MisOr’s joint PPOC, PDC, PDRRMC meeting focuses on ending insurgency CAGAYAN DE ORO CITY -- TheProvincial Government of Misamis Oriental in coordination with the Department of the Interior and Local Government (DILG) MisOr convened the Provincial Peace and Order Council (PPOC), Provincial Development Council (PDC), and Provincial Disaster Risk Reduction Management Council (PDRRMC) for its 3rdquarter meeting focusing on Ending Local Communist Armed Conflict (ELCAC). During the said meet-
ing, DILG MisOr Provincial Director Engr. Marisia C. Naybe tackled peace and order (POC) concerns, ELCAC and the roles and responsibilities of the Provincial Task Force (PTF), and orientation on Omnibus Guidelines for Peace and Order Councils. “We need to be together, participate, and be accountable in ending all armed threats in the Philippines,” Naybe said. “We must continuously work for the people and with the people in achieving just and lasting peace towards
development where no one is being left behind,” she added. The schedule of the PTF launching in Barangay Eureka, Gingoog City was also discussed. EO 70 addresses the root cause of insurgencies and other armed conflict and threats by prioritizing and harmonizing the delivery of basic services and social development packages by the government. This looks into facilitating societal inclusivity and ensuring active participation
of all sectors of the society in the pursuit of the country’s peace agenda. The meeting was participated by local chief executives and representatives of the different municipalities of Misamis Oriental, and national line agencies such as the Philippine Drug Enforcement Agency (PDEA), Philippine National Police (PNP) National Bureau of Investigation (NBI), Department of Education (DepEd), National Army, and DILG, among others. Mental case or demonic possession?
THERE seems to be a sharp surge of disturbed people around these days. As a result, we can see more people who are clearly mentally ill, with very erratic behavior. And if they are not withdrawn from the world, alienating themselves and rotting away in their own universe, they get overly aggressive, violently aggressive, in fact. Some commit suicide. This is a problem we have to learn how to cope and to try to solve. Of course, it’s a phenomenon that can easily be attributed to the complications and pressures of the times, which in themselves are admittedly no mean things. But there must also be other factors and causes deeper than the toxic complications
and pressures of the times that give rise to this world predicament. More and more people are of the thinking that these disturbed persons are more than just mental cases, to be treated only with psychiatry, some medicine and therapy which are no mean help. They now talk of the strong possibility that some demonic interference is involved, even demonic oppression and possession. And they cite instances where the persons concerned act in ways that are considered already beyond human possibility. We need to have a good grip on this rapidly emerging menace. And the first thing to do is to entertain the possibility that indeed these disturbed people are
both mentally sick and demonically bothered. Yes, while it’s true that the predicament can be an either-or proposition, we should not dismiss the possibility that it can also be a both-and one. Not just disjunctive, but also conjunctive. Let’s remember that the devil is always around. It’s not paranoia to be always alerted of the devil’s existence and constant efforts to destroy us, usually in very sweet ways. It would be good if we level up in our knowledge of psychology. This field of science is getting to be more and more relevant these days. It cannot anymore be the exclusive interest of some people. Everyone should know at least the basics of psychology and from

The long and winding road
THINK a minute… After my teenage son learned to drive, he still did not learn the quickest, shortest route to where he wanted to go. He often ended up turning a 10-minute drive into a 20-minute journey. Taking the long way home cost him a lot of wasted time and money for fuel. Yet often in life we take the long and winding road to get where we want to be. Life is short, yet we take so long to learn how to live it well. “Experience may be a good teacher, but it charges us a high price for the lessons we learn.” Each day we face possibilities to make wrong turns, or to simply go around in circles with our daily
routine, never actually making progress. “We live and learn, but some of us just live.” So we die sometimes having never learned to really live the right, satisfying way. We take many twists and turns trying to find our way through this life of good and bad, right and wrong. We face a lot of choices, including false starts, detours, and dead ends. Remember, “No one ever got lost on a straight road.” It’s actually quite easy to find the right road in life. For one thing, “If the truth is standing in your way, you know you’re headed in the wrong direction.” It’s like going the wrong way on a one-way street: the
person who turns around the soonest is the smartest and safest. There is nothing smart about being too stubborn and proud to admit we have made a mistake. It makes no sense to ask 2 plus 2 to equal 5. Just like it makes no sense to ask God to change the facts of right and wrong so I can live my own way. And what if God said it was OK for me to do the wrong thing I want to do? Then how would I feel if God let someone else do that wrong thing to me or to someone in my family? He shows us His right ways for our happiness and safety! Jesus declared that He is the only way to true life. Follow Him and He will lead you where you

WHEREAS, the Regional Tripartite Wages and Productivity Board (RTWPB) – XIII is mandated under Republic Act No. 6727 entitled ( The Wage Rationalization Act), to periodically assess the wage rates and conduct continuing studies in the determination of the minimum wage applicable in the region or industry; WHEREAS, Section 24 of Republic Act No. 10361 entitled ( An Act Instituting Policies for the Protection and welfare of Domestic Workers or Batas Kasambahay) which took effect on February 10, 2013, sets the minimum wage of domestic workers and mandated the Regional Tripartite Wages and Productivity Boards to review, and if proper, determine and adjust the minimum wage rates of domestic workers one (1) year from the effectivity of the law and periodically thereafter; WHEREAS, after due notice to concerned sectors, the Board conducted public consultations/hearings in the Region on July 23,2019 in Surigao City and August 13, 2019 in Butuan City to determine the propriety of issuing a new wage order for domestic workers; WHEREAS, after a thorough evaluation of the existing socio-economic conditions in the region, the Board has determined the need to provide domestic workers with immediate relief measures to enable them to cope with the rising cost of living; NOW THEREFORE, by virtue of the power and authority vested under Republic Act No. 6727 and Republic Act 10361, the Board hereby issues this Wage Order. SECTION 1. NEW MONTHLY MINIMUM WAGE RATES. Upon effectivity of this Wage Order, the new monthly minimum wage rates of domestic workers in the Region shall be the following:
(a) Cities and first class municipalities
– Php

SECTION 2. COVERAGE. This Wage Order shall apply to all domestic workers whether on a live-in or live-out arrangement, such as but not limited to:
1. General Househelp; 2. Yaya; 3. Cook; 4. Gardener; 5. Laundry person; or 6. Any person who regularly performs domestic work in one household on an occupational basis The following are not covered: 1. 2. 3. 4.
Service providers Family drivers Children under foster family arrangement; and Any other person who performs work occasionally or sporadically and not on an occupational basis.
SECTION 3. PAYMENT OF WAGES. The wages of the Domestic Workers shall be paid in cash at least once a month. No deductions from the wages of the domestic workers shall be made other than those mandated by law i.e SSS, Philhealth, PAGIBIG. SECTION 4. APPLICATION TO PRIVATE EMPLOYMENT AGENCIES (PEAs). In the case of hiring/ contracting of domestic workers services through a licensed PEAs, the wage rates prescribed in this Order shall be borne by the principals or clients of the PEAs and the contract shall be deemed amended accordingly. In the event, however, that the principal or clients fail to pay the prescribed wage rates, the PEAs shall jointly and severally liable with his principal or client. SECTION 5. APPEAL TO THE COMMISSION. Any party aggrieved by this Wage Order may file an appeal to the National Wages and Productivity Commission (NWPC), through the RTWPB, in three (3) printed copies, not later than ten (10) days from the publication of this Wage Order, subject to the compliance with Sections 11 and 12 of NWPC Guidelines No. 01, Series of 2014.

NOTICE Notice is hereby given that D’ MAPLE DEVELOPMENT CORP. represented by Ms. Lydia C. Uy has filed with this Office a sworn registration statement for the sale of house & lot packages in AYANA SUBDIVISION located at Balubal, Cagayan de Oro City and more particularly described as Blk. 2-Lots 20-42; Blk. 3-Lots 1-31; Blks. 6 to 10 with a project area of 12,690 Sq.M. (Land area – 9,999 Sq.M. and Floor area-2,691 Sq.M.) and covered by land title nos. T-137-2019006836 & 137-2019006837. SECTION 6. COMPLAINTS FOR NON-COMPLIANCE. Complaints for non-compliance with the Wage Order shall be filed before the Department of Labor and Employment (DOLE) Field/Provincial/Regional Office No. 13 and shall go through the thirty (30) day mandatory conciliation under the Single Entry Approach ( SEnA ) program to exhaust all efforts for settlement. The DOLE Regional Director shall issue a compliance order within ten (10) days from the submission of the case for resolution. SECTION 7. UNLAWFUL ACTS AND PENALTIES. Witholding and interference in the disposal of wages of the domestic workers are declared unlawful and shall be punishable with a fine of not less than Ten Thousand Pesos (Php 10,000.00) but not more than Forty Thousand Pesos (Php 40,000.00) without prejudice to the filing of the appropriate civil and/or criminal action by the aggrieved party pursuant to the Rule XII, Sections 1 and 2 of the Implementing Rules and Regulations of Republic Act no. 10361. SECTION 8. BOARD, LODGING, AND MEDICAL ALLOWANCE. The employer shall provide for the basic necessities of the domestic worker to include at least three (3) adequate meals a day and humane sleeping arrangements that ensure health and safety. The employer shall provide appropriate rest and assistance to the domestic workers in case of illness and injuries sustained during service without loss of benefits. At no instance shall the employer withdraw or hold in abeyance the provision of these basic necessities as punishment or disciplinary action to the domestic worker. SECTION 9. NON-DIMUNITION OF BENEFITS. Nothing in this Order shall be construed to reduce any existing wage rates, allowances and benefits of any form under existing laws, decrees, issuances, executive orders and/or under any contract or agreement between workers and employers. SECTION 10. PROHIBITION AGAINST INJUNCTION. No preliminary or permanent injunction or temporary restraining order may be issued by any court, tribunal or other entity against any proceedings before the Board. SECTION 11. FREEDOM TO BARGAIN. The order shall not be construed to prevent domestic workers from bargaining for higher wages and better benefits with their respective employers. SECTION 12. COMPETENCY BASED PAY. Household employers and their domestic workers may voluntarily and mutually agree to adopt a competency-based pay scheme in setting and adjusting the pay of domestic workers over and above the applicable minimum wage rate. SECTION 13. REPEALING CLAUSE. All orders, issuances, rules and regulations or parts thereof inconsistent with the provisions of this Wage Order are hereby repealed, amended or modified accordingly. SECTION 14. SEPARABILITY CLAUSE. If any provision or part of this Wage Order is declared unconstitutional, or in conflict with existing law, the other provisions or part thereof shall remain valid. SECTION 15. IMPLEMENTING RULES. The Regional Tripartite Wages and Productivity Board –XIII shall submit to the Commission the necessary Rules and Regulations to implement this Order subject to the approval of the Secretary of Labor and Employment not later than ten (10) days from the publication of the Wage Order. SECTION 16. EFFECTIVITY. This Wage Order shall take effect fifteen (15) days after its publication in a newspaper of general circulation.

Bong Go wants brgy execs to be regular gov’t employees NEOPHY TE S enator Christopher ‘Bong’ Go is pushing for making barangay officials as regular government employees under his proposed Magna Carta for Barangays. Senate Bill No. 391 or the Magna Carta for Barangays was discussed during the hearing of the local government committee chaired by Senator Francis Tolentino. Go said the lack of regular salaries for barangay officials despite their duties and responsibilities in their communities prompted him to push for better pay and benefits for them. “Barangay officials are our government’s frontliners—first to respond, first to provide and first to serve. Despite this, they
receive simple honoraria for their service. That is why under the bill I filed, barangay officials will now be treated as regular government employees receiving benefits that regular government employees enjoy,” he said. Under the bill, the Punong Barangay, members of the Sangguniang Barangay, the Sangguniang Kabataan chairperson, the barangay secretary, and barangay treasurer will be entitled to salaries, emoluments, allowances such as hazard pay, representation and transportation allowance, 13th month pay, and other benefits. The bill also outlines the basic priorities in each barangay such as regular supply of clean and potable
water, readily available means of public transport, and to have schools, health centers, and barangay halls. Go said the proposed measure will also allow barangays to appoint suf-
ficient tanods to help maintain peace and order in their communities in lieu of the current set-up where tanods are only limited to 20 per barangay. “In line with President

The birth of petitioner is evidenced by a Birth Certificate (BC) issued by Kingdom of Saudi Arabia. The said BC is herein attached as Annex “A’’ and the translation thereof, made by the Philippine Consulate, is hereto attached as Annex ‘’B’’;

In the year 2013, petitioner brought home his family in Marawi City with the intention to finally settling down in the said city;

As a matter of fact, he has enrolled ABDALLAH in one of the private schools in Iligan City but such enrollment was merely provisional, subject to the submission of ABDALLAH’s BC;

Petitioner and his wife were forced to register anew the fact of birth of ABDALLAH for the reason that the school insisted on a BS issued by the then National Statistics Offices and has refused to accept the BC of Abdallah that was issued by the Kingdom of Saudi Arabia, hence, BC under registry no. 2013-10853 (Annex’ ‘’C’’);

For some reasons, the plan of settling down in the City did not pursue and the family of the petitioner went back to KSA;

Recently, when petitioner sought the renewal of the passport of Abdallah, the consulate refused to release the renewed passport as the system reflects two BC’s for Abdallah;

In truth and in fact, ABDALLAH was born in Saudi Arabia, as proven by his passports, attached and marked as: Annex ‘’D’’ Passport with no. EC1146548 Annex ‘’E’’ Passport with no. XX4204665 Annex ‘’F’’ Iqama

There was no slightest intention on the part of the petitioner to defraud any person when he registered the fact of birth of Abdallah before respondent LCR of Marawi, neither was it made with criminal intention, considering the fact that Abdallah is barely turning ten (10) ten years old next year;

This petition is solely for the purpose of straightening the records of the petitioner so as to remove any doubt as to the identity of Abdallah;
15.
The material entries in the two (2) BC are practically the same, except for the place of birth, hence, it is submitted that nobody will be prejudiced by the granting of this petition.
Finding the aforesaid petition to be sufficient in form and substance, it is hereby ordered that the same be set for hearing before this court on October 31, 2019 at 8:30 o’clock in the morning. Let a copy of this order be published at the expense of the petitioner in a newspaper of general circulation in Lanao del Sur of Marawi City for three (3) consecutive weeks. The local civil registrar of Marawi City, Lanao del Sur and the Civil Registrar General, or any person or party who has an interest in the petition , may file his/ her opposition thereto within fifteen (15) days from notice of this petition or from the last day of publication of this order. Further, let this Order be posted for fifteen (15) days prior to the date of hearing in the Bulletin Board of the Local Civil Registrar of Marawi City, Lanao del Sur and the Bulletin Board of this Court, also at the expenses of the petitioner. The social media has indeed greatly impacted and affected our lives today, greatly including the lives and behavior of our young ones, our school children, our pupils. In this digital age, mostly everyone of us have cellular phones, Twitter, Facebook, and are knowledgeable enough to handle and manage differing and various social media sites in the world wide web. Yes, it has advantages and disadvantages. On the other hand, at school, we can always integrate the use of the internet and the social media to our pupils. We can give
them sites and pages that they can study over and visit and learn something from it. That is why, teachers must do the research first, check the page or what before suggest it to the pupils. We must be the one who will screen it first. As we cannot control what these pupils would do while using the internet, it is of great deed that should remind them of the pros and cons when doing such. We should always lead to social networking sites that would best fit their taste. Also sites that would uplift their moral and good values is best plus they can read and learn short stories and then probably encourage them to apply and follow it.
Exactly, we do not have the control over our pupils but we can always remind them to be always good and be responsible when using the internet, the most encourage them to think before they click sites and pages. As teachers, we should always remind them to use this new technology for their own development and betterment. As these new discoveries have positive effects, we should not forget that they will surely have negative impacts as well and that it depends on them on how they will use it. Davao City LGU gives cash assistance to flood victims DAVAO CITY -- Since last week the City Government of Davao has started giving financial assistance to flood victims numbering 13,000 families. Marilou Bermudo, chief of the City Social Services and Development Office said they do the distribution by batch, by purok and by area initially releasing the assistance for victims in Tugbok District, Barangay Mintal and a few in Talomo District. She said an initial of 1,000 families have been given financial assistance in Barangay Talomo. “Every family with totally damaged dwelling will receive P10,000 while those with partial damage receive P5,000,” Bermudo said. She said financial assistance is given through the distribution centers in Royal Valley Satellite Office, San Lorenzo Ruiz and Our Lady of Lourdes, even on Saturday except Sunday and will go on until Friday this week. Campus journalism is a very good avenue for our pupils, for our young learners to hone their skills in writing and in journalism. This is where we develop young talents to be better watchdogs of the government soon. And yes, campus journalism can bring a lot of advantages to every learner. Everyone can be a campus journalist; it doesn’t mean that you are not good in English or Filipino then you cannot be a journalist. As long as you can write your ideas and thoughts and then you are duly guided by the journalism adviser, you can be. The voices of the young
campus journalists are of much importance and significance. They can voice out their suggestions through editorials and features. And yes, they can be better considered as partners in school development and growth. Even if it is on the literary aspect, still it is of equal importance as it will inspire other pupils to write and contribute their ideas and life experiences in the school paper. It makes someone happy seeing his or her write-ups and editorials in the school paper. That is why, to all the pupils, be the best version of you and best hone and develop your talents in the best way possible.

One of the factors that needs to be considered in delivering quality education is the management of the class, management of the classroom, in which it bears a big impact to the pupils in the process of learning. No matter how systematic the organization or structure is, if the classroom is not handled orderly, then the delivery of education will be affected. That is why every teacher should take into best consideration the way he or she handles the class. One way is that make your pupils understand why they are in school. Respect your pupils as much as you want to earn respect from them. Treat them as your children and make them understand that acquiring best education is anchored on valuing and living good values also. Another, listen to their needs, beliefs and ideas. For sure, these children
have differing insights and ideas over a matter but on how you respond to them, is that all they will remember. Hear and appreciate their voices as they hear and appreciate your voice and thoughts. The moment they feel that they are being heard and attended, then that’s the moment they will listen without the teacher instilling fear over them, without the teacher begging the pupils to. Set as a very good example. Well, what you basically do and say, in the eyes of your pupils, it’s the right thing to do. Before you reprimand your pupils, you have to make it sure that you are portraying the good values, in which they can see you doing it. In their very eyes, what their teacher does and say, for them it is right and just. Thus, better classroom management depends more importantly on the classroom manager, the teachers. At the meeting, officials raised other options to mitigate the disaster like draining the natural gas, identify the extend of the peatland, study the gas deposits in the area and intensify information campaign to residents to regulate human acitivities in the wetlands. Armando Gomez, head of the Provincial Disaster Risk Reduction Management Office, said there is an urgent need to act on the incident to mitigate its impact. “This is not yet a disaster but a hazard potential if we cannot contain it,” Gomez said. Jonel Dalona, a geologist of Rise Oil Exploration Drilling Philippines Corp. who was invited in the meeting, said the fire could still raging underneath a 15-centimeter layer in the carbon-rich peatland which are highly combustible especially that the long dry spell hit the Agusan Marsh for several months now.

certify its performance report to be submitted to the DENR as basis for evaluation; and among others. The MOU was reviewed and endorsed by the committees on environment and on laws and rules respectively chaired by Councilors Enrico D. Salcedo and Ian Mark Q. Nacaya. /with a report from SP/JBD
