In observance of the Consumer Welfare Month (CWM) this October, the EcoWaste

Coalition emphasized the bigger responsibility of the government and the industry in guaranteeing that consumers are protected against abuses and imbalances in the marketplace. The theme for this year’s CWM, according to the Department of Trade and Industry (DTI), is “Consumer Protection: A Shared Responsibility.” “While protecting the con-

sumer interest is indeed a shared responsibility, we believe that the government and the industry have the greater obligation of upholding the legally guaranteed rights of the Filipino consumer considering the powers and resources these two other pillars of consumer protection have,” said Thony Dizon, Chemical Safety Campaigner, EcoWaste Coalition.

Xavier U joins global call for climate justice CAGAYAN de Oro City-On a bright Saturday morning, students and faculty members of Xavier University – Ateneo de Cagayan took to the streets the call to save and protect Mother Earth, saying there’s no Planet B. “The climate is changing, why can’t we?” one placard stated as the university students and formators marched from the XU Main Campus to the sidewalk along Corrales Avenue. Other placards said “Raise your voice, not the sea level,” “Nature needs you, what will you do?” and “You do note climate

change.” The climate strikes all over the world urge public and private sectors to contribute to the attainment of climate justice and the creation of policies and programs to curb climate change. UN-HABITAT sustainable livelihood support launched MARAWI CITY--The United Nations Human Settlements Programme (UNHabitat) has launched here its P44.2 million livelihood project, complementing its shelter rehabilitation project for the internally displaced persons (IDPs). The six-month project aims to provide sustainable livelihood assistance to 4,000 IDP-households and capacitate them with skills in agri-business, enterprise, establishing markets, among

THERE has been considerable research conducted over the past 30 years providing extensive knowledge regarding early intervention for young readers. In the intermediate level, a shift from learning to read to reading to learn typically occurs. Teachers at this level must be able to detect when a student is not thriving and intervene before the gap widens even more. Therefore, teachers at this level are often faced with the challenge of providing intervention for those who have not been properly remediated. It is necessary therefore to determine appropriate methods to

intervene with pupils in the intermediate level before they reach Grade 7 and are then faced with multitude of academic and social challenges. For us to realize a dramatic increase in English literacy, reading intervention must focus on vocabulary, fluency and comprehension. DepEd in 2012 created Memorandum 244 declaring November as the National Reading Month of every year and November 25 as the Nationwide Araw ng Pagbasa. This is in support of DepEd’s Every Child A Reader program. Reading is vital to functioning effectively in a literate society. Among the important skills humans can acquire is their ability to read.

NPA team leader’s surrender leads to seizure of arms cache in North Cotabato

KIDAPAWAN CITY--The surrender of a team leader of the New Peoples’ Army’s (NPA) Special Partisan Unit (SPARU) operating in the hinterlands of Magpet, North Cotabato has led to the seizure of firearms in Matalam and President Roxas towns. Harold Adjiaton, 30, a resident of Barangay Balite, Magpet yielded to the Army on September 29, a day after his commander, Rachel Daguman-Cortez, the alleged commander of Guerilla Front 53, was arrested inside the public market in San Francisco, Agusan del Sur. Lt. Col. Rey Alvarado, commander of the 72nd IB based in Mawab, Davao del Norte, said Adjiaton turned over to them his caliber 45 pistol, a number of ammunitions, and a fragmentation grenade. How Recent Protests Have Impacted Hong Kong Retail

AS anti-China protests drag into their fourth month, Chinese tourists, feeling the animosity from tourists, are not going to Hong Kong anymore. In July, mainland Chinese tourist arrivals fell 5.5 percent year-over-year to $4.16 million, accounting for 80.1 percent of total tourist arrivals in the city. Retailers such as cosmetics chain Sasa International and jewelry chain Chow Sang Sang have fallen 23

percent and 24.5 percent, respectively. Department store chain Sogo saw a 37 percent decline in foot traffic as it shut down its flagship store in Causeway Bay multiple times, due to the protests. The Hong Kong International Airport, previously one of the world’s busiest airports, canceled flights twice and flight ticket prices have been hammered as protesters attempt to block the roads.

Protests aside, the Chinese yuan has also weakened and Chinese consumers are shifting luxury purchases to mainland China, where consumption taxes have been lowered and e-commerce is more prevalent. The situation has gotten so bad for the retail industry that Hong Kong retail sales fell 11.4 percent in value this past July, the steepest drop in three years. Notably, 20 to 30 percent of retailers have begun to

send full-time employees on unpaid leave, after already laying off part-time workers. The Hong Kong Retail Management Association has already reached out to landlords to ask for a six-month 50 percent rent reduction to help small retail businesses weather the storm.

Albayalde might end up his retiring too soon as pressures on him get hotter by the day — on the allegation that he protected ‘Ninja Cops’ during his time as PNP provincial director in Pampanga. But for one senator, Gen. Oscar Albayalde still

has still the time to regain public trust before he officially steps down on November 8 - his retirement day. Sen. Panfilo Lacson defended Albayalde saying that no one has come clean in public service. Perhaps the former PNP Chief-turned- Senator has this biblical verse mind: He that is without sin among you, let him first cast the first stone. Investigations are now u nderway by the Senate and Interior Secretar y Eduardo Año before deciding on whether or not to fire Albayalde over his alleged involvement in

the so-called ninja cops issue. Asked to air his thoughts on allegations against Albayalde, President Duterte, now back from Russia said he would rather not “preempt” the investigation being conducted by the DILG chief. Duterte expressed confidence that Año would be “in his proper equanimity” when he begins the investigation. Meanwhile, Duterte has admitted that dismissing a top cop should be done “for a good reason” and with “enough proof.” Albayalde has expressed hope that the allegations

hurled against him would not affect Duterte’s trust and confidence in him or the campaign against illegal drugs. It would be up to the President to decide on his fate, he says. What’s happening in Davao del Norte

MINDANAO’S biggest dollar-earning agricultural industry is (cavendish) bananas. At an average of one employee for every 1-1/2 hectares, not counting the administrative staff, the industry accounts for the biggest number of labor force. Last year’s January to November export revenues contributed $1.345-billion to the country’s gross domestic product. These are significant contributions to the country as a whole but the events that happened recently is threatening the industry to extinction. The cultivation of cavendish bananas in the Philippines was pioneered by the late Antonio Floirendo, Sr. circa 19t9. Taking advantage of the government offer to pioneers in Mindanao to develop family and corporate farms, Floirendo who opted to settle in Davao saw exciting potentials in agriculture. He leased 1,020 hectares in Davao del Norte. He saw this while he was setting up his business as a dealer of Ford Motors, the first outside of Luzon. Before he ventured into cavendish Floirendo started off with abaca in

Marapangi, Toril, Davao City and then expanded in Sto. Tomas, Davao del Norte. Abaca fibers were the best seller in the world market then. But in the midst 1960s abaca was hit by a double whammy: dreaded mosaic disease wiped out abaca and synthetic nylon fiber, a byproduct of oil, emerged and it was cheaper and can withstand any weather condition. This prompted Floirendo to shift to cavendish bananas. When the Bureau of Corrections offered part of its land grant for development, Tagum Agricultural Development Corporation made a bid and the Senate Blue Ribbon Committee then chaired by the late Sen. Benigno “Ninoy” Aquino favored the offer of TADECO over Gomez Cellulose. Floirendo’s TADECO proceeded to undertake a yeoman’s job of transforming the swampland of BUCOR to the world’s best producer of bananas in terms of best practices and in a number of boxes harvested per hectare. Banana cultivation, however, is not a walk in the park. Despite its contribu-

tion to the economy and labor force, the government has not created a special agency that would look into the needs of the industry. The biggest challenge that the industry faces these days is the emergence of fusarium wilt which had wiped out the entire banana plantations in Panama and threatened other cavendish banana producers in Latin American countries. By the latest count, over 15,000 hectares of banana plantations which are mostly grown by small growers had been destroyed by the Panama disease which is caused by soil-borne fungi. Corporate farms like TADECO, Sumifru and Dole had so far managed to keep their plantations away from the menace of fusarium wilt by establishing quarantine stations in all ingress and egress of their plantations. The Department of Agriculture also had raised warning on the lethal disease by structly enforcing all available options to control the dreaded fungal menace. But all is not well in Davao del Norte. defiance and arrogance, the newly elected governor Edwin Jubahib himself led a phalanx of government personnel with a number of provincial engineers’ heavy equipment with a retinue of military contingent purportedly to dismantle the quarantine stations. This is the second attempt at forcibly removing the quarantine stations. When he was the Chief of Staff of then Speaker Pantaleon Alvarez, Jubahib also led a contingent of DPWH and police contingent allegedly on orders of a congressman from Surigao del Sur. Why the manic move to focus on TADECO which has a joint venture agreement with BUCOR to set up and develop a banana plantation in the later’s land grant defies imagination. Collado turned over to Provincial Governor Philip T. Tan the P88.8-million worth farm machineries, equipment and other agri interventions. But it is not only TADECO and its workers who will suffer if in case those sanitary measures will be removed. There are several corporate and cooperative farms in Davao del Norte alone. If Governor Jubahib thought that fusarium wilt will only put to risk TADECO alone then maybe he must be off his rockers. The Philippine banana industry has regained its position as the second biggest exporter of cavendish bananas in the world. Thanks to the joint efforts of the people in the industry. We have the biggest share of Japan consumer market and we enjoy a preferential trade in China. I would attribute this too to the inroads of Duterte’s brand of diplomacy. As I write this, the President is hobnobbing with Pres. Vladimir Putin of Russia and expect that new markets for Philippine bananas will be in the works. The success of the banana industry translates to the economic stability and development of the Davao region which has the distinction of registering the highest growth of the economy in the entire country. The national government, particularly the Department of Interior and Local government should look closely at the behavior of the officials of the provincial government of Davao del Norte. The military and police authorities too should investigate the presence of their personnel in TADECO instead of running after the New Peoples Army which are still harassing private companies and government road contractors. The decadence has become disturbing. Tagum City, which is also the seat of power of the provincial authority, has become the scam capital of

the Philippines. Just last week a manager of one of about a dozen get-rich-quick Ponzi pyramiding schemes was shot dead. There were sevceral other killings attributed to the business scam which were reported to be carried out by investors who were hoodwinked to place their money in the shady transactions. The problem persists because the local government is perceived to be tolerating the grand estafa. In fact one of the firms is said to be operated by a ranking official of a politician. KAPA, the grandest of them all is said to have started in General Santis City but it flourished in Davao del Norte because of the obvious tolerance of local authorities. Pres. Rodrigo Duterte must crack the whip on DILG, AFP and DILG to address the virus of insanity that is devouring Davao del Norte and may lead to a veritable banana republic where people may eventually have to subsist only on saba bananas.

The project uses arts and culture education to “complement institutional and structural approaches to peacebuilding programming, in areas such as confidence building, skills training, self-expression, and intergroup understanding and tolerance.” The SCJC project will be pivoted in the Bangsamoro region. The details of the project will be rolled out soon by the British Council and the involved XU units. Prudencio added: “Arts and culture are regarded as a more neutral ground for mutual understanding than explicit peacebuilding activities because they are able to bring people from different groups together around a shared interest and goal, rather than around issues related to the conflict. They also provide a form of expression and a creative reflection.” In April this year, the British Council published a report that examined the value of culture in post-conflict recovery. The study drew on the experiences of Rwanda, Colombia, and Syria, highlighting the contribution of arts and cultural programs in post-conflict communities, through therapy, reconciliation, and civil society strengthening. “We also want to further understand the role of culture in promoting resilience in conflictaffected areas, and use this research to develop new theories of change,” Prudencio said. Xavier Ateneo was chosen by the British Council as a partner for this project because of the university’s “facilitation of interfaith dialogues, promotion of peace education, leadership in education training for Muslim teachers and Islamic values, and integration of culture and development in your social outreach programmes.” Ravanera believes that the arts can bring people together and result in a deeper cultural understanding.
