MRRD-NECC drums up signature drive for RevGov

THE Mayor Rodrigo Roa Duterte-National Executive Coordinating Committee (MRRD-NECC) - a group of President Duterte’s supporters - in Northern Mindanao is continuing to hold its signature drive regionwide calling for a revolutionary government.

The group held a daylong public forum last Saturday at Bulua gym in Cagayan de Oro City synchronized with other regional chapters nationwide.

Attendees of the gathering, which is strictly observed under COVID-19 health protocols, were municipal chapter leaders of MRRD-NECC here and in BARMM. They were led by Region 10 chairperson Candy Darimbang and BARMM chairman Salic Dumarpa for the Bangsamoro region.

Big firms must provide shuttle services for workers - DOLE, DTI

BIG companies or those with total assets of above 100 million pesos located inside special economic zones and other areas under the jurisdiction of investment promotion agencies are required to provide shuttle services for their employees.

This was clarified by Labor Secretary Silvestre Bello III and Trade Secretary Ramon M. Lopez in an advisory issued over the weekend.

The advisory also provides requirements that must be followed by private establishments for the setting up of isolation areas and implementation of disinfection procedures as provided for in the DTIDOLE Joint Memorandum Circular (JMC) No. 20204-A, series of 2020.

The provision of shuttle services, per DOLE-DTI advisory, shall be consistent with Inter-Agency Task Force (IATF) Resolution No. 69 dated 07 September 2020.

The IATF guideline states that “large-sized private establishments with total assets above Php100,000,000.00 located inside special economic zones and other areas under the jurisdiction of Investment Promotion Agencies are required to provide shuttle services for their employees.”

“Assets shall refer to total assets, inclusive of those arising from loans but exclusive of the land on which the particular business entity’s office, plant,

and equipment are situated.

(Section 3, Republic Act 9501 or the Magna Carta for MSMEs),” the advisory said.

“In case the private establishments are unable to financially sustain the provision of shuttle services, they may adopt alternative arrangements, such as costsharing, partial vouchers for use of Transport Network Vehicle Services, and other alternative arrangements to facilitate the transportation needs of their employees,” Secretary Bello said.

The joint advisory also stipulates that “employers may contract the services of Public Utility Vehicles (PUV) to subsidize public transport operations.”

DOLE and DTI also clarified that employees classified as Most-at-Risk Population (MARP) and those who are at least 18 years old but below 21 years may be allowed to report to work for eight hours, provided that they undergo a fit-to-work examination and secure a medical certificate from any competent authority.

An occupational health physician or government physician with occupational health training can examine and certify the employee’s fitness to work for regular hours under Rule 1967 of the Occupational Safety and Health Standards.

THERE is no single program or new practice that can transform low-performing schools into effective schools.

Divisions and districts must help public schools, both elementary and secondary, choose and sustain a coherent improvement strategy appropriate to each school by focusing on the need to improve classroom instruction and aligning all other schools operations with that focus. To support these improvements, DepEd needs to implement district-wide policies to create a safe environment for learning, help prepare young children to be ready for school, prepare teachers to carry out highquality instruction, offer student challenging course work, extend learning time

for students who do not meet challenging standards and share current research on effective school improvement models.

Using a schoolwide instructional focus to meet students’ needs means the following: practices in all classrooms that support the instructional focus, classroom setups that support the instructional focus, consistent materials, coherent schedule with few interruptions, resources used strategically to support the instructional focus, all school personnel engaged in instruction, cluster meetings focused on teaching and learning and alignment of school vision with instructional focus.

Teachers here must likewise be exemplars of good work.

PWDs and solo parents, who are also beneficiaries of the ‘Cash for Work Program’, are priority participants of the said training as identified by the City Social Welfare and Development (CSWD) of Malaybalay City.

Only 20 participants can be accommodated in each event of the said “Urban Agriculture Program” series of training as the DA-ATI organizing committee urged participants to observe proper health protocols and social distancing. The GUGMA gardening initiative is in partnership with the Local Government Unit (LGU) of Malaybalay specifically the City Agriculture Office (CAO), CSWD, and the Learning Site (LS) operator Junah S. Bayag of Jaya Secret Garden.

Bayag shared his farming expertise and experience to the participants during the training proper. The activities during the training include a short opening program, hands-on activity, urban garden tour, garden layout/garden development plan workshop, presentation of outputs, mind-setting, and the open forum.

OIC-Assistant Center Director Noemi Beth G. Macario stressed in her message that there is a need to educate people in urban areas about proper planting of vegetables and how to sustain food availability at home. Further, she emphasized that opportunities will come along the way on their gardening activities.

Specifically, the participants were expected to perform and know how to use recyclable materials as planting pots; how to properly apply fertilizer; produce seedlings; identify natural enemies and insect pests; manage common insect pests and diseases; produce and use concoctions; harvest using proper procedure and establish their own backyard garden.

DA support DepEd’s psychosocial activity for learners CAGAYAN DE ORO CITY - With relevance to the Department of Agriculture’s (DA) vow to lead the agriculture sector towards sustainable food security, its regional field office in Northern Mindanao (RFO 10) heightens its support to the Department of Education’s (DepEd) “My Pet Plant” project through vegetable seeds distribution to eight public schools within the city.

In recent weeks, key officials of DARFO 10, among them regional technical directors Carmelita T. Bajarla and Carlota S. Madriaga, handed over a total of 50 packets of Chopsuey variant comprising pechay, radish, carrots, cauliflower, 50 packets of Garden Salad variant with romaine and iceberg lettuce, tomato, cucumber, 10 packs of okra, 9 packets of pechay, 8 packets of eggplant and 1 pack of kangkong

seeds to the DepEd Division of Cagayan de Oro (CdeO) school representatives.

Recipients from Carmen National High School (CNHS), Gusa National High School - Cugman Annex, Pedro ‘Oloy’ N. Roa Sr. High School, Puntod National High School, City Central School (Velez), Magayad Elementary School (MES), Midkiwan Elementary School and Tablon Elementary School, received the said veggie seeds.

DepEd-CdeO imposed a divisionwide intervention to develop students’ psycho-social and cognitive skills through cultivation of vegetable seeds and answer related questions to also debrief them in preparation for SY 2020-2021.

“My Pet Plant Project is an integration to several subjects of the school, from Science which teaches students the

germination of seeds and development of plants, to Technology and Livelihood Education (TLE) on taking good care of them. It is somehow interconnected to various topics discussed in the classroom,” detailed School In-Charge of MES Ma. Dulce F. Cuerquis.

Meanwhile, Secondary School Teacher I of CNHS Ralf Vincent M. Sabuero stated, the said intervention is not only for psychosocial activity of the students, but also to provide food for consumption to their families.

Exciting webinars during self-quarantine FIVE months into selfquarantine, I now have more time to watch webinars which, pre-Covid, I would normally miss. Two very interesting ones were recently held to commemorate the 75th anniversary of the end of World War II in the Philippines.

Just to refresh: While Japan surrendered on September 2, 1945 (a day commemorated as VJ Day), it was not until the following day that General Tomoyuki Yamashita emerged from his hideout in Kiangan, Isabela to give himself up. Just before Yamashita surrendered, the Filipino soldiers, who made up the USAFIP-NL, were breathing down Yamashita’s neck after their last big victory at Bessang Pass.

Yamashita was immediately whisked to Baguio City

where on September 3, 1945 he signed an Instrument of Surrender at the High Commissioner’s residence in Camp John Hay. Before the year was over, Yamashita was sentenced by a military court to die by hanging. The sentence was carried out a few months thereafter.

The more recent of the two very compelling webinars was held last Wednesday (September 2) – the exact date when Japan surrendered 75 years ago. It featured a virtual tour, conducted by John Silva, of the exhibition at the Ortigas Foundation Library entitled “Occupation and Victory, The Philippines in World War II.” Watching very graphic pictures of the horrific destruction of important Manila landmarks, Silva’s

audience could not help but ask if the destruction of the Pearl of Orient could have been avoided or at least minimized. Who did more damage to the city – the American artillery or the Japanese’ deliberate torching and blowing up of whole sections of the city? Could not Yamashita have declared Manila an Open City as MacArthur did in 1942? As a result of MacArthur’s declaration, the Japanese just rolled into Manila unopposed, with the whole city very much intact. Three years later, after landing in Lingayen Gulf , MacArthur expected to take over an Open City.

The impact of COVID-19 on climate change THE impacts of the COVID-19 pandemic have been vast-reaching, affecting billions of individuals’ daily lives and interactions with our communities. One major area being heavily impacted: greenhouse gas emissions (GHG). With most of the world performing some form of social-distancing, industrial productivity and commuting has declined immensely, resulting in fewer GHG, a leading contributor to global climate change.

Climate change and COVID-19 are global problems with dire consequences,

both on human health and economic stability. The World Health Organization (WHO) estimates that the effects of climate change may result in the death of 250,000 people annually between the years 2030 to 2050, for reasons including malnutrition, heat stress and more. If unchecked, global temperatures will rise by 4.5˚ C and potentially impact nearly two dozen different sectors of the economy, and specifically from a U.S. perspective, cost the country $520 billion each year according

to the National Bureau of Economic Research.

Both COVID-19 and climate change will require action to be taken by individuals in their daily lives, and perhaps more importantly, leadership by governments, corporations, and organizations worldwide to combat and minimize the effects.

Of course, somehow it is indeed if you look around. Illnesses, natural disasters, climate change, wars etc. etc.

We bring many more assertions to bear: first, in the past we have been thriftier and economical, more religious and devout, more patriotic, industrious, more hard-working, keen and obedient. And, second, above everything and all: in the past we had more idealists. Third, nowadays we have (mostly?) material things in mind - what a disgrace.

Idealism means the doctrine that appearance is purely the perception, the idea of subjects, and that the world is to be regarded as consisting of mind. The coquetry of higher philosophy makes it difficult to bear the ups and downs in our daily life.

Sure, we all know that “our last earthly dress has no pockets any more”. Striving for earthly and terrestrial possession, property and estate might be the hit-man of idealism. That’s how we have been taught. “Wine, women and song”, having the unpleasant feeling of fullness, egoism and brag-

PASAY CITY, Sept. 14 -Senator Christopher “Bong” Go said that three things are needed to fully implement a stronger mask-wearing policy nationwide amid the ongoing COVID-19 pandemic: “Bayanihan, suporta sa kabuhayan ng mga kababayan, at malasakit sa mga mahihirap at pinakanangangailangan.”

In line with these, Go appealed to the Executive department to ensure that collaboration among public and private sectors is promoted to implement the stricter mask-wearing policy, necessary support is given for local industries producing masks, and that government should be able to provide masks to the poor and vulnerable sectors who cannot afford to buy their own.

“Magbayanihan tayo, suportahan natin ang kabuhayan ng ating mga kababayan, at magmalasakit tayo sa mga pinakanangangailangan. Ito ang tatlong mga bagay na dapat natin laging tandaan,” he emphasized.

In line with his earlier appeal for the government to enforce a stronger face mask-wearing policy, Go is urging the Executive branch to ensure full inter-agency support and collaboration with the private sector for such policy to be implemented properly.

29th MinBizCon pushes for more resilient agriculture in Mindanao

DAVAO CITY – The ongoing coronavirus disease 2019 (Covid-19) health crisis has led the majority of Filipinos to see the value of agriculture to ensure food security amid the movement restrictions to contain infections, an official of the Philippine Chamber of Commerce and Industry (PCCI) said.

Speaking at the virtual 29th Mindanao Business Conference on Thursday, PCCI agriculture director Roberto Amores pointed out the need to maximize the opportunities of the thriving agriculture industries in Mindanao.

Amores noted that on top of being a big contributor to the country’s economic growth, the sector has remained sustainable even amid the pandemic.

“The health crisis made us all realize the importance of agriculture,” Amores said.

Most of the industry sectors nosedived in terms of growth during the second quarter this year, except for the agriculture sector that posted one percent growth, according to Amores.

This signaled a positive development for the sector, although he cautioned that the growth remains “too small” and there is a need to strengthen the

agriculture industries in Mindanao to improve the island’s economy--and the country in general.

For instance, Amores cited the banana industry, especially the cardava variety--as well as frozen bananas--as a thriving industry because of high global demand.

“Frozen bananas and banana chips from cardava is a growing industry because of high demands in some parts of America and Europe,” he said, adding that cavendish banana growers who are facing various problems due to natural disasters could divert to cardava as CARDAVA VARIETY. In separate advisories, Chevron, Petro Gazz, Seaoil, and Shell said they will cut diesel prices by PHP1.55 per liter and gasoline by PHP1 per liter effective Tuesday.

Chevron, Seaoil, and Shell will also reduce prices of kerosene products by PHP1.45 per liter.

Oil firms such as Cleanfuel, Phoenix Petroleum, and Unioil already implemented the rollback as early as Sunday.

The other webinar, sponsored by Filipinas Heritage Library last August 15, was entitled “Liberation Talks: The Aftermath of World War II”.

It featured James Scott, who authored “Rampage” – acclaimed as the most definitive book on the Battle of Manila; 2019 Metrobank Outstanding Filipino awardee, Dr. Ricardo Jose , who is considered the Philippine’s foremost World War II historian; and Cecilia Gaerlan, who has made it her life’s work to project the Filipino perspective in our history books of World War II. The distinguished speakers took turns in describing the aftermath of the war in the Philippines – rehabilitation and relief, the conditions of veterans and guerrillas and the quest for justice. Scott described the “before” – Manila as a well-planned and beautiful city, indeed the Pearl of the Orient, and the “after” – Manila as the second most devastated city in the world, next only to Warsaw, Poland. Dr. Jose described the resiliency of the Filipino and their ability to rise from the ashes. Ms. Gaerlan lamented that up to now the Filipino soldiers have not been fully credited for their contribution in the war effort.

An initial batch of over 60 private educational institutions have expressed interest in tapping LANDBANK’s Access to Academic Development to Empower the Masses towards Endless Opportunities (ACADEME) lending program.

by Dominguez has approved the application under the ACADEME program of four institutions for loans with a combined amount of P330 million.

The P3 billion ACADEME program aims to extend credit to private high schools, private technical-vocational education training institutions, colleges and universities with the goal of encouraging students to enroll under a “study now, pay later” setup by allowing their parents to issue promissory notes for their academic fees.

These promissory notes will then be refinanced or rediscounted under the program, with schools allowed to borrow as much as 70 percent of the sub-promissory note per semester and subject.

However, schools can only borrow up to a certain maximum amount based on the net borrowing capacity of the institution.

This lending program is available until June 30, 2021.

Borromeo said that as of August 19, five schools have partially submitted their documentary requirements for the program, while six loan applications are up for approval during the September 2020 meeting of the Bank’s board and credit committee.

Submission of the documentary requirements are still pending for 18 other schools that have signified their intention to avail of the ACADEME lending program.

Another 32 schools across the country have likewise expressed interest in availing of the ACADEME facility, Borromeo said.

Loans under the program carry an interest rate of 3 percent per annum and are payable based on the maturity of the sub-promissory notes but not to exceed 3 years. (DOF)

The Mindanao Energy Plan for 2013-2030 also takes into account a sustained 7-8% Gross Regional Domestic Product after 2022.

With agriculture as Mindanao’s comparative advantage, Montenegro said MinDA is also pushing for the establishment of the Special Agro Economic Zones, especially in areas under the Bangsamoro Economic Corridor.

“Mindanao’s economic reboot, restart and rebound-could best be leveraged on its inherent strength, and the country’s economic hero in the time of COVID-- the agriculture sector,” Montenegro stressed.

MinDA has listed eight such AEZs in Zamboanga del Sur, Zamboanga del Norte, Zamboanga Sibugay, Basilan, Tawi-Tawi, Maguindanao, Agusan del Sur, and the Picong Freeport, Hajj Terminal, and Agro-Economic Zone in Lanao del Sur.

NGCP donates ECLIA-based antibody test kits, testing booths to Mandaluyong LGU AS part of its COVID-19 response efforts, NGCP donated 10,000 ECLIA-based antibody testing and 50 COVID-19

testing booths to the local government of Mandaluyong City on August 20. ECLIA-based testing has a 99.81% clinical specificity,

thereby producing more accurate results.

“We believe that COVID-19 testing is part of the new normal.

Through the donation

of these test booths and test kits, we are able to contribute to the COVID-19 response efforts of our country, one LGU at a time,”

NGCP stated.

NGCP also donated 10,000 COVID-19 ECLIA-BASED antibody testing and 50 testing booths to the Quezon City government, and another 500 test kits to Navotas City as part of its PhP1 Billion donation to the Filipino people to help in the fight against the pandemic.

NGCP’s donation includes a PhP500 Million donation of grocery packs to 1,028 LGUs around the country, medical supplies such as PPEs, alcohols, and sanitizers to more than 300 hospitals and city/ municipal/rural health centers nationwide, 9 ambulances to government hospitals,

mechanical ventilators, RT-PCR machines, SteraMist Systems, and other medical equipment to key hospitals around the country, a PhP5 Million donation to Project Ugnayan, and a PhP10 Million donation to Project Ark. Donning and Doffing chambers and Isolation rooms will also be donated
