Cebu Pacific boosts Davao hub with direct route to Tagbilaran

THE Centrist Democracy Political Institute (CDPI) on Thursday, September 14, said it is proposing the shift to a federal parliamentary system, adding that Congress should soon start deliberating the amendments in the 1987 Constitution that will pave the way for federalization.

Lito Monico Lorenzana, President of the CDPI, said they will be presenting this proposal to the 25-man commission to be appointed by President Rodrigo Duterte.

CDPI is a political, nonprofit organization, in partnership with the Konrad Adenauer Stiftung Philippines, a German political foundation which promotes political education initia-

tives worldwide.

“We want a system where power and authority are not centralized but shared between the federal government and the states --- we call these regions, sub-states,” Lorenzana said in a press briefing in Malacañan.

“We have several models of federalism already submitted to Congress. We are presenting to you today a model borne out of years of discernment and study,” he said.

According to Lorenzana, the CDPI’s proposal adopted and updated the 2005 Consultative Commission documents, which they call “The Centrist Proposal.”

“In our proposal, the Centrist Proposal, the leg-

islative and the executive are fused… We fuse them in a unicameral parliament, one body. And the head of government is the Prime Minister --- with his Cabinet recruited among the members of parliament,” Lorenzana said.

He said the President, as head of state, shall be elected from among the members of parliament and shall have a five-year term while the Prime Minister or the head of government will have no term limits but can be booted out of office through a vote of no confidence, not through the process of impeachment.

Davao City starts clampdown on jaywalkers DAVAO CITY -- Jaywalkers in Davao City will face stiffer sanctions if caught by traffic enforcers.

Those caught jaywalking will be given a City Traffic Citation Ticket (CTCT), requiring them to pay a fine of P100 or undergo a 4-hour compulsory service. Previously, jaywalkers were mandated to undergo a seminar.

Aside from jaywalking, the CTCT also includes several traffic offenses such as illegal parking and obstruction of traffic.

CAGAYAN de Oro City-Bukidnon Governor Jose Maria Zubiri has appealed to Congress on Thursday, September 14, to reconsider its decision to give budgetary allocation of P1,000 to the National Commission for Indigenous People (NCIP).

“It saddened me, because 36 to 37 percent of 1.4 million people in Bukidnon are Lumads and they are the poorest,” Bukidnon Governor Jose Maria Zubiri said.

Zubiri, also chairman of the Regional Development Council of Region 10, in appealing to Congress to reconsider its decision, said, “It’s a pity. Zubiri said the IPs need money for their ancestral domain claims, like payments for surveyors and processing of documents, among others. “My population of the Lumads is one of the highest in the country.

And for now, only 30 to 32 percent of the claimants have been attended to.”

The Lumads are still suffering, he said and “they will not take it (budget allocation) sitting down.

There is a law.

Zubiri warned: “We will have problems in peace efforts. We will not have peace.”

At any rate, Trillanes wasted no time in denying the allegation and in an interview with DZRB, challenged the President and members of his family that all of them sign waivers and allow the Anti Money Laundering Council and the Ombudsman to examine their accounts to settle the issue of corruption and hidden wealth once and for all. By Monday he signed the waiver for the purpose.

The playing field has already been leveled. Now, that both camps have already traded accusations on corruption and ill-gotten wealth , the duel has begun.

The gunslingers are now staring at each other. He who blinks first is a goner.

******* In just six months, from December 2016 to May 2017, some 1.5 tons of Shabu (methamphetamine) from China had successfully entered the country through the Bureau of Customs (BOC). This a big blot to the administration centerpiece program against corruption and illegal drugs.

The shipment would not have been possible without the handiwork of the officers and personnel of the BOC. The noxious and stomach churning corruption in the Bureau is known to everybody far and wide. Nothing moves in the BOC without grease money. Bribery not only robs the government from unpaid taxes, it also allows entry into the country of dangerous goods, like

various forms of illegal drugs and fake pharmaceutical drugs, and products that unfairly compete with those locally produced, like rice, sugar and garlic.

It bewildered all and sundry that instead of lambasting Customs and firing its chief, President Duterte instead heaped praises on him, singing confidence on his honesty and integrity.

The corruption issue in Customs took a nasty intriguing twist when presidential son, Paolo (aka Pulong in the BOC corridor of influence) was linked to the gargantuan shabu smuggling. Expectedly, Tay Digong protected his son but said nothing about the ignominy in the BOC. Customs chief Faeldon eventually resigned but stopped attending the Senate See goner, page 9

It just depends on how you use them: as a weapon to hurt or a tool to help. Our tongue really does have the power of life and death.

Words have brought peace or war between nations; life and death to millions. Words can either make or break the reputations and careers of people. So an important secret to success is learning how to use our words well, to say the right thing at the right time in

the right way.

Yet sometimes, the best statement we can make is our silence. It’s also a hard argument to beat. Occasionally, the only way to be heard is to be quiet. Those who have the most to say usually say it with the fewest words.

A little over a year ago, the team of the Department of Social Welfare and Development (DSWD) Kapit Bisig Laban sa Kahirapan Comprehensive and Integrated Delivery of Social Services – National Community Driven Development (Kalahi CIDSS-NCDDP) took us on a journey to the top of Barangay Gala in Tudela, Misamis Occidental, it also gave us a glimpse of how its empowered community worked together to improve accessibility to the main town to bring produce to sell to the public.

“The picturesque view around Barangay Gala, Municipality of Tudela in Misamis Occidental provides serenity for the Subanen tribe who reside there. One would wonder why they live on top of a ravine, somehow, when you get there, you’ll know why” says Bong Alcantar, who was then the Sub-Regional Program Coordinator of Kalahi-CIDSS in the Lanao del Norte and Misamis Occidental areas.

The climb required traversing an open-trail; almost 80-degree-uphillclimb starting from the river bank, “we wanted to see for ourselves the beauty of Gala and how the living conditions of the Subanen tribe who are there” said

Alcantar.

The Subanen community of Gala are farmers, however, the difficulty in bring produce to the market seemed to have been a big hindrance to productivity and profitability of their farming efforts.

In Gala, DSWD Kalahi CIDSS-NCDDP facilitated a series of barangay assemblies and processes to open the eyes of the Subanen Tribe to the possibilities of improving their accessibility to the main town which is 24 kilomters away from their barangay.

PH strengthens bilateral ties with Malaysia Malaysian investors bullish in investing in PH

PASAY CITY—At the sidelines of the Philippine (PH) hosting of the 49th ASEAN Economic Ministers’ (AEM) Meeting and Related Meetings on 8 September, Department of Trade and Industry (DTI) Secretary Ramon Lopez convened a bilateral meeting with his Malaysian counterpart, Minister for International Trade and Industry Y.B. Dato’ Sri Mustapa Mohamed.

The Philippines (PH) and Malaysia (MY) discussed various measures to enhance trade and investment relations including regional economic integration.

MY requested PH participation/support in its ASEAN internship program as a way to improve peopleto-people interaction among college students. Under this program, interns will have

the opportunity to gain experience in an ASEAN company.

PH, meanwhile, sought MY’s support in the development of the Halal industry through various capacity building initiatives, including trainings and internship.

PH also followed up on the proposed cooperation in palm oil, given that this can be instrumental in developing key areas in Mindanao. MY indicated that it is working very closely with Indonesia in addressing the various issues facing the industry, including the environmental lobby in the EU and taxes.

PH requested MY to participate in the business matching activities for micro, small and medium enterprises (MSMEs) as part of the activities for PH chairmanship.

MY underscored the need for a united ASEAN in moving forward with Regional Comprehensive Economic Par tnership (RCEP).

In parallel development, MY investors remain bullish on pouring in more significant investments in the PH given the country’s robust economy buoyed by heavy spending in infrastructure projects, expanding market with a large young population and growing middle class, and the administration’s firm resolve to further ease the cost of doing business in the country and manage the peace and order situation in Mindanao.

PH, WB seek areas of cooperation in ‘Build, Build, Build’ program MANILA- Philippine officials led by Finance Secretary Carlos Dominguez III will sit down soon with World Bank representatives to explore ways of tapping the multilateral institution’s expertise in the Duterte administration’s planned rollout of 75 flagship infrastructure projects over the next five years under its “Build, Build, Build” program.

In a recent meeting with World Bank official Otaviano Canuto, Dominguez said that on top of enlisting the World Bank’s support behind its 75 flagship projects, the Philippine government would also want to tap this multilateral institution’s assistance in getting Marawi City back on its feet and in strengthening the infrastructure in the

country’s east coast.

“We should rebuild these areas (in Marawi City).

People will go back and live there, so the infrastructure should be good and sound. That’s certainly an area where we will need assistance. We welcome your expertise,” Dominguez told Canuto.

Canuto, who is currently the executive director of the Executive Board of the World Bank Group and Its Affiliates, said the Bank can help in Mindanao, where its experience and expertise “is unmatched,” particularly in the area of education.

Dominguez informed Canuto that the Duterte administration is “determined to close the Philippines’) infrastructure gap,” which will require funding of around $170 billion over

the next five years.

“We are coming from a long period when we underinvested in infrastructure as compared to our neighbors,” Dominguez said. “We have announced our major program is to reduce poverty and (one of ) the tools to be used is building a lot of infrastructure. There’s a wide open field for your engagement on those areas.”

Canuto said the World Bank can provide assistance in tapping the necessary skills and expertise to help the Philippines improve the design and implementation of its infrastructure program.

In the meeting, Canuto also commended the Philippine government for spearheading a tax reform program, which, he said “is a template for a lot of

countries.”

“It’s very good to highlight what the Philippines is doing in the area of tax reform. We will use what has happened here as an (example) for other countries,” he said.

At a recent business forum at the Hotel Conrad in Pasay City, Dominguez said that to begin rebuilding the Philippines’ competitiveness, the government must start by filling the infrastructure backlog and realigning the country’s income tax rates.

He noted that the Philippines lost out on competitiveness “in the decades when we neglected our infra while our neighbors rapidly built up theirs. For an archipelagic country, poor infrastructure is debilitating. It raises the costs of

transporting good between islands.”

“That is the reason our food price regime is high.

Our congested roads and ports discouraged investors who need to operate on just-on-time deliveries.

Our high power costs and unstable supply discouraged investments in manufacturing,” Dominguez said.

Dominguez said, however, that Malacanang’s plan to accelerate spending on infrastructure and on human capital by upgrading the country’s educational and health care systems, along with its goal to lower income tax rates to sharpen the Philippines’ global competitiveness, would require additional revenue measures that could only be generated via the Comprehensive Tax See seek, page 10

Farmers from the provinces of Misamis Oriental and the first district of Bukidnon graduated from the threemonth long School-on-the Air (SOA) Program on Cacao Production and Processing on September 7, 2017 held in Cagayan de Oro City.

With the joint efforts of the Department of Agriculture – Regional Field Office 10 (DA-RFO 10) through its Regional Agriculture and Fisheries Information Section (RAFIS), and the provincial government of Misamis Oriental and Bukidnon and the city agriculture office of Cagayan de Oro, around 200 farmers have benefitted from the radio program which ran from June to August 2017.

Included in the course module were the basics on cacao production, pests and diseases management and control, and marketing of their products.

“SOA is very practical because we do not have to go outside our homes to learn. I am very thankful to DA for this program for reaching out to far flung places in the region,” first honor Rebecca R. Galupo from Manolo Fortich shared.

fishing, the Department of Labor and Employment has issued Department Order No. 156-16, or the Rules and Regulations Governing the Working and Living Conditions of Fishers on Board Fishing Vessels Engaged in Commercial Fishing Operations.

The order sets employment standards, such as minimum wage, holiday and premium pay, additional premium pay, overtime pay, night shift differential pay, paid service incentive leave, and 13th-month pay.

In an orientation cum consultation held recently

by the DOLE-Regional Office I, Randy and 50 vessel owners and workers from La Union, Dagupan City, and Ilocos Sur were made aware of the protection and benefits that workers like them should enjoy.

ASEAN vows improved safety, health at work Labor ministers of the Association of Southeast Asian Nations (ASEAN) vowed to mobilize resources of member-states to raise international and national cooperation and initiatives to improve occupational safety and health (OSH) in the region.

At the conclusion of the 21st World Congress on Safety and Health at Work in Singapore recently, labor ministers of the 10-member ASEAN declared to pro-

tect the safety, health, and welfare of workers in the ASEAN region by developing and regularly reviewing OSH legislation, building OSH inspection capabilities and capacities, and strengthening risk management capabilities of member countries.

Labor Secretary Silvestre Bello III represented the Philippines in the congress.

At the OSH congress, the ASEAN labor ministers pledged to enhance data

collection, improve private sector OSH capability and productivity, and reduce the social costs of injury and illness by improving the respective countries’ OSH performance.

Recognizing that the task requires collective effort, the ASEAN member states also committed to promote the sharing of experiences, best practices, and knowledge in OSH; encourage the participation of employers’ and workers’ organizations;

and increase collaboration with key partners such as the International Labour Organization (ILO) and the Plus Three Countries composed of China, Japan, and South Korea.

Sex outside marriage is a crime in the United Arab Emirates (UAE).

This warning was issued by the Philippine Overseas Employment Administration (POEA) to Filipino workers in UAE. In a news advisory, POEA said single women and men who are in a relationship and have plans to live together should first get married so they can live in the Emirates as husband and wife.

Being a Muslim country governed by the Sharia Law, the UAE considers living together without the benefit of marriage as illegal and is punishable by three to six months imprisonment and eventual deportation.

The Philippine Consulate in Dubai reported that a number of expatriate couples, including Filipinos, are now behind bars for violations of this nature.

The Consulate has re-

ceived numerous requests for repatriation from Filipinos in Dubai and Northern Emirates who have children out of wedlock. They believe that the Consulate can simply endorse them to Dubai Immigration without having them detained.

Unfortunately, immorality is not negotiable under the UAE penal system.

Pregnancies and childbirth outside marriage carry a punishment of six months in jail, deportation, and a lifetime ban.

The Department of Foreign Affairs said it has a Legal Assistance Fund to help overseas Filipinos in distress for their litigation expenses, court fees, and bail bond. However, those who are entitled to the legal assistance fund are Filipinos accused of murder or any case that has a sentence of life imprisonment or death.

CAGAYAN DE ORO CITY -- Civil Service Commission (CSC) region 10 in celebration of its 117th anniversary convened heads of national and local government in Talakayan ng mga Lingkod Bayan to share programs and projects which underscored ‘malasakit’ or care for the people.

CSC regional director Adams Torres shared that this year’s theme, “Tugon sa hamon ng pagbabago, Malasakit ng Lingkod Bayani” is a challenge to government employees to change and be agents of change. In fact, he said, “We are agents of change.” This can be achieved through showing ‘malasakit’ or care such as in various government programs and projects that would uplift the lives of the people.

He explained that each government office has a story of ‘malasakit’.

Although he admitted that only a few selected people can enter the career service. He said that anyone who wants to enter public service are strictly screened not just in their qualifications but based on their

character.

He also clarified that the security of tenure does not mean you cannot be removed from your post.

Right now, CSC implements performance based security of tenure where employees are rated through their performance according to their position. Aside from this, government employees also follow Republic Act 6713 or the Code of Conduct and Ethical Standards.

This would include duties and responsibilities and prohibited acts.

Apart from facilitating eligibility exams, processing appointments and providing trainings, CSC can also act as a quasi-court, a disciplining body to cases which are elevated from other government agencies.

Torres explained that if there are concerns in a government agency, the head of office is the first person to resolve the issue.

However, when it is not resolved or head of office does not take action then CSC will be the one to do it for them alongside with other regulatory services.

As quasi court, CSC can impose discipline with high-

est penalty to remove the person from government service. However, for criminal cases, the Office of the Ombudsman can imprison a government employee if found guilty.

Corruption is the number one enemy of the government. Torres shared that through the Anti Red Tape Act (ARTA), processing time of government documents is revealed. People will know exactly how long the process will take. This is believed to lessen or do away with corruption which is the source of money making.

He further said to never transact anyone without any valid ID. Torres revealed that dishonesty is the number one case among government offices in the entire country.

This includes falsification of documents, fake educational attainment, fake qualification of licenses from the Professional Regulation Commission (PRC) or Career Service Eligibility from CSC or National Certificate (NC) II from Technical Educations Skills and Development Authority (TESDA).

As for electoral reforms, he said the Commission on Elections (COMELEC) must be reformed to remove all quasi-judicial work and transfer electoral contests and protests to the judiciary.

“These four conditions have a high probability of passage while we have a President endowed with tremendous political capital and have the political will to act decisively,” he said.

Lorenzana said the CDPI has also proposed timelines, which urges Congress to

start deliberating amendments in the 1987 Constitution from October this year up to February 2019.

The second stage will be from May of 2020 to 2025, wherein the first parliamentary elections under the new federal Constitution shall be conducted not later than May 2020 “to organize the first unicameral parliament under the newly-ratified Constitution with a term of five years up to 2025.”

From May 2025 to 2030, the second regular parliamentary elections under the new Constitution shall be held by 2025 with a five-year term to 2030. The country will then have a new Prime Minister and a new President, he said.

“That is the shift to parliamentary… But the process of federalization goes on,” Lorenzana said.

In terms of federalization, Lorenzana said the Centrist Position calls for 11 autonomous territories.

The 12th autonomous territory, the Bangsamoro, will be constituted ahead of the Bangsamoro because of the Bangsamoro Basic Law enacted by Congress previous to the plebiscite, Lorenzana said.

Lorenzana said that by 2028, autonomous territories may already operate like federal states.

“They can raise their own funds. They can come up with their own resources.

They can come up with their own taxes and spend for themselves. It is a kind of federalism we aspire for where the people from cities and regions shall negotiate among themselves and arrive a decision to set up their own federal state,” he said.

Lorenzana said the process of shifting to a federal type of government may take some time, and would need massive political education, especially among millennials.

“The Centrist roadmap to federalism is designed to mitigate the shock to the body politic arising from the purging of traditional political practices to the immediate passage of reform laws now pending in Congress,” he said.

The Senate Committee on Labor, Employment and Human Resources Development chaired by Senator Joel Villanueva tackled on Wednesday a proposed measure which seeks to amend the 40-year-old Labor Code.

The Committee discussed Senate Bill No. 1571 or An Act Amending Article 83 of the Labor Code espousing alternative working arrangements filed by Villanueva.

Under SBN 1571, employers and employees are given an option to implement any type of flexible working arrangement such as compressed workweek ,

flexi-time, and flexi holidays schedule.

The Philippine Commission on Women (PCW) said it is supportive of Villanueva’s proposed measure as it “seeks to enhance flexibility in the workplace by providing an option for a compressed workweek and other flexible work arrangements.”

“As emphasized by the good author, a compressed workweek arrangement allows employees to allocate more time for personal and social obligations thus further promoting work-life balance,” said Lea Payumo, planning officer of PCW.

“The adoption of a flexible work arrangement will enable companies to employ persons whose interests are best served by the alternative work schedules such as working mothers or single parents. At the same time, by reducing the number of working days, employees get to save on transportation and food costs. It also contributes and lessens the volume of traffic especially in commercial centers and urban areas,” Payumo added.

Villanueva stressed that the Senate’s version of the proposed measure is different from the House bill

which concentrated solely on the compressed workweek.

“Our bill refers to alternative working arrangements and not only to compressed workweek , and gives the Department of Labor and Employment the flexibility to promulgate rules and regulations to implement this measure,” Villanueva explained.

Villanueva also clarified that the adoption of flexible working arrangements is voluntary on the part of employers and employees as well. Flexible working arrangements will also depend on the nature of work.

Transitory shelters for Marawi IDPs fast track After inspecting evacuation centers for Marawi evacuees, the Department of Public Works and Highways (DPWH) is now working on timely completion of site development works, where the first batch of transitory houses for the evacuees will be built.

“The area being developed

by DPWH in Barangay Sagongsongan, Marawi City, can accommodate 1,100 families,” Secretary Mark Villar noted.

“Currently, we are preparing a portion of the site where the National Housing Authority (NHA) can build a total of 275 transitory houses,” said Secretary Villar.

According to the Secretary, a total of P241.69 million is allocated for the land development of Sagonsongan Village. This will cover the clearing and grubbing, fuel and model house cost amounting to P20.64 million; the asphalt overlay and drainage works within five initial areas of the site costing P142.6 million; and an additional 4 hectares and 2 hectares sites as proposed by Marawi City officials in the amount of P51.9 million and P26.5 million respectively.

“Once the sites are developed, NHA may begin the construction stage of the needed transitory shelters of Marawi siege internallydisplaced persons (IDPs),” Villar noted.

Villar also vowed to provide for latrines and water supply in all nine (9) evacuation centers.

“DPWH trucks have delivered water for the IDPs and backfilling materials to compact muddy grounds,” said Secretary Villar.

Lanao del Norte evacuation centers in Pantar; PantaoRagat; Beroni, Balo- i ; and Barangay Landa, Balo-I have likewise received water supply, water tanks, deep well pump, insulators, and gravel to improve pathway, roadways, and muddy ground.

DPWH is a member agency in Task Force Bangon Marawi Housing Sub-Committee , tasked to construct temporary and permanent shelters, including provision of utilities. The Department also heads the Reconstruction Sub-Committee which is responsible for the reconstruction, repair, and rehabilitation of all national roads and bridges, public schools, and government buildings.

Aside from this, DPWH has conducted quick response activities in Marawi IDPs’ evacuation centers.
