THE Presidential Communications Operations Office (PCOO) clarified that funding for the Duterte administration’s federalism information campaign was never included in its budget.

PCOO Assistant Secretary for Operations and Legislative Affairs Marie Rafael made this clarification after she, in a hearing at the House of Representatives last week, bared that the federalism information campaign was not included in her agency’s proposed budget worth PHP1.679 billion.

Rafael said that this has always been the case since there is already an existing Inter-Agency Task Force (IATF) on Federalism and Constitutional Reform leading the federalism information campaign, with the Department of the Interior and Local Government (DILG) as lead agency.

OPAPP, TESDA ink deal to assist decommissioned MILF troops

MARAWI CITY, Lanao del Sur -- The Office of the Presidential Adviser on the Peace Process (OPAPP) and the Technical Education and Skills Development Authority (TESDA) signed a memorandum of agreement (MOA) on Friday, September 6, in Cotabato City to assist decommissioned troops of the Moro Islamic Liberation Front (MILF).

Under the MOA, OPAPP and TESDA will jointly undertake initiatives which are in line with the implementation of the Normalization Process under the Comprehensive Agreement on the Bangsamoro (CAB) and the Six-Point Peace and Development Agenda of Duterte administration.

The agreement includes the promotion of conflictsensitive and peace-promoting approaches in the Bangsamoro communities; establishing a mechanism to facilitate coordination between the two agencies for the implementation of programs and projects intended for the Bangsamoro; and creation of an OPAPPTESDA National Technical Working Group that will help in the realization of the provisions of the MOA. Chief Peace Adviser Carlito Galvez Jr., said these interventions aim to assist decommissioned MILF combatants transform their lives from revolutionary combatants into peaceful and productive citizens.

The TESDA’s assistance will focus specifically on developing a skills training program and providing scholarship grants that will help the former combatants find employment opportunities and earn a decent living to support their families.

DILG 10 calls support of Provincial Board Members to end insurgency CAGAYAN DE ORO CITY -- Gearing up towards ending local communist armed conflict in the country, Department of the Interior and Local Government (DILG) Region 10 further calls the active engagement of the Provincial Board Members League of the Philippines (PBMLP) to end insurgency.

BSP Enhances Guidelines on Voluntary Surrender of a Banking License THE Monetary Board of the Bangko Sentral ng Pilipinas (BSP) has approved the enhanced guidelines on voluntary surrender of a banking license either with a plan to proceed to voluntary dissolution and liquidation or to keep the entity’s corporate/cooperative life and convert into a non-bank entity.

The streamlining of the guidelines emphasizes the primary requirement that only a bank in sound financial condition and does not have any of the grounds to prohibit it from doing business under Section 30 of Republic Act (R.A.) No. 7653 or the New Central Bank Act, as amended, may be allowed to undergo voluntary surrender of its

banking license.

The guidelines cover instances of voluntary surrender where no creditors will be affected during the resulting voluntary dissolution or the conversion into a non-bank entity. At the minimum, the applicant bank will ensure immediately accessible funds equivalent to its outstanding deposit obligations to provide assurance on the repayment of depositors.

The guidelines also stressed that even after the surrender of banking license, the BSP may impose sanctions to concerned bank’s directors, officers and employees who are found to have violated banking laws, rules and regulations.

Palace urged: Subject POGOs to cyber, laundering audit AN infrastructure-oriented thinktank is urging Malacanang to order a comprehensive cybersecurity and money laundering audit of all Philippine Offshore Gaming Operations (POGOs) in the country.

“With President Rodrigo Duterte standing firm on allowing POGOs to operate despite Beijing’s state-level request to ban Chinese-led gaming operations, Malacanang should now order state agencies involved in preventing cybercrime and money laundering to assess the risks posed by POGO activities,” said Terry Ridon, Infrawatch PH convenor and former House ICT committee member.

Pagcor audit grossly insufficient Ridon said the third-party service provider engaged by the Philippine Amusement and Gaming Corp.

Use of cryptocurrency in POGOs skirts money laundering controls Ridon, who studied cybersecurity at the Harvard Kennedy School, said that government should investigate whether POGOs use cryptocurrencies to skirt money laundering controls for casino operations.

“Cryptocurrencies are currently not subject to any reporting mechanism for money laundering.

Casino money laundering controls are limited only to cash transactions involving an amount in excess of Five Million Pesos (P5,000,000.00) or its equivalent in any other currency. But Bangko Sentral ng Pilipinas (BSP) Circular No. 944, series of 2017, explicitly declares that cryptocurrencies ‘do not have legal tender status.’ As such, a

cryptocurrency equivalent of more than five million pesos per transaction is able to enter-and-leave the Philippine financial system without notice and limit by Philippine authorities.”

Ridon also said that Chinese-owned and operated cryptocurrency companies servicing POGOs have set up offices in Metro Manila’s financial hubs.

I keep on writing columns for several papers from all over the world since the early 1980’s. Sometimes, while writing, I am indeed not in a good mood. I rewrite and rewrite - and then the moment comes, I am asking myself: “Do the readers of this publication really like to read my columns?”

Anyway, I try my best. It’s actually a sweet day today, so sunny, so calm, so bright, it’s like the bridal of earth and heaven. The grandeur of God flames out like shining from shook foil. I feel like as the waves make towards the pebbled shore.

An incredible and peaceful Sunday, while writing this piece.

I observed again a multi national couple somewhere

in my neighborhood fighting each other. Gosh. Stupid people have an uncanny way of hitting the right nail on the head with the wrong hammer!

Maybe, you are angry also right now, while reading this. You are angry, even for others it’s a beautiful day.

You are angry? It’s okay.

We are all battling against one of the most powerful emotions known to man anger! Anger. A day rarely goes by without us feeling angry. Or, maybe seldom a days goes by without feeling anger... .

Anger is the main part of our daily life. That’s why it’s really important to talk about this phenomenon.

What is anger, what does it do and how does if affect our

lives? Where does it come from and how can we learn to handle it in a constructive instead of destructive way?

Only, if the roots of our anger exposed and explained, we can defuse its explosive and dangerous potentials.

As I said earlier, anger is one of the most basic emotions. Everyone can get angry. You and me?

Now, later, tomorrow...! It’s a feeling of being against something or someone.

Anger is a hostile emotion that sets people against one another, or even themselves. By its nature, anger involves opposition, hostility, hatred and disliked. It happened between Filipinos, and between Filipinos and foreigners as well, living here in the Philippines. It

as provided for in Executive Order No. 79, I would say that this partnership or this agreement between and among our offices is very much expected.

Consistent with the Comprehensive Agreement on the Bangsamoro (CAB) and the Annex on Normalization also under Executive Order 79, through TESDA’s trainings and scholarships, we hope to contribute to development of the Bangsamoro communities.

In the pursuit of just and lasting peace in the Bangsamoro region, we acknowledge the need to ensure human security, and we at TESDA are very much willing to provide our services to equip our to-bedecommissioned combatants with appropriate skills training.

Through this, our to-be decommissioned combatants would have no reason to worry about their future and even their families. We will ensure that with the proper skills, they would be able to pursue sustainable livelihood.

Public urged to wait for DA directive on pork consumption MANILA -- Keep calm and wait for the Department of Agriculture (DA) to issue directives on slaughtering and eating pork, Malacañang said on Monday.

Presidential Spokesperson Salvador Panelo made this advice after DA announced that confirmatory Polymerase Chain Reaction (PCR) tests showed that it was African swine fever (ASF) that prompted the depopulation of more than 7,000 hogs in Bulacan and Rizal farms last month.

“The reasonable thing to do is to avoid it but I’m sure the DA will be issuing circulars relative to that.

Me, I’m avoiding it but this morning I ate,” Panelo said in a Palace briefing.

“We have to wait for the DA Secretary exactly if it’s safe, which part of the areas are safe. If some areas are affected by the African swine fever then the reasonable thing to do is to do whatever the DA Secretary will tell us,” he added.

Panelo assured the public that the DA has implemented measures to keep the animal virus controlled.

“I think there is no need to worry considering the DA Secretary has not cautioned us not to eat or to avoid.

TAGUM CITY -- The City Government of Tagum under the leadership of Mayor Allan Rellon strongly condemns the murders carried out in Tagum in the past month, the last of which was perpetrated very recently on the person of Judylou Palas, 21.

In a statement of condemnation of the city government, reads the followings: The act of violence that targeted the hapless individuals in Tagum City is barbaric, yet smacked of cowardice in view of the perpetrators’ perceived cloak of anonymity.”

We call on the Tagum City Police Force to ensure that the perpetrators of these murders be brought under the mantle of justice so that they can be meted with the penalty that is commensurate to the heinousness of their crimes.

DA-11 upgrades pest, disease diagnostics

DAVAO CITY -- The Department of Agriculture in Davao Region (DA-11) has intensified its pest and disease detection for agricultural crops through its mobile pest clinic (MBC), a first in Mindanao.

Marilou Infante, DA-11 Regional Crop Protection Center (RCPC) chief, said farmers in remote areas can bring at designated public places samples of their plants and consult with a technical team that consists of pathologists, entomologists, and other experts.

“We will identify areas where there is an outbreak.

If there is none, we will coordinate with the local government units for a possibility of serving the people through a caravan,” Infante told Philippine News Agency (PNA) on Sunday.

She said the MBC was funded by DA-11 rice program for PHP2.3 million which was turned over to their office last September 2.

Are you frustrated because your child refuses to eat anything other than hot dogs and fried chicken in the last few weeks? Worried because he might not get the enough nutrients required for his age? Well, feeding your child does not necessarily have to be a wearisome and complicated job.

The first thing to do is to acknowledge the situation. Respect your child’s your child’s appetite or even the lack it. The recognition is a great leap towards change in attitude.

Do not force, bribe, or reward a child for eating.

This will only give them a sense of control and power over food and over you as his or her parent.

Schedule a timing for eating. Usually, kids only eat when hungry. So enforcing a routine may give them an idea on proper frequency of feeding. Give healthy snacks at least one hour before meals so they go to the table on meals already hungry. Be patient and give them time to adjust to a new kind of food.

Eating doesn’t have to be boring. Bring life to meals by using different shapes, colors and sizes. Inculcate your child’s imagination by letting him help with cooking, preparing, setting the table and shopping for ingredients.

Eating can be an enjoyable bonding moment!

Understanding the health literacy of Filipino adults is important because so many aspects of finding health care and health information, and maintaining health, depend on understanding written information. Many reports have suggested that low health literacy is associated with poor communication between patients and health care providers and with poor health outcomes, including increased hospitalization rates, less frequent screening for diseases such as cancer, and disproportionately high rates of disease and mortality (Baker et al.

1998; Berkman et al.2004; Gordon et al.2002; Lindau et al. 2001; Rudd et al. 1999; Williams et al. 2002). Low health literacy may also be associated with increased use of emergency rooms for primary care (Baker et al.

2004). These findings have implications for the costs of caring for patients with low health literacy.

Health is recognized as having physical, mental, social and spiritual components. This however cannot be achieved if a patient does not possess a basic knowledge of health. Health literacy is a huge problem for controlling health care costs, says a new study published by the Institute of Medicine. By “health literacy,” they mean the ability of the general public to read and understand basic health information (Adams, 2004). Therefore, the measurement of health must go beyond such objective measures as morbidity, mortality and limitations in activity. To see whether the knowledge of patients is sufficient is vital in determining the success of a health care regimen.

Being knowledgeable of the health care regimen is very vital to its success. But studies reveal that up to half do not understand basic healthcare information. Furthermore, many patients conceal this lack of knowledge as this may be perceived as something negative.

This also has a negative effect on the success of the health care regimen and increases the risk of medical error. This study aims to dig deeper into this problem, find out who these people are and discover ways to improve health behaviors in persons with low health literacy.

It is well and good that both our agencies ensure, through this MOA, that all our intervention components are conflict-sensitive and peace promoting.

Rest assured that TESDA will design the technical education and skills training programs in support to the Normalization process on the Bangsamoro for the MILF-Bangsamoro Islamic Armed Forces (BIAF) combatants, their dependents and communities. This will also include the six previously MILF-acknowledged camps, as stated in our agreement.

Together with the competent men and women of TESDA, we would like to assure OPAPP and the beneficiaries that we will deliver timely, appropriate and efficient skills training programs following the mechanisms of EO 79.

“Pursuing peace for its own sake would simply be a rigid, rational exercise of robotic obedience. Order and the law would be strictly observed. Activities would be controlled and independent initiatives would be limited.

Everyone just conforms to a set of standard or rules and regulations. Yes, this could result in a landscape of peace. but, the absence of cultural creativity and the colorful flowering of the imagination with its vast horizons of beauty would result in a stale, stagnant, and petrified world.

He said that for the colloquium, he has intentionally veered from government work and government talk.

Max Tutor, Chairman of KBP Agusan del Sur-Surigao del Sur Chapter, said the KBP national leadership has urged different chapters in the country to prefer planting indigenous species rather than commercial planted species.

KBP has targeted at least a million seedlings every year during the nationwide activity.

As expected, the tree planting in the hilly middle part of Mt. Magdiwata watershed has achieved a thousand seedlings as each participant that includes secondary and college students, police and Army men, teachers, staff of the Municipal Environment and Natural Resources Office and Municipal Disaster Risk Reduction Management Office and media workersa, planted at least two seedlings each.

In Bayugan City, the activity led by Alfredo Plaza, station manager of DXDA station has also drawn residents from different sectors with 1,500 seedlings planted in the hilly portion of the mountain in Calaitan village.

In Surigao del Sur, some 500 people joined the tree planting activity in Barangay Patong which drew police and Army soldiers.

The participants were taught the proper handling of the new seedlings and a technique how to plant it in the woods so that it can survive up to the time it can stand on its own when it matures in the next few years.

To their big surprise media practitioners witnessed how the seedlings they planted in 2015 had already grown robustly.

Residents of Koronadal City avail free health services

RESIDENTS of Barangay New Pangasinan in Koronadal City in the province of South Cotabato have availed of free health services during the recent medical mission of Filinvest’s FDC Misamis Power Corporation (FDC Misamis), in collaboration with South Cotabato I Electric Cooperative (SOCOTECO 1) Foundation, Inc. A total of 444 residents from various age groups benefitted from the project, which offered free medical, dental and optical check-up, free medicines and a feeding program for children.

Ellen Mesias-Kuan, concurrently SOCOTECO 1’s corporate planning manager and SOCOTECO 1 Foundation’s acting executive director, said the mission, aside from the fact that there is a need to address the malnutrition problem in the area, is a “repayment” to the barangay

for all their support to the coop’s various programs and projects.

“Although New Pangasinan is an urban area, malnutrition here is quite prevalent especially among kids,” Kuan said.

“That’s why no amount can really quantify the happiness we felt in holding the mission here,” she went on.

“Thank you FDC Misamis for allotting a part of your blessings to our customers here in New Pangasinan.

Together, we are developing the culture of sharing, and we are touching the lives of ordinary people.”

Special needs Among the many beneficiaries, two stood out that needed the most medical attention.

Gloria Bonilla, a 58-year old widow of Purok Sampaguita, caught the attention of many when she arrived at the

mission with her improvised wooden walker.

Bonilla became physically challenged after she had fallen from a coconut tree six years ago.

Volunteer-doctors Glenn Doctolero and Butch Vego immediately attended to her, especially when they found out that she has a lot of bedsores around her hips and buttocks.

Both diagnosed Bonilla of having peroneal paralysis, a paralysis of the nerves of the limbs.

“Madamo gid nga salamat FDC Misamis kag SOCOTECO 1 (Thank you FDC Misamis and SOCOTECO 1),” uttered the Hiligaynonspeaking Bonilla.

Aside from availing free of medical check-up and wound dressings, Bonilla also received free medicines.

Accompanied by his wife, Eufemia, the sexagenarian is presently battling diabetes for two years, which gradually causes his loss of vision.

Like many, Siva does not have the financial capabilities to go see a doctor. Through the mission, he finally got the chance to know the current status of his diabetes, hence was very appreciative.

Similarly, the Barangay Council of New Pangasinan expressed gratitude to the project proponents for conducting the medical mission in their community.

Fulfilling promises Aside from Koronadal, FDC Misamis also had initiated the same medical missions in Barangay Poblacion 1-Mambajao, Camiguin in February; Maco, Compostela Valley in March and Barangay Spring, Kibawe, Bukidnon in May. For the power firm’s management, these missions are proofs of their commitment to fulfill its promises to local communities.

“We are just fulfilling one of our many promises to

serve all Mindanaoans even beyond our host communities in Misamis Oriental,” said FDC Misamis President and Chief Executive Officer (CEO) Juan Eugenio L. Roxas.

“For as long as it is within the gamut of our Corporate Social Responsibility (CSR), we will never cease doing things meant for the betterment of our every stakeholder,” Roxas added.

Meanwhile, the Koronadal mission also gathered 46 volunteer-doctors and nurses, among other medical personnel from the South Cotabato Medical Society (SCMS), Philippine Medical Association (PMA) Department of Health (DOH) Region 12, Provincial Health Office (PHO) of South Cotabato and City Health Office (CHO) of Koronadal.
