DPWH builds two-storey lab workshop bldg for Buru-un studes

Marawi bouncing back from rubbles Project Rise reported a 52.48 percent accomplishment as of July 31, 2019 based on the timeline of Marawi’s rehabilitation.

MARAWI CITY -- Mayor Majul Gandamra said economic activity in the city is coming back as more sectors have been cleared by the military.

“This is a testament that we are slowly recovering from the scars of a fierce battle,” Gandamra said.

Addressing his people during the 79th charter anniversary of Marawi, an emotional Gandamra said: “I would like to thank each and every Marawi citizen and everyone who believes in Marawi, every man, woman and child in Marawi, for caring, for striving, for doing what is good for the city.”

“For being strong and resilient, for their courage and determination that someday, life will get better.

For coming back, for showing what Marawi means to you and your families,” Gandamra said.

An emotional Gandamra said Marawi should not be called as a ghost city.

“People should look around. The Most Affected Area (MAA) is just 25 hectares of the whole city.

Look around. We are here, people are alive, people have returned to their normal routine. We are not ghosts,” the mayor said.

Gandamra said the ongoing rehabilitation projects inside and outside the most affected area (MAA) or the “ground zero” are proof that the city “will rise again.”

“Twenty-four months to move in from the rubble is not enough. Losing loved ones, devastated and shattered dreams cannot be undone in two years. What is paramount is the love to live a new life with a hope of a strengthened community that is based on everyone’s support and cooperation,” Gandamra said.

The mayor said the ongoing recovery of “unexploded ordnance” (UXO) and the demolition of properties have contributed to the delay in the rehabilitation timeframe.

Gandamra said safety and security is the utmost consideration in the clearing operations.

But even while rehabilitation is ongoing, some projects are now bearing fruits, the mayor said.

“What was once a dream before is now reality,” he said, citing the flood control project right before the Mapandi bridge at the center of Marawi and the diversion road from from Saquiran town to the poblacion of Marawi City,” the mayor said.

The diversion road earned the monicker of “dream road” because no one would believe that the promised road by the late Lanao sel Sur Govenor Mamintal Alonto Adiong Sr. would still be realized.

Gandamra said residents were allowed to visit their properties to assess whether their houses or buildings can still be repaired or should be demolished.

As of August 7, Project Rise reported that a total of 2,804 property owners have already consented for their establishments be demolished.

The government has already torn down a total of 1,875 structures and 1,720 of which already cleared with debris.

Project Rise recorded a total of 5,403 actual structures in the nine affected sectors in the city.

It’s time to shout: Merry Christmas!

MERRY Christmas! As the streak of light of the first dawn of the month of September comes to view, the Philippines enter the Christmas season.

Ever heard of the observation saying that the Philippines is known throughout the world as the only country with the longest Christmas celebration. In fact, the Philippines start to celebrate Christmas at the stroke of September until it culminates first week in January.

There is no need to talk about the pagan origin of the Christmas celebration. What matters most is the tradition that makes Christmas as an unforgettable season of the year.

The spirit of Christmas conveys an animated recollection of a weary life, pretending to be joyful and

exciting. What with the Christmas persuasive pull of letting all the troubles away, one could simply hide the frustration of life amid an exciting atmosphere of pleasure.

While a lot of things would be taking place from September to December, the excitement of the Christmas season seems to drown all other special days that might come along the way.

For instance, the imposition of Martial Law in the Philippines by the former Philippine strongman Ferdinand Marcos took place in September 21.

For over 40 years since the imposition of Martial Law, the progressive groups, human rights activists and political activists welcome the day of Sept. 21 with protest and march rally.

Perhaps, it would be

different this year as thousands of alleged victim of brutality, under the Martial Law regime of Marcos were paid by the thousands.

The New York district court has ordered and approved the transfer of US$ 13.75 million from the retrieved properties of the Marcoses to the Philippines for the payment of alleged victims of the Marcos military regime.

Many have availed of the compensation, categorized into several levels of human abuses that range from simple maltreatment, physical abuse, decapitation, and death. Some individuals received more than P 1 million remunerations.

Well, it is still expected that anti-Marcos rallies and protest will mark this year’s Martial Law anniversary on September 21. This time,

the opinions of the protesters might differ from each other. Most of the big-mouthed rabble-rousers are those who have yet to receive their share while the others might complain of being short-changed in their compensation.

SEVENTY-four years ago today (September 2) Japan formally signed the Instrument of Surrender.

The following day, General Yamashita emerged from his hideout in Kiangan, ifugao signaling the end of formal hostilities in the Philippines.

We often celebrate the bravery and heroism of the Filipino and American soldiers who fought and died side by side in Bataan and Corregidor, in Leyte, Manila, Bessang Pass and other fields of battle.

Regrettably, we have little or no recollection of our other allies who also paid with their lives trying to liberate the Philippines.

Comrades from Down Under Approximately 4,000 Australians saw action in the Philippines commencing October 1944.

The Royal Australian Navy played key roles first in Leyte Gulf and later at Lingayen Gulf, providing crucial support during the amphibious landings.

Australian army bombardment liaison teams helped to ensure the ac-

curacy of naval fire in support of the landings while the Royal Australian Air Force provided aerial photo reconnaissance and helped in aerial mine-laying.

92 Australians died during the Philippine campaign. Among them were the 9-men crew of a Royal Australian Air Force Catalina that crashed over Manila Bay. The Aztec Eagles The next biggest group of non-American allies who fought in the Philippines were the Mexicans. They belonged to the Fuerza Aerea Mexicana (FAM) - the Mexican Air Force.

During the early stages of the war, the Mexicans remained within their border but in 1943 President Roosevelt managed to convince Mexican President Avila Camacho to join the allied offensive.

Camacho had the option of sending the Mexican expeditionary force to Italy to fight alongside a Brazilian contingent. But Camacho chose to send his troops to the Philippines.

There, Camacho said,

the unit could aid “the liberation of a people for whom Mexico felt a continuity of idiom, history and traditions.”

The Mexican expeditionary force, spearheaded by the the 201st Squadron, consisted of 300 officers and enlisted men, including 38 pilots. The force was commanded by Colonel Antonio Cardenas Rodriguez.

Before leaving for the Philippines, the 201st Squadron trained in Victoria, Texas and later in Pocatello, Idaho where they transitioned to Curtis P-40 Warhawks and P-47D Thunderbolts, respectively.

On arriving in the Philippines on May 1, 1945, the Mexican expeditionary force was assigned to an air field in Porac, Pampanga where they were attached to the US Air Force 58th Fighter Group.

From Porac, the Mexicans (who have nicknamed themselves Aztec Eagles), flew combat sorties to aid ground troops fighting in the Marikina watershed and later, in Bessang Pass.

sang Pass, close air support proved crucial. It was especially difficult for the Aztec Eagles as they had to bomb and strafe hard-to-see Japanese positions which were very close to friendly forces.

Five of the pilots later became FAM generals. After the war, others worked in aviation, business and the academe until their retirement.

The Czechs were the only other nationals who volunteered as a group and fought alongside US and Filipino troops in Bataan.

Soldiers go for prevention over cure on HIV and Dengue virus TALACOGON, Agusan del Sur -- Troops of the 26th Infantry (Ever Onward) Battalion initiated preventive measures through lectures on Human Immunodeficiency Virus (HIV) and Dengue at the Battalion Headquarters, Brgy Zamora, Talacogon, Agusan del Sur on August 29,2019.

Personnel from Talacogon District Hospital led by Dr. Rolly T. Dacera administered simultaneous check-up, while lectures on causes, symptoms, and ways to prevent spread of HIV and Dengue were provided by Mr. Janis Eryl Jandayan and Mr. Erwin Perez.

The activity was conducted in response to the current epidemic of Dengue and HIV particularly in Caraga region.

“The cases of HIV and Dengue is alarming and

one way to address this problem is by educating the people about it.” said Dr. Dacera.

BAYUGAN CITY, Agusan del Sur – The loss of the will to fight in the futile struggle of the Communist NPA Terrorists (CNT) is the reason to the surrender of two (2) regular NPA members of the Guerilla Front Committee 30 (GFC 30), CPP-NPA Northeastern Mindanao Regional Committee (NEMRC) last Tuesday, August 22 in Barangay Bolhoon, San Miguel, Surigao del Sur. The two voluntarily surrendered

to the troops of the 7th Special Forces (Spartans) Company under the 3rd Special Forces (Arrowhead) Battalion (3SFBn) of the Philippine Army.

Ka Queen, 28 years old is a regular NPA while Ka Arnel, 42 years old, is the designated Supply Officer of GF 30, NEMRC. They are both residents of Sitio Kadlong, Barangay, Kabangahan, San Miguel, SDS. They brought with them one (1) Armscor Shotgun and

THE repair of the Surigao City Airport runway remains on track according to the Civil Aviation Authority of the Philippines (CAAP) and the Department of Transportation (DOTr).

Navy now using one of Hanjin’s piers

MANILA -- The Philippine Navy (PN) on Wednesday said it is currently using one of the piers of the debt-ridden shipbuilder, Hanjin Heavy Industries and Construction (HHICPhil), located in Subic Bay, Zambales.

Navy flag-officer-in-command Vice Admiral Robert Empedrad, in a press briefing Wednesday, however, said he is not privy as to the ongoing deals concerning possible takers of the cash-strapped shipbuilder.

“I think that there are countries (proposing to take over). The Secretary of Finance (Carlos Dominguez) is in charge of this one. If that pushes through, the Navy will be a part of the (joint) venture. In fact, we are using as one of (Hanjin’s) piers, with permission from RCBC (one of the creditor banks),” he added in mix of English and Filipino.

Relief operation continues for Davao flood victims

DAVAO CITY--Relief operations continued for flood victims in several villages here on Friday, with the local government and private partners pooling resources to provide food and other basic needs to some 3,000 individuals.

The City Social Services Office staff manning the operation in Barangay Talomo, one of the biggest barangays badly-hit by the August 28 flashflood, received relief assistance from SM Cares such as canned sardines and tuna, instant noodles, rice, and distilled water.

A soup kitchen stationed at the evacuation center in the area continues operating to provide food for the victims.

Tagum City wins nat’l nutrition award anew

DAVAO CITY-- The city of Tagum in Davao del Norte has been recognized again for its nutrition programs by winning the Consistent Regional Outstanding Winners in Nutrition (CROWN) Maintenance during the 2019 National Nutrition Awarding Ceremony on Friday.

Held at the Philippine International Convention Center (PICC), Pasay City, the city bagged the same award last year in the same venue.

Tagum City is the only local government unit in Davao Region to win the annual award.

Mayor Allan Rellon received the plaque of recognition and PHP200,000 cash prize.

Rellon said the recognition was the result of the local government’s investment in human capital, especially the children, whom he said will be “the future of our world.”

He added the award was “a symbol of responsibility and inspiration as well to outdo the performance” from the previous years.

“It is therefore right to say that this award is not only for the city government but also to all individuals who made this a resounding success,” he added.

For many people, the most vividly remembered and emotionally charged of those years are spent in high school. Unrequited romantic crushes, chronic embarrassment, desperate

struggles for popularity, sexual awakening, parental pressure and above all else, competition – social, athletic, academic and otherwise.

The angst of these years follows us through life and the conflicted feelings so many of us harbor about high school fuel the popularity of TV shows and movies like Beverly Hills 90210, Mean Girls, among others.

What is it about this time of life that makes it stand out from the rest of our years? Part of it is undoubtedly due to changes in the brain’s sensitivity to certain types of information during adolescence.

AS a child raised in the 80’s, I would remember my childhood to be a mixture of learning life skills, enjoying physical games and getting hard earned labor reward of our favorite snacks at a nearby Sari-Sari store. During weekdays, we would be very excited to attend school and learn new things. And at the end of each subject, we would look forward to our homework that our teachers prepared. After school hours, we would spare an hour or two to play our favorite patintero or bato lata. Before the sun finally sets, we hold hands and happily walk back home. Mama will then welcome us with merienda of Banana que, kamote or any native snacks available.

We would then take turns to do our wash up routines.

Then we are prepared to do our homework. Kuya, the eldest of three siblings, will read aloud his homework, followed by Ralph, my other sibling. Mine was a little bit slow and engaging. Mama assisted us with Language and Reading subjects while Papa helped us with Math.

Homework time for us was our communication time.

We get the chance to be with our parents and it was also their time to assess where we were difficult at.

Those subjects where we were good at are enhanced through enrichment activities. Homework was also the connection between our teachers and our parents.

Teachers are able to ensure that we do our homework

and on the other hand our parents would know if teachers were following through and checking our assignments. Moreover, our parents made sure that during homework time, we refrain from watching tv. Homeworks gave us a sense of responsibility and a sense of time management. It also developed in us the reading habits which we find very helpful as we journey through life.

It’s not just a homework, it’s not just a homework, it’s not just a homework.

There is more to it than just being a homework. I hope our legislators will just give time to see the core and create policies which will have a greater impact to the educational system of this country.

There are far greater problem than homeworks.

AT its worst, competitive parenting puts tremendous pressure on children because the underlying message to kids is: “You need to achieve in order to prove that I’m a good parent.” What a terrible burden to put on the shoulders of a poor child!

Admittedly, it indeed takes conscious effort to resist the pull of competitive parenting. We need to recognize that our children are not lumps of clay to be molded. They are each unique constellations of strengths and weaknesses, interests and aversions.

The 2,000 housing units will be built in the 39-hectare land that will cater to 2,000 families, the land was purchased by the NHA which will also undertake the land development while the construction will be financed by the San Miguel Corporation (SMC) Foundation. “ The instruction of the President is clear: the NHA works on the temporary shelter and permanent houses, for us also to supervise the debris management. We have the marching order and we are working as scheduled,” said Escalada, who is also secretary-general of the Housing and Urban Development Coordinating Council.

Escalada said the funds were only released in 2018 to the National Disaster Risk Reduction and Management Council (NDRRMC) to finance the rehabilitation and restoration of Marawi after the series of assessments in the area.

NHA is tasked to build temporary and permanent shelters in Marawi, aside from clearing the area of explosives and debris.

Escalada said the process of rehabilitation “must be structurally sound and culturally sensitive.”

“We have the blueprint, the new one, this is drawn of the consultations and discussion with Marawi residents and stakeholders, it is craft from the culture of Meranaws and we agree on it,” he added.

Davao City LGU sets aside P50-million for flood victims DAVAO CITY -- The 19th Sangguniang Panglungsod ng Dabaw unanimously passed and approved a resolution ordinance putting four barangays under a state of calamity due to the flood last night with an amount of P50-Million for food and non-food assistance.

These are the barangays of Talomo Proper, Tugbok, Los Amigo and Wangan.

Earlier the City Disaster Risk Reduction and Management Council recommended the declaration to assist more or less 3,599 families who were affected by the flood.

She said the food assistance will comprise of rice, viand, noodle, canned goods and coffee while the nonfood assistance will include bedding, kitchen utensils and money for the reconstruction of their dwelling.

Rodrigo Bustillo, operations head of the City Disaster Risk Reduction and Management Office lamented that many of the residents in the affected areas did not listen to their call for preemptive evacuation earlier when the dark clouds was hovering the Talomo Watershed area.

He said that as early as 3:04 in the afternoon, the

residents in all barangays along Talomo River were warned of the effects of the impending flood and were ordered through rekoreda, radio communication and sirens to vacate early.

Bustillo said rescue volunteers even deployed earlier but many residents were trapped because they only moved when the water was already rising.

“We have to change our culture and attitude when it comes to disaster. Sadly, many people in Talomo proper uttered that they were used to the flood in their area and evacuation was not necessary. But flood last night was of a gargantuan proportion,” he said.

I have 2 years teaching experience in the private school before I applied in the Department of Education. I have been in this department for 10 years now. When I entered this profession, I already knew that I would encounter a lot of struggles, and I was correct: teaching in a public school is not that easy. I just want to share what a teacher like me goes through every day. Let’s begin with the classroom. Ideally, there should be a maximum 40 students in a classroom but in reality, there are more than 50 students.

We have a gross salary of more than P20,000, but this is not enough for our daily needs because our net take home pay is already below 20,000 due to some deductions. We even allot part of our salary to contribute to some school activities. Since we don’t have transportation

allowance, we have to shoulder the expenses for the required visits to homes of students who usually live in far-flung communities. In case we succeed with our home visitation, these students will go back to school. Another problem is they already missed their classes and will surely lose interest since they can no longer relate to the discussions because of the lessons that they have missed. It will be difficult for them to pass the exam. But because of the mass promotion and no retention policy of the DepED, teachers are directed to conduct remedial classes.

There are a lot of problems in our respective stations but we just keep on going because we love our job and our students.

We are teachers who teach from the heart. Teaching is the noblest of all professions, as the adage says.

Samsung partners with biggest maternity hospital for National Breastfeeding Awareness Month

Mothers now have easier access to breast milk by visiting the Dr. Jose Fabella Memorial Medical Center.

MANILA, Philippines, August 28, 2019 – Samsung Electronics Philippines Corp. (SEPCO) recently donated refrigerators to serve as breast milk vaults, to do its part in observation

of the National Breastfeeding Awareness Month. The tech company handed over two state-of-the-art refrigerators to the maternity facilities of Dr. Jose Fabella Memorial Medical Center.

The donation is in line with Samsung’s renewed corporate citizenship vision that supports the United Nations Development Programme’s (UNDP) sustainable development goals.

These address some of the biggest challenges around the world, such as those related to poverty, hunger, health, education, and climate and environmental degradation. “ The Depar tment of Newborn Medicine of Dr. Jo s e Fab e l l a Me m or i a l Hospital wishes to express its heartfelt gratitude to Samsung Philippines for their invaluable support and generous donation of French-door refrigerators for our NICU Breastfeeding Area and KMC ward,” noted the hospital’s Medical Center Chief, Dr. Esmeraldo Ilem.

Studies show that breast milk, often called liquid gold, is rich in nutrients and antibodies to protect babies from infections and illnesses.

According to a 2017 report

by UNICEF and the World Health Organization, only 34 percent of children under six months in the Philippines are exclusively breastfed.

In addition, research also shows that breast milk may

be kept for a few days up to six months, depending on the storage temperature.

Samsung aims to provide a viable form of storage of donated breast milk for mothers who may encounter difficulties producing their own breast milk especially after giving birth.

The company donated two units of French-door Refrigerators, a refrigerator that aims to ensure that the breast milk remains at its best quality and will be ready for consumption anytime. This is possible with its Triple and Metal Cooling feature, with three evaporators and a specialized metal wall. This feature enables precise and optimal cooling in all compartments, ensuring the freshness of the milk. The fridge also has a FlexZone Technology, which not only preserves the ideal temperature of food and beverages but also allows for easy temperature control (-23 degree Celsius to -2 degree Celsius), based

on how long the breast milk needs to be stored.

Dr. Mary Anne Ilao, OIC the facility’s Department of Newborn Medicine also added that the refrigerators “will help ensure proper storage of mothers’ own expressed breast milk for the daily use of their own sick and small babies.”

“We understand that breastfeeding is an unparalleled source of food and nutrition for the healthy growth of babies that can save their lives, and even contribute to improved health outcomes for both children and mothers.
