LTFRB: Many PUV drivers not aware of their franchise provisions

Fr. Chito ends 117-day ordeal as Maute captive MARAWI City--As of 6 p.m. Sunday, the military had yet to issue an official statement to confirm or deny reports that a Catholic priest held hostage by the Maute Group since May 23 “escaped” or was “rescued” along with another hostage, near midnight Saturday but the Prelature of Marawi in a press statement said the priest was undergoing military debriefing.

Saturday was Day 117 of the Marawi Crisis.

“The Prelature of St. Mary’s in Marawi welcomes the news that Fr. Teresito ‘Chito’ Soganub, its Vicar General, has been rescued by the Armed Forces of the Philippines at around 11 p.m. last night, September 16, 2017 near Bato (Ali) Mosque in Marawi City together with one other undisclosed companion,” its press statement read.

It said the entire Duyog Marawi team, an accompaniment journey with the people of Marawi by the Prelature in partnership with the Redemptorists, “exploded with shouts of joy” in the midst of its monthly meeting as Fr. Nono Reteracion, CSsR “read the confirmation from several military personnel.”

“The military will provide us with more details once the debriefing protocol is completed. For the meantime, we pray for the safety and immediate release of the other hostages,” Reteracion said.

Initial reports reaching the media said Soganub, also Acting Rector of the St. Mary’s cathedral and chaplain at the Mindanao State University (MSU) main campus here, and another hostage escaped from their captors near the Bato Ali mosque amid heavy firefight and that as the

two were fleeing, they were identified by the military who brought them to a safer place.

The other hostage with Fr. Chito has not been identified.

A news blackout was imposed as no military official responded to the media’s queries early Sunday morning.

But a senior official told MindaNews that the silence of the military was deliberate, that they had agreed that news on Soganub’s freedom be kept under wraps first as troops were still working to rescue at least ten other hostages.

But Secretary Jesus Dureza, Presidential Adviser on the Peace Process, broke the silence. He announced through his Facebook wall at 7:31 a.m. on Sunday that Soganub was “rescued” at 11 p.m. Saturday near the Bato Ali mosque.

Dureza forwarded the information sent to him by Franklin Quijano, former mayor of Iligan City and now Phividec administrator.

Quijano told MindaNews he received the information from his military sources.

Matter of fact, the PDPLaban’s political origin could be traced back to the anti-Marcos movement in the 80s. Former Senator Aquilino Pimentel, Jr. was among the founders of the PDP-Laban. He could personally attest to the fact that the PDP-Laban was formed to support the anti-Marcos movement and support Cory’s Aquino presidential bid.

However, with the emergence of the Liberal Party (LP) and the Nacionalista Party (NP), the PDP-Laban has lost political significance. The PDP-Laban, of the Pimentel group, was only resurrected when Duterte

ran and won the presidency in 2016 under the PDPLaban political party. With the President belonging to the PDP-Laban, it takes just a matter of months before the political balance tilted in favor of the PDP-Laban – both in the Lower and Upper House in Congress.

ASSESSING the true state of our country, I see we don’t have much problem for many years now. Our only problem is some of our politicians who are fighting with each other.

Finger-pointing is given more emphasis as who really is the possessor of illgotten wealth. Our people are tired about it and just keep quiet, although some of us are already in the hills fighting. The problem with some of them, however, is they don’t know whom to kill. Almost always it is the poor farmers are the victims. The are robbed of their possessions and sometimes killed.

into the river? The fetus was found lifeless and carried by the current of the water into the ocean.

The police should investigate and if the woman is found and identified, she should be prosecuted for the heinous crime she committed. This reminds me of Mother Theresa who recently was canonized saint when she said “if you don’t like your children, give them to me.” This kind of crime has been happening many times and I guess the authorities should be stricter on this regard. This is murder of an innocent baby and definitely a capital offense. If we only have the death penalty, she should go straight to the electric chair and into the flames of hell.

So many countries have joined the race in manufacturing of deadly weapons, nuclear bombs, nuclear missiles, advanced fighter jets, submarines and many more. I am worried of our young children who are trying hard to make names for themselves, but whose lives are threatened by big conflicts that involve world powers.

Honestly, I am always praying for world peace. At my age, I do not have much problem because I am now facing the twilight shadow of my life, but I think of my children and grandchildren whom I want to enjoy life..

Duterte eyes nationwide martial law, warns CPP CAGAYAN de Oro City--A plan by President Rodrigo Duterte to declare a nationwide martial law is in the works, the Communist Party of the Philippines said.

In a statement Thursday, the CPP said Duterte was becoming “increasingly desperate amid broad rising calls for his ouster” and “seeks to prop himself up as a fascist dictator in his despair to cling to power.”

Duterte earlier said he would be forced to impose martial law nationwide if the Left stage massive protests that might turn unruly.

However, Defense Secretary Delfin Lorenzana on Friday allayed fears of another nationwide martial law saying it was a “remote possibility”.

But the CPP said the president “deserves the strongest condemnation for threatening to make full use of the military and police to carry out armed repression against mass demonstrations by conjuring a scenario of ‘rebels taking to the streets’ and ‘fighting on the streets’.” ”Having imposed martial law in Mindanao, Duterte believes he can get away with nationwide martial law. The Filipino people are determined to prove him wrong.

Under the slogan ‘Never again to martial law!’, various forces are bound to rapidly come together against the Duterte regime as it carries out increasingly tyrannical measures,” the underground group said.

The president declared martial law in Mindanao on May 23, the same day the Islamic State-inspired Maute group started a siege in Marawi City which has entered its fourth month.

The CPP accused Duterte of establishing himself as a dictator “by silencing the political opposition,” among other moves.

It noted that his allies in Congress have “railroaded” the National ID system, canceled the scheduled barangay elections to enable him to “supplant tens of thousands of village officials with his loyalists” and “acted swiftly to impeach the chief justice as an overt threat to make the Supreme Court and judiciary bow to Malacañang’s whims.”

The CPP said “Duterte is presently carrying out a mind-conditioning campaign to justify his plan to impose martial law.”

“Through mostly foul means, he has silenced critical opinion in mass media. He employs his horde of paid trolls to flood social media with Duterte adulation and to vilify the Left and political opposition,” it said.

“He uses government money to build his Kilusang Pagbabago propaganda machinery and Masa Masid (now renamed Community Mobilization Project, comparable to the Alsa Masa movement in Davao City) spy network. The police and military control the flow of information. In the guise of stopping ‘fake news,’ the regime is set to clamp down on media freedom and the right to free expression,” it added.

The CPP said Duterte and

his security officials will try to “suppress the protest actions and prevent these from swelling into large demonstrations.”

“In the face of his desperation, it is not remote that Duterte and his dirty tricks department will resort to creating bloody trouble in the streets to serve as pretext for the declaration of martial law,” it warned.

The CPP statement on Thursday was the strongest so far against Duterte after the president declared on July 21 that he was abandoning peace negotiations with the National Democratic Front.

He also ordered the arrest of NDF peace consultants who were freed on bail so they could give inputs during the talks.

“No more talk. Let us fight. I’ll save enough money for the arms, I’ll buy the new ones, the precision guided missiles,” he said.

Duterte made the declaration shortly after New People’s Army rebels ambushed a convoy of the Presidential Security Group along the Davao-Bukidnon highway.

A day before Duterte’s announcement, the CPP said the declaration of martial law in Mindanao has made the talks unnecessary.

“It is a strongman’s act of bad faith aimed at bullying the NDFP to bow to his terms of surrender,” it said.

Green jobs investment pushed

OUSE Appropriations Committee and Davao City Cogressman Karlo Nograles yesterday said the Philippines is now officially a “green investment hub” following the issuance of the Implementing Rules and Regulation(IRR) for Republic Act 10771 otherwise know as the Philippine Green Jobs Law. Through this law, Nograles said that businesses that are involved in selling or trading goods and services that promotes environmental protection and climate-change mitigation would be given huge fiscal and non-fiscal incentives.

Nograles is the main author and brainchild of the landmark measure.

“With the IRR of the Green Jobs Act already in place, local companies should grab the opportunity to qualify for the tax incentives to be given by the Bureau of Internal Revenue (BIR) and the Bureau of Customs (BOC). This means going full throttle on the generation of green jobs and services,” Nograles said.

Pimentel backs businessmen call to modernize Mindanao ports SENATE President Aquilino “Koko” Pimentel III yesterday said it’s high time for government to modernize the local ports in Mindanao to international standards to encourage healthy competition in the domestic shipping industry.

In a statement, Pimentel issued the call as he expressed full support on the move of businessmen, who met recently in Davao City,

urging the administration to rehabilitate, expand and upgrade the local ports in the island.

The 26th Mindanao Business Conference, conducted by the Philippine Chamber of Commerce and Industry (PCCI), has approved 20 resolutions that would be brought up in the upcoming Philippine Business Conference.

“We should fully implement the law that allows foreign ships’ co-loading for domestic transhipment to encourage healthy

competition. But our ports have to be upgraded to meet the berthing and mooring needs of foreign ships,” he said.

Citing the observations of Mindanao businessmen, Pimentel said foreign ships could only dock in international ports because of berthing depth requirements and inadequate mooring facilities that domestic ports could not provide.

Pimentel also backed the proposal of the Cagayan de Oro Chamber of Commerce and

Industry for the full industrialization of the PHIVIDEC Industrial Estate in Misamis Oriental to improve local manufacturing production.

He also backed their call to declare the Mindanao Container Terminal in Tagoloan, Misamis Oriental as a Freeport for cost efficiency and to hasten the implementation of the proposed Mindanao railway project for easy connectivity in the island’s six regions.

New civic group holds Pagatpat outreach MARK FRANCISCO CAGAYAN DE ORO CITY – A newly-formed group of volunteers which was founded last January in this city held its first major outreach in barangay Pagatpat last Sunday.

The aptly-named Servants of All Global Inc. held a whole-day medical mission last September 17 inside Pagatpat covered court.

According to the outreach’s coordinator Mike Salvador, Servants of All Global, Inc. decided to reach out specifically in the said barangay because his group is friends with members of the barangay council.

“Diha ko naka-realize nga importante diay nga ang barangay council makig-amigo sa lain-laing mga individual or grupo especially katong makatabang sa ilang mga constituents,” Salvador said.

Servants of All Global Inc. held its first major outreach in San Luis town, Agusan del Sur last March 2 following the flooding there due to torrential rain in the late part of February this year.

They followed it up with

the distribution of relief goods to a total of 3,000 families in evacuation centers in the towns of Saguiaran, Pantar and Balo-in in Lanao del Sur. For the Pagatpat event, the group was able to reach out to more than a thousand residents in Pagatpat and neighboring barangays.

The beneficiaries received medical consultation, free

medicine, dental services, free wheelchairs and processing of documents such as NBI, passport, birth certificate, death certificate, marriage certificate and legal consultation.

People also had the option to donate blood.

Servants of All Global Inc. under president Lito Erezo is looking forward to more outreaches in the future.

City Schools Division empowers SPED parents

AGAYAN DE ORO CITY – The City Schools Division of Cagayan de Oro led by superintendent Elena Borcillo is on its way of completing the highly successful training of parents of children enrolled in Special Education (Sped) classes citywide.

Division Sped coordinator Metzi Balandra reported that the training began on July 25 and will end this September 30 for a period of six sessions with one batch per half-day session.

Around 1,000 parents are expected to graduate from the seminar by September 30 representing the equal number of students enrolled in Sped classes both in the public and private

schools.

Of the number, 200 parents come from the private school sector, according to Balandra.

It was Cebu Citybased behavioural expert Mark Saballa who is the resource person in each of the sessions. Saballa also formulated the syllabus himself for the seminar.

Balandra expressed her gratitude to the Local School Board of Cagayan de Oro City headed by Mayor Oscar Moreno for supporting the initiative by contributing half of the participants’ registration fees.

The seminar, entitled The Role of Parents in the Behavior Management Intervention for Learners with Special Needs,

aims parents to take responsibility in the actions of their children within their respective school campuses, accord-

ing to Saballa.

Saballa said that if only parents have more sympathy towards their children, there will be no

need for expensive psychotherapy.

While Duterte wants to fulfill his promise to eradicate graft and corruption during his tenure as Philippine president, he could not do it in an atmosphere where he has no control. Although the PDP-Laban is in control of Congress, Duterte believes that he is powerless in the fight against corruption in his own backyard. NorMin parenting group to hold fun run for Marawi displaced children

CAGAYAN DE ORO CITY – To highlight the benefits of babywearing and provide assistance to the internally displaced children of Marawi crisis, the Modern Nanays of Mindanao (MNM) will hold the Fun Run for the Little Ones on October 15.

The event, which is named to be the first babywearing fun run in the country, will start at Divisoria,

Cagayan de Oro City, at 5:00 p.m. and interested runners can choose their preferred race category from 1K, 5K and 10K run with a corresponding P250, P300 and P350 registration fee which is inclusive of jersey and race bibs.

The 1K run will start at Divisoria to Jollibee Velez and back to Divisoria while the 5K run will start at Divisoria to Marcos Bridge then

back to Divisoria. The 10K run will start at Divisoria to Bulua (Banga) and back to Divisoria.

The raised funding is intended for the displaced little ones and their mothers in Sta. Elena Evacuation Center and Buruun School of Fisheries for their food security and livelihood.

The Modern Nanays of Mindanao currently implements the Project Kain, a blanket supplementary feeding and capacity build-

ing initiative, that aims to sustain the provision of fresh, hot and varied meals through urban gardening and income generation.

Such project has been done since most of the internally displaced persons (IDPs) only receive packed processed food during relief operations and as health advocates, the MNM sought for ways to feed the evacuees with the right kind of food especially the children and their mothers.

One of the best strategies to be used in English is the Story Ladder Strategy.

This was fondly used for developing critical intuition of our pupils. Introduction of the story ladder strategy increase the awareness and attention span of the pupils.

This was adapted from the work of Cunningham and Cunningham (1992) and Rasinski (1999), in this strategy the children are given a key phrase. Then, the key phrases are used to compose new words

based on teacher prompts and hints. It will be done with the used of paper and pencil.

Furthermore, we can use the letter cards for those pupils with orthographic processing difficulties who need to work on spelling skills. For students who need to begin increasing their orthographic skill, this strategy can be a fun way.

Story Ladder Strategy is created by making a summary of the story then

the teacher will delete the last half of each sentence.

Then the pupils are asked to recreate a general intent of the sentence. In this manner it will developed their level of understanding on the process of how to understand the story on different phases.

In this way the pupils will appreciate the Story Ladder Strategy, because they will predict the events and or the upcoming results of the story.

In introducing the Story Ladder, 1. Select a story, 2. Create a summary of the story using a coherent

paragraph. This makes the activity more cohesive since information from the first sentence may help to get the answer for the last sentence. 3. Leave out the last half of each sentence.

4. Use sentence numbers as labels for convenience.

5. Ask pupils to finish the sentences using their own words.

Story ladder strategy provides more activities for a supplemental intervention that can be added to your curriculum to get students involved in manipulating sounds in words to increase spelling skills.

“Many are called, few are chosen,” the bible said. Not even once in my life that I dreamed of becoming a teacher, my only wish when I was young was to become a businesswoman but when I started to open up my eyes and see the reality through marriage, where I saw my little children and started the role of a parent, as the first catechetical teacher at home, came into my mind to make teaching a career.

I took up education course in the external school of Alubijid in the year 1990’s. I offered my

studies to GOD since we are very poor. My husband was just a fisherman and I was a fish peddler within my neighboring houses. I graduated, and earned a degree which I really prayed so hard then I passed the board exam right after graduation. I applied for a ranking of new applicants the following year and got hired immediately. Out of sixty-nine applicants, I was ranked number one among them.

I was so glad to be one.

I was first assigned in Tula Elementary School wherein the only means

of transportation that time was riding on a horse but I only walk. I need to wake up at 3:00 o’clock to prepare myself for school and my children. I got there along the highway at 5:00 a.m. looking for a motorcycle, so that I can reach Sungay before six, since I still need to hike for an hour to get up to my station passing three rivers by walking along, because there is no other means of transportation that time for a six kilometer distance from the single motor stop over.

After a month, I decided to stay and sleep in school and be home on Fridays.

I was then designated as School-In-Charge the

following years after more than five years. I was so glad to have been transferred to my home-based station, Baybay Elementary School of Alubijid District later that year. This is my greatest thanksgiving.

I took masteral studies since then for my home is near the external school of BSU. Then I earned units and got promoted to teacher three and then Master Teacher-II until the present time. Here I worked to assist my administrators up to the regional level for I am motivated being no hassle in travelling because my home is just beside the school where I am assigned.

In recent years, there has been quite a rise in family literacy nights in the public school system in some parts of the country.

A family literacy night is when a school puts on an evening of fun activities that encourages community

literacy.

It’s essentially a fun way for schools to give parents and their children a time and place to read, write, learn, and share ideas with experienced teachers. You may be wondering why there has been a rise in these types of activities.

The reason is simple: They empower parents to promote literacy at home, as well as help parents learn teaching strategies that can help their children succeed in school.

This also builds a family/school connection where families support the school while building school spirit.

This school-wide event is typically based upon one theme and is open to parents, students, and their extended families. There are usually reading games and activities, as well as tips on how parents can support reading at home, such as keeping a library, sharing stories, reading together, or creating some quiet time.

When you begin planning, the first thing that you must do is decide upon a theme. Usually there is a school-wide theme that teachers stick to, but sometimes school districts allow each individual class to determine their own theme. If your literacy night is in the month of

October, your theme can be “Halloween.” Or what, you can decorate with black cats and witches, read scary stories, and have students and their families partake in October-themed activities.

Another idea is to choose a random fun theme like “Camping under the stars” or “Reading Olympics.” These popular themes are great because there are so many fun things that you can do with them. If you choose the camping theme, you can build a fake fire and have students read stories around the campfire. If you choose the Olympic theme, you can have families partake in fun sport-related events.

As for raising livelihood funds, Nadine Casiño, founder of MNM, said, “We also believe we need to teach our families

how to generate their own income so they can sustain their families as they move to rehabilitation.”

Professionalism taken from the Miriam Webster dictionary defines “the conduct, aims or qualities to characterize or mark a profession or professional person as calling, requiring specialized knowledge and often long and intensive academic preparation.”

Professional got the job done. They’re reliable and keep their promises.

If ever circumstances arise that prevent them from delivering on their promises, they do their best to manage the situation right. Professional don’t make any excuses, they exhibit qualities of honesty and integrity. They keep their word and they can be trusted implicitly because

of their values. They never compromise their values and will do the right thing even when thing means taking a harder road.

True professionals are humble, they are willing to learn from others and they easily admit their mistakes. Professionals hold themselves accountable for their thoughts, words and actions especially when they made a mistake. This personal accountability is closely tied to honesty and integrity and it is vital element in professionalism. True professionals are calm in their emotions especially dealing with people. They can manage everything to make the situation right. Genuine professionals show respect for the people around them, no matter what role or situation, they exhibit high degree of emotional intelligence by considering the emotions and needs of others and they don’t let a bad day impact how they interact with colleagues or clients. Professionals are the kind people that other respect and value.

they are not allowed to join transport strikes, said LTFRB-10 regional director Aminoden Guro.

If public utility drivers are proven to have participated in protest action against the government through transport strikes, Guro said they can be sanctioned, and worse, their franchise could be revoked.

PUV drivers from the region are required by the LTFRB to attend a one-day Public Utility Drivers Academy Program (PUDAP) where they will re-learn traffic rules and have to pass the five modules which include the terms of the condition of their franchise, road safety, good driving habits, road rage and anger management, traffic signs and pavement markings.

PUDAP was launched all over the country by the LTFRB on August 17.

The re-training of the PUV drivers was realized through Executive Order 202 which mandates the LTFRB to formulate and implement policies including the requiring of operators and drivers of public land transportation service to attend trainings and seminars in line with their roles and responsibilities.

Those who did not pass in the post-seminar examination will have to repeat the particular module which they have failed in until they are given an identification card that certifies they have passed the academy.

Aside from their lack of knowledge on terms of conditions of their Certificate of Public Convenience, there are also drivers who need to control their attitude while on the road.

“Many of them don’t give way to pedestrians and their fellow motorists, and some display antagonistic character while driving,” Guro said.

He also noticed that those who come from major urban centers like Metro Manila and Cebu are more knowledgeable on the traffic rules than those from small towns.

Guro said more than 250 drivers had already participated in the PUDAP. Northern Mindanao has about 20,000 PUV drivers.

He said the PUDAP is one of the programs to modernize the country’s mass transportation system as the agency will also introduce electric jeepneys (e-jeepneys) in the next three years.

Guro said the LTFRB will assist the PUV operators and drivers in availing of loans from government banks so they could purchase the ejeepney, which range from P1 million to P1.5 million.

Operators have the option of buying regular or air-conditioned e-jeepneys.

Guro said these new PUVs will be a convenience to the riding public as they are new and emit no pollutants.

BTC chair Jaafar sent no reply Thursday evening. On Friday morning, he sent this reply by SMS: “Successful meeting kahapon with the President kasama ang Senate President, Speaker of the House, Majority Floor Leader, Chairman of the Committee on Appropriation of House Cong Nograles.”

“We will have another meeting proposed by the President, the date of which (is) not yet determined by him but not long from now.

He will continue to father the BBL. He challenged us and the people of our region to have one solid voice,” Jaafar said.

He declined to answer if “success” meant the draft BBL will finally have sponsors at the Senate and the House.

“Separately tackled” MindaNews asked Senate President Pimentel and Speaker Alvarez through SMS if the BBL would be filed already or if it would be subsumed into the constitutional amendments that the Duterte administration is pushing for in its campaign to shift to a federal system.

Pimentel’s response: “BBL will be separately tackled.

But Malacanang will study first the BTC draft.”

The BTC submitted the draft BBL to President Duterte on July 17, in ceremonies witnessed by Pimentel and Alvarez. It took the Office of the President a month before it transmitted the draft BBL to the two houses of Congress.

Asked why Malacanang will still study the draft BBL when it already transmitted it to Congress last month Pimentel gave a vague response: “What was submitted to Congress was the BTC draft which we are also studying.”

Asked if the Bangsamoro roadmap to pass the BBL by yearend has been abandoned, Pimentel said: “There is the usual delay.”

The draft Bangsamoro law was received by the Senate and the House in mid-August but has not been filed as bill because there are no authors.

Ready to file On Thursday morning, hours before the President met with the Congress leadership and the BTC, MindaNews asked Sema on the status of the draft BBL in the House. “I’m ready to file it next week with three other representatives,” she said. She named them as Tawi-tawi’s Ruby Sahali, chair of the Committee on Peace, Reconciliation and Unity; Lanao del Sur Rep. Mauyag Papandayan, chair of the Committee on Muslim Affairs and vice chair Makmod Mending, Jr. of Anak Mindanao Party List.

Sema, who filed House Bill 0092 on June 30 last year, a re-submission of the first BTC draft submitted under the Aquino administration, said he had spoken with Alvarez and “he will be coauthor.”

The sponsorship of the draft BBL, however, was not discussed in the Malacanang meeting.

Alvarez has not sent his reply to MindaNews’ query as of 3 p.m. Friday. It was Alvarez who, days after Duterte won the Presidency and while he was still presumptive Speaker, declared the BBL “moot and academic.”

He later stopped saying that when the Bangsamoro roadmap was explained to him, “Give me a month or two” On March 27 this year, he told MindaNews in a sitdown interview in Davao City that if the President certifies the Bangsamoro bill as urgent, “conservatively, sa House, give me a month or two” to pass it and that it is possible to meet the yearend target of the roadmap.

“Pwede. Oo” (Possible. Yes) On February 28 this year, Pimentel told MindaNews in a sit-down interview in the Senate President’s office that “if we think about it objectively, it would be more difficult to have federal then have BBL because by the time that you are now pushing for BBL we are already in a federal set up. So it will be easier… relatively … compared to the other way around, it makes more sense to push for BBL first so an autonomous law for a certain area in the Philippines then for constitutional change towards federalism.

So I think that is the twotrack process envisioned by the peace panel but that also introduces some complications. The simplest would be straight to federalism.”

“Heavy heart” Dureza told reporters in Malacanang after the meeting that the President will present a “gameplan” to ensure the passage of the law.

“In short, just some kind of roadmap that the President would like to present to the MILF and the BTC on how to see to it that he complies and he is true to

his commitment that he will husband the BBL to its logical conclusion,” CNN Philippines quoted Dureza as saying.

Dureza said the Office of the President is still working on the “gameplan” with the Congress leaders.

A member of the BTC who requested not to be named said they left Malacanang with a heavy heart.

The source said they were told there are “plans that are at the ‘confidential phase’ and that they will inform us of the ‘plan’ at the right time.

In short, the draft BBL has no sponsor yet.”

One member was reported to have stood up to stress the urgency of passing the BBL as an instrument of peace and that the President is “privileged by history to end the conflict by passing the BBL.” But the source said the administration’s track is “constitutional amendment then legislation.”

A number of those who attended the meeting said the President “did not talk about BBL. He talked about amending the Constitution and that we should just wait.”

“Template for federalism” Duterte during his campaign for the Presidency and even as President has repeatedly said he would push for the passage of the BBL and make it a “template for federalism.”

After receiving a copy of the draft BBL on July 17, Duterte declared that “within the context of the Republic of the Philippines, there shall be a Bangsamoro country.”

He noted that after decades of armed struggle and violence, “we will soon come up with a constitutionally consistent legal instrument that will lay the foundation for establishing real and lasting peace in Mindanao.”

Duterte committed to “support and husband” the proposed BBL in Congress to ensure the passage of the law that would create the Bangsamoro, a new autonomous political entity that would replace the 27-year old Autonomous Region in Muslim Mindanao (ARMM).

The creation of the Bangsamoro is in accordance with the Comprehensive Agreement on the Bangsamoro (CAB) signed by the government and the Moro Islamic Liberation Front (MILF) on March 27, 2014.

any country. They should be aware of the future generation. Education is not for the past but it is for the future.

To have the best quality of human resources is the first step in administering the country development. All the budget and the policies are directed towards improving the system of education for the future generation.

avao City -- The Honda Gen-S sponsored event held on September 9-10,2017 at the Eden Nature Park and Resort at Toril, Davao City.

Is a success with the participation of various firms and spectators with the arrival of the participating riders in the Flagship shop, the motorcade registration House Rules and Regulations were properly relayed to the participating teams.

Ample preparation such as safety Riding Reminders Orientation, Hand Signals, and the Distribution of Motorcade Jersey, Snacks, Riders kits were conducted.

The Motorcade started at Buhangin at 8:30 AM by the Davao Team and Guess

Speaker Tomoaki Watanabe, and arrived was greeted by Dancers and Drum Beaters at the Eden Nature Park, The opening day was conducted with Video cooping by the Host Riders. Various topics were discussed, particularly on the Program Flow, and test Ride by HSDC A safety Riding Seminar & Team Building Service of Games have strengthened the participation of the attendees.

A Minor Raffle in the evening contributed to the excitement of the participants. The entertainment by comedians and Dancers made the evening filled with humour and laughter.

The Singing contest and Honda Got Talent show exhibited the

hidden talents of the participants, at the surprise of the spectators.

At the Concluding part of the evening was the awarding of winners, both for Riders of the Night and the Team Building/ Games.

Also Awarding of club certificates, Club President Testimony, and the Major Raffle were successfully conducted. Local Band Entertainment and Fellowship for the Riders made the concluding event of the Night Significant.

During the Second Day, September 10, 2017, the Davao conducted survey to the participants.

The Concluding Part was an Open Forum of Honda Club Presidents with Honda Improvement HPI activities, Club Support to Honda Philippines Inc.( HPI) The participants from

all over Mindanao was 250 riders, consisting of Joint Association of Riders, such as 2017 Honda Pride Riders or Honda Gen. S Riders, the association of Yamaha Riders, Suzuki Riders and Kawasaki Riders at the initiative of 2017 Honda Gen- S Riders.

The Success of the event was attributed to the Host Honda Phil., Inc. ( HPI ), and the team members, I.e., Tin Garcia, Vince Marlili, Ceddie Urmenita and Macky Sacmar, and Paul Baste.
