‘Bambi’ leads tourism week festival in MisOr

PROVINCIAL Governor ‘Bambi’ Emano inaugurate the new tourism building in front of the provincial capitol as the observance of the weeklong tourism week in the province kickoff today.

Emano said that the weeklong tourism festivity showcased a wide and diversified array of food flavors uniquely made in the 25 municipal towns and

cities of Misamis Oriental.

He said that for the key players and tourism stakeholders, the celebration opens an avenue to reach a wider consumer population and exposure.

Jeffrey Saclot, the provincial tourism officer, said that for the past two years now, the celebration lamps on one central them dubbed as “Tienda sa MisOr: A MisOr Food Exhibit.”

‘Simon’ appointed as acting BOC-10 head

JOHN Simon, the concurrent port collector of the Bureau of Customs (BOC) in the Mindanao Container Terminal, has been appointed as the new officer-in-charge of the BOC Collection District 10 which oversees all collection ports in Northern Mindanao.

Simon’s added assignment was issued by BOC Commissioner Rey Leonardo Guererro and dated September 13, 2019.

“This Order shall take

effect immediately and shall last until revoked,” read a portion of the one-page directive.

Simon, sometimes described as a maverick bureaucrat inside the BOC, is known for his no-nonsense campaign to get rid of the misdeclared shipments of trash from South Korea, Australia and Hong Kong that found its way through the Mindanao Container Terminal in Tagoloan, Misamis Oriental late last year and early this year.

CAGAYAN de Oro City--The province of Misamis Oriental has remained free from African Swine Fever (ASF), provincial veterinarian said on Friday.

As a proof, the provincial government of Misamis Oriental grilled on Friday at least 200 kilograms of pork to feed the public for free during the weekly farmers’ market held at the Misamis Oriental Capitol grounds.

“Pork barbecue was served to the public and employees to prove that our pigs and pork meats are safe and are free from the African swine fever,” Dr. Benjamin Resma, the provincial veterinarian,

said.

On Thursday, Misamis Oriental Governor Yevgeny Vincente Emano issued an executive order banning pigs, pork products and by-products from entering the province, especially those coming from areas with ASF infestation.

The executive order also activated a task force that will implement the ban including inspection and coordination with other government agencies to ensure no pigs and pork products from ASF-infected areas can enter Misamis Oriental and nearby provinces.

CDO approves 52-classroom bldg at Bulua Central School

CAGAYAN DE ORO CITY -- The City Government of Cagayan de Oro through City Mayor Oscar Moreno approved the construction of the 4-storey, 52-classroom building with ramp, September 11.

Funded by the Special Education Fund, the 52-classroom building will amount to P76 million and will commence immediately after all the requirements of its construction will be complied.

Bulua Central School is one of the schools in the city that house a great number of learners and are currently implementing double shifts due to classroom shortage.

CAMIGUIN -- With over a hundred divers across the world, Camiguin’s first-ever Dive Festival has showcased more than 500 activities since its launching June 23.

The first of its kind in Northern Mindanao, the dive fest is a project of the Provincial Government of Camiguin and supported by the Department of Tourism (DOT)-10.

It aims to showcase the hardly-seen dive sites of the island and strengthen the cause in promoting responsible and sustainable

tourism.

One of the highlights of the festival was the Underwater Photography Competition with categories on macro and wide-angle photography.

For the macro category, Lauren Hubbard bagged the first place while Daniel Dominic Calo and Edgar Allan Zeta Yap earned the second and third spots, respectively.

Meanwhile, for the wideangle category, Peter Gosling earned the first place while Jo Nathaniel Yasay and Jeffrey Ong got the second and third ranks, respectively.

THE Technical Education and Skills Development Authority - Region 11 (TESDA-11) will soon provide skills training to uniformed and non-uniformed personnel of the Police Regional Office (PRO) 11, as well as their dependents, an official said Friday.

After the signing of a memorandum of agreement for this initiative on Monday, TESDA-11 director Lorenzo Macapili said PRO-11 still has to do the profiling of personnel and beneficiaries.

They then would agree on the schedules of the training, which will be done in TESDA training centers

in Davao City.

“That (training in Davao) is for the policemen. Their dependents could avail of scholarship slots and TESDA courses. (We could accommodate) 25 per batch,” he said.

If the number of applicants would be less than 25 persons per batch, Macapili said they could join the

walk-in applicants in the training centers.

“Our training venues could either be school-based or community-based,” he added.

Macapili, meanwhile, admitted that TESDA still needs to meet with the PRO11 for further details of the initiative.

A world without trees

SEVERAL months ago, I asked here how a world would look like without water. And, is there any difference? My today;s question is, “What would happen if all the world’s trees disappeared?”

As the Amazon fires continue to burn, writer and journalist Rachel Nuwer asks in an BBC-report: How dependent are we on the survival of forests?

In Mad Max: Fury Road, Charlize Theron’s Furiosa strives to return to “the Green Place” – a tree-filled oasis in the otherwise lifeless wasteland that the Earth has become. When Furiosa arrives at the sacred spot, however, she finds only skeletal trunks and sprawling dunes. She screams in anguish. Without trees, all hope seems lost.

you feel? Hopeless too? Furiosa’s feelings were justified.

“Forests are the lifeline of our world,” says Meg Lowman, director of the Tree Foundation, a non-profit organisation in Florida that is dedicated to tree research, exploration and education.

“Without them, we lose extraordinary and essential functions for life on Earth.”

Following the Rachel Nuwer’s report, trees’ services to this planet range from carbon storage and soil conservation to water cycle regulation. They support natural and human food systems and provide homes for countless species – including us, through building materials. Yet we often treat trees as disposable: as something to be harvested for economic gain or as an inconvenience in the way of human development. Since

our species began practicing agriculture around 12,000 years ago, we’ve cleared nearly half of the world’s estimated 5.8 trillion trees, according to a 2015 study published in the journal Nature.

Sad to say but it’s unfortunately so very true: much of the deforestation has happened in recent years. Since the onset of the industrial era, forests have declined by 32%. Especially in the tropics, many of the world’s remaining three trillion trees are falling fast, with about 15 billion cut each year, the Nature study states. In many places, tree loss is accelerating. In August, the National Institute for Space Research showed an 84% increase in fires in the Brazilian Amazon rain forest compared to the same period in 2018. Slash-and-

burn is also especially on the rise in Indonesia and Madagascar.

Making me sad and angry, or even better expressed angry first and sad then is the reality, that there have been more than 70,000 forest fires in the Brazilian Amazon in 2019. Barring an unimaginable catastrophe, however, there’s no scenario under which we would fell every tree on the planet.

“Let me just start with how horrible a world without trees would be – they are irreplaceable,” says Isabel Rosa, a lecturer in environmental data and analysis at Bangor University in Wales.

Speaking Out

The Untold Story of Muntinlupa’s People’s Center LAST Monday, I was invited to attend a public hearing called by the Muntinlupa Sangguniang Panglungsod.

It was a pleasant experience to once again set foot at the People’s Center, which houses the city council.

While I have often been invited to functions at the Muntinlupa’s city hall, I rarely had the need to pass by the People’s Center.

The public hearing was called by the Committee on Appropriations, chaired by Majority Floor Leader Raul Corro, assisted by Councilor Jun Sevilla.

On the agenda was the proposed sale to the city government of two pieces of property, situated in Ilaya,

Alabang, as a possible site of a City Health Center in Alabang.

This writer attended in behalf of the Bunye family which owned the properties.

Also in attendance were Vice Mayor Temy Simundac, Councilors Ivee Arciaga Tadefa, Ting Niefes, Alexson Diaz, Louie Arciaga, Allan Camilon, Marissa Rongavilla, Arlene Hilapo, Lester Baes, Ryan Bagatsing, Nep Santiago and Sanggunian Secretary Cecil Lazarte.

The committee also invited City Assessor Vince Misa and Engineer Manny Caranto as resource persons.

It was almost 3:30 p.m. when our agenda item was called.

Prior to this, the Committee on Appropriations heard proposals from various national agencies, covering proposed Memoranda of Agreement (MOA) involving national projects which were proposed to be implemented within Muntinlupa City.

When it was my turn to speak before the committee, I narrated, by way of an ice breaker, the extraordinary story behind the construction of the People’s Center.

Unknown to many, except perhaps for Majority Floor Leader Corro (who was the Municipal Attorney at the time of the building’s construction), the People’s Center is the only building

constructed by the local government for which it did not spend a single centavo.

The city council was astonished!

Here was how it happened.

In 1986, when I assumed office as OIC Mayor of Muntinlupa, (following Edsa 1), Muntinlupa was still classified as a fifth class municipality. The municipality was only making P28 million a year, barely covering the salaries of employees. But it had valuable properties.

No, I am not referring to the New Bilibid Prison.

Greed, selfishness: root cause of traffic woes

-oooGOD IS THE ONLY ANSWER TO METRO MANILA’S TRAFFIC PROBLEM: It is a totally devastating news, the death of sick people who were being transported to Metro Manila hospitals on board ambulances which never made it to the hospitals because of heavy traffic, that is.

It is devastating not because of the traffic gridlock which inept and incompetent officials (whose biggest problem, really, is lack of

discernment and inspiration from God) seem unable to understand and solve.

What is truly sad about this is that, it shows how Filipinos (and, of course, the foreigners living with them) have strayed away from basic spiritual principles that could have been put to use to solve even the most gargantuan problems like the on-going traffic mess in the metropolis.

What are these principles? “Love God above all else”, “Love others as we love ourselves.” If we only love God above all else, we will listen to, and obey, His commands, which direct us to “love others as we love ourselves”. Since we do not love God, however, we also

have no love for our fellowmen.

-oooGREED, SELFISHNESS: CAUSE OF TR AFFIC GRIDLOCK: Indeed, this traffic problem is basically caused by our lack of love for others, making many motorists greedy and self-seeking people who care about nothing but their interest. These are the motorists who foul up traffic by not wanting to line up, not wanting to wait for their turn, not wanting to love others as they love themselves, so that they could agree to allow other motorists already ahead of them to proceed.

They only love themselves, so they want to overtake all other motorists on

the road at all cost, never mind if by doing so, they cause others to stall, to stop, and therefore, hold traffic altogether. These are the drivers who abhor patience and are of the thought that the world owes them the fast lane.

They are the people whose minds do not love God and His rules, who see other people as mere “accidental beings” whose only reason for their existence is to serve these greedy chaps.

These are the drivers who, in short, are controlled in their minds by the devil.

Farm Business School beefs up farmers in AgNor

T H E Depar tment of Agrarian Reform (DAR) of Agusan del Norte in partnership with the local government of Jabonga launched recently the Farm Business School (FBS) targeting at least 28 Agrarian Reform Beneficiaries (ARBs) members of Libas Farmers MultiPurpose Cooperative (LFMPC) held at Brgy.

The FBS is comprised of 25-session on-site capability building that aimed to capacitate the farmers with entrepreneurial and management skills for running a profitable farm business through learning by doing approach.

During the launching, a Memorandum of Agreement for the FBS was inked between the DAR-Provincial Office, Department of Trade and Industry (DTI) Provincial Office, Agricultural Training Institute (ATI) and Local Government Unit (LGU) of Jabonga and Libas Farmers MultiPurpose Cooperative (LFMPC).

BDO to offer P5.0 Bn LTNCDs BDO Unibank, Inc. (BDO) is set to offer P5.0 billion in Long-Term Negotiable Certificates of Deposit (LTNCD) as part of the Bank’s efforts to diversify the maturity profile of its funding sources and support business expansion plans. BDO earlier issued P7.32 billion worth of LTNCDs in April this year.

This latest tranche of LTNCDs will have a term of five and a half (5 ½) years with an indicative rate in the area of 3.75%. The final coupon rate will be set at the end of the offer period.

Interest will be paid quarterly, calculated on a 30/360 day count basis. The minimum investment is P100,000 with increments of P50,000.

The offer period will be from September 10 to September 20, with the issue date set for September 27, 2019. The Bank however, reserves the right to shorten the offer period, and has the option to increase the issue size, depending on market demand.

LTNCDs are negotiable certificates of deposit with a designated maturity, and represent a bank’s obligation to

pay the face value upon maturity, with periodic coupon or interest payments during the life of the deposit. LTNCDs are an attractive investment especially for individuals, as

AirAsia PH to launch Manila -Bacolod flights in October MANILA -- AirAsia Philippines is adding another route this year, offering flights between Manila and Bacolod beginning October 27.

The carrier’s chief executive officer, Ricardo Isla, earlier told the Philippine News Agency (PNA), the airline is expanding its presence, and noted that domestic routes would be its priority as this is AirAsia Philippines’ core business.

“We would provide more destinations for the Filipinos and for our visitors going to the Philippines,” he said.

DOT trains Mandarin-speaking tour guides

MANILA-- The Department of Tourism (DOT) is training Filipino tour guides to further cater to the growing numbers of Chinese tourists in the Philippines, a ranking official bared Tuesday.

“We’re already in the process of accepting applications for our Mandarin tour guide training. It’s a month-long program where we actually train our tour guides in the Mandarin language,” DOT-National Capital Region Director Woodrow Maquiling Jr. said in a media interview.

“Our top market is Chinese aside from Koreans and we are getting a lot of Chinese tourists so it’s really important that our tour guides can speak Mandarin,” he added.

For the first half of 2019, Maquiling said 16 out of 20 tour guides were already certified, with the second batch of trainees starting their language courses in October.

The rapid growth in Chinese tourists is evident with 1,059,788 Chinese nationals

visiting the country last year, about 30.71 percent higher than the numbers in 2017.

To note, figures for the first seven months of 2019 nearly surpassed the 2018 Chinese arrivals at 1,038,409, according to the latest data from DOT. (PNA)

DOT to push for film tourism

DAVAO CITY -- The Department of Tourism (DOT) together with the Film Development Council of the Philippines (FDCP) will be pushing for film tourism to help promote the country as a tourism destination.

“For film tourism, we are now coordinating with FDCP on how can we entice our foreign producers and also local producers in featuring our tourist destinations,” says DOT Assistant Secretary Roberto Alabado III. DAVAO C I T Y - - T he Davao City Water District (DCWD) is in the process of completing the documentary requirements set by the Local Water Utilities Administration (LWUA), in relation to its application for water rate increase.

Lawyer Bernardo Delima Jr., DCWD spokesperson,

said Thursday that they are applying for a 60 percent increase in the current water rates here.

Delima said the price increase will most likely be implemented in the middle of next year, assuming that it gets approved by LWUA. “The increase will reckon from its current minimum rate of PHP137 where 60 percent of it will be about

PHP83, which will be added to the basic rate,” Delima said.

He said they opted for the maximum rate increase and that LWUA has the final say on whether or not to approve it in full or reduce the proposed rate increase.

Delima made it clear that the proposed rate hike would be implemented in

tranches over several years.

He said they are required to submit a 10-year business plan and its financial report for the past five years, among others.

“These documents will aid the LWUA in its review on the sufficiency and propriety of our water rate increase application,” he added.

He further said that

once they pass the first stage, a public hearing will then follow the presence of LWUA. Meanwhile, Delima said the local water utility has continued its holistic approach in managing DCWD by rehabilitating water sources to address quality and efficiency in terms of delivering service to their 221,000 clients. DA-11 Director Ricardo Oñate Jr. said Thursday that the KWR Permaculture concoctions run by Roni Manching, a farmer scientist, is a trusted preventive agent to manage the disease.

“What is important is for us is to make an atmosphere to be productive. If we will wait and do nothing, our small farmers will be greatly affected,” Oñate told the Philippine News Agency (PNA), adding that “we are giving our farmers hope and option for them to continue in banana farming.”

“I tried the foliar and I saw amazing results. I was able to control the disease by using the biocon also,” he said.

“Fusarium is invincible.

2019 China-ASEAN Rally Commences in Nanning Hino Inaugurates Technical Support and Training Center (TSTC) HINO Motors Philippines (HMP), the exclusive distributor of Hino trucks and buses in the country. has recently unveiled its newest facility aimed at delivering Total Support to its customers.

The new Technical Support and Training Center (TSTC) is a 15,900-square-meter land area with a 5,800-square-meter floor area two-story building fully equipped with a service workshop, a technical training workshop, a parts warehouse, seminar rooms and corporate offices.

Designed to enable HMP to deliver its after sales commitment to clients, the TSTC is equipped to address the logistics, transport and overall automobile requirements of customers. Its service workshop features 14 service bays capable of providing quick service to minimize maintenance time while increasing unit efficiency.

The technical training workshop enables highly qualified Hino technicians to provide on-site training for drivers and customers on step-bystep vehicle maintenance procedures. Hino has allocated five bays and three seminar rooms to ensure that every mechanic of the Hino dealer network is equipped with proper training and is able to provide quality service.

The TSTC exclusive parts warehouse will serve as storage area for Hino premium Japanese quality spare parts. Its inventory of 5,415 lineup items serving 71,120 units of spare parts and amounting to PHP 160 million are sure to keep Hino vehicles up and running day and night.

The Motor Vehicle Inspection System (MVIS), one of the key sections within the TSTC, ensures HMP complies with the government’s initiative of establishing a private inspection system to regulate emissions of motor vehicles. MVIS will have two inspection bays with brake and speed testers, wheel alignment and smoke testers, headlight testing equipment, side slip testers and communication systems adhering to LTO’s technical requirements and testing protocols.

Hino is also planning to launch a training school similar to Technical Education and Skills Development Authority (TESDA) in the near future.

BENEFICIAL CHANGE CAN ONLY COME FROM GOD: Come to think of it, only God is the answer to this problem now, and I am calling on all believers to start responding to this problem by our collective reading of God’s Bible, and by our faithfully obedience to everything that we read from its verses. Change is not going to come from anyone, even if he is the president of this country.

Change can only come from God whose power will be manifested through believers who are willing to sacrifice their time and effort towards listening to God and obeying His commands and living up to the rigorous, yet righteous, standards for true Christian believers.

All believers should therefore work towards achieving this change. One soul at a time, one person at a time. We start off with our own selves. We strive to change, by ourselves first, consciously making this change totally dependent on the Word of God, the Bible. The time to do this is now! Thank God in His Name of Jesus, Amen.

I am living in a big compound in Davao City with many trees and a wild tropical garden. Every time, trees have to cut or shortened, I have to leave. It’s painful for me. But it’s the wish of my neighbors, because branches of some trees keep on destroying their roofs.

Fact is, if trees disappeared overnight, so would much of the planet’s biodiversity. Habitat loss is already the primary driver of extinction worldwide, so the destruction of all remaining forests would

be “catastrophic” for plants, animals, fungi and more, says Jayme Prevedello, an ecologist at Rio de Janeiro State University in Brazil.

“There would be massive extinctions of all groups of organisms, both locally and globally.”

The loss of trees from the world would throw the climate off kilter. The planet’s climate would also be drastically altered in the short and long term. Trees mediate the water cycle by acting as biological pumps: they suck water from the soil and deposit it into the atmosphere by transforming it from liquid to vapour. By doing this, forests contribute to cloud formation and precipitation. Trees also prevent flooding by trapping water rather than letting it rush into lakes and rivers, and by buffering coastal communities from storm surges. They keep soil in place that would otherwise wash away in rain, and their root structures help microbial communities thrive.

So what’s the difference between my first and today’s question? Can you imagine a world without water?

Can you imagine a world without trees? Or without both? Worth to think about.

Those most likely affected if the ASF reaches Mindanao are the hog farmers.

Robert Uy, a hog raiser in Northern Mindanao, said since they have biosecurity measures in place in their farms, they are confident

their livestock will not be easily infected.

Their concern is the lowering of the farm gate price of the pig. The average per-kilo for a live swine is PHP125 per kilo, but due to the ASF scare, they are selling these past days at PHP95 per kilo.

But, he said, it has not yet affected their production on a large scale.

Uy added those most vulnerable to the ASF are the backyard piggery growers who feed their swine with “swill” or food scraps.

“Commercial hog raisers feed their livestock with feeds, while our backyard counterparts, with swill. We urge them to cook the swill for at least an hour before feeding to kill the bacteria,” he said. (Jigger Jerusalem/ PNA)
