THE United States government on Thursday launched a PHP92.3-million project that seeks to strengthen the country’s inclusive education for children with disability. Dubbed as Gabay Project, the initiative will be led by the US Agency for International Development (USAID) and Resources for the Blind, Inc. for three years
in targeted areas in Maasin City and the provinces of Batangas, Sorsogon, and Southern Leyte. USAID Mission Director in the Philippines Lawrence Hardy II said the initiative would increase the capacity of service providers and community health workers to detect the needs of children with visual and hearing impairments. One of its goals is also to improve the abilities of
teachers in delivering appropriate learning plans for persons with disabilities. “The United States is a strong advocate of disability policies and programs. We believe that people with disabilities have and should have all the same rights as others, including education, health, training and employment,” Hardy said. “As we launch this project today, we look forward to what is to come,” he added.
Dr. Yolanda Quijano, Project Gabay’s chief of party, said the project will be well-coordinated with the Department of Education and the local government units and is seen to benefit around 1,800 Filipino children with disability by the end of its implementation in June 2022. “We want to institutionalize this in the areas and where they will become See FUNDS, page 11

IN this age when the threat of terrorism is evolving, the United States Embassy in the Philippines is taking active measures to curb radicalism before they exist – by attempting to prevent it. Empowering ME (Madrasah Educators), a collaboration between the US State Department and Mindanao-b as e d nongovernment organization (NGO) Naawan Helps, is currently engaged in a four-day training seminar for 175 madrasah school administrators and teachers at a resort in Opol, Misamis Oriental, empowering them on how to stifle radicalism in their campuses. Oro city gov’t launches search for most PWD-friendly brgy THE City Social Welfare and Development Department of Cagayan de Oro on Wednesday, Septembe 11 launched the Search for the Most PWD-Friendly
Barangays 2019. A total of P190,000 in cash awards are at stake with two barangays sharing the grand prize of P30,000 each.
It was learned that the barangays are categorized into two - the numbered barangays and the nonnumbered barangays in the city.
Second place winners will get P20,000 in cash prize while the third prize winners will get P15,000 each. There will also be special

Suspect in killing of 2 painters surrender By DIVINA M. SUSON Correspondent
ILIGAN City--The gunman of two painters killed early morning on Monday (September 9) appeared at Iligan City Police Station 4 (ICPS-4) exactly 12 hours after the incident happened in Purok 1, Barangay Tambacan this city. Police Captain Aiman Pantaran, chief of ICPS 4, said the suspect, 33-year old Gino Capuyan, tried to evade the crime he committed by asking his cousin Alex to claim the motorcycle he left while he escaped after he gunned the two victims. Capuyan is a member of Special Cafgu Active Auxilliary (SCAA) assigned at a checkpoint in Hinaplanon Bridge in Barangay Hinaplanon, Iligan City. “After some interrogations with Alex Capuyan, it was found out that the real owner of the motorcycle is See SUSPECT, page 11
