Capt. Joe Patrick Martinez, the spokesperson of the army’s Fourth Infantry Division here, said that the directive was issued by the newly installed Division Commander Maj. Gen . Ronald Villanueva.

He said that the new applicants will no longer undergo a rigid background check and the usual military training provided he is a regular member of the New People’s Army (NPA).

“Any regular member of the NPA could now report to the nearest military outpost in Northern and Northeastern Mindanao area at their convenience,” Martinez told the Manila Times.

He said that the NPA who wants to be directly enlisted into the AFP must bring along with him his firearms and should be in batches of not less than 10 individual NPA. “If the group would come down in 10 together with their firearms, there would be no question ask in the processing of their enlistment into

the military,” Martinez said.

He said that the NPA who would be enlisted into the AFP would undergo the training – more on the administrative side – involving the AFP operations.

According to Martinez, the military would know if the NPA is authentic because their names and identities are in the Order of Battle. “We (military) will know if the armed is an authentic NPA or a bunch of bandits,” he said.

He said that the NPA who would be enlisted into the AFP would be have the rank of Private and would be entitled to the regular monthly salary and other benefits enjoyed by any regular member of the AFP. He said that the military has already monitored that some NPA regulars in the Caraga region are now trying to establish contact with the military units in the region.

Caraga is Northeastern Mindanao comprising Agusan Del Norte, Agusan Del Sur, Surigao Del Note, Surigao Del Sur, and Dinagat Island.

Make livestock in Northern Mindanao at par with Asean CAGAYAN de Oro City— The Board of Investments (BOI) is looking for ways to transform Northern Mindanao’s livestock industry at par with Association of Southeast Asian Nations (Asean) standards.

This was disclosed by BOI Investment Assistance Service director Raul Angeles, who pointed out that as Asean heads towards closer economic integration, the country’s livestock industry should not be left behind in the scramble for one of the fastest-growing consumer markets in the world.

Angeles, who was in the city Wednesday to promote the 2017 Investment Priorities Plan for Region 10, cited the potentials of the region’s “prolific” livestock industry, which is among the country’s top producers.

Data from government agencies showed that Northern Mindanao has around 270,000 heads of cattle, 234,300 goats, 124,000 carabaos, and 899,200 hogs.

Northern Mindanao also ranked third among the chicken growers in the country, producing a total of 11 percent of 19,596,441

heads contribution to the national supply annually.

The region is also the eighth top grower of ducks with a total of four percent or 444,064 heads produced annually.

Angeles said BOI has existing programs and technical assistance so that local growers can become more competitive and raise production standards.

Another winner Raul Blanco, a nurse by profession, said he was surprised when he was told that he won since he just left the raffle ticket and went home earlier to work at the hospital.

Sen . Trillanes insisted that “Polong” has the dragon tattooed on his back, which indicates that he (Polong) is a member of the dreaded Triad based in Southeast Asia. The Triad is reportedly engaged in the arms smuggling, drug trafficking, prostitutions, illegal gambling and other organized crimes around the world.

He told the Senate Blue Ribbon Committee that the only proof of his allegation is to compel Polong to allow his tattoo to be photographed. Photocopies would then be sent to the U.S. for forensic examination. The result of the examination would likely decode the secret number that would reveal Polong’s connection

to the Triad, Trillanes told the Senate Committee.

Of course, Polong invoked his right to privacy, which flabbergasted Trillanes, who proceeded to make unparliamentary comments until he was censured by Senator Gordon.

Senator Gordon admonished Trillanes to cease from “editorializing” in the tackling of the such a very sensitive issue.

HOW can freedom be defended? By faith, then let us demonstrate our determination to strengthen our resolve to weather the storm we are in on the basis of our traditional unity in adversity.

We all wish that in this hour, the whole people in the Islamic City of Marawi

must unite with a strong will as strong as it was before in their fight to conquer back Marawi City from the hands of the Maute Terror Group, of course, with the assistance of the Armed Forces of the Philippines and the Philippine National Police, and never doubted of success of victory in the end.

In this hour we all wish still that they would form a common will and that will must be stronger than every hardship and every danger.

And if their will must be stronger than hardship and danger then, in much too soon, it will break down

hardship and danger.

It is assured that the people of Marawi desire nothing else than peace.

Although, peace is so elusive at this very hour, but the prospect is not at all naïve.

The destructiveness of that war in Marawi City has claimed thousands of innocent lives to include the members of Maute terror group and the government forces. And the once beautiful Islamic City of Marawi is no longer worthy to be called a city, but a heap of rubbles.

THE crisis in North Korea relative to missiles and hydrogen bombs and its plan to attack South Korea and the United States is still the top issues these days that are being watched closely by so many countries around the world. Everybody thinks should the threat of North Korea to fire missiles at the territory of the United States in Guam will surely create a big catastrophic war.

Certainly, America is quiet about the provocation, but is ready to go into action should the threat is realized. Americans are very peaceful people, but never provoke them into a fight because it has the strongest military and has updated war facilities. I am hoping China, which is considered the godfather of North Korea should do something to make North Korea friendlier to everyone.

Of course, nobody wants war. I always pray for peace around the globe. Absolutely there is no substitute for extreme peace. ****** Sen. Trillianes is set to file graft and corruption charges against Paolo Duterte, son of the president. I hope the court which might handle the matter will act without fear or favor for the litigants. As I said weeks ago we need oppositions in our system to arrive at a checkand-balance view of real democracy. We need more opposition leaders, those

who are brave enough to face the might of Duterte.

The corrupt oppositions better go to hell. Go on Sen. Trillianes. ****** If the Marcoses are sincere in their desire to return the loot during the regime of Pres. Marcos and seek for immunity to suits, let them return all the wealth of the government now in their possession. At least the civil liability is extinguished completely, but they should be prosecuted criminally. ****** There is a Filipino TV channel called “24 Oras” that features killing, robbery, kidnapping, police brutalities and the like that will raise your hair in extreme fears. Every minute of the program is about criminalities in the country and nothing else. Crimes that supposedly happened within the day. Filipinos living in foreign lands who plan to visit the country are truly apprehensive as they consider it very risky and suicidal.

Could you believe that out of about eight thousand of people killed in the country connected to the war on drugs, only 71 cases were filed to date?

And the murder of teenagers, etc. are still going on every day rain or shine. I cannot figure out how we can reach real justice on the matter, especially the innocent victims who were

It is observed that the number of motorcycles and motor vehicles using the modified or deteriorated muffler or exhaust (tambutso) traversing along the streets, and highways in the Province of Misamis Occidental has remarkably increased. The improvised or modified muffler produces an unusually loud sound that causes noise pollution which is hazardous to health. This circumstance was confirmed

by World Health Organization (WHO) report, which defined noise as an “unwanted sound” which can affect human health and well-being, including annoyance reaction, sleep disturbance, interference with communication, and effects on performance and social behavior.

It further states that exposure to noise levels at or above 80 decibels has been medically proven to cause permanent hearing loss.

This exposure to noise has also been associated with changes in blood pressure, other cardiovascular changes, problems with the digestive system and general fatigue.

To address this problem, the Province adopts measures to safeguard the constituents from pollution, and for the preservation of the natural ecosystem in consonance with approved standards on human settlements and environmental sanitation, thus,

BE IT ORDAINED by the Sangguniang Panlalawigan of Misamis Occidental in Session:

SECTION 1. TITLE. This Ordinance shall be known as, “An Ordinance Prohibiting the Use of Modified Muffler or Deteriorated Muffler or Exhaust (Tambutso) in All Motorcyles and Motorized-Vehicles for Private and Public Use Travelling within the Province of Misamis Occidental, Providing Penalties thereof, and for other Purposes”;

SECTION 2. SCOPE. This Ordinance shall apply to all motorcycles, and motorized-vehicles operating and travelling within the jurisdiction of the Province of Misamis Occidental regardless of use and ownership;

SECTION 3. DEFINITION OF TERMS. As used in this Ordinance, the following terms shall mean:

Deteriorated Muffler means a muffler which is already old, overused, and in worst condition that emits distractive and annoying sound; Driver is a person who is fit to drive and control a vehicle; Duly Deputized Personnel refers to any person trained by an accredited institution to man traffic and conduct inspection to any vehicle having a modified or deteriorated muffler, duly authorized by LTO or LGU; Motorcyle refers to any two or three-wheeled motor vehicle designed for different purposes such as for long distance travel, commuting, cruising, racing, and off-road riding; Motor Vehicle refers to any four-wheeled vehicle or more and propelled by fuel-fed engine or by any means other than human or animal power constructed and operated principally for the conveyance of persons and transportation of goods for private and for public use; Muffler refers to a device that reduces the noise from the exhaust of an internal combustion engine; Modified Muffler refers to a device attached to a motor vehicle on which a sound booster and other sound emitting device is installed in order to increase noise; Noise refers to any unnecessary, erratic, annoying, discordant loud or blaring sound which annoy, disturb, distract or offend the senses; Noise Pollution refers to the emission of loud, excessive, disturbing, unhealthy sound amplification devices or equipment and/ or other sources of sound such as, but not limited to, commercial, industrial and construction activities, vehicle exhaust, modified mufflers, animal noise, and noise produced by human beings such as loud conversation and laughter and found to exceed the normal allowable decibel ratio; Operator is a person who operates, own a motorcycle or a motor vehicle for public use; Person refers to any being, natural or juridical, susceptible of rights and obligations or being the subject of legal action; and Traffic Task Force refers to any person designated by LGU in which its main function is to manage traffic, implement traffic rules, and will charge the violators of this Ordinance and will impose the penalties as provided.

SECTION 4. RANDOM INSPECTION. The Land Transportation Office (LTO), the Land Transportation and Franchising Regulatory Board (LTFRB), the PNP-Highway Patrol Group (HPG) and any duly “authorized personnel” by any concerned agency or LGU shall conduct a random inspection on all motorcycles or motorized-vehicles for private and for hire operating and travelling within this Province;

SECTION 5. PROHIBITED ACTS.

a. Any person driving a motorcycle or any motorized-vehicle for private or for hire with a modified muffler that increases the sound emitted by the vehicle which results to public disturbance travelling within the streets and highways of the Province; b. Any person who sells a modified muffler used to increase sound of a motorcycle or any motorized-vehicle; c. Any person caught modifying mufflers used to increase sound of a motorcycle or any motorized vehicle whether for a fee or free

SECTION 6. PENAL CLAUSE.

6.1 Any person who commits the prohibited acts as stated in Section 5 a:

a. First Offense: Reprimand

b. Second Offense: A fine of P 1,000.00 and confiscation of modified muffler

c. Third Offense: A fine of P 5,000.00, confiscation of modified muffler and suspension or revocation of Driver’s License, and suspension or revocation of Franchise to operator of for hire motorcycles or motorized-vehicle.

6.2 Any person who commits the prohibited acts as stated in Section 5 b:

a. First Offense: Reprimand

b. Second Offense: A fine of P 1,000.00 and confiscation of modified muffler

c. Third Offense: A fine of P 5,000.00, confiscation of modified muffler and suspension or revocation of business permit.

6.3 Any person who commits the prohibited acts as stated in Section 5 c:

a. First Offense: Reprimand

b. Second Offense: A fine of P 1,000.00 and confiscation of modified muffler

c. Third Offense: A fine of P 5,000.00, confiscation of modified muffler, and imprisonment of six (6) months.

SECTION 7. IMPLEMENTING AGENCY. The Land Transportation Office (LTO), the Land Transportation and Franchising Regulatory Board (LTFRB), the PNP-Highway Patrol Group (HPG), the Philippine National Police (PNP), and the Provincial Government-Environment and Natural Resources Office (PG-ENRO), the Traffic Task Force in LGUs and the duly deputized personnel appointed by LTO or LGU are tasked to implement this Ordinance;

SECTION 8. SEPARABILITY CLAUSE. If for any reason, any part or provision of this Ordinance shall be held to be unconstitutional or invalid, other parts or provisions hereof not affected thereby shall continue to be in full force and effect;

SECTION 9. AUTHORITY. This Ordinance is pursuant to R.A. 7160, “The Local Government Code of 1991”, P.D. No. 1152, “Philippine Environment Code” and R.A. 4136, “The Land Transportation and Traffic Code”;

SECTION 10. EFFECTIVITY. This Ordinance shall take effect Fifteen (15) days after publication in a newspaper of general circulation in the Province.

Among the concerns which he brought up were several clarifications on the free tuition in state colleges and universities, the installation of window grills, comfort room and insulators in classrooms.

Dutete awards ‘heroic’ soldiers DAVAO CITY - President Rodrigo Duterte handed out several awards to distinguished military and civilian personnel of the Eastern Mindanao Command during its 11th anniversary rites held at Camp Panacan in Davao City.

The Commander-InChief who was Eastmincom’s guest-of-honor handed out Gold Cross Medals to 1 st Lt . Robert Wanawan Jr., 2 nd Lieutenant Dennis Cortejo, PFC Alex Gocela, SSgt, Dexter Baldisaca and Cpl Renato Antecristo.

1 st Lt . Wanawan of the 28 th Infantry Battalion was cited for gallantry in action during an encounter with a group of New People’s Army guerrillas in Lupon, Davao Oriental which resulted in one NPA killed and the recovery of guns and improvised explosive devcies (IEDs).

2 nd Lt . Dennis Cortejo and Pfc Alex Gocela of the 39 th Infantry Battalion were cited for their heroism during an encounter with the NPAs in Kiblawan Davao del Sur which resulted in the death of two guerrillas and the recovery of firearms.

In partnership with the City Government of Tagum, the University of Mindanao Tagum College offered a free training on Basic Computer Literacy for Tribal Leaders.

The training featured a series of seminar workshops that taught the participants on how to use the computer and some of its essential applications for business communication such as MS Word and PowerPoint.

This activity fell under the banner project of the UMTC Department of Engineering Education Community Extension Service, coordinating with the City Tribal and

Muslim Affairs Office and City Literacy Coordinating Council.

Complete with high-quality facilities and PC units, the UMTC Computer Laboratory served as a conducive venue for the workshop, maximizing the effectiveness of learning how to deal with basic computer applications through interactive hands-on training.

The first set of workshop

scheduled last September 2, 2017, was well-attended by a number of tribal leaders composed of 22 Brgy. Tribal Chieftains, 3 Brgy. IPMRs, 4 Federated Presidents (Youth, Women, Elder, Bagani), and 22 Brgy. Tribal Secretaries).

DAVAO CITY -The 3rd Annual Commemoration of the September 18th World Alliance of Religious Peace (WARP) Summit is scheduled on Sept. 17-19, 2017 in Seoul, Republic of Korea.

The commemoration of the September 18th WARP Summit is an annual gathering of various sectors of society that share a common

SSS obtains 94 percent trust rating, tops 8888 resolution rate State-run Social Security System (SSS) ranked as one of the most trusted government agencies in the country and has the fastest turnaround time in resolving Hotline 8888 cases.

Filipinos gave a 94 percent trust rating to the SSS based on the 2017 and fifth Philippine Trust Index (PTI), a survey conducted by the communications agency EON Group.

Social Security Commission (SSC) Chairman Amado D. Valdez welcomed the results of the survey.

In a report, the Bureau of Local Employment (BLE) said PhilJobNet recorded a total of 12,767 vacancies, of which 1,406 were for nurses.

However, the business process outsourcing sector still posted the most number of vacancies with 7,226. This is the third week in a row where the portal recorded the most number of vacancies for call center agents.

GSIS cuts retirement, loans processing time Clark, Pampanga. In his first ever consultation with GSIS stakeholders, Chairman Francisco T. Duque III engaged more than 500 members and pensioners in the province of Pampanga, to hear their concerns and inputs on how the state pension fund could further improve its services.

During the dialogue, Duque bared the new thrusts that GSIS is implementing this year including the reduction in the processing period for retirement and life insurance, motor vehicle and service loans, and the conduct of financial literacy programs for new government entrants and retiring members.

“Retirement and life insurance claims are now being processed within 30 days from 90 days, even shorter than the prescribed 90-day processing time under the law.”

GSIS also reduced the processing period for motor vehicle claims from 45 days to 40 days, as well as all service loans including the consoloan or salary loan, to three days from five days.

“We will further help our members protect their hard-earned retirement benefits through the conduct of financial literacy programs in cooperation with the Civil Service Institute, the Philippine Deposit Insurance Corporation and other known financial literacy experts”.

The Chairman also unveiled the new vision of GSIS that is anchored not only on providing excellent service but on the aspiration to be among the top three defined-benefit pension fund institutions in the ASEAN region.

“The new Board demands that GSIS surpass its achievements in the last six years and

level up by competing in the international arena.”

Duque is confident that GSIS will realize its new vision citing that as then Chairman of the Civil Service Commission (CSC), he has witnessed the pension fund’s transformation from a “poster child of complaints to the leading exemplar in service delivery under the Anti-Red Tape Act (ARTA) customer feedback survey”.

He stressed however that GSIS has no room for complacency with even more challenges to face. Duque said that one of these concerns is the need to improve the loan collection efficiency of agencies, particularly the Department of Education (DepEd), whose personnel accounts for more than half of the GSIS membership.

“We are discussing a new program with DepEd that will

help improve the financial capability of its personnel, and we hope to launch it within the year.”

In this connection, Duque welcomed the issuance of DepEd Order No. 38, which prioritizes the payment of GSIS premium and loan payments over all other private lenders.

“We are heartened by the quick response of Secretary Leonor Briones who tasked the department’s liaison and agency authorized officers (AAOs) to ensure that the Php4,000 net take home pay under the General Appropriations Act is observed, after GSIS loan amortizations are deducted.”

AAOs are responsible for approving the loans of agency personnel before endorsing the application to GSIS for processing.

Under COA Memorandum No. 2017-15, Chairman Michael Aguinaldo ordered all auditors to report delinquent agencies that are remiss in

Who should have been blamed for this war? According to some cynics and pundits alike, it should be the local chief executives of Lanao Del Sur and Marawi City, for tolerating the Maute terror group by roaming around the city armed to the teeth. What we need by now is to pray to God that the war in Marawi will end in much too soon. The Bible has explicitly said in 2nd Chronicles Chapter 7 verse 14, that prayer is a solution to the problems in Marawi City, which states: “And if My people who are called by My name, and will humble themselves, and will pray and will seek My face and will turn from their wicked ways, then I will hear from heaven and will forgive their sins and will heal their land.”

Why should we not try to pray together to God for the early end of the war in Marawi?

In Iligan City, City Mayor Celso G. Regencia has alerted the residents to be vigilant so that no terror group would terrorize Iligan City, the way the Maute terror group has done in Marawi City up to now.

Effective security measures have been in-placed even in hinterland barangays. Our policemen and the military have the full support of the City Government of Iligan. In fact, they have provided, by logistics needed to combat crimes and terrorism, for the safety of the people of Iligan City, more particularly, for the safety of shoppers, especially in Gaisano Mall and Robinson Place and, of course, during the celebration of the feast of St. Michael Archangel.

PIDS’ expert tackles fiscal federalism in Zambo forum AS debates on federalism in the country heat up, state think tank Philippine Institute for Development Studies (PIDS) makes it one of the main topics of its Development Research Policy Month (DPRM) celebration this year.

Pursuant to Proclamation No. 247 issued in 2002, PIDS has been designated as lead agency in the annual celebration of the DPRM every September to promote the significance of evidencebased research in program planning and policymaking.

This year’s DPRM theme is “Strengthening Decentralization for Regional Development” or “Pagpapatibay ng Desentralisasyon Tungo sa Kaunlarang Panrehiyon” to emphasize the need for in-depth reflections and evidence-based analyses not just on federalism but also on decentralization reforms in general.

During the 3rd Mindanao Policy Research Forum, which is one of the activities lined up for the DPRM, held at the Ateneo Zamboanga de Zamboanga Auditorium on September 7 (Thursday), PIDS’ public finance expert Rosario Manasan presented the findings of her study on the possible fiscal impacts of shifting to a federal form of government.

Manasan talked about the importance of properly allocating financial resources to each level of government under a federal system. According to her, the allocation of fiscal resources may enable or constrain governments in the exercise of their constitutionally assigned legislative and executive responsibilities.

She also noted that taxing powers and expenditures are important instruments for regulating the economy.

The PIDS senior research fellow underscored that each level of government must have enough revenues to finance basic services for the public.

In a federal system, taxing and spending powers are decentralized to local governments or federal states, which give them a free hand to decide how and where to use their budgets. With this setup, Manasan said, they will be able to spend their funds on projects and policies that are responsive to the needs of their localities without seeking approval from the national or federal government.

Citing some practices in the distribution of taxing powers in federal states, Manasan pointed out that customs and excise taxes are assigned most of the time to the federal or national government. The same goes with corporate taxes. However, in some federations, these may be under the concurrent jurisdiction of federal and state governments.

For personal income tax, Manasan said this may be more directly attributed to the location of residence. But in the case of Austria and India, personal income tax has been exclusively under the federal or national government.

Sales or consumption taxes are shared by both federal and state governments, she added.

Furthermore, Manasan raised the possibility that some local government units may not be ready for the shift to federalism especially in terms of development and

financial stability.

To address the risks of greater disparities under a more decentralized form of government, Manasan said policymakers must design a feasible intergovernmental transfer, which could be in the form of tax shares, unconditional block grants, or specific purpose conditional grants to assist poorer states or regions.

It can also be through equalization arrangements, which are administered by the federal or national government to help poorer states just like the current practice in Germany, Canada, and Switzerland.

Aside from Manasan, speakers including Dr. Romulo Emmanuel M. Miral Jr., director-general of the Congressional Policy and Budget Research Department, and Mr. Jonathan Malaya, executive director of the PDP Laban Federalism Institute were also at the forum.

The activity, which was coorganized by the Mindanao Development Authority and the Ateneo de Zamboanga University, was attended by members of the academe, civil society organizations, national government agencies, and local governments in Mindanao.

Meanwhile, a press conference was also conducted during the event to promote awareness about the DPRM celebration and explain its overarching theme to the press. This is part of the series of regional media road shows organized by PIDS in partnership with the central and regional offices of the Philippine Information Agency.

Then, the NBI said they still have about 400 kilos of the Shabu in their custody as evidence in court. Drilon asked the whereabouts of the balance and urged the NBI to submit a detailed, complete report about the illegal drug in their custody in today’s (Monday) hearing.

Drilon admonished the NBI and the PDEA that failure to dispose the illegal drug within 48 to 72 hours means imprisonment.

In a bid to help alleviate the living conditions of the evacuees, team members from AboitizPower subsidiary Therma South, Inc. (TSI) gathered donations in an employee-

The pooled donations, comprised mostly of ready-to-eat Halal food, clothing, sanitary kits, toys were turned over to the Mindanao Development Authority (MinDA) last 17 August 2017.

“TSI’s donation is very timely with the development of the situation in Marawi. Donor fatigue has started to set in, so we are grateful for this

donation that we can send to the evacuees,” said MinDA Deputy Executive Director Romeo M. Montenegro.

“With a lot of evacuees still displaced, there remains a need to continuously support our Muslim and Christian fellows. We hope that more people will be spurred to extend help,” said TSI Vice President and Plant Manager Valentin S. Saludes III.
