President Duterte open to exploring options for LGU’s wider IRA share DAVAO CITY – President Rodrigo Roa Duterte said he is open to exploring options for the local governments to avail of their share of the national revenue as ruled by the Supreme Court entitling local government units (LGUs) to have an expanded share of national taxes. SC’s decision favored the petition of Batangas Gov. Hermilando Mandanas urging the national government to release this year the “just share” of local governments in all national taxes, thereby expanding the internal revenue allotment (IRA) for the local government units. “Tutal magamit ninyo for anything. It is to your advantage na maski utang, wala naman talaga na...not strictly in a sense that it's an obligation to everybody and a burden to the people or constituencies,” President Duterte said as he graced the 69th National Executive Board Meeting of the League of Cities of the Philippines in Davao City last Friday. “Tama siguro talaga ang Supreme Court that you deserve more and from our sources ang inyong share,” President Duterte added.
The Chief Executive said that his administration is keen on working towards other key reforms that will fulfill the government's commitment of reducing poverty, promoting infrastructure developments, and maintaining peace and order at the local level. The President also expressed his full support for the city mayors who guaranteed the delivery of appropriate government services to their constituents. “With your dedication to serve your respective constituents, I am confident you can address the growing needs of our people and provide them the opportunity to lead meaningful lives,” he said. He also encouraged city mayors to continue working with the national government by crafting and implementing local policies that will benefit their constituencies. While these characteristics are also found in comparable submarines like Russia’s Kilo-class, Empedrad said the Russian model is very large and expensive for the PN to acquire and operate. “We are continuously studying this and then hopefully we finalized what is our preference and then the budget will come out so we can bid it,” the PN chief emphasized in an interview with reporters. It is also possible that the project will be funded through government-togovernment procurement, Empedrad stressed. Basically, the most successful and effective organizations are those that strive constantly for excellence. This striving begins with the leaders of the organization. However, leaders do not command excellence, they build excellence. Excellence is “being all you can be” within the bounds of doing what is right for your organization. If excellence begins with leadership, then that leader must be of good character. He must lead from within. Leading must start with oneself in terms of character and attitude before other people. A leader’s character shapes the culture of his or her organization and subsequently the public opinion about the organization. A leader’s character is what you consistently experience with that individual. The example of their behavior determines the amount of influence they have over their followers. Certainly, what we’ve experienced in the past reflects on how we perceive and deal events and people around us. More importantly, it affects the decision we make every day in our life especially for the good of the organization. It is also very crucial to a leader to be a good example or role model, especially in personal lives and families because it really reflects who you are. It is very difficult to convince other people when you were not able to influence and lived your talks with yourself or your family. A leader must live both personal and career life in accordance with moral and professional standards. In general, leading is a complex and challenging task. You must be equipped with all the competencies, skills and good character to influence and inspire other people.

110 IPs, FRs in Gingoog to undergo TESDA training on raising organic chicken

H E Te c h n i c a l Education Skills and Development Authority (TESDA) has enrolled 110 indigenous peoples (IPs) and former rebels (FRs) in Barangay Eureka and nearby barangays in Gingoog City to a community-based skills training. Provincial Director Miraluna N. Baje-Lopez and Mr. Gerry Constantino Quiblat of TESDAMisamis Oriental led the enrollment activity during the Launching/Activation of the Misamis Oriental Task Force – End Local Communist Armed Conflict (MOTF-ELCAC) in Operationalizing E.O. 70 and Convergence Areas for Peace and Development (CAPDev) Program held September 26 at Sitio Moya, Barangay Eureka, Gingoog City. The launching highlighted the convergence and commitments of the local government unit and the various government
agencies in providing relevant projects to alleviate poverty and improve the socio-economic welfare of the residents. Seventy-five (75) of the beneficiaries will be trained on Raising Organic Chicken (leading to Organic Agriculture Production NC II) for three batches at 25 per batch. The remaining 35 shall be accommodated to a different set of training within this year. The first batch already started on September 3o with Kinoguitan National Agricultural School as the training provider. Each participant is given two (2) hens and one (1) rooster as starter breeding stock. After the skills training, the provincial offices of the Department of Trade and Industry (DTI) and the Department of Labor and Employment (DOLE) will provide entrepreneurship and other enterprise-based training and opportunities, as well as livelihood financial assistance to the

Success starts today Think a minute… In 1951 a nuclear disaster almost took place at a nuclear power plant in Canada. The core reactor had melted down, so it had to be taken apart before more deadly radiation escaped into the community. The challenge was to quickly find the right person who was both highly trained and also willing to do such a dangerous job that could kill him. Well, a 26-year-old lieutenant in the United States Navy who was highly trained in nuclear physics and reactor technology was willing to rise to the challenge. He had top security clearance at the headquarters of the Atomic Energy Commission in Washington D.C., so he
was flown to the nuclear power plant in Canada where the accident had happened. There he led a team of trained technicians as they promptly practiced each precise step of taking apart the melted down reactor. Finally, wearing special radiation-resistant clothing and armed with only the tools in his hands, the lieutenant went where no human being had ever gone: a melted-down nuclear reactor core. He had to take the reactor apart perfectly, with each step taking no longer than one minute and 30 seconds. In that amount of time this young lieutenant’s body was exposed to the maximum
allowable radiation for a human being for an entire year! So his swift and skillful work was crucial to his own survival. He had no time for even one small mistake of fumbling for a bolt or valve connector. Both his life and the lives of many others were depending on him. But he not only survived, he succeeded! And not only at that challenging job, but many others throughout his life. For that young Navy lieutenant who saved countless lives by skillfully and bravely going where no human in history had gone before, went on to become president of the United States: Jimmy Carter. At the NAIA Terminal 2 Departure Area, I got down, got my luggages, and after paying, went inside the terminal to check in. It was at that point that I realised that my clutch bag containing my IDs and cards, and, of course, my money for the trip, was not with me, and may have fallen inside the car. I immediately called Johannes through his phone and explained my predicament. Before I finished, he said “yes”, my clutch bag was found by him, and he was just trying to call me to return it. He then volunteered to come back to NAIA T 2.

MANILA -- The Department of Agriculture (DA) and the Philippine Competition Commission (PCC) on Tuesday sealed a partnership for strengthened coordination and mutual advisory assistance on competition concerns given the agriculture sector’s primary importance on consumer welfare and inclusive development. “This has been a muchanticipated partnership that puts the PCC and the DA at the forefront of inclusive development and consumer welfare promotion,” PCC chair Arsenio Balisacan said. “Cognizant of the DA’s role in developing our agriculture sector and the sector’s importance in the economy, the PCC is wellsuited to assist and sup-

also for DA to be able to implement its policies.” The memorandum of agreement (MOA) facilitates information and knowledgeexchange between the two agencies for matters, issues or concerns involving competition in the agriculture sector. Enabling wider access to information and cooperation, one agency is able to inform and guide the other in issues that fall within its respective field. Apart from information exchange, other forms of cooperation that may be pursued by the PCC and DA under the MOA include investigative and enforcement support, and creation of fact-finding bodies for inquiries into the sector. The collaboration of PCC and DA’s top brass brings together two recognized
experts in agriculture, poverty reduction, and policymaking to create a fair and level playing field in the sector for the benefit of both farmers and consumers. “At the center of this partnership is the active contribution of know-how and expertise, with both agencies charged with the common responsibility of addressing critical constraints to poverty reduction and growth in the agriculture sector, including market conduct harmful to either consumers or farmers, or both,” Balisacan said. THE House of Representatives on Wednesday approved on second reading a measure seeking the postponement of the May 2020 barangay and Sangguniang Kabataan (SK) elections to Dec. 5, 2022. The lower chamber passed via voice vote House Bill No. 4933 after accepting
an amendment to the rescheduled date. The initial proposal was to hold elections on the second Monday of May 2023, but the plenary accepted the amendment introduced by Cagayan de Oro City Rep. Rufus Rodriguez to change the date to Dec. 5, 2022. If enacted into law,
there will be two elections in 2022--the presidential elections in May and the synchronized barangay and SK elections seven months after. The bill also proposes that the subsequent polls will be held on the first Monday of December every three years after 2022.
Until their successors have been duly elected, all incumbent barangay and SK officials shall remain in office, unless sooner removed or suspended for cause. The most recent barangay and SK elections were held in May 2018. Originally, it was supposed to take place in October 2017. (PNA)

Planning is an important process in achieving goals in education. But such process must be a response to the gathered data or evidences reflecting the current situation of the school. Thus, it aims for the improvement of performance indicators of the academe. Strategizing is defined as the setting of institutional goals and finding the best means to reach those goals. It is described as guided by the overall sense of direction, sensitive to the environment, result-oriented, serves as a mobilization instrument, and flexible in its implementation. Based on these characteristics, this kind of planning is suitable to respond the different demands and challenges of the schools today. It must be noted that such planning requires a creation of the vision and mission statement of the school. It
serves as the guiding star to where we are heading for. It is very important that all stakeholders are committed, united, and sincere in realizing the goals of the school. Another feature of strategic planning is sensitive to the environment. It simply means that the school is an integral part of the community. Gone are the days where schools build walls against the community. The school should be the reflection of the environment that surrounds it. The planners must identify first its strengths, weaknesses, opportunities, and threats in order to formulate measures to respond and adapt the changing demands of the society. In most cases, problems and challenges faced by the whole academe where addressed through the collaboration and linkages of the different stakeholders. Strategic
planning encourages to build connection to the community. As teachers, it is our best aspiration that our learners will become a good citizen of our community someday. Like any other plan, strategic planning is resultoriented. Result serves as the outcome of all the programs, initiatives and strategies implemented. During the process, it must be carefully monitored in order to obtain good results. In education, performance indicators like drop-out rate and retention rate are viable data that tells how well the school performs. Strategic planning is an instrument for mobilization. It paves the way for more participatory activities that establish a good relation to the different stakeholders. It also entails good communication practices between the school and the community.
Studies conducted among schools have furnished results articulating the positive outcomes of sponsorship and assistance as one primary motivating result of successful collaboration. Stakeholders and patrons influence the passion of the recipients because it gives them a sense of conviction that they are believed to be effective and triumphant in their endeavors. Lastly, strategic planning is flexible in implementation. It depends on the situation- complexity and unpredictable conditions. We cannot deny the fact that we cannot foresee every possible consequence of our future decisions. We must be ready enough for all alternative plans in order to respond such challenges. More so, enhance our flexibility and adaptability skills to respond the complex situations we may face along the way.

One of these reasons is the lack of support from the parents in terms school needed such as school supplies, books, etc. Moreover, proper hygiene and nutrition are also factors that affect the motivation of the pupils to go to school. This problem has also been observed in St. Joseph Elementary School wherein a group of Civil Society Organizations (CSO’s) launched an outreach program designed to identify and effectively address school issues within the mandate of DSWD. In behalf of St. Joseph Elementary School, the school head, Grover M. Asequia was grateful enough for having received donations of school supplies such as papers, pens, and books. There were also bath soap and fruits to address the proper hygiene and nutrition of the pupils in the said school. In addition, the said organization had extended another help last February 14, 2019 such as Livelihood Program for the parents and a Feeding Program for the pupils. Another set of schools supplies have also been distributed. With all the donations received, changes in terms of pupil’s performance have been positively observed. Attendance rate especially for those who are 4P’s beneficiaries and lack of willingness to learn were lessen because of the benefits and monitor given which were actually some of the issues being addressed.

THE government’s transport modernization program has just been launched and met with varying reaction, both from the commuting public, and the most affected sector – public utility drivers and operators. But given all the pros and cons in its implementation, the present leadership has emphasized that the government is mandated to ensure that the commuting public has adequate, safe, convenient, environment-friendly and dependable public land transportation services at reasonable rates through the implementation of land-based transportation policies, programs, and projects responsive to an investment-led and demand-driven industry. It further envisions that the country shall have a world-class land transportation services contributing to the overall development of the country, improvement of the socio-economic status of its stakeholders, and promotion of the welfare of the general public. Under the program, the old dilapidated public utility vehicles will be replaced by modern vehicles which will be provided with GPS navigation system and CCTV cameras to monitor passengers and the drivers, an Automatic Fare Collection System (AFCS), speed limiters, dashboard cameras, and Wi-Fi. It will also have easier access for PWDs and senior citizen. It also have a bigger passenger

WHILE our society is already used to daily street violence, the recent death of our own Kagay-anon Philippine Military Academy Cadet Fourth Class Darwin Dormitorio in the hands of his upperclass cadets came as a shock. This is because of the senselessness of his death arising from a rite of initiation into a fraternity that is supposed to be founded on brotherhood, support for justice and the law. Full of dreams to be of service to his country, the young Dormitorio had his fate sealed by the violent rites that not only existing in the PMA and other big universities, but also in many elementary and secondary schools in this country. Sadly, school fraternities in the country have gained notoriety for their violent hazing rites, through which young men gain approval from their more senior brethren and full membership to an exclusive circle. These elitist organizations deride those who refuse to join them
as “barbarians,” which in reality is a supreme irony. Barbarian is the most appropriate word to describe what happens during a fraternity’s hazing rites. The question arises: Why does hazing exists? Is there any way to prohibit violent initiations inside campuses? Many points to Republic Act (RA) 8049, or the Anti-Hazing Law, as the law that could end this culture of violence. But hey, the law itself is inappropriately named because it does not really ban hazing, but only regulates it. In the law, hazing is defined as “an initiation rite or practice as a prerequisite for admission into membership in a fraternity, sorority or organization by placing the recruit, neophyte or applicant in some embarrassing or humiliating situations, such as forcing him to do menial, silly, foolish and other similar tasks or activities or otherwise subjecting him to physical or psychological suffering or injury.” Hazing, “physical or psychological suffering or injury” included, is allowed, provided school authorities or heads of organizations are informed seven days before initiation rites are
held. Section 4, pertaining to penalties, is ridiculous; the severity of sanctions depend on the degree of physical harm, when there should be zero injury to any neophyte undergoing any form of initiation. The law is so weak fraternities and other student organizations continue to hold hazing rites, sometimes kept under wraps from school administrators. The lack of justice in nearly all hazing cases necessitates a complete overhaul of RA 8049. If they cannot be restricted to academic and philanthropic pursuits, fraternities and similar organizations should be banned from all campuses. Any form of hazing should likewise be banned, not merely regulated by school authorities. In fact, the whole concept of initiation rites, especially in the school setting, should be re-examined, with activities that do not promote character-building and civic-mindedness, such as humiliating tasks and psychological torture, prohibited. Fraternities, hazing and initiation – especially those that lead to senseless deaths such as Dormitorio’s – are things we can all do without.

After the three-month stay, participating the rehabilitation program, they will receive certificate of completion and their names will be cleared once they finish the program. The identified users in the community will undergo the same rehabilitation program in the barangay called Community-Based Drug Rehabilitation Program (CBDRP). The regular operation in Iligan's temporary Balay Silangan will start on October 3 to give chance to other 'surrenderers' to get themselves listed in the first batch. Their three-month stay inside is free. The second batch will pay their foods and accommodation with the help of the barangays whose constituents are among those who are undergoing rehabilitation. Mayor Celso Regencia assured to the 'surrenderers' that the local government unit will support them and their respective family by providing their families a sack of rice, a box of canned goods, coffee and dried fish per month for two months.
