Oro Chamber asks PAF to vacate Lumbia

AGAYAN de Oro City--The board of Oro Chamber, the city’s biggest group of MSMEs, has passed a resolution asking the Philippine Air Force (PAF) to relocate its 5th Fighter Wing and Tactical Operations Group (TOG) 10 currently stationed at the old Lumbia airport to the newer Laguindingan airport in Misamis Oriental.

In an interview over the weekend, Oro Chamber president Robertino Pizarro said that the resolution was passed during one of their board meetings earlier this month.

Pizarro said that members of the Oro Chamber board unanimously agreed that Laguindingan airport still has plenty of hectarage to accommodate the 5th Fighter Wing.

With two squadrons under its fold flying 12 FA50 and five AS-211 aircraft, the 5th Fighter Wing was

revived just last July and is considered the primary fighting unit of PAF, providing active air defense and tactical air support to the country. It shares space with TOG 10 which is responsible in providing air power locally.

The 5th Fighter Wing was previously based in Basa Air Base in Pampanga as a tactical fighter group before being elevated to a fighter wing following acquisition of the new aircraft.

DOE consults energy stakeholders on RE standards for off-grid communities -Mindanao Consultation scheduled November 6 in Cagayan de Oro -MinDA pushing for more RE in Mindanao Energy Mix -Off-Grid Areas more at Risk from Fossil Fuel Power Plants THE National Renewable Energy Board (NREB) will conduct a public consultation in Cagayan de Oro City on Monday, November 6 in the continuing effort to increase consumer access to clean and sustainable energy, The series of public consultations aims to promulgate a new policy on renewable energy (RE) utilization for off-grid areas, and for consumers in remote areas like islands, mountains and far-away villages.

The Mindanao Development Authority (MinDA) has repeatedly expressed alarm over how fossil fuel power plants now account for over half of Mindanao’s power mix, compared to previous decades when hydro-based renewable energy was the main source of power in the island.

Romeo Montenegro, director for Investment Promotion, International Relations and Public Affairs of Mindanao Development Authority (MinDA), noted how non-renewable energy now accounts for 1,898

megawatts (MW) of Mindanao’s total installed capacity of 3,162 or 60 percent of the energy mix, while the renewable sources account only for about 40 percent with a contribution of 1,264 mw (108 mw geo-thermal, 1,061 mw hydro, 36 mw biomass, and 59 mw solar).

"A diversified mix of fossil and renewable energy sources is integral to our overall strategy of pursuing balanced and holistic economic growth in Mindanao," Montenegro stressed.

Pursuing RE development is also dovetails with the MinDA's Mindanao 2020 Peace and Development Framework Plan, which recognizes power as a major enabling factor for socio-economic development.

Mindanao-based nongovernment organizations have also expressed alarm over the continuing rise in the power mix of nonrenewable fossil energy sources, especially in offgrid areas like isolated island which would be especially at risk from pollution.

Thus, some countries celebrate the All Saints Day on the last Saturday of October if it falls on the 31st while the All Souls Day during the first Sunday of November. At present, however, especially in the Philippines, the All Saints Day and All Souls Day are celebrated on Nov. 1 and Nov. 2 regardless of the day. If All Souls Day or Nov. 2 falls on a Sunday, the following day, a Monday is still considered, a public Holiday.

While in Latin American and some parts of Europe separately celebrate t he A l l Saints Day and All Souls Day every November 1 and November 2, Spain celebrate the All Saints Day and All Souls Day as an integrated event every Nov. 1.

Sp ai n , a Eu rop e an country that colonized and ruled the Philippines for about 300 years since the 1500s, has left an indelible imprint on the Filipinos when celebrating the All Saints Day and All Souls Day. Although Spain celebrates the event only on November 1 for the two occasions, the Filipinos commemorate the two events separately (All Saints Day and All Souls Day). Like the Western countries, particularly the Americans who cel-

ebrate the Nov. 2 as All Souls Day, the Filipinos also celebrate Nov. 2 as the All Souls Day. This is not a surprise because the Americans, basically Christians, also ruled the Philippines even until (now?).

Howe ver, t he F i lipinos’ manner of celebrating the All Saints Day and All Souls Day is practically Spanish in context. For instance, the elaborate preparations of “sweets,” and other “merienda” foods during the All Saints Day and All Souls Day is basically Spanish culture. The visitation and cleaning up of the burial sites of the loved one is derivative of the Spanish tradition.

In Spain, the Spaniards prepare special foods for the dead in the hope that the souls that have been locked in the Purgatory would be released and go to heaven, once the food is eaten. For instance, in Mexico, the Mexicans prepare food offerings for the dead in an elaborate “altar.” The foods are specially cooked, which often reflect the favorite foods and wines when the departed was still alive.

In the Philippines, the Filipinos also prepare foods for the departed.

But, the preparation is not specially prepared for the departed alone. In fact, the Filipinos prepare the food for the family during the holiday. The

preparation consists of “bibingka,” “biko,” and the “binignit” or “tabirak.” The depar ted is only offered a share on the altar. (The CYNOSURE believes that this tradition is now seldom practice among the modern Filipinos).

Like in almost all other countries that observed the All Saints Day and All Souls Day, flowers are the most sought object of offerings during the events. Hundreds of flowers of various kinds are sold in flea markets, church’s backyards, and outside the cemeteries during the All Saints Day and All Souls Day. In the Philippines, the cost of the flowers soured during the All Saints Day and All Souls Day. However, there are still cheaper ones sold in the cemetery. Whether the All Saints Day and All Souls Day are celebrated separately or as one, expect millions of Filipinos visiting and making offerings and prayers to their departed in various public and private cemeteries around the country. Missing the point THINK a minute.

Remember the first people to ever fly an airplane?

There were the Wright brothers, just a week before Christmas, 1903.

They were so excited they sent an urgent telegram message to their sister which said: “First flight in history today! Hope to be home for Christmas.”

Their sister rushed to the local newspaper with the message. The next day, the newspaper headline read: “Local Brothers to Be Home For Christmas.”

Not one word was said about their flying! The newspaper editor had com-

pletely missed the point of the message: for the first time in the history of the world, human beings could fly.

Did you know another even bigger misunderstanding in history? It’s Christmas. How many of us celebrate Christmas every year? Yet we keep missing the point.

We still have not gotten the message and understand what it means. This is all the more surprising since the life of Jesus Christ is the turning point of all history.

The world’s calendar is based on His birth. No one in history has ever been announced hundreds of years

before he was born.

No one else ever died and was buried for three days, then brought Himself back to life. This is because no other man, religious teacher or prophet was God Himself. Only this one man Jesus Christ.

“If you’ve seen Me, you’ve seen God the Father, because I am God the Son. And I will come again to judge this world and whomever has chosen not to believe me and ask for my gift of forgiveness and eternal life.”

Friend, what we decide and do with Jesus Christ in this life now, decides what Jesus must do with us after we die. So I hope you

now understand the point and meaning of Christmas.

That God loves us so much, He humiliated Himself to become a human being named Jesus Christ and die for our sins, so we could be forgiven and free to start life all over again.

According to research the term “21st-century skills” is generally used to refer to certain core competencies such as collaboration, digital literacy, critical thinking, and problemsolving that advocates schools need to teach to help students thrive in today’s world. Today’s students are fortunate to have powerful learning tools at their disposal that allow them to locate, acquire, and even create knowledge much more quickly than their predecessors.

But being able to Google is no substitute for true understanding. Students still need to know and deeply understand the history that brought them and our nation to where we are today. They need to be able to enjoy man’s greatest artistic and scientific achievements and to speak a language besides their mother tongue. Adaptability, complex communication skills, nonroutine problem solving, self-management, and systems-thinking are essential skills in the 21stcentury workforce.

We need to move past mile-wide and inch-deep coverage of ever-expanding content in the classroom.

It’s time to let go of polarizing debates, consider the evidence, and get to work.

Twenty-first-century technology should be seen as an opportunity to acquire more knowledge, not an excuse to know less. If 10 years from now we are still debating 21st-century learning, it would be a clear sign that a permanent myopia has clouded what should be20/20 vision.

Twenty-first-century learning builds upon such past conceptions of learning as “core knowledge in subject areas” and recasts them for today’s world, where a global perspective and collaboration skills are critical. It’s no longer enough to “know things.”

It’s even more important to stay curious about finding out things.

BERN, Switzerland--This year is the 60th year of diplomatic relations between the Philippines and Switzerland.

We already know that, and many events of this year already highlight those official links between our two countries. But what about the non-official or to put it in another way, the peopleto-people relations between the two nations? Are these informal links also as strong as the governments?

Yes, is my unequivocal answer. And there are two existing NGOs that I can readily present as proof that relations between Filipinos and the Swiss are just as strong and committed.

First is the Theresa Laden or “Theresa shop” named after the famed Mother Theresa of Calcutta. The founder, Monika Bauman, was a nurse for 20 years in the small village of Jegenstorf near Bern. In 1992, Monika was with a group of Swiss who were invited by Filipino NGOs as part of an international solidarity campaign for the Philippines. There in the slums of Manila and later in the countrysides of Mindanao, Monika and her

friends found themselves face to face with the poverty of the Philippines. “And my first impression was, my god, those slums…I could not take it. How can it be possible that people have to live like this?”, said Monika in a recent interview with the Tambayang Pinoy Swiss or TPS. When she got home, Monika knew she had to do something for the Philippines, not only for the poor people that she was able to meet, but also for the NGO workers who were risking their lives to work for change. “They hoped for a change, they wanted change and they needed our help,” said Monika. So she and eight women volunteers started Theresa Lädeli (or “Theresa’s little shop”) which sold second-hand items donated by the Swiss and sent the money to help in the Philippines. They operated on the motto: “Bring what you do not need, take what you need and give what your heart commands.”

Twenty five years after, the little shop has grown into the Theresa Laden and the number of Swiss volunteers is now 20, all giving their work gratis. In the Philip-

pines, it has about 30 NGO partners with four main NGO stations, in General Santos, in Davao, in Valencia, Bukidnon and in Cagayan de Oro. It supports farmers cooperative stores, a pharmacy in Davao for the urban poor, and cooperates with up to 30 schools in Davao including schools for the lumads or indigenous peoples. The Island Kids Philippines or IKP, meanwhile, was started by another Swiss, Thomas Kellenberger. Thomas left the police force in Bern in 2007 to start the IKP , which helps street children and dumpsite scavenger children in Cagayan de Oro City in Mindanao. On an ordinary tourism trip to Camiguin that year, Thomas had a chance encounter with a 10-year old child, Tanya. His group had given Tanya money to buy them bottled water, and when she disappeared later, they thought their money was gone. But Tanya had come back with the water and the exact change and this honesty had impressed Thomas, so much so that he decided to help Tanya more concretely. Said Thomas then: “It came to my mind

to build up a foundation.

It was strange for me, but I knew exactly what to do, it would have been God’s purpose for me.”

Thomas and his group also had passed by a dumpsite in Cagayan where they saw people, among them young children, earning a living from the garbage. “Then I was not thinking anymore about white beaches or touristic things,” said Thomas.

“From this time on, I was interested in this poverty.”

Ten years later, IKP has a foundation in the Philippines and an association in Switzerland and Germany to help support the children and abandoned youths. It helps send poor children to school and helps their families with jobs and livelihood programs. It also has a website: www.islandkids. ch. Suzuki Ciaz named Best Personal Commuter at 12th C! Awards

2017 Productivity Olympics winners bared The National Wages and Productivity Commission (NWPC) together with the Regional Tripartite Wages and Productivity Boards (RTWPBs) announced the winners of the 2017 Productivity Olympics in awarding ceremonies at Sequioa Hotel in Quezon City on October 25, 2017.

The Productivity Olympics is a national competition of best productivity practices of micro, small and medium enterprises

(MSMEs) nationwide.

Present during the affair were Congressman Randolph S. Ting, Labor Secretary Silvestre H. Bello III, Undersecretary Bernard P. Olalia, Undersecretary Joel B. Maglunsod, Undersecretary Claro A. Arellano, top NWPC officials and RTWP boards from different regions of the country.

Food insecurity has been associated with diverse developmental consequences for Filipino children primarily from cross-sectional studies. We used longitudinal data to investigate how food insecurity over time related to changes in reading and mathematics test performance, and social skills in children. Data were from the Early Childhood Longitudinal Study-Kindergarten Cohort, a prospective sample of representative children entering kindergarten in 1998 and followed through 3rd grade.

Food insecurity was measured by parent interview using a modification of the module in which households were classified as food insecure if they reported affirmative response in the past year. Households were grouped into 4 categories based on the temporal occurrence of food insecurity in kindergarten and 3rd grade.

Children’s academic performance, height, and weight were assessed directly. Children’s social skills were reported by teachers. Analyses examined the effects of modified food insecurity on changes in child outcomes using lagged,

dynamic, and difference (i.e., fixed-effects) models and controlling for child and household contextual variables.

In lagged models, food insecurity was predictive of poor developmental trajectories in children before controlling for other variables.

Food insecurity thus serves as an important marker for identifying children who fare worse in terms of subsequent development. In all models with controls, food insecurity was associated with outcomes, and associations differed by gender. This study provides the strongest empirical evidence to date that food insecurity is linked to specific developmental consequences for children and that these consequences may be both nutritional and no nutritional.

“We challenge DOE to present their RE plan and concrete steps on how this will be implemented. They have to allocate funds for RE sources because this will help us gradually wean from hazardous energy sources such as CFPP (coal-fired power plant),” she said.

While admitting local industrialization and development was not bad per se, these should be implemented in ways that “will ensure protection and sustainable utilization of our resources and ensure that the future generation will also have safe and healthy environment.”

NREB RPS Off-grid Committee Chair Urbano Mendiola and NREB Chairman Atty. Jose Layug Jr., are facilitating the public consultations as a venue to present the latest draft of the RPS Off-grid guidelines and to gather comments and suggestions from stakeholders before its implementation.

The consultations focus on the rules and guidelines for the Renewable Portfolio Standards (RPS) for Off-grid areas, a policy mechanism requiring electric power industry stakeholders such as generators, distribution utilities, and suppliers to source or produce a specified fraction of the electricity they generate from eligible RE resources.

“The proposed RPS rules for off-grid areas will contribute to the growth of the renewable energy industry through increased development and utilization of RE resources in the countryside where significant percentage are using expensive fuels. Thus we will be able to diversify energy supply,” Energy Secretary Alfonso G. Cusi said.

“Ultimately, we see this to spur socio-economic development and help address environmental concerns,” he added.

The consultations are being held with the support of the Department of Energy and the United States Agency for International Development (USAID) through its Building Low Emission Alternatives to Develop Economic Resilience and Sustainability Project.

The DOE also welcomes additional recommendations on the NREB proposed policy from the public, especially from the primary RE stakeholders. All interested stakeholders may send comments until 10 November 2017 at email: techsec.nreb@gmail.com.

The issuance of the RPS guidelines is based on Republic Act No. 9513 or the Renewable Energy Act of 2008, which aims to increase the utilization of RE by enhancing national and

local capabilities.

Such educational assistance will include support for books, learning materials and uniform allowance to the extent feasible provided that PWDs shall meet minimum admission requirements.

“Express lanes should also be provided for PWDs in all commercial and government establishments; in the absence thereof, priority shall be given to them,” Lobo stressed.

Iloilo City to craft emergency response protocol Acting Iloilo City Mayor Jose Espinosa III has ordered the Iloilo City Disaster Risk Reduction and Management Office (CDRRMO) to craft an emergency response protocol in reference to the Oct. 14 incident when a Cebu Pacific aircraft swerved and got stuck at the Iloilo International Airport runway.

The protocol would include, among others, the conduct of evacuation and identification of possible emergency and evacuation centers, should a similar incident happen in the future.

The crafting of a protocol came after a meeting between officials of the Civil Aviation Authority of the Philippines (CAAP) and Cebu Pacific Air and Espinosa on Thursday where he was briefed on the various efforts undertaken by concerned agencies during the incident.

In an interview Thursday afternoon, Espinosa said he was

informed during the meeting that hospitals within the vicinity of the airport were identified to serve during emergency cases.

Espinosa, however, said in such incidents, city hospitals are “more equipped”, especially for burn cases.

The CDRRMO was also instructed to look into the burn units of hospitals in the city.

“Not all hospitals are equipped with burn unit protocol. We will work together, establish a new protocol,” he said.

A simulation exercise will be held in December to include airport emergency situations.

Meanwhile, during the meeting, Espinosa also asked representatives of the CAAP on how the airport is being maintained. He likewise grilled Cebu Pacific on the integrity of its airplane and the capability of its pilot during the Flight 5J 461 incident.

Development officers who graced the forum strongly expressed their experiences on establishments which do not grant the discount for PWDs saying that there should be an enforcement on the implementation of such law in the region.

Lobo emphasized that any person who violates any provision of the Act shall suffer penalties that include a fine of not less than P50,000 or imprisonment of not less than six months.

“Likewise, any person who abuses the privileges granted herein shall be punished with imprisonment of not less than six months or a fine of not less than

P50,000,” Lobo said.

Upon filing of an appropriate complaint, and after due notice and hearing, the proper authorities may also cause the cancellation or revocation of the business permit, permit to operate, franchise and other similar privileges granted to any business entity that fails to abide by the provisions of this Act.(RTP/PIA10)
