Civil Society hails ACDO leadership transition

CIVIL society organizations and other people’s organizations closely working with the Roman Catholic Archdiocese of Cagayan de Oro welcomed the ACDO’s recent transition of leadership with a simple fellowship dinner at the Bishop’s House. The event was preceded by a Holy Mass at the St Augustine Metropolitan Cathedral graced by recently installed Archbishop Jose Araneta Cabantan, D.D. and his predecessor Most Rev. Antonio Javellana Ledesma, S.J., D.D. who was celebrating the 24th Anniversary of his Episcopal Ordination. “We pay tribute to our mentor, guiding light, and source of inspiration, Archbishop Antonio Ledesma,” said Balay Mindanaw Chairman Emeritus Charlito Manlupig. “We have been truly blessed by his uplifting accompaniment.” “To Bishop Tony, we do not say goodbye. Instead, we say welcome home to the NGO community. With you around, we look forward to more strategic, dynamic, spirited and passionate initiatives toward equity, development and peace,” he added. Archbishop Ledesma was born March 28, 1943 in Iloilo City where he attended elementary years at St. Aloysius School and later to the Ateneo de Manila until he finished his degree in History and Government, graduating magna cum laude in 1963. He studied Philosophy (1966-1968) and Theology (1970-1973) at the Loyola House of Studies, and later attained his master’s degree in Political Science from the University of the Philippines. He attended the University of Wisconsin–Madison in the United States, completing his doctorate in Development in 1980. On May 30, 1963, Bishop Ledesma entered the Society of Jesus and was ordained priest on April 16, 1973. He served as an assistant parish priest in Siay, Zamboanga Sibugay from 1980 to 1981. Afterwards, he worked as a professor and was assigned to various positions in Xavier University where he taught Sociology, Economics, and Religious studies from 19821996. On June 13, 1996, Pope John Paul II appointed him as as Coadjutor Prelate of Ipil on June 13, 1996, later succeeding Federico O. Escaler as the

Prelate of Ipil on June 28, 1997. During this period, he was also active as chairman of various civil society organizations and non-government organizations (NGOs), a trait which would mark his later episcopacy as archbishop. On March 4, 2006, he was appointed Archbishop of Cagayan de Oro by Pope Benedict XVI . In the interim, he led the Catholic Bishops’ Conference of the Philippines as Chairman of the Episcopal Commission on Inter-religious Dialogue since 2009, in which capacity he convened local religious leaders in inter-religious dialogues on different social issues. \ In the aftermath of the deadly Tropical Storm Sendong flashflood of December 16-17, 2011, he stepped up to lead the multi-sectoral relief effort to address the needs of the flood victims. Bishop Tony also supported efforts to resolve Mindanao’s protracted struggle with Muslim separatists and was an outspoken advocate of the Bangsamoro Basic Law. On June 23, 2020, Pope Francis accepted his resignation as Archbishop of Cagayan de Oro and he was succeeded by then-Malaybalay Bishop Jose Cabantan. During the mass, Cagayan de Oro City Administrator Teodoro Sabuga-a Jr. talked about Archbishop Ledesma’s leadership in engaging the archdiocese with the local government under Mayor Oscar Moreno. “Imagine the church championing the service to the poor and the needy nagsalig lang sa

DA-SAAD expands agri-services to 6 LGUs, 665 marginalized farmers in NorMin THE Special Area for Agricultural Development (SAAD) Program of the Department of Agriculture in Region 10 amplified its agricultural services in Northern Mindanao by adopting six other towns in the region this year.

DA-10 supports Iligan City’s sustainable food security, livelihood initiative CAGAYAN DE ORO CITY, August 20 – Align with Secretary Dar’s aim towards sustainable food security, the Department of Agriculture - Regional Field Office 10 (DA-RFO 10), represented by Regulatory Division Chief Juliet B. Araos turned over assorted vegetable seeds to the Sangguniang Panglungsod of Iligan City. Receiving 250 packets of chopsuey (pechay, radish, carrots, cauliflower) and 250 packets of garden salad (lettuce, tomato, cucumber) seeds on behalf of SP Tamula’s Office, is Kathleen V. Mantalaba, who said, they have a program that advocates the natural way of farming for the benefit of all the Iliganon households in the urban areas. Eyed to increase agricultural productivity, competitiveness and profitability

With the expansion, the SAAD program is anticipated to aid another 665 poorest of the poor farmers, increasing the total figure of SAAD-assisted farming constituents in the region to 3,452 individuals. The farmer-beneficiaries were profiled and validated by DA-SAAD-10 last year and earlier this year. The municipalities of Aloran and Don Victoriano Chiongbian in Misamis Occidental; Magsaysay

and Munai in Lanao del Norte, and; Lantapan and Sumilao in Bukidnon join SAAD-10’s existing roster of 24 beneficiary LGUs. The SAAD-implementing LGUs are identified based on Philippine Statistics Authority’s official poverty statistics. Upon intent and commitment by the local executives, towns with the highest poverty incidence are favored for inclusion to the SAAD program of DA-10. As a special program

of the Department of Agriculture, SAAD aims to uplift the lives of poor farmers in Northern Mindanao. The program provides the farmers capacitating and enabling agricultural interventions to develop them as enterprising farmers. Measuring the national leader’s success “For one true measure of a nation is its success in fulfilling the promise of a better life for each of its members. Let this be the measure of our nation.” (John F. Kennedy, 1962)

IN 1962, the President of America, John F. Kennedy (JFK) stated the above quotation. It was uttered to a Congress on National Health Needs. Exactly, it was spoken on February 27, 1962. JFK was born on May 29, 1917, in Brookline, Massachusetts. He died on November 22, 1963. How to measure the success of any leader is not difficult. It can be indicated by whether the people get better lives. If every member of the nation lives better, it is the obvious token showing the leader’s success. If not, it is easy to say it. He or she failed. There is no more argument to brag. There is nothing for haggling about the fact. JFK had managed any kind of challenges. Even, he could manage the hardships from foreign countries. He could manage economically and politically. As he stated, the success of any leader is to keep his promise of making the people live

better. Even it is with any kind of disastrous condition in the country. Today, we have experienced the same tragedy, all over the world. The Covid-19 outbreak has devastated the aspects of lives. It has penetrated all countries. But, the results of curbing this situation look different. As rep or ted by the World Health Organization (WHO), on August 31, 2020, there have been 35, 085, 685 confirmed cases of coronavirus disease. From these confirmed cases, there are 843,927 deaths. When viewing continentally, it looks that America is the highest, for the confirmed cases: 13,268,684. It is followed by Europe: 4,205,708. Then, South East Asia: 4,157,798. From this rank, then, it is followed by Eastern Mediterranean: 1,915,275, Africa: 1,044,513, and finally Western Pacific: 492,966 (WHO report, August 31, 2020). Unfortunately, there

is no clear answer, when this covid-19 ends totally. If there is no exact time, all the nations throughout the world live under uncertainty. Economically, all the affected countries have dropped drastically. People are jobless. Getting the money for a living is more difficult. Nobel prize-winning economist Joseph Stieglitz et.al stated that 81% of the global workforce has been hit by full or partial lockdown. As reported by Chatham House, the United Nation (UN) has estimated, 300 million jobs have been lost up to May 2020. It is serious. This is the priority to take for action. So, what the national leaders do for their people is the measurement of their success. We have noted the indicator of their success. Indeed, the myth of “other-than-me” has been responsible for wars, the rape of the planet and all expressions of human injustice. “Who in their right mind would harm another if they experienced that person as part of themselves?” Stan Grof, in his research of non-ordinary states of consciousness, summarizes by saying “the psyche and consciousness of each of us is, in the last analysis, commensurate with “AllThat-Is” because there are no absolute boundaries between the body/ego and the totality of existence.” Amidst the continuing onslaught of a pandemic, let us focus on the spirit of oneness being exemplified by some twelve million Filipinos who are advancing the time-honored and universally accepted cooperative principles and values of onenesss called cooperativism. They come from all walks of life – farmers, fisherfolk, women, workers, lumads, small vendors, the handicapped, teachers, government employees, the military and even former

commanders of the Moro National Liberation Front – all of them believe that cooperativism is the answer against the onslaught of hunger and poverty, that is why they have organized themselves into cooperatives. They have to pool together whatever meager resources they have and harness their collective potentials and experiences, ardently believing that the “people united can never be defeated,” even by poverty. There are now more than 18,481cooperatives nation-wide and increasing without let-up as the 15 million Indigenous Peoples, MILF and other combatants are now putting down their arms to fight poverty and social injustices through cooperativism. The spirit of cooperativism shines through amidst the darkness of poverty and social inequities. Where people are poor because they are powerless to craft their destiny, where hunger looms because of social injustice as the mode of production and basic utilities are controlled by a few, where people are in dire economic difficulties because of lack of opportunities, skills and capabilities, it is during these times when cooperatives thrive best.

What then is the relevance of cooperatives during these most challenging times? What is their most appropriate role in the long and arduous journey that advances a pro-people development paradigm and in the process, countervails against formidable structures that consign the people to live in slum areas and topple down the country’s resource-base? It is interesting to note that in this struggle to reduce aggravated poverty, the development experts are one in concluding that the root cause of poverty is the powerlessness and social exclusion of the people and that remedial measures must now be pursued to empower the poor by building their own coalition. Empowering the people has become imperative because social change has become so elusive all these years. Political and economic structures which are causing poverty, after fourteen years of Martial Law and two “People Power” revolutions, have withstood the wind of change and have remained formidable as ever. SMC Bulacan airport franchise bill hurdles 2nd reading in House By FILANE MIKEE CERVANTES

MANILA – A measure granting a congressional franchise to conglomerate San Miguel Corp. (SMC) to build and operate an international airport in Bulacan has hurdled second reading approval at the House of Representatives. During Tuesday night’s plenary session, the lower chamber approved through voice voting House Bill 7507, which grants SMC subsidiary, San Miguel Aerocity, Inc., a franchise to establish a domestic and international airport in the municipality of Bulakan, Bulacan and develop an adjacent airport city. Under the bill, the franchise shall be in effect for 50 years, inclusive of the 10-year maximum period for the construction of the airport and the Airport City. During the 10-year construction period, the grantee shall be exempt from any and all direct and indirect taxes, including income taxes, value-added taxes, percentage taxes, customs duties, and tariffs, business taxes, franchise taxes, and supervision fees. After his death, his children, likewise failed to work out the registration of their title, although they religiously pay the Real Property Tax of the land; 4. With all the children deceased, the grandchildren, now petitioners, intent to partition among themselves the state of Luis Labial including the subject parcel of land lot 664; in the conduct of lot inventory, they discovered at the CENRO-Gingoog City that the lot was issued Free Patent No. (NRD-X-5) 3236 to certain Jesus Sia on May 29, 1987; 5. Further verification with the Registry of Deeds, Misamis Oriental revealed that the subject Free Patent forwarded by CENRO B500-A was registered due to lack of supporting document to warrant registration. Subsequent follow up at the Registry of Deeds showed that the subject free patent was finally registered on November 26, 2018 under OCT NO. P 24009, Copy is Annex C3 of this complaint. 6. The late registration of Free Patent No. (NRD-X-5) 3236 on November 26, 2018 clearly indicates gross irregularity and fraud in the issuance of subject free patent; 7. Jesus Sia the patentee is not, and was not a resident of Manga, Sugbongcogon, Misamis Oriental, it was impossible for him to comply the conditions required by the Public Land Act, CA141, as amended by PD 152, particularly actual personal cultivation of the applicant of the land applied; pursuant to Sec. 91 of CA141, free patent (NRD-X-5) 3236 issued to Jesus Sia is deemed ipso facto cancelled; 8. The truth being, lot 664 is already a private property of Luis Labial thru actual and continuous possession and improvements for more than 30 years under Article 1137 A of the Civil Code of the Philippines. The survey on November 17, 1983 under Cad 766-D was clearly a table survey because had there been actual field survey, the surveyor should have seen the standing matured coconut trees planted and owned by Luis Labial or his children on the Land; 9. Proof of ownership of Luis Labial or his legal heirs of lot 664 are the following documents: 9.A Real Property Historical Ownership issued by the Provincial Assessors Office of Misamis Oriental showing, as early as 1963 the lot was already tax declared in the name of Luis Labial, Annex D4; 9.B TD No. 09560007-03768 in the name of Luis Labial, Annex B. 9.C RPT Payment information showing that the real property tax of the land was paid up to the latest year 2018, Annex E5. 9.D Real Property Tax clearance issued July 23, 2018, to show current real tax was paid by the legal heirs of Luis Labial, Annex F6 10. that Councilor Petronilo Pardillo tested positive for the virus. “I had direct contact with Councilor Pardillo because of his weekly radio program and our latest meeting with the department heads which was also attended also by the mayor (Celso Regencia), Pardillo himself and the department heads (of the city government),” Vera Cruz said. Although he is infected, Vera Cruz said, he showed no symptoms and is feeling well. The Iligan City council’s last session before Vera Cruz and Pardillo were confirmed positive of coronavirus was on August 28. Pardillo, 70, is tagged as patient IC277 and is the city’s 203rd local transmission case. His exposure could not be traced by the contact tracing team, based on the report, but Pardillo himself, in a local radio interview said he suspected he got the virus from a police personnel of Iligan City Police Office (ICPO). Pardillo is referring to the police officer, 45 years old, tagged as IC245 who was confirmed positive on August 26. Pardillo said he experienced coughing before the police personnel was tested positive and decided to go to a private hospital in Cagayan de Oro City to be admitted. “I wanted to be admitted there, I was swabbed, together with my driver. When my result, yielding positive, came out, I went back to Iligan City because the hospital would not handle COVID patient. I was brought straight to the ICQTF (Iligan City Quarantine and Treatment Facility). I am not comfortable in the ICQTF, I was brought here (in a private hospital in Iligan City),” Pardillo said. His driver tested negative with the reverse transcriptase polymerase chain reaction (RTPCR) test. Pardillo said the police officer became a guest of his radio program for two Sundays before he experienced fever. “That time, I had a lot of guests. They were from the DepEd (Department of Education) and Collegio de Iligan. I also attended on August 26 the opening of the isolation facility with other LGU officials,” Pardillo said. Aside from Ver Cruz, also included in the contact tracing and swabbed for the RT-PCR testi as his direct exposures were his family, Iligan City Mayor Celso Regencia, Vice Mayor Jemar Vera Cruz, Iligan City Police Office Director Col. Rolando Cuya and other city councilors and LGU officials. Speaking on local radio from the hospital, Pardillo said he is getting better and is no longer

ICPO spokesperson Major Cheryll Balderama said Patient IC215, a resident of Barangay Sta. Filomena, infected his colleague of Iligan City Police Station 3, tagged as patient IC287, a 35-year old male resident of Barangay San Roque. Patient IC287 is symptomatic and isolated in a facility. Patient IC245 infected eight colleagues in police station 4, including his station commander and a non-uniform personnel. He also infected a detainee. Captain Zandrex Panolong, police station 3 commander, said despite the confirmed positive case, their operation continues and they continue to accept clients after disinfecting the police station. As of September 1, Iligan City logged 337 confirmed cases of COVID-19; 79 are returning overseas Filipinos and locallystranded individuals while 258 are local transmission cases. Of this figure, 196 cases are active with 37 admitted in a health care facility, 139 in an isolation facility, and 20 in home quarantine.

Among the initiatives of ARTA that PCCI welcomed are the enforcement of the 3-7-20 day rule on the automatic approval of applications; the Citizen’s Charter which outlines the list of services offered by the frontline agencies including the steps, documents, fees, and a feedback mechanism; and the establishment of the National Business One-Stop Shop to co-locate, unify and automate the functions of these agencies.
