Volunteers help clean Marawi City

MARAWI City--Hundreds of volunteers turned up on Wednesday to clean Barangay Matampay of debris, ISIS graffiti, and filth from the four months of fighting that devastated this city.

Marawi Mayor Majul Usman Gandamra said they are doing this so when almost 200,000 residents who fled will eventually come home, they will find the city already clean.

“We want to erase any traces of the fighting. We want the residents to come home to a city that is clean,”

Gong of peace unveiled, resonating gratitude, peace Friday, October 6, 2017

ILIGAN City--The Gong of Peace has been unveiled in Iligan city’s public plaza on October 1, symbolizing the gratitude and appreciation of the internally displaced people (IDPs) of Marawi to the people of Iligan for welcoming them and providing them their needs.

Initiated by the Office of the Presidential Adviser on the Peace Process (OPAPP), the symbolical ringing of the gong produced a resonating sound of gratitude and peace, in line with the culmination of the National Peace Consciousness Month in September.

“Prior to the siege, Iligan City is a place for our leisure, business or work… never did we think that it will become our second home,” said Gandamra.

Handing over the sarimanok statuette, the city government of Iligan also vowed to continue its efforts to provide the needs of the displaced people of Marawi.

The sarimanok is a legendary bird of the Maranao people who originate from

Mindanao, an island in the Philippines. It comes from the words “sari” (means cloth or garment, which is generally of assorted colors); and “manok” (chicken).

“We are going to protect and defend you. Let us be one in protecting peace and order in Iligan and be one in helping one another to rebuild the hopes and city of Marawi,” said Iligan City Vice Mayor Jemar Vera Cruz.

Symbolizing their solidarity for the IDPs, a framed prayer from the people of Cordillera was also handed over to the people of Marawi through mayor Gandamra.

17 Marawi hostages rescued MARAWI City--The Philippine military rescued at least 17 hostages, including five female teachers of Dansalan College, after an intense firefight in Marawi City dawn on Wednesday.

The rescue came after soldiers made a night attack on a row of houses in Barangay Lumbac Marinaut.

Col. Romeo Brawner, deputy commander of Joint Task Force Ranao, however, did not confirm the rescue.

He told reporters “operations are still ongoing to rescue the hostages held by the remaining gunmen.”

In Manila, Defense Secretary Delfin Lorenzana confirmed to Rappler that troops were able to rescue nine males and eight females with ages ranging from 18 to 75. Lorenzana did not give any more details because military operations are still ongoing to rescue the remaining 23 hostages.

Lanao del Sur provincial crisis management spokesperson Zia Alonto Adiong also confirmed the successful rescue by elements of the Joint Task Force at 2 a.m. Wednesday.

“The fighting distracted the ISIS-Maute gunmen allowing the hostages to break free,” Adiong said.

Sources said the hostages scampered to the soldiers’ side after the ISIS-Maute gunmen guarding got distracted by the night attack.

Euphoria swept the community of the protestant United Church of Christ of the Philippines in Cagayan de Oro City after they learned all six teachers of the Dansalan College were among those rescued.

“You cannot imagine our happiness. Our prayers for their safety have been answered,” a member of the congregation said.

But these achievements didn’t happen overnight. What follows is a tale of time, vision, innovation, and the constant quest to deliver trucks that meet

It was the best of times The year was 1917, and nine years on from the release of the Model T, customer demand was for a vehicle that was tougher and more capable than anything

that had gone before. Up stepped the Model TT. Able to haul a payload of one ton, the TT helped change the way the world did work. Originally sold as a chassis only, with buyers supplying their own body, Ford went on to sell almost 1.3 million TTs until it was replaced in 1928 by the Model A and AA pickup, the latter one of the earliest members of the Ford dynasty of pickup trucks.

A few years later, the Ford Motor Company of Australia received a letter from a farmer’s wife asking for a vehicle that she and her husband could take to church on Sundays, but which could also carry a load of pigs to market on Monday. The Motorcycle Development Program Participants Association (MDPPA), joined the recently concluded Motorsiklo Xklusibo’s eighth anniversary celebration at the Tagaytay International Convention Center.

Again, Moreno gets TROs vs 11 dismissals

As expected, supporters of beleaguered Cagayan De Oro City Mayor Oscar S. Moreno would immediately troop to the City Hall every time reports of alleged suspension or dismissal order were about to be served to the city mayor. The supporters would swarm in front of the City Hall in the guise of a “prayer rally” to purportedly ask “divine intervention” to prevent the dismissal or suspension of Moreno. But, this trickery is no longer credible.

It is of note that the use of the “prayer rally” and the “church” as a means of shielding oneself, particularly by a politician from possible arrest or dismissal has become rampant and incredible. This chicanery has been an old trick that most supporters who normally come along with alleged followers to hold the “prayer rally” are those who

country’s judicial system that is easily drawn by its ugly heads. And, one talks about the ugly head as a figurative term for corruption and venality.

On Thursday night, Moreno’s supporters led by barangay captains and local legislators who could have benefited from Moreno’s administration rushed to City Hall to organize the “prayer rally.” Actually, they went there to prevent the DILG from serving the reported 11 dismissal orders against the City Mayor. Isn’t it a clear indication that these mobs are ready to circumvent the law? Not really.

Perhaps, unknown to many, while the story about the 11 dismissal orders just floated Thursday, Moreno already knew before the story spread. The CYNOSURE was informed two days ago about the 90-day suspension (not dismissal)

It turns out that the 11 dismissal orders were in connection with Moreno’s anti-graft cases involving the alleged “illegal” lease of equipment while he was the provincial governor in Misamis Oriental. The amount involves P 20.5 million. However, before the dismissal order was served, the CA’s restraining order was served ahead.

Unlike before, this time the DILG and the CA have perfectly synchronized their moves. It is expected that the DILG would serve the dismissal order if only to comply with the mandate of the Ombudsman. With the restraining order, the See dismissals, page 9

There is no such thing as divine intercession. On the contrary, in the case of Moreno, the divine intervention would mean the release of the restraining order by the Court of Appeals. Aside from the intervention of the CA, the Department of Interior and Local Government (DILG) also plays a critical role. There are suspicions that the DILG personnel, actually, gives the go signal to the CA to deliver the TRO just minutes before the dismissal or suspension order is served against Moreno. Laughs!

In fact, the issue of dismissal and suspension order against Moreno has already become a manifestation of callousness and brazen travesty of justice. It is unfortunate that there are always “sacred cows” in the

RANGAY, SK, POLLS: Now that President Duterte signed the law which postponed the barangay and sangguniang kabataan (SK) elections from October 23, 2017 to the second Monday of May 2018, it should be made clear to the incumbents that the law gave them the right to continue staying in their positions, in a hold-over capacity, until the elections in May 2018.

But then, the incumbents must also realize that under Republic Act 10952, the law that postponed the polls, lawmakers put in some sort of a collatilla which provides that current barangay and SK officials can remain in their posts except when they

What are the existing processes regarding suspension or dismissal from the service of barangay and SK officials? These are provided for under Sections 60-68 of the Local Government Code of 1991, or Republic Act 70671, as amended. It would be beneficial for all if these parts of the law are fully understood by them, so they uphold their rights.

Better late than never THINK a minute.

Harlan was only 5 years old when his father died.

When Harlan was just 14 he quit school and started working on farms.

At 16, he lied about his age and joined the American army. After serving only 1 year as a soldier he left and tried becoming a metal worker, but he failed at that too. Finally, Harlan got a job working on a train locomotive and liked it. He thought he had finally found his place in life.

18, but within months he was fired from his job so his bride left him. Over the next years Harlan worked many more jobs. He tried selling insurance and car tires. He tried operating a ferryboat. Then he managed a gas station. But it was no use. Harlan just seemed to be a born loser! Finally, late in life, he became a cook and dishwasher at a restaurant.

But soon he was too old and forced to retire. His wife had since returned to him, but he and his family were so poor that they could hardly

buy food for their family.

At the age of 65, Harlan’s first retirement check came from the government. It was so small that it made him very angry. At that moment, He decided to use that small retirement check to start a new business. Today, that business of Harlan’s is prospering and succeeding all over the world! That man who failed at everything he did all his life, still refused to be a failure! Harlan decided it was time to start again, because it’s never too late

Cebu Pacific invests in DPLs for Persons with Reduced Mobility The Philippines’ leading carrier, Cebu Pacific (PSE: CEB), is set to rollout Disabled Passenger Lifts (DPLs) in key airports nationwide.

The DPLs would allow Persons with Reduced Mobility (PRMs) an easier and more comfortable boarding experience on Cebu Pacific flights.

CEB is the first airline to invest in its own DPLs, in line with its thrust to improve passenger experience. Although CEB has invested over PHP100 Million for the procurement and installation of 35 brand-new DPLs, they are available free of charge for Cebu Pacific passengers with reduced mobility. Aside from PWDs, these include pregnant and elderly passengers who may have difficulty climbing stairs to board their flights.

The first DPL was installed at the Ninoy Aquino International Airport Terminal 3 in March 2017 for testing and evaluation. Since July 2017, the DPL has

The DPL allows PRMs, as well as their companions or service agents to board the aircraft or deplane via the aircraft door designated by the airlines. To date, at least 500 DPLs are being used worldwide.

Michael Ivan Shau, Vice President for Airport Services of Cebu Pacific, said the rest of the DPL units would be deployed starting 2018.

Six more units would be placed at the NAIA Terminal 3, with the rest to other CEB hubs across the country: Clark, Kalibo, Iloilo, Cebu and Davao; as well as hightraffic airports across

the country where CEB operates flight using Airbus aircraft. Target completion is by June 2018.

“We are looking at initiatives to improve the passenger experience for every Juan. For our PWD passengers and those with reduced mobility, we recognize that the experience of being lifted manually can be uncomfortable. Investing in the DPLs will allow us to board and deplane passengers with reduced

mobility safely, with minimal discomfort,” said Shau.

In 2016 alone, over 43,000 passengers availed of wheelchair assistance from the check-in counter. Of this number, more than 14,000 were wheeled from the check-in counter and carried to their seats in the aircraft.

The DPL was introduced in 1998 by international aircraft service provider Airport Maintenance

Cagayan de Oro River Basin Management Council shares best practices The Cagayan de Oro River Basin Management Council (CDORBMC) opened its doors by sharing its best practices to the Agusan River Basin Organization (ARB O) during a cross visit and benchmarking in the region on September 29, 2017.

Department of Environment and Natural Resources, Region 10 ( DE N R 1 0 ) R e g i ona l Director Edwin B. Andot welcomed the ARBO Governing Board in his message and encouraged everyone to take advantage of the opportunity to learn, ask questions and give feedback. He reiterated the significance of benchmarking and sharing of best practices as we are one in our mission in government service.

Gamos, Jr., Head of the River Basin Project Management Office of DENR 10 presented the profile and history of the CDORBMC and revealed that Typhoon Ondoy in 2009 was one of the contributing factors in the creation of the Council in 2010 under the leadership of Archbishop Ledesma and then DENR 10 RED Maximo Dichoso.

The Manobo community of Barangay Kimanait in Pangantucan, Bukidnon celebrates the completion of the 1 unit, 2 classrooms primary school building under the Department of Social Welfare and Development Kapit-Bisig Laban sa Kahirapan Comprehensive and Integrated Delivery of Social Services (Kalahi-CIDSS) Construction of Classrooms for Lumads (CCL).

The DSWD KalahiCIDSS is a community empowerment program of the Philippine Government that utilizes the community-driven development (CDD) approach to ensure that citizens have an active role in development by giving them the voice and the vote in

decision-making involving their villages. In 2013, it scaled up into the national CDD program and targets the coverage of 847 of the poorest municipalities in the Philippines.

The 168 square-meter building in Barangay Kimanait is funded through the Kalahi-CIDSS National Community-Driven Development Program (NCDDP) of the DSWD and has a total project cost of PHP 1,634,758.00. Barangay Kimanait has a total of 94 households, 43 of which are Pantawid Pamilyang Pilipino Program (4Ps) beneficiaries, that would b enef it f rom t he construction of classrooms.

Community volunteers of Kalahi-CIDSS made this project possible.

However, it was only after river debris driven by floods brought by torrential rains pounded the pipeline’s concrete casing following the latter temblor did Rio Verde discovered it was losing up to 50% o its daily delivery of 40,000 cubic meters (cu.m.) of treated bulk water to COWD did they shut down the transmission line to isolate the leaks and move for repairs.

The Philippine Institute of Volcanology and Seismology (Phivolcs) said a strong 5.9-magnitude earthquake struck 22 kilometers southeast of Malapatan town, Sarangani at 8:30 a.m., August 5, 2017, and was followed by a series of temblors at 4:47 a.m. on September 24 jolting Magpet, Cotabato (magnitude 4.4); Kadingilan, Bukidnon (magnitude 5.7); Kalilangan, Bukidnon (magnitude 5.3), Wao, Lanao del Sur (magnitude 5.4), and Osias, Kabacan, Cotabato (magnitude 4.4) with aftershocks.

Meantime, Rio Verde resumed deliveries to COWD from October 1st through its back-up 400mm HDPE pipeline albeit on a reduced basis. Hapitan committed to ramping up the flow rate to 40,000 cu.m. by Friday (October 6) with the pressure requested by COWD through the same pipeline pending completion of repairs on the main 650mm transmission line by mid-October.

In addition to its two existing pipelines, Hapitan disclosed that Rio Verde is constructing another 650mm redundant main transmission line to ensure bulk water deliveries to COWD would not suffer a similar interruption in the future.

He said the P50-million project would also further reinforce the concrete casings of both submarine pipelines to also ensure both can withstand up to magnitude 8.0 earthquakes and river debris from the Cagayan River driven by flash floods caused by torrential rains.

Despite these developments, another crisis appears imminent as the 40,000 cu.m. of bulk water contracted by COWD from Rio Verde is no longer adequate to service consumers in COWD’s West Service area which officials say already has a daily demand

Thus, even if Rio Verde already delivered the 40,000 cu.m. daily as stipulated in its present Bulk Water Supply Agreement with COWD, this would only address 63% of the West Service Area’s present requirements, since the 95% as committed by Hapitan was the demand level 10 years ago (2007) when Rio Verde started delivering bulk water to COWD. To address the water shortage in the interim, COWD has employed palliative measures to mitigate effects of the water supply curtailment like valve adjustments and facilitating water delivery to affected areas utilizing water tankers from the Bureau of Fire Protection (BFP), FilipinoChinese Volunteer fire brigades to augment COWD and Rio Verde tankers to deliver water directly to consumers since last week.

Although Rio Verde previously served COWD’s purchase orders for an additional 20,000 cu.m. for the past 3 months, Hapitan disclosed during the public consultation that both COWD and Rio Verde have already agreed to pre-terminate the existing bulk water supply contract.

In a series of letters dated January 4, 2017; April 5, 2017 and August 8, 2017, both COWD and Rio Verde agreed to pre-terminate their Bulk Water Supply Agreement and enter into a “Compromise Agreement” whereby Rio Verde would continue to supply bulk water to COWD under prevailing prices and new negotiated terms.

COWD General Manager Rachel Beja disclosed during the latest public consultation that COWD is entering into a joint venture agreement with Metropac Water Investments Corp, (MWIC) which would supply up to 100,000 cu.m. of treated bulk water daily to COWD to address the increased demand.

The new JV firm is exploring three options by which the requirement could be addressed: purchasing bulk water from Rio Verde; outright purchase of the Rio Verde treatment plant or constructing a new treatment plant, which in the case of Rio Verde took 3 years to complete.

This development indicates that the first option could be the quickest fix to the present crisis given the long-term nature of the other options (outright purchase and construction of a new plant).

However, even that would be imperative upon the soonest signing of the Compromise Agreement by the two parties which remains pending until now.

The water supply situation in other COWD Service Areas have been further aggravated by ongoing repair works and upgrading being implemented by the water district under its Non-Revenue Water (NRW) reduction program and regular maintenance and repair works.

Senator Sonny Angara, since his days in the House of Representatives, has been filing a bill upgrading the salary grade of public school teachers from Salary Grade 11 to 19.

Angara explained that with the reduction of income tax rates, 99% of the 7.5 million individual income taxpayers will be able to take home bigger pay.

Oro-Northern Mindanao Leg will be led by Clement Dampal II, a CDO-based Diversified Lensman, who also happened to be the Official Photo Walk Leader last 2015, and 2016 editions.

Additionally, the Cagayan de Oro Northern Mindanao Leg is in cooperation with the Camera Club of Cagayan de Oro. In this Leg, the Photo Walk aims to promote Cagayan de Oro City and explore some parts of the Province of Misamis Ori-

ental from heritage to tourism, the people’s daily activity, infrastructure to growth, culture and the arts, wherein the viewers will have a bigger view of the endless possibilities of fun to experience. This will also give the participants an opportunity to actively engage in social events promoting the quality of life. Assembly time will be at the Provincial Capitol Grounds from 06:00 in the morning. The group then will be welcomed by the Governor himself Yevgeny “Bambi” Emano before the photowalk officially starts at 7 in the morning on the said date.
