40 bodies buried in Marawi, mostly of ISIS-Maute fighters MARAWI CITY -- Authorities buried 40 bodies of mostly ISIS-Maute fighters who were killed after four months of fighting here.

Col. Romeo Brawner, deputy commander of Task Force Ranao, said 25 of the remains were believed to be ISIS-Maute fighters killed in the operations to retake Marawi.

He said 15 of the bodies were recovered around Dansalan College and the Bato mosque where government troops encountered the fiercest resistance from the fighters.

“Many of them were found wearing black shirts and have ammo bandoliers indicating most likely they were ISIS-Maute fighters,” Brawner said.

Amer Rashid Mindalano, head of the Marawi City Disaster Risk Reduction and Management Office, said the Malaysian Embassy sent them a copy of a picture of Dr. Mahmud Ahmad, a known militant.

LTFRB okays taxi fare hike

THE Land Transportation Franchising and Regulatory Board (LTFRB) has granted the petition for increase in taxi fares that will enable operators and drivers to be competitive with ridesharing companies.

The new fare will be set at P40 for the flagdown rate, P13.50 for every kilometer of distance travelled, and P2 per minute of waiting time in the National Capital Region and provinces except in Cordillera Administrative Region (CAR).

For taxis operating in CAR, the flagdown will be at P35 with the same rates for distance traveled and travel time.

The Board explained that the increase was granted due to the recent spate of oil price hikes, as well as the emergence of transportation network companies (TNCs) that connect drivers and passengers through mobile applications.

“It is urgent that the fare for taxis be increased for them to improve the quality of their service and become competitive amid increasing demand of passengers,” LTFRB Chairman Martin Delgra III said in an interview with reporters Wednesday.

For her part, Board Member Aileen Lizada urged taxi operators and drivers to be compliant with the omnibus franchising guidelines (OFG) of the public utility vehicle (PUV) modernization program of the government.

3 hurt in Zambo explosion

ZAMBOANGA City--The police is conducting an indepth probe to identify and arrest the suspects behind the improvised bomb explosion that injured three people in Zamboanga Sibugay.

Police Regional Office-9 (PRO-9) identified the victims as Melyn Sumaylo, 50; and her two children, Leo, 17; and Levie Jane, 19. They sustained minor injuries.

The police said the incident happened at around 11;30 p.m. Monday in Barangay Sto. Niño, Alicia, Zamboanga Sibugay.

PO3 Raul Agsaluna, case investigator, on Wednesday said investigation showed the victims were in deep slumber when they were awakened by a loud explosion.

Agsaluna said the victims were injured from debris as the explosion partially damaged their house.

Duterte to file impeach raps against Morales PRESIDENT Rodrigo Duterte on Wednesday said the government would file impeachment cases against Ombudsman Conchita Carpio Morales for possession of “illegally obtained” documents and selective justice.

“We will file an impeachment case against her and I would tend to believe she was part of the conspiracy ... iyong fabricated papers,” Duterte said in a press briefing in Malacañang.

The Office of the Ombudsman has started a fact-

finding investigation into the wealth of the President and his family based on a complaint filed by Senator Antonio Trillanes IV accusing Duterte of having PHP2.2 billion in “hidden wealth.”

Overall Deputy Ombudsman Melchor Arthur Carandang, who was in charge of the case after Ombudsman Conchita Carpio-Morales inhibited herself from cases involving the Duterte family, earlier said that the Anti-Money Laundering

Council (AMLC) provided the Ombudsman office on Duterte’s alleged multibillion peso wealth.

Morales is the aunt of lawyer Manases Carpio, the husband of presidential daughter Davao City Mayor Sara Duterte.

The AMLC, however, categorically denied that it provided the Office of the Ombudsman with a report on the bank records of President Duterte and his family.

“Remember na walang AMLC clearance. So walang statement dapat lumabas kay sa may billion ako o piso lang galing diyan sa Central Bank. I said to her chagrin, she will realize that hindi siya dapat pumasok diyan lalo na if the evidence is illegal,” Duterte said.

Duterte said it was Trillanes who obtained the

spurious bank accounts from a certain “Abad” who he said is the senator’s mistress.

“At ang lumabas doon nagpindot, pagbukas ng account ko, si Abad, who is the mistress of Trillanes, then gave it to Trillanes.

Trillanes computed it on a daily basis. In- out, in-out, in-out. ‘Yung credit, ‘yung debit wala na kaya ganun lumaki,” Duterte said.

Duterte said Morales is just part of the concerted effort of the Left and the so-called “Dilaw” to remove him in Malacañang.

“But, I will show to the Republic that we have a very serious problem with

our government officials.

You have an official na Ombudsman na part of, ‘yung fabrication and the use of falsified documents,” he said.

The President said he would present his real bank records at the impeachment trial against Morales to prove her Office held falsified documents.

“You have to prove it is fabrication,” Duterte said.

Duterte also accused Morales for exercising “selective justice,” citing Senator Gregorio “Gringo” Honasan as her latest victim.

“She berates people for a delay of justice and yet, the Ombudsman is the number one who’s doing the selective justice. And the latest victim was Gringo Honasan,” he said.

In 2008, Bro. Armin Luistro F.S.C., then President of De la Salle Philippines, together with the Metrobank Foundation President Aniceto Sobrepeña, spearheaded the Teachers Month Campaign.

Their efforts culminated in the signing of Presidential Proclamation 242 by then President Benigno S. Aquino III “declaring the period from September 5 to October 5 of every year as National Teachers’ Month.

Subsequently, by virtue of RA 10743, October 5 was declared as National Teachers Day. It is only fitting that we publicly and consistently express our appreciation for the nobility and quiet heroism of our teachers.

A nation that honors its teachers is a noble nation.

After all, without teachers there would be no lawyers, doctors, engineers, soldiers, captains of industry, priests and public servants.

On this occasion, allow me to write about one of my most remarkable teachers.

For more than 3 decades, Cesar Sioson Tiangco served as the first principal of my Alma Mater, the Muntinlupa High School (now Muntinlupa National High School or MNHS).

Established in 1945, MNHS was the very first post-war public high school established south of Manila.

Initially conceived as a school for the children of Bureau of Prison employees, the school soon found itself attracting students not only from the New Bilibid Prison reservation but even beyond the boundaries of Muntinlupa. Outside students came from as far as the neighboring towns of San Pedro, Biñan, Las Piñas and Parañaque.

Its initial teaching staff of 4 (including the principal) had to perform multi-tasking to meet the needs of the schools growing population.

Ignacio Bunye The other pioneer teachers of Muntinlupa National High School were Catalina Roque, Teodora Sacco and Lourdes Tibayan.

We found Mr. Tiangco awe-inspiring as he proved himself more than equal to the task of being principal, English teacher, adviser to the student publication, review teacher for one of the earliest national competitive examination. One of his key messages to his students: Read, read and read.

Day in and day out, he was first in school and last to leave. We, his students, could only wonder where he got all that energy.

because during the hearing last Thursday, October 05, 2017, by the Department of Justice (DOJ) of the P6.4 billion shabu smuggling at the Bureau of Customs where the primary accused is former Customs Commissioner Nick Faeldon, he revived the long-festeringn issue---is it the DOJ or the Ombudsman which has the jurisdiction to investigate him and other officials of government like him?

According to the former Customs chief, it is the Ombudsman which has the right to investigate him and not the DOJ. His argument was that, as the head of the BOC then, he had a salary grade of “30”. He said that

all government officials who have a salary grade of 30 or higher are under the investigative powers of the Ombudsman. He is anchoring his plea on the laws that created the Ombudsman and the Sandiganbayan.

-oooWHAT DOES THE OMBUDSMAN LAW PROVIDE RE: PROBE OF GOVERNMENT MEN? To enable all of us to fully understand this point, I am going to reprint here what the Ombudsman Act of 1989 (Republic Act 6770) and Republic Act 8249 about the Sandiganbayan are saying.

Under the Ombudsman Act of 1989, it is clear that it is the Ombudsman that

is vested with the primary jurisdiction to conduct preliminary investigations of criminal cases that are triable by the Sandiganbayan.

On the other hand, Republic Act 8249 holds that it is the Sandiganbayan which has jurisdiction over criminal cases that involve officials and employees of the executive branch of government, if these officials and employees have a salary grade of “27” or higher.

Do you sometimes wonder why you didn’t get what you prayed for? Does God really listen and answer our prayers? Is talking with God just something we do to make us feel good about ourselves? How should we pray?

Some people sit back after they pray and wait for God to bring them what they want like a waiter in a restaurant? A wise man said: “We are a part of the answer to every prayer that we pray.” So if we ask God to

help us do better in school, then we must do our part of studying more and maybe even getting extra help from someone. We can’t expect God to magically put the answers into our brain the day of the test! It could be that while we’re waiting for God to do something, He’s waiting for us to do our part and responsibility.

Prayer is a two-way conversation. Prayer is not us getting God to do what we want; it’s more God telling us what He wants so we can learn how to live His suc-

cessful, satisfying life. And He’s already told us how to live well through Jesus Christ’s life and teaching, the whole Bible, as well as through our thoughts while we’re listening to Him in prayer.

Imagine if God always gave us everything we ask for. Then we would just give Him our orders, forget Him, and go on living our own way. But God created each of us to enjoy a daily, personal relationship with Him. Maybe He’s not giving us exactly what we’re asking

should have stopped the cabal from their vicious propaganda, but no, the spigots of financial support obviously have more from where these came from.

For lack of deleterious issues, the cabal was practically nit-picking for something to beat and they found that in the death of minors in the police campaign against drugs.

President Duterte had actually addressed these issues but they simply stonewalled the government action. In the pulpit last Sunday, a priest intoned that victims of extra-judicial killings have reached 30,000. The exaggeration of Father Damaso is simply inconceivable. In fact he side tracked from the gospel and the Parable of the Laborers in the Vineyard, just to indulge in a hyperbole which make perjured witness Matobato and Lascanas small issues.

The war on drugs and criminality is not kid’s stuff that you may indulge in cajolery. Talking of kid’s involvement in various crimes could be attributed to the Sen. Kiko Pangilinan law which exempt children from detention and conviction.

Kiko lived in gated subdivisions he is ignorant of what is happening outside of his safe confines. He sponsored that law which looked like

it was patterned after a New York ordinance, but for lack of knowledge of how correctional institutions for child offenders operate, he did not bother putting a single centavo to support the program. Now he is throwing the blame and responsibility on the Duterte administration.

Already, thousands of children are out in the streets. If they are not committing crime by themselves knowing that the Pangilinan law will set them free in case of apprehension, they are being used by hardcore criminals to engage in criminal activities. Funny how the clique of political opposition, CPP/NPA and the catholic clergy conjure still another slogan: “stop killing the children”. This is a shabby and desperate propaganda to demonize Duterte and his campaign against drug menace and criminality.

For who is sick in the mind to order the killing of children? Who can be more guilty that abetting children to indulge in crime than one who authors a law that incites and entices children to commit crime?

That is for the salivating political opposition and the clerics to answer. In Davao City, where President Duterte was mayor for over two decades, one

of the significant awards the city received was “The Most Child-Friendly City in the Philippines”. Why? Because the mayor had instilled discipline on both child offenders and their parents. Those involved in drugs, either pusher or user, are being rehabilitated. The rehabilitation centers are funded by the city government because the Pangilinan law does not provide funds for the centers. In Davao City too, Duterte put up a center for children afflicted with cancer. Today, cancer patients all over Mindanao including some patients from Visayas are housed in the institution. Duterte saw to it that even the parents of the child stay close to the clinic for free. Even as President, Duterte saw to it that the center is well attended to. Without fail, he saw to it that he spends a day and night with the kids especially during Christmas season, gifting the children with toys and hugging them in compassion like they See child, page 11

A CRY FOR PEACE IN MINDANAO:

War is the mother of all poverty WE, a group of Muslims and Christians and members of civil society from Mindanao, have answered the invitation of the Sant’Egidio Community to come together in Rome to dialogue on peace in Mindanao.

We were graced by the active presence of His Eminence Orlando B. Cardinal Quevedo, O.M.I., Archbishop of Cotabato, and of His Excellency, Al-Hajj Murad Ebrahim, Chairman of the Moro Islamic Liberation Front. They had attended the International meeting on “Paths of Peace,” organized in Munster-Osnabruck, Germany, by Sant’Egidio Community.

Our hearts cry for peace.

We felt the sufferings of the displaced people of Marawi and the whole region, particularly the ongoing ordeal of innocent hostages inside the city. We experienced helplessness as well as righteous indignation while the weapons of destruction daily increase the death toll of combatants and civilians.

Marawi dramatizes for us three interconnected challenges to peace in Mindanao: violent extremism and terrorism; the uncertainties of the implementation of the political peace process; and

the crucial role of religious leaders and communities in the rebuilding and development of Marawi.

In this light, we make the following declarations: 1. The conflict in Marawi is not a religious war; it is a war against terrorism and violent extremism. 4. We welcome the current efforts at writing a more inclusive history of Mindanao that explores the root causes of conflict and depicts significant events and personalities from Muslim and indigenous people communities.

5. We commit ourselves to reach out to our youth, who will be the future leaders of our Mindanao communities. They have so much to contribute towards building our communities with a renewed vision of Mindanao as our shared homeland.

6. We appeal to our legislators and government officials to prioritize and expedite the passage of the proposed Bangsamoro Basic Law (BBL). This has been delayed since the signing of the Comprehensive Agreement on the Bangsamoro (CAB) in March 2014. An approved BBL should provide a positive alternative to violent extremism.

The moribund opposition may have lost their mass base and the middle class support but they have not actually ran short of money. From day one, in the presidency of Rodrigo Duterte, they have not given the new administration the so-called honeymoon period. Their propaganda machinery has not stopped grinding and this includes the foreign-based apparatus which does not seem to ran out of cash.

The likes of billionaire Loida Nicolas Lewis, who supported the Liberal Party bets in the last election, cannot accept defeat that she mounted a hysterical post-election campaign to oust Duterte in an apparent agenda to install VP Leni Robredo. And goodness gracious, she cannot hide her wish to be on top of the totem pole of power.

Closer to home, leaders of opposition appeared to have forged an unholy alliance with the religious activists and some elements of the CPP/NPA. This became apparent in the September 21st rally purportedly to condemned Marcos and his martial law regime. But the event, which is almost half a century ago, was merely an excuse to actually denigrate President Duterte and his administration. With the paltry attendance, this

NAAWAN, Misamis Oriental--Ombudsman Conchita Morales- Carpio said it well: if the President has nothing to hide, then he has nothing to fear.

Amazingly, the President now acts like he is rabidly gripped by fear. He betrayed his dread when he ranted and angrily announced that he would not submit to the authority of the Office of the Ombudsman on the probe anent his alleged hidden wealth; and that he will create a commission to investigate the investigators.

In other words, he would stop the probe which for an honest man would have been a great opportunity to clear oneself and come out clean from whatever rubbish and mucks thrown at him by his arch nemesis.

No one is perfect but those who have claimed the right to lead us are expected to be a little perfect than us.

If they are just as base as many of us, then they have no moral ascendancy to lead us. In this pragmatic world some idealism is still needed to give meaning and sanity to our lives. Rationalization and justification produce nothing but emptiness to our being. A leader must be above the led – a light to show us the way not a huge veil to put us in darkness.

Stamping out corruption is one of the centerpiece programs of the Duterte administration. The choice is admirable because corruption is the worst of crimes that befalls the country. It permeates the whole gamut of our national life and

gnaws at our very moral fiber. Corruption has alienated the people from their government by the ways it impairs the delivery of services. It causes shortfalls in revenue collection; results in substandard or unfinished infrastructure projects; in the miscarriage of justice; incompetence in the civil service; food security issues; poor quality education and a ravaged resources and environment, among others.

To be credible in waging the fight against corruption, our President ought to be above doubt or suspicion from corruption. Hence, it is imperative for him to welcome the Ombudsman’s probe squarely and not run away from it. He owes it to the Filipino people, particularly to those who put him in office, to come clean from the process and be vindicated by his honesty.

To run away from the investigation is tantamount to admitting guilt in the most dishonorable way of doing it.

Moreover, he cannot keep on ranting and weaving inane and incredible tales to divert public attention from his predicament. In so doing he would be like the spider that keeps on expanding its web until the web breaks from its weight and traps and entangles its owner. It’s just a matter of time. DOLE to audit programs, activities in regions To ensure standards of excellence, integrity and accountability in all of its programs and activities, the Department of Labor and Employment (DOLE) will conduct inspection audit of all its regional and field offices.

In Administrative Order No. 430, Labor Secretary Silvetsre H. Bello III has set in motion the audit of DOLE offices with the formation of the Regional

Inspection Audit Team to determine enforcement of the labor laws compliance system across the country.

The regular inspection audit shall be undertaken every semester.

“All DOLE Regional Directors, labor inspectors, other officials and employees who are tasked with the implementation of the inspection of programs and activities will be inspected.

We must see to it that the

enforcers of the law are ethical and mindful of their responsibilities,” Bello said.

The inspection will be random and unannounced and will not be conditioned on any complaint filed against a DOLE official or employee.

The Regional Inspection Audit Team shall submit an audit report within 30 days from the conclusion of the inspection to the Secretary for any appropriate action

or further instruction.

In case of findings of violations on the provisions of Code of Conduct for DOLE Officials and Employees, an administrative compliant shall be initiated against the concerned official or employee and shall be disposed in accordance to Administrative Order No. 55, series of 2013 or the Rules on Disposition of Administrative Complaints and Cases in the

UCPB donates used laptops to BAIPHIL, Rags2Riches for urban poor women UCPB has donated used but serviceable laptops to the Bankers Institute of the Philippines (BAIPHIL) to support the advocacy of Rags2Riches (R2R) of providing livelihood opportunities to urban poor women in a number of communities in the Greater Manila Area.

UCPB SVP/Operations Group Head and current BAIPHIL Director Arnel Valles, VP/Human Resources Group Head Stella Fulgencio, and VP/Marketing Group Head Charina Balanquit turned over two laptop units to BAIPHIL President Irene Arroyo and R2R President and Founding Partner Reese Ruiz during a simple ceremony held at the UCPB Corporate Offices.

The laptops will be used by urban poor women who were trained to encode sales data, create presentations and spreadsheets, and operate R2R’s online channels in their new roles as R2R’s store ambassadors and office staff.

“UCPB is privileged to be part of BAIPHIL’s and R2R’s program to uplift the

lives of these hardworking women through livelihood opportunities to break the cycle of poverty in their lives,” Mr. Valles said.

For her part, R2R President Reese Ruiz extended her appreciation to UCPB and BAIPHIL, saying these acts of kindness create a positive impact to the communities especially with the urban poor mothers and grandmothers who previously earned 10 pesos a week to create foot rugs but have now remarkably raised their earnings. The Department of Labor and Employment (DOLE) has issued new guidelines prescribing the payment of appropriate wages for healthcare personnel.

In Department Order No. 182, Labor Secretary Silvestre Bello III said the government is also bent on guaranteeing the safety and health concerns of healthcare workers in the private sector that undermine their well-being and affect their efficiency in the performance of their job.

With the order, healthcare workers are guaranteed to receive wages for all actual work hours and days that are not lower than the applicable

minimum wages rate. It says wages must be paid at least once every two weeks or twice a month at intervals not exceeding 16 days.

Health personnel must also receive a holiday pay (for 12 identified regular holidays pursuant to Republic Act No. 9849) or 100 percent of the minimum wage even if they did not report for work. If they are required to work on the said holiday, they must be paid 200 percent of minimum wage.

They are also entitled to a premium pay, or 30% of their basic wage, if they work on special days.

They are to receive as well night pay of an additional 10 percent of the basic wage for work done from 10:00 pm to 6:00 am the following day.

Likewise, they are entitled to all other benefits as provided under existing labor laws and regulations including paid service incentive of five days for every year of service; 13-month pay; maternity and paternity leave; parental leave for solo parents; special leave; separation pay; and retirement pay.

Car firm backs gov’t program on responsible driving DAVAO CITY – A car motor company is rallying behind the government’s program on safe and responsible driving, bringing to Davao its test drive roadshow on globally recognized safe driving programs.

Starting its four-day roadshow and advocacy on Wednesday, Ford Philippines reinforces its commitment to safety through the Driving Skills for Life (DSFL) program to Da-

Ford Philippines assistant vice president for Communications Edward Joseph Francisco said the program is in support to the government’s campaign on road safety and responsible driving.

He said the DSFL program is already on its 10th year and the Davao roadshow this week was their first in Mindanao.

For this year, he said the company wants to tap 1,500

drivers to participate in the DSFL training sessions if only to update them on the latest techniques as well as enhance their skills on safe driving.

Eve r yd ay t e a c h e r s countless real time decisions facilitates dozen of interaction between themselves and students, although commonality educators often talk of these decisions and interaction in different ways.

This is also one way of getting closer together in the classroom. The students may not be hesitant to express themselves if the relationship is tight. Teachers often support their students emotionally help among the city government employees. While she recognizes that it is not easy to lose weight, the mayor siad there should be an effort to burn whatever is taken in by the body.

If the Church wants to help the children away from committing crime, they should counsel them and their parents. If they cannot visit their homes for fear of being mugged or their sandals soiled, they can do so in the pulpits. But when they do, they should not resort to exaggeration and barefaced lies because not everyone who still goes to church is ignorant of the facts.

5th National Letter Writing Day at SM In celebration of World Post Day, the Philippine Postal Corporation (Phlpost) in partnership with SM Supermalls will hold the 5th National Letter Writing Day across selected SM malls nationwide on October 9, 2017.
