House panel OKs HB 3462

VILLANUEVA, Misamis Oriental--The Committee on Health in the House of Representatives approved House Bill (HB) 3462 during a committee hearing last Monday (September 30).

HB 3462, authored by Misamis Oriental second district Rep. Juliette T. Uy, is a measure that seeks to establish a 25-bed hospital in the municipality of Villanueva, some 26 kilometers east of Cagayan de Oro City.

Uy said the Committee on Health has taken up, deliberated, and approved HB 3462 on September 30.

If enacted into law, she said it will establish the Northern Mindanao District Hospital of Villanueva, which will be under the supervision of the Department of Health (DOH).

In her explanatory note,

Uy said the town of Villanueva is widely considered as the growing industrial hub in the province of Misamis Oriental.

Not only in Misamis Oriental, she pointed out, but even in Northern Mindanao as it has 16 medium to large scale industries.

With its growing local economy and the influx of industrial plants, Uy said there is a steady increase in the population of Villanueva.

“In line with this, there is a need to establish a hospital in the area to ensure that the population is given adequate health care in the quickest possible time especially during emergencies,” said the lady lawmaker adding, “this is essential considering that Villanueva is 26 kilometers away from Cagayan de Oro City where the nearest hospitals are Misamis Oriental second district Rep. mous Region in Muslim Mindanao (BARMM) commissioned a baseline study that will measure the learning performance of its K-3 learners.

CAPDev brings gov’t services, interventions to Lanao Norte

TANGCAL, L anao del Norte--Different government services and interventions was rolled-out in Barangay Beruar, here, Monday, as part of the activation of Lanao del Norte Task Force to End Local Communist Armed Conflict (LTF-ELCAC) and launching of Convergence Areas for Peace and Development (CAPDev) in the province.

At least 14 national government agencies brought their services and assistance to the launching in addition to the Especial Mass-Based Program (EMBP) of the provincial government.

Personnel from the Department of Health (DOH) joined the Provincial Health Office, Philippine National Police, and the Philippine Army in providing medical, circumcision, and dental services.

The Department of Labor and Employment (DOLE) provided a certificate of entitlement worth P297,800 for 10-day emergency employment of 80 beneficiaries under the Tulong Panghanapbuhay Para sa Ating Disadvantaged/Displaced Workers (TUPAD) Program The Philippine Statistics Authority (PSA) facilitated the issuance of CENOMAR, birth, death, and marriage certificates.

The Technical Education and Skills Development Authority (TESDA) provided free massage, hairstyling, manicure, pedicure services.

It also conducted listing of folks who are interested to enroll in TESDA programs and skills profiling for scholarship programs, as well as, skills demonstration on organic chicken and organic fertilizer production.

Interventions from the Department of Agriculture (DA) totaled P2,143,700 consisting of 95HP farm tractor with implements, 750 packets of 5-in-1 Pinakbet vegetable seeds, and 30 bags of OPV corn seeds.

500 Meranao families to get housing project from UN-Habitat MARAWI CITY--A total of 500 families from the most affected area here will receive permanent shelter units from the United Nations Settlements Programme (UN-Habitat).

Groundbreaking for the P500-million project funded by the Japanese government took place Monday.

Bernhard Barth, UNHabitat’s human settlements officer of its regional office for Asia and the Pacific, said the housing project is their “contribution to achieving durable solutions for Marawi’s displaced population.”

He expressed thanks to the National Housing Authority (NHA) for providing the land for the project. “We

are grateful to NHA for granting this patch of land, where in a few months we will see a new community breathe with life,” Barth said.

Task Force B angon Marawi (TFBM), meantime, is helping out in identifying the beneficiaries.

Roderick Ibañez, head of the NHA’s Marawi Project Management Office, said the NHA acquired and developed 39 hectares of land in the city. Ten hectares is intended for the UNHabitat’s permanent housing development.

The NHA, he said, is targetting 1,500 units to be completed in March 2020.

Each shelter unit, which will stand on a 90-square-

meter lot, will be a one-story structure made of concrete with a total floor area of 46 square meters. It will include a toilet and a kitchen, as well as an electrical and plumbing system.

Housing Secretary Eduardo D. del Rosario, who also chairs the TFBM, said the housing project is in line with government efforts to fast-tracking Marawi’s rehabilitation, which remains on track for completion by December 2021.

He expressed confidence in meeting the deadline in rebuilding Marawi in coordination with the 56 member agencies of TFBM. The beneficiaries of the shelter units to be built in the NHA’s Pamayanding

sa Ranaw Residences are among those who can no longer rebuild their homes along the six-meter easement along Agus River, as well as the reclaimed area in front of Lake Lanao.

Skilled internally displaced persons (IDPs) have been initially identified and will be employed in the construction of the permanent shelters through a cash-forwork modality under the livelihood component of the UN-Habitat project.

Construction is expected to be finished in November 2019.

The Rebuilding Marawi Project has adopted a community-based approach that places the community at the center of their recovery

process.

“At the heart of this Project is our partner communities who actively engage with other communities and stakeholders in the rehabilitation work. We believe that people have the inherent capabilities to cope with extreme difficulties once their potential are harnessed. The Project is designed that way to support the rebuilding of their lives and their physical assets,” said Barth.

140,000 migratory birds seek temporary refuge in Sarangani GENERAL SANTOS CITY-Environment personnel in Sarangani province have documented nearly 140,000 migratory raptors taking temporary refuge in the last three weeks in a bird sanctuary in the mountainous areas of Glan town.

Dr. Roy Mejorada, inhouse veterinarian of the Sarangani Environmental Conservation and Protection Center (ECPC), said Monday the count was based on the latest result of the ongoing scientific survey and study in the area on the presence of migratory raptors.

He said the survey formally started last Sept. 19 in four barangays near Mounts Taltak and Gulo, and the Mount Latian complex.

These are Barangays Laguimit, Cross, Batulaki and Rio del Pilar, which hosted the province’s 2nd Raptor Watch Festival last Oct. 2.

As of October 5, Mejorada said they already counted a total 139,993 raptors temporarily roosting in parts of the area.

“This is so far the largest number of migratory raptors documented in the area in a three-week span in the last four years,” he said in a statement.

At least five migratory raptor species—Chinese Sparrowhawk, Japanese Sparrowhawk, Grey-faced Buzzard, Osprey, and Crested Honey Buzzard—have been spotted in the area.

Mejorada said they expect the total sightings this year to further increase as their

monitoring will continue until Oct. 30.

ECPC counted around 78,000 raptors in the area when it launched the formal study and survey from September to October 2016. The figure increased to 130,000 in 2017 and 105,000 in 2018.

The provincial government has partnered with conservation group Raptorwatch Network Philippines for the conduct of the annual study on the migratory raptors, which lasts for 45 days.

ECPC and Raptorwatch group conducted an initial survey on the presence of the migratory raptors in the area in 2014 through a team led by its founder, lawyer Alex Tiongco.

Mejorada said the team traced the route then of the migratory raptors, reaching parts of nearby Davao Occidental province.

Citing their study, he said the raptors mainly come from Japan, Taiwan, China as well as parts of Russia.

These enter the country through Ilocos Norte in northern Luzon and pass through portions of Visayas and Cape San Agustin in Davao Oriental before reaching Glan, Sarangani.

He said the birds stay in the area for at least two months before flying to nearby islands in Indonesia, Papua New Guinea and eventually to New Zealand.

“They made the mountains of Taltak, Gulo and Latian as roosting site so they can rest and hunt for food in the forests,” he added.

Total deployment ban to South Sudan

THE government has imposed a total ban on the deployment of workers to South Sudan due to the unstable peace and security situation, and escalating violence in that country which threatens the safety of Filipinos workers in the North African region, the labor department announced yesterday.

Labor Secretary Silvestre Bello III said the deployment ban followed an alert level 4 declaration by the Department of Foreign Affairs due to the escalation of violence.

In a resolution, the governing board of the Philippine Overseas Employment Administration decided to “impose a total ban on the processing and deployment of all OFWs bound for South Sudan, until further notice.”

The board is chaired by the labor secretary.

The DFA said it raised the alert in South Sudan to level 4 from alert level 2 due to the upsurge in violence that erupted between the forces

allied with President Salva Kiir and the Protection Unit from the SPLA in Operation (SPLA-IO) of Vice President Riek Machar. Alert level 4 provides for mandatory repatriation of Filipino workers in the affected area.

POEA had initially requested an advice from the DFA and clarification on the alert level in South Sudan and the foreign affairs department reiterated that the country remains under Alert Level 4 since July 19, 2019.

The resolution also noted the confirmation from the DFA that South Sudan is non-compliant on the review of Posts Certification pursuant to Section 3 of R.A. 10022 due to the current unstable peace and order in the country.

R.A. 10022 provides that DFA should issue a certification specifying the country’s compliance with any of the conditions on the deployment of Filipino workers. #Paul Ang

Our yes and no

LET’S be reminded always of what Christ once said.

“Let your ‘Yes’ be ‘Yes,’ and your ‘No,’ ‘No.’ For whatever is more than these is from the evil one.” (Mt 5, 37) OUR life in a nutshell can be summarized with these words. We need to say ‘Yes’ always to God, and ‘No’ to the enemies of God and of our soul, namely, our weakened flesh, the sinful allurements of the world, and the devil himself.

If we follow by this divine dictum, for sure our life will be made simpler and happier, meaningful and fruitful, because then we would be living our life according to God’s will and ways, which is proper to us since our life is meant to be a life with God. This means that we have to know God very well, something that we can do — of course, in a gradually progressive way — by read-

ing the gospel and availing ourselves of the other sources of our faith.

Such knowledge would transform us and prod us to conform our thoughts, words and deeds to God’s will and ways. We would know what things are from God and what things are not.

We therefore can never exaggerate this need of knowing God as best as we can. We need to do everything to develop a systematic way of growing in our knowledge of God. It’s important that we be quick to distinguish between what are God’s and what are not God’s. Especially in these days of rapid developments when the line between good and evil is getting blurred and grayish, and the forces of good and evil are in such constant battle as to often leave us confused and bewildered, we need to develop a sharp

sense of discernment.

Of course, it should be a sense of discernment that is effective in the context of a very dynamic world.

We are not anymore living in a simple world where black is black and white is white, where innovations are threatening to wipe out traditions, where a growing culture of relativism is undermining the legitimacy of the absolute.

And one good way of developing this sense of discernment is to follow what Christ himself suggested to his disciples once: “If anyone wants to be my disciple, he must deny himself, take up his cross and follow me.”

(Mt 16, 24) We need to say ‘Yes’ to this command of Christ and learn to say ‘No’ to ourselves. This means that we have to conform our will to Christ’s will and to say ‘No’ to our own will. We have to remember that our

will that is not in conformity with Christ’s will is a will that is out on a limb.

Sooner or later it will only do evil and end badly.

We have to concretize this ‘Yes’ and ‘No’ in our life. We have to say ‘Yes’ to a time of prayer, recourse to the sacraments, generosity in sacrifices, continuing development of virtues.

We have to say ‘No’ to all forms of self-indulgence no matter how legitimate these forms of self-indulgence may appear to us.

We have to say ‘Yes’ to love of God and others, fidelity to our vocation, responsibility to our duties, recourse to continuing means of formation, no See YES, page 11

On this journey of life do you sometimes feel like pulling over and parking?

You feel like you have done enough, worked enough, and learned enough. It’s time to sit back, relax and enjoy the ride to the end.

But “The problem with doing nothing is you never know when you’re finished.”

When we pull over and park we get nowhere, and stop short of experiencing all that life has for us.

One parking place we might stop at is what we think are our handicaps and weaknesses, because we compare ourselves to others who have certain abilities we do not have.

But we must realize that we have our own special

abilities. You and I must learn to accept ourselves with our own physical appearance, personality and talents. No one is completely handicapped! We each have something very important that we can be and do in this world which no one else can. This is why others actually need you to make the most of your assets and abilities, so you add your contribution and influence in their lives.

A second parking place that many of us stop at is our failures. Yet we all have failed, so join the club! Simply learn from it and try smarter next time.

“We’ve only truly failed when we stop trying.” It’s so simple, yet so true: “A quitter never wins, and a

winner never quits.”

The final place many of us park is by our successes.

73 percent of millennials in 15 countries say mental health is as important as water, food, shelter Geneva (ICRC) – Nearly three in four millennials – 73 percent – surveyed across 15 countries said that mental health needs are as important as water, food and shelter for victims of wars and armed violence.

The data, taken from an Ipsos survey commissioned by the International Committee of the Red Cross (ICRC) of more than 15,000

people aged 20 to 35, shows growing awareness of the importance of mental health in conflict situations.

Of the 15 countries surveyed, the highest support for mental health among millennials came from Syria, where 87 percent of roughly 1,000 respondents said mental health needs are as important as water, food and shelter for victims of armed

conflicts. The next highest countries were Indonesia (82 percent), Ukraine (81 percent) and Switzerland (80 percent).

“Mental health services have for too long been an after-thought in conflict settings. When traumas are invisible, they can be easily overlooked or deprioritized. Yet war has a devastating impact on the

mental health and psychosocial wellbeing of millions.

New mental health problems can appear, and pre-existing conditions may resurface.

For some the effects will be life-threatening,” said ICRC President Peter Maurer.

More than one out of five people in in conflict-affected areas live with some form of mental health condition, from mild depression and

anxiety to post-traumatic stress disorder. That is three times more than the general population worldwide suffering from these conditions. The mental health and psychosocial needs of people caught up in conflict must be a part of the growing attention given to mental health around the world.

“Supporting people’s mental health can be life-

saving in times of war and violence, just as much as stemming a bleeding wound or having clean water. Hidden wounds are no less dangerous,” said Mr. Maurer.

PSA sets pilot testing of nat’l ID until May or June ‘20

MANILA -- Authorities are pilot-testing until May or June 2020 the implementation of the national ID, to be rolled out hopefully by July next year with an initial 14 to 15 million people.

In a briefing after the signing of the memorandum of agreement (MOA) on the production of blank cards under the Philippine Identification System (PhilSys) between the Bangko Sentral ng Pilipinas (BSP) and the Philippine Statistics Authority (PSA) on Monday, PSA Undersecretary and National Statistician Claire Dennis Mapa said they are touching base with vulnerable sectors like farmers.

“Once the system is in place, meaning it’s efficient,

(and) we don’t have a problem we will do a rollout starting July. By 2020, we are targeting about 14 to 15 million…By 2021, it’s now easy to provide escalation to about 50 million. And the rest will come by 2022,” he said.

Under Republic Act 11055, otherwise known as the Philippine Identification System Act, all Filipinos as well as resident aliens in the country will be issued a national ID that will have basic information to be sourced from data collected by the PSA. The cards will be given for free.

BSP to auction P80-B Oil companies to under TDF this week cut prices Tuesday

MANILA -- The Bangko Sentral ng Pilipinas (BSP) will offer PHP80 billion under its term deposit facility (TDF) on Wednesday.

In an advisory, the central bank said the seven-day and 14-day facilities will be auctioned for PHP30

billion each while the 28day facility will be offered for PHP20 billion.

During the auction last September 2, the shortest tenor TDF was offered for PHP30 billion and received bids amounting to PHP34.272 billion.

The 14-day facility was offered for PHP20 billion and

received tenders amounting to PHP30.834 billion.

The 28-day TDF was offered for PHP20 billion and got bids reaching PHP27.042 billion.

The TDF is among the central bank’s facilities targeted to siphon off excess liquidity in the market.

End-September 2019 GIR level rises to US$86.16-B

PRELIMINARY data shows that the country’s gross international reserves (GIR) rose by US$0.13 billion to US$86.16 billion as of end-September 2019 from US$86.03 billion as of endAugust 2019. The increase in the GIR level monthon-month reflects the National Government’s (NG) foreign currency deposits and BSP’s income from its investments abroad.

However, the increase in reserves was partially tempered by payments made by the NG for servicing its foreign exchange obligations.

The end-September 2019 level of GIR serves as an ample external liquidity buffer and is equivalent to 7.5 months’ worth of imports of goods and payments of services and primary income. It is also equivalent to 5.4 times the country’s short-term external debt based on original maturity and 3.9 times based on residual maturity.

Net international reserves (NIR), which refers to the difference between the BSP’s GIR and total short-term liabilities, likewise increased by US$0.13 billion to US$86.15 billion as of end-September 2019 from the end-August 2019 level of US$86.02 billion.

Man arrested for guns, 2 robbery suspects killed in Davao City drugs in Digos City

DIGOS CITY -- Authorities discovered illegal drugs, handguns, and various types of ammunition inside the house of a man named in a search warrant issued by a regional court here on Sunday.

C apt . Su s a n n a h Jo Buenaflor, Davao del Sur PNP spokesperson, identified the suspect as Ritchie Lacson Alcarez, a resident of Purok Talisay, Sitio Balisong, Barangay Sinawilan here.

In a report released on Monday, Buenaflor said Alcarez was the subject of a search warrant for alleged violation of Republic Act

10591 or Comprehensive Firearms and Ammunition Regulation Act and Republic Act 9165 or Comprehensive Dangerous Drugs Act of 2002.

Seized during the raid were assorted ammunition for different caliber of firearms, two homemade .38 caliber revolvers, seven sachets of suspected shabu, and other pieces of evidence.

Police said the execution of the search warrant was witnessed by members of the local media, a representative from the Department of Justice, and barangay officials.

Capt. Nolan Tagsip, the spokesperson of Davao City Police Office (DCPO), identified one of the suspects as Rogelio Wenceslao, 29, a resident of Mintal, Tugbok District. The identity of the other suspect has yet to be determined as of posting time.

Operatives of the San Pedro police precinct said they received a report of a robbery incident on Mabini Street, Barangay 9-A, involving one Elias Mauso, 20, who was held up at gunpoint by the suspects on board a black motorcycle.

Treasures of Eastern Visayas at ‘Bahandi’ Regional Trade Fair 2019 AROUND 150 micro, small, and medium enterprises (MSMEs) from Eastern Visayas converged to bring the treasures of the island to Metro Manila.

The Megatrade Hall of SM Megamall in Mandaluyong City turned into a festivity area as the 22nd “Bahandi” Eastern Visayas Trade Fair formally launched last October 3.

During the opening ceremony, DTI Undersecretary and Chief-of-Staff of the Office of the Secretary, Rowel S. Barba delivered the keynote message on behalf of DTI Secretary Ramon M. Lopez.

In his message, Secretary Lopez, through Undersecretary Barba, reassured that DTI firmly supports trade fairs like the annual Bahandi Trade Fair because it serves as a marketing platform where big buyers do business with regional producers. Undersecretary Barba also associated “Bahandi”

SWU PHINMA students display knowledge, skills in Basic Education Day SOUTHWESTERN University (SWU) PHINMA students enjoyed a day of fun, games, and competition during the annual Basic Education Day on September 26. They showed their knowledge, talents, and capabilities and displayed STEM (Science Technology, Engineering, and Mathematics) education in action through problembased learning.

The event features one of the biggest chess tournaments in Cebu City with about 280 pairs of players facing off against each other at the University Coliseum.

The 7-round Swiss chess tournament is facilitated by Mark Mangubat, an arena grand master and SWU PHINMA’s Chess Sports Club coach together with international chess arbiter, Felix Poloyapoy Jr. This is part of SWU PHINMA’s initiative called Chess Time in which students are required to attend to a scheduled number of chess hours every week, giving them the opportunity to earn badges for every win and to enjoy and master chess under the spirit of sportsmanship.

Chess Time, one of the initiatives under the STEMbased curriculum being implemented this school year for Grades 1 to 7, is designed to teach students 21st century skills, such as communication, collaboration, creativity, critical thinking, computational thinking, decisiveness, and wise judgment.

“Chess teaches the kids all these skills while developing their focus, discipline, and strategic thinking. It is one gateway for STEM education, and our chess program in the school is the path through that gateway for our budding future grandmasters,” said Glenda Roble, Basic Education principal.
