AGAYAN de Oro City--The Supreme Court (SC) has cleared the Court of Appeals - Mindanao Station from accusations that it committed a mistake when it issued Temporary Restraining Orders (TROs) to an Ombudsman ruling, dismissing and perpetually disqualifying from holding office incumbent Mayor Oscar Moreno.

Inquiry on ‘vanishing prepaid load’ snowballs

CONSUMER complaints on the “vanishing prepaid cellphone load” and related issues have prompted Sen. Grace Poe to conduct a Senate inquiry.

Poe, chairperson of the Senate committee on public services, will conduct a hearing on Wednesday, September 13, on Senate Bill No. 848 or the proposed Prepaid Load Protection Act, which prohibits telecommunication companies from imposing an expiration period on the validity of prepaid and the forfeiture of load credits.

Increased infra spending to boost PH economy: Neda THE National Economic and Development Authority (NEDA) said Thursday that the government’s plan of sharply increasing public spending on infrastructure will boost the Philippine economy.

At the Second Annual Philippine Energy and Infrastructure Finance Forum in Makati, Socioeconomic Planning Secretary Ernesto M. Pernia said that growth of gross domestic product (GDP) is expected to increase by an additional 1.4 percent annually on average over six years. Accelerated infrastructure development will also generate around 1.1 million additional new jobs every year.

The government has committed to increase spending on infrastructure from 5.32 percent of GDP this year to more than 7 percent of GDP by 2022.

Seventy-five (75) gamechanging flagship projects were identified to be prioritized, approved, and implemented until 2022, of which 53 projects with cost estimates will make for a total cost of almost P1.6 trillion.

Of the 75 flagship projects, 18 have already been approved by the NEDA Board.

Among these are the Malolos-Clark Airport-Green City Rail Project, New Centennial Water Source Project, Chico River Pump Irrigation Project, Phase 1 of the Mindanao Railway, the New Cebu International Container Port, and the Davao, Bohol, Laguindingan, Bacolod, and Iloilo Airports.

“Most of these projects are in the regions. This affirms the government’s strategy to aggressively pursue rural and regional development, and to spread economic growth outside Metro Manila,” Pernia said.

The NEDA is likewise currently validating the Public Investment Program (PIP) 2017-2022, which contains at least 5,600 priority programs and projects of various national government agencies, including both hard and soft infrastructure, that would respond to the goals and strategies of the Philippine Development Plan (PDP) 2017-2022. Many of these projects will be in the provincial towns and cities.

He added that various sectors and industries will benefit from the government’s massive infrastructure program.

In terms of gross value added, these are construction; wholesale and retail trade; food manufacturing; non-metallic mineral products; ownership of dwellings; electricity; wood, bamboo, cane, and rattan; communication; land transport; and petroleum and other fuel products.

Duterte: Marawi will rise as a thriving city CAGAYAN de Oro City— President Rodrigo Duterte on Saturday, September 9, reiterated his commitment to rebuild Marawi City and turn it into a more progressive city.

"I assure all investors and businesses in Mindanao that the government will do everything to make sure that Marawi City recovers and that it will rise again as a thriving and flourishing city," President Duterte said during a speech at the Mindanao Business Conference 2017 here.

However, Duterte said that despite the administration's ambitious plans for Mindanao and for the country, all of these will not succeed without the help and participation of the private sector.

For this reason, he said that his government is aggressively pursuing infrastructure projects in Mindanao.

The administration has allocated funds to build structures to facilitate the transfer of goods and services as well as enhance mobility and connectivity.

Key projects include the Mindanao Railway system, the Panguil Bay Bridge and the Laguindingan Airport development, which are in various stages of implementation.

To secure Mindanao’s important role as the country’s food basket, it is actively providing assistance in the production of high value crops, and the development of agricultural products and marketing of its goods, he stressed.

The Color-Coded AgriFishery Map is now available to the farmers to help them identify the most suitable crops for their farms.

Farmers in Misor get P58m worth of projects MISAMIS Oriental--The Provincial Agriculture Office in Misamis Oriental (MOPAO) has released at least P58 million worth of projects to local farmers in the province as of August 2017.

Governor Bambi Emano congratulated MOPAO chief Dr. Benjamin Resma for his accomplishment saying the latter deserves a commendation for striving hard to help improve the status of farmers of different specialties in the province.

The governor said of the total amount P39 million came from the Provincial Government while P19 million is acquired through the national government’s General Appropriations Act (GAA).

Resma, during the weekly flag-raising ceremony on September 4, 2017, reported that farmer-beneficiaries were able to avail of the different programs of the MOPAO such as the distribution of bags of rice, corn, vegetables and cacao seedlings in partnership with the Philippine Coconut Authority (PCA).

“We has also dispersed Tilapia fingerlings for our fishery production. Aside from these, we are also able to give molasses to these farmers who are into organic farming,” Resma added.

To ease the farmers in massive production of outputs, Resma said the MOPAO also turned over irrigation facilities, machineries and equipment

such as pumps and engines, Knapsack Sprayer, fish landings, bottom set gill nets, squid jigger fish stalls, fiber glass boat engines and payaw.

The MOPAO is also giving technical support services such as the conduct of trainings with 879 farmer-beneficiaries have already acquired technical knowledge in the field of agriculture and fishery; sending graduated farmers to field schools to acquire new techniques in rice and corn production; and a farmers tour where 25 cacao farmers acquired actual cacao care and management course.

The MOPAO, Resma added has monitored and validated reports of rat infestation and flash flood crop damage amounted to P30.3 million.

“But the office has submitted a proposal for a project to recover the damage amounting P7.5 million. Thus, we received P1.5 million worth of rice, corn and vegetable seeds,” Resma further reported adding they also conducted rapid assessment of Oolong Tea Farm at Kalagonoy, Gingoog City and recommended the farm for rehabilitation as it drive the development of an eco-tourist potential in the community.

Governor Emano said these community intervention have impacted greatly on the costs of production where 47 percent of the 4,633 farmers belong to the poverty line.

“You see, 2,760 farm households are now able to provide enough safety and nutritious vegetables for a family with six members. There are 100 farm household started practicing organic farming; 145 farmers reduced 20 percent production cost with the use of agri machineries and equipment; 561 fishermen got better price of fish produce, increased fish catch, reduced time in fishing due to efficient and appropriate fishing gears and facilities; developed or enhanced agri learning sites namely: Buhian Diversified Farm at Initao; Apag Farm in Laguindingan; and Holy Family Farm in Gingoog City; and 1,084 farmers

and fishermen acquired new knowledge and techniques in farming and fishing. What an impact!” the governor said.

Governor Emano said, “These accomplishments of the MOPAO have inspired award-giving bodies in the country.”

“These have actually been appreciated… we are so grateful that our effort is being recognized,” the governor added.

GTLMH should improve medical services without discrimination

IT is supposed that the city government should not allow the poor patients admitted in the GTLMH suffer the anguish of not being properly attended to, and by not giving medicines for lack of it, despite the increase of funds for the purchase of medicines under the Regencia administration, according to some concerned none medical employees in the GTLMH, which, as its consequence, drive the poor hospital patients more often to a tearful despair.

This indifference will never extinguish from their minds if in case they survive. More often, they can’t survive for lack of medicines because they cannot even afford to buy one. Should our government officials and hospital administrator will

just allow still up to now that our poor, sick patients die without administering proper medicines? Let us do something to stop this glaring injustice? Let us always remember the immortal words of President Ramon Magsaysay that, according to him, “those who have less in life should have more in law.” It should also be the very intention and desire of City Mayor Celso G. Regencia, which is to serve the poor patients with due courtesy and respect.

But, why in heaven’s name, that the poor patients should not be given priority of medical services in GTLNH? There is no reason which can excuse the denial of that right, and that is to serve them in our hospital with due courtesy

and kindness. There is no duty which weighs more heavily on them than to ensure that right. Yet the harsh reality, the poor, the many of them, have always been denied of what should have been due to them – that is in fact their right supposedly. To say once more, it is indeed the very priority and desire of our beloved City Mayor Celso G. Regencia that our poor patient admitted in the GTLMH “will be attended to with dignity and due courtesy without discrimination whatsoever despite their status in life.”

THINK a minute.

A father once asked his adult children to tell him their happiest memories from when they were kids.

The father expected his kid’s happiest childhood memories to be the big, special trips like when their family went to Disney World or some special expensive toy they’d received. But this father was so surprised that those were not the things his children remembered best.

Instead, it was the very simple, everyday things.

Like when their dad would get on the floor and wrestle

with his 4 kids. Or when their parents would sit and tell them stories and jokes in the evening, so they all would laugh together until their sides hurt. Or the times they would sit around and sing songs together, or they all went into town for ice cream cones.

They say : “ The best things in life are free.” So we don’t need a lot of money to make happy memories for our kids. Even if we buy that latest, expensive toy for our children, sooner or later they go back to the simple homemade fun.

We just can’t bribe our

kids by buying our way out of our responsibility as their Mom and Dad. Giving our children money, toys, even the best schools and privileges, are never a true substitute for giving them our time.

We must spend time with them to satisfy their need to be close to us.

That’s what the richest, happiest memories are made of ! So even if we work at a job every day, we can still fill many of our evenings and weekends with fun, simple things to do as a family.

AS debates on federalism in the country heat up, state think tank Philippine Institute for Development Studies (PIDS) makes it one of the main topics of its Development Research Policy Month (DPRM) celebration this year.

Pursuant to Proclamation No. 247 issued in 2002, PIDS has been designated as lead agency in the annual celebration of the DPRM every September to pro-

mote the significance of evidence-based research in program planning and policymaking.

This year’s DPRM theme is “Strengthening Decentralization for Regional Development” or “Pagpapatibay ng Desentralisasyon Tungo sa Kaunlarang Panrehiyon” to emphasize the need for in-depth reflections and evidence-based analyses not just on federalism but also on decentralization reforms in general.

During the 3rd Mindanao Policy Research Forum, which is one of the activities lined up for the DPRM, held at the Ateneo Zamboanga de Zamboanga Auditorium

on September 7 (Thursday), PIDS’ public finance expert Rosario Manasan presented the findings of her study on the possible fiscal impacts of shifting to a federal form of government.

Manasan talked about the importance of properly allocating financial resources to each level of government under a federal system. According to her, the allocation of fiscal resources may enable or constrain governments in the exercise of their constitutionally assigned legislative and executive responsibilities.

A Brown, Russia’s RUSATOM sign deal to build agro irradiation centers

AGAYAN de Oro— Publicly listed A Brown Company Inc. (ABCI) and RUSATOM Healthcare, a division of Russian State Atomic Energy Corporation ROSATOM, has entered into a framework agreement on the construction of network of agro irradiation centers in the Philippines. ABCI President and CEO Roel Z. Castro signed the document along with Deputy General Director of RUSATOM Healthcare Rustam Rakhmatulin during the 26th Mindanao Business Conference held on September 9, 2017 at Xavier Estates.

The framework agreement was signed in the presence of Russian Ambassador Igor A. Khovaev and Philippine Chamber of Commerce and Industry President George T. Barcelon. Philippine President Rodrigo Roa Duterte was the keynote speaker at the conference.

The trade deal is pursuant to the Memorandum of Cooperation signed by ABCI and ROSATOM subsidiary RUSATOM International Network on June 20 in Moscow.

The agreement aims to

affirm the commitment of both parties to move towards project execution.

It outlines the stages of project implementation: feasibility studies, design and engineering surveys, construction and commissioning, and the prospect of expansions. Upon completion of the necessary proce-

dures, feasibility studies are expected to begin by end of 2017, design, engineering surveys and construction of the center in 2018.

The center will provide commercial services of product treatment with ionizing radiation. It will also serve as a research platform for radiation technology

and its impact on various product properties.

I call upon all concerned citizens of Iligan City, our city government officials, especially the Chairman of Committee on Health and the hospital administrator of GTLMH, not to allow this kind of treatment to the poor patients anymore. We must do something to protect the right of every poor Iliganons admitted in the GTLMH. We ought not, and we cannot and we must not wait again for another decade to stop this crippling legacy of injustice now prevailing in the GTLMH. It would be better that somebody would monitor the activities in the GTLMH in the treatment of poor patients as to whether or not they should be provided with medicines and duly attended to with due courtesy and dignity without any semblance of discrimination. Remember life is precious. Let us not allow that the poor patients would just die without being properly attended, or administered to with due courtesy and dignity.

The City Mayor has started a move to make changes to improve medical services in GTLMH, and it would be indispensably discreet for the Chairman of the Committee on Health, the Hospital Administrator, and the City Council to cooperate in initiating radical changes in the City Hospital to improve medical services, as it should. They should now start the renovation of the failed system it adopted to conform the hospital standard to national level, to effect radical changes, for better medical services especially to the poor and the underprivileged. And when that day comes, it will brighten the lives of the poor patients that need helping hands. I urge you then to look into within our hearts, and let each one of us put our shoulder to the wheel to root out the injustices that we can see around more often in GTLMH. Remember, “equality depends not on the force of arms, but depends upon the force of

Perhaps, she had no money to buy medicines for the operation. How about the medicines bought by the city government for several millions of pesos? How come that there will be no medicines for the indigent patients? Why? Where are those medicines now?

Don’t you know that I am a doctor? You should not ask me about that matter because I am a doctor. Such answer may be against the moral and ethical standard of professional people, a doctor at that. Should the Sangguniang Panlungsod invite her to shed light on the issue at bar, in aid of legislation, so that the same complaints should not be done again. I am inviting the attention of the Honorable City Councilor Bunz Lim to investigate the matter, she being the Chairman of the Committee on Health, to make appropriate action, as deemed necessary. If she is a casual doctor or an honorarium doctor, it would be better to kick her out from GTLMH to avoid further embarrassment to the City Government of Iligan especially the Regencia administration, of course, after due process of law.

Fellow educators a University of Wisconsin’s Center for Investigating Healthy mind on 2013 conducted a study by the Minds and put a group of 18 teachers through an 8-week mindful-

ness course in order to study its effect on their ability to deal with stress in the classroom. Teachers were asked to practice a guided meditation at home for at least 15 minutes each day, and also learned mindfulness strategies for dealing with classroom stressors.

Teachers who completed the training experienced a decrease in anxiety, depression and burnout, in addition to an increased sense of self-compassion and improvements in classroom organization. Teachers in the control group, however, experienced increased feelings of stress and burnout.

This allows us to become more compassionate not only towards ourselves but also towards our students.

We can’t control our students’ behavior, but we can choose how we respond to it.

Duterte graces 17th Digos Anniversary

igos city, davao del sur -- President Rodrigo Roa Duterte on Friday, September 8, graced the 17th founding anniversary of Digos City in Davao del Sur, stressing how the “Araw ng Digos” celebration signifies the Mindanaoans’ collective aspiration for the continuing progress of the locality and the entire region.

“I express my warmest greetings to all of you in this remarkable milestone in Digos City’s history,” the President said during his speech.

“Let this celebration serve as a moment of meaningful thanksgiving and celebration for the strides that you have made all these years. All of you, regardless of the role you play, are instrumental in the pursuit of peace and progress,” he added.

The Chief Executive commended the solidarity and cooperation among the people of Digos as they try to fulfill the crucial task of fostering sustainable growth and development in their city.

Senate President Pro -Tempore Ralph Recto said the P900 million proposed 2018 “tokhang” budget of the Philippine National Police should remain with the agency but “rechanneled for the purchase of needed equipment.”

Recto said that the PNP itself has admitted that it lacks 12,399 patrol cars, 11,346 motorcycles, 50,668 service handguns and 41,136 long firearms, 132 police fast boats, and 902 special purpose vehicles.

“Why not use the funds intended for ‘Oplan Double Barrel Reloaded’ for new cars and guns instead?”

Recto said, referring to what

the PNP officially bills the 2018 edition of its anti-drug sweep.

“Our police can better serve and protect the people if we’ll be able to pound this double barrel into cars, guns, and boats,” Recto said.

Recto said money earmarked for new equipment in the PNP’s P131.2 billion budget for 2018 “will hardly dent the logistical shortfalls it is facing.”

Next year, it will have a procurement budget only enough for 160 cars, 308 motorcycles, 20 special purpose vehicles, 19 boats, 10,000 sidearms, and 5,000 long firearms,” Recto said.

“Kung i-divert natin ang tokhang budget, madaming gamit na mabibili,” Recto said.

“I’ve been told that for P250,000 you can have a decent, powerful bike. So the P900 million can purchase 3,600 motorcyles, which would mean a minimum two each if distributed equally to all towns,” Recto said.

“The P900 million can also buy at least 1,000 cars. If you buy them, you increase by 25 percent the size of the PNP patrol car fleet. Pag binili mo ito, hindi lang pang-tokhang, kundi pang all-around police service,” Recto said.
