CAGAYAN de Oro City-Northern Mindanao now ranks fourth in the country’s regional capital with a number of “cybercrimes” involving child cybersex cases in the country, Provincial Governor Yevgeny Vincente Emano, of Misamis Oriental, said Tuesday.

He said that the police regional command of the cybercrimes unit headed

Gov’t agents seize fake notes in CDO

CAGAYAN de Oro City-Agents of the National Bureau of Investigation (NBI) and Central Bank collaged a peddler of “counterfeit” Philippine Currency amounting to P 161,700 during a “buy bust” operation here, the NBI said Tuesday.

Lawer Alex Cabornay, the NBI head agent, who led the buy bust operation identified the lone suspect as Charlie L. Quintana, 36, of Ilaya, Carmen, Cagayan De Oro City.

He said that a joint operation of the NBI in Northern Mindanao and CB agents from Manila conducted the buy bust operation along Claro M. Recto in Lapasan, this city, Friday afternoon.

Cabornay said that an NBI asset posed as a buyer of the counterfeit Philippine currency, which resulted in the arrest of the suspect.

Recovered from the suspect was 74 pieces of counterfeit P 1,000 bills totaling P 74,000, 158 pieces of fake P 500 bills, which totaled P 79,000 and 87 pieces of fake P 100 bills amounting to P 8, 700, or a combined total of P 161,700 fake peso bills.

First Bangsa Mranao Congress Held

ILIGAN CITY – For the first time in the long history of the people of Lanao, a Bangsa (People) Mranao Congress was held here last September 30 to October 1.

In his opening message Congress Chairman Dr. Firdausi I. Abbas, Ll. B., Ph. D., declared that the gathering aims to unify the Mranao people in the task of rebuilding Marawi City from the ruins brought about by the fighting between the Maute group and government forces since May 23, with the hope of making it a Shangrila.

He cited the virtues of the Mranao and its excellence in various fields of human endeavor that make the people rise from whatever fall it may suffer.

He mentioned that the wars between the Spaniards, the Americans and the Japanese never destroyed Marawi and that it was only the recent armed conflict which leveled almost everything in Marawi to the ground.

He declared that the task ahead for the Bangsa Mranao is a “Saga of Courage.”

During the first day, speakers like former Commissioner of the Bangsamoro Transition Commission, Samira Gutoc-Tomawis expressed their sentiments concerning the fate of the Mranao who are suffering in the evacuation centers and other places away from home and do not know when they could return to their homeland.

Atty. Benedicto R. Bacani, Executive Director of the Institute for Autonomy and Governance (IAG) gave encouragement for the Mranao in their pursuit of self-determination.

Abbas told reporters that the aforementioned visitors came to express their sympathy to the cause of the Bangsa Mranao.

On the second day, the Congress passed the resolutions proposed by the various sectors of Mranao society.

Afterwards these resolutions will be submitted to the President and other concerned agencies of the government. Abbas said.

THE Philippines has made some progress in decentralizing powers to local government units, but the government needs to do more.

This was what international experts agreed during the third Annual Public Policy Conference (APPC) organized by the state think tank Philippine Institute for Development Studies held recently at the Marco Polo Hotel as part of the observance of the Development Policy Research Month.

“The Philippines is easily one of the most decentralized countries already within Southeast Asia, far more decentralized than federal Malaysia,” Australian National University Professor Paul Hutchcroft said.

He, however, added that there is much more to be done and consider if the country decides to shift to a federal form of government—a proposal that has gained traction since President Rodrigo Duterte assumed office in 2016 in a bid to solve the weak regional development and inefficient public ser-

ZAMBOANGA City--The Department of Labor and Employment (DOLE) on Monday announced that 25,000 job vacancies are up for grab on the one-day Job Fair in this city.

Some 24 local and overseas placement agencies have confirmed participation at the fair, slated on October 6 at one of the local hotels.

The vacancies included administrative staff, human resource officers, drivers,

sales representatives, among others.

Jobseekers may pre-register at the DOLE- Zamboanga City Field Office or at the Public Employment Service Office (PESO) of the city government during office hours starting Monday.

The Job Fair is part of the five-day activity, dubbed as “Trabaho, Negosyo at Kabuhayan (TNK), a joint project of DOLE and the Department of Trade and

Industry (DTI), which is scheduled to be held from October 6 to 10.

Furthermore, he said it is also important to understand the nature of the country’s political institutions, especially the bureaucratic institutions and the political party system, saying that “if both are weak, whatever

The government also needs to invest on human capital to be able to manage funds in the local level, according to Mayer.

As discussions on this major reform are still on going, Mayer also reminded key players that the road

to federalism will not be a smooth one as it entails that various factors will have to be taken into consideration.

“Federalism starts at the center with a commitment to let go. If you don’t want to have it, don’t start it, but if you are committed, then go for it and do it swiftly,” Mayer said.

Similarly, Hutchcroft also warned of unintended consequences that have to be anticipated, especially in huge political reforms like shifting to federalism.

The APPC serves as the culminating activity of the Development Policy Research Month (DPRM), an annual nationwide celebration led by PIDS every September pursuant to Presidential Proclamation No. 247.

Started in 2015, the APPC aims to convene policy experts and researchers to analyze critical issues relevant to development planning and policymaking. PIDS envisions it to serve as a platform to cultivate a strong culture of research and use of data and evidence among the See experts, page 11

Ever wonder why Cagayan De Oro City Mayor Oscar Moreno could not be easily dismissed from office?

Even hundreds of dismissal orders and perpetual disqualifications could not move Moreno an inch.

My little bird said that it is not because of former Senator Aquilino Pimentel, Jr. that Moreno continues to hang on to his office. Pimentel is only an incidental figure. Actually, Pimentel’s coming out of the picture better serve the purpose of camouflaging Moreno’s judicial weapons.

Counting the dozens of administrative and criminal cases of anti-graft and corrupt practices against Moreno would have been enough to send him to jail or, at least, removed him from office at the earliest.

From where I sit, this is a serious accusation, and Sereno should endeavor to answer Tan right away to dispel any misconceptions his column may have created.

ISABELA CITY, Basilan, -- Fisherfolks from different municipalities and cities in Basilan gathered for the First Fisheries and Aquaculture Summit on September 21 at Basilan State College Amphitheatre.

The Provincial Government of Basilan in coordination with the Bureau of Fisheries and Aquatic Resources (BFAR)- ARMM hosted the Summit with over 300 participants, which include fisherfolks, local officials, government and private stakeholders, where current state of fisheries in Basilan were discussed.

It also served as a venue for policy formulation.

These policies are expected to contribute to the improvement of fisheries and aquatic resources, boost sufficient supply and harvest, as well as ensure food security and sustainability.

DAVAO CITY -- The city government of Davao wants all road works in the city finished to pave way for the big triathlon event Alveo Ironman 70.3 in March next year.

City Sports and Development Office officer-incharge Mikee Aportadera said the city government is set to meet with officials of the Department of Public Works and Highways

(DPWH) for road preparation as the requirement for the hosting of an Ironman 70.3 race is to have flat concrete or asphalted roads.

DAVAO CITY – A city dad urged colleagues to support measure to allow the implementers of the water bulk project to establish a water treatment facility in the city’s third district.

Second District Councilor Danilo Dayanghirang is campaigning hard to muster 21 votes for the Apo Agua bulk water project even if it means getting a councilor out of a hospital for an hour to attend the city council session Tuesday.

Dayanghirang said his move is for the interest of his constituents in the second district which has been suffering from lack of potable water.

Dayanghirang and the residents in the second district pin hopes on the Apo Agua project to resolve the district’s water problem as it has been fighting for two years now to get support for the water project.

He said residents are not even comfortable using the available water to bathe because of its yellowish color.

“I am appealing to my colleagues. Even if they are in a wheelchair I will bring them in to manifest their vote for the measure,” Dayanghirang said in desperation to bring drinkable water to the residents of the second district.

Dayanghirang recalled that he has done it years ago when he was majority floor leader that he called for a recess for three hours to wait for the councilor to excuse from the class just to manifest vote for

a major project.

Apo Agua Infrastructura, Inc (AAII) request for the allowable use for the establishment of a water treatment facility in Barangay Gumalang, Baguio District remains pending due to the lack of a quorum in the past two sessions.

The measure is up for the City Council’s approval again.

The approval of the request for allowable use would allow Apo Agua to apply for a building permit so they can start the construction.

Dayanghirang explained that the measure needs the support of 21 members in accordance with a provision of the Zoning Ordinance.

However, the city council cannot still muster the needed votes for the measure during the last two sessions.

Dayanghirang said that in his talk with Majority Floorleader Bernard Al-ag there was optimism to get the number.

“Hopefully most of them (councilors) will be around,” he added.

The request of Apo Agua was presented on June 6 but it was remanded to the committee level for further discussion after several issues were raised including the protest of Barangay Tamugan regarding the assignment of the DCWD water rights to Apo Agua. The barangay has already passed a resolution signifying no objection to the project.

Prohibited Acts - lt shall be prohibited for any person to intentionally, wilfully, and deliberately construct, install and erect a building or other structural improvement in the coastal areas and public places in the Municipality of Lopez Jaena, without building permit or special permit.

All existing buildings or any structural improvements in the coastal areas and public places in the Municipality of Lopez Jaena, Misamis Occidental without building permits or special permits prior to the passage of this ordinance shall be covered by this prohibition/

Provided further that any building or structure constructed or installed in the coastal areas and public places being considered as future site of Municipal Development Projects with or without building permit or special permit shall also be included in this prohibition.

SECTION 5. SCOPE AND COVERAGE - This Ordinance shall be applicable to all coastal and public places in this Municipality, more specifically the nine (9) coastal barangays of Molatuhan Bajo, Mansabay Bajo, Puntod, Eastern Pob., Western Pob., Katipa, Biasong, Sibugon and Sibula.

SECTION 6. Penalty Clause - The owner or any of his representatives of the building or other improvements constructed, installed and erected in coastal areas and public places without building permit or special permit will be notified by the Municipal Engineer on the violation and will be given fifteen (15) days from receipt to immediately remove or demolish the building or the structural improvement.

Failure or refusal on the part of the owner or any of his representative to demolish the illegal structure within the period herein provided shall automatically authorize the local government of the Municipality of Lopez Jaena, Misamis Occidental to demolish the same, gather and keep the construction materials of the demolished structure.

SECTION 7. Separability Clause - If for any reason any section or provision of this ordinance, or any portion thereof, or the application of such section, provision or portion thereof to any person, group or circumstance is declared invalid or unconstitutional, the remaining provisions of this ordinance shall not be affected by such declaration and shall remain in force and effect.

SECTION 8. Effectivity Clause - This Ordinance shall take effect in accordance with the provisions of existing laws.

Coastal areas - The seashore or foreshore lands which are inalienable and classified as public land within the territorial jurisdiction of Lopez Jaena, Misamis Occidental. c. Public Places- Public plazas, kiosks, streets, thoroughfares, sidewalks, beaches, any other public place or such other places categorized for public dominion. d. LEDAC lists SSS Reform Act of 2017 as priority State-run Social Security System (SSS) welcomed the move of the LegislativeExecutive Development Advisory Council (LEDAC) to include the proposal to amend the Social Security Law of 1997 as one of the priority measures for the 17th Congress.

“We are thankful to the council for including the SS charter amendment as one of the priority bills for the 17th Congress as we believe here in SSS that the bright future of the pension fund lies in the successful reform of the 20-year old law,” SSS President and Chief Executive Officer Emmanuel F. Dooc said.

In a statement, National Economic and Development Authority (NEDA) said the LEDAC Executive Committee recently approved the Common Legislative Agenda (CLA) for the 17th Congress which consisted of 28 priority measures, including the Social Security Act amendments.

Of the 28 priority measures, 14 were recommended

by the Ledac-ExeCom as urgent to stress the need to pass the law within the year, and 10 were already filed in both houses of Congress and in advanced stages of legislation.

The LEDAC is the highest consultative and advisory body to the President on economic and development matters to integrate the legislative agenda with the national development plan.

“We are pleased that the approved CLA responds to what the Philippine Development Plan 2017-2022 has laid out. In fact, 21 out of the 28 measures are identified as priority legislations in the PDP. This development only shows that the whole of government is moving forward in the same direction,” Socioeconomic Planning Secretary Ernesto M. Pernia said.

Pernia added that the Common Legislative Priorities of Congress (consisting of 39 common priorities of

both Houses of Congress) and the President’s Legislative Agenda (consisting of 55 proposed legislations) were the bases of the prioritization.

The SS Reform Act of 2017 is among the bills that are already in the advanced stage of legislation. The lower house version was passed on third reading and submitted to the Senate for concurrence last January 18. The proposed charter amendments are currently being discussed in several committee hearings of the Government Corporations and Public Enterprises (GCPE) committee joint with Labor, Employment and Human Resources Development in the Senate.

SSS eyes the charter amendment proposal as one of the long-term solutions that will make the pension fund viable and sustainable in the future to further serve its members

and pensioners.

One of the major provisions of the proposal is the rationalization of the powers, duties and accountabilities of the Social Security Commission (SSC). With the rationalized powers, it will make it easier for

the SSC to diversify SSS investments to generate and boost earnings of the pension fund, and to further improve the benefits being disbursed to its members.

The bill, when enacted into law, will also allow the Commission to condone

penalties on delinquent contributions by employers and employee-members, and to determine appropriate monthly salary credit and contribution tables based on actuarial studies for the stability and viability of the pension fund.

“We envision that this is the venue for the buyers and suppliers together,” she said. “This is a venue where we can help more SMEs and more small farmers get into cacao farming and cacao processing.”

The objective, she said, is for cacao farming to become a profitable venture -- eventually transforming lives of farmers.

“We hope in the end, it will help uplift the lives of fellow Filipinos. This is one of our projects under our program on poverty alleviation,” she said.

For Davao City to become the ‘Chocolate Capital of the Philippines,’ there is a need to provide the opportunity to small entrepreneurs, marginal farmers, upland farmers, and the indigenous people to become major players in the cacao and chocolate industry.

“We want our farmers to become producers of globallycompetitive quality chocolates,” she said.

Leo Leuterio, head of the Davao City Agriculture Office, said the LGU is serious in helping the cacao sector.

He noted that Davao City has already made a mark as a destination for cacao enthusiasts -- as it now boasts of the “tree to bar production chocolate experience”.

One of the popular tourist destinations in Davao now is the Chocolate Museum in Malagos.

“If you want to do it right, the chocolates and cacao are right here in Davao,” Leuterio said. “Davao is now part of the global map for cacao and chocolates that is why we put up a centerpiece of cacao here through the Cacao City.”

He said that his office is always willing to assist victims of cybercrimes in the filing of cases provided the victims are willing to cooperate with the regional cybercrimes investigators.

The regional cybercrime unit has also handled and solved various cybercrime cases in Misamis Oriental involving child pornography where a foreign national was arrested and extradited, sextortion and extortion cases.

Gamba said that Republic Act 10175 also known as the “Cybercrime Prevention Act of 2012” became effective after the Supreme Court uphold its constitutionality in February 2014.

Under the law, “c yber” refers to a computer or a computer network, the electronic medium in which online communication takes place.

The law covers about 16 cybercrimes that include content related-offenses such as child pornography, cybersex, unsolicited commercial communications, and libel.

Gamba said that any violation of the law carries a penalty of a fine from P 50,000 to P 500,000 or an imprisonment of one year to six years or six to 12 years for an individual or a fine of P1 million to P 10 million for juridical or corporate violators or both.

Although, there are some department heads and other city officials and employees who failed miserably to live up of his expectation, but cannot do otherwise. In that instance, then, his most appropriate option inherent of his position should be reassigned to other offices to be productive. In other words, his power is limited unlike the President.

Although he may have erred in appointing some officials and employees during his term of office, but so far, many of his appointed officials and employees have lived up to his expectation: effective and efficient. The most effective and efficient official that he appointed so far that can deliver public services to the highest degree is none other than the Officer-In-Charge of the City Information Office by the name of Jose Cagalawan Pantoja, the indefatigable, always in the go even without the instruction of the City Mayor as long as his action is for the greatest good for the greatest number of people especially in an aboveboard reporting devoid of biases and prejudices. . . a workaholic City Information Officer. Aside from his being workaholic, he is well-informed and known in the National and International Media like ABS-CBN, GMA and CNN, of course, with exemplary

leadership. Like Duterte, just recently, he has terminated one of his subordinate employees for failure to come up with his expectation . . . considered a liability not an asset to the Regencia administration.

For one, President Rodrigo Duterte is a Lex Taliones. Obviously, the first Lex Taliones to be elected Philippine President.

Duterte is recognized as the Lex Taliones “triumvirate” who organized the Lex Taliones in Ateneo Del Davao in 1974.

A report said that since Duterte became President, 25 Lex Taliones have been appointed to various sensitive positions in the government.

For instance, Secretary Vitaliano Aguirre and all of his Under Secretaries in the Department of Justice are all Lex Taliones. But, before Duterte became President, two influential members of the Lex Taliones have already been seated as Associate Justices of the Supreme Court.

Who are other Lex Taliones in the government today? To name a few, Gregory S. Ong, Sandiganbayan, Rodolfo Ponferrada, also of Sandiganbayan and Francisco P. Acosta, of the Court of Appeals. At the moment, we could not find from the Office of the Ombudsman.

Apparently, without a Lex Taliones in the anti-graft court could be the reason Moreno is always dismissed and ordered perpetually disqualified to hold public office.

Perhaps, the reason why Duterte wants Conchita Morales to resign so that a Lex Taliones could be appointed to head the anti-graft court.

Now, with that little insight, how could Moreno be dismissed?

The Department of Justice (DOJ) is all Lex Taliones. Isn’t it a clear indication that the department’s order for Moreno to submit a written answer (not a motion to dismiss) about the P 79 million complaint against him would only go to waste? Mind you, Malacañang would dismiss the complaint or simply sit on it until the new administration comes in. Moreno also finds an ally at the CA. Granting without admitting that the CA would finally deny Moreno’s TRO, the latter could always find relief in the Supreme Court.

The same is expected in the Sandiganbayan. With two Lex Taliones seating as current Associate Justices, any criminal cases against Moreno would be water under the bridge. The little bird tells the CYNOSURE that of the 18 criminal cases newly announced by the Ombudsman for filing in the Sandiganbayan, not a single one has been filed.

CAGAYAN DE ORO CITY – Almost 2,000 students from various public and private elementary and secondary schools here which belong to the City Schools Division of Cagayan de Oro joined in the Division Schools Press Conference 2017.

According to Division journalism coordinator Lorebina Carrasco, the students participated in group events such as radio broadcasting, collaborative and desktop publishing, TV broadcasting and online publishing. There were seven members for each group. There were separate categories for elementary and high school students.

Meanwhile, the following were the individual events in the two-day gathering held at Bulua Central School from September 28 to 29: sports writing, copyreading

and headline writing, photojournalism, news writing, feature writing, editorial writing, editorial cartooning and science and technology writing.

Carrasco said winners in all categories will advance to the Regional Schools Press Conference to be held October 23 to 24 at the three campuses of Liceo de Cagayan University here in Cagayan de Oro – main, RN and Paseo de Oro. She added that the competing students from the City Schools Division under superintendent Elena Borcillo will face rivals from 13 other divisions from Region 10.

The schools press conferences in the country were first initiated in 1953 by the now defunct Public Secondary Schools Press Association. It was institutionalized in 1991 by virtue of Republic Act 7079.

spur economic growth that will provide jobs to Filipinos,” Cacanando said.

Cacanando brings with her more than three decades of MSME development finance experience and industry expertise, mostly as a government executive. She went on an early retirement from government service in February 2016 as Senior Vice President of Small Business Corporation and Head of the agency’s Financing and Capacity Building

Sector.

Prior to joining SB Corp, Cacanando was Credit Manager of Guarantee Fund for MSMEs (GFSME) until its merger with Small Business Guarantee and Finance Corporation (SBGFC or SB Corp) as the surviving entity in November 2001.

Fresh from the University of the Philippines, Los Banos with a degree in Bachelor Science in Agricultural Economics, Cacanando joined the then KKK-

Livelihood Corporation in August 1983. Ten years later, she joined GFSME in April 1993.

Prior to her appointment as SB Corp Director and election as SB Corp President and CEO last September 6, 2017, Cacanando had the chance to work with the private sector for over a year in the field of MSME finance.
