Students immerse into Agusan rich cultural heritage

PROSPERIDAD, Agusan del Sur--Senior high school students immersed themselves in the province’s rich cultural heritage during a one-day historical symposium at the provincial museum- Sugwak Tu Agusan recently hosted by the Provincial Tourism Office.

The museum situated at the ground floor of the Datu Lipus Makapandong Cultural Center is the province’s forst and only

museum which proudly showcases unique artifacts , centuries-old indigenous peoples battle gears and photos Taking aim for a more meaningful public service, the Provincial Tourism Office doubled its efforts and initiatives in preserving Agusanon culture, heritage and upholding local history. Thus, the first ever Historical Symposium in the province.

The said activity was participated by 140 senior high school students and their respective mentors.

Board Member Hazel O. del Rosario, SP Committee Chair on Tourism, Culture and Indigenous Peoples also graced the activity in which in her welcome message she accentuated the importance of local history in today’s modern innovation and technology.

information as to how and when the history of Agusan began. He also showed some documentaries and photos of evidences to back his facts up such as the discoveries of stegodon, stone axe and the famous Golden Tara.

A museum tour and a quiz bowl competition then followed where the San Jose National High School from Prosperidad bagged first place, Sibagat National High School, second place and Corpuz National High School, third place.

Local and foreign tourists take the time out to enjoy boating, swimming and snorkeling around the Sunken Cemetery shrine in Catarman, Camiguin, over the weekend. The giant cross serves as a reminder that a cemetery once stood in the area but was submerged in water when an earthquake shook the island on May 1, 1871.

Hon. ALEX P. CALINGASAN, Provincial Vice Governor Hon. Members of the Sangguniang Panlalawigan Distinguished Guests, Ladies and Gentlemen, GOOD AFTERNOON! It is my pleasure to present to this Honorable Body the Proposed Budget for CY 2018 of this Province for both the General Fund amounting to TWO BILLION SEVEN HUNDRED THIRTEEN MILLION THREE HUNDRED FIFTY SIX THOUSAND TWO HUNDRED SIXTY EIGHT PESOS (P2,713,356,268.00) and the Operation of our Economic Enterprise amounting to EIGHT HUNDRED THIRTY NINE MILLION NINE HUNDRED THOUSAND (P839,900,000.00) pursuant to Section 318 of RA 7160, known as the Local Government Code of 1991.

INTRODUCTION: Allow me to extend my gratitude to each and everyone of you for the unwavering support and dedication towards the realization of our goal which is to make Bukidnon a premier province. I take pride and honor for the continuous development of our beloved province and I believe that through our collective efforts, the future of Bukidnon is very promising.

Throughout the years, the eight (8) Pillars of Good Governance has become our ultimate guide and basis in providing services to our people. The first pillar, Local Administration and Governance has become very easy to achieve as this involves you and the entire Provincial Government of Bukidnon. We believe that good governance can only be achieved if it is supported by well-intentioned and empowered individuals who are all willing to dedicate their hearts and souls for better public service. This has led this administration to the Strategic Human Resource Management Program which promoted six hundred fifty five (655) casual employees to regular status and two hundred seventeen (217) employees under job order are now casual employees. This has become one of our major accomplishments for the year 2017.

As for health and social services, we continue to provide the Basic Social Services to our constituents through the Aid to Individuals and Families in Crisis Situation (AIFCS) Program. We were able extend basic assistance for food, medicine, payment for hospital bills, burial assistance and many more. We want to ensure that our people receive the quality services that they deserve. In addition, we continued to provide equitable access to quality and affordable health services to the people of Bukidnon especially to the indigents. We have strengthened the implementation of the No Balance Billing Policy in our eight (8) hospitals.

Providing quality education is still one of our top priorities. The Provincial Government of Bukidnon continues to provide Educational Assistance to the poor but deserving students. This is in addition to the programs which we have taken together with the different agencies of the government which aimed to provide quality and accessible education for everyone. All of these are in response to the challenge of bringing education to the people of Bukidnon which is at par with the best schools in the country. Slowly, we are building a province with complete educational facilities, which will allow our students to stay and never look for calibre education to other places.

Providing decent, affordable and presentable resettlement sites for our people especially those who are displaced has also become our top priority in the province. In fact, our Housing Projects in the province have already helped a lot of families to have a safe, affordable and decent place to call home.

Our pursuit of peace continues. We have regularly conducted Provincial Peace and Order Committee (PPOC) meeting and close coordination with the authorities to maintain the Peace and Order situation in our beloved province. In our earnest desire to support the War against Drugs, we have regularly conducted mandatory drug testing with our employees for us to finally achieve the change that we have been chasing for years. Our quest for better governance and a more progressive province should be started within our own organization.

Allow me to acknowledge the effort of our dedicated team from the Office of the Provincial Treasurer as they strive to achieve their mandate in the collection of taxes. The Actual Performance in the Tax and Non- Tax Revenue of this province as of September 2017 (before closing of books) reached the total amount of ONE HUNDRED EIGHTY EIGHT MILLION, THREE HUNDRED EIGHTY FIVE THOUSAND, TWO HUNDRED FORTY EIGHT PESOS AND SIXTY EIGHT CENTAVOS (P188,385,248.68), with 101% collection efficiency versus the ONE HUNDRED EIGHTY SIX MILLION EIGHT HUNDRED THOUSAND PESOS (P186,800,000.00) Target.

Also, it is worthy to mention the outstanding collection of Sand and Gravel which has already reached the gross income of ONE HUNDRED NINETY SEVEN MILLION, SEVEN HUNDRED THIRTY THOUSAND, SEVEN HUNDRED TEN PESOS (P 197,730,710.00) as of October 20, 2017. Positively, we will be able to meet and exceed our target of TWO HUNDRED MILLION pesos collection for the year 2017.

These and many more illustrates the achievements for CY 2017 which is made possible through the consolidated effort of both the Executive and Legislative branches of this province, the dedication and commitment of respective offices and the support and coordination of public and private sectors.

The next coming year brings even more a lot of optimism for our dear Bukidnon. In 2018, we will be making big steps as we start our 300-Million Livelihood Program to boost the economy in the entire province. Initial plans and careful studies are already taken for a more effective and lasting impact that this Livelihood Program can bring to all of us. As the RDC Chairman of this region, I assure everyone that through the socio-economic development programs we have set, progress and development will be within the reach of the Province of Bukidnon.

This administration also recognizes the need to focus on infrastructure support services. Last year, was a full blow in infrastructure. However, what we have started last year is only the beginning of a more highly-developed Bukidnon. By 2018, a new building will rise in the Capitol Compound as we have set plans for us to convert the Old Hospital into functional and useful building. There will also be two (2) commercial buildings that we hoped to start constructing early next year.

Today, I am presenting to you the Annual Budget for CY 2018 and humbly requests for your approval as this budget is necessary for the implementation of our plans and programs next year which are all intended for the welfare of our people. This is a consolidation of all the proposals from offices and support groups after thorough review by Local Finance Committee.

Ladies and Gentlemen of this August body, once again, I am asking for your positive response, support and commitment to the 2018 Budget.

In the Philippines, Nov. 1 and Nov. 2 are usually declared public holidays – not October 31. However, the rationale of declaring October 31 a public holiday is, perhaps, in accordance with the usual practice of the Filipino people going home a day before Nov. 1.

Most Filipinos go home a day or two before Nov. 1 in order to spruce up the graveyards of their loved ones. At least, once a year, the relatives and the loved ones would have a time to visit and offer flowers and prayers to their departed.

I believe that a key objective of Science is to encourage pupils to engage and involve in teaching-learning and adopting studies and careers in the disciplines of science, technology, and mathematics. It is about showing pupils what is possible through science and the exciting careers and opportunities that these disciplines can present to them and to the community in the near future. Through Science Month together with the

Science Clubs we aim to take science out of the lab and show how it is so much more than a ‘subject’.

Science club in VGMS seeks to demonstrate and substantiate to pupils of all ages, the importance and relevance of science to the future development of our society and economy. I hope the great range of events and activities that we make in school will motivate teachers, pupils and parents to engage with science at home, in the classroom and in the community.

From what I learned in one of the seminars I attended the speaker mentioned that, “Science can help to answer the what, the why and the how, while also revealing new questions. It is a problem-solver, helping to crack everyday challenges.

What has the power of science enabled us to achieve and what else are we capable of ?” Science Month is an opportunity to envision what else is possible. Don’t miss out on the unique opportunities and power that Science has to offer.

Davao mayor wants Marawi IDPs to stay pending rehab completion

D

AVAO CIT Y -Davao City Mayor Sara Z. DuterteCarpio wants the internally displaced persons (IDPs) from Marawi City to stay in the city until everything is cleared and the rehabilitation is ongoing.

Duter te-C ar pio explained that she wants to make sure that these people will be stable upon their return to their city.

“Sa pagka-karon, wala pay na put-up nga infrastructure, I don’t think duna sila’y livelihood pagbalik nila didto (For now, no infrastructure is being established there, I don’t think they will have a livelihood if they return home),” the city mayor said.

Duterte-Carpio said the city will coordinate with the Department of Social Welfare and Development (DSWD) in their region for some arrangements for their return.

“The same way nga giassist sa pagsulod nila, iassist usab sila pagbalik nila (The same way that if we assisted them when they come here in the city, we will also assist them when they go back),” she said.

The mayor said the City Social Services and Devel-

opment Office (CSSDO) already discouraged some of the 479 IDP not to go home yet due to this reason.

“We do not think that Marawi is the place that can accommodate them as of this time,” she said.

Duterte-Carpio said she advised these displaced persons to wait for the completion of the rehabilitation.

The city has become a war zone after ISIS-inspired Maute group took over for several months.

E a r l i e r, D S W D 1 1 spokesperson Carmela Duron, said that their office will give the assistance but they need to secure a certification first from the local government of Marawi City or from official of Philippine National Police or Armed Forces of the Philippines in the area.

Duron said these IDPs don’t need to go to Marawi City just to get the said requirement because they can still get it through email, social media or through fax.

This requirement is really needed for them to claim the assistance that the agency will be given to them such as transportation allowance to IDP who will be returning home, she said.

Davao police ready for ‘Oplan Kaluluwa’ DAVAO CITY – The Davao City Police Office (DCPO) is all set to implement its security plan for All Saints and All Souls Day next week in Davao City, which remains on full alert to ensure a safe and secure city.

Bistoyong to DAR officials: “Do your assignments!”

e pa r tm e nt of Agrarian Reform (DAR) OIC Secretary Rosalina Bistoyong told the top officials from the central, regional and provincial levels of the agency to perform their respective assignments and to make them accountabl e for t h e a c c omp l i s h m ent s and failures in DAR’s performances on land tenure s er v i c e (LT S), agrarian legal ser vice (LTS), technical advisory support services (TASS), foreign-assisted and special projects office (FASPO) and Finance and Administrative Service.

“I would want our DAR targets to be achieved. We would help you achieve your targets that is why we will have a one-onone session to assess the facilitating and hindering factors which contributed to the implementation of

the expected deliverables,” Bistoyong emphasized.

She further noted that “I receive a very tall order from our President that DAR should deliver in land tenure service. LTS is the very spirit of agrarian reform and I would expect our Regional Directors to b e hands-on in the implementation of the program.”

Public, private sector backing needed to boost cacao industry

These serve as the driving force in the recent conduct of the Mindanao Cacao Link 2017 hosted by the Caraga Cacao Industry Council on October 17-18, 2017 here.

Cacao Link is considered the country’s biggest technical and commercial event for the cacao industry as latest scientific ad market research developments are showcased by the different players of the cacao chain.

“The creation of the Cacao Industry Development Council in each region has been a big help in developing and strengthening the country’s cacao industry because there is already a convergence of the public and private sectors especially since the council is co-chaired by the Department of Agriculture, and other government agencies like the PCA and DENR are also members,” said Engr. Edwin Banquerigo, Department of Trade and In-

dustry (DTI) National Cacao Cluster Coordinator.

According to Banquerigo, the Philippines started practicing the industry clustering approach five years ago and had an average annual production of 5,000 MT. At present, the country’s average production is at 10,000 – 12,000 MT a year.

Valente Turtur, Chairperson of the Philippine Cacao Indusstry Council (PCIC) added that the council is not merely focusing on the volume of production but rather the quality of the produce. Thus, training is regularly being conducted to be able to teach farmers to produce quality products.

He also said that small cacao farmers should attach with organizations so that they can be assisted with their needs.

Turtur observed that one of the challenges in developing the industry was not just about financing or the transfer of technology, “It’s about the culture and attitude of the person. Today, we are trying to

Thr country, especially Caraga is potential for cacao production because of its strategic location and ideal weather condition. Bangsamoro Assembly postponed to ‘third week of November’ THE Bangsamoro Assembly scheduled November 3 and 4 in Sultan Kudarat, Maguindanao has been reset to “third week of November” due to “reasons beyond our control,” Ghazali Jaafar, chair of the Bnagsamoro Transition Commission (BTC) announced.

“We regret to inform you that due to reasons beyond our control, the said Bangsamoro Assembly has to be postponed,” Ghazali Jaafar, the MILF’s 1st Vice Chair and chair of the Bangsamoro Transition Commission (BTC), said in a press statement.

Jaafar did not divulge the reason but MindaNews sources said President Rodrigo Duterte, the Assembly’s guest of honor, will not be available until after November 18, after he hosts the ASEAN Summit.

The BTC is the joint government-MILF body that drafted the Bangsamoro Basic Law (BBL) and is convening the Bangsamoro Assembly.

Jaafar said new dates are still being determined “but at this point we are already looking at the third week of November 2017.”

He said they will im-

mediately send out notices once the date is final.

The BTC, according to Executive Order No. 8 issued on November 7 last year, is mandated, among others, to draft the BBL; whenever necessary, recommend to Congress or the people proposed amendments to the 1987 Constitution; and “convene an inclusive Bangsamoro Assembly as a consultative body to discuss the proposed BBL.” It it also mandated to “spearhead the conduct of dialogues and discussions with the public on the

Bangsamoro peace process.

The 21-member BTC, composed of 11 members nominated by the MILF and 10 by government, submitted its draft BBL to President Duterte on July 27, in the presence of Senate President Aquilino Pimentell III and House Speaker Pantaleon Alvarez.

But it took Malacanang a month before it forwarded the draft bill to the two houses of Congress. The two houses took more than one month before the draft BBL was finally enrolled as a bill.

The Duterte Adminis-

tration’s Bangsamoro Peace and Development Roadmap targeted December this year for the passage of the BBL, to pave the way for the creation of the Bangsamoro, a new autonomous political entity that will replace the Autonomous Region in Muslim Mindanao (ARMM).

The creation of the Bangsamoro is part of the Comprehensive Agreement on the Bangsamoro (CAB) signed by government and MILF on March 27, 2014.

He said they have assigned teams to secure and monitor the entry points of cemeteries in coordination with civil security personnel and barangay peacekeeping teams.

Aside from this, he said gambling and playing of loud music are also banned inside cemeteries.

“These are usual prohibitions and we’re expecting residents to fully cooperate with us to avoid possible problems,” he said.

A hotel owned by Limketkai will stand in Barangay Tupsan Pequeño, Mahinog town, while Mallberry will expand its hospitality business in Barangay Bonbon in the municipality of Catarman.

In Cagayan de Oro, Limketkai operates the 213room Luxe Hotel located within its mall complex.

Mallberry, owned by Roger Chiu, has its own Mallberry Business Suites Hotel within the Limketkai mall.

With the completion of these two new hotels, Romualdo said Camiguin will be ready to accommodate any events, including those organized by the Asean.

“Camiguin will never back out [in] hosting any major event,” she said at the sidelines of the annual

The Lanzones Festival, an event feting the bountiful harvest of lanzones, which is abundant in the island, is among the major activities in Camiguin where the influx of local and foreign tourists is expected.

Last year, the Asean Center for Biodiversity declared the Camiguin’s Mts. Timpoong and HibokHibok natural ranges Asean Heritage Parks, one of the few areas in the Philippines that is recognized as such.

The declaration also put Camiguin on the Asean map.

With this recognition, Romualdo said, it won’t be long for citizens of Asean member-countries to visit Camiguin.

“We will never say no to anyone who would want to come and visit us. Yes, we are now ready for them,” she said, referring to the potential tourists from the Southeast Asian region.
