THE United States government on Thursday launched a PHP92.3-million project that seeks to strengthen the country’s inclusive education for children with disability. Dubbed as Gabay Project, the initiative will be led by the US Agency for International Development (USAID) and Resources for the Blind, Inc. for three years
in targeted areas in Maasin City and the provinces of Batangas, Sorsogon, and Southern Leyte. USAID Mission Director in the Philippines Lawrence Hardy II said the initiative would increase the capacity of service providers and community health workers to detect the needs of children with visual and hearing impairments. One of its goals is also to improve the abilities of
teachers in delivering appropriate learning plans for persons with disabilities. “The United States is a strong advocate of disability policies and programs. We believe that people with disabilities have and should have all the same rights as others, including education, health, training and employment,” Hardy said. “As we launch this project today, we look forward to what is to come,” he added.
Dr. Yolanda Quijano, Project Gabay’s chief of party, said the project will be well-coordinated with the Department of Education and the local government units and is seen to benefit around 1,800 Filipino children with disability by the end of its implementation in June 2022. “We want to institutionalize this in the areas and where they will become See FUNDS, page 11

Empowering ME (Madrasah Educators), a collaboration between the US State Department and Mindanao-b as e d nongovernment organization (NGO) Naawan Helps, is currently engaged in a four-day training seminar for 175 madrasah school administrators and teachers at a resort in Opol, Misamis Oriental, empowering them on how to stifle radicalism in their campuses. Oro city gov’t launches search for most PWD-friendly brgy THE City Social Welfare and Development Department of Cagayan de Oro on Wednesday, Septembe 11 launched the Search for the Most PWD-Friendly
Barangays 2019. A total of P190,000 in cash awards are at stake with two barangays sharing the grand prize of P30,000 each.
It was learned that the barangays are categorized into two - the numbered barangays and the nonnumbered barangays in the city.

ILIGAN City--The gunman of two painters killed early morning on Monday (September 9) appeared at Iligan City Police Station 4 (ICPS-4) exactly 12 hours after the incident happened in Purok 1, Barangay Tambacan this city. Police Captain Aiman Pantaran, chief of ICPS 4, said the suspect, 33-year old Gino Capuyan, tried to evade the crime he committed by asking his cousin Alex to claim the motorcycle he left while he escaped after he gunned the two victims. CAGAYAN DE ORO CITY -- The Department of Science and Technology (DOST) Region 10 conducted a 2-Day Trainer’s Training on Hazard Analysis and Critical Control Point (HACCP) Implementation, Documentation and Auditingunder the DOST Food Safety Human Resource Development Project at SEARSOLIN, Masterson Avenue on August 29-30, 2019. HACCP tackles on enabling Food Business Operators (FBOs) to conduct preventive actions for every source of food hazard. It covers specifics on food hazard prevention such as preventing the hazard itself, its cause and effect factors and maintaining a list of quality control measures. The agency pushes for the importance of HACCP so everyone can accept these standards and help those who are part of the food chain to meet consumer demands for safe food while at the same time gain access to the global market. SSF beneficiaries undergo benchmarking on abaca fiber production ILIGAN CITY -- Five farmer cooperatives from Marawi City, Piagapo and Butig, Lanao del Sur have undergone a Lakbay-aral (field trip) or benchmarking on abaca fiber processing spearheaded by the Department of Trade and Industry (DTI). These farmer cooperatives, which include Darul Khyre Farm Economic Development Producer Cooperative, Losod Farmers Multipurpose Cooperative, Mamaanun Bangsamoro Farm Producers Cooperative, Basak Farms Producer Cooperative and Al-Abrar Service Copperative are beneficiaries of DTI’s Shared Service Facility (SSF) abaca processing. The Lakbay-aral aims to provide the farmers with some learning on abaca pro-
cessing with inputs from the San Isidro Upland Farmers Multi-purpose Cooperative (SIUFMULCO) in Santiago, Agusan del Norte. “Nakita namin ang tunay na kasipagan ng inyong coop. Tips for Bed Bugs at Camp
BED bugs can thrive anywhere where humans are. Summer camps - particularly sleep-away camps provide a perfect environment for this pest. There are usually lots of hidings spots for bed bugs inside cabins and belongings, and lots of campers to feed on. Bed bugs can be brought into camp in the bags of campers, and carried into new homes at the end of the camp. Here are tips to prevent bringing bed bugs home from camp: • Ask the camp administrators if they have had a
bed bug problem. • Instruct your child to look over their bed and their roommates’ beds when they get to camp. They should pull back the sheets and inspect the mattress seams, particularly at the corners, for telltale stains or spots. • They should also thoroughly inspect the entire room before unpacking, including behind the headboard and in sofas/chairs. If any pests are spotted, they should inform their camp counselor immediately. • For the duration of their camp stay, they should place
their suitcase and bags in a plastic trash bag to ensure that bed bugs cannot take up residence there prior to departure. • When the children come home, you should inspect their suitcases before bringing them into the house. Vacuum the suitcase thoroughly before storing away. • Make sure you wash all of the clothes - even those which have not been worn - in hot water to ensure that any bed bugs that may have made it that far are not placed into your drawers/

closet. Also make sure you dry the clothes on high as bed bugs cannot withstand temperatures above 122 degrees Fahrenheit. • If a bed bug infestation is found, work with a professional pest control company to treat the infestation and perform follow-up inspections.

ASF pork is safe for human consumption
THE Philippines is now listed as the 17th country around the world to be infested with the African Swine Fever (ASF). Agriculture officials made the disclosure after confirming that the hog industry in the provinces of Rizal and Bulacan was infected with the ASF. The other countries affected by the ASF scare are: China, Vietnam, African countries, Georgia, Armenia, Russia, Azerbaijan, Ukraine, Belarus, Lithuania, Poland, Latvia, Estonia, Romania, Czech Republic, Belgium and (the latest) the Philippines. Agriculture officials, however, said that the ASF in Luzon was already con-
tained. Good News! Another good thing is that while there is no vaccine or cure to ASF, it does affect humans because the disease is only confined to the pig family. Any animals of the pig family could be infected by the ASF, including the wild boar. The ASF is a virus that easily spread among pigs by direct contact with an infected animal. The virus could also spread through contaminated objects, vehicles, equipment, footwear or clothing. Imported pork meat infected by ASF, live animals from other countries also transmit and spread the ASF virus.

Some of the early signs of ASF among pigs are: high fever, depression, loss of appetite, redness of skin on ears, abdomen and legs, abortion in pregnant sows, vomiting and death within 6-13 days. Some even would last 20 days before death comes. While the ASF virus is not a threat to human – even its port could be eaten safely – it is now considered a major threat to the hog industry. Government officials are wary that the virus would spread in the country, thereby killing the hog industry. Currently, the agriculture officials are closely monitoring the hog industry all over the country in a bid to

contain the spread of the ASF virus. Northern Mindanao, however, is ASF free. Agriculture officials are not giving any chances though. In fact, the Department of Agriculture (DA) in the region planned to organize a task force to monitor the hog industry and domestic pig raisers in Northern Mindanao. Peacebuilding and Extractives, Part II SOUTH BEND, S outh Bend, Philadelphia, USA (MindaNews / 11 Sept) – The conference—PEACEBUILDING AND EXTRACTIVES: INTEGRAL PEACE, DEVELOPMENT AND ECOLOGY—held at the University of Notre Dame, Indiana just finished with the participants committed to producing an anthology of essays aimed at producing “a groundbreaking work of scholarship that will help fill gaps in the academic literature and better connect that literature to the Church’s practice.” This conference was convened by the Catholic Peace Network (CPN) of the Kroc Institute for International Peace Studies of the University of Notre Dame held last 5-7 September 2019 at the UND’s Jenkins Hall. In this conference, 18 scholars from Asia, Africa, Latin America and North America came together to discuss various realities and discourses. It began with the presentation of case stud-
ies indicating the concrete interfacing of the eruption of violence whenever there are mining encroachment into delicate eco-territories (especially homelands of indigenous peoples), the impact of mining on the worsening global warning leading to greater impact on climate change and the ensuing peacebuilding efforts of civil society organizations (including the Catholic Church) to mitigate if not prevent the further escalation of violent hostilities. This was followed by various presentations dealing with the social ethics involved in extractive industries, the inroads into possible alternatives to destructive mining, debates regarding just mining or responsible mining, the possibilities of engaging corporate mining firms in terms of dialogue and doable approaches towards countering the power-relations defining relationships between the network of those that make the supply chain of mining
and networks that oppose their expansions. The case studies were presented by Bro.. Karl Gaspar CSsR (Philippines); Fr. Rigobert Minani S.J., the Director of Jesuit Social Ministries for Democratic Republic of Congo and Angola (Congo); Mr. Andrés McKinley, a Water and Mining Specialist of the Central American University of Jose Simeon Cañas (El Salvador); a staff member of the Derechos Humanos Y Medio Ambiente Puno (Peru); and Sandra Polania-Reyes, of the Keough School of Global Affairs of UND (Colombia). In all case studies, there are convergences in terms of the destructive consequences of big-scale mining through many decades already going back even to the colonial regimes. One positive note is what happened in El Salvador, where finally one State decided to stop all kinds of mining which shows the possibility if a national government takes on a political will to end the
operations of the mining industry. Three other resource persons brought in information regarding the international dynamics of engaging the mining industry. Dr. Ray Offenheiser, Director of the Notre Dame Initiative for Global Development and former of Oxfam America, highlighted the need to reach out to the heads of mining corporate firms towards engaging them in dialogue. Having been invited to the table surrounded by executives of such corporate firms, he sees the possibilities of opening up a dialogue but which demands that the language to be used by eco-advocates should be understandable to those who hold power in decision-making regarding mining investments. SSS eyes 32M web transactions in 2020
THE state-run Social Security System on Thursday said it eyes to draw more of its members into using its online platforms in transacting with the pension fund as it targets about 32.3 million web transactions by 2020. SSS President and Chief Executive Officer Aurora C. Ignacio said the pension fund will further enhance its electronic service delivery through additional transactions that can be made online and expand payment channels for the convenience of its paying members. “We’re headed towards the direction of making SSS transactions easy and accessible for our members through the utilization of agile technology. We’d like to make sure that through
the digitalization of our core service deliveries, we will be able to provide faster, easier, and accessible services for our members. Electronic services are beneficial to both SSS and our members and pensioners. SSS saves on overhead expenses while our members save time, money, and effort when they use our electronic facilities,” Ignacio said during the press conference held in celebration of the 62nd anniversary of the pension fund. SSS data showed that from January to June 2019, out of 37.16 million transactions, 26.63 million or 72 percent were over-thecounter while only 10.54 million or 28 percent were done through electronic channels.
“We recognize that it is a continuing challenge for us to shift our members and pensioners to use the self-service online facilities of SSS. We’re looking to turn the tables and make more members transact through online facilities instead of over-the-counter transactions. By 2020, we are targeting to triple the current 10.54 million web transactions to 32.2 million,” Ignacio said. Data also showed that out of 14.95 million paying members of SSS for January to June 2019, only 37 percent or 5.49 million individual members are registered on the website as of June 2019. “We hope to increase this number to about 8 million in 2020 or an additional See WEB, page 11

Purok leader Ofemia Mejos of sitio Bajada in Barangay La Union found the simulation exercise helpful in preparing what to do in case natural calamity would strike, and how to keep safe her family members including her home-grown animals and livestock. As a purok leader, Mejos had instilled instinct to immediately prepare her family members and then go around her community to inform neighbors regarding the coming of a calamitous storm as well as to urge them to evacuate. “Ang sa ako lang, maminaw lang unta sila, para masafety ang ilang kinabuhi. (What I had with them is that they should to listen to save their lives.),” she said referring to those who would appear complacent and hard to convince during pre-emptive
evacuation. Even before pre-emptive evacuation stage, the forecastbased financing sets early action protocols to better prepare vulnerable families not only to save their lives but also to restore their livelihood from the disastrous impact of a storm. “Makakagawa na tayo ng action bago darating ang disaster. What we are aiming is to lessen the cost of damage,” Tampos said in explaining forecast-based financing as early action protocol done three days lead time, before typhoon would arrive. DAVAO CIT Y -- Four people died and 15 were injured in a vehicular accident in Barangay Binugao, Toril district here, Tuesday afternoon. In a press briefing on Wednesday, Captain Nolan Tagsip, spokesman of the Davao City Police Office (DCPO), identified the victims as Judy Mejares, 50; Rodrigo Tolin, 53, and his wife Julita, 53; and Teresa Flauta, 55. DAVAO CITY -- Singapore is eyeing to forge various partnerships with the city government, especially on infrastructure developments, President Halimah Yacob said during the welcome dinner for her here on Tuesday evening, Yacob said Singapore and Davao City have many things in common and that increasing city-to-city links can be beneficial for both areas in terms of business and other areas of partnership. “This presents many op-
portunities for us to work together in areas like infrastructure development and sustainable solutions,” the Singaporean president said. In her message, Yacob affirmed the “strong synergies for economic cooperation and business partnership in many industry sectors and geographical locations across the Philippines”. “We enjoyed excellent times here in the Philippines. From the meetings I had in Manila with President Rodrigo Duterte, he gave us the potentials of deeper cooperation not just in the national level but also in

‘War of Our Fathers’ exhibit opens in Baguio
THE exhibit entitled “War of Our Fathers – A Tribute to Filipino Freedom Fighters” by the Philippine Veterans Bank (PVB) was formally opened with the Philippine Veterans Affairs Office (PVAO), the city government of Baguio, SLU and World War II Veteran Alberto Bugtong at the Diego Silang lobby during the celebration of the National Victory Day. PVB Vice President Miguel Villa-real, also a grandson of WW Veteran, said that the multi-awarded traveling exhibit will give the people of Baguio a glimpse of World War II in the Philippines was like through its numerous photographs, artifacts, and memorabilia that pay homage to the bravery, patriotism, and determination of Filipino men and women who fought and died during the war for the country’s freedom. Villa-real said they are bringing back the photo exhibit to Baguio City

Doug Cassel, Professor Emeritus of Law of the UND, also shared his insights into possibilities of dialogue. In the past he was part of a pool of lawyers who filed cases against mining firms. These days, however, he claims that he operates from the inside in the hope that he can influence mining firms to be more responsive to the challenges demanded by human rights groups and the urgency of dealing with climate change. Considering the theme of this conference, naturally there was need to deal with the discourses involving Development and Social Ethics on one hand, and Governance and Human Rights on the other hand. Fr. Albino Barrera OP (a Filipino Dominican but who now belongs to the OPs in the USA) spoke about the need to agree on basic principles that would guarantee that the mining industry follow ethical procedures in their operations. Dr. Clemens Sedmak, a professor of Social Ethics at UND, brought in the theological underpinnings through which we can discourse on how “we are judged by committing sins against nature”. Two other resource persons added to the urgency of brining in the issue of governance and human rights when engaging those in the extractive industries. They were Dr. Katherine Marshall, a professor of the Practice of Development and is a Senior Fellow of the Berkley Center of Religion, Peace and World Affairs of Georgetown University, and Fr. Elias Opongo SJ, the Director of the Hekima Institute of Peace Studies and International Relations in Nairobi, Kenya. But is there such a thing as a “just mining”? This was asked and discoursed by Dr. Tobias Winright, Associate Professor of Theological Ethics at St. Louis University. This question echoes our own concerns in the Philippines considering that there are those who openly are against wide scale open-pit mining but are open to allowing smallscale mining. 8 GCTA prisoners in North Mindanao yield By CRIS DIAZ Executive Editor
EIGHT prisoners in Northern Mindanao who availed of the Good Conduct Time Allowance (GCTA) had initially yielded to the various sub-police stations in the region. Lt. Col. Mardi Hortilloza, the spokesperson of the regional police command in Camp Alagar in Cagayan De Oro City, said that the eight former prisoners are now in the custody of the Criminal Investigation and Detection Group (CIDG). He said that some of them were already transported to the New Bilibid Prison (NBP) in Manila while others were still in the CIDG. According to Hortilloza, the Bureau of Corrections (BUCOR) has also informed the police regional command of the updated list of GCTA prisoners. “We are expecting more names of the GCTA prisoners who remained at large to be transmitted to the regional police command anytime,” Hortilloza said. He said that the BUCOR is releasing the names of GCTA prisoners by batches. Mindanao to beat the 15-day deadline issued by President Rodrigo Duterte. On Sept. 4, 2019, Duterte gave a 15-day recall order to all released heinous crime prisoners under the GCTA to return to prison. He said that the police will apply a warrant of arrest only after the 15-day deadline set by the President has lapsed. Rep. Rufus Rodriguez, of Cagayan De Oro City, warned that the police who would conduct a “warrantless” arrest against the freed prisoners could be charged in court. Rodriguez said that the released prisoners were already released and were already considered free and no longer deprived of liberty.
