Compound of eccentric lawyer Pamatong raided Espenido now assigned in Iloilo

CAGAYAN de Oro City-The sprawling compound owned by lawyer Elias Pamatong here was raided Thursday dawn by the Martial Law Special Action Group (MLSAG) resulting to the confiscation of a firearm and explosives.

Pamatong has been an eccentric figure in the country every now and then and has faced several criminal cases and arrested many times but somehow eluded jail after no court has yet convicted him of any crime.

The MLSAG with assistance from the Cagayan de Oro City Police Office (Cocpo), the military’s Task Force Oro, Criminal Investigation and Detection Group (CIDG), National Bureau of Investigation (NBI) and 4th Military Intelligence Battalion raided the seaside property in P-13, sitio Tabocnai, barangay Tablon at around 5:00 a.m. by virtue of 42 search warrants equivalent to the number of houses in the complex.

Pamatong inherited the area after its owner, another fringe cult-like individual named Edmundo Pamintuan, died in 2002.

City Councilor Shandee Llido-Pestano, city tourism council chair, said they have finalized the preparations and lined up activities for the 19th edition of the festivity, which is slated on Sept. 1 to 5.

“Everything is set and we’re ready for the grand opening on Sept. 1,” she said.

The event, which is co-organized by the Philippine Fisheries and De-

velopment Authority, will pay homage anew to the city’s multimillion tuna industry through fresh and traditional activities.

These include the usual crowd drawers tuna float parade, “sugbahan sa dalan,” and the grand fish fest at the city fishport complex.

Pestano said this year’s celebration is giving special attention to the city’s aspirations for the reso-

lution of the conflict in Marawi City and lasting peace in the entire Mindanao.

She said such advocacy inspired this year’s theme: “A PEACEtival of fun — Bida sa Saya, Bida sa Tuna!”

“This year, we considered what has been happening in our neighboring areas so we also made the event as a celebration of peace,” she said.

For the first time, Pestano said the Tuna Festival will be a standalone celebration after the local government moved its charter anniversary celebration to June 15 from the previous Sept. 5.

June 15 was the day the city’s charter was officially signed into law while Sept.

2 drug suspects slain in NorthCot; Donated blood tested positive of HIV another one nabbed in buy-bust KIDAPAWAN City--Two suspected drug couriers were killed in a reported shootout with police operatives in Pikit, North Cotabato, around 2 p.m. Tuesday.

Chief Inspector Romy Castanares, chief of the Pikit municipal police station, identified the slain drug suspects as Edzrapel Dima and Bashir Maniling, both residents of Pagalungan, Maguindanao.

Castanares said some residents of Barangay Batulawan informed them about the presence of Dima and Maniling in their place.

He said the suspects were included in the police’s drug watch list.

Informants told police the suspects were on board a passenger tricycle with body number 5-909 and were on their way to Aleosan.

Castanares said he then dispatched a team to run

after the suspects.

He said that on their way to Barangay Batulawan the policemen engaged the suspects in a running gun battle.

He said Dima and Maniling ignored calls for them to surrender. They lay dead on the highway minutes after the shootout.

They were rushed to the Cruzado Medical Clinic in the poblacion but were declared dead on arrival, he added.

Police recovered from the suspects a mini Uzi caliber 9mm machine pistol and several drug paraphernalia.

Castanares said the operating teams included his men, operatives of the Regional Public Safety Battalion in Region 12, and 2nd Mechanized Company.

In Tulunan town, police arrested a 27-year old farmer in a buy-bust raid,

Tuesday night.

Police identified the suspect as Jonel Ambid, resident of Barangay Maybula, Tulunan.

Based on police records, Ambid has submitted himself to Tulunan police and admitted having engaged in drug trafficking but promised to reform.

But police said he returned to selling drugs despite having undergone ‘Tokhang’ twice after his supposed surrender in 2016.

Allegedly recovered from Ambid during the buy-bust raid were sachets of shabu and other drug paraphernalia.

Charges of violation of Republic Act 9165 of the Comprehensive Dangerous Drugs Act of 2002 were being prepared against Ambid, investigators said.

Linao added that all bags of donated blood are being tested for HIV, Hepatitis B and C, Syphilis and Malaria.

Last year, eight bags of donated blood were found positive of HIV. “We screen the donor while the blood is being checked to determine it is f ree f rom diseases,” Linao said.

Ilonggos’ object Espenido’s assignment as Police Chief

Controversial Police Chief Inspector Jovie Espenido has been relieved of the post in Ozamiz City.

Effective Wednesday Espenido was the new Chief of Police of Ilo-Ilo City, a major trading hub in the island of Panay in the Western Visayas Region.

While there were unconfirmed reports that the people in Ozamiz City were not happy of Espenido’s reassignment, the people of Ilo-Ilo appeared to ‘unwelcome’ the police officer there.

Aside from the Ilonggos’ disapproval of Espenido, some senior police officers have reportedly questioned the assignment of Espenido as Chief of Police of ‘highly industrialized cities.’ The police officers expressed the apprehension that the assignment of junior officers as chief of police in urbanized and industrialized cities violates the manual of the Philippine National Police (PNP).

that the position of the provincial and city directors requires the rank of Police Superintendent or a Senior Superintendent, a graduate of the Public Safety Officer Liaison Executive Course and with a lawyer’s degree or master degree.

Since Espenido is only a Chief Inspector, he is not qualified for the director position in either the province or city.

Even the Chief PNP Director General Ronald De la Rosa understands that Espenido would qualify only as town chief of police or police station commander in highly urbanized cities. De la Rosa even promised that he would talk to President Rodrigo Duterte to discuss the Espenido case.

“But, as the Commander-in-Chief, we could not defy the President’s order,” De la Rosa reportedly explained to senior police officers in Ilo-Ilo City.

President Duterte announced during the commemoration of the “National Heroes Day” Monday that he would assign Es-

penido from Ozamiz City to Ilo-Ilo City this week to check on the Ilo-Ilo City Mayor Jade Mabilog.

Duterte accused Mabilog as illegal drug protector.

Mabilog has denied the accusation.

But, the obvious resistance of the Ilonggos against Espenido, and the reported lack of qualification, to hold the post, Duterte might pull out Pol. Supt. Marvin Marcos, now assigned in Cotabato, as Espenido’s replacement in Ilo-Ilo City.

Both Marcos and Espenido were reportedly involved in the Leyte controversy where the Albuera Town Mayor Rolando Espinosa was killed inside the provincial jail in Baybay, Leyte on November 5, 2016.

It was Espenido who arrested Espinosa in Albera for alleged drug trafficking while the Marcos, then head of the Criminal Investigation and Detection Group (CIDG), and his men served a search warrant against Espinosa.

ing of Espinosa. Duterte pardoned Marcos and his men and assigned to Central Mindanao in Cotabato.

Espenido, who was left in Albuera, was then assigned to Ozamiz City, where he led the combined team of the CIDG, the provincial police and the city police in serving a search warrant for alleged possession of firearms against the Parojinogs early dawn Sunday on July 30, 2017.

Ozamiz City Mayor Reynaldo Parojinog was killed along with 14 others that included his wife Susan, his sister Mona, and brother Octavio, Jr. who was in incumbent provincial board member of Misamis Occidental at the time of the incident.

Duterte has accused Mayor Parojinog as an illegal “drug lord.” An accusation that the Parojinog family and relatives has vehemently denied.

-oooIN DEFENSE OF LAWYERS LIKE ATTY. MANS CARPIO: First a disclaimer: I do not have any acquaintance with lawyer Manasseh (Mans) Reyes Carpio and his wife, Davao City Mayor Sarah Z. Duterte Carpio, and, I am sure they also do not know me, nor are they even aware that I exist.

This should be true, even if in the 2016 elections I campaigned hard and voted for the Duterte patriarch, now President Duterte, in my capacity as the leader of a Christian Church which publicly supported him, and as the legal counsel of two organizations that pushed for his election.

That being the case, let me make the assurance here that I am writing my thoughts in this column today about the issues hounding Mans recently, not to defend him in anyway, for he can do that better himself. I was compelled to speak up if only to say that, contrary to insinuations by

Sen. Antonio Trillanes IV, there is no prohibition for a legal practitioner who has relatives in power to engage in the practice of law in the Philippines.

-oooL AW Y E R S C A N N O T CHOOSE THEIR CLIENTS: In this countr y whose fascination for the law and for lawyers knows no bounds, lawyers like Mans and many others like myself are obliged to take on the representation of anyone, or any group, rich or poor, that retains their services. It is not for the lawyer to refuse, especially if what is being asked of him is simply to uphold the law in his defense of his clients.

In fact, even if a client in a criminal case confesses his guilt to his lawyer, the lawyer can not just abandon the client’s cause. He is in duty bound to fully exercise his duties and responsibilities as a legal counsel, not to bend the law and the evidence to favor the client, but to see to it that, as far as the law permits, the client’s rights are not ignored or disregarded in any way.

This is of course problematic for many legal

counsellors, especially if the opponents of their clients are rich and powerful, and wields influence on almost every rung of power in the society. Too often, the lawyer becomes the enemy of their client’s foes, and in cases where the lawyer cannot be swayed to give up the interest of his clients, the lawyer himself is the one targeted for destruction.

Today, however, the emphasis should be on the fact that lawyer Manasseh Reyes Carpio---the son of equally illustrious lawyers--could not be dragged into a controversy simply because of his being a lawyer.

In law, both in theory and practice, every practitioner is to be treated on the basis merely of the merit of his case, and nothing else.

It was therefore scurrilous for anyone, Sen. Trillanes included, to be even mentioning the name of Mans in a clear attempt to link him to a wrongdoing even if there is absolute no proof of that wrongdoing, simply because he visited former Customs Commissioner Nick Faeldon at the Bureau of Customs. What Trillanes has done here is smearing the name of a lawyer with insinuations, with no other evident end but grandstanding.

DOE eyes new process to fasttrack energy projects in EEZ

MANILA – The Department of Energy (DOE) wants energy projects and explorations in the Philippine Exclusive Economic Zone (EEZ) to be expedited promptly and efficiently for the country to move forward in line with t h e g o ver n m ent’s “Ambisyon 2040”, Secretar y Alfonso Cusi said.

In a recent interview with reporters in Taguig City, Cusi said past explorations contracted under the Philippine E n e r g y C ont r a c t i n g Round (PECR) simply took too long with an average turnaround time of two years.

He said a new process will be implemented and will be known as the Philippine Conventional Energy Contracting Program (PCECP), whereby willing investors can propose and determine the area they want to explore within the Philippine EEZ. The PCECP will cover oil, natural gas and coal.

With the DOE administering the PCECP, the energy chief said proposals and bids for future explorations submitted by investors will then be published and subjected to a Swiss challenge to determine if any other investor can better the offer as part of transparency.

“This will facilitate e x pl or at i on b e c au s e there will be no need for a long wait,” Cusi said.

Meanwhile, the DOE is already conducting public consu lt at ions “with a sense of urgency”.

“But we are being analytical and very careful to make sure we find the right investors with the best win-win solutions,” Cusi added. (PNA)

SMC completes construction of new tollway bridge

SAN MIGUEL Holdings Corp., the infrastructure arm of San Miguel Corporation (SMC), has completed the construction of a new bridge of the Southern Tagalog Arterial Road (STAR) Tollway linking Ibaan town and Batangas City.

The 231-meter long Sa-

bang Bridge, which connects Ibaan and Batangas, the last two major exits of the Star Tollway, was found damaged during a routine inspection in December last year, following the onslaught of typhoon “Nina” The damaged section of the Sabang Bridge, which spans 60 meters and located above a 55 meter deep ra-

vine, was demolished to pave way for the construction of a new one.

SMC deployed demolition experts to remove the old bridge similar to methods used in other countries to implode condemned buildings and other structures with high precision within a few minutes.

ZAMBOANGA CITY -The Department of Trade and Industry (DTI) is staging a conference to update concerned stakeholders on policy directions and inform them about the latest in the Philippine Micro, Small and Medium Entrepreneurs (MSME) Development Agenda.

About 400 entrepreneurs from all over Zamboanga Peninsula are expected to attend the one-day activity, dubbed as the 2017 Zamboanga Peninsula MSME Conference, which is set on Wednesday, August 30, in Pagadian City.

The conference is anchored on the theme “The 7 Ms Towards a Prosperous Asean MSMEs.” Dr. Sitti Amina Jain, DTI regional director, on Monday said they have invited business experts as resource speakers to share their knowledge and insights on the opportunities the Asean integration presents, especially in promoting See set, page 11

THE reality is that there is no going back. We live in a connected, wired world.

Students need to be taught how to engage those connections, collaborate and communicate globally in a fluent and skillful way.

ICT refers to the forms of technology that are used to transmit, store, create, share or exchange particular tasks. It is defined as the use of hardware and software for efficient management of information.

Types of ICTs are radio, television, telephony (landlines/mobiles), computers and the Internet. Benefits of ICT can be obtained in education, job training, government efficiency, health care, environmental man-

agement and a lot more.

In the classroom, there is now clear evidence that ICT when used well improves attainment in all subjects. ICT can make significant contribution to teaching and learning across all subjects. It can be a tool for school improvement. ICT is a core skill which is essential for participation in today’s society and economy. The effective and systematic use of ICT is integral to the wider education strategy to bring about further improvements in teaching, both in the classroom and beyond.

It is estimated worldwide that 61 percent of teachers now use the Internet to plan/prepare lessons.

So ICT is now a norm in classroom life.

But just having a team is not enough. You have to be able to trust them to do their job. There is nothing wrong with asking for help and surrounding yourself with talented people who can help you achieve your goals.

Leaders listen. Far too often we spend all of our time talking when we should actually be listening. Stopping to listen to

the ideas of others allows you to be better at whatever it is you’re doing. To be clear, listening does not mean you always have to agree with the other person or change your opinion.

Sometimes I agree with what the individuals say and sometimes I disagree but that is the value in listening. It is always helpful to hear different perspectives on any issues or topic before making a decision, giving you a wider range of understanding.

Leaders never give up.

Even if one door closes, don’t easily give up on something that you are passionate about. After all, every leader experiences some level of setback or failure. The real point is how you respond and overcome such setback.

“Market Access” refers to the basic rules of spotting market opportunities, finding your product positioning and differentiation, product development, market development, basic business finance and plan preparation, as well as developing a system for continuous innovation.

“Mentoring” is an initiative that provides guidance to MSMEs by successful business personalities. They serve as coach to budding MSMEs to help them grow their business.

“Money” is for capital or additional funds to finance expansion of business. It is also important for MSMEs to have the right “Machines” to help them with their productivity.

The DTI, through the competent business counsellors, will help MSMEs in coming up with ideas or business models to start their business.

In recent weeks, dozens of Pamatong’s followers have been arrested in Cagayan de Oro and Iligan cities for wearing military-like uniforms and refusing to recognize the authority of the police.

Alexander Tagum said it has been challenging for the police to launch buy-bust operation the past months because the low supply of Shabu has brought the price from P2,000 per gram to

P12,000 in Davao.

Since April, Tagum said the shabu supply had been sold in small quantity, but the price has gone up.

But this does not stop the DCPO to launch anti-drug operations.

Asked why authorities did not bring the operations to high-end subdivisions and universities, PDEA 11 assistant director Joel Plaza admitted it is one area that is challenging for the authorities as most are reported financiers.

DoT partnered with Guide Union for Inbound and Eco-tours Destination (Guide), Letecia by the Sea Consortium, and Eden Mountain Resort for the project, which is funded by the Asian Development

Bank and the Canadian International Development Agency (Cida).

In Davao, Guide will train 50 industry stakeholders on Basic First Aid and Basic Life Support and Foreign language Course.
