe release of SPO2 George Rupinta by the NPA’s Pulang Bagani Command (PBC), the President emphasized that the resumption of the peace talks remains in the hands of the Communists Party of the Philippines-New People’s Army-National Democratic Front (CPP-NPA-NDF).

“Yung mensahe ninyo sa akin for the resumption of the talks, let me say this very carefully…sa inyo ‘yan eh (Your message to me for the resumption of the talks, let me say this very carefully…it’s on you),” he said, recalling the time he conceded to their (communists) demands since he became mayor.

Duterte said the communists should also consider the position of the military and the police, who invested their lives in fighting the insurgency.

There are also things he has to clear with the leaders of the House of Representatives and the

Senate, periodically, he added.

“So that is how it operates here. Now, if you want to resume the talks, I am not averse to the idea, but let me sort out first the other branches of government,” he said in a press conference after Rupinta was presented to him on Saturday evening at Matina Enclaves.

The President noted he made decisions to continue the negotiations like the release of about 25 prisoners of war, referring to the political prisoners, who are serving as consultants to the NDF peace panel for the peace negotiations with the government.

The political prisoners were released on government conditions. He said there are some which he cannot concede alone “because I am not the only one in control of this government”.

He added he came to a point of appointing people from the left to join the

government.

“Gusto kong maglagay diyan (I want to put them there) because I have to hear both sides. Ang problema kasi (But the problem is), while we are talking, there’s full of threats about countryside positioning, deployment of New People’s Army soldiers, and that…),” he said.

Duterte also said the removal of some leftist members of the Cabinet was not his decision.

“Hindi naman tama sabihin na I torpedoed.

Kung halimbawa i-torpedo ko (It is not correct to say that I torpedoed. If for example I torpedoed) why would I go into a rigmarole of appointing you every time they are rejected or bypassed by Congress?),” he asked.

Duterte also recalled he had been apologetic every time he stepped on the rebels’ shoes. However, when they ambushed a Presidential convoy, no apology came from the NPA. “And every time that I break bread with you, I am so courteous,” he added.
