Solon to freed convicts: Don’t yield without arrest warrant By JIGGER JERUSALEM

CAGAYAN DE ORO CITY -- This city’s 2nd District Representative Rufus Rodriguez on Wednesday (Sept. 11) advised convicts who were freed on the basis of the Good Conduct Time Allowance (GCTA) law not to turn themselves in to authorities without an arrest warrant. Instead, Rodriguez said the GCTA recipients should wait for the warrant of arrest so they could go back to the correctional facility where they were detained while serving their conviction. Rodriguez said only an arrest warrant issued by a judge of the court where a

convicted person was handed the sentence could compel an inmate to return to jail. The lawmaker is the coauthor of GCTA or Republic Act 10592, the law that is at the center of the current controversy following the release of more than a thousand convicts by the Bureau of Corrections. In a phone interview, Rodriguez said persons deprived of liberty, who were released on the basis of the GCTA, “must not surrender nor be arrested as only an arrest warrant could have the power to return them to the penitentiary”. In the case of those who surrendered to the police, he said “there is no legal basis

for them to be brought back to jail. These convicts should be advised by jail officials to wait for their warrant of arrest”. “They (freed convicts) are not escapees, they were released legally,” he said, adding, “the Department of Justice should already direct its prosecutors all over the country to go to the court of origin and file the motion for issuance of a warrant of arrest”. “The court of origin is the court where the convict was handed his or her sentence,” Rodriguez said. As of Tuesday (Sept. 10), eight inmates from Northern Mindanao have already turned themselves in to

Local terrorist member surrenders to military By DIVINA M. SUSON Correspondent

ILIGAN City--A member of Dawlah Islamiya (DI) Lanao group surrendered to the military, around 12 noon on Wednesday (September 11) in Barangay Poblacion Bayabao, Butig town, in Lanao del Sur. Through the local government unit of Butig and the Joint Ceasefire Monitoring Post of the Moro Islamic Liberation Front (JCMPMILF), 19-year old Amer Ador Gandawali, a resident of Barangay Sandab in Butig, was brought to the Advance Command Post of the 49th Infantry Battalion, Philippine Army. Gandawali also surrendered his rocket-propelled grenade (RPG). Lt. Col. Edgar Allan Villanueva, commander of 49IB, said Gandawali is under the group formerly led by Ali Aminato, known as Commander White Lawaan, whose group was first encountered by the military during the series of combat operations in Butig town in 2016. Commander White Lawaan has surrendered to the government forces in the early parts of 2018 according to Villanueva. Gandawali was not among the active combatants of White Lawaan’s group but he was the trusted member who will deliver food, firearms and ammunition supplies during the combat operations. “He was also part of the reserve forces of the terrorist group but as per information he was not able to actively participate in the operations,” Villanueva said. On August 28, a former member of White Lawaan, identified as Hadji Soaib Ander, has also surrendered to 49IB. He also surrendered his US KG9 semi auto pistol and several ammunitions. Ander had a son identified only as Hadip, recruited by the Maute brothers who led the Marawi siege in 2017. Hadip was killed during the siege in September 2017.

Uy’s political journey

CHARLOTTE, North Carolina -- Rep. Rolando ‘Klarex’ Uy had been ready for years to be elected and to serve as mayor of Cagayan de Oro City and Mayor Oscar Moreno’s announcement that Uy would continue his programs is just the adrenaline push the congressman needs to serve the city more. Lando Uy is a man of great patience. He can wait for his turn. That virtue non existent to other politicians or even non politicians. Like any soldier in combat he can wait but while waiting he works and toils, preparing for the day when opportunity comes to serve. As a congressman Uy is quite conscious and ever ready to serve his constituents in Cagayan de Oro’s first district. In street language Klarex is “dili sirok.” We have seen Uy after his run for mayor in 2010. In the 2013 elections, Uy chose not to run and instead supported then outgoing Misamis Oriental governor Oscar Moreno in his run against the late mayor Vicente Emano. Uy worked well and delivered and partnered with the Moreno administration and the results speak for

themselves. More and better roads, schools, hospitals and services to the barangays in the city’s first district. The list is long but all those who live in the hinterlands can see and have benefitted from the truckload of projects that Uy delivered to them in his capacity as their congressman in the city’s first district. And there are many more to be received by city residents should they chose to elect Uy, who originally come from Clarin town, Misamis Occidental. Unlike others who preceded him, Uy began at the bottom. Uy was a barangay kagawad of Carmen and later became a barangay (village) chairman. It was as barangay chairman of Carmen that I came to know Uy. Social media wasn’t even a thought at the time and what will later be known as the internet or World Wide Web was still in its infant stage. People in those days relied heavily on the rsdio, TV and newspapers to get their daily dose of news, information and entertainment. As a radio anchor in my early years, I did double time providing news and

extending assistance to my loyal audience. It was in this capacity that I come into contact with then kagawad (councilman) Uy and he would gladly offer his assistance. In no time at all ‘Klarex’ Uy became a household byword. Then he was elected barangay chairman, winn i ng ove r t h o s e w h o claimed roots in Carmen and through sheer grit and commitment, Uy became one of the so-called ‘Magic 8’, or the eight barangay officials whose support of the late mayor Vicente ‘Alas’ Emano secured his victory against the then administration candidates of the late mayor Pablo Magtajas and the late congressman Erasmo Damasing. At that time I was a vocal critic of Emano and his loyal barangay captains won’t talk to me except Uy who wasn’t scared of being sanctioned by ‘Alas’ for agreeing to be interviewed by me at any time. So aside from patience, Uy holds the virtue of sticking to his principles and convictions, not hesitating to uphold them over friendships and even his political

career. Building a name for himself among all other barangay officials is no easy task snd he built his mass base that he posed a potential challenge to ‘Alas.’ As barangay chairman Uy managed to reach out to other barangay officisals and built friendships with them over the years. Thus when he challenged Emano in 2010 during his tenure as first district congressman, he lost, not a few believed he was cheated and true enough there was evidence that the SD cards used for the automated counting machines were found in the former Dagong landfill. Uy then returned to base He stayed on his base and began anew, winning another congressional stint which he holds unchallenged to this day. new and better attitudes in getting along with people. If we ourselves are not willing to change, we cannot change our life. Fortunately, it’s never too late. I have seen people 80-years-old “turn and learn” how to better love and live with people. One of our bad habits of dealing with people is playing the “blame game”— whether it is a husband and wife blaming each other, a brother blaming his sister, children blaming their parents, or when we blame other races and cultures for our problems. Adolf Hitler blamed the Jews for Germany’s problems. The Roman Empire blamed the Christians for its failures and decline. But until we honestly face the facts, and take responsibility for our wrong attitudes and ways

of living, we cannot change our relationships and life for the better. Another bad habit we have is judging people. We think we know what is wrong with everybody else, but we do not see what’s wrong with ourselves. We put labels on people just because they are a little different than us, and we do not have to do any real thinking or care enough to truly get to know that person. Even though we hate it when someone labels and judges us like that! Remember, “The soft skills are the hard skills.” Precisely cutting and polishing diamonds takes far greater skill than smashing rocks with a hammer. It takes a bigger heart and mind to truly understand and love people as they really are and

need. It takes more wisdom, strength, and social skill to see both the good and bad qualities of people, yet accept them and love them in such a way that they want to change and improve. LAST September 4, 2019 in Singapore, the Bangko Sentral ng Pilipinas (BSP) won awards in two categories—the Artificial Intelligence Initiative and Data Management Initiative—in the Central Banking Fintech and Regtech Global awards. It was the only institution to win in two categories for this awarding year. The BSP won in the Artificial Intelligence Initiative category for its development of a prototype Chatbot to provide the public a more accessible and efficient means to engage the BSP on financial consumer concerns. From the existing manual process to using artificial intelligence (AI) and natural language processing (NLP), the Chatbot will be able to adequately and efficiently handle consumer concerns coursed through channels including SMS and social media. The Chatbot is also envisioned to equip the BSP with more insight into customer experiences, banking practices and conduct as input to policymaking and supervision and develop consumers’ trust in the financial system. The Chatbot is expected to go live in mid-2020. The BSP also won in the Data Management Initiative category with the development of a prototype API-based prudential reporting system. PNX Petroleum Singapore strengthens ASEAN network, signs partnership with Brunei company IN a strategic move to strengthen its network, PNX Petroleum Singapore Pte. Ltd., a wholly-owned subsidiary of Phoenix Petroleum Philippines, Inc., recently signed a partnership with Singapore-based Hengyi Industries International Pte. Ltd. (HYII) for an LPG offtake venture in Brunei. The partnership, signed by PNX Petroleum Singapore Pte. Ltd. Director Henr y Albert Fadullon and HYII Director Chen Lian Cai, will allow PNX to offtake LPG from Hengyi Brunei refinery’s future production. The offtake agreement is expected to start within the year as PNX recently acquired PNX Conqueror—the company’s first pressurized LPG carrier with 2.5kT capacity, along with a long-term charter of Chelsea, another large pressurized vessel with 4.6kT capacity, in preparation for

Dar orders NFA to lower rice prices to P27/kilo By LILYBETH ISON

MANILA -- Agriculture Secretary William Dar on Thursday ordered the National Food Authority (NFA) to bring down rice prices to PHP27 per kilo by flooding Metro Manila markets with 3.6 million bags of the food staple. He also directed the agency to increase palay support price to PHP19 from PHP17 per kilo. “ T he N FA C ou nc i l (NFAC) met and there are a number of big developments in relation to palay procurement and price of rice in the market,” Dar said during the press conference held at the Philippine Coconut Authority (PCA) in Quezon City. The Agriculture chief said the NFAC decided for the NFA “to flood Metro Manila markets and other key cities nationwide with imported NFA rice.” “(Some) 3.6 million bags of imported rice will be out in the market for one month starting today (Sept. 12). All bags will be up until October 10,” he added. Dar said the NFA rice will be sold at PHP25 per kilogram wholesale, and PHP27 per kg. retail. When sold at retail price

of PHP27 per kilo, the 3.6 million 50-kilogram bags would amount to PHP4.86 billion, which the NFA can readily use to procure from farmers, he said. Dar said the PHP2 increase in palay price support could translate to PHP8,000 additional income per farmer, based on current national average yield of four tons per hectare. “Palay buying by NFA to farmers will now be at PHP19 per kg. from PHP17, pero wala na ang incentives (but no more incentives),” he said. The NFA currently buys

palay at PHP17 per kg. support price plus PHP3 per kilo buffer stocking incentive. This brings NFA’s maximum buying price for clean and dry palay to PHP20.70 a kilo for farmer cooperatives and PHP20.40 per kilo for individual farmers. “We would like to believe that flooding the market with 3.6 million bags of imported rice will have an impact in lowering (the price of rice in the market),” Dar said. Earlier, the DA chief has secured the commitment of some 30 provincial govern-

Dar said the Land Bank of the Philippines will launch a new loan facility for local government units (LGUs) for them to buy palay directly from their farmers.
