Increase in 2020 4Ps budget to cover add’l benefits CAGAYAN DE ORO CITY -- The institutionalization of the Pantawid Pamilyang Pilipino Program (4Ps) through Republic Act 11310 served as the basis for the increase in the program’s proposed 2020 budget.

For next year, the Department of Social Welfare and Development (DSWD), as the lead implementing agency of 4Ps, has proposed P108.8 billion or an increase of P19 billion compared to the department’s P89 billion budget in 2019.

The budget of 4Ps constitutes the biggest share in the proposed P158.55 billion DSWD budget for 2020.

The increase in the budget will cover the monthly educational cash grants of P700 for senior high school beneficiaries and the monthly health grant of P750, based on the provisions of the 4Ps Act. The higher grants would translate into more benefits for household beneficiaries giving them added cash on

hand to spend for their basic and health needs.

DSWD appeals to the members of Congress for their full support for the swift approval of the Agency’s budget emphasizing that the early availability of the necessary funding will accelerate the delivery of all government vital programs and services, promote the welfare of the marginalized sector, and pave the way for more opportunities for Filipinos.

4Ps is an investment in human capital which seeks to break the intergenerational cycle of poverty by focusing on education and health of the beneficiaries.

It uses the conditional cash transfer scheme to provide cash grants to the beneficiaries who comply with the program conditionalities which are: children 3 to 18 years old must be enrolled in kindergarten, elementary, and high school, and attend classes at least 85% of the time each month; See BUDGET, page 9

NorMin dominates domestic trade in Q2 DAVAO CITY -- Northern Mindanao registered 1.93 million tons in traded commodities in the second quarter of 2019 to lead all regions in domestic trade during the period, the Philippine Statistics Authority (PSA) said.

The region comprises

the provinces of Bukidnon, Camiguin, Misamis Occidental, Misamis Oriental and Lanao del Norte, and the cities of Cagayan de Oro and Iligan.

DAVAO CITY -- The police officer who was wounded during a shootout with a wanted person over the weekend was awarded the “Medalya ng Sugatang Magiting” on his hospital bed here Monday morning.

Brig. Gen. Marcelo Morales, director of Police Regional Office 11 (PRO 11), vowed to fast-track the meritorious promotion of Corporal Joel Villegas of Bunawan Police Station for “bravery” shown during an armed confrontation on Saturday with a homicide suspect.

“This incident clearly showed the dedication and exemplary service rendered by the DCPO men and women towards our community,” Morales said.

Villegas, along with other personnel from the Bunawan Police, received

Modus Vivendi in DPWH

THE Department of Public Works and Highways (DPWH) should start blacklisting contractors who do not have the wherewithal to accomplish jobs at the shortest possible time. In Davao City, home of Pres. Rodrigo R. Duterte, DPWH does not seem to worry about the efficiency of contractors and the inconvenience that the commuters have to endure because of brazen ineptitude.

A classic example of this incompetence are the two simple projects along the highway that leads to the Davao International Airport.

Coming from downtown just shortly before the Buhangin underpass, DPWH is working on a barrier at the center of the road. It has been there for several weeks and there

is no telling when will the projects be finished. About a kilometer away before the airport, at the entrance of La Verna Subdivision, the six-lane highway is reduced to two because of the barriers which DPWH put in place obviously to warn motorists that there is an ongoing repair done on the road.

Those barriers had been there for months but there seems to be no end to the job. In fact, for a number of times that I passed through these two work sites, I have not seen any worker. Both DPWH and the contractors, if any, are taking their sweet time never mind if weekly President Duterte passes through this main highway that leads to the center of the city where time and efficiency are supposed to be

Ischemic strokes occur when the arteries to the brain become narrowed or blocked, causing severely reduced blood flow (ischemia). The most common ischemic strokes include: Thromb otic stroke. A thrombotic stroke occurs when a blood clot (thrombus) forms in one of the arteries that supply blood to the brain.

On the other hand, hemorrhagic stroke happens when a blood vessel inside

primordial issues in public service.

There ought to be a major shakedown in DPWH. There has been a persistent rumor that contracts that need approval only by Regional or District authorities are actually “franchised” to some local officials of DPWH. Those biddings and the publications of bids are manipulated and rigged have spiced that rumor.

Those involved allegedly use licensed contractors and their documents as fronts (they become subcontractors) and with the number of projects and the huge budget that DPWH 11 gets everyone will have his or her turn to win for certain.

Those who await their turn to win gets a chunk of the pie, no sweat, so nobody

complains, everybody is deliriously happy and satisfied.

The Commission on Audit should look into these allegations. Government might be losing billions of pesos in taxpayers’ money on account of this modus vivendi among competitors. In the meantime, performance is slower than “noynoying”.

Corruption in DPWH 11 is systemic and like the problems that beset the New Bilibid Prison, the only solution is to replace everybody who is somebody in the Region and the District.

very important that when somebody shows a number or any of the manifestations of stroke described above, the person should be rushed to a hospital with imaging facilities (MRI or CT Scan) to accurately determine whether he suffers from stroke and whether or not it is ischemic or hemorrhagic.

If, indded, it is stroke and it is ischemic, the person accompanying or responsible for the patient should see to it that the attending physician administers t-PA at once to the victim.

Alteplase is available in drugstores. Its cost, however, is quite prohibitive at around P80,000 per vial. To help stroke victims nationwide, the Department of Health (DOH) has made the potent blood clot-bursting drug available in 26 public hospital across the country since August 2016. Patients who are stricken with a stroke may avail of the drug free in said hospitals listed below.

Headquarters, Western Mindanao Command, Camp Navarro, Calarian, Zamboanga City- September 11, 2019 AMID the conduct of focused military operation, troops of the 41st Infantry Battalion encountered more or less 40 Abu Sayyaf Group members under Almujer Yadah, Ben Tattoh, and Apo Mike in Sitio Tubig Pansol, Barangay Langhub, Patikul, Sulu at 11:39am yesterday, September 10, 2019.

Heavy firefight ensued which lasted for 20 minutes, after which, enemies scampered to different directions allowing the troops to overrun the enemy encampment that can accommodate at least 40 individuals.

Additionally, a dead body and one AK47 were also recovered in the encounter site.

Soldiers identified the neutralized terrorist as Nanz Sawadjaan, the younger brother of ASG sub-leader Hatib Hajan Sawadjaan. He was one of the ASG’s bomb experts who produced the Improvised Explosive Devices used in the recent suicide bombing incidents in Sulu.

The firefight also resulted in the wounding of two soldiers who are currently recuperating at the Camp Teodulfo Bautista Station Hospital in Jolo, Sulu.

“The neutralization of Nanz Sawadjaan is a great loss on the Abu Sayyaf. His demise will debilitate the current strategy employed by the group in creating havoc in the province,” said Maj.

daughters giving them tender parental care without reserve. But amidst there special needs, and there present conditions, they exhibit athletic abilities that are comparable and most of the time surpassing to a normal student’s skill especially during the Palarong Panlalawigan. From relays, 200 meter dashes to long jumps and high jumps, they exert much energy and effort.

They are athletically

competent indeed and they definitely show passion to the sport they are playing.

They have no difference to normal students when it comes to competence and performance; the only difference that they show from them is there priority.

Many athletes nowadays are blinded by their will to win, honor and their hunger for victory; but not these student athletes. They prioritize and give emphasis to their passion to the game, exertion of energy and most of all enjoyment.

It is through sports that

they can show there true potentials and they can be happy. There happiness is not linked and anchored to the awards alone, there joy is in the game. These students value there participation and experience more than success and fame. For them, glory in the games does not only exist in the limelight, it sparkles and glimmers in the process of trying to attain it. If the clot is in the right side of the brain, the motor skill of the victim is gravely affected, the left side of the body will have motion or mobility problem. Some victims may also experience blurred vision and slurred speech. The clot

in the left side would adversely affect the victim’s memory and speech and also, but often slightly, the motor skill in the right side of the body.

If Alteplase is administered to the patient within the 3-4 hour window at the onset of the stroke, the patient has a great chance of recovery and a faster one. He will be spared from what could be lifetime disabilities that would deprive him his independence.

School bullying in the Philippines

BULLYING is any intentional aggressive behavior done by one or more individuals. The implementing rules and regulations of RA 10627 require that schools formulate, disseminate and implement a comprehensive anti-bulllying policy.

The policy must identify all forms of bullying as prohibited behaviors, procedures for secure reporting and fair investigation, interventions to address the harmful effects of bullying on the victim, remedial interventions to promote pro-social behaviors of perpetrators, appropriate consequences or sanctions for the perpetrator and schoolwide prevention programs.

A holistic approach to bullying prevention involves the participation of

all education stakeholders from the school administrators who develop and implement policies and protocols to teachers who are trained to manage classroom behaviors and integrate social-emotional skills in class curricula to students who are educated in bullying and its effects and are coached on how to respond when it happens and parents who are involved in school initiatives that can reinforce the skills their children learn in school to prevent bullying.

This approach nurtures a positive school climate and is more effective than programs focusing on the victim and the perpetrator. Parents must model and encourage kindness, helpfulness and empathy in the home.

WAGE ORDER NO. RXIII – D.W. 01 PRESCRIBING THE MINIMUM WAGE RATES FOR DOMESTIC WORKERS IN CARAGA REGION

WHEREAS, the Regional Tripartite Wages and Productivity Board (RTWPB) – XIII is mandated under Republic Act No. 6727 entitled ( The Wage Rationalization Act), to periodically assess the wage rates and conduct continuing studies in the determination of the minimum wage applicable in the region or industry;

WHEREAS, Section 24 of Republic Act No. 10361 entitled ( An Act Instituting Policies for the Protection and welfare of Domestic Workers or Batas Kasambahay) which took effect on February 10, 2013, sets the minimum wage of domestic workers and mandated the Regional Tripartite Wages and Productivity Boards to review, and if proper, determine and adjust the minimum wage rates of domestic workers one (1) year from the effectivity of the law and periodically thereafter;

WHEREAS, after due notice to concerned sectors, the Board conducted public consultations/hearings in the Region on July 23,2019 in Surigao City and August 13, 2019 in Butuan City to determine the propriety of issuing a new wage order for domestic workers;

WHEREAS, after a thorough evaluation of the existing socio-economic conditions in the region, the Board has determined the need to provide domestic workers with immediate relief measures to enable them to cope with the rising cost of living;

NOW THEREFORE, by virtue of the power and authority vested under Republic Act No. 6727 and Republic Act 10361, the Board hereby issues this Wage Order.

SECTION 3. PAYMENT OF WAGES. The wages of the Domestic Workers shall be paid in cash at least once a month. No deductions from the wages of the domestic workers shall be made other than those mandated by law i.e SSS, Philhealth, PAGIBIG.

SECTION 4. APPLICATION TO PRIVATE EMPLOYMENT AGENCIES (PEAs). In the case of hiring/ contracting of domestic workers services through a licensed PEAs, the wage rates prescribed in this Order shall be borne by the principals or clients of the PEAs and the contract shall be deemed amended accordingly.

In the event, however, that the principal or clients fail to pay the prescribed wage rates, the PEAs shall jointly and severally liable with his principal or client.

SECTION 5. APPEAL TO THE COMMISSION. Any party aggrieved by this Wage Order may file an appeal to the National Wages and Productivity Commission (NWPC), through the RTWPB, in three (3) printed copies, not later than ten (10) days from the publication of this Wage Order, subject to the compliance with Sections 11 and 12 of NWPC Guidelines No. 01, Series of 2014.

SECTION 6. COMPLAINTS FOR NON-COMPLIANCE. Complaints for non-compliance with the Wage Order shall be filed before the Department of Labor and Employment (DOLE) Field/Provincial/Regional Office No. 13 and shall go through the thirty (30) day mandatory conciliation under the Single Entry Approach ( SEnA ) program to exhaust all efforts for settlement.

The DOLE Regional Director shall issue a compliance order within ten (10) days from the submission of the case for resolution.

SECTION 7. UNLAWFUL ACTS AND PENALTIES. Witholding and interference in the disposal of wages of the domestic workers are declared unlawful and shall be punishable with a fine of not less than Ten Thousand Pesos (Php 10,000.00) but not more than Forty Thousand Pesos (Php 40,000.00) without prejudice to the filing of the appropriate civil and/or criminal action by the aggrieved party pursuant to the Rule XII, Sections 1 and 2 of the Implementing Rules and Regulations of Republic Act no. 10361.

SECTION 8. BOARD, LODGING, AND MEDICAL ALLOWANCE. The employer shall provide for the basic necessities of the domestic worker to include at least three (3) adequate meals a day and humane sleeping arrangements that ensure health and safety.

The employer shall provide appropriate rest and assistance to the domestic workers in case of illness and injuries sustained during service without loss of benefits.

At no instance shall the employer withdraw or hold in abeyance the provision of these basic necessities as punishment or disciplinary action to the domestic worker.

SECTION 9. NON-DIMUNITION OF BENEFITS. Nothing in this Order shall be construed to reduce any existing wage rates, allowances and benefits of any form under existing laws, decrees, issuances, executive orders and/or under any contract or agreement between workers and employers.

SECTION 10. PROHIBITION AGAINST INJUNCTION. No preliminary or permanent injunction or temporary restraining order may be issued by any court, tribunal or other entity against any proceedings before the Board.

SECTION 11. FREEDOM TO BARGAIN. The order shall not be construed to prevent domestic workers from bargaining for higher wages and better benefits with their respective employers.

SECTION 12. COMPETENCY BASED PAY. Household employers and their domestic workers may voluntarily and mutually agree to adopt a competency-based pay scheme in setting and adjusting the pay of domestic workers over and above the applicable minimum wage rate.

SECTION 13. REPEALING CLAUSE. All orders, issuances, rules and regulations or parts thereof inconsistent with the provisions of this Wage Order are hereby repealed, amended or modified accordingly.

SECTION 14. SEPARABILITY CLAUSE. If any provision or part of this Wage Order is declared unconstitutional, or in conflict with existing law, the other provisions or part thereof shall remain valid.

SECTION 15. IMPLEMENTING RULES. The Regional Tripartite Wages and Productivity Board –XIII shall submit to the Commission the necessary Rules and Regulations to implement this Order subject to the approval of the Secretary of Labor and Employment not later than ten (10) days from the publication of the Wage Order.

SECTION 16. EFFECTIVITY. This Wage Order shall take effect fifteen (15) days after its publication in a newspaper of general circulation.

Trade Undersecretary Rowel Barba noted the Philippines and China are “deepening their ties both culturally and economically” amid the President’s efforts to reach out to non-traditional partners as part of the administration’s independent foreign policy.

“With this trade relationship continuing to grow stronger every year, China has become our largest trading partner and a major source of investments,” he said.

While the majority of the Philippine and China trade relations do not identify Chongqing, Barba stressed that it is established as the largest industrial and commercial center in southwest China offering huge opportunities in bolstering trade relations between the two countries.

During the forum, Finance Secretary Carlos Dominguez underscored the enhanced relations between the Philippines and China.

“The relationship between our two countries has never been warmer than it is today. It has never been as productive and as optimistic,” he said.

In 2018, China was the Philippines’ biggest trading partner with a total trade of USD52 billion, 15 percent higher than the 2017 level.

Chinese steel firm eyes larger PH market with Mindanao plant

MANILA -- Chinese steel company Panhua Group Co. Ltd. is eyeing to start construction on its 300-hectare integrated steel manufacturing plant in Misamis Oriental by the end of this year to meet the needs of the domestic market as the Philippine government pursues its infrastructure program.

Panhua Group Board Chairman and Chief Executive Officer Xinghua Li said they will invest USD3.5 billion over the next three years for the project’s first phase creating up to 30,000 jobs.

“We have (also) Phase 2 and Phase 3 for this steel plant so there will be more capacity, more production to cater the local market,” he told reporters Monday through an interpreter on

the sidelines of PhilippinesChina (Chongqing) trade and investment forum.

Once completed, Li said the plant located in PHIVIDEC Industrial Estate will have an annual capacity of 10 million tons per year of steel slabs and galvanized color coated steel coil, among others.

He added bulk of their production will supply the local market, particularly the government’s “Build, Build, Build” (BBB) infrastructure program; while a portion going to export markets such as European Union, United States, and Russia.

The Duterte administration planned to spend up to PHP8 trillion to build 75 big-ticket infrastructure projects under the Build, Build, Build program until 2022.

PAGADIAN CITY, Zamboanga del Sur -- Some 50,000 seedlings were planted during a simultaneous tree planting activity that marked the 67th founding anniversary of Zamboanga del Sur on Tuesday.

announced it completed the construction of its P3 billion (B) hybrid power plant, in July of last year.

PSPI has set up PowerSource Philippines Energy Inc. (PPEI) as a special purpose vehicle for the project. Its Board of Investments (BOI) filing listed an initial investment of P2.3 billion in 2015 and construction of the power plant commenced in February 2016.

“Through a joint effort with the local government unit, other energy companies, and the local community, we want to help protect and bolster Iligan’s energy future so that homes have light, businesses can function, and important healthcare services continue to operate worry-free,” said Ricardo G. Lazatin, President of PowerSource Group, PPEI’s mother company.

“This plant is unique in the sense that it is an embedded plant within Iligan,” said PPEI Executive Director Michael Dennis D. Rayala. “So basically, if anything happens say a massive blackout in Mindanao, PPEI and other embedded plants in Iligan can power the city independently. So there is assurance and security of power in such situations.”

The Energy Regulatory Commission (ERC) granted PSPI a certificate of compliance (COC) last February 6, 2019 to operate its 25-megawatt (MW) circulating fluidized bed (CFB) thermal hybrid plant and two units of 3.20 MW blackstart diesel engine generator sets located in Brgy.

Kiwalan, Iligan City, Lanao del Norte. The plant utilizes a mix of 70% coal and 30% biomass.

Rayala said PPEI signed a 25-year power supply agreement (PSA) with the local distribution utility Iligan Light & Power, Inc. (ILPI) for 12MW baseload power and 8MW baseload power with Republic Cement Iligan Inc. Investments & Promotions Code Lazatin credits Iligan city for crafting an attractive local investment code which was a major factor in its decision to invest in the area.

“PowerSource is highly appreciative of Iligan’s Investment and Promotions Code, which makes the city an ideal location for new business ventures,” Lazatin said.

Corporate Citizenship Lazatin added the PowerSource Group is going beyond merely providing energy to the city and is also focusing on how the company can make a meaningful impact on the community.

Foremost, PPEI made the decision to transfer its headquarters from Makati to its newfound home in Iligan on March 20, 2019 to show its long term commitment to the development of the city.

“PPEI our subsidiary that operates the embedded thermal hybrid plant in Iligan has moved its head office from Makati to Iligan because we’d like to really support the community and generate additional revenues and taxes for the city. Most importantly, this move is an insurance and a security for power supply in Iligan,” Lazatin stressed.

Lazatin added that PPEI has complied with an extensive list of regulatory requirements in the development and construction of the plant, so by promoting good corporate governance, PPEI can help the city attract more investors to Iligan.

PowerSource Group is currently drawing up plans to work with schools starting with the Mindanao State University-Iligan Institute of Technology (MSU-IIT) to create a cadetship program for young engineers and students that will aid their skills development. This will eventually help turn Iligan into the Philippine center of excellence for energy engineering, or what Lazatin calls Energyneering.

Aside from creating jobs at the plant, PPEI has donated a fire truck and ambulance worth P4-million to the Iligan LGU last June 24 which was assigned to its host barangay in Kiwalan.

“Right now, we want to focus

on finding potential partnerships and building good relationships with Mindanaoan communities,” said Lazatin. “Aside from generating revenue for the local government, we’re hoping our presence encourages others to consider Iligan as a viable investment opportunity.”

Additional opportunities that PowerSource Group is currently exploring include, among others, initiatives that will support the environment and restore natural resources through agro-forestry and water distribution.

Upgrading Mindanao Airports The night rating of the Pagadian, Ozamiz, Surigao (and Siargao), Camiguin airports are expected to be completed by 2019 to 2021. The Laguindingan Airport Original Proponent Proposal is undergoing NEDA vetting and is expected to be approved soon.

For the 2020 budget, the DOTr proposed funding for the aviation sector amounting to P 865 million for the development of airports and the upgrading of airport facilities. Of this, P100 million is allocated for the development of Laguindingan Airport. Based on the latest inspection, the November 2019 completion target for the initial 400-meter repair of the Surigao airport runway is expected to be met and the full 700-meters by February 2020.

ROLL-IT Project Mindanao’s road network is being now developed by the DPWH with funds amounting to P126.86 billion. The Mindanao Road Development Network Program, covering 2,600.67 kilometers, connects the Zamboanga Peninsula, Southern Mindanao, Central Mindanao and Caraga Regions. For 2020, the proposed budget for ROLL IT alone is P10.2 billion. The DOTr also proposed for FY 2020 the inclusion of P97 million for the Mindanao Railway Project.

Funding from both local and foreign sources have enabled the Duterte Administration to fast track the extensive planning and preparations required for the P67.99 billion reconstruction and rehabilitation program for Marawi within just a year after government troops liberated the city.
