Eagles holds 40th National Assembly in Cagayan de Oro

THE Fraternal Order of Eagles (Philippine Eagles) – the first Philippine-born fraternal socio-civic organization whose mantra is Service Through Brotherhood – will hold the two-day 40th National Assembly and 3rd Regular Session starting today at Grand Caprice Restaurant here in Cagayan de Oro City.

According to host Governor Jimmy Caiña of host region NMR-1, they are expecting a total of 2,500 delegates to attend the event led by national president Conrado Cedeño.

This will also be the first time that a host region will provide barong to all participants for only P1,500 that is already inclusive to two meals (Governor’s Night/ President’s Night).

The Governor’s Night will be held on the first day starting at 5:00 p.m. while the President’s Night will be held the evening after.

TANGUB CITY, Misamis Occidental -- The Sinanduloy Cultural Troupe represented the Philippines in the Wonju Dynamic Dancing Carnival held in Wonju, South Korea on Sept 3-8, 2019.

One hundred twenty five (125) international dancing groups participated in the carnival considered as the largest and the longest street parade-type contest festival on Earth.

The carnival’s website described the dance event as “various dance forms (modern dance, traditional dance, and ballet), creative choreography, broadcasting dance, hip-hop, martial arts, and marching band perform dances that are possible to do in parades for about five minutes on the street and the stage.

The final stage will be settled through two preliminary rounds and can only be seen on the 120meter special stage in Wonju, Ttattu Theater.

BARMM conducts free civil service exam review sessions MARAWI CITY, Lanao del Sur -- Six hundred (600) employees without civil service eligibility from the Bangsamoro Autonomous Region in Muslim Mindanao’s (BARMM) different ministries and offices in the city are undertaking a 10-day Civil Service Exam (CSE) review conducted for free by the Development Academy of the Bangsamoro (DAB).

The activity is an initiative of the Bangsamoro Government which aims to help deserving non-CSE passer employees of the BARMM who want to apply for a permanent position.

Day of the homeless poor THERE is a day that the Pinoy homeless poor should celebrate: September 6, 2019. On that day, government agencies and various stakeholders with a heart and mission to provide a home to every Filipino homeless family congregated to map out a plan to strengthen the government’s socialized housing program.

On that day, the First Social Housing Convergence that gathered all government agencies and other stakeholders concerned with the implementation of the government’s socialized housing program, was held in Manila.

Juxtaposed against the country’s housing backlog of more than 6 million, the gathering, other than being historic, might as well be the best pro-poor action of the administration of President Rodrigo Duterte and the government’s housing agencies. The Convergence was led by Secretary Eduardo del Rosario, chairman of the Housing and Urban Development Coordinat-

ing Council (HUDCC) and Social Housing Finance Corporation (SHFC) President Arnolfo Ricardo Cabling.

HUDCC is the focal agency of the government’s housing program; SHFC is the financing arm of lowcost socialized housing for the country’s homeless poor.

The day-long Convergence, held at the Land Bank of the Philippines Plaza in Ermita and organized by SHFC, was the culminating event of the celebration of the 31st anniversary of the Community Mortgage Program (CMP), the flagship program of the SHFC. The gathering of more than 200 people from government agencies and various stakeholders was spiced up by the attendance of special guests Senator Francis Tolentino, chairman of the Senate Committee on Housing and Urban Development, and Negros Occidental Representative Jose Francisco Benitez, vice chairman of the House Committee on Housing and Urban Development.

Sen. Tolentino urged social housing stakeholders to join hands in building resilient houses using mass production techniques for the country to meet its target of providing homes to the country’s poor and those displaced by disasters like earthquake and typhoons or moved out of risk areas.

Rep. Benitez, for his part, assured the SHFC and all other key shelter agencies of the House support for legislative initiatives on housing and urban development.

Benitez also highlighted House Bill 42 or the Local Government-Led In-Site, In-City, or Near-City Resettlement Act. The bill will ensure the sustainability and viability of resettlement sites through access to services and employment opportunities, Benitez said. Rep. Benitez, who represented Rep. Strike Revilla (Cavite, 2nd District), chairman of the House Committee on Housing and Urban Development, also stressed the key role that SHFC will play in the implementation

Lauding the CMP as a testament to the “bayanihan” spirit of the people, Benitez congratulated SHFC for its “invaluable work on providing flexible, affordable, innovative and responsive shelter solutions to homeless low-income families.” He also praised the agency for its partnership with national agencies, local governments, and civil society organizations that resulted to the efficient implementation of the government’s socialized housing programs.

MATALAM, North Cotabato -- The Department of Environment and Natural Resources (DENR) – Region 12 has distributed 300 land titles to farmer-beneficiaries here on Wednesday.

tributed through the DENR’s “Handog Titulo” program, in partnership with the Matalam local government unit and the town’s Registry of Deeds.

Establishment of botanical garden in UP M’nao being eyed

DAVAO CITY -- National Bureau of Investigation (NBI) agents in Region 11 (Davao Region) arrested on Wednesday Davao del Sur 2nd District Board Member Arvin Malaza along with seven others in an entrapment operation at a radio station in Digos City.

The seven persons who were not named by the NBI were all workers of the Kakampi Meuws Radio, which is owned by Malaza.

In an interview, NBI-11 director Jonathan Balite told the Philippine News Agency (PNA) that Malaza and other suspects were arrested after they confirmed the illegal resumption of operation of the Kabos Padatoon or the Kapa Community Ministry International Incorporated.

Balite alleged that Malaza, who also goes by the name Jun Blanco and describes himself as Kapa’s chief media officer, has resumed the group’s illegal investment solicitation activities under Kapa Worldwide.

Kapa Worldwide, the NBI official said, has no business license and is not allowed to solicit investments.

In June, President Rodrigo Duterte ordered the Philippine National Police (PNP) and NBI to shut down illegal investment firms such as Kapa.

Dozens of dubious investment schemes promising huge returns were shut down, including Kapa, whose founder Joel Apolinario is facing charges of large-scale estafa.

After Kapa’s closure, the Securities and Exchange Commission (SEC) had warned Kapa officials to refrain from reopening their offices as their registration had been revoked.

However, in several social media posts in the previous month, there were announcements on the revival of KAPA under its new name KAPA Worldwide Ministry Association wherein offices in various areas will be reopened and relaunched.

NBI-11 spokesperson, special investigator Joel Ayop said Malaza continued to receive “pay-ins” from investors through his radio station.

DUJALI, Davao del Norte -- Seeking to find viable solutions, the local government here convened banana farmers in Davao Region directly affected

by Fusarium wilt or Panama disease on Tuesday.

More than a hundred farmers joined the forum, attended by the Department of Agriculture in Region 11 (DA-11) and Roni Manching, a farmerscientist from Panabo City and the event’s resource speaker.

Mayor Leah Marie Romano urged the farmers to find ways to save the banana industry, noting that it provides bigger income for farmers.

“This forum will give you an idea as to what measures to take in combatting this disease,” Romano said.

Romano also committed to help the affected farmers in terms of fertilizer and technical training to fully understand the fungal disease.

Fusarium wilt is a soilborne pathogen, a breed of fungus that is attracted to banana plants. It has

the ability to live or exist in long time dormancy (30-50 years).

Fusarium fungi block plants vascular system (Phloem) depriving the plant of the necessary minerals, nutrients and moisture, causing it to turn yellow until it dies down.

This municipality has a total of 2, 365 hectares tilled by individual banana farmers, while about 2, 375 hectares is owned by a big banana company.

The Municipal Agriculturist Office (MAO) noted that about 50 percent of the banana plantations here were infected by the disease.

Manching said there is still a big hope for the banana industry despite the occurrence of Fusarium wilt.

“Even if you only have 30 percent left in your banana plantation and the 70 percent was totally damaged by Fusarium, you can still earn from it,” he said.

He said the acidity of the soil is the main cause why the pathogens become active and that is when Fusarium arises and destroys the plant.

Romano said this town will put up a banana tissue culture laboratory and a village type Trichoderma to support local farmers.

SSS, PNP, apprehend erring employers THE state-run Social Security System (SSS), together with the Philippine National Police (PNP) Manila Police District, continued its crackdown of delinquent employers as it served warrants of arrest to two employers in Metro Manila on 16 June.

SSS and PNP successfully served warrants of arrest to Florida Jose of Falcon Maritime & Allied Services, Inc. and to Ana Marie Celestia Vasquez of Applebee, Inc. due to their violation of then Republic Act 1161 as amended by R.A. 8282 otherwise known as the Social Security Law. “This shows our serious commitment to apprehend employers who disregard their legal obligations of reporting their employees to SSS and religiously remitting the contributions of their employees to SSS. This has been SSS’ ongoing project nationwide since it was launched in 2017,” SSS President and Chief Executive Officer Aurora C. Ignacio said.

Jose was arrested for non-payment of contributions and penalties worth P 7.92 million computed as of 13 September 2019; while Vasquez of Applebee Inc. was criminally charged for non-remittance of contributions worth P 1.5 million computed as of 12 Septem-

ber 2019.

“Since PNP’s first serving of warrants of arrest to SSS-delinquent employers, a total of 15 employers with warrants of arrest were apprehended nationwide.

Three of these are still ongoing trials in courts, while others chose to settle and apply in our recently concluded Contribution Penalty Condonation Program (CPCP),” SSS Chief Legal Counsel and Legal Enforcement Group Senior Vice President Atty. Voltaire Agas said during the operation.

SSS offered CPCP from March 6 to September 6 this year to delinquent employers to allow them to pay for the unpaid premiums of their employees without the incurred penalties. CPCP is a product of the transitory clause under the Republic Act 11199 or Social Security Act of 2018.

“We gave delinquent employers a chance to put their records back to good standing through our contribution condonation. Now that the program has ended, we will continue to identify erring employers and send them billing letters. Mati City screens entry of meat products

DAVAO CITY -- As part of the measures to prevent the entry of the African swine fever (ASF), Mati City in Davao Oriental has started screening the entry of transported meat products into the area.

In a meeting by Task Force Bantay Karne (TFBK) on Tuesday, City Veterinarian Marites Erispe said all fresh meat products passing through a designated check-

point will be thoroughly screened.

“All those that fail the strict screening would be confiscated or prevented from entering the city. This is to ensure that ASF virus would not enter the city and infect the swine industry of Mati City,” Erispe explained.

Asian business leadership in the transition to a sustainable world

DOST urges reg’l institutions to apply for funding

MANILA -- The Department of Science and Technology (DOST) is encouraging more regional higher education institutions (HEIs) to apply for funding to develop a niche center.

“We are looking for research or project proposals that have social and economic impacts,” DOST Undersecretary Rowena Cristina Guevara said in a forum on Wednesday.

She said only the propos-

als aligned with the harmonized agenda would be funded by any government agency.

Guevara was referring to the harmonized National Research and Development Agenda, which was divided into five sectors: National Integrated Basic Research Agenda (water security, food and nutrition security, sustainable communities, among others); Agriculture, Aquatic and Natural Resources; Industry, energy and Emerging Technology;

and Disaster Risk Reduction and Climate Change Adaptation.

“We (DOST) have the Niche Centers in the Regions for R&D (NICER) program. This aims to accelerate the industrial competitiveness,” she said.

NICER was launched in 2017 to enable HEIs nationwide to make a significant

improvement in regional research by integrating development needs with existing R&D capabilities and resources.

Chosen HEIs will be provided with an institutional grant for R&D capacity building and improvement of infrastructure.

EARLIER this month, Peter Bakker, President and CEO of the World Business Council for Sustainable Development (WBCSD), embarked on a series of keynotes, high-level meetings and events across South East Asia to empower leadership from Asian businesses in the transition to a sustainable world.

With the support of WBCSD’s Global Network partners in the Asia Pacific region and other regional stakeholders, WBCSD’s Asia Pacific office in Singapore coordinated the visits in the City-State, Hong Kong and the Philippines.

Sexting includes sending nude or nearly nude photos or selfies, videos that show nudity, sex acts or simulated sex and text messages that propose sex or refer to sex acts.

Most tens have various ways to get online: smartphones, tablets and laptops all can be used in private. It’s very easy for teens to create and share personal photos and videos of themselves without their parents knowing about it.

Girls may sext as a joke, as a way of getting attention or

because of peer pressure or pressure from guys. Guys sometimes blame pressure from friends. For some though, it’s almost becoming normal behavior, a way of flirting, seeming cool or becoming popular.

And teens get some backup for that when lewd celebrity pictures and videos go mainstream.

Instead of ruined careers or humiliation, the consequences are often greater fame and reality TV shows.

Teens must understand that messages, pictures or videos sent via the Internet or smartphones are never truly private or anonymous. In seconds, they can be out there for all the world to see.

After many decades, the Congressional Gold Medal is the realization of another victory of a long fought battle for many Filipino veterans. Because of the Rescission Act of 1946, all the recognition and benefits due the Filipino Veterans were annulled.

The Medal represents the United States’ official recognition of the veterans’ sacrifice and service during World War II, when the Philippines was still a commonwealth under the USA after 70 years.

Philippine Veterans Bank on the other hand, is owned by some 384,000 Filipino World War II veterans in their individual capacity.

Many of the Bank’s employees are direct descendants of World War II heroes.

Educational innovation has drawn increasing at-

tention around the world and many countries have already embarked on educational reforms that aim to change both the goals and practices of education. Expectations that such innovations can be leveraged or supported by incorporating ICT into the learning and teaching process are widespread. Such innovations are fundamentally changing students’ learning experiences. Innovation improves the teaching process and its results. Among the aims of innovation are increased motivation in teaching and educational activity, an increased volume of material studied per lesson, accelerated training and more effective time management.
