ANILA --Jose Gabriel “Pompee” La Viña has assumed another government post, this time as Administrator and Chief Operating Officer of PHIVIDEC Industrial Authority.

La Viña took his oath before Defense Secretary Delfin Lorenzana in a ceremony held at Camp Aguinaldo in Quezon City Wednesday, Sept. 16 at 10 AM. He replaced Lawyer Franklin Quijano who was transferred to the National Commission of Senior Citizens as Chairman and CEO under the Office of the President.

President Rodrigo Duterte earlier signed his appointment paper as Phividec Administrator and Chief Executive Officer.

CDO Mayor to file raps against law enforcers

CAGAYAN DE ORO CITY: Cagayan De Oro City Mayor Oscar Moreno is filling charges against law enforcers for alleged “harassment” of medial workers here.

A visibly irked Moreno ordered a probe of law enforcers who reportedly threatened medical workers in a holding area while conducting “swab testing” on clients.

“We will not let this incident pass,” Moreno said on Tuesday.

He said he also wants to confirm whether the law enforcers reportedly threatened the medical personnel with their guns.

Moreno said that the medical technologists were conducting “swab testing” on inmates and personnel at the city jail when the incident allegedly took place.

One of the law enforcers was allegedly angered because he wanted the result of his “swab test” to be given preference, Moreno said.

AGAYAN DE ORO CITY--The National Commission on Culture and Arts (NCCA) launches its 2021 Competitive Grants Program with over 468 slots open to 19 sectors and 100 categories.

In a virtual press conference with Northern Mindanao media, Charles Salazar, section head, Cultural Heritage Section said, “Through the Competitive Grants Program, for the longest time, this is how perhaps the mechanism in which NCCA has tried to establish or enable culture and arts sector in developing culture and arts in the region.”

The grants which NCCA offer, is generally non profit, given to non profit individuals, non profit organizations, and non profit undertakings.

“So if you intend to generate income from projects, the grants program is not for your organization,” he added.

NCCA grants are also project based, which means applications require a project proposal. They must be wellplanned where projects present clear objectives and outputs and they are competitive where selection is based on merit.

“People should not be surprised if their proposal will not be approved because it is part of the process,” Salazar explained.

The grants program is open to 19 sectors, 100 categories and 468 slots. Project types include Capacity Building (such as training on improving knowledge of cultural workers), Production, Publication (dissemination of knowledge),

Establishment/Enhancement of cultural institutions and community gardens (now people are into planting); Documentation/development of materials or policy; competitions and festivals and conservation.

Common reasons for disapproval, according to NCCA include: no category, incomplete requirements, late submission, accreditation (must be free from financial obligation), criteria and limited slots.

The commission evaluates the organization who submits the application. “No fly by night NGOs and must be legitimate. Further, proposals must be aligned to the criteria set,” said Salazar.

Meanwhile, Jonalie Lorilla, NCCA grants processing officer, said they are processing the applications to ensure that NCCA programs and projects are carefully, efficiently and effectively implemented and carried out by its various partners and that funds are properly guarded.

Founded in 1987 under Executive Order No. 118 the latter presidential directive was then put into law under Republic Act 7356, the NCCA was created.

It is the overall policymaking body, coordinating, and grants giving agency for the preservation, development and promotion of our country’s culture and arts.

In submission of proposals, Salazar reminds the public to ensure that the proposal should indicate the category the proposal intended for, the

proponent should submit all the documentary requirements and on-time submission.

Proponents if previously accredited with NCCA should be cleared from previous financial obligations and documentary requirements on the legal standing of individuals or organizations. The proponents also must ensure that the proposal meets the criteria for selection.

The Competitive Grant Program offers only limited slots for each category that is why it becomes competitive.

the Department of Agriculture (DA)–10 to perpetuate agricultural activity on the island.

In addition, the provincial government provided 5 kgs of assorted vegetable seeds to 75 beneficiaries and 100 bags of certified rice seeds (NSIC RC 222 variety), and conducted information education campaign on the “Plant Plant Plant” program during the Provincial and Municipal Agriculture and Fishery Council meetings to further supplement DA-10’s COVID-19 interventions and departmental goals.

Are the Schools Ready for the New Normal?

Adapting the so-called “New Normal” in education is not an easy task.

Teachers, parents, and even learners are struggling for this change. However, the Department of Education (DepEd) is finding ways to continue learners’ right for education considering the safety of school personnel and stakeholders (including parents and learners). Various learning modalities are provided

by DepEd as alternative ways in education since the conduct of face to face classes is prohibited unless the vaccine for Covid-19 is available in the market (as mentioned by President Rodrigo R. Duterte during his speech). Of course, the health and safety of everybody is the top priority of the agency.

For this, schools are

offering online classes specially those having parents/guardians who can afford to provide individual laptop/ computer to each of the learner with strong internet connection. This is mostly the scenario in private schools; yet, in public schools, most are adapting modular learning modality in which learners are provided with free modules per learning area.

DepEd aims for 1:1 (module: learner) ratio to lessen the social contact with other learners/parents. The distribution and retrieval of modules have their guidelines also that must be strictly followed for the safety of teachers/ parents and no learner is allowed inside the school.

The conduct of classes is home-based and parents/ guardians shall serve as

facilitators of learning.

They must follow the weekly individual plan provided by teachers as their guide. Should parents have questions/ clarifications, teachers are available for consultations via texts or calls.

Also, schools are implementing safety protocols by following the guidelines provided by the InterAgency Task Force (IATF).

The schools prepare foot bath, alcohols, disinfectants, hand washing facilities, safety signage, and maintaining the wearing of face masks, face shields, and one and a half meter social distance.

In addition, public schools are getting ready to welcome the opening of SY 2020-2021 this October 5 by adapting the “New Normal” in education.

DA steps up animal welfare, ASF prevention support to provincial veterinary offices CAGAYAN DE ORO CITY - To continue ushering the livestock sector for sustainable development, the Department of Agriculture - Regional Field Office 10 (DA-RFO 10) turned over various drugs and biologics to the three provinces of Northern Mindanao through its provincial veterinary offices (PVOs).

In recent weeks, approximately P1.1 million worth of drugs and biologics for livestock was distributed to the heads and representatives of the provincial governments of Lanao del Norte, Misamis Occidental and Camiguin, in support to the Animal Health Program and African Swine Fever (ASF) Prevention initiatives of the Department.

Lordgin V. Gamo, a veterinarian III of PVO Camiguin, expressed his gratitude to the depart-

ment, saying the allocation will be used not only for the well-being of livestock animals, but also for the disinfection of farm equipment, transport vehicles, foot and vehicle baths to the different designated disinfecting facilities in Camiguin.

This, he added, will help combat the growing threat of ASF on domestic and wild pigs in the region.

Livestock Program Focal Person Ma. Lourdes M. Sypiecco stated, the provision of drugs and biologics is an annual undertaking of DA-RFO 10 livestock program to the provinces and cities in NorMin. Malaybalay farmers get P9.2-M diversion dam from DA NorMin M A L AY BA L AY C I T Y, BUKIDNON – In line with the agency’s goal of attaining food security and sufficiency, the Department of Agriculture – Regional Field Office 10 (DA-RFO 10) turned over P9.2 million worth of diversion dam to Maranhog Farmers Small Water Irrigation System Association (SWISA) in barangay Miglamin on Friday, September 4.

Leading the project turnover is DA-RFO 10 Regional Executive Director Carlene C. Collado to the project-recipients thru Malaybalay City Vice Mayor Jay Warren R. Pabillaran and Maranhog Farmers SWISA President Dionesio C. Caonan.

Funded under the Rice Program, the project aims to irrigate the 50-hectare target service area of the 35-membered farmer-association cultivating rice.

For t he p ast ye ars, the association has encountered challenges on water supply availability.

Of which, the project is seen to help rice farmers increase their cropping intensity and crop yield.

“We used to only harvest 12 to 15 sacks of rice in a cropping season. With

the diversion dam, we are expecting to harvest around 40 to 50 bags,” Caonan accounted.

He further conveyed the association’s interest in availing more projects from DA, especially in acquiring a rice transplanter, considering the high cost of labor in their locality.

RED Collado responded the SWISA can request additional agri-interventions such as farm machineries and equipment, as long as they are accredited with the DA. “Once the farmers-

group is validated, a team of engineers from DAPhilippine Center for Postharvest Development and Mechanization will visit [your area] and assess what type of assistance is appropriate for your planting and harvesting requirements,” the agency head informed.

Further, he shared, that each association will be entitled to a package of farm machineries and equipment amounting to about P5.5 million, provided the group has complied with all the requirements and

passed the validation.

On the other hand, Malaybalay City Vice-Mayor Jay Warren R. Pabillaran challenged them to sustain the project, which will be instrumental in improving the lives of the farmers.

The turnover was also graced by DA-RFO 10’s Bukidnon Provincial Operations Center Head, Dr. Janet D. Lopez, representatives of various irrigators associations of Malaybalay City, Remedios R. Sarzuelo, city agriculturist of Malaybalay City, among others. # (JCGamboa)

GOVERNMENT figures place about 27 million Filipinos as out of work, and this is umbilically tied to the fragile state of the micro, small, and medium enterprises (MSMEs) in the country, as the COVID-19 pandemic continues to affect their operations.

When the enhanced community quarantine was first implemented in March, the Department of Trade and Industry (DTI) already reported that more than half of these businesses had to close down because of unsteady cash flow. While some were forced to work around what’s left of their funds, others had to permanently cease operations.

For a sector that is a pillar of the economy—forming 99 percent of registered businesses in the country and accounting for 67 percent of local employment—this situation is alarming. More than ever, they need support to survive the effects of the pandemic on their businesses.

Jenny Wieneke, project head of the “BUYanihan” campaign, launched recently by the Association of the Filipino Franchisers Inc. (AFFI), pointed out that cash flow is the “lifeblood”

of MSMEs. “If you stop the flow, what do you think would happen next? Cash flow is what MSMEs need to survive,” she said. BUYanihan is a movement that seeks to “encourage Filipino consumers to patro¬nize MSMEs and slowly breathe back life into their businesses.”

Here is how the government and the private sector have responded. Banks have aligned their credit facilities with the government’s Bayanihan Act—from lowered interest rates, loan payment deferral programs, to new digital financial tools, among many others.

Even pre-COVID, Bank of the Philippine Islands (BPI, has been supporting MSMEs in line with its objective of making banking financially inclusive. BPI believes that MSMEs are prepared to get back in the game provided they are given ample microfinancing support.

But banks need cushion as well. In April, the Bangko Sentral’s policy-making Monetary Board approved a package of measures to further reduce banks’ financial burden on loans to MSMEs amid the ongoing pandemic. In particular,

monetary authorities said loans granted to MSMEs shall be counted as part of the banks’ compliance with reserve requirements.

This was supplemented by the partnership of stateowned Philippine Guarantee Corporation (PHILGUARANTEE) with local banks.

A government-owned and controlled corporation attached to the Department of Finance, PHILGUARANTEE is mandated to perform development financing role through the provision of credit guarantees in support of trade and investments, exports, infrastructure, energy, tourism, agricultural business/modernization, housing, MSMEs (Micro, Small and Medium Enterprises) and other priority sectors of the economy, with the end in view of facilitating and promoting socio-economic and regional development.

The ‘Now and Tomorrow’ fund THOUGH the number of COVID cases continues to rise, it’s good to note that the economy is starting to recover in most parts of the country. While many are still challenged to make both ends meet, we also see people who have resumed work or resumed their business operations. But since we’re still under the “new normal”, staying afloat is a top concern for many.

Two important things that we need to do to stay afloat and thrive during this crisis: find more sources of income and budget wisely!

While the pandemic resulted in job losses, it also opened a number of income opportunities to the creative and resourceful ones. My FB feed is flooded with all kinds of online sellers. Name it, they offer and sell it! From food to grocery items, clothing, plants, pets, paintings, webinars, consultations, etc.

And since most are in a work from home setup, a lot had the chance to do this online selling as a sideline and earn themselves an extra income.

As one friend put it, “basta lang may diskarte, mabuhay tayo!” And I totally agree!

People will always need something to use and buy.

We just need to know what that something is.

But having an income is

just one side of the equation.

What we do with what we earn is equally critical!

Allow me to share how I have been doing it. Though some were done before the pandemic, I believe the principle still applies today.

Question #1: Where should my money go?

I usually divide our income into two funds which I call the NOW FUND and the TOMORROW FUND. The NOW fund takes care of recurring expenses such as utility bills, food, clothing, mortgage, maintenance medicines, transportation allowance, schooling, and church donation.

The NOW fund also includes our R&R spends such as weekend getaways, movies, salon, spa, and derma visits and my therapeutic shopping.

On the other hand, the TOMORROW fund is for my savings and investments.

Note the order, savings, and investment. It is not advisable to go direct to investing without having your savings first.

My Investments, on the other hand, are for my long term money requirements.

They are in the form of stocks, mutual funds, insurance, and real estate.

This is the money used for the college education of our children, for those grand family vacations, and for major purchases. This is also my retirement money!

Question #2: How much should I allocate for each fund?

There are varying opinions on this question. In my case, I followed the 70-30 rule. That means 70% of our income goes to the NOW fund and 30% to the TOMORROW fund.

For our Emergency Fund, we make sure that at any point, we have at least 6-12 months’ worth of expenses.

Hall of Justice closes as court members contracted COVID Education is key to full recovery

WITH the flattening of the COVID-19 curve, as the UP Octa Research team found, there is need to clarify the measures with which each sector will restart as the country transitions into the new normal.

While the education sector was clearly identified as one such critical sector in the restart process, it will take some time before we can fully determine whether the measures put together by the DepEd and the CHED are up to the task, so to speak.

We are talking here not just of the learning processes involved but the totality of the sector’s impact on the entire restart effort. That workout does not just involve us but all countries worldwide as we all struggle

to find ways to rescue what some policy makers have come to describe as a “lost generation” of young people finding their place in the scheme of things.

As UN Secretary General Antonio Guterres noted “the COVID-19 pandemic has led to the largest disruption of education ever.” Indeed, the disruption has not spared any country of note as schools in 185 nations closed as of mid-August.

This has affected more than one billion students.

Of these, no less than 40 million children worldwide have missed out on their critical pre-education year, others about to transition out of the tertiary levels while the vast majority caught up in between basic and tertiary education grades.

PHL, Japan sign 50-B yen post-disaster standby loan accord

T

HE Philippines and Japan signed Tuesday an agreement for a 50-billion yen standby loan that aims to quickly disburse Japanese funding support to the Philippine government’s post-disaster response efforts in the event of a national calamity or health emergency.

Finance Secretary Carlos Dominguez III, representing the Philippine government, and Japan International Cooperation Agency (JICA) Chief Representative Eigo Azukizawa, on behalf of Japan, signed the accord for the second phase of the Post-Disaster Standby Loan (PDSL 2).

Under this agreement, the disbursement of the standby loan to the Philippines will be triggered by either of the following circumstances: 1) the declaration of a state of calamity; or 2) the declaration of a state of public health emergency.

In the case of the current COVID-19 pandemic or any other public health emergencies, the imposition of an enhanced community

quarantine (ECQ) or its equivalent in the National Capital Region (NCR) or in any other highly urbanized area in the country will also trigger the disbursement of the loan.

“The ongoing pandemic underscores the need to further improve our policy and institutional framework for disaster risk reduction and management. It likewise emphasizes the need to build our financial resilience against disasters and similar emergencies. The ability to mobilize financial resources without delay is essential to emergency preparedness.,” Secretary Dominguez said during the ceremonial signing of the loan agreement at the Department of Finance office (DOF) in Manila.

Equivalent to about P23.3 billion, the PDSL 2 will be available for quick disbursement in tranches within three years, once the loan is declared effective, and may be extended for an additional three-year period for up to four times.

Last July 1, the Philippines and Japan also signed an agreement for a separate 50-billion yen loan for the COVID-19 Crisis Response Emergency Support Loan (CCRESL), which aims to assist the government’s efforts to contain the spread of the coronavirus pandemic and provide economic relief to Filipinos most affected by this global crisis.

The CCRESL was processed by the approving authorities from the time it was approved by the Development Budget Coordination Committee (DBCC) last June 10 in only 14 working days until the loan accord signing on July 1.

The PDSL 2 was processed at an even faster pace. From the DBCC ap-

proval last Sept. 10, it was processed in only 2 working days until today’s signing of the agreement, which is by far the fastest loan secured by the Philippines from Japan through Official Development Assistance (ODA) financing.

The financing package under PDSL, which carries a fixed interest rate of 0.01 percent, will form part of the Philippines’ “financial war chest” for future emergencies, Secretary Dominguez said.

“Of course, we hope we will never need to quickly disburse from this loan package. But its availability assures us that we will have ample ammunition to support our budgetary needs in the event a crisis happens. This facility is an important element in our overall resilience,” he said.

The maturity period

of the PDSL 2 is 40 years, inclusive of a 10-year grace period.

Secretary Dominguez pointed out that the loan’s highly concessional terms underscore “the abiding trust between Japan and the Philippines.”

“I thank the team that worked tirelessly to finalize this loan agreement. You have all once again worked with diligence and speed.

For all those involved in the negotiations, this is quite a heroic effort,” he said.

The PDSL 2 was extended by Japan in recognition of the Philippines’ plans and accomplishments in the following reform areas: 1) policy and institutional framework for disaster risk reduction and management; 2) financial resilience to natural disasters and climate change; and 3) public health emergency preparedness.

If we are to understand and deal with change positively, we must first accept that this will bring a huge impact in our lives.

Being in the island half of my lifetime made me feel I am in my comfort zone. I proved myself as an effective leader through various recognition and appreciations. But circumstances brought me here in the Division of Cagayan de Oro City and change happened in just a blink of an eye.

Thoughts and questions came running through my mind, but I accepted and embraced it wholeheartedly.

I felt like I was a rubber band. No matter what happens to me I always bounce back, of course with grace and integrity. I may experience some changes in my life in general, but it won’t let me down. Problems can stretch me to my breaking point, but like a rubber band it always finds a way to go back to its original shape.

I’ve been a leader for a long period of time and of all the traits I’ve learned as a leader, perhaps none has to bounce back or stand from trials often makes me a winner after all. As the saying goes, you only lose if you quit.

According to Professor George Kohlrieser, every leader experiences stress and adversity, but must bounce

back in order to meet new challenges.

He also emphasized the importance of adopting the right mindset and coping mechanisms in order to restore leaders to their full potential and energy.

I believe that leaders should have the ability to create and plan for future setbacks so that when that time comes, strategies to solve it are properly laid out.

I also had my fair share of the so called “spices of life”. The toughest so far was when my husband eloped with another woman. It was devastating and life changing not only to my personal life but it also struck me professionally. My ability to rise up as a new person, renewed and equipped me with good courage and continue living. I have three beautiful children which served as my inspiration. My beliefs in God also motivated me despite all the hustles and rants of life. I believe that God never moves without a purpose or plan in our lives and that I am precious in His sight.

I would love to relate my life story of struggles and success into a fairy tale- the story of Cinderella. A young loving and gentle girl who was raised by her loving parents but due to the sudden death of her mother completely changed her fate in the hands of the rude and cruel stepmother and step-

sisters. Nevertheless, her consistent humility and kindness was rewarded.

Bottom line is that, the morale of the story. Continue doing good and share the goodness to everyone without discrimination. Just like Cinderella’s mother dying words: “Have courage and be kind”, I set my own guiding principles in life- view things in different perspective; continue loving without counting the cost, and above all don’t ever quit, for quitter never wins and winner never quits.

Yes, Every leader fails. It’s not a question. It is at this moment, this time of pandemic that leaders either become resilience to failure or emotionally dysfunctional.

Nothing can stop me from reaching my heart’s desire. After all, I am living with the pseudonymn my friends call me- Cool Cat, an epitome of grace beyond pressure with a blazing passion to serve.

My dark corners in life capacitated and molded me to be what I am today.

It did affect me emotionally but like a rubber band, I stood stronger, poised and ready to conquer the unknown.

This crisis we are battling right now is just a piece of cake compared to what I’ve gone through.

It’s not an overnight process but with will power and faith in God, it can be done.

WHEREAS, a Complaint was filed before this court on December 4, 2019, the substance of which Is as follows: COMPLAINT

1. Plaintiffs are all of legal age, married, Filipinos, all residents of Manga, Sugbongcogon, Misamis Oriental. Plaintiffs are children and only legal heirs of the late Luis Labial and Eustaquia Labial; Gregorio Labial represented by Diosdado Labial, Ignacia Labial, represented Flor Handayan, Inocencia labial, represented by Merlyn Abcede, Rosalia Labial represented by Norma Siliacay, Leonides Labial represented by Nenita R. Labial; Plaintiffs are represented in this action by Nenita R. Labial thru Special Power of Attorney, Annex A1 of this complaint;

Defendant Jesus Sia is not known to Plaintiffs, his residential address as indicated in the title is in Cebu City, No specific street or district; DENR-CENRO B-500-A Gingoog City is impleaded in its official capacity as the agency which issued the fraudulent and invalid free patent, (NRD-X-5) 3236 which was duly registered with the Registry of Deeds of Misamsi Oriental on November 26, 2018 under OCT No. P-24009 in the name of Jesus Sia;

The late Luis Labial during huis lifetime owned several parcels of land in Misamis Oriental, One of which is lot 664 Cad-766-D located in Manga, Sugbongcogon, Misamis Oriental, this lot which has an area of 7,060 square meters fully planted to coconut, it is covered by Tax Declaration No. 09560007-03762 withh assessed value of Php7,430.00’ Annex B2; Luis Labial failed to Register of his title of the land under the Public Land Act, CA141, as amended or by a decree in the court of law;

After his death, his children, likewise failed to work out the registration of their title, although they religiously pay the Real Property Tax of the land;

4.

With all the children deceased, the grandchildren, now petitioners, intent to partition among themselves the state of Luis Labial including the subject parcel of land lot 664; in the conduct of lot inventory, they discovered at the CENRO-Gingoog City that the lot was issued Free Patent No. (NRD-X-5) 3236 to certain Jesus Sia on May 29, 1987;

Further verification with the Registry of Deeds, Misamis Oriental revealed that the subject Free Patent forwarded by CENRO B500-A was registered due to lack of supporting document to warrant registration. Subsequent follow up at the Registry of Deeds showed that the subject free patent was finally registered on November 26, 2018 under OCT NO. P 24009, Copy is Annex C3 of this complaint.

The late registration of Free Patent No. (NRD-X-5) 3236 on November 26, 2018 clearly indicates gross irregularity and fraud in the issuance of subject free patent;

Jesus Sia the patentee is not, and was not a resident of Manga, Sugbongcogon, Misamis Oriental, it was impossible for him to comply the conditions required by the Public Land Act, CA141, as amended by PD 152, particularly actual personal cultivation of the applicant of the land applied; pursuant to Sec. 91 of CA141, free patent (NRD-X-5) 3236 issued to Jesus Sia is deemed ipso facto cancelled;

The truth being, lot 664 is already a private property of Luis Labial thru actual and continuous possession and improvements for more than 30 years under Article 1137 A of the Civil Code of the Philippines. The survey on November 17, 1983 under Cad 766-D was clearly a table survey because had there been actual field survey, the surveyor should have seen the standing matured coconut trees planted and owned by Luis Labial or his children on the Land;

Proof of ownership of Luis Labial or his legal heirs of lot 664 are the following documents:

9.A Real Property Historical Ownership issued by the Provincial Assessors Office of Misamis Oriental showing, as early as 1963 the lot was already tax declared in the name of Luis Labial, Annex D4;

9.B TD No. 09560007-03768 in the name of Luis Labial, Annex B.

9.C RPT Payment information showing that the real property tax of the land was paid up to the latest year 2018, Annex E5.

9.D Real Property Tax clearance issued July 23, 2018, to show current real tax was paid by the legal heirs of Luis Labial, Annex F6

10. In sum, the lawful owner of lot 664 is Luis Labial or his legal heirs, herein plaintiffs; Jesus Sia the name appearing on the free patent and Original Certificate of Title is not the lawful owner.

WHEREFORE, it is prayed for, that the Original Certificate of Title No. P-24009 be reconveyed unto the heirs of Luis Labial, herein plaintiffs.

Other just and equitable reliefs are also prayed for.

Rethinking how we reach our customers:

On the topic of rethinking how we reach our customers, the pandemic has accelerated the shift towards digital technologies, forcing entire industries to adapt quickly or risk being left further behind.

Our various touchpoints at the Ayala group allowed us to see broad trends about the changing preferences of the Filipino consumer. Many of our customers have steadily migrated and gotten used to more digital ways to transact, buy products, and access services. Nowhere is this shift most apparent than in financial services, e-commerce, and healthcare.

For financial services, the pandemic has been a major inflection point for digital adoption.

E-commerce has also seen significant growth, with Zalora seeing transaction volumes exceeding pre-quarantine levels. Helping this growth was Zalora’s diversification towards offering essential, nonclothing items in its platform.

For Ayala Malls, we have recently launched “Ana” – or the Ayala Malls Neighborhood Assistant as a virtual channel for food and grocery purchases that can be picked up at the mall or delivered to customers’ homes. This is in addition to the marketing support we are providing our mall merchants through special promotional activities in our online platforms.

We also saw a similar digital shift towards healthcare. In particular, AC Health and Globe’s 917 Ventures combined their assets to develop HealthNow, an integrated telemedicine platform.

During its pilot phase in May, HealthNow was able to match 11,000 consultation requests with an active pool of doctors. The HealthNow app is currently available over Android and Apple for scheduled teleconsultation services. Over the next few months, we will be rolling out medicine delivery, ondemand consultations, and scheduling services for clinic and diagnostics appointments.

The pandemic has opened new possibilities that both consumers and companies may not have previously realized. I believe that this shift towards digital, preference for seamless transactions and purchases, and the increased focus on health and wellness will stick even after the pandemic. It is imperative that our organizations find new and creative ways to adjust our business models and how we touch our consumers.

Redesign how we work and operate

The second area where reimagining is required deals with how we operate our companies and how the future of work will also have to adapt to the new demands of a post-COVID world.

We believe that a comprehensive digital transformation effort will be the way forward.

However, digital transformation goes beyond just implanting new technologies in our companies.

developments in this journey include establishing AC Analytics as our in-house data science unit, and the ACTIVE Fund, our $195 million venture capital fund for promising startups, where Globe Telecom’s Kickstart Ventures acts as the fund adviser.

COVID-19 has pushed us to revisit this framework, reassess our journey’s progress, and adjust its components. One area where we have had to drastically revisit and adjust was how we work. Like many of you during the onset of the ECQ, we adopted a structured work-from-home arrangement for majority of our 50,000+ employees to keep them safe, while leveraging online tools to keep them engaged.

Around 38% of our total direct workforce continue to work from home as at August 26.

We also partnered with online learning platforms, Coursera and Degreed, to provide our employees continued learning and retooling opportunities in both technical skills and special interest topics. Our leadership team, which includes myself, my brother Fernando, TG, and the rest of our Group Management Committee, also over-weighted our communications initiatives to our different stakeholders inside and outside the company.

Throughout this large-scale experiment of utilizing alternative working arrangements, we realize that work flexibility does not necessarily mean a huge drop in productivity. Perhaps more importantly, we saw an opportunity to reimagine the purpose of the office and actively shape what the future of work will look like.

To illustrate, over the last few months we have been conducting extensive research and consultations on the feasibility of a hybrid work arrangement for our employees. We are applying the principles of outcomes-based evaluation, and a task-based approach to where work can be done.

For example, for tasks that require focus and concentration, such as writing and research, perhaps a “work where most productive” approach will be appropriate.

Meanwhile social activities, teammeetings, townhalls, and tasks that require face-to-face interaction, such as collaborative projects and mentorship, should be done in physical offices.

Reimagining the future of work is just one element of a larger digital transformation journey.

As it stands, redesigning the relationship between work and the office already requires a high degree of openness, flexibility, and trust. There is a need for balance in these discussions, particularly in taking into consideration different corporate cultures, the nature of roles and functions, as

well as government regulation.

Revisiting our commitment to and role in society

Moving on to the last area of reimagination, aside from the challenges of the current pandemic, we continue to deal with anti-establishment movements and the increasing doubts on the validity of globalization and the capitalist system. Amidst these developments, I believe that there is no better time than now for us in the private sector to seriously revisit and renew our commitment to and our role in society.

I am a firm believer in the capitalist system that has created a robust and interconnected ecosystem that has led to increased competitiveness, better products and services, game-changing innovations, the massive creation of jobs, and the lifting of entire nations out of poverty. However, as with any system, it is imperfect and can be corrupted without the proper guardrails. I believe that all of us who have found success from this system should embody a strong sense of responsibility to build or strengthen the institutions that will prevent massive inequities from taking place.

As a starting point, we may need to broaden our definition of our stakeholder community, particularly by looking at segments that are beyond our shareholders and immediate customers. I believe that only when we expand our horizons to include the broader stakeholder community around our companies can we maintain our organizations’ relevance and create genuine and sustainable value for all.

We need not go far to see this principle come to life. The past few months have already shown us how a broad-based and stakeholdercentric approach can generate meaningful impact with great speed, at a massive scale, and with the required stamina for the long-haul.

For instance, through AC Health’s leadership, the different Ayala group companies pooled resources to convert QualiMed Hospital in Nuvali into a COVID-19 testing and treatment facility. This was primarily meant to give our employees and other stakeholders the peace of mind that they will be taken cared of should they or their loved ones get sick.

In addition, AC Health’s different teams, which include double-degree MBA doctors, were instrumental in creating robust testing and returnto-work protocols. We uploaded these pieces in the company website and shared frameworks in public forums to help other organizations formulate their own procedures to deal with COVID-19 in the workplace.

Furthermore, strong peer partnership allowed Project Ugnayan – an initiative of 270 private

organizations and individuals – to bridge the immediate needs of the economically vulnerable in the Greater Metro Manila Area at a time when government was realigning budgets.

The emergency food packages, grocery vouchers, and medical assistance we provided ultimately helped 2.8 million families or over 14 million individuals. The speed and magnitude of the initiative was unprecedented, with several international observers considering it as a good partnership model that can be applied to other countries during times of calamity.

And lastly, the private sector came together in a big way to provide critical assistance to the government’s COVID-19 response through Task Force T3. This was a massive public-private effort to exponentially boost the country’s national testing, treatment, and tracing capabilities.

At the end of the day, revisiting our role and renewing our commitment to a broad set of stakeholders is all about building trust and goodwill with a community, which ultimately leads to an institution’s relevance and longevity.

However, let me emphasize that creating shared value is not just the task of the private sector. Equally important is the role that public institutions play, particularly in establishing an environment conducive to businesses succeeding and giving back to the community. Private institutions can do good if they do well. This requires a commonality of purpose between peers and partners, and progressive policies enacted by the public sector.

To close, we have a golden opportunity to actively shape the future that is fast approaching.

Leading through the unknown requires reimagination, guided by the many signs and clues all around us.

• We need to rethink how we reach our consumers • We need to redesign work and how our companies operate • And we need to revisit and renew our commitment to our stakeholder communities.

Now, setting aside the 30% TOMORROW fund on a regular basis is usually a big challenge since most follow the formula “income minus expense equals savings”. So more often than not, very little, if not none is left for the TOMORROW fund.

Strict self-discipline is required!

To help me build my TOMORROW fund, I have the bank for my short term savings while for the mid and long term, I use other investment instruments.

I bought a number of insurance products for our children’s education and for our retirement as it required a payment/investment schedule and did not give me access to the funds until it’s maturity. Also, I enrolled in the auto salary deduction and transfer facility of our company where a specific amount is deducted from my salary and invested into a mutual fund. I had to do this because I still didn’t have the discipline when I started setting up our TOMORROW Fund.

Don’t think that because it’s pandemic you cannot build your TOMORROW fund. Review where your NOW fund is going and you’ll realize that you can have the money for your TOMORROW fund.

Don’t think that you need to have a big income or salary to do this. I started with a small amount. What’s good is that we can now easily access savings and investment tools in the market where you can start even for as low as P50 (GCash Invest Money feature). It’s not really the amount, It’s the discipline and consistency that matter.

The bulk of our income (70%) goes to the NOW fund. Priority should be on the non-negotiable fixed expenses such as amortization, tuition fees (if you’re paying monthly), rentals, and food. I include food in this list because I can scrimp on other items but not on food. But still, I believe we should have a fixed budget for this.

What’s left of the 70% can now be budgeted for the other variable expenses or those which we can control and reduce such as our R&R expenses, utilities, etc.

Am sure you have read and used a number of “Tipid Tips” especially during this pandemic so I am not going to touch on those anymore.

One red flag though that we have to be mindful of. The current stay home arrangement exposes us to many unnecessary NOW expenses. Those online sales are very tempting, that if you don’t control, you may just find yourself adding more and more items to your cart and paying for those you don’t really need.

How many lipsticks can you really use during this time?

Do you really have use for that dress or bag or shoes now that you’re working from home?

It’s okay to be a “plantita” as it’s a good hobby and good for the environment. But unless you’ll turn them into a business, let’s not overdo it just to be “in” as we may just end up with wasted money on pots. Alis, do we really need both cable and Netflix? Or can we have just one for now?

What if instead of spending on these non-essential NOW expenses, we use the money to build our TOMORROW fund?

Times are challenging as it is! Not a few are in a very tight situation nowadays because, during the “good times” when income was there, they put everything on the NOW fund.

Things would have been much easier if only they have their TOMORROW fund at their disposal.

Don’t fret. Remember, it’s never too late to budget wisely your NOW to build your TOMORROW!
