CAGAYAN de Oro City-With the implementation of fare increase of taxis, the Land Transportation Franchising and Regulatory Board-10 (LTFRB-10) has urged the riding public to check the meters of the taxi they ride before paying the additional charge.

This after the LTFRB central office has approved the petition of taxi operators nationwide to add a few pesos to the prevailing fare.

In an interview Thursday, LTFRB-10 regional director Aminoden Guro said passengers have to check the taxi meter if it’s already calibrated signifying that drivers are allowed to collect the new fare.

In the new LTFRB order, the flag-down rate for taxis is still P40, but passengers will now pay P13.50 for every kilometer, instead of P3.50 per 300 meters. Drivers can now also charge P2 per minute for the waiting time.

P667m flood-control project, 50% complete

TAGOLOAN, Misamis Oriental--Completion of the Tagoloan River Basin Sub-Project, which is under the Flood Risk Management Project (FRIMP) of the Department of Public Works and Highways (DPWH), has reached 50 percent, according FRIMP’s 3rd Quarter Consolidated Project Accomplishment Report.

The P667 million Tagoloan flood-control project, which aims to mitigate flood damage in selected core areas in Tagoloan River Basin, is being implemented by the DPWH’s Unified Project Management Office for Flood Control Management Cluster (UPMO-FCMC) headed by Project Director Patrick B. Gatan, and is funded by the Official Development Assistance from the Government of Japan, through the Japan International Cooperation Agency (JICA).

The project consists of Stage 1 and 2 and has a project scope to construct river dikes and partial excavation of river channel together with drainage channel improvement.

Business as usual for mining firms in Caraga

SURIGAO City--It’s been business as usual for all mining companies in the Caraga Region.

This after all of them have exhausted all legal remedies to counter the suspension and closure orders, according to Engr.

Roger A. de Dios, the regional director of Mines and Geosciences Bureau (MGB)-Caraga.

Former Environment Secretary Regina Lopez had suspended 15 mining companies in Caraga mainly for siltation of river and coastal waters and destroying watersheds.

Aside from the suspension order, closure orders were sent to these mining companies, who are extracting nickel ore, shipped mostly to Japan and China.

“They have filed an appeal and motion for reconsideration so all of them were not affected,” De Dios said noon Thursday during a press conference held at Philippine Gateway Hotel on the occasion of 4th Caraga Mining Symposium and Safety Competition.

Seven of the Caraga mining firms ordered closed are operating in Dinagat Islands, four in Surigao del Norte, and three in Surigao del Sur. The seven companies ordered closed in Dinagat Islands, which has been a mineral reservation area since 1939, are AAMPhil Natural Resources Exploration, Kromico Inc., Libjo Mining Corporation, Oriental Synergy Mining Corporation, Oriental Vision Mining Philippines Corp., SinoSteel Philippines H.Y. Mining Corporation, and Wellex Mining Corporation.

Surigao del Norte are up for closure – ADNAMA Mining Resources Corp., Claver Mineral Development Corp., Platinum Group Metals Corp, Hinatuan Mining Corp., and Claver Mineral Development Corporation.

The three mining companies in Surigao del Sur in the list are CTP Construction and Mining Corp., Carrascal Nickel Corp., and Marcventures Mining and Development Corp.

Last February 22, De Dios suspended Century Peak Corporation (CPC), a “recidivist” mining company in Dinagat for several violations, bringing the total to 16 mining companies. CPC engaged in extracting nickel ore in the town of Loreto.

Lopez, who was rejected by the Commission on Appointment (CA) last May 3, was replaced by former Armed Forces of the Philippines chief Roy Cimatu, who got the confirmation before the CA on Wednesday.

The anti-mining group Caraga Watch is upset on this development.

“The way MGB and the mining [companies] respond to the government sanctions only proves how inutile and bankrupt our mining laws and policies are,” Rev. Pio Mercado, chairperson of the Caraga Watch, told MindaNews via text message Thursday.

“We are happy but this is not enough,” said former Surigao City Councilor Edgar Canda, who is among those organizing anti-mining protests here.

“They should stop operating immediately and start to do genuine rehabilitation of the environment,” he stressed.

“While the sanctions were in effect under Sec. Gina Lopez, the mining [companies] had openly defied such orders. [They] had mocked the secretary then and so with the appointing authority which is the President,” Mercado added.

Early this year, several anti-mining protesters were happy on the stance of the former secretary.

Canda said the mining companies should attend to the massive siltation in the rivers and seas and pay the people affected by the damage on the environment.

“Despite this sad development, we should continue to fight against the wanton destructive activities wrought by mining companies in the region and protect the people’s interest, especially the marginalized,” he said. (Roel N. Catoto / MindaNews)

SURIGAO City--D o ck workers at Surigao City base port ended on Friday their strike after their employer ended its contract on the same day with the Philippine Ports Authority-Surigao.

Members of the Surigao Dock Workers Union numbering 102 staged a strike against their employer, the Prudential Customs Brokerage Services Inc. (PCBSI) after the latter refused to increase their salary and benefits based on the Collective Bargaining Agreement.

PCBSI had an 8-year contract with the PPA’s Surigao Port Management Office that does the cargo handling and other port services but the contract ended on Friday.

The strike that began on August 24 had affected several businesses in Surigao del Norte, as the dock workers barricaded the port’s entrance and exit to cripple operations there.

“Several ships including

cargoes plying Surigao have had diverted their route to Lipata Port in Surigao, Cantilan Port in Cantilan town in Surigao del Sur and Nasipit Port in Nasipit town in Agusan del Norte,” said lawyer Roldan Calejesan, legal officer of PPA-Surigao.

Union president Artiquio Alciso said their employer did not grant salary increase and benefits as provided for in the CBA. Alciso said they also staged three strikes in 2010 and 2012 for the same reason.

“We will end our strike and move out barricades at the port today as we ended our work contract with PCBSI,” he said.

With PCBSI contract having ended, PPA-Surigao will assume its functions to normalize operations at the port with the newly founded organization—the Surigao Port Services.

priority workers until the PPA top management will find another cargo handling operator at Surigao port,” Calejesan said.

He stressed that PPA will employ the dock workers as job orders.

Former Surigao City councilor Jose Begil Jr., legal counsel of the dock workers said PCBSI has to settle the separation pay of its workers.

Herminigildo L. Daytoc, provincial director of the Department of Labor and Employment-Surigao del Norte said they will request the PCBSI to fasten the release of the separation pay to the dock workers.

“The dock workers are supposed to get the payment on the last day of its work, which is today, but because of this problem we will make another conference with PCBSI, PPA and its dock workers,” he said.

But in a text message to MindaNews on Friday evening, he said:“It’s not true that we did not give them the increase. They are already enjoying 35 pesos increase from 2012 to 2017.

On top of the wageboard mandated increase, they have 20 days leave credits a year.”

“They enjoyed guaranteed hours 40 and 48 per week even if not working and a lot more. They are very unreasonable asking for a 150-peso increase per day,” he added.

Several business owners in Surigao City felt relieved that the strike had ended.

“For over 40 days we cannot shipped our goods to Cebu using the Surigao Port because of ongoing strike, and all our cargoes from Cebu cannot be pulled out at Surigao Port because of this impasse,” said businessman Roney Leyson.

“I cannot transact my business. I can’t get supplies from Cebu. It takes so much time to get supplies for my printing needs because I need to get it in Nasipit Port,” he said.

Roll-on-roll-off vessels plying the Surigao-Siargao route had been diverted to Lipata Port, 10 kilometers away from the city proper.

Last September 15, cargoes that were impounded at the port due to the strike were released to their owners after the city government intervened.

On FOI Bill: Where do Filipinos stand?

IT HAS been more than a year since the Executive Order (EO) No. 2 or the Right to Information was signed. The Freedom of Information (FOI) Bill, on the other hand, is yet to be passed. How do Filipinos, government agencies see the FOI and the Right to Information?

It may be recalled that on July 2016, President Rodrigo Duterte signed EO No. 2, “Operationalizing in the Executive Branch of the People’s Constitutional Right to Information and the State Policies to Full Public Disclosure and Transparency in the Public Service and Providing Guidelines Therefor.”

The Presidential Communications Operations Office (PCOO) and the “Right to Know. Right Now! Coalition” (R2KRN) organized a

workshop on Wednesday to shed some light on FOI, and also to air some concerns with regard to its status and application. It was attended by representatives from various government agencies.

The public, for instance, has the right to request/ see a government official’s SALN (Statement of Assets, Liabilities and Networth).

But up to what extent must be revealed to the public?

How can we know if we’re not violating the Right to Privacy or the Data Privacy Act? According to PCOO Assistant Secretary Kristian Ablan, this is the major concern among officers when issuing SALNs and Personal Data Sheets.

There is a need to convene all the seven SALN repository agencies in the country, he said.

PH gears up for the world’s largest trade fair for food at ANUGA 2017 Led by the Department of Trade and Industry’s attached agency, Center for International Trade Expositions and Missions (CITEM) and the Philippine Trade & Investment Center-Berlin (PTIC-Berlin), 19 Filipino companies are set to attract trade visitors and buyers on 7-11 October 2017 in ANUGA at Koelnmesse, Cologne, Germany.

Under the brand FoodPHILIPPINES, the Philippine pavilion will highlight the country’s ‘Premium 7’ food export commodities, which include coconut, pineapple, mango, banana, coffee, cacao and tuna—all in different varieties, cultivars, and packaging presentation.

In 2015, 35 Philippine companies netted $67.7 million export sales at ANUGA. For 2017, DTI-CITEM is targeting $62 million, despite the attendance of a smaller delegation to Cologne. To achieve such high export target, CITEM carefully selected 19 food companies that are primed for the European market, each capable of highlighting the best of what the Philippines has to offer.

At present, the Philippines is enjoying a special trade arrangement and incentives with European countries as one of the 30 countries listed under EU’s Generalized Scheme of Preferences (GSP). Under the EU GSP, developing countries can export goods with reduced tariffs entering the EU to stimulate economic growth and job creation in their economies. The Philippines avail itself of the zero preferential

duties on 6,274 products going to EU states.

Eastern Visayas, Bicol’s best, finest products at SM Mega Trade Halls The Deparment of Trade and Industry (DTI) is set to showcase an annual display of micro, small and medium enterprise (MSME) excellence by bringing the best and finest products from Eastern Visayas and Bicol Regions for the Bahandi Eastern Visayas and OKBGayon Bicol Regional Trade Fairs on October 4 and 5, respectively, at the SM Mega Trade Halls 1 and 2, SM Megamall.

As part of Marketing, one of the seven-point strategy (7Ms strategy) advocated by the Department, DTI is helping MSMEs penetrate the mainstream marketing through trade fairs.

“With MSMEs being the backbone of the Philippine economy, it is important that we find ways to integrate the sector to bigger value chains, either in the public or the private sectors. Empowering MSMEs can only mean significant growth that is powered by ever smarter Filipino entrepreneurs, ready to participate in local, regional and global

marketplace,” said DTI Secretary Ramon Lopez.

DTI-Regional Operations Group Supervising Undersecretary Zenaida Maglaya explained that providing platforms for MSMEs to market their products in events such as trade fairs will test its marketability for bigger markets.

“Participation in Trade Fairs provide MSMEs an opportunity to test their products for bigger markets and beyond,” Maglaya said.

These MSMEs, according to Maglaya, have been assisted by DTI through Negosyo Centers, Shared Service Facilities (SSF), One Town, One Product, Kapatid Mentor ME Project, SME Roving Academy, among others.

“By enhancing MSME products through DTI assistance, we are confident that their products would be market-acceptable, and supported locally and globally,” she said.

The Bahandi Trade Fair, through the DTI-Region 8, will be celebrating its

20th year and will open the annual 5-day exhibit and selling fair of the best products from the six provinces of Eastern Visayas on October 4-8, 2017 at the Megatrade Hall 1, Mega B, SM Megamall.

Under the theme, “Breaking Grounds for Borderless Markets,” the trade fair is aligned line with the Philippines’ hosting of the ASEAN Summit, promoting participation of MSMEs in the global value chain.

The Eastern Visayas trade fair will also feature products of MSMEs who were victims of Typhoon Yolanda in November 2013.

MSMEs were assisted by the Department to get back in operation, supporting them through learning, marketing assistance, product designs and innovations.

Davao police to officially launch ‘DDS’

DAVAO CITY – The Police Regional Office (PRO) will embark on an all-new and life-changing program known by its acronym DDS. It’s not the infamous Davao Death Squad but it’s a green or food revolution campaign wherein police officers become dirt little diggers at Camp Quintin Merecido in Panacan, Davao City.

Dubbed Davao Dirt Squad (DDS), Police Regional Office (PRO) XI Chief Inspector Dela Cerna spokesperson Chief Inspector Andrea dela Cerna said police accomplished their the campaign would aid Mission: Slim Possible, a

weight loss program for the police in Davao Region.

“It’s Dirt to represent earth,” Dela Cerna said.

She said the campaign is also about life because they would grow plants and most of all it should also correct the impression that the police kill people.

Dela Cerna said the campaign would be officially launched next week after the police undergo a two-hour urban container gardening training which starts Thursday.

This is in partnership with the Rotary Club of

Downtown Davao.

Dela Cerna said PRO XI is also seeking support from the Department of Agriculture (DA) XI for the provision of vegetable seedlings.

The objective of the campaign is to practice healthy lifestyle and loose extra pounds with a combination of 20 percent exercise and 80 percent food and proper nutrition.

Urban gardening is also being promoted by the city government as a scheme to guarantee food and environmental safety as well as reduce expenses through

application of organic fertilizers.

The city government wanted to teach people to plant even without backyards so that there is food on hand which would mean savings to grocery budget.

Dela Cerna said proper diet and nutrition would help the police personnel lose weight but maintaining good health not only through exercise.

“We plan to cascade this project to our families…to the city, provincial level,” she said. This will also be offered to the drug reformists.

Mission: Slim Possible is also in line with the “FitFil 1 Million Lbs National Weight Loss Challenge”.

The PNP with its 170,000 personnel is committed to lose 500,000 pounds collectively for six months.

PNP Chief Ronald dela Rosa earlier said the change of lifestyle towards better physical and mental health not only at how the police work and accomplish goals.

BSP reminds the public not to mutilate Philippine Banknotes A video of the burning of what appears to be Philippine banknotes has come to the attention of the Bangko Sentral ng Pilipinas (BSP).

The BSP is currently investigating this incident for appropriate action.

The BSP reminds the public that it is unlawful to willfully deface, mutilate, tear, burn or destroy, in any manner whatsoever, currency notes and coins issued by the BSP, pursuant to Presidential Decree No. 247. Any person who shall violate this Decree shall be fined in the amount of not

more than P20,000 and/or imprisoned for a period of not more than five years.

Moreover, no person or entity, may put into circulation notes, coins or any other object or document, which in the opinion of the Monetary Board of the BSP might circulate as currency, as stipulated under Section 50 of the New Central Bank Act. Likewise, it is prohibited to reproduce or imitate the facsimiles of Bangko Sentral notes without prior authority from the BSP. The BSP is authorized to investigate, make arrests, conduct

“How should the government deal with (document) requests? There are still a lot of room for improvement,” she noted.

Aguila also acknowledged the need to know when certain rights are “under attack”.

Meanwhile, the coalition narrated that based on its FOI Practice Project that covered 20 regulatory, financial and high-interest agencies, only three out of five documents requested were granted. One of four was incomplete or was not released, the coalition added.

“There were instances

when requests were not accepted, and certain request formats being favored over the others,” narrated the R2KRN. It continued, “most agencies breached the 15-working day response period, while only one agency has officially asked for an extension. Many agencies did not acknowledge requests.”

The R2KRN also mentioned the withholding of access to the Philippine National Police (PNP) spot reports, and the redaction of details in the SALN of members of the Cabinet.

Finally, the coalition wonders when the FOI Bill will be passed. The coalition thinks that the FOI is not among the government’s priority agenda. (PNA)

To ensure that taxi drivers and operators comply with the order, Guro said taxi meters must be calibrated by private companies, and after the calibration the LTFRB must check first the units before they are allowed to pick up passengers.

The LTFRB has decided to implement the increase based on the petition of the drivers and operators who are complaining of higher fuel prices, the traffic congestion in Manila, and the revival of operation of the ride-hailing services such as Grab and Uber, especially in the National Capital Region.

According to the Philippine National Taxi Operators Association, the fare hike for taxis is long overdue as the last increase was in 2010.

The group said taxi operators are also suffering from financial hardship due to “record-low levels of dispatch and increases in spare parts prices and other expenses.”

For Ringo Lago, secretary-general of the transport group Solidarity of Transport in Region XPagkakaisa ng Samahan ng Tsuper at Operator Nationwide (Starex-Piston), the order of the LTFRB to raise the fare of taxis is very laudable, but he said the Duterte administration must do something to solve the plight of the public utility vehicle (PUV) drivers.

“What they (PUV drivers and operators) asking is legitimate, but on the other hand, the more pressing problem the government must address is the scrapping of the oil deregulation law,” Lago said in a separate interview Thursday.

The enactment of Republic Act 8479, or the Oil Deregulation Law, in 1998, led to the non-interference

of the government with the pricing, export and importation of oil products, among other provisions.

Lago said that no matter how many times the LTFRB increases the PUV fares, it does not mean that the fuel price increase will stop since RA 8479 has removed the power of the government to intervene in the price movement of oil in the country.

It has been clarified quite well that there is no leader anywhere that God did not Himself establish. This explains the urgent command not to disobey or not to rebel against these leaders, even if they are harsh or are not good.

If the people will fight their leaders, God’s punishment will come upon them.

This rule holds true even if the leaders are said to be bad, harsh, or corrupt.

Their constituents are not allowed to fight these leaders. Instead, the command is for the people to bear their sufferings in silence, bringing their complaint against the leaders before God, through incessant prayers.

The problem among Filipinos is that, they have been taught by the devil, the enemy of God, to disobey the command for them not to rebel or fight against their leaders and instead simply pray for them. Concededly, the so-called “EDSA people power revolutions” in our country, and other revolutions in other nations, were the handiwork of the evil one, violently contradictory to what God has commanded. This explains why the world is going to the dogs rapidly now!

Though senator Antonio Trillanes and his cohorts try to destroy the president’s integrity, they will only find themselves sinking deeper into their mire.

Trillanes and his cohorts are clearly beneficiaries of the Disbursement Acceleration Funds of the previous administration that was declared unconstitutional by the Supreme Court. Their argument that the president has hidden wealth does not carry weight as wealth can be raised legitimate means.

By logic, they do not have the moral authority to destroy Duterte’s powerful brand. They only become a nuisance to society as they suck a lot of energy that could have been used to focus on ideas that can help. They are not paid by the government to destroy its initiatives for political reasons. They must submit to legitimate authority.

The creation of the PACC might be incited by the moves of Trillanes to investigate the wealth of Duterte and his family through the ombudsman. But in the long run, it serves Duterte and society very well: with PACC, Duterte will further strengthen his brand—this time, no longer the previous presidents’ pony equivalent that focuses on critics.

With the PACC, the appointees of the previous president will no longer use their resources for personal and political agenda. The commission will stop them from making the government as their machinery to bring back the rule of oligarchs if they succeed in their vicious plans to oust Duterte.

In short, the DILG is the implementer of the Ombudsman order. However, one always observed that the DILG serves only the Ombudsman’s order on the last day and at the last hour of the required period. Who would believe that the DILG receives the Ombudsman’s order on the last hour? Now, the CA’s prized restraining order also comes out in the “nick of time.” Perhaps, only the blind supporters could not understand the pattern, so they said.

Some priests also openly support Moreno in the guise of officiating “prayer rallies” to seek the intervention of the CA and the DILG. Somebody reportedly confronted a priest at the St. Augustine Cathedral asking why are they holding mass at the City Hall in support of an alleged corrupt public official? “Show us evidence that Moreno is corrupt,” the priest reportedly replied.

Evidence? What does this priest is trying to prove?

What does the priest think of the dozens of suspension and dismissal orders? Another one also asked: “How much the priest gets ever mass?”

Certainly, the actions of these priests are not sanctioned by the local Archdiocese. Otherwise, it would become a hypocrisy in the highest order on the part of the Roman Catholic Archdiocese to demonstrate political partisanship. Everyone understands that there is a law that separates the functions of the Church and the State. But, such law is vague in a sense that it did not define the areas where the Church and the State are supposedly separated.

Otherwise, arresting a priest who violates the law would be impossible.

Anyway, the reported 90-day preventive suspension comes from the Sandiganbayan. Moreno has to serve the suspension order because a restraining order would no longer be applicable here. A restraining order is only applicable to decided cases, like the decisions of the Ombudsman.

The IEC aims to enhance the participants’ learning experience and increase their awareness and preparedness on flood, tropical cyclones and other hydrometeorological hazards. Thus, minimizing their vulnerability from the impacts of these hazards, said DPWH Project Engineer III Roy Quilaton said.

“Although the target audience for this initial IEC activity are the Grade VI students, future IEC campaign will also involve other elementary school children as well as high school students in the municipality of Tagoloan, Quilaton added.

The Tagoloan Municipal Disaster Risk Reduction Management Office (MDRRMO) will spearhead the IEC campaign.
