Army chief leads destruction of loose guns in Maguindanao

The Philippine Army chief led the destruction of more than 400 loose firearms here as part of the 32nd foundation anniversary of the 6th Infantry Division (ID) on Friday.

Cagayan de Oro-based specialty paper innovator and producer CDO Handmade Paper has been awarded by the D and AD Future Impact Awards for its Pinyapel in the Environment

and Sustainability Category last October 25 in New York City.

According to F & B Report. PH, Pinyapel (a portmanteau of pinya for pineapple, and papel meaning

paper) is a locally-processed and manufactured specialty paper from locally-sourced waste pineapple leaves from plantations in Bukidnon.

Padayon’s poisonous political mindset

Charlotte, North Carolina--It’s been five months since this year’s elections and yet parochial politics still stink the air in my hometown of Tagoloan based on what I learned from retired Air Force General Gregorio “Gerry “ Paduganan in his post on the Facebook page that he created and administered.

Paduganan’s observations are contained in a first person account of the first State of the Municipal Address of Mayor Gomer Enan Sabio. The mayor’s report of his first 100 days in office also contained some details of his proposed budget to the municipal council.

I thought I would not be writing about Tagoloan anymore as right now it is in good hands after Mayor Enan assumed office.

Though at that time he is still not in good relations with the council headed by his first cousin Robinson Sabio.

General Gerry’s post which I would use as basis of discussion is the absence of the council’s majority bloc during the address.

I used the term “absence” while Gerry described it as a “boycott.” Yes the council was invited but most did not show up for reasons only they know.

There were many observations made by the retired general, who really loves Tagoloan and has nothing on his heart except the welfare of its people based on our talks years ago. Anyway I would pick only one observation out of the many.

The chairs reserved for

the opposition councilors were unoccupied and only two councilors attended, lawyer Audie Paduganan and Pomar. I don’t know if these majority councilors were invited but I assumed they were invited or else why would the mayor not invite them?

If they were invited to the mayor’s first State of the Municipal Address, the best thing to do is to appear as a courtesy to a co-equal branch of the local government.

The majority should have attended and listened to the mayor’s report for the first 100 days in office and his vision for the next three years in office because in theory it should be the case.

It is for public interest and the welfare of Tagoloanons.

executive and legislative branches working together in unison while balancing each other out for checks and balances. They should set aside their entrenched political loyalties and selfinterest and for once work together.

It is public knowledge that Mayor Enan Sabio is supported by Team Unity (Rep. Juliet Uy of Misamis Oriental’s 2nd district and husband former Vice Governor Atty, Julio Uy) while the majority of the municipal council under Vice Mayor Robinson is under the protection of Misamis Oriental Gov. Yevgeny ‘Bambi’ Emano.

Climate change only for the poor?

I think, this question has been answered already many times. Fact is: climate change exacerbates inequalities, not only in poor, developing countries, but also in industrialized, wealthy ones. But, the poor should be given special importance when planning, experts and German National Television’s author Irene Banos Ruiz say.

Since the topic “Climate Change” arrived already the last global spot, climate hysteria grows. As drought, flooding and fires lay claim to headlines and landscapes across the world, and as countries and cities grapple with the cost of it all, the highest price is already being paid — by those who

are poor or marginalized, Ruiz voiced out. And yes, she is so very right.

Such are the findings of a recent study by researchers Noah S. Diffenbaugh and Marshall Burke. It reveals that the economic gap between rich and poor countries would have been smaller without the climate crisis.

Eight of the ten countries most affected by extreme weather events — such as hurricanes and monsoon rains — between 1998 and 2017, were developing nations with low or lowermiddle income, the Global Climate Risk Index of the NGO Germanwatch shows.

“Regions like Southeast Asia are very vulnerable,

not only because they are often hit, but because they lack resources to deal with the impact,” David Eckstein, co-author of the Index, told DW. Of course, living in the Philippines and experiencing the climate change here since decades, I wasn’t surprised any more reading the answer to the question: Where is the most extreme weather?

We live in an imperfect world This should be no surprise to us, no breaking news.

We just have to acknowledge this very obvious fact and avoid falling into two extremes. One is that of perfectionism, when we think everything will just be rigidly perfect, and anything that stains and distorts it should be rejected at all costs. The other is complete laxity, when we think that just about anything should be ok with us.

Yes, we are in an imperfect world, but a world that is always in the process of perfecting itself through the interplay of God’s grace and

our effort and correspondence to that grace. We are in a world in the making, a work in progress, aiming at becoming “a new heaven and a new earth.” (cfr. Jn 21,1) Besides, what makes our world more imperfect is that we all have fallen into sin which would make our correspondence to God’s grace more complicated.

Given this reality, we just have to learn to help one another to cope properly with this condition.

Things depend both on God and on us, with God always taking the initiative

and bent on completing what he started. Ours is simply to play along with God’s will and ways, but knowingly and freely and lovingly, as befit our dignity as God’s image and likeness, as children of his.

Our part, of course, is no laughing matter. It requires everything that we have got.

In this regard, we have to see to it that while we should try our best to know what is right and wrong as defined by God our Creator, and live our life according to that law, we should not ignore the fact that evil will always be around, harass-

ing us, and we just have to learn how to live with that.

Yes, we should try always to be clean, even squeaky clean as much as possible, but let’s not forget that one way or another, sooner or later, we somehow get dirty.

So we just have to learn to clean ourselves again as soon as possible, and move on without much delay.

ECURITY Bank Foundation Inc. (SBFI), in line with its advocacy in promoting quality education, extended its scholarship programs to Chiang Kai Shek College and Ateneo de Manila University.

Under the Security Bank Foundation College Scholarship Program, the bank increased the number of slots available for deserving but financially-challenged Ateneo students with a two million-peso (Php 2,000,000) donation to the Amando M. Tetangco, Jr. Ateneo Scholarship fund, which was created in honor of the former governor of the Bangko Sentral ng Philipinas.

MANILA -- The Department of Health (DOH) on Friday reiterated that African swine fever (ASF) is not a risk to human health as it allayed public fears amid recent confirmation from the Department of Agriculture (DA) that some processed pork products in the country have tested positive for ASF. “We want to emphasize again to the consuming public that ASF is not a threat to human health. Processed meat products are still safe for consumption,” Health

MANILA -- Agriculture Secretary William Dar on Friday ordered the stricter implementation of the 1-710 protocol, biosecurity and quarantine measures to contain and prevent the spread of African swine fever (ASF).

In the latest bulletin on ASF, Dar has called on all local government unit (LGU) officials and swine industry stakeholders to

“continuously sustain efforts to manage, contain and control ASF, and strictly enforce the 1-7-10 protocol and biosecurity and quarantine measures.”

This comes in the wake of the apprehension of a traveler carrying several packets of processed pork products that tested positive for ASF at a Mindoro port.

Under the 1-7-10 protocol, the government culls all pigs within the one-kilometer radius of the affected

farm, while the movement of pork and pork products within seven kilometers is limited. It also conducts surveillance and monitoring within the 10-kilometer radius.

The DA earlier confirmed that samples taken from processed pork products, such as hotdog, longganisa, and tocino, coming from a Manila-based company tested positive for the ASF virus.

As such, he said the DA Secretary ordered further laboratory testing on the confiscated meat products.

Dar lauded concerned LGUs, the BAI, and NMIS personnel for the apprehension which “shows that strict and effective measures are in place and operational to prevent the spread of ASF”.

He, however, warned that anybody found selling and trading illegally slaughtered diseased animals are punishable under the law.

“Again, we strongly appeal to small backyard hog raisers not to sell their ASFinfected pigs to traders, and for traders not to sell infected hogs, and pork and processed products so as not to spread the ASF virus to other areas,” Dar said.

He also urged the general public to continue to buy pork products from market vendors and meat shops with NMIS certificates.

Nowadays, we have been experiencing the consequences of climate change such as rising seas, changing landscapes, increasing frequency and/ or severity of droughts, fires, floods extreme storms, damage to ecosystems, super typhoons had been hitting our country and it has vast impact to our living. As part of United Nations Framework Convention on Climate Change, Philippines came up with Republic Act No. 9729 last October 2009.

This act has a main objective which is the stabilization of greenhouse gases concentrations in the atmosphere at a level that would prevent dangerous anthropogenic interference with the climate system which should

be achieved within time frame sufficient to allow ecosystems to adapt naturally to climate change, to ensure that food production is not threatened and to enable economic development to proceed in a sustainable manner.

Department of education is one of the government agencies to ensure the effective implementation of the framework strategy and program on climate change. It is mandatory to integrate issues about climate change in all of the subject in the Basic Education level so that the students would be aware about it and can help in taking care of our environment. Security Bank optimistic Mindanao can sustain growth

ECURITY Bank Corporation (SBC) held the final leg of its first economic forum roadshow in the gateway city of Northern Mindanao featuring experts who highlighted key areas for sustainable and inclusive development in the region. The symposium was the bank’s fifth and last economic forum for 2019.

Security Bank continues to see promising investment opportunities in Mindanao with the region’s impressive economic growth, which has spurred demand for several infrastructure projects and real-estate developments in the area.

“We always keep a close eye on the exciting developments in Mindanao. Since 2016, there has been a gradual increase in the Gross Domestic Product (GDP) of the region. More economic hubs in Asia, especially Southeast Asia, look at Mindanao as an investment destination in the South,” said Security Bank Assistant Vice President and Chief

Economist Dan Roces.

Cagayan de Oro was tagged as the seventh most competitive highly urbanized city in the country in 2018, as well as a growth-driver of Northern Mindanao.

Dubbed as the trading center of the south, Cagayan de Oro offers a strategic location for businesses, as it is an entry point of goods to over 22 million consumers in Mindanao and the most efficient shipping point for Mindanao’s agricultural and industrial products to the rest of the country.

Earlier this year, its gross regional domestic product increased to 7.0% from 2018, owing to the accelerated growth of their service and industry sectors.

But even people who do not currently live in extreme poverty are at risk of becoming poor. I listened Harjeet Singh, climate policy lead with the NGO ActionAid International, during a television interview.. He recently visited the Sundarbans, where land has been swallowed by rising sea levels. “People there had resources, but their lives have been completely devastated by climate change impacts,” he said. “They’ve fallen into the poverty trap.”

He witnessed a similar situation in Senegal’s Saloum Delta, where sea level rise is making it hard for communities to farm or fish. That’s how people “become ultra poor and migrate without any resources, and become unskilled labor in urban areas,” he explained.

Economic disparities due to climate change aren’t unique to poorer countries.

A 2017 study published in the peer-reviewed journal, Science, says higher temperatures in US states such as Arizona will lead to a more intense use of cooling systems, which in turn implies greater energy use and higher costs for consumers.

Some northern states, howe ver, could b enef it through reduced heating use, among other factors. In Maine, for instance, the most northeasterly US state, the gross county product could increase by up to to 10%, while in Arizona it could fall by as much as 20%, the study shows.

In the Spanish capital, Madrid, over 20% of households are at risk of energy poverty — the lack of capacity to keep homes warm in winter and cool in summer, a study requested by regional authorities shows.

Allow me to quote Eckstein from Germanwatch again, who says that initiatives to help countries recover are important, “but what is also necessary is for these countries to prepare in advance.”

I.e. Bangladesh, he says, has improved its position in the Climate Risk Index because it deals with climate change impacts better than other countries. Among other measures, it has built seawalls to prevent flooding and introduced early warning systems to evacuate people on time.

Social protection mechanisms to help people relocate and learn new skills also matter.

“If relocation needs to happen, it has to happen in a much more planned manner,” Singh said. But since the affected countries often lack the economic and technical capacity to go this far, international support plays a decisive role, he added.

Singh agrees that preventive planning is the key to reducing the inequality gap intensified by climate change.

“Current players are leading us to a 3 degrees [Celsius] warmer world,” he said. “We really hope that we don’t reach that point, but our planning has to be with that thinking.”

illustrated in that parable of the unjust or shrewd steward. (cfr Lk 16,1-13) The steward was about to be fired by his master because he was reported to be squandering his master’s goods.

Since he was not too strong to dig and was ashamed to beg, what he did to secure his future was to curry favor with his master’s debtors who hopefully would return the favor once he got out of job.

The master apparently knew about this but just the same he commended the steward for acting with shrewdness. And Christ, deriving the lesson from that parable, said that while what the steward did was wrong, he did right in being shrewd.

Christ was clear about not serving two masters, God and mammon. But he also said, “make friends for yourselves by unrighteous mammon, that when you fail, they may receive you into an everlasting home.”

(Lk 16,9) What the parable tries to tell us is that we should just do what we can to survive, even if it is wrong. When we would be cornered already with no other possibility for survival, we can play shrewd.

We should just make up later for whatever wrongdoing we may be pressured to do.

It’s like saying that in this world, we cannot help but be dirty, what with all the evil elements and powerful

“Firstly, over these years, we’ve consistently been in the country’s Top 10 Highly Urbanized Cities,” Moreno stressed. “Secondly, in each of the four pillars, CDO was in the Top 10 also.”

Cagayan de Oro ranked #2 in Resiliency, #6 in Government Efficiency and #10 in both Infrastructure and Economic Dynamism of the latest CMCI rankings.

Although Cagayan de Oro slipped to #7 from its #5 overall ranking last year, it recorded improvements in government efficiency, climbing to #6 (from #7 last year and #16 in 2017), and Economic Dynamism jumping 3 ranks to #10 from #13 last year (from 15th in 2017).

It slipped one rank from #1 to #2 in Resiliency after rising 21 ranks in 2018, and five to #10 in Infrastructure (from #5 last year and in 2017).

“Thirdly, 4 HUCs outside Metro Manila (two from the Visayas and two from Mindanao) landed among the country’s Top 10 HUCs, a clear statement of the competitiveness improvement of HUCs in these areas.”

The two cities in Mindanao which made it this year’s Top 10 in overall competitiveness were Davao (3rd) and Cagayan de Oro (7th), while Iloilo (9th) and Bacolod (10th) were the two which made it from the Visayas.

Despite the slight slippage from last year’s overall competitiveness rankings, Moreno still remained ebullient and praised the close public-private partnership which made it possible.

“I’d like to thank CDO’s bureaucracy and our community for this sterling record.”

A total of 1,518 LGUs participated in this initiative and awards were given to LGUs in four categories: 3rd to 6th Class Municipalities, 1st to 2nd Class Municipalities, Component Cities, and Highly Urbanized Cities.

For the fourth year, Quezon City was overall most competitive Highly Urbanized City (HUC), making it to the CMCI Hall of Fame.

Manila was second followed

by Davao City in 3rd place.

Antipolo City was the overall most competitive Component City (CC), with Calamba, Laguna and Santa Rosa, Laguna in 2nd and 3rd places, respectively.

Cainta, Rizal reclaimed its top spot as overall most competitive 1st-2nd Class Municipality, while Taytay, Rizal slipped to second spot, followed by Baliwag, Bulacan in 3rd place.

again tops For the 3rd-6th class municipalities, Mambajao, Camiguin again topped this category followed by San Remigio, Cebu (2nd) and Baler, Aurora (3rd). Mambajao placed first in economic dynamism and third in government efficiency. It also topped the CMCI rankings for the overall category in 2015.

Rizal Province was adjudged the most competitive province overall for the fourth consecutive time, with Laguna 2nd and Cavite at 3rd.

All three provinces are from the CALABARZON region.

"I am glad to hear that more and more Local Government Units (LGUs) are seeing the importance of the CMCI project," said DTI Secretary Ramon Lopez.

“The CMCI now has 1,518 cities and municipalities, from 122 cities and 163 municipalities in its pilot run in 2013. Beyond being an annual ranking event, it is a vital opportunity for policymakers and public officials to see where things are, compare it to past performance, and relate it to the experience of other localities. As such, the program serves as a driving force to do better, to be more innovative, and to utilize and manage resources more effectively," he added.

Most improved LGUs DTI also recognized local government units that significantly improved their performance in the CMCI. For the HUC Category, Valenzuela and Malabon shared the top spot, followed by Angeles, Pampanga (2nd) and Parañaque and Caloocan (3rd).

For Component Cities, Meycauayan, Bulacan topped the list, while Tangub, Misamis Occidental and Toledo, Cebu tied for 2nd place and San Jose del Monte, Bulacan ranked 3rd.

For 1st-2nd class municipalities, Plaridel, Bulacan ranked 1st followed by Pandi, Bulacan (2nd) and Santa Rosa, Nueva Ecija (3rd).

Guindulungan inaugurates new executive building

GUINDULUNGAN, Maguindanao --- A new executive building of this town was inaugurated Thursday, October 17.

Mayor Datu Midpantao Midtimbang, Jr., who led the inauguration, expressed his sincerest thanks and gratitude to Honorable Senator Sonny Angara for having partly funded the renovation and completion of said building.

The total cost of the building was 20 million pesos.

Senator Angara sponsored a sum of 5 million pesos, while the remaining amount were shouldered by the local

government.

“This assistance of Senator Angara is truly essential for effective operation of the municipal government of Guindulungan to pursue its counter terrorism program which may be attained through effective services to the people.

It is about time that we also have a more spacious executive building,” Midtimbang said.

Mayor Midtimbang encouraged town officials and populace to work together and cooperate in taking care of the new government building.

“Let us work together work in maintaining this new

government center,” he said.

Mayor Midtimbang, together with the municipal officials extended their sincerest thanks and gratitude to the various officials who attended the inaugural kanduli.

In addition, the good mayor also distributed food, mineral water and toothpaste to the pupils of Tambunan Elementary school as part of

his advocacy to help the pupils to maintain their nutrition needs.

Meanwhile, the inauguration sends a message of good luck since the local government has retained its status as an SGLG Awardee.

That same day, Mayor Midtimbang received a copy of the List of 2019 SGLG awardees released

by DILG National Office.

Based on the list, BARMM has 25 municipalities which successfully passed the 2019 SGLG national assessment conducted last August.
