A former village chief has asked the regional Commission on Audit (COA) 15 days to submit the required documents about the alleged P 79 million scam at the City Hall in Cagayan De Oro City.

William Guialani, the former village chief of Tignapolo-an, an outskirt village of Cagayan De Oro City, said that he wrote a letter asking the COA regional director to produce the documents surrounding the release of the P 79 million to City Mayor Oscar S. Moreno.

He said that he has given the COA a 15-day period to submit the documents or he would be compelled to file charges against the COA officials with the Ombudsman.

“I will charge COA with

neglect of duty for failure to produce the documents in connection with the alleged anomalous release of the P 79 million to Oscar Moreno,” Guialani said.

He said that the Office of the President in Malacañang also needs the documents in connection with “my complaint” against Mayor Moreno.

The legal division of the Office of the President has ordered Mayor Oscar Moreno to submit a verified answer (not a Motion to Dismiss) about the alleged illegal release of eight separate government checks with a total value of P 79 million.

Record-breaking: 86,000 migratory birds flock to Sarangani in two weeks

RAPTOR HILL, Glan, Sarangani--It was worth the travel on the long and winding road that leads to Raptor Hill in Barangay Rio del Pilar when on September 29 some 54,000 raptors were recorded in the routine day-long watch of a team from the Environmental Conservation and Protection Center (ECPC), Sarangani Information Office and village volunteers doing this year’s migratory raptor study.

“It appears that the peak season is here. Today, our team at the Raptor Hill counted around 54,000 Chinese Sparrowhawks,” said Atty. Emma Nebran, former executive director of ECPC. “Like clock, the raptors are back.”

Just two weeks into the watch, the Sarangani Team has recorded 86,000 raptors, a record-breaking count compared to last year’s 78,817 over five weeks of a “confirmatory raptor migration study.”

“The autumn raptor migration study in Sarangani Province was first conducted in 2014 by Alex Tiongco and Maria Teresa Cervero who reported that Sarangani is very likely a major migration route in autumn for raptors crossing from the Philippines to Indonesia,” said Atty. Nebran, who was appointed to the judiciary recently.

Nebran said “to validate the report, the Provincial Government of Sarangani thru the ECPC and Raptorwatch Network Philippines conducted the autumn raptor migration study from 15 September to 23 October 2016 in Glan. The study aimed to establish database of species, numbers and routes of migrating raptors and locate roosting sites.”

“A total of 78,817 migratory raptors composing of 7 species were counted. The study proved that Sarangani Province is indeed a major autumn migration route for raptors crossing from the Philippines to Indonesia,” Nebran said.

“Researchers from the Japanese Society for the Conservation of Birds are expected to join the Sarangani Team,” Nebran added.

In last year’s study, Raptorwatch Network Philippines and the Sarangani Team conducted a confirmatory raptor migration study in Sarangani from September 15 to October 22.

The team conducted site reconnaissance for the arrival of the migratory birds of prey as they approach the Philippines in September and October to warm up and look for roosting sites after leaving Taiwan.

The birds are looking for thermal air currents which can be found in Mt. Latian Complex, the possible roosting site of such raptors.

Mt. Latian Complex has been identified as one of the important biodiversity areas in the Philippines. In 2002, it was declared by the Department of Environment and Natural Resources as Philippine Biodiversity Conservation priority.

have noticed a “thick flock of birds covering the sun, flying together,” said Nebran.

The migration of the raptors is particularly sensitive indicator of environmental health which would draw the interest of tourists and wildlife enthusiasts. Conducting long-term counts of migrating raptors can help in the study of their migration patterns, behaviors and populations.

The raptors arrive in Sarangani twice a year; September to October and March to April, their return flight.

Raptors are characterized by their sharp vision that allows them to detect prey during flight. They usually feed on rats and insects.

Thus they serve as natural pest control in the area.

Studies and in-depth monitoring have been done in Indonesia and Taiwan.

One theory states that Sarangani might be their exit point going to Indonesia and could be the major flyway.

The month-long study aims to promote coordinated actions to achieve and maintain the favorable conservation status of migratory raptors; to protect these migratory species along their flyways and to identify their important habitats, roosting sites and favored routes;

and to produce a relevant research.

An earlier study, “Project Southern Crossing 2014: first observations of autumn raptor migration at Sarangani, Mindanao, Philippines”, by authors Alex M. Tiongco, Maria Teresa A. Cervero, Adrian M. Constantino and Maria Katrina C. Constantino described the Philippines as an “important link in the East Asia–Australasian Flyway (BirdLife International 2015), a migration route involving long sea crossings.”

According to the study, in autumn and spring, thousands of raptors pass through the Philippines; some are believed to winter in the country.

“In autumn, the birds fly south from the Palearctic breeding areas, passing across south-east China and Taiwan before arriving on Luzon en route to wintering areas further south.”

The Raptor Study Group (RSG) has made exploratory expeditions to map the migratory routes through the country, including entry and exit points.

“During the 2014 autumn migration, the RSG decided to work in the Davao del Sur and Sarangani area,” the study said.

THE number of Maute group terrorists in the ongoing clearing operations in Marawi City has now climbed to 749.

According to Joint Task Force Ranao deputy commander Col. Romeo Brawner, figures are as of 6 a.m.

Saturday showed an increase of 13 from Friday's data.

Civilians killed and executed by the lawless elements are still at 47 while rescued residents are at 1,733.

Recovered firearms are now at 714 while number of slain government troops are now at 155 or two higher than Friday's figures.

"Government forces will fight harder to accomplish the following the soonest possible time so that the rehabilitation of Marawi can continue unhampered: Rescue the remaining hostages, neutralize the Maute-ISIS terrorists and regain control of the whole Marawi City," Brawner said.

Fighting in Marawi City broke out after a botched attempt to arrest Abu Sayyaf leader Isnilon Hapilon last May 23.

Gov’t troops recover high-powered firearms, explosive in Agusan del Sur CAMP Evangelista, Patag, Cagayan de Oro City-Soldiers belonging to the 26th Infantry Battalion, 4th Infantry Division recovered six high-powered firearms and an Improvised Explosive Device (IED) during a clash with the New People's Army (NPA) in Km46, Barangay Binicalan, San Luis, Agusan del Sur at 12 noon on September 29, 2017.

In a press statement, 4ID Spokesperson Capt.

Joe Patrick A. Martinez said a 25-minute firefight ensued after the government troops responded to a report of NPA presence who are conducting extortion activities from the said barangay.

Lt. Col. Rommel Pagayon, 26IB commanding officer, ordered his troops to pursue the escaping NPAs after they have cleared the whole encounter area.

Pagayon said the government troops recovered two AK 47 rifles, one 9mm

sub-machine gun, one M14 rifle, one M16 with attached M203 grenade launcher, one improvised M16 rifle, one improvised explosive device, 495 pieces of live ammo for AK47, NPA personal belongings, and subversive documents."

KIDAPAWAN City--Authorities on Friday filed murder and frustrated murder charges against a policeman who killed another policeman after they engaged in a heated argument in M’lang, North Cotabato on September 21.

Inspector Jorlito Patrona, deputy chief of M’lang Police, identified those charged as Police Officer 1 Vergil Rivera, member of the Regional Public Safety Battalion (RPSB) in Region 11 based in Davao del Norte, and his younger brother, Private Jomar Rivera and Police Officer 1 Marlon Jongco.

THE Armed Forces of the Philippines (AFP) on Sunday said it expects more New People’s Army (NPA) members to give up and lay down their arms in the coming months.

The AFP made the statement following the surrender of 52 NPA rebels to government forces in September.

“The surge of NPA surrenders over the past month is a positive result of the AFP’s robust and incessant combined intelligence, combat, and civilmilitary operations. It is also a product of the active cooperation of our stakeholders, particularly of the support given by the communities and local government units within our areas of operation,” AFP public affairs office chief Col. Edgard Arevalo said in a statement.

“It is apparent through the statement of those who surrendered that their comrades are now experiencing hardships within their organization, and they are willing to avail of the opportunities being offered by the government to former NPA rebels,” he added.

Some seven communist rebels voluntarily surrendered and turned over two AK47 rifles and a Caliber .45 Remington to the Joint Task Force ZamPeLan in ZamboangaSibugay on September 20.

Meanwhile, the surrender of nine other NPA rebels to troops of the 33rd Infantry Battalion in Sultan Kudarat on September 23 yielded six improvised explosive devices (IEDs).

At present, the government offers financial and livelihood aid to rebel returnees under the Comprehensive Local Integration Program (CLIP).

Meanwhile, a corresponding amount of assistance with additional capital will be given to former rebels who surrender firearms for their livelihood to help them go back to the fold of the law.

CERTAINLY, it would not be a brighter week ahead for Cagayan De Oro City Mayor Oscar Moreno. This, after the Sandiganbayan criminally indicted him and two of his top finance officials with an anti-graft case.

What the Supreme Court upheld in that decision should be clear to anyone, including a freshman in any College of Law in the country: The principle of law known as “doctrine of operative facts” can be used only for projects funded by the DAP which have already been fully implemented and completed.

Since the projects were already completed, even if it could be proved later that they were funded through illegal schemes, they could no longer be set aside, or undone. In other words, the completed projects that were funded by DAP which was declared illegal by the Court, will no longer be destroyed in any way, precisely they were already completed.

But, on the other hand, those who proposed, authored, or implemented or benefitted from the DAP should be held liable in every way, now that the DAP has been declared illegal by the Supreme Court. Clearly to be included in this are former President Noynoy Aquino and former Budget Secretary Florencio Abad.

The question, however, is this: why is Morales refusing to even investigate them for this DAP scam? Why is she disobeying the Supreme

During the same interview, President Duterte conveyed his plan to allow foreign telecommunications companies to do business in the country to improve internet services for Filipinos.

Avoid cartel by increasing production, garlic farmers told BATAC CITY -- The resurgence of garlic cartel can be avoided if only local farmers can produce more.

This, in a nutshell, was the message of Senator Cynthia Villar as keynote speaker during the opening convention of the International Society for Southeast Asian Agricultural Sciences (ISSAAS) held at the Teatro Ilocandia of the Mariano Marcos State University, this city on September 21.

Attended by a hundred farmers from the different towns and cities of the province, the convention offered an avenue to discuss and

exchange ideas on the promotion of agricultural innovations in Southeast Asia.

In her speech, Villar said one of the important issues faced by local producers of rice and garlic is the high cost of farming inputs and the unstable prices of agricultural products caused by cartels and smugglers.

To prevent this, she urged farmers to take advantage of new technologies by applying these to increase their production.

Villar lamented that while it is true that Ilocos Norte is the largest producer of garlic in the country, its produc-

tion only comprised barely 8 percent or about 9,000 metric tons (MT) of the national demand.

“Kaya may cartel at tumataas ng Php200-300 per kilo ang garlic dahil nakokontrol ito ng importers,” she said, citing that the country’s demand for garlic is 130,000 MT per year.

She challenged farmers to produce at least 50 percent of the total demand to avoid price manipulation and ensure that local farmers have enough income to feed their families.

But in order to achieve this, Villar cited the bigger

role of the government and research and development agencies such as state universities and colleges to break the barriers affecting the poor farmers.

“A research project without application is useless. So, there’s a need to apply what we learned to uplift the living conditions of our farmers, who compose one third or 12 million agricultural workers in the country," the senator said.

She likewise lauded the initiative of ISSAAS in holding the convention meant to transform the lives of agricultural stakeholders. (PNA)

nology (ICT) companies, according to Davao City Mayor Sara Duterte.

“This is the first in our country and we are more than thrilled that the Cable Landing Station is installed in Talomo, Davao City. Stable connectivity has long been coveted by Filipinos and this breakthrough merits our approbation,” Duterte said in a statement.

natural or juridical, whether resident or not, and in all places found within the territorial jurisdiction of the Local Government Unit of Kabacan, Cotabato.

SECTION 4. DEFINITION OF TERMS. – As used in this Ordinance, the following terms are hereby defined as follows:

4.1 Dengue - an acute infectious disease caused by a flavivirus (species Dengue virus of the genus Flavivirus), transmitted by aedes mosquitoes, and characterized by headache, severe joint pain, and a rash – also called breakbone fever, dengue fever.

The session was called to order by the Presiding Officer at 5:00 o’clock in the afternoon and the following were:

4.2 Stagnant Water - motionless water, not flowing in a stream or current, also known as standing water.

4.3 Establishments - hotels, motels, dormitories, commercial buildings, lodging and boarding houses, apartments, hospitals, libraries, museums, offices, malls, markets, supermarkets, movie houses, schools, colleges and universities and other similar institutions.

4.4 Aedes aegypti - is a genus of mosquitoes originally found in tropical and subtropical zones, but now found on all continents except Antarctica.

4.5 Focal Spray - the act of applying, releasing or dispensing a toxic chemical so that it reaches the target organism primarily or wholly in gaseous state.

4.6. Premises – a house or building, together with its land and outbuildings, occupied by a business or house.

4.7 Perimeter- from Latin, meaning “around” (peri) and “measure” (metron), a perimeter is basically a boundary of any kind. In this ordinance it is the boundary of houses, buildings or any establishment.

4.8 Water Containers- any open receptacles such as, discarded tin cans, buckets/pails or “laton” (large plastic bucket/containers of margarine or lard/orocan, empty pots, empty bottles);

4.9 Bodies of water- earth diggings with accumulated water, residential drainage canals

4.10. Water Containing Objects- any object that collects/accumulates water such as (plastic/metal bottle caps, pitcher plants, tires and the like).

4.11. Person-in-charge – those persons in charge of households or lishments.

RESOLUTION NO. 2017-107 AN ORDINANCE PROVIDING MEASURES ON DENGUE PREVENTION AND CONTROL, PENALIZING VIOLATORS THEREOF AND ALLOCATING FUNDS THEREFORE AND TO INSTILL HEALTH CONSCIOUSNESS. SPONSORED BY: Committee on Health, Sanitation and Nutrition Chairperson: Ayesha J. Quilban-Flores Vice-Chairperson: George E. Manuel Member: Herlo C. Guzman WHEREAS, it is provided in Section 16 of RA 7160, otherwise known as the Local Government Code of 1991 that: Every local government unit shall exercise the powers expressly granted, those necessarily implied therefrom, as well as powers necessary, appropriate, or incidental for its efficient and effective governance, and those which are essential to the promotion of the general welfare. Within their respective territorial jurisdictions, local government units shall ensure and support, among other things, the preservation and enrichment of culture, promote health and safety, enhance the right of the people to a balanced ecology, encourage and support the development of appropriate and selfreliant scientific and technological capabilities, improve public morals, enhance economic prosperity and social justice, promote full employment among their residents, maintain peace and order, and preserve the comfort and convenience of their inhabitants; WHEREAS, the Local Government Unit of Kabacan, Cotabato sees it imperative to address dengue to avoid outbreaks from happening, and saving the lives of its constituents in doing so; WHEREAS, as per record, dengue cases have increased and it poses a significant health problem; WHEREAS, seen as a community-based problem, there is a significant need to intensify community awareness, responsiveness and participation to control or eradicate, completely, the vector of dengue; WHEREAS, being a vector-borne disease, dengue is transmitted by an infected mosquito (Aedes aegypti) which breeds in clean stagnant water and can spread very easily;

SECTION 5. PROHIBITED ACTS. The following acts are declared prohibited by this Ordinance:

a. Stockpiling of water in open water containers for more than seven days within the premises and perimeter of houses and establishments. b. Leaving empty open water containers or water containing objects within the perimeter of houses and establishments; c. Leaving of uncleaned or unmaintained open containers or water containing objects filled with water in the premises of houses and establishments; and . Maintaining undrained bodies of water within the perimeter of houses and establishments.

SECTION 6. DUTIES AND RESPONSIBILITIES OF PERSONS-IN-CHARGE. Person-in-charge shall:

a. Search and destroy breeding sites of mosquitoes. b. Protect self. c. Allow inspectors acting under Section 12 which may include members of the Task Force, entry into the premises and perimeter of houses and establishments during regular business hours for the purpose of inspecting its compliance with this ordinance.

WHEREAS, the mosquito can fly 50 meters to 400 meters away from the breeding site and its biting time is from 8:00 am to 6:00 pm

SECTION 7. PENALTIES. The following penalties shall be imposed on violators of this ordinance:

AN ORDINANCE PROVIDING MEASURES ON DENGUE PREVENTION AND CONTROL, PENALIZING VIOLATORS THEREOF AND ALLOCATING FUNDS THEREFORE AND TO INSTILL HEALTH CONSCIOUSNESS.

SECTION 1. TITLE. – This Ordinance shall be known as the “AKSYON BARANGAY KONTRA DENGUE SA BAYAN NG KABACAN”.

SECTION 2. PURPOSE. It is the purpose of this ordinance to safeguard public health and ensure the well-being of all its constituents by protecting them from Dengue.

SECTION 3. COVERAGE. This Ordinance shall apply to all persons, whether

a. Violation of Section 5 for person-in-charge of houses: i. ii. iii.

First Offense- Two (2) hours Community service Second Offense – P250.00 Third and Subsequent Offenses – P500.00

b. Violation of Section 5 for person-in-charge of establishments: i. ii. iii.

First Offense- Four (4) hours Community Service Second Offense – P500.00 Third and Subsequent Offenses – P1, 000.00

SECTION 8. CITATION TICKET SYSTEM. Violators of this ordinance shall be informed of their violation and the penalty associated with it by means of a Citation Ticket with the following guidelines:

a. The Municipal Treasurer shall formulate and facilitate the printing and reprinting of Citation Tickets. b. Official booklets of Citation Tickets shall be issued by the Municipal Treasurer to the Barangay Treasurer of the respective barangays and the former shall issue the same to duly authorized enforcers within ninety (90) calendar days of the effectivity of this ordinance. c. A Citation Ticket shall be issued to the person/s liable for any violation of this ordinance upon finding of the violation by duly authorized enforcers. d. A Citation Ticket shall contain the following information: i. ii. iii.

Checklist of the violations under this ordinance The penalty associated with each violation; and Due date for compliance with the obligations imposed by the ticket.

e. When Citation Ticket is issued to a violator, the violator shall report to the Barangay Treasurer’s Office within five (5) regular business days after such issuance, where he/she shall render community service and/or pay the corresponding violation committed. f. The Barangay Treasurer’s Office shall keep a duplicate of all Citation Tickets issued to violators as well as all other records of violations of this Ordinance.

SECTION 9. ENFORCEMENT. Aksyon Barangay Kontra Dengue Task Force.

A task force shall be created to aid in the implementation, enforcement and monitoring of this ordinance, protect the people, as well as to conduct information and education campaigns and capability building programs, that will inform the constituents and train enforcers of this Ordinance.

The task force shall be chaired by the Punong Barangay and shall have the following as members:

SECTION 10. DUTIES AND RESPONSIBILITIES OF THE TASK FORCE.– Other than (1) receiving, reviewing and processing reports and complaints, serving of citations and notices (2) attending regular Task Force meetings, and (3) deputizing enforcers and enforcing the other provisions of this Ordinance, the Task Force, headed by the Barangay Council Chairman shall have the following respective duties and responsibilities:

a. Barangay Council Chairman: 1. Conduct Massive Information campaign on the preventionand control of dengue.

2. Conduct information campaign relative to Ovicidal / Larvicidal Trap System. (OL-Trap) as a strategy to control and detect impending dengue outbreaks.

3. Intensify the conduct of monthly Clean-Up Drive in the barangay.

4. Render report base on their performance on dengue control and prevention to the Office of the Mayor on quarterly basis. b. Council chairman on Committee on Health: 1. Assist the Barangay Council Chairman in overseeing the implementation on the duties and responsibilities of the Task Force. c. Barangay Council Members: 1. Make Aksyon Barangay Kontra Dengue, including the implementation of this Ordinance, a part of the barangay health program and appropriate funding under the general budget of the barangay government unit.

d. Barangay Health Workers: 1. Conduct inspection activities as provided in this Ordinance.

2. Assist in promoting awareness of this Ordinance.

e. Barangay Nutrition Scholars: 1. Conduct inspection activities as provided in this Ordinance.

2. Assist in promoting awareness of this Ordinance.

f. Day Care Workers: 1. Conduct inspection activities as provided in this Ordinance in the houses and establishments of day care pupils.

2. Conduct information and education on dengue control and prevention among day care pupils and their parents or guardians 3. Assist in promoting awareness of this Ordinance.

g. Barangay Treasurer: 1. R equest and receive from the Municipal Treasurer the Citation Ticket.

2. Issue booklets of Citation Tickets to the enforcers on this Ordinance.

3. Collect / receive fines by violators and submit report on its collection.

4. Facilitate the release and allocation of funds and the renumeration of enforces share in accordance with the provision for sharing of proceeds derived from the collection of fines, penalties, generated resources and appropriated budget. h. Purok Officers: 1. Assist in promoting awareness of this Ordinance in encouraging Purok members support and participation on its implementation and enforcement.

2. Monitor Purok members in the compliance of this Ordinance.

3. Conduct inspection activities as provided in this Ordinance. i. School Principals: 1. Ensure the conduct of information and education on dengue prevention and control to all school children and their parents / guardians; 2. Ensure strict compliance of this Ordinance in the school premises and perimeter.

3. Assist in promoting awareness of this Ordinance.

SECTION 11. ENFORCEMENT ON HOUSES AND ESTABLISMENTS. – Ninety (90)calendar days after the effectivity of this Ordinance, inspection team/s composed of the members of the Aksyon Barangay Kontra Dengue Task Force shall conduct inspection of all houses and establishments to determine their compliance with the provisions of this Ordinance. Regular inspection shall

thereafter be conducted at least twice a year. The inspection team shall provide the persons-in-charge of the houses and establishments the primer of this Ordinance. The inspection team shall issue a Citation Ticket against the violators upon finding of non-compliance with or any violation of this Ordinance.

Re-inspection of houses and establishments shall be done on any day after the issuance of Citation Ticket, but in no case more than ten calendar days after such issuance. If the person-in-charge of houses and establishments fails to comply with the duties and obligations stated in this Ordinance upon re-inspection, the inspection team shall issue another Citation Ticket and request the assistance of the Barangay Council members for the enforcement of this Ordinance.

SECTION 12. CIVILIAN PARTICIPATION IN ENFORCEMENT. – Within thirty (30) calendar days from the effectivity of this Ordinance the Barangay Council Chairman shall deputized the barangay health workers, barangay nutrition scholars, day care workers, and purok officers as enforcers of this Ordinance.

SECTION 13. INFORMATION DISSEMINATION. – Within sixty (60) calendar days from the effectively of this Ordinance, the Municipal Mayor through the Public Information Officer shall: a. Provide at least one copy of this Ordinance to every Barangay Government Unit, Municipal Treasurer and Municipal Health Officer. b. Provide primer of this Ordinance for every Barangay Government Unit, Municipal Treasurer and Municipal Health Officer.

SECTION 14. PUBLIC BILLBOARDS, NOTICES IN BARANGAYS. – Upon effectivity of this Ordinance, the Task Force shall put up information campaign materials in conspicuous places within the Barangay Government Unit to notify the public of the restrictions and sanctions imposed by the Ordinance.

SECTION 15. CONDUCT OF ORIENTATION, SEMINARS AND TRAININGS. –Within Sixty (60) calendar days from the effectivity of this Ordinance and periodically thereafter, the Health Officer with the assistance of the Health Education and Promotion Officer and the Sanitation Inspector shall develop and conduct a series of orientation, seminars and trainings for the enforcers of this Ordinance, at least one for each Task Force.

SECTION 16. SURVEILLANCE. – The Municipal Epidemiology and Surveillance Office shall monitor Dengue cases and provide data to the Barangay Government Units, Municipal Mayor, Sangguniang Bayan, Provincial Health Office and DOH Regional Office.

SECTION 17. FOCAL SPRAY. – Focal spray shall only be used to control dengue during epidemic or outbreak.

SECTION 18. FUNDING a. An initial funding to defray the expenses necessary for or incidental to the implementation of this Ordinance in the amount of One Hundred Fifty (P150,000.00) Pesos shall be sourced from the fund of the Municipal Government to carry out its duties and functions. b. An initial funding to defray the expenses necessary for or incidental to the implementation of this Ordinance in the amount of Ten Thousand (P10,000.00) Pesos shall be sourced from the fund of the Barangay Government to carry out the duties and functions of the Task Force. c. Every year thereafter, at least One Hundred Thousand (P100,000.00) Pesos shall automatically be included in the Annual Budget of the municipality and at least Ten Thousand (P10,000.00) Pesos for the barangay for the implementation and enforcement of this Ordinance.

SECTION 19. SHARING OF PROCEEDS FROM THE ADMINISTRATIVE PENALTIES. - The amount of the corresponding penalty paid by a violator to the Barangay Treasurer shall be apportioned where the equivalent of thirty percent (30%) shall accrue to the enforcer as incentive.

The remainder of the proceeds from penalties collected as payment by violators, after deducting the amounts that shall accrue to the enforcers shall form part of the general fund of the Barangay Government Unit.

SECTION 20. SEPARABILITY CLAUSE. - If any provision or part of this Ordinance is declared invalid or unconstitutional, the other parts or provisions thereof shall remain valid and effective.

SECTION 21. REPEALING CLAUSE. - All ordinances, orders, or rules and regulations inconsistent with the provisions of this Ordinance are hereby repealed or modified accordingly.

SECTION 22. EFFECTIVITY. - This Ordinance shall take effect 15 days upon approval and upon compliance with Section 59 (c) of RA 7160.

4Ps or the Pantawid Pamilyang Pilipino Program is a conditional cash transfer program of the Philippine government under the Department of Social Welfare and Development (DSWD). It was first introduced in the country in 2007 under President Arroyo. The succeeding Aquino and Duterte administrations continued it.

But little do we know that 4Ps has an education component. One of its objectives is break the intergenerational poverty cycle by investing in the education of poor children through enrollment in daycare, elementary and secondary sessions.

In achieving universal primary education, it hands out an education grant of P300 per child every month for ten months or a total of P3,000 every year.

These cash grants can be downloaded from any Land Bank branch at a specific period per month.

But enrolled schoolchildren who are the beneficiaries of the program must maintain an attendance of at least 85 percent of class days per month or they will be forfeited from the program.

I think instilling discipline to the children is one way for these kids to become responsible adults in the future and rising them from the poverty that their parents have experienced.

He stressed that the establishment of the station shows the willingness of President Rodrigo Duterte to go the extra mile despite the serious difficulties facing the peace process.

“We have brought the GRP-MC closer to the conflict hotspot in the country, thereby enabling it to be readily accessible and responsive to the people sought to be served by the enforcement of CARHRIHL,” Bello said.

The establishment of monitoring stations in key conflict-affected areas is part of CAHRIHL signed in March 1998 and supple-

mental guidelines signed by the GRP and NDF panels in Rome, Italy last January on the full operation of the Joint Monitoring Committee (JMC) under CARHRIHL. JMC is tasked to monitor compliance of the CARHRIHL, including the receipt of human rights or humanitarian law violations committed by the GRP or by the NDFP. The signing of the supplemental guidelines by Bello and NDF Chair Fidel Agcaoili, was a significant move under the Duterte administration after the first draft crafted in 2004 was not signed when the peace negotiations bogged down in 2011.

The supplemental guidelines is a set of mechanisms on how to address complaints of violation by the government forces and the armed wing of the NDF – the New People’s Army (NPA).

The supplemental guidelines are issued pursuant to the Operational Guidelines for the JMC issued on 14 February 2004, in Oslo, Norway by the GRP and NDFP peace negotiators.

The adoption of the guidelines is a realization of CARHRIHL, which is one of the four substantive agenda of the negotiations that will comprise the final peace agreement.

The other three remaining substantive agenda are socio-economic reforms, political and constitutional reforms, and end of hostilities and disposition of forces.

“PDEA is inclined towards the passing of House Bill No. 180 and eventually its enactment into law.

However, control measures and regulations on the medical use of cannabis are highly needed to ensure the patient’s safety and prevent its use for recreational purposes,” Aquino said.

“But as of the moment, the fact remains that under existing Philippine laws, marijuana is a dangerous drug whose cultivation, sale

and use are strictly prohibited. PDEA will continue to enforce the law and enjoin the public to abide by the law,” the PDEA chief added.

On September 26, the House health committee has unanimously approved House Bill 180, otherwise known as the Philippine Compassionate Medical Cannabis Act authored by Isabela Representative Rodolfo Albano III. The committee approved the measure, which seeks to legalize and regulate the use of cannabis for medicinal purposes, after extensive consultations with different stakeholders including patients, advocacy groups, experts, and industry professionals, among others.

Albano said thousands of patients suffering from serious and debilitating diseases in the Philippines would benefit from legalizing the medical use of cannabis.

The solon said the bill’s intent is to invoke the right of the patient to choose treatment and the duty of the physician to honor the patient’s decision, as well as to inform the patient of the side effects of such treatment.

The bill provides for the establishment of the Medical Cannabis Compassionate Center (MCCC) licensed by the Department of Health (DOH) to acquire, possess, cultivate, manufacture, deliver, transfer, transport, sell, supply and dispense cannabis, devices or related supplies to registered qualifying patients.

It also seeks the creation of a Medical Cannabis Safety Compliance Facility (MCSCF) to conduct scientific and medical research on the medical use of cannabis and provides testing services for its potency and contaminants and mandates the DOH to issue identification cards to qualified medical patients after a careful review of their required documents.

DAVAO CITY -- About 200 merchants are expected to join the cryptocurrency exposition organized by Doxa at the Davao Convention Center on October 7 to introduce and educate Dabawenyos about e-currency as driver of the economy.

Gian Albano, Ph.D., Doxa chief trainor, said Doxa is a community of cryptocurrency enthusiasts based in Davao City with over 3,000 members around the Philippines. Its members are learning the e-currency through the regular coaching and mentoring.

The members are Filipinos and foreigners of all ages but half of the community is composed of millennials.

In the Philippines, Albano said several steps need to be done, firstly, because there is lack of information and awareness among Filipinos about the virtual commodity.

GRP sets up 1st CARHRIHL monitoring station in Davao

Davao Light welcomes a new batch of pawikan hatchlings in the Cleanergy Park The coastal area of the Cleanergy Park in Sitio Punta Dumalag, Matina Aplaya, Davao City has long been an active nesting ground for different species including sea turtles.

Cleanergy Park is a project of Davao Light, a subsidiary of the AboitizPower, in partnership with the Aboitiz Foundation. It is a biodiversity park that is aimed to preserve the pawikan nesting grounds, be a home of many thriving bird species and help maintain ecological balance for other sea and land creatures.

Last September 21, 2017, Davao Light welcomed a new batch of baby sea turtles, which are believed to

be the endangered Hawskbill Turtles. These hatchlings came from the 5th pawikan nest discovered last July 29, 2017 at the Cleanergy Park.

A total of 158 baby pawikans were released on the same day the eggs were hatched.

Furthermore, on Sept 23, validation was done on the latest reported sea turtle tracks spotted along the shores of the park. A nest was confirmed and this is the 8th nest found this year.
