28th Mindanao Business Conference opens in Iligan

ILIGAN CITY -- The biggest business conference in Mindanao opens today in this Majestic City of Waterfalls with the theme “Mindanao – The Emerging Investment Destination.”

Organized by the Philippine Chamber of Commerce and Industry (PCCI) and hosted by the Chamber of Commerce and Industry Foundation of Iligan Inc. (CCIIFI) the program proper will be held at the MSU-IIT Gymnasium at Barangay Tibanga.

DOTr changes Laguindingan airport expansion modality THE Department of Transp or t ation (D OTr) has changed the process through which the expansion of the Laguindingan Airport in Misamis Oriental would be undertaken in response to the clamor of the business sector.

its affiliate chambers and organizations passed a resolution requesting DOTr Sec. Arthur Tugade to prioritize the development and expansion of Laguindingan Airport within the next five years (2019-2023).

THE Department of Social Welfare and Development (DSWD) Field Office 10 has converted all Pantawid Pamilyang Pilipino Program (4Ps) beneficiaries into cash card holders from the previous over-the-counter payment scheme in coordination with Land Bank of the Philippines (LBP).

This is to hasten and make payout transactions easier and more convenient for the recipients in the withdrawal of their grants from the program.

DSWD Field Office 10 and LBP distributed and activated EMV cards to 250,038 households in Northern Mindanao.

Thus, there is no truth to the information proliferating in the different social media platforms that DSWD

Field Office 10 has scheduled its over-the-counter payout this September. All cash grants will be credited directly to the beneficiaries’ cash cards, not through over-the-counter payment.

Certain Facebook pages have been posting and giving out incorrect and inaccurate information about 4Ps and its implementation processes, misleading its beneficiaries.

PAGADIAN CITY, Zamboanga del Sur -- The Department of Environment and Natural Resources (DENR) has strengthened monitoring and patrol activities to protect the forest conservation areas (FCAs) of this province against illegal loggers.

The DENR, through the Provincial Environment and Natural Resources Office (PENRO), has placed on alert its forest rangers to keep a close watch on the FCAs of this province.

PENRO chief Ben Acana said Tuesday those covered by the monitoring and patrol are the existing FCAs in the towns of Bayog, Tigbao, Midsalip, Labangan, Tukuran, Sominot, Lakewood, Lapuyan, San Miguel, Kumalarang and this city.

Acana said they instructed the forest rangers to immediately report any illegal activities taking place within the FCAs for quick action by his office.

This came after the PENRO, backed by soldiers and National Bureau of Investigation (NBI) agents, have confiscated illegally-cut trees since last month in this province, including in FCAs. See LOGGERS, page 11

A faculty member of the College of Law of Xavier University - Ateneo de Cagayan is now participating in the Geneva for Human Rights (GHR) global training from September 9 to 20, in line with the 42nd session of the United Nations Human Rights Council (HR-Council).

Atty Ernesto “Ton-ton” Neri was selected as one of the “Human Rights Defenders” who will undergo a course on the HR-Council, international human rights and hu-

manitarian law, international procedures, and diplomacy.

His participation is also supported by the Friedrich Ebert Stiftung.

“It is such an honor for a young Mindanao lawyer to be part of this global engagement,” Neri said. “All things gained will be re-echoed in the classroom, in the city hall, and in the courts.”

GHR aims to train nongovernment organizations, defenders, and all those involved in human rights at the national

level “to contribute to the human rights implementation in their respective countries and to empower them in the elaboration and realization of strategies, and in the use of domestic, regional, and international HR procedures.”

Since the creation of the Human Rights Council in 2006, GHR conducted its Geneva Course at most of the ordinary sessions of the HR-Council.

The Geneva course As part of GHR, the Geneva Course is also an interactive

and intensive training taking place during the ordinary session of the Human Rights Council. Trainees acquire basic knowledge in international human rights, humanitarian, and criminal laws; transitional justice; inter-governmental organizations; the UN, its structure, its reform, and the role of its main organs; the trends in international relations; the functioning of the HR-Council and its mechanisms; the human rights standard-setting process; and human rights treaty bodies.

The GHR Geneva Courses combine theories, exchanges on the experience of the participants (field situations), and exposure to the multilateral reality, which the trainees will monitor.

The course has two parts: the General Course (Week1) on the international system; and the Course on the proceedings of the Council (Week-2) with daily morning classes to discuss the debates in the HR-Council, to learn drafting communications to the UN special procedures, and to analyze the reports submitted by the experts and the Office of the High Commissioner (OHCHR), whose summaries will be presented by the trainers.

Besides passing two written tests, the trainees will submit a paper on the patterns in their country, summary of reports

submitted to the HR-Council, reports on the deliberations of the HR-Council, and a communication on the UN thematic procedures.

Moving forward in the local level The program will conclude with GHR course on human rights implementation in the home countries of the trainees (MDGs, national plans, technical assistance, and NGOs strategies inside their countries), assessment and follow-up, and general recapitulation of the course.

Neri plans to use the skills gained to improve the human rights law curriculum in the XU College of Law and intensify human rights paralegal education among the local communities.

Neri teaches Environmental Law and Human Rights Law at Xavier Ateneo Law and serves as a legal consultant of the city government of Cagayan de Oro. He also volunteers in the legal aid committees of the Integrated Bar of the Philippines.

Don’t starve our farmers

DEAR Sec. William Dar sir.

You do not solve the problem of rice farmers by asking the local government units to buy their palay (unmilled rice). Neither will you be able to solve their plight by extending them palliative monetary dole-outs. You should not pass the buck to the LGUs. That is not their mandate. It is your office fiat. Bypassing the responsibility to the LGUs, it is obvious that you do not know the problem that beset our farmers and your office is bereft of solutions on how to address their plight. By giving dole-outs you are encouraging mendicancy.

Farmers are not asking for alms. Neither do they need the oft-repeated “modernization and mechanization” program from the Department of Agriculture which does not come anyway. What they need is the reasonable price of their

freshly harvested play and if you can solve that you are on the way to improve their productivity and to hit your target.

I wonder whether you know the implication of why I say “freshly harvested palay”. I surmise you knew, since you are a technocrat, and given that premise, I expect that this should be your primordial concern.

However, for the sake of our President Rodrigo R. Duterte, his cabinet members and Sen. Cynthia Villar who is the author of tarrification law, here’s a brief on why freshly harvested and threshed paddy palay spells the fate of the farmers.

Having been born to a farmer and grew up past my teens in our modest farm in Midsayap, Cotabato, I have seen the travails of my father and of our neighbors.

Our barrio was a farming community. I do not pre-

tend to have any technical or academic knowledge about how they grow rice at IRRI but I know how to cultivate farms, plant and grow rice and I have seen the frustrations and simple joys of farmers.

Freshly harvested and threshed paddy palay viability could only last three to five days depending on the weather condition during or soon after harvest.

After this period, because of its moisture content, the quality of palay will start to deteriorate. In Ilonggo we call this condition “sinaputan” and maybe rancid in English. Afraid their palay will go to the hogs and poultry feeds, farmers are forced to sell their harvest at the buyers’ price. The first five days, therefore, is the most crucial period in a rice farmer’s life.

generally influenced by the weather and distribution of irrigation water. As a consequence, they also harvest their crops at the same time. During off-season, the price of palay is high but come harvest time this plummets like what is happening presently. Farmers are at the mercy of traders and it is even worse these days because traders now have an additional weapon to threaten farmers - they can always import rice on account of Villar’s law. For now, traders have hoarded rice and the National Food Authority has thousands of tons of rice in its bodega.

through its terribly divisive and devastating Civil War. Clarence Darrow became possibly the most famous lawyer of all, particularly for his case of the Scopes or so-called Monkey trial of 1925.

Of these seven successful and famous lawyers, which one do you think was the law school dropout? It was Clarence Darrow: the one name which is so often associated with the practice of law. Clarence Darrow attended law school for only one year and then dropped out to study law on his own.

But what is more amazing is those other six successful lawyers could not drop out because they never even went to law school! They all

Today, we witnessed the signing of a Memorandum of Agreement between the Office of the Presidential Adviser on the Peace Process and the Technical Education and Skills Development

Authority.

Under the MOA, OPAPP and TESDA formalized a partnership in which our agencies will jointly undertake initiatives that are in line with the implementation of the normalization track under the Comprehensive Agreement on the Bangsamoro, and the sixpoint Peace and Development Agenda of the Duterte administration.

As contained in the agreement, OPAPP and TESDA will undertake the following: • first, promote conflict-sensitive and peace promoting approaches in Bangsamoro communities; • second, establish mech-

anisms to facilitate coordination between our agencies in the joint implementation of programs and projects; • and third, create an OPAPP-TESDA National Technical Working Group that will operationalize the provisions of the MOA. All of these interventions, which are anchored on the Normalization track of the CAB, aim to assist decommissioned Moro Islamic Liberation Front – Bangsamoro Islamic Armed Forces members in making the smooth transition to peaceful and productive civilian life.

Specifically, TESDA’s assistance will focus on developing skills training

programs and providing scholarship grants that will help these former combatants find better employment opportunities, earn a decent living, and support the needs of their families.

OPAPP’s and TESDA interventions are in line with the second level of the Normalization track, which includes capacitation and productivity-building programs for these decommissioned combatants. Under this level are livelihood trainings (TecVoc), scholarship grants (Education) and employment opportunities.

from page 4 Agriculture must help our farmers. There is a proven solution and this is not mine. None of it. It’s Marcos’. The problem of some people in and out of the bureaucracy is that they abhor the idea of Ferdinand Marcos which many of them helped to overthrow and whose ashes they still burn. But let me refresh Secretary Dar and remind President Duterte this.

The situational condition our farmers are mired today is the same as before Marcos took over the helm of government. Knowing how FilipinoChinese traders (they were in control before) shortchanging the farmers then, Marcos set up the National Grains Authority in many strategic places in rice-producing provinces in Mindanao. NGA took over from the Rice and Corn Board (RCB) and Rice and Corn Administration (RCA) which were subsequently mothballed. NGA stations had adequate facilities among these are “solar” dryers which were simply a wide expanse of concrete drying facility around the station, silos that were to complement solar dryers during rainy weather.

Silos air-dry palay to reduce moisture content. Each NGA station has a modern rice mill that yields a lesser volume of broken rice kernels. And most importantly –funds to buy farmers freshly harvested paddy palay always higher than what the rice traders are willing to purchase. In time the buying price of palay started to increase and when it reached a certain profit point, NGA slowed down its purchasing activity and just run its rice mills.

It is important to remember that alongside the establishment of NGA, Marcos ordered the Philippine National Bank to open its vault to extend loans to farmers. I distinctly remembered the program “Bank on Wheels” and “Masagana 99” programs. The PNB Manager, Mr. Marquez, and the Municipal Agriculturist, Mr. Zalde, would visit my father on his farm. The former with his MacArthur jeep and the later with

a three-wheeled motorcycle with a big cargo compartment loaded with samples of pesticides, fertilizers, and reading materials. My father was the model farmer in the undivided Cotabato and so whenever there are new farming developments like the coming of new hybrid rice and certified seeds they would always call for a meeting with other farmers in adjoining barrios in our simple home. In each meeting farmers are taught by PNB how to apply for a loan.

It was also during the first two years of Marcos that several irrigation systems were constructed, the first being in our town, Midsayap, then Kabacan, Norala, Mlang, among others.

Irrigation plus good price of palay led to bumper crops and for the first time, Philippines started to export rice!

NGA was later renamed into National Food Authority to cover other agricultural and marine resources. Sadly just like the rest of Marcos projects, NFA started to lose its core function when Cory Aquino took over. It went to the dogs when the son, Benigno Aquino III placed NFA under the Office of the President and placed it under Kiko Pangilinan when he appointed him DA Secretary along with the Philippine Coconut Authority. What do you expect from someone who cannot even distinguish palay from cogon? Remember Kiko was given an allocation of P900million by his boss to address the kukulisap infestation in the coconut farms in Zamboanga.

Well, the pests just die of old age, so the joke in Basilan goes but the coconut farmers never heard of how Kiko used the funds.

The fault of the Duterte administration was to keep NFA under the office of the President with my good friend then Cabinet Sec. Jun Evasco in-charged. NFA by its mandate and function should be under the Department of Agriculture.

Secretary Dar should be on top of this agency as he should know the state of supply (rice production) and demand for rice.

But what had been done cannot quickly be undone. The

In the meantime, I presuppose that the government had collected billions of pesos on account of tarrification. It stands to reason that since our farmers had been affected they should be the one to be benefited.

Use that money to buy the fresh harvest of palay from the farmers’ gate at prices which are fair and just. Improve the post-harvest facilities of NFA by retrofitting the NFA rice mills, rehab the more than 150 silos laying idle on account of the Aquino’s vendetta against Marcos. In addition, maybe Secretary Dar may come up with a strategy wherein farmers may bring their freshly harvested palay to NFA for drying and storage and to issue them quedan. When the price of rice in the market shall

appreciate, the quedan holder will just advise NFA to mill and unload its stock and receive the net value of his production after deducting the equivalent of moisture content. If DA Secretary Dar needs help he can always run to Finance Sec. Sonny Dominguez to design a quedan system appropriate for rice.

Forget mechanization or this gobbledygook about modernization program. Our farmers know what to do. But the DA could do something more than just providing NFA funds to buy farmers produce.

Since premium varieties are fetching good prices in the market, why not the DA provide them certified seeds for these exotic varieties instead? There are traders who are willing to even advance the seeds for as long as they will also buy the produce. Bridge them.

Private sector to push for airport expansion

THE private sector will actively lobby for the expansion of the congested Laguindingan Airport in Misamis Oriental during the 28th Mindanao Business Conference (MinBizCon) on September 12-14, 2019 at Iligan City.

“This will be one of the issues we will raise during the MinBizCon,” said Ma. Teresa R. Alegrio, regional governor for Region 10 (Northern Mindanao) of the Philippine Chamber of Commerce and Industry (PCCI).

“We have already prepared our position paper on the status of domestic airports in Mindanao and will raise this on the floor during the plenary session,” Alegrio said.

A year ago, PCCI-10 passed a resolution requesting DOTr Sec. Arthur Tugade to prioritize the development and expansion of Laguindingan Airport within the next five years (2019-2023).

The resolution noted that the original proposal to improve the capacity and operations of the Laguindingan airport included upgrading

the facilities /equipments to be of international standards, specifically, the operation and maintenance (O&M) of the airport along with the development of associated infrastructure and facilities, and the installation of all required equipment to meet international standards.

“Laguindingan Airport has become an important logistic network for over 150 medium to large scale industries including four major thermal power plants, the Agus-Pulangi Hydroelectric Complex. 3 industrial parks, and emerging tourism destinations,” Alegrio noted.

Media reports recently disclosed that the Department of Transportation (DOTr) is seeking an additional P100 million to start detailed engineering works and much needed repairs on the Laguindingan Airport as part of the P2.9 billion augmentation budget to fund its priority projects, including the development of four airports, the construction of the Pagasa Island port, and the implementation of the public utility vehicle modernization program.

The Department of Transportation (DOTr) originally allocated P400-million (M) for the terminal building expansion of the Laguindingan Airport, but this was reduced to P180-M, then again halved to P90-M, before being slashed altogether by the Department of Budget and Management (DBM) from the 2019 General Appropriations Act (GAA).

However, the business sector lobbied strongly for the restoration of the reduced budget and the P90-M was eventually restored through a Congressional Initiative by Rep. Juliette Uy (2nd District, Misamis Oriental).

Sources at the DOTr said a portion of the P90-M would be used for the Detailed Engineering (DE) of the proposed expanded passenger terminal building.

The bidding process for an independent consultant to undertake the DE is now being processed and the contract is expected to be awarded by the latter part of 2019.

The balance of the P90-M would be used to rehabilitate dilapidated portions of the terminal building such as the comfort rooms.

the proviso the funds used for this purpose would be reimbursed to the national government by the winning bidder for the Public-Private Partnership (PPP) project to develop and expand the Laguindingan Airport faculties. ”While we appreciate the 90M Congressional Initiative Fund restored by Rep. Uy, this amount is barely enough to refurbish the dilapidated areas including the poorly designed comfort rooms and malfunctioning elevators,” said Engr. Elpidio M. Paras, president of Promote Northmin Inc. “Government should now fast track the entry of private sector companies to expand and improve all the facilities of Laguindingan so that it can already accommodate direct flights from regional and international destinations, including lengthening the runway to meet wide body jet aircraft,” he added.

Alegrio said the MinBizCon would seek a clarification from DOTr if the P100 million it is seeking for the Laguindingan Airport development in next year’s budget is the same item as the P90 million earlier committed as a congressional insertion by Rep. Uy. When it started operations in 15 June 2013, air passenger traffic at the Cagayan de Oro Lumbia Airport that Laguindingan Airport was designed to replace had already exceeded the 1.6 million design capacity of the new passenger terminal building (PTB).

“To put it bluntly, the replacement airport was congested upon opening,”

said a former DOTC official involved in its planning.

When the passenger traffic exceeded 2 million annual passengers last year, the need for a larger terminal that could accommodate the current and expected passenger volume over the medium term became urgent and critical.

On a year-on-year basis alone, the Civil Aviation Authority of the Philippines ( CAAP) figures for the past 10 years show passenger traffic increasing at an annual rate of 8.7% from 902,133 in 2008 at the Cagayan de Oro Lumbia Airport to 2,079,683in 2018 at the Laguindingan Airport (doubling passenger volume every 8.5 years.)

Recent growth in air cargo traffic was even more impressive, soaring 44% from 2017 to 25,366 metric tons (MT).

The 11% increase in the number of flights from 2017 to 2018 (17,478 aircraft takeoffs and landings) was mainly responsible for the meteoric rise in both passenger and cargo movements.

In a related development, DOTr Sec. Arthur Tugade announced last 15 July the proposed extension of the 2.1 kilometer runway to 2.4 or 2.5 kilometers is proceeding as planned.

The P250-M budget for this project is already included in the 2020 National Expenditure Plan (NEP), which Congress wants approved before the year end.

This was part of the Feasibility Study expansion proposal endorsed by the Regional Development Council for Region 10 (RDC-X) and approved by the NEDA Board in 2014.

DTI Chief: PH gov’t to pursue reforms to seize opportunities from US-China trade war MALACAÑAN -- According to Trade Secretary Ramon Lopez, the government needs to pursue more reforms to take advantage of opportunities resulting from the ongoing US-China trade war.

Sec. Lopez said that the Cabinet decided to adopt the recommendations of the Department of Trade and Industry (DTI) and the National Economic Development Authority (NEDA) during a joint presentation

at the 41st Cabinet meeting last 4 September. The proposed solutions require a whole-of-government approach and involve several government agencies aside from DTI and NEDA. PH is the second-best Asian export performer, with a merchandise export growth of 1.2% in the 2nd quarter of 2019. Among 11 Asian countries measured, PH, Vietnam, and Malaysia were the only countries with positive growth. Meanwhile,

China, Chinese Taipei, Japan, Thailand, Singapore, Hong Kong, South Korea, and Indonesia reported contractions in merchandise exports.

“The Philippines is not as vulnerable as other countries, as exports only account for 15% of our GDP. But a prolonged trade war will eventually affect our export growth,” said Sec. Lopez.

Sec. Lopez added that the trade war is “an opportunity for the Philippines to at-

tract more export-oriented manufacturing foreign direct investments. However, it is necessary to address key constraints in attracting investors to the country.”

BSP Emphasizes Financial Consumer Protection in Revised Regulation IN light of the increased complexity of financial products and rapid technological innovations in financial products and services, the Monetary Board has approved the revision of the BSP Regulations on Financial Consumer Protection Framework under Circular No. 857 issued in 2014.

The new Circular seeks to fundamentally strengthen market conduct practices of BSP supervised financial institutions (BSFIs) by establishing guidelines that institutionalize consumer

protection as an integral component of corporate governance and culture, as well as risk management.

This is part of the Bangko Sentral ng Pilipinas’ (BSP) commitment to promote broad and convenient access to high quality financial services and consider the interest of the general public, as mandated by its amended charter. In doing so, the BSP aims to ensure that financial service providers conduct ethical business practices and do not engage in practices that may cause harm to the consumer in the

conduct of their business.

The new Circular also espouses principles-based consumer protection regulations that are aligned with the BSP’s risk governance and compliance frameworks and consistent with international practices and standards. Also taking into account the emerging risks associated with digital financial products and services, the Circular provides flexibility for the BSFIs to strategize its consumer protection approach commensurate with its business model, corporate structure

and risk profile.

The new Framework retains the five consumer protection standards of conduct, i.e., disclosure and transparency, protection of client information, fair treatment, effective recourse mechanism, and financial education and awareness. Dabawenyos feel good about their health: poll

DAVAO CITY -- Residents in this city generally feel good about their health despite the relative frequent smoking and lack of preparedness for medical emergencies, according to a survey by the PhilCare Wellness Index.

In an interview on Monday, Dr. Fernando Paragas, the study’s lead researcher, said the survey involving 50 respondents showed that Dabawenyos smoke an average of 10 sticks a day compared to the national average of four.

“Despite feeling good, the study revealed that Dabawenyos are more into smoking and drinking than the rest of the country,” Paragas said.

He said the health survey also being done in other parts in the country; in Mindanao, the other survey locations are in Malaybalay Bukidnon, Cagayan de Oro City, Tagum City.

Paragas said the respondents were asked to rate themselves from a sevenpoint scale, with the score of one as “very good”; two as “good”; three and four as in the range of “somewhat good”; five and six as “somewhat bad: and a

The basis for the results, Paragas said, is the six wellness domains: psychological, physical, lifestyle, financial, medical, and nutritional wellness.

nationwide self-rating of 2.84,” he said.

Asked about their medical wellness, Dabawenyos responded that they either did not have enough monetary resources for medicalrelated expenses, or did not have regular check-ups compared to most other Filipinos.

The study also revealed that the top four illnesses common among Dabawenyos and the Mindanaoans,

in general, are diabetes, hypertension, diarrhea, and heart attack.

“About their finances, Dabawenyos said they are in worse shape compared to most Filipinos. Among the wellness domains, they showed low rates on the financial and medical aspects,” Paragas said.

TAGUM CITY -- For its continued efforts in achieving good nutrition for all Tagumenyos, the City of Tagum was recognized again after winning the Consistent Regional Outstanding Winners in Nutrition (CROWN) Maintenance Award for the second year during the 2019 National Nutrition Awarding Ceremony held at the Philippine International Convention Center (PICC), Pasay City on August 30, 2019.

These programs are in line with the creation of the National Task Force to End Local Communist Armed Conflict (NTF-ELCAC), created

by President Rodrigo Roa Duterte in December 2018 through Executive Order No. 70 -- institutionalizing the “whole-of-nation approach” wherein local government units and members of the community can initiate “localized peace engagements” with the communist insurgents.

The CORDS initiative complements the NTF-ELCAC, as Cabinet members are given particular regions to facilitate peace, development and security efforts between regional levels of government and national agencies.

Co-learning is a manner of group learning that enhances communication skills, cultural awareness, thinking skills and so much more. Working in a group also allows students to provide checks and balances of their work on the spot rather than finding out later to make the workflow more efficient.

The Department of Education (DepEd) has celebrated the National Literacy Week from September 2 – 8, 2019. It has urged teachers to continue exerting efforts that will inculcate into the minds of its students the value of literacy – the ability to read and write.

It is timely that September 2 – 8 is considered to be the National Literacy Week where one of the objectives is to highlight the role of education in the eradication of illit-

The resolution noted that the original proposal to improve the capacity and operations of the Laguindingan airport included upgrading the facilities /equipments to be of international standards, specifically, the operation and maintenance

(O&M) of the Airport along with the development of associated infrastructure and facilities, and the installation of all required equipment to meet applicable international standards.

The scope of the expansion for the Laguindingan Airport would be implemented through the Public-Private Partnership modality in accordance with the approved plan covering the expansion/construction of new passenger terminal(s), along with all associated infrastructure and facilities as per applicable standards.

Last July 20, 2014, the NEDA Board approved the expansion of the Laguindingan airport in three (3) phases, 2015-2017 (Phase 1) , 2024-2026 (Phase 2) and 2033-2035 ( Phase 3) under a Public –Private -Partnership (PPP) arrangement valued at P14 billion (B) to include the development, operation and maintenance of the Airport.

On January 24, 2017, an Invitation to Pre-Qualify and Bid for the development and O & M of the Laguindingan Airport was posted in the DOTr, CAAP and PPP center websites.

But on May 22, 2017, DOTr through its General Bid Bulletin 04-2077 addressed to the PreQualification Bids and Awards Committee, advised all prospective bidders that the government has decided to pursue the expansion and augmentation of the Laguindingan airport using Official Development Assistance (ODA) or General Appropriations Act ( GAA) funding, hence the PPP process was shelved.

However, DOTr made another turnaround when it informed the Regional Development Council Region 10 (RDC 10) Council Meeting on May 28, 2018, DOTr that the O & M will be undertaken through a Public-Private Partnership (PPP).

Then on June last year, the Civil Aviation Authority of the Philippines (CAAP) informed RDC-10 it had allocated a budget of P181.125-million for the expansion of the Passenger terminal building. Despite this assurance, the time-frame for the expansion of the cargo build-

In a recent media, Aboitiz Equity Ventures (AEV) Chief Financial Officer Manuel R. Lozano said Aboitiz InfraCapital, Inc. (AIC) is still awaiting approval from the NEDA for its unsolicited proposal to expand the Laguindingan airport.

Last February 26, the CAAP granted AIC original proponent status (OPS) for its unsolicited

proposal to upgrade, expand, operate, and maintain the Laguindingan Airport for a 35-year concession period.

In a statement, the firm said the P42.7-billion project includes capacity expansion through new passenger terminals, installation of required equipment, and enhancement and development of airside facilities.

“The granting of the OPS for the Laguindingan Airport opens up an opportunity for us to play a major role in improving our country’s vital gateways. Meanwhile, NBI District Office chief Israel Ivan Peralta said they have already filed charges against Manuel Culot, tagged as one of those involved in the illegal cutting of trees in Barangay Dumalian, San Miguel.
