‘Be a model of decorum,’ Duterte, et al urged after major gaffes in Marawi City mosque visit PRESIDENT Rodrigo Duterte and senior government and military officials are being urged to “be a model of decorum” following major gaffes that offended many during their visit to the Islamic Center in Marawi City on Monday, Day 112 of the war between government forces and the Maute Group.

It was the fourth visit to the troops in Marawi by the country’s first Mindanawon President and the first with Moro blood for having a Maranao grandmother.

Muslims perform ablution and remove their shoes before entering mosques where they lie prostrate on the floor as a form of supplication and complete submission to the will of Allah.

Three days earlier, on September 8, 43 military and police officers lay prostrate in that same mosque for the first Friday congregational prayer since government forces took control of the Islamic Center on August 24.

The Maute Group used the Jameo Mindanao Al-Islamie, also known as Islamic Center or Grand Mosque, as its “command center”

and “snipers’ nest” when the clashes started on May 23 until government forces took over three months later.

Friday’s congregational prayer was led by Marawi City Chief of Police Superintendent Ebra M Moxsir, who is also an Imam. Moxsir was not part of the President’s party on September 11.

Apo peak after anti-drug raid GENERAL Santos City-The Police Regional Office (PRO)-12 has cleared the mayor of Tampakan town in South Cotabato of any legal liability following an anti-drug raid at his home on Monday morning that yielded several high-powered firearms.

Supt. Romeo Galgo Jr., PRO-12 public information officer, said Tuesday Mayor Leonardo Escobillo was cleared after presenting legal documents as proof of ownership for the six recovered firearms and assorted ammunition.

The raiding team also found no illegal drugs Galgo said these were a unit of caliber .45 Norinco pistol with live ammunition, a caliber .40 Taurus pistol with loaded ammunition, two carbine rifles, a shotgun, an AK47 rifle, and assorted magazines and ammunition.

The firearms were recovered during an anti-drug raid at the mayor’s house

in Barangay Maltana in Tampakan town around 6 a.m. on Monday.

The operation was based on 15 search warrants for possession and selling of illegal drugs, maintenance of a drug den, and illegal possession of firearms, ammunition and explosives issued by Judge Alandrex Betoya of the Regional Trial Court Branch 16 in Kabacan, North Cotabato.

The warrants were implemented by operatives from the PRO-12’s Regional Drug Enforcement Unit, Regional Public Safety Battalion, 1st and 2nd Maneuver Company, Tampakan municipal police station.

But Galgo said the mayor’s son, Leonard “Junjun” Escobillo, is facing charges of illegal possession of firearms after a caliber. 45 Taurus handgun loaded with eight live bullets and with expired license was seized in a separate raid at his home in Purok 6, Barangay

Also recovered were 18 rounds of live ammunition and two pieces of steel magazines, he said.

“He was arrested for not having presented legal documents to vouch ownership of the confiscated items,” he said in a statement.

Galgo said Leonard is currently detained at the Tampakan municipal police station lockup pending the filing of formal charges.

Sr. Insp. Harold Cornel, Tampakan police chief, noted that Mayor Escobillo, who is currently on his third term, was not arrested after the raid.

The raiding team declared as unlicensed the two carbine rifles seized from the mayor’s residence. The mayor denied owning them.

“Only Leonard is in our custody right now,” Cornel said.

On Monday, a senior forester from the Energy Development Corporation identified as Jonathan Abel found Lubendina’s skeletal remains while scouring the watershed area at Lake Maag, about 50 meters away from Mount Apo’s Lake Venado.

Along with the skeletal remains were identification cards of Lubendina, reports from the Kidapawan City PNP said.

Abel immediately informed the local PNP and the Scene of the Crime Operatives here to check on the skeletal remains.

Travesty of justice?

There is always this

popular notion that it is the “corrupt justice system” that provide shelter to public officials. Thus, it is held that it is the corrupt justice system that efficiently cuddle the corrupt officials in the government.

In many of his speeches, Duterte himself expressed his disdain over the rampant issuance of the court’s restraining order and the writ of preliminary injunction.

No matter, Duterte has to accept the process of the “rule of law” where every individual is entitled to.

Democracy in motion, so to speak. Who cares if the thieves in the government continue to plunder on the taxpayers’ money? After all, with a conspiratorial

system, it is easier to get off hook on anything – legally or illegally.

A popular saying in the capitalist system, “everything boils down to money.”

This adage is very much alive in the government system, too. Indeed, money is like a natural magnet that it attracts the inept and the pathetic in its surroundings.

But, how far can the perverts enjoy the perks of democracy remain to be ascertained. After all, when the brazen exercise of manifest corruption remains prevalent, the government has the duty to intercede.

Our fight against illegal drugs

THE raging battle against the use of illegal drugs initiated by the government cannot be won and will remain in publicity only.

It is a one-way war in favor of the drug dealers because so many of our public officials are engaged in the business for profit. They make money while enjoying the use thereof anytime they wish. One more thing, the killings perpetrated by some police officers targeted the poor victims who cannot fight back because of their innocence and lack of money to hire the services of counsel. In short, there is utter discrimination in the way the campaign is being handled.

The murder of suspects on the ground of “nanlaban” has lost its meaning since the general public does not

believe in it anymore. Adding insult to injury President Duterte sided with the policemen who kill even innocent bystanders and further offered some kind of compensation to those who helped in the drug war. A lot of people are getting uneasy on the matter, particularly the church which think the war is excessive and plain incredible. What is now on the surface is the credibility of the authorities.

The authorities must get the support of the public or the drive will definitely fall.

New strategy is necessary not only to prevent the unnecessary loss of lives of young victims but also to save millions of pesos spent on the drug war. We have been repeating the same old mistakes and it is just none-sense of a sort. I urge

our law enforcers to open their eyes to see reality in action.

Killing the suspects is indeed a horrible matter that even alarmed world leaders. It is fighting a crime by committing another crime.

And the ugly side of the story is it is the innocent people that become losers. Criminals are entitled to due process of law. The legal procedure is to file criminal charges against the suspects, hear them in a preliminary investigation, then dismiss or file the case in court depending on the finding of the prosecutors.

Once again, I reiterate my stand that drug addictions is like too much love for coffee or addiction to cigarettes which is very difficult to break away from.

“I only get the registered mail on the Malacañang order Tuesday because I’ve got a lot of things to do. Anyway, I already sent, the returned card to confirm that I received the order,” Guialani told the Mindanao Daily News.

Expanded passenger terminal for GenSan airport eyed in 2019 GENERAL SANTOS CITY — Development work has shifted to high gear for the P434 million expansion and rehabilitation of the city international airport’s passenger terminal building to meet its targeted completion by 2019.

Engr. Ginalyn Cachuela, manager of the Soccsksargen Area Development Project Office, said the demolition and clearing works are ongoing in portions of the airport’s terminal building as part of the initial construction phase.

She said preparatory work started last April following the release of the notice to proceed with the project’s construction by the Department of Transportation (DOTr).

The DOTr and the Civil Aviation Authority of the Philippines (CAAP) awarded the project’s contract to joint venture firms Vicente T. Lao Construction and C.B. Garay Philwide Builders Inc. “ This is a two-year project and we expect its completion by April 2019,” Cachuela said in a presentation at the City Council’s regular session on Tuesday.

She said the project includes the expansion of the terminal building’s arrival and pre-departure area and the improvement of basic facilities.

When completed, the existing terminal building would expand to around 12,000 square meters.

Aside from the terminal building project, Cachuela said clearing and stripping works are also ongoing for the expansion of the airport’s apron space, drainage and storm drains.

She said the DOTr has allotted around P54.3 million for the project, which is being undertaken by the Premium Megastructures Inc. The two projects are part of the nearly P1 billion funding approved by the DOTr in 2015 for the upgrading and improvement of the city airport, he said.

She said the other component projects are the upgrading of the airport’s water supply facilities worth P100 million, upgrading of navigational aids worth P137 million, and construction of various support facilities worth P294 million.

Business sector sees ASEAN membership as moderately beneficial to PH The business sector in the country has the lowest appreciation of the benefits that come with its membership in the Association of Southeast Asian Nations (ASEAN). This was according to Dr. Sheila Siar, research information director at the Philippine Institute for Development Studies (PIDS).

Siar shared this in her presentation of the Philippine results of the study “What Does the ASEAN mean to ASEAN peoples?” during the Public Symposium on Building the ASEAN S ocio-cultural Community held recently in Davao City.

These benefits, however, are perceived by the business sector as meagerly impacting the county, she said.

Perceptions and challenges Siar pointed out that this response can be attributed to issues related to trade, investment, and regulation that continue to affect the business sector. As an example, she cited a PIDS study conducted by Dr. Erlinda Medalla and Melalyn Mantaring of the PIDS-led Philippine APEC Study Center Network. The study showed the negative effects of nontariff barriers on the Philippines’ trade activities with other ASEAN countries.

Corruption also remains a major issue in the ASEAN region.

“The fact that corruption is the most pressing problem overall suggests that the respondents see corruption—and related governance problems—as a critical bottleneck to production efficiency, investment attractiveness, competitiveness, and possibly even development,” said Lydia Ruddy, ERIA Director of Communications.

Moreover, the business sector reported moderate awareness of ASEAN. Siar said this was also found in other respondent groups, including those from government, academe, and civil society. In general, all of them registered moderate awareness of ASEAN and moderate identification as ASEAN citizens.

This can be explained in part by the low media coverage of ASEAN, which also figured in other ASEAN member-states.

In the case of Indonesia, Dr. Alexander Chandra, associate fellow of the Habibie Center in Jakarta, mentioned that the media only focuses on domestic or negative news. “ASEAN news is [considered] not controversial,

hence ‘not sexy’ for media coverage,” said Chandra.

Increasing awareness and appreciation Dr. Ponciano Intal, Jr., ERIA senior economist, emphasized the importance of local and traditional leaders in boosting awareness and sense of community in the ASEAN region.

Elaine Tan, ASEAN Foundation executive director, underscored the need to engage the youth in ASEAN’s activities as they comprise the biggest chunk of the region’s population.

Siar agreed with Tan, adding that “maximizing schools as avenues for instilling awareness and appreciation of ASEAN among the youth is important because they are our future leaders.” The respondents concurred with the idea of using school textbooks to educate young people about ASEAN. Building awareness of the association, many expressed during the focus group discussions, should start in primary school.

Of course, the purpose of the government’s intercession is to protect not only the reputation of the accused, but also the disenchantment of the frustrated public as well.

And, while the government intervention, e.g. Malacañang conducting a probe on alleged corrupt practices of a public official provides relief, it could only be appreciated when the result of the probe is expected by the many. Otherwise, the probe would only turn out like a lowly rated theatrical act, that gets a rant instead of raves.

One remembers the case of former Governor Vicente Emano, of Misamis Oriental, before he became Mayor in Cagayan De Oro City in the early 90s. Malacañang then interceded in booting Emano out of the governor’s office by sending a battalion of Marines. The Palace has to employ the worse in their desire to grab power, even without basis. They then moved to this city where they rented a house before Andrews bought a housing unit in a posh subdivision.

While they were living in, she said Andrews had another relationship with “Lisa” (not her real name).

And instead of tying the knot with Annie, the New Zealander actually got married to Lisa.

Annie said Lisa and her were living together with the suspect where he would take turns in going to bed with the two women.

The suspect, she added, also asked her to go back home to Negros Oriental to look for children he can adopt.

Annie brought with her the four-year-old “Nene,” and “Rain,” aged 6. These are not their real names.

According to investigators, the children were kept inside the house and it was alleged that the male suspect took photos of them and send them to other men online.

Andrews or his legal counsel has yet to issue a statement to the media as of this writing.

PAGALUNGAN National High School opened its new campus last Wednesday after the city government led by Mayor Oscar Moreno turned over a six-classroom building to the Cagayan de Oro City Schools Division led by superintendent Elena Borcillo in barangay Pagalungan, this city.

Fifty-two sixth and seventh graders from Lumbia National High School who are all residents in barangay Pagalungan will initially occupy the new edifice and the institution will be known as Pagalungan National High School – Lumbia Annex.

barangay chair Eric Nafarette to have his own public high school in the barangay and that dream is now fulfilled mainly through the efforts of two persons – Moreno and Engr. Armen Cuenca.

Cuenca, a City Hall employee, donated his one-hectare property with a specif ic condition that it be constructed into a schoolbuilding. “I have high hopes for our children. They will be the ones to lead the next generation that is why I was inspired to donate the land,” Cuenca said.

Dubbed as the Education Champion in this part of the island, Moreno has been building public classrooms since the start of his first term in 2013 were automatically culled through the funds of the from realty taxes as manLocal School Board which dated by law.

THE Oro Integrated Cooperative reactivated its foundation and along with it its outreach programs.

According to marketing head Jennifer Amora, Anamarie Labininay was the designated head of the Oro Integrated Cooperative Foundation.

Their first project was feeding 150 pupils at Taguanao Elementary School last Tuesday, September 12.

Labininay said that 35 more feeding programs will be conducted more in elementary schools all over Visayas and Mindanao until December.

From thence, a school will be piloted to be the recipient of Oro Integrated Cooperative Foundation’s initiated feeding program.

For now, the foundation merely contributes the equivalent amount of the existing feeding program of See reaCTIVATES, page A3

What Teachers Really Do Over Summer Break? Teachers work really hard, and while most of the world would have you believe we are so lucky to have summers off, I wonder how many teachers actually TAKE the summer off. I don’t.

T h e re i s a l w ay s a new curriculum to learn (especially with all the changes going on), new assessments and programs, new lessons, new methods, professional development, and planning.

I also tutor (as do many of my colleagues) during the summer, participate

in summer programs, and try to catch up on reading the latest educational blogs, sourcing interest, and reading twitter comments.

However, with just a handful of days left unt i l anot her s cho ol year comes to an end, I thought it would be fun to have students write down what they think teachers do during the summer break. I loved the responses so much that I had to share the most creative answers!

In addit ion to my student responses about teachers’ summer activities, this list also contains what I told my students

about what teachers really do over the summer (or at least what I do).

Teachers keep track of the days until school starts again because they miss it so much!

While teachers are good at keeping track of days, and knowing just how many we have remaining during the school year, I don’t know too many teachers who have a “I can’t wait until school starts again” c o u nt d ow n c a l e n d a r hanging on their refrigerator. Most teachers welcome a few weeks to gather themselves (recoup if you will), and prepare for the following year.

Volunteers from government agencies, local government units, civil society organizations, private sector, youth, academe, communities and concerned stakeholders will take part in the celebration of International Coastal Cleanup Day on Saturday, September 16. The yearly celebration is observed every third Saturday of September per Presidential Proclamation No. 470 to protect and conserve our coastal and marine environment.

Trade exec eyes more investments from China; leads PH delegation at 14th China-ASEAN Expo Spearheading promotion efforts under the blooming economic relations with China, Department of Trade and Industry (DTI) Undersecretary for Trade and Investments Promotion Group Nora K. Terrado led the Philippine Delegation to the 14th ChinaASEAN (CAEXPO) and 14th China-ASEAN Business and Investment Summit (CABIS) held from 12 to 15 September at the Nanning International Convention and Exhibition Center (NICEC) in Guangxi Province, China.

Comprising the Philippine contingent of over 100 participants are local export companies, Investment Promotion Agencies (IPAs) such as the Board of Investments (BOI), Bases Conversion and Development Authority (BCDA), Subic Bay Metropolitan Area (SBMA), Clark Development Corporation (CDC), and the Mindanao Development Authority (MINDA) as well as businessmen and government sector representatives aiming to promote Philippine tourism and business opportunities to the huge Chinese and Southeast Asian market.

“This is an opportune time for the Philippines to fully present its potential as an investment destination to the Chinese market. It is also a chance for

Philippine exporters to meet with potential partners and buyers of their products and services and see how they can maximize the booming trend in China,” said DTI Undersecretary Terrado.

The country’s contingent in China highlighted the Philippines’ trade potential through an exhibit of products and commodities from various sectors, including home, fashion and wearables, gifts, handicraft, personal care, and food.

Moreover, the Philippine participation also gave spotlight to this year’s Philippine featured destination, the province of Aurora. Tagged as the “Province of Charm”, the Aurora provincial government led by Vice Governor Rommel Angara, presented its booming tourism industry and economic potential particularly its agriculture sector.

“High on our agenda as we send Philippine trade missions abroad is opening more opportunities for countryside development. That is why we are happy to introduce Aurora province to the Chinese and Southeast Asian market as it has tremendous potential in the tourism and agriculture sector,” explained Terrado.

Currently, Aurora’s growth is primarily driven by agriculture.

The sector employs approximately half of its population with

about 49,991 hectares or 15% of the provincial land area classified as cultivated farmlands. Major crops include rice, coconut, coffee, bananas, root crops, corn, citrus fruits, peanuts, and abaca.

The province is also a major producer of the Philippine’s coconut distilled alcoholic drink known as “lambanog,” and “tuba” which are made from the sap of coconut tree flowers.

Terrado served as the key speaker at the China-Philippines Production Capacity and Investment Cooperation Forum co-organized by the National Development and Reform Commission of China and the National Economic and Development Authority (NEDA) of the Philippines.

Meanwhile, a Philippine Investment Promotion Conference was also held at the sidelines of the CAEXPO on 13 September, jointly organized by DTI Board of Investments, Center for International Trade Exhibitions and Mission (CITEM) and Philippine Investment Promotion Agencies (IPAs).

Before this Court verified joint petition for the approval and registration of the Divorce filed by the petitioners and alleging among others.

That petitioners are husband and wife respectively in a marriage performed under Civil rites on July 10, 1999 at San Fernando, Bukidnon both petitioner’s had been converted to Muslim and thereby embraced Islam Religion as their new found faith, by virtue of their respective intellectual choices which were duly registered with this court, both of them can be served with summons and other legal processes relative to this case at their residence at Don Carlos, Bukidnon and Tubod, Iligan City, Lanao del Norte respectively;

That said marriage did not last long due to lack of love and affection until the relationship manifested incompatibility and sustained misunderstanding between petitioners and reached the point of irreconcilability and they separated from each other for more than thirteen (13) years,they decided to separate live physically in bed and board thereby, executed Memorandum of Agreement in order to formalize their separation. Since their separation, they had never been communicating or supporting either financially or emotionally to each other,neither minding each other affair’s; Petitioner’s seek judicial decree of divorce, thereby, severing their marriage bond on July 10, 1999, so that they will have free hand to do what a single man or woman could do without marital burdens. Reconciliation between them had already been diligently employed but all proved futile.

WHEREFORE, finding this petition to be sufficient in form and substance, set the initial hearing of this case on October 13, 2017 at 9:00 a.m at which time, date and place. Any interested party may appear and show why the petition should not be granted. Let copy of this Order be published in a news paper of General Circulation in the City of Iligan once a week for three (3) consecutive weeks at the expense of the petitioners.

Higalaay Uptown Pyro Musical Festival at SM

Now on its 9th year, the grandest display of fireworks lit up the sky as SM City Cagayan de Oro sponsored the Higalaay Uptown Pyro Musical Festival 2017 last August 28 at the Pueblo Grounds.
