PUV drivers, operators in Oro to undergo free seminar

MORE than one hundred operators and drivers of public utility vehicles (PUV) attended the launching of the PUV operators and driver’s seminar on September 15 in Cagayan de Oro City.

The City Council committee on public utilities chaired by Councilor Teodulfo E. Lao in partnership

with the Roads and Traffic Administration (RTA) conducted the seminar which will be held every Friday and will run until December this year.

Lao pushed for the holding of the seminar to ensure that operators and drivers are well informed and have a common understanding of traffic rules and regulations.

He added: “It is also time to encourage drivers, part sila sa atong kalihukan."

Lao stressed that all transport groups should help the city, the Land Transportation Office (LTO), Land Transportation Franchising Regulatory Board (LTFRB), and police in maintaining order in the streets.

Fr. Chito Soganub’s family: ‘God answered our prayers’ KORONADAL City--“We have been praying for his freedom and the other captives since they were abducted. God answered out prayers,” the younger sister of Fr. Teresito “Chito” Soganub said as they welcomed the news of his freedom from the Islamic State-inspired Maute Group in Marawi City late Satur-

day night.

Marilyn Soganub-Ginnivan, Fr. Chito’s younger sister, said the family is glad that the priest is now free and safe and undergoing debriefing by the military but hopes he will find time soon to call them.

“We are still waiting for his call,” Marilyn told MindaNews at 10:50 am

Monday.

She said they will be preparing for Fr. Chito’s homecoming in Norala, South Cotabato.

The military on Sunday kept mum about Fr. Chito’s freedom, saying only that they are “still validating” the reports.

“Ma’am, unsay English sa ___?”

This was the most usual query of my students every time I will let them write essay or answer processing questions about a selection.

They do understand the selection, but the problem is they can’t write their answer in straight English without requiring their teacher to supply the words they needed.

Imagine the struggle of attending to more than half of the class asking the English equivalent term of the words they wanted to use for their essay. Though the task is quite tough, I still feel the need to entertain them because I’ll feel guilty if I don’t. Encouraging them to bring and use dictionary or install dictionary app to their cellphones are not enough for them to address the problem.

Students found it easy and comfortable to directly ask their teacher instead of making an effort to find the words by themselves

on the dictionary. I don’t know if I’m doing it right, but I felt it more fulfilling for me to directly help my students cross beyond their difficulties. Or maybe I only need other effective strategies to address the problem correctly.

I can see the basic need of enriching their vocab for them to freely express ideas in writing.

Teaching high school students who mostly came from remote barangays, is quite challenging especially teaching English subject.

Mainly, students’ knowledge of the language is considerably limited and scantly, may be because of the weak foundation in learning the language.

Considering the factors, students’ inability should not be blamed on them for they deserve quality education no matter how depressing their situation is. It is not right to blame them for this because in the first place, English language is not our native language.

Yet more often, students written output appears to be unsatisfactory in terms of word usage and construction. Aside from the faulty subject – verb agreement, terms used were sometimes inappropriate and inaccurate. Nonetheless, I often made corrections constructively by giving word suggestions and offering them much better sentence construction.

Eventually, I found it more effective to often give them reading selections and let them get acquainted with unfamiliar words and urging them to use those in writing their essay.

Day by day as an English Teacher, I learned to accept this kind of teaching difficulty and learned to be more patient especially in looking and applying teaching strategies that could help my students mind more of English language, and use it effectively. The process might take long and difficult, yet for sure in the end, it will be rewarding.

day, the Prelature of Marawi said it welcomed the news that the priest “has been rescued by the Armed Forces of the Philippines together with one other undisclosed companion.”

GENERAL Santos City-Two mine workers were killed while another was hurt after being trapped for several hours inside a collapsed illegal small-scale mine tunnel on Sunday in an upland village in Kiamba town in Sarangani Province.

Venancio Wata III, operations team leader of the Sarangani Provincial Disaster Risk Reduction and Management Office, said Monday the victims were working inside a tunnel in

Sitio Banawag in Barangay Tablao, Kiamba when it caved in early Sunday.

He identified the trapped workers as Danilo Marquizo, Elizer Marquizo and Nelson Pastrana, all residents of Barangay Malandag in Malungon, Sarangani.

Rescuers from the Maitum municipal police station led Sr. Insp. Rodel Javison, Bureau of Fire ProtectionMaitum and the Kiamba search and rescue team responded to the scene and

recovered the victims at around 12:35 p.m, he said.

“Two of the victims (Elizer Marquizo and Nelson Pastrana) were declared dead upon arrival at the Maitum municipal hospital,” he said on the phone.

Wata said Danilo Marquizo was found suffering from hypothermia and is currently undergoing treatment at the same hospital.

Actually, the OSPRRD has been regrouping and holding meetings in many parts of Mindanao for the last two years. The activity has already alarmed the stalwarts of the Partido ng Demokratikong Pilipino-Lakas ng Bayan (PDP-Laban) that Senate Pres. “Koko” Pimentel, the PDP-Laban head, has called a review of its membership.

ing that he is the elected Philippine President. This condition, however, has not taken place because the Pimentels’ would not allow it to happen. Otherwise, the Pimentels would lose the legacy of possession of the PDP-Laban political party.

Pardon? Yes, the Pimentels believed that they own and control the PDP-Laban that delegating its presidency to others, particularly the Philippine President, would deprive them of the birthright to the political party.

Let us leave it at that.

Let us focus the discussion on President Duterte’s creation of the national political party. Isn’t it possible?

Of course, the President has

all the resources to create a national political party.

However, Duterte could not create the national political party sans dedicated party workers and organizers. Perhaps, the OSPRRD group is the right organization that could organize Duterte’s national political party.

Duterte, however, would not announce the creation of the national political party without being censured by the PDP-Laban hierarchy.

Duterte could not ill-afford to become an object of reproach by the PDP-Laban whose party leaders would claim responsibility for his election as President.

Duterte knows it.

Under the category CHILD, the last name or family name, the entry is AÑGAY that it needs to be clarified as ANGAY. That the petition is filed in good faith and is not intended to conceal the commission of a crime and/or defeat the investigation and prosecution of the same but with the sole intention to straighten the record of her birth. She is also desirous of correcting the entry as to avoid confusion and future inconvenience it may cause.

ENERAL SANTOS CITY (PIA) – After the successful staging of the 19th Tuna Festival, the city of General Santos is bracing yet again for another grand hosting of the Philippines’ firstever Budayaw Festival on September 20-24, 2017.

The event will showcase the cultural diversity and

the creative wonders in the Brunei Darussalam-Indonesia-Malaysia-Philippines East ASEAN Growth Area (BIMP-EAGA).

Mayor Ronnel Rivera said he is proud and happy that the organizers have chosen the city as the venue for the Philippines’ hosting of the first Budayaw Festival.

He said he is confident

that this would be another feat for the city considering that it is a huge event, involving Mindanao region and the three other member countries under the BIMPEAGA. Meanwhile, Regional Tourism Council (RTC) XII Chairwoman Michelle Lopez-Solon said there’s no stopping for the staging of

the Budayaw Festival, despite the current condition in the Mindanao region.

At a recent press conference, Lopez said the Martial Law, which is implemented in the island region since May of this year, “cannot change the lifestyle of people” to go out and experience the fun and excitement that the festival may bring them.

According to the National Commission for Culture and the Arts (NCCA), the Budayaw Festival will celebrate the countr y’s “rich culture, heritage and artistry” especially that of Mindanao and Palawan.

It also intends to raise the level of awareness and generate appreciation of people on the various cultural aspects and aspirations of the different tribes in the region.

Styled “Budayaw: The BIMP-EAGA Festival of Culture and the Arts,” the event will feature multiactivities such as shows, performances, and exhibits aimed to “foster understanding and solidarity” among

the multi-cultural people that co-exist in the area.

It will also include lectures, workshops, fora and other special events like community outreach and tours.

Solon said the many events and activities are intended to really show visitors that Mindanao, especially SOCCSKSARGEN, is not only endowed with natural physical beauty, ingenious artists and talents but most of all it is safe to come and wander around.

The five-day fest is anchored on the theme: “Taking Pride in the Creative Diversity of the BIMP-EAGA Region.”

NCCA said they are expecting some 300 contemporary “artists and indigenous cultural masters” from Brunei, Indonesia, Malaysia, and the Philippines to participate in the event.

Their creative works will also be shown in different places in Mindanao, especially in this city and Sarangani.

To assist IDPs in their livelihood, Marasigan reported that 145 IDPs have already undergone skills training on cake making, massage therapy and carpentry. Some 946 IDPs who want to venture on agribusiness were also given seeds.

Several Marawi IDPs will also participate in the Diyandi Festival in Iligan City where they will be given stalls to showcase their goods at the Diyandi Fiesta Park, which will run for 45 days.

Marasigan added that the United Nations Office for the Coordination of Humanitarian Affairs has also expressed willingness to assist the IDPs through livelihood programs.

The construction of transitional shelters is also ongoing, according to Marasigan.

But while the construction is being done, the International Organization for Migration has inaugurated alternative dwelling spaces, she said.

At least 137 families were transferred to the newly inaugurated dwelling spaces aimed at decongesting the evacuation centers in Balo-i, Lanao del Norte.

ORDINANCE NO. 07-2017 “An Ordinance Prohibiting the Construction, Installation and Erection of Buildings in Coastal Areas and Public Places without the Pertinent Building Permits or Special Permits in the Municipality of Lopez Jaena, Misamis Occidental” explanatory note WHEREAS, public safety of every individual residing in Lopez Jaena, Misamis Occidental, a healthy ecology and the general welfare of the public are primary concerns of the Local Government Unit of Lopez Jaena, Misamis ccidental; WHEREAS, it becomes prevalent that there are construction, installation and erection of buildings and other improvements intentionally, wilfully and deliberately done without securing the necessary permits from the local agencies/offices thereby causing imminent threat to the public from the peril of fire, collapse of buildings, falling debris hazards of pollution and hindering the Local Government Unit of Lopez Jaena, Misamis Occidental to utilize public places and coastal areas in launching structural projects for the development and benefit of all residents in the municipality; WHEREAS, this alarming situation necessitates the imposition of stringent sanctions to those who have intentionally, wilfully and deliberately constructed, installed and erected buildings and other improvements in the coastal areas and public places without the necessary building permit or special permit; WHEREAS, Sec. 5 of Art. 5. Section 3(A-No.5-6) of Provincial Ordinance No. 99-16 (IBAMO CODE) SECTION 4. Prohibited Acts - lt shall be prohibited for any person to intentionally, wilfully, and deliberately construct, install and erect a building or other structural improvement in the coastal areas and public places in the Municipality of Lopez Jaena, without building permit or special permit.

All existing buildings or any structural improvements in the coastal areas and public places in the Municipality of Lopez Jaena, Misamis Occidental without building permits or special permits prior to the passage of this ordinance shall be covered by this prohibition/

Provided further that any building or structure constructed or installed in the coastal areas and public places being considered as future site of Municipal Development Projects with or without building permit or special permit shall also be included in this prohibition.

SECTION 5. SCOPE AND COVERAGE - This Ordinance shall be applicable to all coastal and public places in this Municipality, more specifically the nine (9) coastal barangays of Molatuhan Bajo, Mansabay Bajo, Puntod, Eastern Pob., Western Pob., Katipa, Biasong, Sibugon and Sibula.

SECTION 6. Penalty Clause - The owner or any of his representatives of the building or other improvements constructed, installed and erected in coastal areas and public places without building permit or special permit will be notified by the Municipal Engineer on the violation and will be given fifteen (15) days from receipt to immediately remove or demolish the building or the structural improvement.

Failure or refusal on the part of the owner or any of his representative to demolish the illegal structure within the period herein provided shall automatically authorize the local government of the Municipality of Lopez Jaena, Misamis Occidental to demolish the same, gather and keep the construction materials of the demolished structure.

SECTION 7. Separability Clause - If for any reason any section or provision of this ordinance, or any portion thereof, or the application of such section, provision or portion thereof to any person, group or circumstance is declared invalid or unconstitutional, the remaining provisions of this ordinance shall not be affected by such declaration and shall remain in force and effect.

SECTION 8. Effectivity Clause - This Ordinance shall take effect in accordance with the provisions of existing laws.

ENACTED BY THE SANGGUNIANG BAYAN OF LOPEZ JAENA IN ITS SESSION ON JUNE 19, 2017.

Construction, installation and erection of buildings and improvements- An act of creating, constructing, installing and erecting buildings, houses, cottage or any structural improvements by using carpentry, masonry or both. b. Coastal areas - The seashore or foreshore lands which are inalienable and classified as public land within the territorial jurisdiction of Lopez Jaena, Misamis Occidental. c. Public Places- Public plazas, kiosks, streets, thoroughfares, sidewalks, beaches, any other public place or such other places categorized for public dominion. d. Building permit- An authorization or license given to an applicant who wants to build or construct a building or structural improvement after he satisfies and conforms the approved standard requirements on zoning and land use, lines and grades, structural design, sanitary and sewerage, environmental health, electrical and mechanical safety as well as with other rules and regulations promulgated in accordance with the provisions of this National Building Code and other Municipa’

School violence is a serious problem in our society.

Violence act will show that the responsibility that official and the parents have or should have in order to prevent tragedy. Usually school is responsible of whatever actions the students have done within the school premises and it’s their responsibility to let the parents know. The school management should always

secure the safety of their students from any harm or school violence. Violence at school by teenagers is becoming common, scare everyone which make us that what such behavior in our kids. Violence can be seen in many forms at school place, not necessarily have to be physical, bullying or verbal is also form of violence which often rubbed off from both parents and teacher as part of their growing up.

A child being bullied can go into depression, common commit suicide and can turn on to physical violence. They are vulnerable at this age and without right guidance they could easily get off tracks and resort to violent ways to get what they want, vanity and anger and need

to be feel accepted in peer group at school and can put immense burden on kids to do whatever they want to get the respect or anything. So, who is held responsible if this such incidents happen, is it the parents responsibility or school job to keep children in line. Every parent want their children in the best possible school that could provide their kids a good education and shape their personalities and hence, when such incidents happen school and teachers are to be blame for not doing their job. In teens, kids need guidance from their elders. They should not be left alone to figure out their life of their own.

Not spending time makes children materialistic in their perspective on life which reflect their second

home, the school. School on the other hand might consider that imparting literacy skills to the student is the primary job and shaping the moral behavior is secondary responsibility. Parents should need to talk to their kids daily to understand their behavior and observed it closely.

He said the affected areas were hillside and riverside communities in Sitios Cabuling, Dungan Lahek and old El Gawel, and Purok Crismus.

The initial evacuation was reported on Friday night in upland portions of Sitio Dungan Lahek and Cabuling, where three residents were confirmed injured, he said.

On Sunday night, several residents situated in the lowland portions of Cabuling were also forced to evacuate due to severe flooding.

“Our assessments and validations are currently ongoing, and we have provided initial relief assistance to the affected residents,” he said in a radio interview.

Aside from the city government, the Provincial Disaster Risk Reduction and Management Office of South Cotabato has delivered relief goods to the affected families.

Urbano, who heads the City Disaster Risk Reduction and Management Office, said they also sent a backhoe to assist the clearing operations in the affected areas.

Gregorio Presga, Saravia barangay chair, said residents in lower portions of Sitio Cabuling evacuated at past 7 p.m. on Sunday due to the swelling of a creek traversing the area.

He said huge volumes of floodwaters from the upland portions of the creek flowed to the lower parts of Cabuling as a result of the clearing operations.

“After the clearing, the floodwaters exited towards communities in the lowland areas,” Presga said.

Aside from the floods in lower Sitio Cabuling, he said

a house was also damaged due to another landslide on Sunday afternoon in Purok Crismus.

Citing their assessment, Presga said a total of 12 houses sustained partial damages as a result of the floods and landslides.

He said six of these were situated in Sitio Dungan Lahek, six in Sito Cabuling and one in Purok Crismus.

Ducusin said there are still Filipino immigrants who come home to settle permanently or retire in the country. But once they stay here permanently, their green cards are also canceled, Ducusin added.

Ducusin said CFO has no satellite office in Davao, but they conduct mobile PDOS for Davaoenos so that they do not have to travel to Manila. On September 21 and 22, CFO will hold a mobile PDOS here at the Department of Labor and Employment (DOLE) office.

Davao Watershed Code under fire DAVAO CITY--The Interface Development Interventions (IDIS) has vowed to intervene in the case filed by big banana players questioning the legality of the Watershed Code, particularly on the payment of environmental tax at P0.25 centavos per square meter.

IDIS executive director Chinkie Pelino-Golle said owners of these plantations have been paying the environmental tax to city since 2014 even as it was under protest.

Golle noted that it was only after six to seven years since the approval of the Davao City Watershed Code in 2007 that the banana plantations paid their environmental tax.

The case is against the city government, but Golle said IDIS will file a motion for intervention to support the city government against plantations who reportedly refused to pay their payment for environmental services.

The banana plantations are operating within the city’s Talomo-Lipadas and Panigan-Tamugan watershed area. There are four big banana plantations within the area.

RP’s mail-order bride, a lucrative industry

AVAO CITY – The social media has kept the number of mail-order brides or marriage migrants afloat, an official of the Commission on Filipinos Overseas said Monday.

Marriage sponsors under such scheme are making money to as much as P500,000 to P1 million.

In Davao Region, cases of marriage migration have reached 9,990 with the province of Davao del Sur, which includes Davao City, registering the highest with 7,490, according to a data collected from 2005 to present.

Emigrant Services Officer Ma. Camille Lacaba of the Commission on Filipi-

nos Overseas (CFO) said 25 percent of Davao Region’s marriage migrants were made possible by online sites like Facebook, chats, and dating websites.

While there is nothing wrong in connecting with other people, Lacaba said Filipinos must ensure they linked with somebody who has a verified identity and through safe and legal websites.

“Most of the time foreigners (dating online) have

fraudulent identities,” she said in an interview Monday on the sidelines of the Kapehan sa Dabaw at SM City Annex here.

Lacaba said marriage migrants are highest in the United States, Japan, Australia, South Korea, and Canada. She pointed to South Korea as having the most mail-order bride schemes.

But she said CFO is able to conduct workshops with South Korea-bound Filipinos especially on family culture.

Lacaba said Filipinos must know the family dynamics of the Koreans.

For example, she said the eldest son of a Korean

family has the responsibility to take care of the parents when they grow old. The decision of the parents for the family of the eldest son comes first, next the siblings before the wife’s decision is taken.

“We must get Filipinos ready for this,” Lacaba said.

She added that marriage brokers particularly in South Korea and Japan are legal, but not in the Philippines because the government protects the rights of the Filipinos.

Data base on motor boats in Davao region, almost done DAVAO CITY – The Philippine Coast Guard (PCG) is now 80 percent complete in the data base listing of 8,000 registered motor boats operating in Davao Region.

The database system, called the Safety, Security and Environmental Numbering System (SSENS), will aid PCG and security forces in spotting suspicious vessels entering the region’s sea borders as the government strengthens campaign against terrorists.

The PCG registration is free. Capt. Oscar Endona, Commander of the PCG XI, said the PCG’s numbering

system for non-conventional vessels is targeted for completion by the end of the year so that PCG can start apprehending those which are not registered early next year.

The system will include the number of the motorboats and the photo of the operator. The alphanumeric number in white color with a blue background can be easily spotted by authorities.

The 8,000 motor vessels are those licensed and registered to operate with the Maritime Industry Authority (Marina) and the local

government units (LGU).

He said the majority of the motor vessels are in General Santos City because many are engaged in the fishing industry.

In the course of PCG’s implementation of the numbering system, Endona said there are still many vessels which are not registered.

In Davao City, the PCGDavao is targeting to register 2,500 motor vessels although there are about 2,000 registered by Marina and the LGU. PCG-Davao Station Commander George Maganto said PCG considered the

possibility that there are still unregistered vessels.

Last week, PCG listed 400 vessels in the coastal area of Bucana alone.

Maganto said the numbering system is not only for security purposes and curb illegal activities but also for maritime incidents.

The PCG registration is for free. When registering, motor vessel operators should bring proof of ownership and Marina or LGU permit.

Eastern Mindanao Command (Eastmincom) Commander Lt. Gen. Rey Guerrero lauded the PCG’s numbering

system as this would help authorities spot suspicious vessels especially now that Davao Region has established the Border Security Coordinating Council which involves the security forces and 15 government agencies.

The coordinating council will help enhance surveillance and security not only in major ports, airports, maritime border but also in other landing areas and port facilities.

Guerrero, who was elected to head the council, said the coordination would be more seamless.

All efforts will also be

coordinated with Indonesia through the Philippines naval forces, which holds coordinated patrols with the Indonesian Navy.

This will also address different security issues in the region such as illegal drugs, human trafficking, smuggling, sea piracy, and robbery.

Guerrero said collaboration between agencies, police and security forces is the most effective way to maximize use of resources, build a more comprehensive intelligence picture and respond to the needs of securing borders.
