Lumanao confident Inday Sarah will heed ‘run-president’ clamor

SAN FRANCISCO, Agusan del Sur -- Manny T. Lumanao, PDP-Laban Caraga Regional President, is confident Mayor Sara Duterte will eventually heed the persistent clamor for her to run for president in the coming election next year.

Lumanao who attended the recently-convened party national convention said the Go-Duterte tandem that was pushed and approved during the plenary is no longer feasible with the refusal of Senator Lawrence Bong Go

to accept the nomination.

Lumanao said that while Mayor Inday is not a party member, she can not prevent them in the PDP-Laban from nominating her as our adopted presidential candidate.

Tangub Mayor declares ‘No Movement Saturdays’

TANGUB CITY - As the deadly coronavirus disease 2019 (Covid-19) has continued attacking different areas in Mindanao by contracting the unmindful residents, a top official of the city has declared “No Movement Saturdays.”

City Mayor Jennifer Tan signed Executive Order 234, series of 2021, officially declaring “No Movement Saturdays” purposely to contain the virus from spreading fast.

Mayor Tan was alarmed when the deadly virus contraction has reached a record high of 120 cases in a single day.

The mayor’s EO mandated the public to refrain from going outside their respective houses and to avoid non-essential gatherings, except for members of the family who are allowed to buy food and medicines.

The order also exempted medical frontliners, as well as those obligated to work on Saturdays, including the emergency responders.

A fine of P1,000 for the first offense, plus a day in jail will be meted against those who will be caught defying the executive order duly signed by Mayor Tan. For the second offense, a fine of P2,000 plus three days in jail; and a fine of P5,000 and 10-day imprisonment for the third offense.

Not a local Delta variant case yet, LGU Surigao Sur officials insist

Three family members in AgSur died of Covid in just 2 days

SAN FRANCISCO, Agusan del Sur -- Three family members, a husband, a father-in-law and a younger brother-in-law who are not yet vaccinated against Covid 19, died at the D.O. Plaza Memorial Hospital in just a matter of two days on Saturday and Sunday.

The wife, Sarah Edison Postrero, 39, who along with her three children aged 12, 13 and 18 were isolated at the government quarantine facility in Bayugan City after three of them were

also tested positive from Covid-19. She said they were all asymptomatic while the other child is still awaiting results from swab test.

Another brother-in-law younger than her late husband was brought Monday to Caraga Regional Hospital after he showed symptoms like hard cough and recurring fever. He, too, is waiting from swab results.

The three Covid victims were first rushed to the Bayugan Community Hospital(BCH) in separate days last week after their health conditions wors-

ened having coughs, fever and shortness of breath but were transferred to D.O. Plaza Memorial Hospital (DOPMH) after the former health facility already run out of oxygen and the doctors were already overwhelmed with patients.

The husband started having fever and coughs on August 28 and admitted to the BCH in September 1 and stayed there until September 7 before he was transferred to D.O. Plaza Memorial Hospital.

DA-NorMin provides agri livelihood assistance to Subanen farmers in MisOcc CAGAYAN DE ORO CITY – The Subanen tribe of Don Victoriano, Misamis Occidental received agri livelihood assistance provided by the Department of Agriculture in Northern Mindanao (DA-10).

The lockdown order was made by local officials due to the reported surge of covid-19 cases in these areas that already alarmed the residents.

Under granular lockdowns were Purok 1,2,3,4 and 5 in Barangay Patin-ay in Prosperidad municipal-

ity, this province, starting September 11, 2021, it was learned.

The lockdown was also implemented by virtue of Resolution #29 signed by Mayor Eric Mellana, who is also the current chief of the local Municipal InterAgency Task Force (MIATF) Based on official records, the municipality of Prosperidad has registered 315 active cases of the deadly coronavirus disease 2019 (Covid-19). SAN FERNANDO, Cagayan de Oro City – A top-ranking official of the military here has decried the continued violation of the Communist Party of the Philippines– New People’s Army-National Democratic Front (CPPNPA-NDF) on children’s human rights.

Maj. Gen. Romeo S. Brawner Jr., Army’s 4th Infantry Division (4ID) commander said the violations on children rights and the International Humanitarian Law were very evident with the recent capture of NPA combatants in San Fernando, Bukidnon - who were all minors.

Brawner said during the recent encounter between the NPA rebels and elements of the 88th Infantry Battalion, 10 of the communist guerillas were captured and among them were minors.

Those minors were identified as Jef, male, 11; alias Taburok, female, 17; and alias Daniel, male, believed to be under 18. They were identified by the military through the help of the local social welfare officer Rebecca C. Marva in San Fernando.

Instead of protecting them, letting them go to school and enjoy their childhood, the NPA tramples children’s rights by continuing to recruit minors who they can easily take advantage of and who are easily swayed by their false promises to join their senseless cause,” Brawner Jr. pointed out.

The three minors, the military official added,

belong to the Platoon 1 of Guerilla Front Malayag of the Sub Regional Committee 2 of the North Central Mindanao Regional Committee.

A sobbing chieftain of the Higaonon Manobo Talandig Tribe in Tagbac, Talakag came to me lately asking for help because his new born grandbaby was born deformed with imperforate anus and if not operated soon will die. A year or so ago, as I went around Mindanao, there were outpourings of information of many newly born babies without legs or arms.

Based on my verification, I can only surmise that the abnormal growth of fetus inside the womb of the mother has something to do with contaminated water the pregnant women have been drinking from the watersheds. Well, it would have been safe not to drink water taken from the faucet, that is, if they have enough money to buy mineral or bottled water.

Of the four elements of nature (fire, water, wind and earth), it is water that symbolizes life simply because there could be no life anywhere else in the cosmos without water. Water is so essential, so precious that we sometimes can’t help but be poetic about it. Indeed, “the passion of the heart burns so hot that without the cooling breath of the lungs, the flames of the heart would devour not only itself but also the entire world.

Thus, next time you drink a glass of water, or bathe, or shower, or wash your hands, next time you pass a river or a stream, a lake, or an ocean, think of the healing merciful powers of water.”

SOME senators have selective memory. In the Senate’s current investigation, they were talking of prices of personal protective equipment medical commodities today and stonewalled how much were the prices of the same items when the coronavirus disease 2019 (Covid-19) declared pandemic later.

Even the wise guys in the Senate were not even as perturbed about the threat of Covid-19 before as they are today trying to throw muck at anyone they perceive is close to Pres. Rodrigo Duterte and their own colleague, Sen. Christopher “Bong” Go. The issue of over-pricing of purchases by the Department of Health was taken up before and now that the election fever has started to simmer it is again resurrected. They have a term for this: “investigation in

aid of elections”.

The issue which I too hammered before was the sluggish action of DoH Sec. Francisco Duque raises the red flag on Covid-19 which in turn resulted in the late purchases of protective vests and masks for our medical front-liners. In Davao, a group of concerned citizens pooled resources to buy PPEs for our front-liners at the Southern Medical Center when we heard they have to use hospital blankets to serve as their protective vests. From that time on, I always referred to Duque as the weakest link and even called for his resignation and dismissal. Up to now.

Of course, the media establishments which had been complaining of the ‘suppression’, are now busy churning out the propaganda to discredit the Duterte administration. The agenda

People with crab mentality are everywhere.

You can encounter them on social media, where they are always busy criticizing instead of appreciating.

Crab mentality is a way of thinking of a person who always try to pull down others, not wanting them to succeed, nor level up.

It’s a metaphor that refers to the crabs in a bucket.

They always fail individually and collectively.

Crab mentality is also an attitude that clings on the phrase ‘if I can’t have

AN anti-dengue capsule combining the best qualities of traditional herbal remedies may soon be available to the general public at an affordable price.

Department of Science and Technology (DoST) Secretary Fortunato dela Peña recently disclosed Filipino researchers have hurdled Phase 1 of the three-phase clinical trials on a plantbased treatment against dengue with a drug estimated to be commercially available by the end of 2022.

“The DOST-Philippine Council for Health Research and Development (DOSTPCHRD)’s Tuklas Lunas Program (Research for Cure) is proud to announce the latest developments in creating the world’s first anti-dengue medicine, made possible by our continuous support and collaboration with Filipino researchers,” De la Peña said.

The randomized, doubleblind, placebo-controlled study aims to determine the efficacy and safety of the herbal capsule when taken orally by adults with dengue fever showing no warning signs.

Each fixed-dose capsule combines the qualities of tawa-tawa (Euphorbia hirta) and banaba (Lagerstroemia speciosa) to increase platelet count with the immuneboosting and anti-inflammatory properties of luya (Zingiber officinale).

Pharmalytics Corp.’s Dr. Rita Grace Y. Alvero, dengue herbal clinical trial program leader, said the Phase 1 of the clinical trials covered tests on the drug on animals. “We are now in the human testing. Based on our findings, there was no dose-limiting toxicity,” she disclosed.

The study on Philippines’ first dengue drug, which is also a cheaper cure against the disease, was suspended due to the covid-19 pandemic, but received a go signal to proceed with Phases 2 and 3 clinical trials for the

dengue medicine this year.

Phase 2 would test safety in use in subjects infected with dengue, while Phase 3 will compare its efficacy versus existing treatments.

“Since there is no current treatment for dengue, we combined phases 2 and 3 by comparing two dose levels versus placebo,” Alvero noted. The study is expected to be completed by the second quarter of 2022, she added.

More Cost-Effective “It will be cheaper than the combined cost of hospitalization, ICU [intensive care unit] stay, blood transfusions and the lost income of caretakers during the illness. For those with financial challenges, this will offer hope and relief,” said Alvero.

If their studies showed that the capsules’ efficacy against dengue is optimized, Alvero said they can start with the scaled up production of the drug.

“It is the very first in its class. No country, even the US, has an anti-dengue drug produced. We are looking forward to this,” said Dr Jaime Montoya of the Philippine Council for Health

Research and Development (PCHRD) of the ground breaking research.

The nearly P12 million Phase 2 clinical trial to be conducted by the De La Salle University in Dasmariñas, Cavite together with health science startup Pharmalytics Corp. on 600 volunteer participants, will be funded by the DOST through the PCHRD. Dengue is a mosquito-borne infection whose incidence has been steadily increasing in tropical countries, particularly in the Philippines where it is considered as one of the top health problems.

From January to November 2020, 79,218 dengue cases were recorded nationwide. Although 81 percent lower than the same period in 2019 – a phenomenon partly attributed by epidemiologists to the COVID quarantines – dengue still claimed 306 lives. With no direct cure for dengue, treatment for the viral disease usually calls for hospital confinement, which can be costly except in state-run health facilities.

will be the first definitive treatment for dengue. It could pave the way for use in cases showing warning signs and even in severe types.

Nearly 14K villages rise from pandemic thru DTI assistance

MANILA – Some 13,918 barangays across the country have benefitted from different livelihood programs of the Department of Trade and Industry (DTI).

Reporting to President Rodrigo Duterte over the weekend, Secretary Ramon Lopez said DTI extended livelihood training and assistance to 154,000 micro, small and medium enterprises (MSMEs).

Lopez said the DTI assists local and overseas workers who were displaced from their jobs amid the coronavirus disease 2019 (Covid-19) pandemic.

The Livelihood Seeding Program provides livelihood kits worth PHP5,000 to PHP10,000 while the Programa sa Pangkabuhayan sa Pagbangon at Ginhawa conducts trainings in entrepreneurship to those affected by calamities, has provided 24,000 livelihood kits, and assisted 26,930.

“We teach them how to fish rather than dole out PHP10,000,” Lopez said during the Cabinet meeting and Talk to the People on Friday night and aired Saturday morning.

Aside from that, Governor Mangudadatu emphasized that the new hospital aims to provide the health care needs of the people of Sultan Kudarat and its nearby provinces in SOCCSKSARGEN (Region 12).

MANILA – The Department of Health (DOH) on Saturday said 16,013 more individuals have recovered from the coronavirus disease 2019 (Covid-19), raising the total to 1,985,337.

The DOH also logged 26,303 more infections, jacking up the active cases to 185,706, the highest single-day tally since the outbreak began in March last year, although 1,608 should have been included in the September 10 data.

In fact, many of these trans-national corporations are already banned to enter Puerto Rico for causing cancer.

There are even chemicals already banned abroad but are still being used in our country. How’s this? What is bad for the Japanese or Koreans is good for the Filipinos?

Those smacks of discrimination, isn’t it? Well, what else is new?

No less than the President of the Food Agriculture Organization, Dr. Kent Carpenter has described the Philippine Archipelago before “as the center of the center of marine life on earth.” But not anymore as the archipelago has just become the dumping ground of toxic garbage from Canada, Korea and Australia.

During the Martial Law years, our seas were the site of Muro-Ami (illegal fishing) by Japanese trawlers. Perhaps, there is truth to that contention that “the Philippines is a nation of coward people.”

Before I be accused of sounding a false alarm, it is but proper to raise this point scientifically and categorically. There is a law of nature that says, “Everything goes somewhere else.” Based on that principle, it is my contention that all those non-biodegradable toxic chemicals, while vanishing from our sights, are finding their way in the air, into our water-tables and ultimately, into our bodies.

Some chemicals don’t just seep down unnoticed to the watershed; these are washed down the river then, to the sea, particularly mercury used to extract gold before in the uplands to Cagayan de Oro during the height of illegal mining activities. Mercury is ingested by small fish and the small fish is ingested by big ones.

In each food chain, mercury is bio-magnified; when the fish with bio-magnified mercury is made as “kinilaw,” “sinugba,” again, there is bio-magnification in our bodies that would cause cancer or heart attack. My doctor-sister working in a hospital in Cagayan de Oro has told me that many are dying of cancer and stroke. I wonder how many have gotten cancer or died of stroke not knowing that these carcinogenic chemicals are the culprit.

It has been my advocacy and contention since the ’90 when we were taking direct actions to protect Mother Earth together with environmental groups, NGOs, and church-based organizations that our watersheds, rivers, air and soils are already contaminated with toxic chemicals. That truism had been bombarded by the mainstream media including a shocking news, stating “that in Davao, of the eight kinds of pesticides, seven of which are banned internationally, were found in the air and water samples obtained from the rivers and the communities of Tawantawan, Manuel Guaianga and Daliaon Plantations, all of which are situated near banana plantations.”

Water samples have been checked and found to be contaminated in Davao. Cagayan de Oro is similarly situated or even worse than Davao, being surrounded by thousands of hectares of plantations using chemicals intensively.

The only difference is that water examination has been conducted there, we have yet to do that in our beloved city to check on how contaminated our water is. With the increasing number of those dying of cancer and stroke and that of many babies being born deformed, perhaps the Cagayanons must be braved enough to demand that our watersheds be examined.

Indeed, water is life. If it is contaminated, it becomes a poison, a harbinger of death.

Rep Rodriguez batted for no favoritism in the release of the P140 billion FLR funds.

“The President, who has accepted the nomination of the administration party for him to run for vice president in next year’s elections, needs the support of everybody. There should be no favoritism in the release of FLR funds,” Rodriguez pointed out.

The congressman reminded that the release of said funds by DBM should not only depend on President Duterte’s approval, as the president only tagged it as “FLR.” He said the president’s approval is no longer needed for the release of said FLR funds because both the Senate and Congress have approved it already.

Rodriguez said: “These are line items in the 2021 budget law or General Appropriations Act, which the House and the Senate approved and which President Duterte signed. The President’s approval is not needed for their release because they are contained in the law.”

Rodriguez warned that the executive branch would be undermining the power of the House if it gave the authority to withhold appropriations included in the 2021 national budget.

“That would render the exclusive power of Congress to appropriate public funds useless. What is the use of enacting appropriations if Malacañang is given the power of life and death over them?” the congressman said in a statement.

In a letter, Elmer Luzon, SFWD general manager, urged Engr.

Albert Arcamo, OIC Regional Director of DENR Caraga, to revoke the ECC of the project because “we cannot afford to allow destruction on the natural ecosystem of its reserve forest as it will adversely affect the sole source of the water supply of this town.”

The SFWD board of directors has earlier passed a resolution strongly opposing the project and called for the revocation of ECC No. ECC-OL-R13-2021-0113 dated June 9 issued to Marrea Estates Corporation.

For his part, Arcamo explained that ECCs is not a permit and should not be interpreted as such but rather a set of conditionalities which will have to be complied with by the project proponent before pursuing the project.

“The ECC is therefore not a license for any project proponent to undertake the activity they sought to operate as they will have to secure permits from other concerned government agencies”, Arcamo said in his letter to SFWD. DENR Caraga admitted their fault for not informing the local government of this town on the resumption of the ECC application of Marrea Estates during a Joint Committee Hearing held at the Sangguniang Bayan Session Hall in July 29.

Citing a DENR memorandum circular, Arcamo maintains permits or clearances is no longer necessary in the processing of ECC but public participation of stakeholders including concerned government agencies like SFWD, is required during the presentation of Environmental Impact Assessment.

Luzon rebuked Arcamo’s contention saying the project is clearly classified as an environmentally critical area validated by geohazard assessment of the Mines and Geosciences Bureau (MGB) based on its geohazard identification report on February this year.

The MGB identified four geological hazards: landslides, seismic ground shaking, ground heave, and ground settlement.

Luzon cited the site of the proposed housing project is categorized under areas with critical slope, recharge area of aquifer and water bodies based on a memorandum issued by the DENR’s Environmental Management Bureau.

Concerned residents expressed alarm that the massive flooding at the town center brought about

by Tropical Depression ‘Vicky’ in December 18 last year could have been triggered by clearing the sloping land even as no ECC has been issued yet.

At least 1,658 hectares of the watershed, which is the only source of potable water of this highly developing town, is a fully delineated protected area under Presidential Proclamation 282 in 1994 issued by President Fidel Ramos.

John Columban Paredes, son of former Agusan del Sur governor and congressman Ceferino Paredes Jr., presented through his social media page, his own study using a geological map of this town and how a vast bulk of floodwaters cascading through the path of the sloping area that a bulldozer had cleared, submerged the outlying communities situated at the foot of the mountain as early as noon on that fateful day.

Paredes, who ran for mayor and lost by a small margin in last year’s polls, said this is the first time in many years that the barangays of San Isidro and Karaos, situated along the Davao-bound national highway were first hit by flash floods when what is usually submerged during continuous heavy rains in the past were Barangays 1 and 3, caused by runoff from a nearby overflowing Gibong River.

Julito Cerna Pacna, 57, a long-time Manobo resident and a barangay tanod of San Isidro, recalled a warning from their elders in the tribe who had passed away, not to disturb the sloping land planted with trees and coconuts since it would cause a destructive landslide that would affect hundreds of homes below.

“In the distant past, the bulk of water coming from Mt. Magdiwata watershed during rains that lasted for weeks would just slowly cascade following the natural waterways and creeks,” Pacna said, adding that the wide area of the buffer zone belongs to the ancestral lands of the Maguinda and Bando Manobo clans, the original settlers of the area.

But during the road tracing works in the sloping area with the use of bulldozer Marrea Estates on November 30 last year, the waterways, creeks and natural springs were dumped with soil to flatten the deep portions.

The heavy rains brought by ‘Vicky’ cleared the dumped portions as the massive bulk of water coming from the forested area above naturally spurt out and restored the paths of its waterways.

Bonifacia Arevado, a radio host and owner of a local FM radio station whose house is just below the protested four-hectare housing development project, posted video clips in her social media post showing the rampaging floodwaters from above the mountain, threatening a mudslide towards the houses below.

Mardie Para, project engineer of the Maria Estates housing development, explained there were no creeks when they first visited the area. What they saw, he said were deep portions where the water flows that were bulldozed by the former developer who sold the area to their company.

“We have no intention to destroy the environment and the lives of people living below. We enter the area in good faith,” Para said.

But Arevado insisted there was a creek with pure clear water inside the area where they used

to wash their clothes and took a bath.

Meanwhile, Davao City Mayor Sara Duterte-Carpio’s regional party, expects President Rodrigo Duterte to drop his vice-presidential bid soon to allow his daughter to seek the presidency.

Anthony del Rosario, HnP spokesperson, said this could be the scenario in October — or that’s what they believe things will be, at best.

“While the President has accepted the nomination of PDP Laban as vice president, we are still hopeful and praying that he will change his mind by October,” Del Rosario told reporters in a virtual conference.

“I have seen statements that Digong should not run and just let Sara run alone,” Del Rosario added, echoing the call of DuterteCarpio’s supporters on social media.

The Commission on Elections scheduled the one-week filing of Certificates of Candidacy (CoC) for all elective positions for the 9 May 2022 national and local elections from 1 to 8 October 2021.

Duterte-Carpio on Thursday declared that she will not seek the presidency in the next year’s elections, respecting a deal with her father that only “one Duterte” will gun for a national position.

A day before her pronouncement, the ruling PDP Laban party on 8 September formally nominated Senator Christopher Lawrence “Bong” Go and Duterte as its official standard-bearers for the next polls.

Del Rosario explained that Duterte-Carpio’s statement only proved that she is “against (a) Duterte-Duterte tandem.”

“She has been very consistent from the start in the sense that she has maintained that the Duterte-Duterte tandem will never happen… that she is against it,” Del Rosario said.

“Only one Duterte will run in 2022. I think that’s the message she wanted the people to know,” he added.

Duterte-Carpio earlier disclosed the last time she talked to her father, he intimated to her that his Plan A is to have Go run for president and he for VP; while his Plan B is to have her seek the presidency with Go as her VP bet.

“She will stick to her initial statement from the very start that the Duterte-Duterte tandem is impossible,” Del Rosario noted.

Despite Duterte-Carpio’s pronouncement that there will be no Palace run for her, Del Rosario said their allies remain positive that she will reconsider her position by next month.

“Everybody is still waiting until October to see what will really happen,” he said, noting that none of the HnP’s allies signified that it’s no longer joining the coalition.

At least five national political parties have joined forces to support Duterte-Carpio’s possible presidential candidacy around July this year.

Lakas-CMD, National Unity Party, Nacionalista Party, Pwersa ng Masang Pilipino, and People’s Reform Party have “signified their interest to join” the HnP coalition to back the Davao chief executive.

“We are still hopeful that she will run. (HnP and its allies’

support) have not changed. We are still optimistic that Mayor (Sara) will change her mind,” Del Rosario said.

Less than a month before the filing of CoC, HnP has yet to launch the coalition as they are still finalizing a memorandum of agreement (MoA) between and among all parties.

Under the MoA, HnP will have the final say to the coalition’s choice for President, Vice President, and 12 Senators.

Duterte-Carpio earlier revealed that Senators Go and Sherwin Gatchalian have personally offered themselves to be her running mate.

She also noted that HnP will no longer endorse PDP Laban’s senatorial slate in the next year’s elections unlike in 2019 polls.
